Oscar Johnson—In my opinion, the effect of mill speeds on grinding costs must be studied along with capital investment and dollars gathered together as profits. Comparing the entire groups of operators with those who have had the opportunity to make slow-speed mill studies, I think you will find the latter small in numbers. Most managers want the equipment worked to its maximum output. There are, however, some installations where plant and mill sizes are such that they can do the job with reduction of mill barrel speeds. The past and the present installations of the industry are laid out to get the most capacity for the least capital outlay. This is the case even with the plants of Chile Exploration, International Nickel, Morocco, and Anaconda, now under construction or being changed. The industry recognizes that most all equipment it buys today is good and can be depended upon for efficient performance. Under this scheme of things, I am doubtful that slow-speed ball mill operation will be generally applicable. With reference to the U. S. Bureau of Mines laboratory tests, I think table II could have been omitted. It is inconclusive as to maximum efficiency for the low-pulp level mill on hard ore. There should be no question about this point. However, data on mill speeds can be found to substantiate various theories as well as refute them. Gow, Guggenheim, Campbell and Coghill, in their paper on Ball Milling,' believe their 2 x 2 ft laboratory mill reflects results that can be expected from large mills. If so, then referring to their table 11, they state, "The conclusion to be drawn from this second series is that high speed, not exceeding 72 pct of the critical, favors capacity, as before, but that with proper conditions of operation high speeds may give as good efficiency values as low speeds. In this case the efficiency values are nearly constant. A horizontal curve would indicate that the amount of grinding was directly proportional to the power expended, and these tests suggest that such a coildition can be made to exist in commercial operations." But, one must realize that there are many variables that effect the efficiency of grinding mill operation, and too much must not be assumed as to the effect of some specific change. Possibly with changes in mill speed, the results might be more consistent by also a change in ball rationing, type of ball, volume of ball charge,. p.ulp level and amount of pulp in the mill, pulp consisting, design of liner, circulating load, etc. Also, changes in ore character must be reckoned with when evaluating grinding performance. At present the Climax Molybdenum Corp. is running at much reduced capacity. Mr. James Duggan informs me that at mill speeds of 17 rpm, they save a $0.025 per ton on liners and $0.025 per ton in power, but, if the demand for molybdenum increased, he would go back to higher speed to obtain maximum tonnage, as the values from the increased tonnage would far more than offset the one half saving at the slower speed. The Jnspiration ran a six months' test between mills running 21 rpm and 23.5 rpm. The slower mills ground 10 pct less ore with a slight saving per ton, but when the reduced plant tonnage was checked back into the actual cost figures of concentration, the high-speed mills with their greater tonnage showed considerable advantage. To be convinced of possible practical results from the predictions in the conclusions, I think we would have to rely on the analysis of expert cost accountants to furnish the necessary proof figures. Hardinge and Ferguson are to be commended for the work in preparing this paper. I am convinced that our Massco engineers should go into higher speeds with our equipment. Harlowe Hardinge (authors' reply)—For one, I heartily agree with Mr. Johnson's opening statement that the effect of mill speeds on grinding costs must be studied along with capital investment and dollars gathered together as profits. It was on this basis and for this reason the paper was written. Mr. Johnson, on the other hand, takes the position that, on the whole, low speeds are not justified from the economic standpoint, basing his principal reason on the fact that lower mill speeds cut mill capacities and hence reduce the gross income from the product produced. There is no denying this point. It is almost axiomatic. It is for this very reason that the overall advantage of lower mill speeds has been discounted and even overlooked. It was for this reason mainly that the paper was written in the first place. It is one thing to plan an efficient operation at the outset, basing one's figures on the tonnage requirements at the time, and it is quite another to be confronted with the problem of increasing the output of an existing installation at a minimum of capital expenditure. Economic consideration of a new installation is greatly influenced by referring to an old one. Too often, the analyst assumes that if this practice is followed in the new installation, one would not go wrong. It is just here that he may be wrong. Past practice and low capital expenditure are all too frequently given priority over the engineer's analysis of operating costs. When we are able to start fresh, we should give proper weight to other economic factors which do not exist in an old installation. It is these economic factors that make it possible to spend at the outset just a little more money and get it back in a matter of months and effect big savings for years to come. F. C. Bond—This paper is of considerable importance in that it emphasizes a modern trend to operate ball mills at somewhat slower speeds than formerly. This study of the preparation characteristics of the coals in Indiana County, Pa., is the second in a series of Bureau publications appraising the Nation's coking-coal reserves by counties and the practicability of upgrading marginal deposits to metallurgical standards. The first publication dealt with the preparation characteristics of the principal coal beds in Cambria County, Pa. Over 95 percent of the coal remaining in Indiana County is in the Upper Freeport, Lower Freeport, and Lower Kittanning beds. Isolated patches of Pittsburgh-bed coal are present, and the Upper Kittanning bed is found in minable thickness at some locations, but production from these sources is not large. The greatest production is from the Freeport beds, which account for nearly 70 percent of the Indiana County coal output. These beds usually contain two or more shale or hone partings and in many places are high in sulfur. The large proportion of bony coal in the Freeport beds 'produces a relatively high-ash product. Mining practices vary from place to place, but it is frequently necessary to leave certain bony portions of the bed in place in order to load a satisfactory product. Table 1 shows the county's coal production, by beds, during 1948.

