In recent years the Australian gold industry has gone through a major expansion phase. The need for finance has led to adoption of different approaches such as the well known gold loan, forward selling, equity participation by suppliers and equipment leasing. During early periods of the expansion, significant new equity was raised chiefly for high risk exploration ventures. The major form of new equity finance was ordinary shares, often in 'No Liability' companies. The increasing capital requirement of the huge new development projects of the 1980s also spurred the use of debt finance. This trend was accelerated as high inflation and the taxation advantages of debt finance made borrowing attractive. This paper reviews major financing techniques used by the Australian gold industry with particular emphasis on the innovative financing techniques initiated recently. An analysis has been undertaken of the effects on the industry of issues such gold loans, forward selling, equity participation by suppliers, fly-in fly-out operations, contractor mining and equipment leasing. In order to achieve a better understanding of the innovative financing techniques, a survey of already published financial data from well known Australian gold mines was carried out. Data was collected from various published financial reports of gold mining companies. In addition, a questionnaire survey was sent to gold mining companies to assist the collection of further information. The results of this study show that there are a significant number of gold mines variously using gold loans, forward sales, contractor mining and fly-in and fly-out arrangements to finance their projects. Only four operations have vendor suppliers investing capital funds in their projects. Based on the findings of this study, conclusions and recommendations are drawn that these approaches are likely to be with Australian gold industry for some time in the future and will continue to be intensively applied to finance gold projects.

A clear understanding of the intensity of coal and rock burst is the basis for future research on burst mechanism and control. There has been a wide variety in the description of coal and rock burst damage at different countries using multi-methods, which makes the common understanding even more challenging. Therefore, this paper presents a broad review on the quantifications of intensity of coal and rock burst and seismic risk around the world, considering critical factors including seismic energy, magnitude, peak particle velocity and ejection velocity. It is found that the seismic energy of coal and rock burst can widely range from 0.002 MJ to 60000 MJ, with equivalent Richter magnitude from -1 to 4. The daily seismic energies can be used for seismic risk potential assessment, with energy levels from 0.1 KJ to 10 MJ, which is much lower than the burst sources. The magnitude of the seismic events can be also estimated based on the weight of damaged coal mass and human senses of vibration and sound. For the seismic intensity represented by peak particle velocity (ppv), it keeps constant within fault radius and attenuates with a speed of 1/r4 and 1/r in near and far field respectively, thus it is possible for a small seismic event to induce considerable ppv causing severe damage if the epicentral distance is small enough. There has not been a strong correlation between the ejection velocity and ppv, as seismic energy is only one of the energy sources that contribute to the kinetic energy of burst damage. Community members’ sources of information about companies’ social investments are often influenced by the messages in a variety of communication channels, such as newspapers, television and social media. In this sea of communication channels, corporate communications may not always have the desired effect in influencing community perceptions. This paper explores the efficacy of communication between mining companies and communities in Chile through content analysis of corporate sustainability reports and newspaper reporting.Chilean media reporting between 2005 and 2013 is examined to identify community perceptions of corporate social investments made by mining companies. Content within the Chilean newspapers El Mercurio (national) and Soy Chile (regional) is contrasted with content from corporate sustainability reports published by The National Copper Corporation of Chile (Codelco) and Barrick Gold Corporation, Canada (Barrick) for the same period. The objective is to identify differences in the way that corporate social investments are reported by companies in sustainable development reporting and by media in newspapers.Overall, the study demonstrates that the media’s framing and reporting of corporate activities was more negative than positive. Moreover, media outlets tended to focus upon the ‘negative impacts’ or ‘damage’ to communities brought about by mining developments. Conversely, companies’ public communications were largely focused upon direct improvements in livelihoods (health, education, etc) of neighbouring communities. This preliminary study provides a baseline for the development of new formats of effective communication with neighbouring communities. Extensive use of diesel-powered mobile equipment in modern mines for materials handling, such as load-haul-dump machines, constitute a significant source of heat, exhaust gases and diesel particulate matter. Provision of sufficient quantities of fresh, cool air are required to remove such atmospheric contaminants from the environment for miners, particularly at depths where ventilation constraints and associated operating costs have an increasingly adverse impact. An alternative solution to diesel equipment to combat economic, environmental, social and health challenges, are battery electric vehicles (BEV), with the potential to expand production and substantially reduce ventilation and cooling demand, subsequently reducing operating costs. In this context, this paper focuses on the introduction of a battery electric loader to a diesel fleet at one of the deepest underground mines in Australia, the CSA Mine, a high-grade copper operation in Cobar, New South Wales. Analysis of a trial battery electric loader compared to existing diesel machines is performed with regards to infrastructure, technical and operational issues. Key benefits of battery electric vehicles over conventional diesel-powered vehicles are discussed, including lower energy consumption and greater efficiency, reduction of emissions and heat, reduced need for ventilation and lower operating costs. Challenges of introducing BEVs into an operation, along with the results from the comparative study are addressed under impacts to energy consumption, equipment selection, effects on ventilation and cooling, mine design and economic viability for future fleet implementation scenarios whilst meeting production targets.

