Input-output analysis is a major branch of quantitative economics, and is used to analyse the flow of goods and services between production sectors in a national economy. Its purpose is to determine the relative value-adding capacity of each sector. The model has also, in recent years, found increasing use in assessing the environmental and ecological impact of development projects. It has, however, never been applied to individual production facilities, such as large mines, which themselves have complex economic structures, through which there is a flow of goods and services. Conventional cost and accounting systems, as used on mines, treat production sectors as separate cost centres, and do not determine the inter-relationships between them. This can lead to incorrect conclusions on the relative value of sectors and their impact on the total economic performance of the facility. This paper explains the basic principles of input-output analysis, and presents an example of its application to a simplistic model of a mine, which is used in the absence of any real data. The paper concludes that, by forcing definition of the value adding function of each sector, input output analysis will facilitate control of inputs, or costs. This will result in optimal application of resources and exploitation of ore reserves. The authors realise the model needs to be tested on an operating mine, and hope this paper will result in an opportunity to do so. The Golden Cross, low-sulfidation, epithermal deposit shows a number of features that are directly or indirectly related to boiling hydrothermal fluids. Occurrences of lattice calcite and their quartz pseudomorph equivalents in veins, and occurrences of adularia in veins and in the surrounding altered rocks in the vicinity of ore, are both direct evidence of deposition in the presence of boiling hydrothermal fluids. Loss of carbon dioxide causes calcite deposition (platy variety) near the level of first boiling, while adularia deposits due to the attendant pH increase along the cooling flow path. Indirect evidence of boiling include crustiform-colloform quartz banding, late massive calcite veins, clay-carbonate alteration in the shallow and peripheral parts of the ore zone, and the restricted vertical interval of precious metal mineralisation. The colloform quartz banding strongly resembles the banding in amorphous silica deposits found in geothermal surface pipes. This implies that fluids ascending the Empire Vein structure were saturated in amorphous silica. If so, then they must have undergone phase separation, which initiated at considerable depth (e.g. =1000 m) and very hot temperatures (e.g. =300¦C). On the basis of stable isotope data, late massive calcite veins appear to have deposited from CO2-rich steam-heated waters. Calcite deposited along heating paths as these waters descended into the upflow zone during late stage collapse of the hydrothermal plume. In active systems, such steam heated waters form by deep boiling. The high CO2 contents of these waters promote hydrolytic alteration and the formation of clay-carbonate alteration. Reaction path modelling using CHILLER and a deep, Broadlands-Ohaaki water as an analogue, shows that minerals deposit along boiling flow paths over discrete spatial intervals. Calcite and adularia deposit near the site of first boiling, followed by gold and then by amorphous silica. For deep boiling starting at 300¦C, these minerals deposit over a path length that exceeds 1000 m. The distribution of banded quartz and gold at Golden Cross are consistent with such a boiling model. However, the elevation of first boiling must have fluctuated over 500 m to account for the coincidence of lattice quartz (pseudomorphs of platy calcite) and adularia, crustiform-colloform silica and gold over distances of a few centimeters in veins. We deduce that a downward propagating boiling front and expansion of two-phase flashing in a flowing water column occurred during episodes of high vertical permeability and fluid flux in the Empire vein structure.

Traditional fine grinding mills in mineral processing relied on the use of steel medium for particle size reduction. The successful development of the Isa Mill(a horizontal stirred mill with 3000 litres of net chamber volume and 1120 kW rated motor power)adopted a novel product separator design that has led to a major revision of medium use in fine grinding. The Isa Mill separator has also successfully operated with a wide variety of medium types such as silica sands, river gravel, smelter slag, run-of-mine ore fractions and steel shots, with size ranges from 0.5 to 10 mm. A great flexibility of the Isa Mill operations has been achieved for processing a feed as coarse as 120 um to a product as fine as 5 µm. This paper discusses the performance of two inert grinding media used in the Isa Mills in Mount Isa Mines of Australia for processing galena and sphalerite bearing ores to below 10 microns. They are the copper reverberatory furnace slag (CRFS)and the heavy medium plant rejects (HMPR). A methodology was also demonstrated for comparing the medium performance and for scaling up the Isa Mills from a 1.5-litre laboratory batch mill to a full scale 3000-litre mill.

