The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

[The accepted theory of acid formation in coal mines with the subsequent appearance of the acid in coal-mine drainage, is oxidation of iron pyrite and subsequent solution and hydrolysis of the iron sulphate formed. It has also been found that 5 gobbed sections and worked-out areas, where there is usually an abundance of iron pyrite-bearing, materials in contact with air, are the sections that make the most important contribution to the quantity of acid drainage. It would thus seem obvious that if oxygen can be kept out of contact with tae acid-forming materials in tie- sections mentioned the amount of acid in coal-mine drainage could be reduced markedly and corrosion problems with mine pumping equipment and general stream pollution mitigated thereby. Although the efficiency of the suggested remedy as been borne out by laboratory experiments6, it has appeared desirable to substantiate the laboratory work by field observations in so far as pertinent data are available. It has been difficult to learn of mines or sections of mines about to be sealed, whereby an actual comparison of the drainage before and after sealing can be made. In view of that difficulty it has been necessary to devote attention to a comparison of the character of the water from areas already sealed with that from open but otherwise comparable sections of the sane mine. Previous cork has shown that the acidity of drainage in different parts of the same mine may vary, but if it can be shown also that the water from sealed areas is with but fen exceptions less acid than the otherwise similar open sections of tae same mine, the laboratory finding will be supported in a practical gray. This report presents some of the evidence that has been obtained.]

This paper is one of a series being prepared by the United States Bureau of Mines describing quarrying methods and costs at stone quarries throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized that publication of total production costs might in many instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scrope of the cost tabulations shall ensue. Injury experience at metal mines and mills (excluding officeworkers) in 1964 was 60 fatal and 3,672 nonfatal disabling work injuries during an exposure time of 149 million man-hours worked. These injuries occurred at a frequency rate of 24.57 per million man-hours and had a severity rate of 3,687 days lost or charged per million man-hours. Employment at 2,363 metal mines and 291 mills, excluding officeworkers, was 68,140 men in 1964. The average number of days worked was 274 The principal cause of fatal injuries at all mines and mills was haulage accidents and in underground mines, only, was falls of ground. The principal cause of nonfatal injuries was handling material accidents. The frequency rate at metal mines and mills in 1964 was slightly below that of 1963, whereas the severity rate was higher. Injury experience at 94 primary nonferrous smelters, refineries, and reduction plants (excluding officeworkers) was 8 fatal and 999 nonfatal disabling work injuries during a worktime of 98 million man-hours worked. The combined injury-frequency rate in 1964 was 10.29 and the injury-severity rate was 1,005. The 36,956 employees worked an average of 329 days during 1964. The principal cause of injuries at these plants was handling material accidents.

Data are presented on the global warming issue to reinforce the decision by the U.S to reject the Kyoto protocol. The evidence that CO2 is a problem rather than a benefit is inconclusive and will be discussed in this paper. Nevertheless, for economic reasons alone, the US steel industry will continue to minimize CO2 emissions (and the release of real pollutants) per ton of steel through energy reduction programs. However, relative to inevitable increases in absolute CO2 emissions from the utility industry and the transportation sector, future reductions by the steel industry will be inconsequential in the "big picture."

The search for an improved anode for the electrowinning of lead from fluosi1icic acid medium has led the U.S. Bureau of Mines to investigate composites. Polymer bonded metal oxide powders which may contain catalyst additions were prepared by pressing. These composites display an improved activity toward the oxygen evolution reaction over electrodeposited lead dioxide on titanium, carbon, and nickel substrates. These composite electrodes contain 5 to 10 wt. " binding polymer, with the balance being metal oxides. Lowered anodic potentials achieved using the compnsite anodes resulted in lower levels of lead dioxide deposition during electrowinning.

