The title of my talk, "What Happened to the Uranium Boom?" is old news. Certainly it is for this group. All of us that make our living in uranium know that the boom of the last half of the 1970's is over. U.S. production has been exceeding consumption by more than two to one. Mines and mills are closing and yellowcake prices have been dropping for over 20 months. The gloomy outlook for the industry in the near term has been well documented by soothsayers of various descriptions, your daily newspapers, and in the Nuexco Monthly Reports. I'd like to attempt to describe the next upturn in the market (speculate, really) based upon the clues we're seeing now. In order to do that, I'd first like to go over briefly, some of the market factors that contributed to the recent price drop and resultant production cutbacks, and then hypothesize on the way these factors are changing and will change. Market prices are greatly affected (maybe even entirely determined) by buyer perceptions. This is particularly true with uranium, because of the long lead times associated with nuclear plant construction and also with conventional mine/mill development. Before the price rise (say, 1975) utility uranium buyers believed that: 1) U.S. producers would have difficulty expanding to meet U.S. demand. 2) Australian and Canadian production was essential to avoid shortages in the early 1980's. 3) Uranlum prices would continue to rise as demand exceeded supply. 4) Enrichment capacity would become inadequate. It was thought necessary, therefore, to build enriched inventory in the early 1980's for use in the late 1980's. Artificially accelerated expansion of the uranium producer industry was necessary to accommodate anticipated enrichment demand. Current perceptions are largely the opposite. These are the beliefs that were held most of this year and late last year as prices dropped. 1) U.S. production is far in excess of domestic need. Contraction of the U.S. production lndustry is necessary. 2) Canadian and Australian supply is optional and not essential. Producers in those countries are expanding mainly by displacing higher cost production and not because they fill a void, 3) Prices may be essentially stable for some time. 4) Enriched uranium is in excess supply. That is 1981. 1982 is shaping up to look like this: 1) Prices will have bottomed out. (That is not Nuexco's opinion necessarily, by the way, but it is my opinion.) 2) There will still be substantial utility inventories, but fewer spot sales. 3) Canadian and perhaps Australian sellers will have made substantial sales in the U.S. and will be aggressively seeking more. 4) U.S. production will have been dramatically curtailed. U.S. utilities that wish to con- tract long term will have difficulty in finding domestic sellers. Concern will develop about the availability of U.S. production capability. Virtually all long term con- tracts signed will be with non-U.S. sellers. 5) An awareness will begin to develop among U.S. buyers that we are approaching a period of dependence upon foreign uranium (which will be true). The history of the uranium market has been one of dramatic changes and overreaction to those changes. The rapid price rise of a few years ago generated excess U.S. production capacity and the rapid price drop of the last two years will almost certainly result in too little capacity. It will soon be difficult for U.S. buyers to buy domestic material except on the spot market. The question is, "will they care?" The lack of demand, of course, is the underlying reason for the current poor health of the uranium industry. In 1972, 1973 and 1974 collectively, there were 105 nuclear reactors ordered in the U.S. That ordering rate was expected to continue and accelerate throughout this century. In 1975, 1976, 1977, 1978, 1979, and 1980 altogether, there were 56 more reactors cancelled than ordered. The net growth of our only customer since 1974 has been a negative 56. TO put this in perspective, if these 56 reactors were operating now it would more than double present U.S. uranium consumption. Underlying lack of demand is something that is simply not going to change in this decade. Time is going to be required. The NRC indicates that the maximum feasible number of new reactors that can be licensed each year is six. That would increase uranium consumption by only 10% per year. New reactors, if ordered tomorrow, would not generate new uranium demand until after 1990. The Federal Bureau of Mines contacted 29 organizations--mine maintenance departments and equipment manufacturers--concerning service experience and construction of diesel exhaust-gas water scrubbers. Scrubbers are used primarily on mobile diesel-powered mining equipment subject to 30 CFR 36. Because the scrubbers cool exhaust gas and act as flame arresters, their failure would compromise safety in underground mines. Scrubber maintenance problems and frequency and modes of failure were identified, and construction materials and techniques were evaluated. Three failed scrubbers were randomly selected from two cooperating mines, and their modes of failure were determined. In conjunction with failure analyses, mine water and scrubber water solution samples were chemically analyzed to characterize corrosive properties. Sludge and mineral deposits and different types of corrosion and metal fatigue were identified as problems leading to scrubber failure. The corrosion process is explained; maintenance practices, construction materials, and manufacturing methods that could be used to reduce premature failures and allow longer effective scrubber life are identified; and basic changes in scrubber design are suggested. If type 304 stainless steel is used throughout the scrubber and regular maintenance is performed, long, dependable service can be expected. Other materials such as 304L, 316, or other more exotic steel alloys may be necessary under certain conditions.