"With ever decreasing feed grades, finer mineralogy and increased demand for product, it became obvious that a major step in equipment performance was required to reduce operating costs and increase production. Offsite testwork indicated that a Centrifugal separator was capable of recovering fine tantalum and that the newly developed C Series Falcon concentrator would be capable of replacing many pieces of aging equipment and provide improved performance. Further investigation led to the rental and the purchase of a Falcon C20 concentrator followed by a C10 to maximize circuit performance.Falcon Concentrators Inc’ s practice of working with the customer mirrors Tantalum Mining Corporation of Canada’s (Tanco) philosophy of continuous product development. This synergy honed valve design for continuous operation in a highly abrasive ore environment.Tanco has recently purchased two more Falcon concentrators for the recovery of additional tantalum from its spodumene circuit. These new units have additional user friendly operating features partially based on developments made at Tanco.The Falcon C Series units have enabled Tanco to maximize recovery of tantalum that was otherwise lost while using the original conventional gravity circuit."

The closing of the gap in the European waterway- net is one of the big and challenging traffic projects following the German reunification. The water canals in the North German plain connect the Rhine river, the border between Germany and France, with the Oder, the German border river to Poland. As early as in the 30's of the 19th century the planning and construction of a ship- lift and a canal bridge started, in order to close this last big gap in the system between the Mittelland Canal and the Elbe- Havel Canal near Magdeburg. This main waterway connects the West of Germany, known for its coal mines and steel mills, with the capital Berlin, and from there it goes on into Poland. The building activities started in 1934 but came to a complete stop in 1942 because of the war. The communist government in East Germany was not interested in continuing this huge project, including the ship lock Rothensee, the canal bridge crossing the river Elbe, the former border river between West and East Germany, and the lock Hohenwarthe due to lack of political backing along with low construction capacity. Now this important project is in progress and this report describes the special foundation techniques used on the great ship lock Hohenwarthe. Hohenwarthe is a double- bay ship lock of considerable scale, which is notable for recirculating water rather than letting it flow. It includes 44 800 m2 ( 481 720 sq. ft) of up to 55 m ( 180 ft) deep cut- off walls, ground water control, 1248 bored piles with a depth of 22 m ( 72 ft ) serving as foundation and 28 000 m ( 91 864 ft) of soil densification with vibroflotation equipment for ground improvement. In the year 2003 the project shall be completed and all ships can travel from the West to the East through Germany without expensive and time- consuming detours through other canals and locks.

Mountaintop removal (MTR) mining started in West Virginia nearly 30 years ago. This surface mining method can extract multiple coal seams as thin as a few inches in whole and minimum rock dilution in very steep mountainous terrain. MTR is highly efficient, even if coal seams are in close proximity and small in a real extent. Consequently, MTR has been widely used in the Central Appalachian coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impact on the surrounding area. During the past two years, however, the debate over MTR mining has grown quickly and has become very intense. This article describes chronologically issues raised by various parties, legal actions, impacts on mining permit applications and research projects developed to address the issues.

Heavy mineral deposits have been known from Liberia since the1950s from both river and beach placers. The heavy mineral content of beach sands ranges between 28?62% and the suite includes ilmenite, rutile, zircon and magnetite. These occur together with kyanite, sillimanite, staurolite and garnet. The average ilmenite content is 82% with minor zircon (11%), rutile (6%) and monazite (1%). The ilmenite is, however, of poor quality with haematite intergrowths and a titanium content ranging from10?42.4% (average ±25% TiO2). The amounts of rutile and zircon, while of suitable quality, have also previously been deemed too low for economic exploitation.