The Cougar Spar property is in southwestern Beaver County, Utah, approximately 35 miles by road northwest of Lund, a station on the mainline of the Union Pacific Railroad (fig. 1). Original fluorspar discoveries on the property were made a. short time before 1941. During 1941 lessees produced approximately 600 tons of ores averaging 40 percent CaF2. Bureau of Mines engineers examined the property in 1942 and recommended development. Work was begun in December 1942 and completed in October 1943. The area was mapped by members of the Federal Geological Survey during the project period. Development included surface trenching; drifting, and crosscutting, a short distance below the outcrop. The surface work comprised a total of 440 linear feet of bulldozer and hand trenches. A total of 550 feet of workings was driven on the 100-foot level. Samples were taken for assay from the trench exposures and from the underground workings as work progressed. Pocks in the area of the Cougar Spar property are igneous and consist mainly of fine-grained tuff and quartz monzonite porphyry. The fluorspar mineralization occurs in a northwest fault zone.

Introduction To discuss all the technical details of incorporation laws, security laws, underwriting procedures, codes, and ethics-as laid down by varous associations -would be impossible in the time which has been allotted to me. My remarks, therefore, will be made in a very general way and will naturally be coloured with experiences which my firm and I have had. There is a common expression that "money makes the mare go". I hardly have to mention here that the best prospect in the country is of very little value unless its prospects can be developed-and this requires large capital expenditures. The art and problems surrounding the raising of this money is a long and interesting story. Since by its very nature mining is risky, the appraising of its risks in the many phases of its development programme is continuous. Very few men-if any-and very few corporations -if any -can afford to take all the risk of mining. Because of taxation policies-and the very scheme of present-day living -the truth of this statement can be seen throughout the whole industry by a close examination of the records. Since this is so, it is essential that the mechanics of distributing risk on a sound, and equitable basis be known to those engaged in the business and to the investor or spectator who proposes to risk his funds in the industry. Perhaps the greatest stimulant to modern business activities has been the creation of corporate bodies. It is evident, from the number of charters being granted by various jurisdictions, that this method of doing business is becoming more and more important. A limited company -or corporation-can be defined as a fictitious person existing solely in contemplation of the law.

Drilling for roof bolting has created a new dust problem for the coal-mining industry. Drilling is inherently dusty, and control of dust produced by drilling vertical or nearly vertical holes is much more difficult than control of that produced by drilling flat or down holes.4/ Also, the dust produced by roof drilling differs in composition from that produced by drill-fur, or cutting the coal face because it contains a significantly greater amount of free silica and therefore presents a greater potential hazard of silicosis. Roof bolting has been practiced successfully in the mines of the St. Joseph Lead Co. in southeastern Missouri for over 20 years, but it was not until 1947 and 1948 that large-scale roof-bolting experiments were conducted in coal mines.5/ Although the need for dust control in conjunction with roof drilling was recognized from the beginning, the development and acceptance of roof bolting progressed so rapidly during 1949 and 1950 that solution of the dust problem lagged behind other engineering phases of the technique.