The general or macroclimate of the study sites in western North Dakota is characterized by rapid and sometimes extreme daily and day-to-day temperature fluctuations, rainfall patterns which are erratic in spatial and temporal distribution and intensity, generally low relative humidity, plentiful sunshine, nearly continuous air movement, and a relatively short frost-free period. Of particular relevance to plant growth and productivity is the mosaic of microclimates: these microclimates are affected by landform (convex and concave surfaces); exposure; slope angle, length and aspect; soil color, texture and surface cover (litter), and vegetation cover. The most critical plant growth governing factor in this region is available water. It is determined principally by water input (precipitation) and water loss (evapotranspiration) which is increased by high temperatures, wind, and poor litter and vegetation cover. While spring and fall precipitation is generally gentle and soil-soaking summer rains frequently come in the form of intensive, soil-washing, localized convective thunderstorms of short duration. Due to the convective nature of these storms, summer rainfall is particularly affected by regional topography; southwest slopes and crests often receive more rainfall since these storms usually move in a northeasterly direction. The water loss due to runoff and consequent soil erosion arc major problems resulting from such "cloudbursts". Previous fall precipitation (September - October) when added to current seasonal precipitation (March - August) was found to be significantly correlated (r-.93) with plant production. Winter precipitation (snowfall) is relatively light as the prevailing weather is dominated by dry polar air masses from the north. The nearly continuous wind is responsible for removing snow from open exposures and depositing it in depressions and windbreaks. Although the winter precipitation is not a large component of the total annual precipitation, conservation of that which does occur would contribute to plant production during the following growing season. Generally clear skies over the region facilitate receipt of abundant sunshine at the earth's surface. While good for early season soil warming and plant photosynthesis, this abundant sunshine coupled with long days and nearly continuous wind is responsible for evapotranspiration exceeding precipitation by an average of six inches between June' and September. On a local (micro) scale, the water deficit is most severe on the southern exposures which receive the most direct (most effective) solar radiation and therefore are warmer than other exposures. On a broader scale, it was found that ambient temperature extremes were slightly but significantly greater in the town of Beulah in the Knife River Valley than at the upland test sites, This may have been due to the difference in topography and/or the "urban heat island" effect. It is known that air temperatures in large cities may be 2° to 4°C higher than that of the surrounding countryside. It is also well known that basins, depressions or valleys are sinks for cold air masses and are often subject to frosts not occurring on adjacent upland sites.

"This paper will initially outline the specific types of copper castings used in blast furnace iron production. Tuyeres, tuyere coolers and stack cooling plates will be discussed in some depth, with particular reference to their dimensional configuration and purpose.Following this, the failure of such cooling members will be discussed, with special focus on tuyeres. Tuyeres are the most common casting which often requires replacement. Reasons for failure and its effect on operations will also be included.The latter sections of the paper will deal with the strict specifications demanded by ironmakers regarding copper castings. The justification for such rigid demands will be explained through the material presented earlier in the paper.IntroductionThe modern 5000-tpd blast furnace, worth millions, is a large capital investment to be sitting idle. Consequently, ironmakers strive to minimize the loss in iron production and revenue from furnace downtime. Two major causes of downtime are furnace relines and shutdowns to replace damaged tuyeresor tuyere coolers. Copper ancillaries are important items in the production of iron. They are consumable items, therefore they contribute to the campaign life or to the downtime in blast furnace production.Several combinations of lining and cooling systems have been used with varying degrees of success. Blast furnace refractories have evolved from ceramic to carbonaceous linings. The Russians and Japanese have successfully introduced stave-cooled furnaces that may have several forms, such as evaporative cooling. Stelco has two furnaces which use the Russian-designed cast iron system. However, this paper will be confined to the use of copper cast cooling members in a conventional internally cooled furnace.Figure 1 is a schematic cross section of the E blast furnace. The three major sections of a blast furnace-the stack, bosh and hearth-are identified. Further, the locations of the various copper members are indicated. This furnace produces an average of 5300 tons of hot metal per day."

