Keywords: Recycling, Consumer Battery, Fee rates On November 11, 1999, all types of spent consumer batteries are proclaimed to be collected in Taiwan. Under current recycling system, all producers and importers of consumer batteries have to pay a collection/recycling fee to the Recycling Management Fund (RMF) of EPA based upon the rate approved by EPA. Collectors and recycling plants receive subsidies from RMF according to the collected and treated amounts audited by an independent auditing organization. Collected spent consumer batteries only reached 923 tons in 2002 equivalent to 10% of the total quantity sold at the same year. How to increase the collection efficiency of used batteries becomes an important issue for EPA in Taiwan. The objective of this study is to explore current recycling system of spent consumer battery in increasing collection efficiency. Results provide some suggestions to Taiwan EPA regarding recycling route, recycling system, recycling rates, and recycling subsidies.

The frustration encountered by exploration crews in connection with land acquisition could be graphed to show a correlation with the natural law that everything tends to become more so. Figure I shows a rather common, situation. The combinations of ingredients are almost limitless and the resulting brew is often poisonous to an exploration man. A single step, that of taking a series of deep soil samples is often delayed until some sense can be made from "floating" unpatented claims which are obscure in orientation as well as position, placer claims overlapping lode claims, location posts with empty Prince Albert cans, and claims with no apparent assessment work for ten years. Add to this some patented claims with¬out monuments, a state or federal withdrawal area which may or may not invalidate pre-existing claims, a loosely defined tunnel site, and some ranchers who understandably resent the separation of surface rights from mineral rights. The picture is familiar to exploration men. One approach to such problems is to ignore them until someone voices an objection -- but then an even more chaotic situation is likely to develop. Another practice is to stake new claims to cover all ground that is "open" at first glance and then find out if there are conflicts so that the new claims can be adjusted accordingly.

"A high altitude review of the state of the mining industry provided by a study of multifactor productivity shows a continuation of lower output year on year for the capital and labor inputs applied. The story is sadly similar for both U.S. mining and the Australian mining sector. In fact, according to PwC analysts, the world’s mining equipment productivity has declined 20 percent during the past seven years (Lumley, 2014). Although the reasons for the continuing decline in mining productivity are varied, the need for improvement is clear.The world’s mining industry fleet of more than 400 large draglines moves billions of tons of overburden and ore (phosphate, limestone, etc.) annually. This discussion will review a few of the tools available for improved productivity in dragline operations.Benchmarking equipment performance exposes the possibilitiesIn the September 2013 Mining Engineering cover story Graham Lumley and R. Adsero suggested that analyzing best practice equipment performance from an industrywide database for specific equipment performance improvement goals would be beneficial (Adsero, 2013). Benchmarking equipment performance by normalizing differences and then comparing specific measures of performance will provide a road map to improvement for those following the leaders. For those already performing at best practice levels, a benchmark confirms and bolsters what has already been achieved. As described in the SME February 2014 paper by this author, best practice is the average of the top 10 percent in annual output. Filling performance gaps identified by a comparison to best practice by investigating the details of the why and taking action to change, makes all the difference. This is true for all major mining equipment. Given the large gap between average performance and best practice performance most mining operations can benefit. Best practice performance provides a view of what is possible to the 90 percent majority of mining operations that are performing below the top 10 percent.For dragline mining operations, identifying specific characteristics and practices of leading dragline performance will provide a reference for comparison."