To determine the potentialities of nickel as a substitute for cobalt in catalysts for the synthesis of hydrocarbons from carbon monoxide and hydrogen, RESULTS The maximum oil yields obtained in bench-scale equipment were as follows: Using 100N1:20Mn:100 kaolin:200 diatomaceous earth catalyst, a maximum yield of 133.8 cm.3/m.3 of pure CO+2H2 was obtained from one pass of the feed gas, With a nickel:cobalt mixed catalyst (Ni:Co - 3:7) having the composition 100(Ni+Co):8MgO: 5Th02:200 diatomaceous earth, a maximum of 172.2 cm.3/m.3 of pure C0+2H2 was obtained.

During the investigations of the occurrence of manganese in the Western United States, a Bureau of Mines examining engineer collected samples frame two properties in Beaver County, Utah. As the ores were too low in grade to be acceptable by manufacturers of ferromanganese, beneficiation studies were made to determine the amenability of the ores to concentration. The Steelville property is about 37 miles southwest of Frisco, Utah. The deposit is an example of manganese occurring as a replacement of limestone in a bedded vein or as layers in limestone associated with shale and rock decomposition products. The Susie Q deposit, about 33 miles southwest of Milford, Utah, is also a tabular replacement deposit in limestone, apparently of limited extent. Test work was done on representative samples of 2-ton lots obtained by the examining 'engineer from each of the properties mentioned.

INTRODUCTION THE property of Madsen Red Lake Gold Mines, Limited lies between Russet and Faulkenham lakes in Baird and Heyson townships, district of Patricia, Ontario. It is about six miles south west of the town of Red Lake, with which it is connected by an all-weather road. All orebodies found to date at the property are silicified lenticular bodies which lie within tuff beds. The ore bas a specific gravity of 2.95. It consists of mica and chlorite schist, silicified and containing a considerable amount of disseminated carbonate, and mineralized with pyrite, pyrrhotite, magnetite, arsenopyrite, and chalcopyrite. Of these, pyrite, in coarse to fine disseminated grains, is by far the most abundant. Pyrrhotite occurs in ?the gangue material as medium to fine disseminated grains. A very small amount of arsenopyrite, in small crystals, is associated with the pyrite, and small grains of chalcopyrite occur in both gangue and pyrite. Although some of the gold present in the ore is quite coarse, a good deal of it is extremely fine.

PREAMBLE THIS PAPER comprises material presented in two separate 'Papers at the British Commonwealth Scientific Specialist Conference on Fuel Research held in London, England, in July, 1950. These papers are now available for publication in Canada, since only essential parts of the conference discussions, in addition to the resolutions resulting therefrom, will be published in the official Proceedings of the Conference. Inasmuch as the information presented concerns Canadian organizations and training facilities for fuel research, it should be of general interest to Canadian scientists, and especially to the Coal Division of the Canadian Institute of Mining and Metallurgy. Part I, the alternate title of which is Facilities in Canada for Fuel Research and for Exchange of Information and Staff, does not include research on peat, oil shale, petroleum oils in general, and natural gas, and omits studies of the geology, constitution, and production of coal. Special reference is, however, made to research on the heavy crude oils and bitumen of the Western Prairie Provinces, and particularly to their production and treatment to produce crudes for oil refinery processing.

Historical In the course of a paper which is necessarily limited in length, such as the present one, it is obviously impossible to describe in detail the history, development, and present position of coal preparation in Western Europe. Great Britain has been blessed with large deposits of excellent coal of nearly every type, ranging from the high-grade anthracites of South Wales, which are characterised by their very low ash and volatile con-tents, to the superb coking coals of South Wales and Durham -probably the finest in the world -with their low ash and sulphur contents, the latter constituent often well be-low l per cent. Gas coals abound in Lancashire and Yorkshire, while coals from the East Midlands, Northumberland, and Scotland are excellent for steam-raising and other industrial purposes. The excellent quality of these various coals has, in years gone by, ensured ready .sales abroad and it is not surprising, therefore; that methods of coal preparation were largely developed on the Continent in an endeavour to upgrade the inferior fuels found there, so that the prepared product could compete with British coals on the European market.