The quality of resin used in South African collieries is currently controlled according to South African Bureau of Standards, "SABS-1534:2002". It has however been found that resin which passed the SABS tests failed in underground short encapsulation pull tests. An investigation was therefore conducted to determine the characteristics of resins that are currently being used in collieries. A series of in situ short encapsulated pull tests was conducted to determine the effect of expired resin on support performance. The results showed that the longer the time after the expiry date the poorer the resin performance. A series of resin-torque tests has been performed using Anglo Coal's testing facility. The following parameters were investigated on different resins: Spinning speed, Mixing time, and Setting time. An attempt was also made to develop a new quality control procedure for resin. This procedure enables mining personnel to make sure that the quality of resin can provide the required support performance. The effect of spinning speed on resin performance was also investigated. The results showed the resin gelling times of resin decreases as the spinning speed increases. It is found that over-spinning with slow speed roofbolters may result in decreased bond strengths. It was found that a 30-second resin (10-second spin, 30-second hold) should never be spun more than 20 seconds, even with very slow roofbolters (100 rpm).

Researchers at the U.S. Bureau of Mines (USBM) have developed adaptive process control systems in which genetic algorithms (GA's) are used to augment fuzzy logic controllers (FLC's). GA's are search algorithms that rapidly locate near-optimum solutions to a wide spectrum of problems by loosely modeling the search procedures of natural genetics. FLC's are rule-based systems that efficiently manipulate a problem environment by modeling the "rule-of-thumb" strategy used in human decision-making. Together, GA's and FLC's include all of the capabilities necessary to produce powerful, efficient, and robust adaptive control systems. To perform efficiently, such control systems require a control element to manipulate the problem environment, an analysis element to recognize changes in the problem environment, and an adaptive element to adjust to the changes in the problem environment. The control system also employs a computer simulation of the problem environment. Details of an overall adaptive control system are discussed. A specific laboratory acid-base pH system is used to demonstrate the ideas presented; all results are from the physical laboratory system and not from a computer simulation.

Over the past 15 years, roof fall rates have decreased by two-thirds in U.S. coal mines and by even more in regions where the roof is weakest. This remarkable reduction in the number of roof falls has been accomplished with more effective roof support systems. The purpose of this paper is to present an empirical design methodology that uses real-world data to quantify the basic roof-support concepts that have been successful in the United States. A new computer package, called Analysis of Mine Roof Support (AMRS), implements the design methodology.