The current study is part of the U.S. Department of Energy's (DOE) on-going subsidence research program. The long-term objective of the DOE program is to develop analytical methods of subsidence prediction applicable over a broad range of geologic and mining conditions encountered in the United States. The DOE currently has several contracts in progress to develop a sound data base that can be used in the development of predictive models. Dames & Moore is currently under contract to the DOE to collect and analyze detailed subsidence and hydrologic data from a coal mine employing longwall mining methods in the Eastern Coal Province. Work under Contract No. DE-AC22-80PC 30335 began in October of 1980 and will continue through September of 1984. This paper summarizes the work that has been completed through September of 1981 and presents the results that have been achieved during this period. Technical difficulties encountered during both the installation and monitoring phases are discussed, and recommendations for future work are presented.

This Bureau of Mines report summarizes the performance characteristics of a 30-day around-the-clock gasification-pelletizing test conducted in October and November of 1980 with North Dakota Indianhead lignite. Gasification was conducted in a commercial-size, 6.5-it-diam, Single-stage, fixed-bed, atmospheric pressure producer with a rated capacity of about 30 million Btu/hr. Iron oxide pellets made from a commercial hematite concentrate were fired with the low-Btu gas in a 2.8-ft-diam by 35-ft-long pilot plant rotary kiln at a rate of 900 lb of pellets per hour. Gasifier operations at fuel feed rates up to 3 tons of lignite per hour and hematite pellet induration with raw 160-Btu/std ft3 lignite gas are described.

The Bureau of Mines conducted laboratory studies to investigate methods for desilicating sodium aluminate solution derived from leaching a limestone-anorthosite sinter with 10-pct Na2C03 solution. Desilication tests were made at atmospheric pressure to determine the effects of time and additions of lime and desilication residues. A two-stage, countercurrent desilication procedure was developed to reduce the Si02 content sufficiently to meet specifications for cell-grade A1203. Both stages were conducted at boiling temperatures at atmospheric pressure. Reagent lime was charged as desilication seed to the partially desilicated solution in the second stage, and a product (desilication residue) precipitated by the lime addition was charged to the freshly leached solution in the first stage. Average A1203 loss in the desilication circuit was 5.8 pct, and the product solution contained less than 0.04 g/l Si02. Complete precipitation of A1203 by carbonation resulted in a hydrate containing less than 0.01 pct Si02. Calcination of this hydrate would produce A1203 meeting the 0.015 pct Si02 specification for cell-grade material.

"A preliminary evaluation, based on existing data, has been made of the implications of placing radium-barium sludge in tailings areas. The study was restricted to a consideration of possible increases in the quantities of radionuclides escaping to the environment through either groundwater or surf ace water, considering the types of tailings treated and the effluent treatment systems currently operating in Canada.IntroductionIn the recovery of uranium from ore deposits, the tailings produced by mine/mill complexes are conveyed to impoundment areas in slurry form. After settling, the supernatant is discharged to the environment together with runoff from precipitation on the tailings bas in. Currently, all operating uranium mines in Canada employ barium chloride treatment to control the release of dissolved radium to the aquatic environment. The dissolved radium in the tailings decant is precipitated with barium chloride, forming (Ra,Ba)SO4, and allowed to settle in ponds or lakes. In some instances, settling tanks have replaced ponds and flocculants have been added to aid settling. Because the Atomic Energy Control Board does not consider the precipitation ponds to be suitable for final disposal of these sludges, acceptable sites must be found. Options which have been suggested for sludge management include underground placement either in worked-out mine areas or in special chambers, or placement in the tailings areas. Conceptually, the latter alternative is attractive and probably would minimize sludge handling. This alternative would be subject to the AECB policy which requires that upon abandonment, radioactive releases from a tailings area must be within present regulatory limits and that treatment to meet these limits should not be required in perpetuity.No quantitative data exist concerning either the effect of physical and chemical conditions in the tailings on resolubilization of radium from precipitated sludges or the fraction of this additional radium which would be released."

