Take a good look at this issue of Minerals and Materials. This is the last issue of M&M, as it has been known within the U.S. Bureau of Mines, that you will receive. Fifteen years after it was created to help cope with a growing worldwide mineral shortage, M&M is ceasing publication. In its place will be a bright, new publication called Minerals Today. Like its venerable predecessor, Minerals Today will be a bimonthly magazine that reports on recent trends and issues in the minerals and materials industries. It will be the Bureau of Mines' most frequent periodical presenting an overview of the entire field of minerals and materials.

"This paper presents an overview of Alberta Oil Sands Technology Research Authority's in situ oil sands recovery project at its underground test facility near Fort McMurray. It covers the rationale for horizontal wells drilled from tunnels below the oil sands, the tunnel layout, the drilling program, and the recovery process and facilities. INTRODUCTIONThe Alberta Oil Sands Technology and Research Authority (AOSTRA) has constructed an Underground Test Facility (UTF) in the Athabasca oil sands deposit in northern Alberta, approximately 50 km northwest of Fort McMurray (Fig. 1). The facility initially is to serve as an underground laboratory from which to field test new approaches to in situ recovery of the bitumen (oil) in the Athabasca deposit.The UTF employs mine access to get at the effective exploitation of an oil reservoir. It does so, however, under conditions considerably more difficult than those faced by most other applications of the technology. Because of the unconsolidated nature of the McMurray formation, the development of drilling chambers directly in the reservoir would be prohibitively expensive. Further, mobilization of the extremely viscous bitumen requires intensive steam stimulation with the attendant concerns of large, complex well completions and potentially hazardous operations Over-all, the oil sands presents mining, drilling and operations challenges which push the technology to a new state-of-the-art. The UTF as it now exists consists of:• a 20 000 ha lease with all-weather road access;• 925 m of 5 m by 4 m tunnels in the limestone 15 m below the oil sands at roof depth of 178 m below the surface (Fig. 2);• two 3 m diameter steel lined shafts to a depth of 213 m;• administration and sur face mine support facilities from which to operate the UTF (Figs. 3 and 4);• underground piping systems to transport drill fluids, steam, produced fluids and services to and from the future well heads underground (Fig. 5);• surface steam generation and production handling facilities (Figs . 3 and 4).• a drilling rig and auxiliary systems specifically designed to drill long horizontal wells into the oil sands from tunnels in the underlying limestone (Fig. 6);• an experienced staff to engineer and operate the facility (Fig. 7)"

While this conference is dedicated to the examination of "Challenges in Mineral Processing," the broader aspect of the pursuit of this subject is Research and Development in the Mining Industry. When I was asked to speak at this symposium, I hesitated to accept. While my early schooling, training and professional occupation were in the field of this symposium, it was so long ago that I no longer feel competent to contribute anything of interest to you except perhaps for a limited historical perspective, which most of you probably already know. However, it might be worthwhile to explore the more general aspect of research and development from the viewpoint of management, as this is the stance from which I dealt with the subject for the last 30 years or so. While most managements generally have a positive view of research and development, few of the leaders in the mineral industry have actually had the personal experience of doing research for a long enough time to have obtained a full understanding and the feel for its place in the long-term technological innovation that our industry must foster. I graduated from the University of California in Berkeley with a Bachelor of Science degree and a major in metallurgy. It was during the great depression of the thirties, and it was difficult to obtain a practical job in the industry. I got a scholarship at the Montana School of Mines and received a Master of Science degree in ore dressing under Professor A. M. Gaudin, followed by another year with him pursuing research. Anyone who studied under him, or knew him well, would assert that this was a unique experience. Gaudin had a brilliant mind and a profound respect for science and the scientific method. He wished to know the scientific basis for every new technological appli-