This paper, describing the concentration methods and costs of Witherbee, Sherman and Company at Mineville, N. Y., is one of the series of papers on milling methods and costs being prepared by the United States Bureau of Mines. It deals principally with the production of high-grade concentrate. "I think that you will agree with me that we have an excellent program planned for the next three days, comprising various interesting and educational subjects by authors of prominence, which will be of keen interest to all of us in the coal industry. "The Program Committee, chairmanned by John Peperakis, has done an excellent job in securing this very splendid talent for our convention. "I would like to say a word as to the, condition of the coal industry in our part of the country as well as elsewhere. I believe we can look at it with more optimism than in the past several years, particularly in the state of Colorado, with which I am more familiar. "Annual coal production in Colorado gradually dropped from around 12 million tons during the years of World War I to as low as 8 million tons during the last war, and to less than 3 million tons in the year of 1954. We believe that it touched bottom that year, as in 1955 the state production went up again to nearly 3,400,000 tons, equivalent to an increase of 15%. As you know, the national increase in bituminous coal production for the year of 1955 was roughly 2000 over 1954. "The national increase for the first two months of 1956 over the same period of 1955 is approximately 2100. Colorado's production is running around 1000 over the comparable period of last year, and the 5 states represented by our Institute came up with a nice increase in 1955 over 1954 of 1000. "Figures on the increase so, far in 1956 for this group of states are not readily available, but I fully believe that. our industry locally, as well as nationally, is now starting out on a steady rise despite the fanfare of nuclear energy and its more glamorous competitor, solar energy. Many authorities tell us that real competition from these sources is a long way off and that the atomic energy program will consume far more coal than is displaced by nuclear power. "I do not mean to infer that we coal people are out of the woods by a long way' so far as holding and regaining markets, for our coal. Thermophysical properties of silicate melts are strongly structure dependent. It is well known that the viscosities of slags increase with increasing the degree of polymerization of silicate anions. Even the thermodynamic properties of slags are dependent on the types of species and the population of the same in the melt. Thus, a link between the thermophysical and thermochemical properties of silicate melts is logically expected. The present paper elucidates the salient features of Darken?s excess stability approach to the Gibbs energies of solutions as applied to the viscosities of silicate melts. It is demonstrated, that the second derivatives of the viscosities of binary silicate melts with respect to composition indicate a maxima corresponding to the existence of stable compounds in these systems. The concept was successfully applied to the following systems: Al2O3-SiO2, CaO-SiO2, FeO-SiO2, MgO-SiO2and MnO-SiO2. In all the cases, the second derivative plots of viscosities with respect to composition showed peaks corresponding to the metasilicates. The second derivatives of the activation energies of viscous flow with respect to temperature has earlier been shown to reflect the formation of associates/embryos in the homogeneous silicate melts, indicating the readiness of the melt to separate a solid phase. Thermodynamic coupling of thermal diffusivities in the case of the system CaO-Al2O3-SiO2from the laser-flash measurements of these slags as a function of temperature are examined as part of the present study. Densities are estimated from integral molar enthalpies in the case of silicate systems and the results are presented. The work of the copper metallurgy section during the year was devoted to laboratory studies of sulphur recovery from smelter smoke and combination smelting of copper and manganese. Both of these subjects were new this year. Combination Smelting of Copper and Manganese According to published work, the affinity of manganese for sulphur is greater than that of iron for sulphur, so that if a suitable mixture of com-pounds of iron, copper, and manganese be smelted to form a matte and slag, manganese should concentrate in the matte, together with copper.

Thorium and cerium are two of the group of elements known as "rare earth metals," and are obtained from the mineral monazite. Previous to the employment of thorium and cerium in incandescent gas mantles these elements were nothing more than laboratory curiosities, as the rest of the rare-earth metals are to-day. The most important salts of these rare earths are the nitrates. In the manufacture of gas mantles, thorium nitrate is the principal ingredient and forms prom 92 to 99 per cent of the impregnating material; the other 1 or 2 per cent is largely cerium nitrate and is quite as necessary, for without it there would be little luminosity to the mantle when in use. When the mantle is "burned off," the nitrates are changed to oxides. The monazite used as a source of thoria contains from 6 to 9 per cent of thorium oxide (Th02) and 24 to 32 per cent of cerium oxide (Ce203). As only the thoria and a very small hart of the ceria from the monazite could be used in gas-mantle manufacture, for a time the residues consisting mostly of ceria with somewhat smaller quantities of other rare earths found no commercial application. Later, however, they came to be utilized in several ways, the most important being: (1) the manufacture of cored flaming arc carbons, a great, irmprovement over the plain arc carbons used in electric lighting; (2) cerium metal used in the manufacture of pyrophoric or sparking alloys or "flints" for automatic pocket lighters and miners' lamps; and (3) the production of special kinds of optical and art glass.