A program was conducted to determine whether sufficient quantities of the flame retardant, ammonium phosphate, could be incorporated in a water-based foam solution to prevent or delay reignition (burnback) without. significant degradation of foam properties. Up to 20% of mono and diammonium phosphate was added .to d high expansion foam solution. This mixture was applied as a high expansion foam to burning wood and coal samples. The effect of this mixture on burnback was laboratory tested by placing the wood or coal sample in front of a radiant panel. It was found that diammonium phosphate levels of 20% by weight prevented reignition without degrading foam properties. A field test was then conducted using a 20%, diammonium phosphate mixture and a control with no phosphate on a wood crib fire. The experimental foam did extinguish the crib fire faster than the control as evidenced by the smoke from the crib. However neither crib reignited.

Mineral resources of the Rice Valley Wilderness Study Area (WSA), in the Mojave Desert of southeastern California, were investigated by the U.S. Bureau of Mines and U.S. Geological Survey during 1980. The study consisted of an examination of mines, prospects, and mineralized areas by the Bureau: of Mines and geological, geochemical, and geophysical investigations by the Geological Survey. Little indicated potential for the presence of mineral resources exists in the valley floor segment of the study area. The Big Maria Mountains section of the study area has some potential for mineral resource development. Decorative building stone from both bedded quartzite deposits and weathered limestone surface rubble (driftwood stone) has been produced from the Big Maria Mountains segment of the study area. Total production is unrecorded but probably small. A 700,000 ton (640,000 t) quartzite resource was inferred and 4,500 tons (4,100 t) of driftwood stone within the study area was estimated. A relatively pure limestone deposit inside the study area contains an inferred resource of 14 million tons (13 million t). One prospect suggests a potential for the presence of manganese resources although none were estimated. The likelihood of discovering oil, gas, coal, uranium or geothermal energy is low; potential sources are not known to exist.

In March, the Minister of Mines, Mrs. Judy Erola, released a mineral discussion paper at the annual meeting and convention in Toronto of the Prospectors and Developers Association. Among the mineral objectives discussed was the revitalization of the "junior" mining industry. That industry reportedly has seen its share of total exploration expenditures fall from 50% in 1969 to 10% in 1979. Some sources believe the reason to be the rise of exploration costs and more- restrictive legislation The junior mining industry reportedly was responsible for 40% of all mineral discoveries in the 1969-79 period. CZECHOSLOVAKIA Czechoslovakia expects its capacity for the recovery of gallium metal to increase from 1,650 kilograms to nearly 3,000 kilograms per year by the installation of new recovery equipment at the aluminum plant at Ziar Nad Hronom in Central Slovakia. World production data are not reported, but the United States consumed 8,000 kilograms (estimated) in 1981, of which 5,536 kilograms were imported. Gallium is recovered as a byproduct of the Bayer process for the conversion of bauxite to alumina, and from certain zinc processing wastes. It is used for electronic applications such as light-emitting diodes for visual display panels in calculators, clocks, and other instruments.