Introduction In recent years - even months - the number of articles on computers has increased rapidly. One can hardly pick up a newspaper or magazine without seeing a computer-related article. The article usually explains how the computer will change our lives. Many of us have some concern about the nature and type of change. For most of us, though, the problem is lack of information and understanding about how computers work. In other words, how do we make cost-effective decisions about computers? This three-part series will explain, simply, what a microcomputer is, how it works, and how to decide if you need one. This first article will define terms and briefly discuss areas where computerization might be economic. The second article will discuss geology and mining applications. The third article will discuss plant, administrative, and geotechnical areas as well as the future of software development in the minerals industry. Terms and Concepts All computers have input and output devices and a central processing unit (CPU). Information - instructions and data - is communicated to the computer by means of input devices. These instructions to the computer are converted into language that the computer understands. This causes the instructions to be carried out in the CPU. The result of these operations is translated back into language that we understand. This information is then sent to output devices such as printers and video display tubes. Traditionally, peripherals were devices separate from the main-frame (the CPU and memory) and were used to input, output, and store information or instructions. Today, peripherals perform the same functions though they may be housed in the same cabinet as the CPU and memory. Historically, peripherals included all input and output devices not part of the mainframe. Input devices include keyboards, magnetic tape, and card readers. Tapes and disks are input as well as output devices. Output devices are printers, CRTs (Cathode Ray Tubes), and any mass storage device capable of storing data when directed to do so by the computer or the program. In fact, any mass storage device that can give the computer data when requested is an input device. Mass storage devices include floppy disks (thin, round sheets of plastic covered by metal particles), and hard disks. The latter are thicker and more densely coated with metal particles. This allows much more information to be stored. Another type of mass storage is magnetic tape. Its type and size varies widely. Processing and Storage Any computer understanding must include how instructions and data are processed and stored. Information is stored as a positive or a negative field known as a "bit." There are eight bits in a byte. The bits can be represented as either a one or a zero. Thus the code for a byte representing the numeral one is 00110001. The byte representing the letter A is 01000001. These codes are from the American Standard Code for Information Interchange (ASCII). ASCII defines the standard set of characters including alpha, numeric, and special characters. The computer's memory has allocated locations where instructions as well as incoming information can be stored. All information and instructions are stored as binary numbers bit by bit - zeros and ones. The amount of data that can be stored is referred to as either thousands or millions of bits or bytes. The letter "K" is used to designate one thousand units. The letter "M" is used to mean one millon units (one meg). A key environmental management issue associated with mining projects is tailing disposal. In high rainfall environments this is particularly challenging and generally requires the discharge of excess water from a tailing dam to adjacent streams or coastal waters. Such discharges can potentially have adverse impacts on downstream water quality and the environmental values associated with these waters, such as providing a drinking water supply for local villagers, maintaining a fisheries resource or protecting a fish species of high conservation significance. An alternative to the construction and operation of a conventional tailing dam is Deep Sea Tailing Placement (DSTP). The key features of such a system are:Discharge of the tailing slurry at considerable depth (approximately 120 - 150 m) below the oceanÆs surface. This requires a pipeline to be laid from the process plant to a mix tank, where the tailing is mixed with seawater and entrained air released. The pipeline then continues down the ocean floor to the required discharge depth, which is below the surface mixed layer and the euphotic zone. After discharge, formation of a density current which continues to descend along the ocean floor as long as the slope is sufficiently steep. Final deposition of the tailing in an area where the slope of the ocean floor is insufficient to maintain the density current. This typically occurs at depths of more than 800 m. Water quality issues associated with DSTP include: Impacts on the oceanic water column due to the formation of subsurface plumes which break away from the descending density current. The occurrence of elevated concentrations of contaminants in the interstitial waters of the deposited tailing solids. Fluxes of contaminants from the tailing deposits into the overlying oceanic water column. This paper discusses the water quality aspects of DSTP with particular reference to a case study in Papua New Guinea. The evaluations undertaken as part of the DSTP impact assessment included consideration of both the short- and long-term chemical behaviour of contaminants and bioassays, within the appropriate water quality assessment framework.

Kaolin, or china clay, is the term applied to a group of hydrous aluminum silicates. Because of its purity, light color, and refractory properties, kaolin is used extensively in the manufacture of high-grade ceramic wares and as a filler by the rubber and paper industries. Although there are numerous pottery and enamelware plants in Texas, and large rubber and paper industries; all of the kaolin used in these plants is from other States, There are two known occurrences of kaolin in Texas, namely, the Leakey deposit in Real County and the several deposits of the Medley district in southern Jeff Davis County. An investigation of the Mueller kaolin deposit in the Medley district was undertaken by the Bureau of Mines. Following an examination of this deposit by W. D. McMillan, engineer in charge of the Texas field office of the Bureau of Mines, a proposal was made to investigate the deposit by diamond core drilling.