In the prevention of accidents in milling operations, the proper installation and guarding of electrical and mechanical equipment, safe clearances, good housekeeping, adequate fire protection, adequate ventilation, dust and fume control, and good illumination, as well as safe practices, are essential. In the new concentrator of the Magna Copper Co., Superior, Ariz., many safeguards were incorporated and safe practices instituted to minimize accident hazards. The purpose of this paper is to describe some of these features and practices.

Modern civilization, modern industry, and modern standards of living, bring into, sharp relief the present-day essentiality of metals .and minerals, and the wide and diversified use which is made of them. Any attempt, therefore, to appraise the international situation today must take into consideration the metal and mineral resources of the world. If, as some believe, the world is divided into two distinct ideologies of political belief, one unalterably opposed to the other, so that armed conflict is unavoidable, then the question of national strength in mineral resources becomes of paramount importance. If, however, it is possible to avoid war by raising the standard of living in the underdeveloped ?areas of the world, thus ensuring all peoples everywhere against the dread spectres of starvation and disease, then the development of the world's mineral resources assumes even greater importance. Today it is difficult to realize that, prior to the industrial revolution in Great Britain, only a few of the metals and minerals now in common use entered into the everyday life of the people. !iron and steel, copper, lead, tin, and zinc, usually in .their unalloyed forms, along with the more common industrial minerals, were those most widely used, and then only in limited amount. With the advance of technology in metallurgy and in fabricating skills, the list of commercial metals and minerals has expanded until today they number more than eighty.

This is the fourth in a series of coal technology reviews being prepared. in accordance with a recommendation voted by the Coal Division C.I.M. in session at the Jubilee Meeting, Vancouver, 1948, that the Department of Mines and Resources be requested to arrange for publication by the proper Government authority of a Quarterly Review of Coal Technology for distribution among those concerned in the production and use of coal in Canada. Copies of the first review, which appeared in the November, 1948, BULLETIN, pp. 612-614, of the second review in the June, 1949, BULLETIN, pp. 272-275, and of the third review in April, 1950, BUL-LETIN, pp. 1,9?3-196 (also, respectively, in Transactions, Vol. LI, 1948, pp. 262-264 Vol. LU, 1949, pp. 117-120, and Vol: LIU, 1950, pp. 133-136), were distributed by the Dominion Coal Board and are still available on request. In this review, the first in the series in the field of combustion, development and trends during the period approximately from World War II to the present time are described and therefore the presentation is general. Later reviews will particularize developments in relation to the range of coals available in Canada.-ED. INTRODUCTION THE utilization of coal in heat and power producing equipment has become of paramount importance to the coal industry in maintaining stable and profitable markets. In the past, the chief concern was with mining, transportation, and overall supply problems, but modern conditions demand interest in and knowledge of all phases of the product, from coal in situ to its ultimate disappearance in the form of products of combustion. This Investigation of the preparation characteristics of the coals in Armstrong County, Pa., is the third in a series of Bureau publications by counties appraising the practicability of upgrading marginal deposits to metallurgical standards. Earlier investigations covered the washing characteristics of the coals occurring in Cambria County, and the principal reserves remaining in Indiana County. In Armstrong County, the Upper Freeport bed is the major source of production, the Lower Kittanning bed being of secondary importance. The Lower Freeport bed is mined to some degree, but it is usually too thin and spotty in occurrence to support large-scale operations. The remaining production is taken from the Pittsburgh, Middle Kittanning, and Upper Kittanning beds, but the quantities are insignificant. Table 1 shows the county's coal production) by beds, during 1948. The coals of Armstrong County are not generally considered to be of metallurgical quality because of the high sulfur content. The raw coals usually analyze more than 2 percent sulfur, and more than 4 percent sulfur is not uncommon, especially in the Lower Kittanning bed.