The Belize economy recorded modest growth during 1980; the growth of the gross domestic product (GDP) in real terms was between 1% and 2%. At current prices, the 1980 GDP reached $108 million2. This output was largely attributed to the performance of a few industries, mostly nonminerals. Such performance improved significantly the balance of payments situation by reducing the deficit from $19 million in 1979 to $4 million in 1980. The rate of inflation was an estimated 18% in 1980 and would have been greater if not for a conservative monetary policy and price control on a number of essential items. Expert earnings increased $43 million, or 50%, from the 1979 level. After increasing more than 25% in 1979, imports increased only 6% in 1980 to a level of $141 million owing to the decline in investment and stabilization of petroleum prices. The balance of trade deficit was $9.8 million in 1980, a marked improvement from the 1979 level of $45.1 million. The mineral output for Belize accounted for only a fraction of 1% of the GDP. Such activity was limited to the production of limestone, marl, and sand and gravel, all of which were primarily used in construction of the Northern Highway between Orangewalk and Belize City. Mineral resources are deficient or nonexistent in Belize for the majority of metals and nonmetals, although the Government and others continue to believe that petroleum must exist in Belize. The proximity to Mexican oilfields and the growing finds in the Peters area of Guatemala support this expectation. The successful expansion of crude oil production begun in late 1977, led to promising development of the nonfuel minerals sector. Although actual production of nonfuel minerals was limited both in variety and in percentage of output on a world scale, the potential for expansion with a rapidly developing infrastructure was significant. The energy base was expanding with construction of two new hydroelectric powerplants in addition to the existing plant near Edea. The Song Loulou plant will have a 240-megawatt capacity, and a hydroelectric plant under construction in the northern part of the country by mainland China will have 72 megawatts of installed capacity. Inflation of between 15% and 20% resulted in a real gross domestic product (GDP) of $2.8 billion2 in fiscal year 1980 (July 31 to June 1), up 6% from that of the previous fiscal year. Petroleum became the leading export item in terms of value, surpassing coffee and cocoa exports. Mineral exports as a whole increased eightfold in value, mainly because of oil sales. Oil exports also caused a reduction in the trade deficit by nearly one-third, and the Government expected its 1980-81 budget to be balanced at $1.17 billion. The Port of Douala accounted for about 8 million tons of cargo, or 93% of total maritime traffic for Cameroon. Expansion plans for the port call for an initial increase to 5 million tons, and a cargo handling capacity of 7.5 million tons in 1985 and 10 million tons by 1990. The Port of Victoria will gain importance with the startup of an oil refinery. The country's third seaport at Kribi was used solely for timber shipments, and capacity at the Port was to triple by 1981. The Government operated its own shipping line with six oceangoing freighters. France was the dominant trading partner, accounting for 25%

This Bureau of Mines publication presents an overview of mine electrical power systems research currently being conducted by the Bureau. The papers, given at a Technology Transfer Seminar, emphasize the increasing importance of research related to the safety considerations of underground coal mine electrical systems. Selected topics are included that summarize results of research in the areas of electrical shock prevention, explosion-proof enclosures and load centers, discriminating circuit breakers, and trailing cables. Other topics discussed at the seminar are published as separate sections of the Bureau of Mines Hand- book "Application Notes--Mine Electrical Power Systems."

A survey of endomycorrhizal fungi occurring on orphan coalmine lands in Western and Eastern Kentucky revealed a great diversity of species present. Thus a large number of fungi are available for isolation and evalution for enhancing revegetation of mined land. Endomycorrhizal fungi isolated from orphan mines stimulated growth of sweetgum seedlings on mine soil at low fertilisation but inhibited growth at high fertilization; this growth inhibition at high fertilization did not occur with plants growing on peat-perlite. Banding of endomycorrbizal inoculum was not advantageous, compared with incorporation of inoculum throughout the growth medium, for production of mycorrhizal sweetgum seedlings. Newly reclaimed mine spoils were nearly nonmycorrhizal, compared with land reclaimed four or eight years earlier. A procedure for isolation of single-spore cultures of endomycorrhizal fungi was developed; this procedure is necessary for studies of ecotypic variability. A practical procedure using container-grown Pisolithus tinctorius-infected shortleaf pine seedlings for production of large numbers of bareroot pine seedlings infected with P. tinctorius for mined land reclamation was demonstrated.