Declining metal prices over the last few years have reduced the number of new metallurgical plants being built and limited opportunities for introducing new processes. However, technological advances are still being made. With increasing economic pressures, the emphasis is now on reducing unit costs by making equipment larger and through use of technologies with lower operating costs. This trend can be seen in the increasing size of grinding mills and flotation cells used in recent plant designs and in the adoption of HPGR crushing as an alternative to SAG milling. Few new technologies achieve widespread introduction until there are clear economic or operational drivers. These might currently include: ò          increasingly stringent environmental standards; ò          availability of exotic materials for equipment construction; ò          increasingly sophisticated instrumentation and control systems; ò          the need to treat increasingly refractory oretypes; and ò          the length of supply routes to many new plants. As a result of these drivers, a number of new and revitalised technologies will get increasing prominence in the design of new operations, such as: ò          use of ultrafine milling equipment such as MIM's Isamill for treatment of refractory gold ore concentrates; ò          use of thiourea as an alternative for cyanide in sensitive locations; ò          novel hydrometallurgical routes for treating base metal ores in remote locations; ò          paste thickening for tailings deposition; and intensive cyanidation of gravity concentrate

While ring-blasting techniques offer substantial benefits, there are intrinsic problems that are exacerbated when large blocks of ore are mined in attempts to improve the production economics. These problems relate to both the convergence of holes around the ring drive and the charging of up-holes. The size and shape of the ore block concerned should be carefully considered so that good drilling, patterns can be achieved. The hole diameters chosen, both affect and are affected by the size of the ore block. The explosive selected depends on the hole diameter and together with the diameter, determines the nominal drilling pattern. Ring-drilling patterns are best derived through the use of computer software together with engineering judgement. The loading of explosive is necessarily high, and charging patterns require careful thought if overcharging is to he minimised and adequate energy is to be available at all parts of the ore block. Initiation systems are critical to the blasting results, but sub-optimal systems must be adopted if collar priming is practised. In view of all these factors, idealised guidelines can be given for ring design, but it should be recognised that developments in technology may in time change some of these parameters.

Selective leaching of phases in charge chrome is used in a variety of industrial processes for the production of chromium chemicals. A mineralogical study was made of a range of local charge chrome samples, at various stages of leaching in sulphuric acid (20g/l at 90°C), using mainly a scanning electron microscope (SEM) together with an energy-dispersive spectroscopy analyzer (EDS), and X-ray diffraction techniques. It was found that the leaching behaviour of the different types of charge chrome depends largely on the nature of the secondary phases, which in turn depends upon whether the silicon content is above or below 4 per cent by mass. The leaching behaviour of high-chromium ferrite is anomalous, and it is postulated that the process is analogous to the corrosion of brass by dezincification. For light buildings on clay, foundations on L/C-columns is in many cases a competitive alternative to piles when the thickness of the clay is moderate (<20 m). The method is applicable for the above mentioned depth when the clay is normally consolidated, and for thicker deposits when the clay is overconsolidated at depth. This case study concerns a shopping mall in Nordby, Sweden, founded on L/C-columns (5-15 m in length) and generally spaced 1.45-2.0 m (spacing 0.7 m was used below pillars). The base slab was built as a raft foundation, using fibre reinforced concrete.