RME has a vision for a new mill operational paradigm made possible by RMEÆs fast, safe Mill Relining System. This vision can be moved forward into reality at any time with or without guidance from recent development in measurement and predictive modelling tools.Some new liner designs can degrade SAG mill performance because of mill volume loss, ball strike (rotational speed limitations) and other issues often brought about by optimising liners for life and without a backward glance at metallurgical consequences. Freshly relined mills can initially produce as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the linersÆ wear life. RMEÆs proposition is to design new liners for maximum commercial performance. This may mean more frequent changes of liners but with liners designed to yield optimum grinding, metallurgical and profitability performance. In other words, mill liner profiles and mill relining speed become key operational controls and not simply æmust doÆ maintenance functions. Taken to the extreme, liner profiles may prove capable of ætuningÆ a grinding plant for maximum profitability in any metal price environment. This paper provides an update regarding RMEÆs fast, safe Mill Relining System technologies and outlines RMEÆs vision of a æliner profile versus profitabilityÆ model as a function of metal price, developed intuitively or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum commercial outcome, off-line in the virtual world, before committing to an expensive liner experiment.

Following completion of planned mining operations at the Goldcorp Dome Open Pit Mine, a high-grade Shaft Pillar located in the pit highwall was recovered. Mining of this Shaft pillar faced numerous rock engineering design and implementation challenges due to its remote position on the highwall and the presence of mine workings within the wall. The case example presented in this paper discusses the geotechnical investigation performed at the site, novel measures undertaken for installation of ground support required for rockmass reinforcement and for worker protection, as well as operational challenges to successful mining of the Shaft Pillar.

Titanium aluminide of composition Ti-47.5 at.% Al was prepared by melting titanium and aluminium of commercial purity with additions of precious metals of 0, 0.2, 1, 1.5 and 2 at.% content. The microstructure, hardness and oxidation properties were assessed. It was found that at 47.5 at.% Al, the microstructure of plain TiAl alloys was duplex, consisting of duplex lamellar grains and ? grains. The lamellar grains consisted of alternating lamellae of ? (TiAl) and a2(Ti3Al), with overall aluminium content in the range of 43?47 at.%. The ? grains had a aluminium content above 50 at.%. The addition of precious metals to the TiAl alloy resulted in the formation of a new phase, with a high precious metal content, occurring mostly in the ?phase, without any major change to the microstructure. Increasing the amount of precious metals resulted in an increase of the new phase amount, at the expense of the ? phase. The hardness of the different alloys was around 300HV10. Overall, the research has shown that addition of precious metals to TiAl resulted in a slight increase in hardness and a significant improvement of the oxidation resistance. This shows that alloying TiAl with precious metals, at the addition levels investigated, does not alter the mechanical properties very much, but improves oxidation resistance.

Research into the safe and economic extraction of underground coal pillars in the Witbank and Highveld coalfields of South Africa highlighted that future practices will have to consider pertinent risks associated with this least safe of all underground coal mining methods conducted in South Africa. To this end, a computer-based program called A-PEP (Analysis for Pillar Extraction Potential) was developed to assess three aspects of this mining practice, viz. risks associated with the physical attributes, operational risk attributes and economic attributes. This intelligent tool can thus be used when planning to conduct underground pillar extraction to ensure that all pertinent risk elements and legislative requirements are considered to conduct this mining method safely before a submission is made to the Department of Minerals and Energy. ntroduction As the gold mining industry continues to develop in the Dominican Republic and Haiti, more deposits will undoubtedly be discovered that will be amenable to development. The Pueblo Viejo gold mine is currently in operation in the Dominican Republic. It has become an important component of that country's economy. Pueblo Viejo output is important to the government as a foreign currency earner. It is also said to be among the world's more successful gold mines. But, while Pueblo Viejo is successful, no other major gold discoveries have been made in recent years. Therefore, alluvial deposits of gold have caught the attention of geologists on the Island of Hispaniola. In the past four years, exploration and investigation of alluvial deposits have been initiated in both the Dominican Republic and Haiti. This type of activity is expected to continue over the next few years. Alluvial gold mining is rudimentary gold washing, done mostly by farmers. It is an old tradition, dating back at least 100 years, and is done by small, independent, or community farming villages in the mountains and plains of the Dominican Republic. Investigations in the DR Recently, alluvial gold investigations have been undertaken in well known locations of the Dominican Republic. One is in the Villa Altagracia area. Here, the terraces and gravels of the Haina River basin were examined, test-pitted, and assayed by Minera Altagracia, a local Dominican mining group. Results led to a new investigation by the state-owned Rosario Dominicana (RD), the company that mines the gold at Pueblo Viejo. Rosario tested areas previously investigated by Minera Altagracia. RD could not define the type of concentration that could justify an industrial-scale type of exploitation. The Haina River placers are located in the flats and valleys of Central Dominican Republic. They are classified as small-scale type of operations where local cooperatives can do the traditional gold washing. It is not now considered a dredgable project for a mining company. The next alluvial gold investigation was undertaken by the Dominican Department of Mines and others in an area of some 700 km2 (270 sq miles) in the northeast near Miches. Farmers have been washing gold in streams and excavating pits in various areas, particularly La Mina and have made a living. Government geologists panned several hundred streams and river tributaries. They also washed material from deep excavations. The results, however, were negative insofar as locating alluvial gold concentrations suitable for large-scale or industrial-scale exploitation. The most favorable locations were the terraces along the Jayán and Cuarón Rivers in the area of Miches. But the grade od concentration is poor. Actually, only traces of gold were found in these