What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

I congratulate The Australasian Institute of Mining and Metallurgy on its decision to hold its Annual Conference here in Western Australia. Western Australia, with its abundant mineral and energy resources, plays a key role in the Australian mining industry... and Western Australia will continue to figure prominently in this vital industry for many years to come. The success of our gold, iron ore, bauxite, mineral sands and other primary industries has enabled Western Australia to contribute significantly to Australia's export revenue and, therefore, to the nation's economic strength. The State's mineral wealth has also provided the impetus for a recent surge in mining related activity, including a dramatic increase in downstream processing of our raw materials. Billions of dollars worth of new project investment is either committed or awaiting final approval - and most of this new investment is a direct result of a healthy and vibrant mining industry. The North West Shelf Project - which has been providing natural gas for homes and industry in Western Australia since 1984 - has also played a key role in stimulating industrial development. The availability of abundant, competitively-priced gas from the North West Shelf has - along with the availability of other raw materials - made Western Australia a more attractive proposition for industrial investment. The company I represent, Woodside Offshore Petroleum, is operator of the North West Shelf Project on behalf of the Project's six Joint Venture Participants - Woodside Petroleum Ltd, BHP Petroleum (North West Shelf) Pty Ltd, BP Developments Australia Ltd, Chevron Asiatic Limited, Japan Australia LNG (MIMI) Pty Ltd and Shell Development (Australia) Proprietary Limited. The theme for this Annual Conference: "Excellence - the key to the continued success of the Australasian mining industry" is appropriate to the North West Shelf Project. The pursuit of excellence has been a hallmark of the Project. The Joint Venture Participants have been conscious of the need for stringent quality control at all stages of development. Procurement and purchasing policies, for instance, have demanded strict adherence by contractors and suppliers to the highest standards and specifications.

There is no doubt that the dominant future source of gold will be the so-called refractory ores, especially those with gold in a pyrite/arsenopyrite matrix. Minproc Engineers is taking an active role in establishing detailed design criteria for a number of apparently competing processes. This involves generating a detailed understanding of the metallurgy involved, systematic pilot plant testing, and the application of advanced engineering technologies. This presentation outlines the approach adopted by Minproc as well as the design criteria for several current projects.

The U.S. mining industry - once world dominant and largely independent of foreign sources for most major commodities - has today lost this position, with little likelihood of regaining it. But even though Business foretold The Death of Mining four years ago, the current outlook is less pessimistic because of drastic restructuring of the industry; a major reduction in its labor force, with resulting large increases in productivity; and introduction of improved technology. In the face of this clearly changed climate for domestic mining, it is important to examine the role of the development and research establishment in the industry's future, which raises a complex set of questions: 1. Where and to what extent can new technology assist in the continued survival of the industry ? 2. What is the past record of the research establishment in developing new technology; and what is the industry's record in supporting and adopting it ? 3. In the light of these records, and of the drastic cuts in both research staffs and expenditures, what areas should be the most important targets for new technology? New Technology vs. Old A1 though mineral processing's origins can be traced back through five or six millennia, its modern structure is about 200 years old.