Mining and metallurgical processing companies that have adopted the principles of good environmental management often find it difficult to carry out an environmental assessment that yields meaningful opportunities for improved performance. This topic was investigated by means of a case study of a South African Base Metal Refinery (BMR) producing primarily nickel. A process-based Life Cycle Assessment (LCA) was carried out on the refining process, with the environmental impacts related to the production of reagents and utilities forming part of the assessment. The lifecycle inventory (LCI) was based on plant operating data spanning 31 months of production, from which a baseline environmental profile could be generated and interpreted to indicate the main sources of potential environmental impacts. Consequently, opportunities for improved environmental performance could be identified from the LCA model, which expressly related potential environ-mental liability to specific sub-processes in the assessed industrial operation. The on-site steam plant was found to be the primary source of potential environmental impacts in most of the impact categories considered. In closing, the paper discusses some of the limitations encountered in use of the LCA method. Mining managers trying to rapidly reduce production costs tend to implement a traditional set of top-down managerial practices: layoffs of employees, renegotiation of supplier contracts, cancellation of employee training, restrictions on travel, reductions in office supplies, and so forth. While these practices do reduce costs, the benefit is often limited in both magnitude and duration, and the workforce is usually left demoralized. Successful cost-cutters take a different approach. They make the continuous reduction of costs a priority for all members of the organization, whether managers or workers. The culture of these firms emphasizes the commitment, voluntarily given, of individuals and work groups to this goal. Cost cutting practices often reject all of the traditional methods mentioned above, but are far more numerous, innovative, and successful. This culture of cost reduction is the result of a set of leadership competencies that establish direction for the organization, align the organization’s various constituencies with this direction, and motivate and inspire the organization. Dramatic cost reduction then becomes a routine task rather than a heroic achievement.

A 3-stage fluidizing bed process of chlorination, selective oxidation and sulfur chloride conversion was tested for processing of a chalcopyrite concentrate. It was found that the use of excess oxygen was essential to a stable operation in the oxidation reactor. The oxygen-excess gas will inevitably cause the oxidation of the sulfide concentrate in the chlorination and sulfur chloride conversion reactors. A new flowsheet is proposed to separate the chlorination and the selective oxidation steps with separate flow paths of the fluidizing gases, thereby preventing the passage of oxygen-excess gas in the chlorination and sulfur chloride conversion reactors. The feasibility of the proposed flowsheet was demonstrated in a laboratory-scale fluidizing bed setup.

The kinetics on the growth of Thiobacillus ferrooxidans was studied by use of series piezoelectric quartz crystal ( SPQC ). Arsenic ioninhibits the growth of Thiobacillus ferrooxidans, which is consistent with the previous results by other measuring method. This further demonstrates that the SPQC can monitor the chemical activity of the growth of Thiobacillus ferrooxidans. Cupric ion accelerates the growth of Thiobacillus ferrooxidans. The mechanism was discussed, it was considered that copper promotes the protein enzyme of Thiobacillus ferrooxidans, rustic yanin, to form over the range of cupric ion concentration studied. There action order of cupric ion in accelerating the bacterial growth is 0.067. The growth of Thiobacillus ferrooxidans is dependent on temperature, the apparent reaction activation energy decreases from25.56 kJ / mol to 18.32 kJ / mol because of the addition of 10 mg / L Cu(II) to the bacterial growth solution of pH 2.0 at initial inoculum of 10%.

"Drawing upon the experiences of a gold extraction plant startup in the Southern Pacific, this paper will describe the importance of the commissioning phases to the project outcomes to achieve early target production despite an overall time compression to attain full plant production. Some of the highlights of the paper include: impact of roles played by the Owner’s construction and operations representatives during project commissioning, the formation of a capable and competent “Mod Squad,” availability of trained operating personnel, control over work priorities and the scope of work needed to bring the plant to safe initial operations. The commissioning team comprised subject matter experts skilled in process technology supported by “generalists” thoroughly conversant in overall plant operations. The merits of a structured team approach to brainstorm and resolve commissioning challenges as opposed to direction from individual subject matter experts is discussed. IntroductionStartup or commissioning is a unique period in the life of a project. Each stage of a project-exploration, feasibility, design, construction, commissioning, initial operations and continuing operations-requires special talents, know-how, and practices. Each stage makes particular demands of the people involved. Initial operations are no exception.Having experienced the 1997 startup phases of oxide and sulfide facilities for a gold extraction plant at a remote island in the Southern Pacific, I can attest to the many challenges and rewards. Commissioning for both facilities was extremely successful and brought the entire project on line well ahead of the targeted completion dates. Using this specific project as an example, this paper will highlight some of the key features of project commissioning. In this paper, the term “pre-commissioning” denotes all activities that lead to mechanical completion; “commissioning” occurs when feed is introduced; and “initial operations” are defined as the duration when operations accepts the system/facility and takes over."