"IntroductionDuring 1994, Barrick Gold Corporation, or American Barrick at that period, acquired Lac Minerals Ltd. properties. One of them was the Bousquet Complex. The Bousquet Complex is divided into three distinct sites: one mine (Bousquet 2), one mill (Est-Malartic Division) and one analytical chemistry laboratory (Les Terrains auriferes).The Bousquet 2 orebody was discovered in 1986. An extensive drilling program was initiated during 1987. Its purpose was to define the orebody extent. At the end of 1997, gold production from Bousquet 2 mine reached 1 290 000 oz of gold from a cumulative tonnage processed of 4 175 000 M t.From 1980 to 1990, the Est-Malartic mill was used for the treatment of ore from the following mines: Bousquet 1, Doyon, Francoeur (Richmont mines), Buckshot and 1-20 stope. At present, the mill receives ore from the Bousquet 2 mine.HistoryThe Est-Malartic mill is located close to the town of Malartic in northwestern Quebec. The mill has been in production since the mid-1930s processing mainly clean, free mill gold ore. Active mining from the Est-Malartic mine ceased in 1979 and the mill was switched to custom processing of ore from La Mine Doyon located some 45 km to the west. This custom processing arrangement continued until 1987 when the expanded mill at Doyon became available to process all of the Doyon production. In 1987, Lac Minerals commenced development of a second mine at the Bousquet site located 40 km west of Malartic. This mine, Bousquet 2, is the down dip extension of the La Ronde mine developed by Agnico Eagle. During pre-feasibility evaluations, it was determined that it would be economically more attractive to modify the existing Est-Malartic mill than building a new facility on site. The Est-Malartic mill modifications for processing the high-copper/gold ore from the Bousquet 2 mine began in late 1989 and new circuits were commissioned in mid-1990. Modifications included the addition of both gravity and flotation concentration circuits to recover coarse, free gold and the copper. The existing leaching circuit continued to operate on the copper flotation tailings with some minor modifications to the solution handling systems. A S02/Air cyanide destruction circuit was also added at that time."

Several studies have suggested that pulmonary toxicity to asbestos and silica may be mediated through oxidant-induced cell injury. We have reported recently that surface radicals associated with freshly fractured silica may be an imponant factor in cell injury and induction of pulmonary disease. Although the generation of oxygenated radicals in dust-cell interactions has been demonstrated, there are no data correlating the toxicity of a dust with the level of oxygen radical generation by the dust during its interaction with phagocytic cells. In the present study, we have investigated the in vitro generation of oxygen free radicals from human neutrophils and rat alveolar macrophages stimulated with freshly fractured silica, aged silica, amosite, crocidolite, chrysotilc, and a nontoxic dust, barite. Electron spin resonance (ESR) with the aid of a spin trap phenyl-N-ten-butyl nitronc (PBN) was used to measure the oxygen radicals generated during phagocytosis of the dusts. The relative toxicity index and ESR peak heights, on an equal surface area basis and normalized to barite as one, showed a direct relationship. The normalized toxicity indices and peak heights were: silica, 3.5 versus 2; chrysotile, 4 versus 2; crocidolite, 11 versus 8; and amosite, 26 versus 13. Addition of hydroxyl radical scavengers such as catalase, dimethyl sulfoxide, 1,3 dimethyl-2-thiourea (DMTU), sodium benzoate, and mannitol prevented the radical generation. Carmustine, a glutathione reductase- glutathione peroxidase inhibitor, caused a 5-fold increase in the radical generation. These results indicate that a nontoxic dust such as barite generates toxic oxygen radicals at a minimal level that can be quenched by the normal cellular defense system. For toxic dusts such as silica, amositc, chrysotile, and crocidolite, the potential for oxygen radical generation is enhanced by their surface propenies, physical dimensions, and the surface-based radical-generating redox sites. The enhanced radical generation may impair the cellular defense system, resulting in cell injury. Use of scavengers, chelators, and potentiating agents suggests the membrane-based oxidase system as the probable primary source of the radical-generating system. The data presented herein suggest the generation of oxygen free radicals as an important primary event in silica- as well as asbestos-induced cell injury.