The Morobe Province of central Papua New Guinea (PNG) has been mined for gold for nearly a century, although it is only in the past decade that large-scale modern mining commenced. The Hidden Valley gold-silver project began construction in mid-2006 and production by August 2009, and is located in the mountains above Wau in the headwaters of the Watut River. The mine is owned and operated by the Morobe Mining Joint Venture (MMJV), which also owns the Wafi-Golpu project, comprising the Wafi gold deposit and Golpu copper-gold deposit, situated in the Watut River Valley. Together they represent a potential mine of the scale of Ok Tedi or Bougainville or bigger. The MMJV is owned in equal shares by Newcrest Mining from Australia and Harmony Gold from South Africa. Although Hidden Valley was the first large-scale mine in PNG to engineer and build a tailings storage facility, poor environmental management during construction and early operations led to significant erosion of waste rock and sedimentation impacts throughout the ~200 km length of the Watut River. Since then, substantial efforts have been made to improve environmental management, especially waste rock placement and storage and water quality management. While the impacts from the Hidden Valley project appear to be reducing, the saga has heightened concerns by many along the Watut River and across PNG about ongoing impacts from mining.This paper presents the results of an ongoing project in the Morobe Province conducted by the Mineral Policy Institute examining the historical, current and future impacts of mining, including community views, social and environmental impacts and the monitoring and regulation of mining. Overall, there is a clear need to more fully integrate social and environmental issues into life-of-mine planning and go above and beyond regulatory requirements. The Australian Corporations Law generally requires Independent Expert Reports to be presented in support of capital raising or in defence of mergers and takeovers. The introduction of the VALMIN Code in 1995 (and its recent revision issued as the VALMIN Code, 1998) made Assessment and Valuation Reports in these circumstances much more comprehensible than before because of its key requirements for transparency and materiality. By forcing the Independent Valuer to provide an explanation of the reasoning behind the estimation of a particular resource asset, VALMIN allows the reader to clearly see any error or illogicality in the valuation methodology used and to seriously question or even reject the resulting value. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Independent resource asset Valuers are the essential link between mineral explorers/miners on the one hand and brokers/analysts/fund managers/investors on the other. The minerals and financial industries both expect them to not use inappropriate or invalid valuation methods and illogical steps within these methods. This paper examines some of the less sensible ways in which some of the main techniques that Valuers commonly use to assess the fair market value of mineral properties have been applied in recent instances. The authors hope to discourage the adoption or perpetration of the æWhat-number-did-you-have-in-mind?' approach. It is MINVALÆs view that as many methods as possible should be used in any resource asset valuation. If any of the resulting estimates are in approximate agreement (particularly if they were derived using the less subjective of the available methods), ie if they cluster, they are probably more persuasive as being the Preferred Value of the asset than outlier values within the Valuation Range.