Currently, mineral producers are suffering through a major downturn in prices for their products, even though it has only been a few years since they were enjoying high prices. From an historical perspective, the current situation is another of the cyclical down-turns that often reoccur every 5 to 7 years or so. This paper uses time trend decomposition techniques to identify the cycles and statistical methods to find the duration of these cycles for a variety of mineral prices. Given some idea of how long and severe these cycles typically are, the mining industry can better plan to weather the downturns and take advantage of the upturns. For example, timing investments in new projects to take advantage of the cyclical upturns can dramatically improve project profitability.

"A novel on-line visualization system, previously developed at Syncrude Canada Ltd., has been modified to characterize rising bubbles, particles and particle-bubble aggregates in a flotation process. With this system, the bubble size and rise velocity in a laboratory flotation cell can be determined. The technique allows the loading of solids on bubbles to be visualized, thereby providing an in-depth understanding of sub-processes of flotation. A step-by-step data processing procedure is presented. The applicability of the developed system to mineral flotation and bitumen extraction is discussed. Under batch flotation conditions in a laboratory Denver cell, three main bubble-particle attachment patterns are observed. They are: i) single particles attached to single bubbles, ii) particle aggregates loaded on single bubbles; and iii) a group of particles aggregated with a group of bubbles. The results demonstrate that the on-line visualization system is a powerful tool for understanding and diagnosing flotation processes.INTRODUCTIONAir (Gas) bubbles are an indispensable component in a flotation system. Both industrial practice and theoretical analysis indicate (Yoon, 1993; Diaz-penafiel and Dobby, 1994) that the size and population of bubbles are two important process parameters in modeling flotation. More recent investigations (Finch, et al., 1999; Gorain, et al., 1997) suggest that for a given flotation system, bubble surface area flux, defined as the air liquid interfacial area per unit time and unit cross-sectional area of flotation cell, showed a better correlation with the flotation rate constant. As a result, the bubble surface area flux is now being considered as a key parameter to account for the combined effect of bubble size and population in evaluating the performance of flotation machines and modeling flotation processes. However, the success of using bubble surface area flux in flotation process modeling largely depends on how accurate it can be determined or estimated (Finch, et al., 1999)."

This study was done to evaluate the costs of various dumping operations at waste and spoil piles. It has been theorized that accidents associated with dumping operations might be reduced by short-dumping rather than edge-dumping, but many operators have been reluctant to use short-dumping because they believe it is not as cost effective as edge-dumping. To evaluate this perception, researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health reviewed the costs of various dumping methods at waste and spoil piles. The study found that overall cost differences between the two methods were not significant in most cases. However, while overall cost differences between the two methods appear small, capital costs could be more significant when short-dumping if numerous dump sites are used concurrently. The choice of which method to use should be based on considerations of the safety of dozer and truck operators.

The Upgraded Coal Interest Group (UCIG), focuses on clean, low-cost options for coal-based power generation via pre-combustion, co-firing and reburn options. Its mission is to preserve and expand the economic use of coal for energy. By reducing the fuel costs and environmental impacts of coal-fired power generation, existing units become more cost effective and thus new units utilizing advanced combustion technologies are more likely to be coal-fired. Two great forces are reshaping the power generation industry, the Clean Air Act Amendment and deregulation of generation. The Clean Air Act Amendment is forcing change by making it necessary for power producers to plan for reducing emissions of sulfur and nitrogen oxides and possibly trace elements. At the same time, deregulation of generation is forcing utilities to focus their attention closely on the short term impact of any change on cost of power. Fuel is a utility&apos;s largest cost element; maximum fuel flexibility will be a utility&apos;s best weapon in an environment of rapid change. In a regulated environment, a utility was limited in how involved he might get into fuel supply, in a purely deregulated environment he need only be guided by the impact on the bottom line. It is clear that these two forces will promote a close look at factors such as coal upgrading which can have an impact on the availability of low sulfur coal or emission of NOX and trace elements.