"Mount Isa Mines (MIM) acquired a reputation for the successful application of R&D to develop break-through technologies for the mining industry starting in the 1978’s through until the early 2000’s. The ISAPROCESSTM tank-house technology has been licensed to copper refineries throughout the world, and a significant per cent of the world’s copper is refined using this technology. Since development in the late 1980’s more than 20 ISASMELTTM copper and lead smelting furnaces are now installed in countries around the world. Jameson Cell flotation technology developed jointly by Mount Isa Mines and Professor Graeme Jameson is widely used in the Australian coal mining industry and increasingly in the base-metal and gold industry. The IsaMillTM’s developed at Mount Isa and McArthur River made it possible to develop the McArthur River and George Fisher orebodies and has been successfully implemented into base metal fine grinding applications around the world. The most recent commercialised innovation is the atmospheric leach Albion ProcessTM with its supersonic HyperSpargeTM gas sparger, is being adopted as a solution to the increasing complexity of orebodies. MIM’s contribution to the industry was significant given the size and the remote location of its operations with Townsville Copper Refineries more than 1350 km and Mount Isa 1800 km from the nearest state capital of Brisbane. This paper will briefly discuss the development of each of these technologies and why MIM – now owned by Glencore - was so successful innovating and developing such technologies over a period of nearly 40 years.INTRODUCTION Mount Isa is located in the Gulf Country region of Queensland about 1800 kilometers North West of Brisbane (see Figure 1). It came into existence because of the world class mineral deposits found in the area. In 1923 the orebody containing lead, zinc and silver was discovered by the miner John Campbell Miles. Mount Isa Mines Limited (MIM) was founded in 1924 to develop the minerals discovered by Miles, but production did not begin until May 1931. It paid its first dividend in 1947 after 16 years of troubled production. In 1954 the 1100 copper orebody was discovered and with rapidly rising reserves during the 1950’s and 1960’s led to the construction of new concentrators to treat lead/zinc/silver ores in 1966 (#2 concentrator) and copper ore’s in 1973 (#4 concentrator). The difficult nature of the Mount Isa lead-zinc orebodies has meant that the company had always needed to be at the forefront of mining technology. In the 1970’s through to the 1990’s, it became a world leader in developing new mining techniques and processing technologies as a response to declining metal prices and rising costs. Mount Isa has been smelting copper since 1953 and lead since the early 1930’s. Copper Refining at Mount Isa’s fully owned subsidiary of Copper Refineries Proprietary Limited (CRL) had commenced operations in 1959."

This report deals with information regarding a new Medium Frequency (MF) Wireless Communication System for underground mines. This new telecommunication system works on low loss electromagnetic wave propagation modes which allow it to provide quality radio communications almost anywhere in a mine. Tests show the MF system can provide improved safety and managerial control, increased productivity, better organizational team-work and reduced maintenance cost; furthermore, MF's unique design allows for easy installation at a minimum cost. This paper covers the following: 1) MF design plan, 2) Overview of mine radio communications systems, 3) Preparations needed for designing an MF system, 4) MF equipment, 5) MF installation, 6) MF design considerations, 7) MF design specifications, and 8) Recommendations dealing with MF system. Experiments in four mines are illustrated to demonstrate the success and viability of the MF system. The mines range from small (500 tons/day) to large (67,000 tons/day) capacity and represent several different mining methods. The MF Wireless Communication System represents an advancement in mining communication and the groundwork for other advanced mine systems.

Offgrade chromite concentrate, with a Cr-Fe ratio of 1.3 to 1.4 has been successfully smelted to produce useful ferroalloys. The Cr-Fe ratio is not improved, but the alloys can be used without a too drastic change in normal steel-mill practice. The ordinary high-carbon ferrochrome has been successfully produced by smelting under highly acid smelting conditions. An alloy containing 50 percent chromium was produced at a power consumption of 4,490 kw.-hr. per ton of alloy. Alloys containing 20 percent silicon were made by direct smelting chromite concentrate and silica.

The efforts to mitigate longwall subsidence influences on various residential and farming structures by many coal mining companies have been successful in the recent years (Luo, et al, 2003). The successes were largely dependent on the accurate subsidence predictions, correct assessments of potential influences, appropriate design and implementation of the mitigation measures. However, such efforts for protecting large industrial structures are still very rare. In this paper, the successful assessment and mitigation of the subsidence influences associated with a very intensive dynamic longwall subsidence process on a large workshop are presented.