"Minerals, minerals, minerals. Elements occur in the earth as minerals. If local physical, chemical and structural conditions are conducive to concentrating these minerals to sufficiently high abundances in the earth’s crust, a mineral deposit will form. If technology is available to extract metals from the minerals economically, then you have a mineral resource that will be mined and processed. Determining which minerals are present and quantifying their abundances, textural characteristics (grain size and shape) and how they are intergrown with each other is the realm of the mineralogist. Geologists use this mineralogical data to understand how the mineral deposit formed, how to find high-grade zones within the deposit and where to find other mineral deposits. Metallurgists use this data to design, operate and optimise processing facilities to extract metals from the minerals. The types, quantity and precision/resolution of the mineralogical data required by geologists and metallurgists are different, but are not mutually exclusive of each other. The Jinfeng mine is Sino Gold's flagship project and is the second largest gold mine in China. Sino Gold Limited (SGL) holds 82 per cent equity in the Sino-Foreign joint venture Sino Guizhou Jinfeng Mining Limited (SGJML) with a Chinese partner. Jinfeng is located in a relatively remote site in southwestern Guizhou province. The orebody is considered to be the largest known Carlin type deposit in China. Jinfeng Plant has the world's third largest BIOX« bacterial oxidation facilities (790 t/d), treating highly refractory concentrate generated from crushing, semi-autogenous grinding (SAG) and ball milling and bulk sulfide flotation operations. The Jinfeng Plant construction started in February 2005, commissioning was completed in April 2007, and commercial gold production was achieved in September 2007. This paper describes the successful operations of Jinfeng Plant over the last two years. The key events of the project development are described, from the project background and process design, through to the commissioning and achieving design mill throughput of 3600 t/d resulting 180 000 ounces of gold per year. Process aspects of the BIOX« and carbon-in-leach (CIL) operations over the last two years are discussed which illustrate a very high BIOX« oxidation rate (more that 97 per cent) and excellent CIL recovery (more than 96 per cent). The management of the Jinfeng plant CIL tailings detoxification and filtration is described, and Jinfeng has became the first BIOX« processing plant to have achieved dry stacking of detoxified and pressure filtered CIL tailings. Current efforts to recover cyanide from CIL detoxified solution and the achievement of a zero discharge site water balance are also introduced. Many improvement projects have been made over the last two years which have culminated in a 15 per cent increase in mill throughput over the design and BIOX« CIL recovery increasing from 92.5 per cent to 96 per cent. Significant operating cost reductions from lowered of acid, lime and cyanide usage through process modifications and technical innovations are discussed.

Mining is a water intensive sector, contributing to declining water resource quality around the world. Improvements to current mine water management practices can help reduce the amount of water utilised by the mining sector and the impact on water resources. Creating a water account can help companies understand water use in their operations and identify areas where water reduction is possible. Water accounting methods include the Water Footprint Network method and the WaterMiner tool.The Water Footprint Network method is used to determine the amount of direct and indirect water used by an organisation either in a process or to manufacture a product. The total water footprint is divided into the blue, green and grey water footprints. Blue water is the amount of water abstracted from surface and ground water resources. Green water is the amount of rain water utilised. Grey water is the amount of freshwater required to assimilate the waste stream to the natural resource and still conform to ambient water quality standards.The WaterMiner tool is a program available via the internet, which can be used to model water use of mineral processing sites. The program reports the amount of raw, worked and treated water used by the process and recommends flows that can be added to reduce the amount of fresh water required by the process.To gain information on mine water management practices in South Africa, a water account for a platinum mine was developed using the Water Footprint Network method and WaterMiner tool. Since 2001, the AMIRA P420 gold processing technology project series has been studying the recovery of gold using gravity devices, with particular emphasis on the centrifugal units, Knelson and Falcon concentrators. The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.

Safety remains a critical priority for the Australian mineral resource industry and will receive increased focus in the future. This is particularly evident in underground coal mines where reserves are becoming deeper and more hazardous to extract. The CSIRO, through its Exploration and Mining Division, have recently delivered on two projects aimed at providing step-change capabilities in real-time risk management and hazard control. This paper describes the key outcomes of these projects.