UNDERGROUND development at the Lynn Lake property of Sherritt Gordon Mines, Limited, was begun in 1948 with the sinking of the A shaft in the area of the A orebody. By June, 1949, the shaft was completed to a depth of 1,024 feet. Twelve stations were cut, with the bottom level at 992 feet below the collar. Since completion of the shaft, lateral work has been carried out on the 12th level in order to expose the known orebodies and to provide openings from which deeper exploration could be conducted. Dur¬ing the change-over from sinking to lateral work, preliminary diamond drilling was done from the 12th level station to locate the A? ore-body. Later, drilling was carried out from the 5th and 9th level sta-tions, where, also, the outline of the A orebody was established. As the work progressed on the 12th level, and with the commence-ment of drilling below that level, the geological picture was found to be complicated by numerous faults. Instead of operating two drills it became necessary to use at least four. The original plans had provided air sufficient to drive two headings and to operate two diamond drills. The addition of two more air-driven drills resulted in a serious shortage of power.

Systematic sampling and analysis in coal-washing plants results in product control and economical operation. A well-organized laboratory system reduces operating costs and increases sales if the operating and sales companies make full use of information it supplies. The operating cost of a control laboratory is less than 1 pct per ton of coal produced. THE system of laboratory control as practiced by the Ayrshire group of mines was begun with the construction and organization of the first laboratory in conjunction with the completion of its first wash-ery in 1941. The primary purpose of this laboratory was to maintain a check on the quality of the coal produced from the washing plant. The laboratory was equipped to determine proximate analyses, float-and-sink tests, and screen analyses, and was staffed by a chemist. an assistant. and a technician. Soon it became apparent (1) that product control could be accomplished, (2) that a substantial reduction in operating costs could be effected by close control of coal losses in the rejects, and (3) that information furnished by the laboratory was of continuous value to the operating and sales companies. Consequently the laboratory function was expanded to supply them with additional data as required. As the parent company expanded and new mines were added, control laboratories were established at each mine equipped with washeries, and a central laboratory was maintained at one of the mines that was located equally convenient to all of them. A well-planned control laboratory assures production of a uniform, high-quality product. Whenever coal of substandard grade is loaded inadvertently, the sales company can be informed and the proper channel of distribution made. Conversely only constant and strict laboratory supervision can insure proper production of the various grades. Knowing the product, the producer can keep out of many customers' arguments that may be both awkward and expensive. Double checking between customers and mine laboratories have solved many disputes' Some nager insist On buying coal On the analysis basis only, with penalties for substandard coal and premiums for coal above normal quality. A substantial percentage of the coal sold by the Ayrshire group is of this nature. The usual procedure is for the customer to sample and analyze the coal as it is unloaded at the plant, and the mine laboratory samples it as it is loaded at the mine for subsequent analysis by the central laboratory. Only the unloaded moisture is considered, rather than the average of mine and plant moisture, and the buyer sends duplicate samples to the central mine laboratory for this determination. The average of the two analyses determines the price of coal at the mine. In this particular case, the laboratory plays an important part in increasing realization for two reasons: (1) every attempt is made to maintain plant efficiency and product quality as high as possible, (2) check on analyses and sampling by the buyer or seller.

The total number of petroleum refineries in the United States continued to decline during 1950, and according to the Bureau of Mines annual refinery capacity survey there were 357 refineries January 1, 1951, compared with 367 a year ago. The total throughput capacity increased 267,344 barrels daily during the year to 6,963,644 barrels daily as of January 1, 1951, continuing the trend of the past several years to increase the throughput capacity of the refineries and decrease the number of plants. The capacity of the average refinery to process crude oil increased during 1950 from 18,246 barrels daily to 19,506. The Indiana-Illinois refinery district accounted for 110,175 barrels, or 41 percent of the total crude-oil capacity increase, the Oklahoma-Kansas district, 17 percent, the California district, 14 percent, the East Coast district, 13 percent, and the Louisiana Gulf Coast district, 12 percent. Slight declines ill crude-oil capacity were reported in the Texas Inland, Texas Gulf Coast, New Mexico, And Appalachian refinery districts. The 160,100 barrels of additional crude-oil capacity that was building January 1, 1951, represents an increase of 10 percent over the year earlier figure. The only completely new refinery listed as under construct ion at the beginning of 1951 is located at Superior, Wisconsin. Other new construction involves enlargement of existing refineries. Plans for at least five additional new refineries are under consideration, and construction is expected to begin during the current year.