This paper summarizes the results of an investigation sponsored by The Coates Steel Products Company. The objective was to determine the relative effects of certain chemical and physical properties on the wear resistance of grinding balls when grinding cement. In making this study, a number of types of balls were used in both dry and wet grinding in commercial ball mills. The radioactive-tracer technique was used in separating the test balls from the rest of the mill charge and in sorting the different types of halls that were all tested at the same time for each of the grinding operations. PROCESSING OF GRINDING BALLS In order to determine whether the properties of grinding balls, namely, composition, microstructure and hardness, can be related to the rate of wear, the halls used in this study were selected to represent various combinations of these properties. It was recognized that the mechanism of wear was not the same in the wet mill as in the dry mill. Therefore, the types of balls tested in each of the two environments were not necessarily the same. However, all of the types of balls evaluated in the dry mill were tested simultaneously for one time period, while those evaluated in the wet mill were tested simultaneously for three different time periods. All of the test balls were separated from the charge when the mill was dumped. All of the balls were of 0.940-inch diameter when charged, and all but the regular production balls were finish ground to this size to eliminate the decarburized surface layers. The steels and processing methods used, as well as the micro-structures and hardness levels of the balls, are described as follows: Regular production forged SAE 1095 steel balls were used in both the wet and dry mills. They were forged to a nominal diameter of 0.940 inch and quenched in oil from the forging temperature. Each retained a partially decarburized surface layer from the forging bar stock; the maximum depth of this layer was about 0.030 inch and the decarburization was negligible where the ball was sheared from the bar. The hardness at the surface was 40 to 46 Rock-well C in the partially decarburized area and 57 to 62 Rockwell C in the areas not decarburized. The hardened zone extended to a depth of about one-third of the radius. Below the decarburized layer, the hardened zone consisted primarily of hard as-quenched martensite with varying amounts of retained austenite. This structure changed to fine pearlite at a depth of about one-third of the radius. In order to eliminate the effect of the decarburized layer, a set of production balls of SAE 1095 steel was forged to about a 1-inch diameter, quenched in oil from the forging temperature, and ground on ball-bearing grinding equipment to a 0.940-inch diameter to remove the decarburized layer. The balls' hardened zones were similar to those in the previous set. The hardness of the finished surfaces was 52 to 60 Rockwell C. A slight amount of decarburization apparently remained after the removal of about 0.030 inch from the surface. Balls of this type were tested in the dry mill only. Seventeen percent of US coal production now comes from the 19 surface coal mines in the Powder River Basin of northeastern Wyoming. The Powder River Coalfield, which coincides with this topographic and structural basin, is unique to the conterminous US, in that it contains an estimated 934.4 Gt (1.03 trillion st) of in-place coal resources. At least 13.2 Gt (14.6 billion st) is a compliant, strippable reserve base. In 1993, an estimated 162 Mt (179 million st), or 98% of the coal mined in this Wyoming coalfield, came from the thick - average 30.5 m (100 ft) - subbituminous, Wyodak coalbed, or from the Anderson and Canyon coals in the one mine where the Wyodak is split into two separate coalbeds. The other 2.7 Mt (3 million st) of coal mined in the Powder River Basin in 1993 came from the School, Badger, Monarch and Deitz No. 3 coalbeds. In this "world class" coalfield, there are at least 13 other persistent, 3 to 15 m (10 to 50 ft) thick, coalbeds as well as the Big George and Lake De Smet coalbeds, which are each 61 m (200 ft) or more thick in places. None of these latter 13 coals are mined at this time.