Introduction Despite perennial economic turbulence, Argentina continues to push ahead with efforts to develop its fledgling hardrock mining industry. The country lacks the infrastructure and mining history of neighboring Chile, but contains vast areas of great resource potential. The eastern slope of the Andean Cordillera in west-northwest Argentina is a relatively little-explored region offering geology highly conducive to the occurrence of base and precious metals deposits. Past exploration has concentrated on locating and evaluating porphyry copper-molybdenum (Cu-Mo) type occurrences. Comparatively little attention has been given to precious metals potential. An interesting and important group of base and precious metals prospects in northwestern Argentina occurs within and adjacent to the Upper Miocene Farallon Negro volcanic complex in Catamarca province. The volcanic complex contains numerous base and precious metals vein occurrences, high gold porphyry copper prospects, and possible disseminated gold targets that have attracted relatively minor attention in the past. Various geologic aspects of the region have been reported by several workers (Llambias, 1970, 1972; Caelles et al, 1971; and Sillitoe, 1973). Regional geology The Farallon Negro volcanic complex is located within the Sierras Pampeanas morphostructural province about 200 km (125 miles) east of the main Andean Cordillera (Fig. 1). The Sierras Pampeanas is characterized by north-south-trending basin and range topography that developed during the Miocene and Pliocene. Uplifted blocks are composed mainly of lower Paleozoic metasediments and granitoid plutonic rocks unconformably overlain by Tertiary redbeds and minor carbonates. A consistent landward migration of volcanic and intrusive ac¬tivity occurred in this region of the Andes from the early Mesozoic through the mid-Tertiary. Barite In 1987, United States mine production of barite increased 15.870, consumption (sold or used by grinding plants) increased by 6.97, and imports are estimated to have fallen by 19.57. World mine production decreased by 137, according to the US Bureau of Mines. The value of US produced barite, fob mine, decreased 1.4%, according to the Bureau. The declared value for cif US port of all imported unground barite during the first 10 months of 1987 decreased from $39.02/t ($35.40 per st) to $37.16/t ($33.71 per st), the Bureau stated. Nevada continued to be the leading US producer of' barite with 637r of the total. It is followed by Georgia, Missouri, California, Tennessee, and Montana. The Bureau of Mines estimates 657 of the US mine production was used as a weighting agent in drilling fluids. The remaining 35°/r was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia, and Tennessee was used in the non-oilfield sector. This sector continued to increase. Of the total consumption (used by grinding plants and chemical manufacturers), it is estimated that 8070 was used in drilling fluids and 2017( in the non-oilfield sector - barium chemicals and fillers in paper, plastics, and glass. The tonnage consumed in the drilling fluids market increased slightly. But the average number of rotary rigs operating decreased from 964 in 1986 to 936 in 1987. This is the lowest number of operating rigs reported since 1949. The increase in consumption in this sector is due to an increase of rigs operating in the US Gulf and other higher consumption areas over 1986. Crude barite imports were estimated to be down by 19.5% in 1987. Still, they accounted for 637 of the barite consumed in the US. During the first 10 months, China continued to be the leading exporter to the US with 86.970, followed by Mexico with 10.997, and Morocco 2.107(. About 5Y of the imported ore was used in the nonoilfield sector. Ground barite imports dropped from 19.8 kt to 8.8 kt (21,800 st to 9800 st) in 1987. Of this amount, 1.4 kt (1598 st) was used in drilling muds and the remainder of the non-oilfield use. During 1987, a few more grinding plants that supplied the drilling fluid market were closed. Along the US Gulf Coast, there are 13 operating plants versus a high of 31 in 1981. Cameron Offshore reopened its grinding plant at Cameron, LA. New Riverside Ochre Co. of Cartersville, GA, purchased a jigging-washing plant in Missouri and plans to place it in operation this year on a new deposit near Cartersville, GA. Milpark purchased Hughes Drilling Fluid in 1987 and operates under Milpark. US mine production will probably stay about the same as 1987. Price increases in the 10 % range for imported ore are expected due to water freight and the weak dollar. Baker Hughes estimates the average number of operating rotary rigs at 1070. A slight increase is expected in the non-drilling fluid market (chemicals, glass, and filler). Bauxite and alumina L. Baumgardner, US Bureau of Mines Domestic bauxite production in 1987, expressed as dried equivalent, was 581 kt (640,400 st), a 14% increase over 1986. US mine production amounted to less than 170 of total world production. Virtually none of the domestic bauxite was consumed in the production of primary alumina metal. About 30% of the bauxite produced by US mines was calcined to produce 117 kt (128,970 st) for use in abrasives, catalysts, chemicals, proppants, and refractories. Most of the uncalcined bauxite was refined to specialty aluminum oxide (alumina) forms. Metallurgical grade bauxite was imported from 10 countries in 1987. Principal suppliers of the 9.8 Mt (10.8 million st) were Guinea (4270), Jamaica (3501,), Australia (127), and Brazil (57). Introduction From the days of the Spanish in the eighteenth century, Colorado's San Juan mining district has attracted miners and public interest. The Spanish left behind names - San Juans, La Plata, Animas, legends of lost mines, and the remains of a few scattered mining operations. They came, but did not stay. Again in 1860-61, as a spinoff of the Pike's Peak gold rush, prospectors climbed the mountains and descended into the canyons searching for gold. They found some, not enough to convince them to remain and confront the isolation, often hostile environment and the Utes, who rightfully felt this to be their home. Not until the 1870s did miners come to stay. In their wake little camps grew in the high valleys and squeezed into narrow canyons. Nowhere else in Colorado were there more rugged mountains, a higher average elevation, nor a climate that one old Swede said was "three months of mighty late fall and nine months of winter." The San Juans proved eventually to be a mineral treasure chest. At the moment, however, the prospectors sought gold. Then they discovered silver deposits and the first rush was on. It got started just in time to be completely overcome by the Leadville excitement. At Leadville, investors almost fell over themselves to buy claims and stock in the hopes of becoming another millionaire like Leadville's own Horace Tabor. The San Juaners could only look from the sidelines and speculate how it might have been had fate been kinder. Fate was seldom kind, as these pioneers quickly discovered. From the mid-1870s on, the San Juaners wrestled with some major problems. And the fate of their district rode in the balance. The problems they faced were similar to those of other Colorado districts, compounded by their geographic isolation. Every mining district needed the best transportation system available, experienced investors combined with sound investment, and mineral reserves to develop. The San Juans offered the last in abundance. It was hoped the first two would appear. Railroads - much needed transportation link Nothing was more desired than railroad connections, the penultimate nineteenth century form of transportation. Colorado's own, the Denver & Rio Grande, resolved the issue with its mountain-hugging narrow gauge. As early as the mid-1870s, the D&RG dreamed of tapping this potentially lucrative market in southwestern Colorado. A national economic depression and then the Leadville silver excitement prevented immediate construction. Not until 1879-80 did survey crews start work.