This report describes a feasibility study to consolidate coal waste sludge in a 100-acre pond by applying direct current between floating and buried electrodes. The study was conducted by the Bureau of Mines under a cooperative agreement with Washington Irrigation and Development Co., located near Centralia, Wash. Part 1 covers results of laboratory tests at the Bureau's Spokane Research Center and a small-scale field test at the cooperator's coal preparation plant in western Washington. The process is efficient and cost-effective when power is applied at low current density. A proposed system, fully described in part 2, has electrodes covering 21 acres of pond surface radially arranged around a central power platform. Densification of pond contents would require 2 to 3 years of treatment. Total cost of equipment, labor, and material is approximately $500,000.

Several growth chamber and laboratory experiments were conducted to study the germination behavior of plant species on mine spoils and plant growth responses to nutrients on spoils and topsoils. Experiments were conducted to study the germination potential of some native and introduced species under various conditions. The seeds of green needlegrass, side oats grama, thickspike wheatgrass, crested wheatgrass, birdsfoot trefoil and emerald crownvetch were less tolerant, whereas those of alkali sacaton. durar hard fescue, slender wheatgrass, yellow sweetclover and alfalfa were most tolerant to the sodic mine spoil conditions. Addition of leonardite improved the germination potential of some of the poor genninators. Slender wheatgrass and yellow sweetclover were used as test plants to study the fertility status and productivity potential of stockpiled topsoils and spoils collected from Center. Glenharold and South Beulah of North Dakota. The topsoils were neither saline nor sodic but low in N and P. The spoils were neutral to alkaline with SAIL of 12-32, EC of 1.8-5.5 mmhos/cm, Olsen&apos;s P< µ4g/g, and total N <0.07%. Application of N and P together to the topsoils increased the yield of wheatgrass and sweetclover by 88% and 70% of their respective maximum yields, whereas near maximum yields were obtained for both the species by the same treatments to the spoils. The average yields on topsoils were higher than the yields on spoils. The concentrations of major nutrients were higher in plants grown on topsoil, whereas the opposite was true with the concentrations of Mn, Zn, and Cu. Growth chamber experiments were also conducted to study the growth responses of alfalfa, oats and slender wheat grass by the application of Mn and Zn to a sodic coal mine spoil which was previously used for pot culture experiments. Significant growth responses to Mn and Zn were observed in alfalfa but not in oats or slender wheatgrass. Fertilizing the spoil with Mn along with NPK increased the yield of alfalfa to 85% and with Mn + Zn to 99%. Growth responses and plant composition results of this study confirm that the application of major nutrients to spoils can accentuate Zn and Mn deficiencies in some plants.

A mineral survey by the U.S. Bureau of Mines and U.S. Geological Survey indicate the Blanco Mountain RARE II area has low potential. Lode deposits consist of small, mineralized quartz or quartz-gossan veins. The veins are sparse and widely separated and lead, silver and gold content is restricted in amount and concentration. No gold or other potentially economic minerals were found in a placer deposit. There is no evidence of industrial mineral, geothermal, or energy resource potential in the study area. INTRODUCTION A mineral resource survey of the Blanco Mountain RARE II area (No. 5059), Inyo and Mono Counties, California was conducted in July 1981. This report summarizes the results and interpretations of the Bureau of Mines investigation.

The goal of this research was to adapt the highly successful rock borehole shear test for use in deep, small-diameter boreholes. Operating somewhat on the principle of a rock bolt, the borehole shear test measures both the expansion pressure and pulling force to give discrete measures of rock shearing strength as a function of the applied normal pressure. A new instrument was designed and built to fit into a 2-3/8 inch diameter hole. Unfortunately the design became so complicated, the operation is nut reliable. This is attributed to constraints of the small hole, and added requirements of an in-hole anchor to push against, and a rotating shear plate cleaner for repeated tests down-hole. A clue to the d: vice complexity is its length, which is over 10 feet. Furthermore it employs concentric cylinders and one hydraulic cylinder bored into the piston of another, or it would be even longer. Meanwhile drilling technology has advanced to greatly reduce costs of drilling 5- or 6-inch diameter holes. The downhole tester therefore should be redesigned and simplified for use in a larger diameter drill hole.