The new environmental legislation of 1986 was left incomplete and to date remains so. The 'missing' process by which environmental consideration should be applied was never embodied in law and has predisposition to a wide interpretation. The Resource Statutes which govern land use and development place demands on the environmental process without that definition. The Resource Statutes are themselves under review by Government. There is a new Government Department of Conservation. It is still in its early days and facing a challenge to compose its role as a steward over large tracts of land holding significant marketable resources, animal, vegetable, mineral, and abstract. It has also taken over numerous consent and advocacy roles in legislation beyond its own empowering Act. Enter the mining company, anxious if not able to get an easy passage for consents to prospect and mine, then at least to have a clear path to tread to get there, within a fixed time period. Whichever options appear available to process environmental approvals, public participation is that being favoured most by the regulatory bodies. Where a public notification of consent applications is mandatory, public participation should lead to the fastest track available.

PT Freeport Indonesia is a copper-gold mine operation located in West Papua, Indonesia about 3500 km east of Jakarta. Current ore production is about 270 000 tpd, of which 30 000 tpd comes from underground. In the future, the production from underground will be gradually increased to reach a maximum of 115 000 tpd, as the Grasberg open pit production decreases. The current and future challenge for PT Freeport Indonesia is to fill the quota of underground miners, as Indonesia does not have a long culture of underground work. At present, there are only three active underground mines in Indonesia. The lack of underground skilled labour incited the company to develop its own skilled workforce. In the mean time, to overcome the shortage of personnel, the underground management had to find a way to improve the productivity. Since 21 May 1998, PT Freeport Indonesia Underground Mine has operated with the new roster of two rotating shifts a day, 11 hours per shift. The previous schedule consisted of three nine-hour shifts per day, six days a week, for a total of 26 working days in a month. This change was intended to increase the productivity of the miners. With the previous roster, studies determined that the effective working time was only seven hours per shift. The new roster produces an improvement of effective working hours to about nine hours per shift. As a result, total production has increased by 33 per cent and the utilisation of production equipment has increased by 16.5 per cent. This paper describes the background of the decision to change the work schedule, the study carried out to evaluate the benefits and drawbacks of the new shift roster, the challenges, and then compares the results for various parameters between the old schedule and the new one.

Gas in U.S. coals is primarily composed of 90 to 99 percent methane and up to 10 per- cent carbon dioxide. In composition and heat- ing value, this coal-bed gas is similar to natural gas and can be introduced directly into commercial pipelines after standard condition- ing. The high permeability cleat system in the virgin coal can be exploited in order to drain the coal gas well in advance of mining. Two premining drainage methods have been extensive- ly evaluated in the U.S.; they are 1) horizon- tal boreholes collared from within the mine, and 2) vertical drilling from the surface with fracturing. Limited-size fracture treatments are advocated in order to prevent potential roof damage and the need for added support. An engineering approach to predicting gas flow for different drainage techniques near mining locations is presented. Results can be used in design, i.e. pipeline, compressor. Coal gas drainage from a horizontal borehole and a treated (contained fracture) vertical well for a 6 foot seam have been evaluated. Access to the Rosebery Orebody, which dips into the western slopes of Mount Black at 45¦, has been achieved in sequence by the following means: - A series of adits down to 8 level - An inclined shaft (No. 1 Shaft) sunk internally from 8 level to 14 level - A vertical circular concrete lined shaft (No. 2 Shaft) sunk internally from 4 level to 19 level. Although the orebody has been fairly well defined to 19 level, deeper ore occurrences have been outlined by a series of drill holes decreasing in frequency with depth to 26 level. No. 2 Shaft (sink) was stopped some 10 m below 19 level in order to make an early start on doubled production at West Coast Mines, with the intention of subsequently extending the shaft or of driving a decline from the lowest operating horizon for deeper access. The decline approach was adopted some six years after production commenced from No. 2 Shaft. The reasons for that decision are outlined, together with an account of the constraints and design requirements imposed by commencing by a vertical shaft in the hanging wall of the orebody.