Since World War II, the need for the use of explosives with testing, construction, demolition, mining and quarrying near urban areas has increased dramatically. Once remote, testing areas have been encroached upon by commercial and residential areas. Evidence has been found that overpressure levels near these areas can be estimated using meteorological conditions. This paper reviews a study where 205 test shots were fired, meteorological conditions recorded, and over-pressure levels estimated using multiple regression techniques.

In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSHA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. sand and gravel mining workforce from March through September 1986. Similar reports have been prepared for the metallic, stone, and nonmetallic mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the coal mining sector.

"Since it started production in 1970, Anderson Lake Mine has experienced several radical changes in mining methods as a result of the physical characteristics of the ore zone along with the need for improved productivity. This paper examines the transition from longhole open stoping to mechanized cut-and fill then to vertical crater retreat at Anderson Lake Mine. The reasons for the need to change mining methods is analyzed taking into consideration the impact of such criteria as improved productivity and ground conditions and how these criteria affected the over-all economic viability of the mine. IntroductionAnderson Lake Mine is one of five producing copper mines in the Snow Lake area and is situated approximately 3 km southeast of the townsite of Snow Lake (Fig. I).The mine production rate at Anderson Lake is 700 tpd and all ore is trucked from the mine to the mill located approximately 2.5 km from the mine site . The mine is serviced by a three-compartment shaft sunk to a depth of 3300 ft with level spacings at 175 ft and 150 ft intervals from the 600 ft level to the 3000 ft level. .The shaft was collared in 1965 and, a year later, the hoist and compressors were installed. By 1969, a crusher system had been built and actual production began in 1970. During 1978, production was suspended for the year to allow for 430 ft of shaft deepening."

ignitions caused by cutting tools have occurred at a rate of some 14 per year in UK coal mines since 1965, mostly on the coalface. The rate has held steady despite reducing output and number of collieries. Investigations were carried out over this period into factors affecting both the concentration of firedamp in the cutting zone and the igniting source. A study into detecting and suppressing ignitions on shearers has been undertaken and it is feasible to prevent certain ignitions from spreading outside the cutting zone. Practical measures have been adopted by British Coal to identify frictional ignition sites and to lay down working procedures to minimise risk.

"A detailed review of ball milling circuit control practices in industry has been carried out. Based on fundamental process performance objectives, a standard system for base-level control of most ball mill installations is presented. This system is simple, inexpensive, and provides the major economic benefits available from contemporary automatic control technology.Value Analysis of Grinding OperationsValue analysis (or engineering, or management), originally developed by Lawrence D. Miles of the General Electric Company (1), focuses on the identification of value (product or process worth versus cost) and provides a systematic procedure for its improvement. A recent research and development project involving the application of the principles of value engineering to grinding operations has provided a basic technoeconomic model of grinding processes (2). The functional objectives of the ball milling process and the means to achieve value based grinding circuit control originate from this study.The Need for Grinding Circuit ControlThe economic effectiveness of a process is determined by the quality or value of the product and the related processing costs. If the inputs (both the raw feed and the applied processing work) are absolutely constant, the product characteristics and the process efficiency will be determined only by the engineering design. The need for and degree of process control is therefore determined by the nature of variations or upsets in the process inputs, and the extent to which these effect product value and operating costs."