Legislation introduced for Queensland and New South Wales Coal mines provides different levels of prescription regarding specification of mine seals û generally in relation to capacity to withstand overpressure. In Queensland, the Coal Mining Safety and Health Regulation (2001), Section 341 (d) places a further onus on the statutory ventilation officer to æensure all ventilation control devices at the mine are properly constructed and maintainedÆ and that the ventilation officer æmust ensure a ventilation control device mentioned in the regulation à and installed at the mine meets the design criteria statedÆ for the ætype of deviceÆ. Based on the experience of the author, it appears that risk management and life cycle approach to seals has not been adopted to the same extent as for other aspects of operations. Further, because of the number of disciplines and personnel involved that may influence various factors affecting seal integrity, the opportunity for oversight or unclear allocation of responsibility is considerable. While suppliers can provide explosion or design rated seals, this should only be a starting point for application of the product in a coal mine. Application is often considered by mine planning staff (taking into consideration mine environment parameters such as water, control of gas, spontaneous combustion risk, etc) in conjunction with the colliery ventilation officer, and then construction completed by contractors under supervision of operational staff. After construction, seals often are managed by operational personnel with input from the ventilation officer. Input of the geotechnical engineer into pillar design, roadway opening size, ground support specification and most stable seal location is also required. The need for a customised design approach for each seal site is proposed in order to take into account the many and variable factors that may influence a site so that improved seal performance reliability and predictability can be developed. A program of quantitative as well as qualitative monitoring of performance and triggers for rectification or maintenance action is required, and would provide support to the aforementioned proposal. Many mines rely on visual/audible inspection and periodic bag sampling as the primary means of assessment. Other significant factors such as seal material properties, rib degradation, convergence, floor heave, effects of water on both structural integrity of the seal as well as the air tightness of the seal do not generally receive the same level of attention. Based on the above observations, the author has compiled a reference checklist in regard to the above matters, including aspects of and approaches to mine and pillar design, geotechnical modelling and data collection, civil engineering design, site evaluation and practical options available.

A bulk analyser based on the gamma-ray resonance scattering process can be used to give a rapid and accurate measure of the percentage by weight of copper or nickel averaged over a large mass of sample, typi- cally 20 kg. It is shown that for a bulk sample containing about 3 wt.% Cu, crushing to -25 mm is the only sample preparation requited for analysis to within an error of about 0.06 wt.% Cu (errors quoted are one standard deviation). A comparison of bulk analyser and con- ventional assays on the same bulk samples can be used to estimate the sample preparation errors in the conventional methods. The squared deviations between bulk analyser and conventional assays are approximated by the sum of variances in sample preparation, conventional analysis, and bulk sample analy- sis. The sample preparation error was esti- mated as 0.26 wt.% Cu for samples crushed to -2 mm before splitting, 0.08 wt.% Cu for samples crushed to -0.35 mm before splitting, and 0.04 wt.% Cu for the average of 15 grab samples from bulk samples which had been crushed to -2 mm. A cover of inert material overlain by topsoil is required over compacted, seawater-neutralised red mud, a waste product from the refining of bauxite to produce alumina. The cover is to be revegetated, and it is necessary to demonstrate that the potential evapotranspirative-driven uptake of salts from the seawater-neutralised red mud will not impact the revegetation. An instrumented column was designed and constructed to test the evaporation-driven uptake of salts from compacted red mud into an overlying cover material with a thickness limited to 600 mm. The PVC column is 1.2 m high, with a 200 mm internal diameter. The column is instrumented with up to ten of each of moisture, suction, salinity and temperature sensors, together with a data logger, designed and manufactured at The University of Queensland (UQ) in Brisbane, Australia. The sensors were installed through the wall of the column at various depth intervals, with each set of sensors located at quarter points around the circumference of the column. Two pressure transducers were installed in the column to monitor the change of water level due to rainfall and evaporation. The column was filled with compacted red mud to a depth of 600 mm overlain by 600 mm of cover material, both sourced from the Queensland Alumina Limited (QAL) site in Gladstone, Queensland, Australia. The column is installed on a building roof at UQ, alongside a weather station, and will be subjected to the prevailing weather conditions for up to 1 year in the first instance, during which time the weather conditions and sensor responses will be continuously monitored. Northern Star Resources Limited Jundee Gold Mine in Western Australia operates a comminution circuit that consists of a primary crusher, 3.85 MW semi-autogenous grinding (SAG) mill, 1.8 MW ball mill and pebble recycle crusher.