This paper presents the results of an extensive hydrological and geomechanical monitoring program which Gas conducted at a longwall coal mine in W. Va. The field program included monitoring of groundwater levels. overburden hydraulic conductivity, overburden movement, and surface subsidence relative to the passage of the longwall. Overburden geology and rock strength characteristics were evaluated prior to mining. A postmining corehole was drilled to evaluate main roof fracturing. An overburden response model is proposed based on the correlations between hydrological and geomechanical data.

The external urfaces and interiors (as polished sections) of particles of coconut hell and extruded peat activated carbons taken from everal Australian carbon-in-pulp operations were examined with an optical micro cope, a scanning electron microscope, and an electron microprobe.Calcium carbonate (calcite) precipitated from the pulp was the major inorganic material on the external surfaces of the carbon particle, but several ore minerals, including quartz, hematite, pyrite, arsenopyrite, and clay minerals were also identified, along with trona, gypsum, a nickel cyanide, and a magnesium salt. Sections of carbon particles showed that calcite was virtually the only introduced inorganic material inside the carbons.It was distributed in the pores and cracks throughout the coconut shell carbon particles but tended to be concentrated in the outer layers of the extruded peat carbon particles. The mechanism of calcite formation and deposition is uncertain. Gold X-ray dot maps showed that gold was distributed through to the centre of coconut shell carbons and to a depth of at least 500 µm in extruded peat carbons. The distribution of gold within the carbon particles was similar to that of calcite.

Mine fires pose a serious hazard to the health and safety of mine workers. They occur regularly and their effects can be devastating. Objective Provide mine safety personnel, MSHA, and equipment manufacturers with a comprehensive, up-to-date, and well-documented database of metal and nonmetal mine fire incidents in the United States from 1950 to 1984 and perform a statistical analysis of these incidents. The data-base is designed for use by mine engineering and safety personnel to aid in determining especially hazardous practices or conditions.

Introduction The minerals exploration business, like many businesses, is faced with the problem of valuing future, risky cashflows. These cashflows are derived from those mineral deposits which have been successfully commercialized. Many deposits, however, do not have the quantities or grade of ore to be considered economic at the projected metal prices using the traditional tools of the Capital Asset Pricing Model and discounted cashflow analyses. If one calculates the future revenues, costs and cashflows of one these marginal properties, and discounted it at the appropriate risk-adjusted discount rate, it may have a negative present value. Yet such a property may still have real, positive value in the marketplace. Why would a firm pay money for a property with an (apparent) minus present value? Mining properties such as these are bought and sold in arms- length transactions on a regular basis. Why is this so? Part of the reason relates to the nature of ore reserve information. To generate cashflows, the analyst must t assume that the reserve information is known with certainty when, in fact, reserves are not known with certainty. Mineral reserves are a function of commodity price, extraction costs and the level of (usually drilling) information about the reserves. Stated, or currently known, mineral inventories may vastly understate the true state of nature. Some firms may therefore be buying a property based on a completely

To improve the understanding of the support interaction mechanics between grouted bolts and coal mine roofs and to help lay the foundations for improved design and evaluation techniques, the 0.8. Bureau of Mines has conducted laboratory, field, and analytical studies of the load transfer mechanics of grouted roof bolts. Mechanisms by which load is transferred from a bolt through the grout to the rock mass are analyzed. Strain gauges were installed on over 70 bolts and tested to observe the rate of load transfer when a force was applied at the bolt head. Laboratory and field tests were conducted to determine bolt-grout- rock interaction behavior in both the elastic and postyield phases. Long-term laboratory tests were run to determine the time-dependent properties of both polyester resin- and-gypsum-grouted bolts. Numerical studies using finite- element techniques were compared to the experimental results. Elastic tests showed that 90 pct of the applied load was transferred within 24 in of bolt length. Long-term tests indicated that creep is more significant in gypsum-grouted bolts than in resin- grouted bolts. Plastic studies showed that yielding of steel will translate down the length of the bolt from 6 to 20 in.