The ISMS program provided for the development and demonstration of equipment modifications for improved safety in both conventional and continuous coal mining systems. This report documents the success of the program in identifying accident hazards in underground coal mines with 4-to 8-foot seam heights, in designing modifications to reduce the hazards, and in demonstrating improved safety through extended underground use of the ISMS equipment.

During the last 28 years, I have had the very challenging and rewarding experience of working as an engineering professional in a large multinational company, both as a manager of engineers and engineering projects as well as an inventor and generator of new engineering processes and products. Due to the diversified geographic and tech¬nical nature of my employer's business, my responsibilities have taken me all over the world. This has included interactions with people in different industries including minerals, coal, chemicals, petroleum, pulp and paper, agriculture and pharmaceuticals. As diverse as my experience may seem, it has always amazed me how common the basic underlying technology and economic trends are that shape the working environment that any given engineer in any given geographic loca¬tion will experience. I would like to discuss the industrial evolution from micro to macro engineering. One of the basic truths behind how industry must and will operate is "change," including: • the creation of conditions for change, • the anticipation of change, • the resistance to change, • the rewards that being part of a change can bring and • the destruction that change can bring to the unprepared. This fact was well stated by Heractitus around 500 BC.: "There is nothing permanent except change." This simple truth has been valid since the dawn of time and, if anything, is accelerating in nature every decade.

Several glacial episodes have been distinguished in the Shotover Valley. These produced fluvioglacial aggradational deposits downvalley from the terminii, commonly with well-preserved terrace treads, as exemplified near Skippers. Chronological links can be determined between the Shotover tills and sediments and assessed equivalent deposits in the Wakatipu Basin/Kawarau Valley region through axial valley profiling. Constructed relationships suggest older Shotover events were probably large and left little detrital deposits within the valley. In contrast, the younger advances were smaller and valley-constrained. They are modelled as being wholly of Waimea or Otira Glaciation age, advances from the latter period producing the visually distinctive flights of terraceremnants. Both the terraces and the inner gorge, now occupied by the Shotover River, have been extensively worked for alluvial gold. Enrichments in the former environment have predominantly been as bottom or intermediate lags produced during degradation phases of catchment erosion. Surface lags have been locally targeted. Placer mining in terrace areas involved both tunnelling and sluicing techniques. In the modem river the greatest concentrations were on the schist or false bottoms, although flood gold has always contributed to the returns. Placer mining techniques here were highly variable.

In Southern Ontario, Canada, piles are frequently driven through competent clayey soils to obtain end bearing on extremely dense till or bedrock. One reason for this is the difficulty at assessing the adhesion of the clayey soils. This is illustrated by texts, such as the Canadian Foundation Engineering Manual, which is the standard of practice in Canada, that indicate that theoretical analysis of the adhesion values of such soils are unreliable. In this paper, the results of high strain dynamic testing have been used to estimate the shaft resistance of 11 closed end pipe piles driven in overconsolidated very stiff to hard clayey tills at four sites by means of the CAPWAP wave equation analysis. More than twenty-five years of experience with bearing capacity predictions by such means have developed considerable confidence in its accuracy. The results were found to correlate reasonably with the average Standard Penetration Resistances of the clays at the sites. There was a linear relationship between an adhesion of 64 kPa at 20 blows per 300 mm and 192 kPa at 60 blows per 300 mm. At one site, 6 piles were tested and found to have a wide range of Standard Penetration Resistance and estimated adhesion in the same stratum. While there was significant scatter of the results, piles would have been safe at design loads obtained from the relationships established by the analysis carried out for this paper after applying appropriate factors of safety.

Mineral exploration is in a race to employ drilling technology that can perform the exploration and drilling investigation in a fast and inexpensive manner. After an extensive study of the available drilling technologies in the market, coiled tubing was chosen as a tool to be employed for mineral exploration due to its flexible mobility and ease of operation with a minimum number of personnel. Since coiled tubing technology is primarily used in the oil and gas industry, it was important to re-design the coiled tube rig to drill hard rocks in a fast and feasible manner. The main requirements were to drill the smallest feasible hole diameter and go as deep in the ground as possible, in the shortest reasonable time. The drilled rock particles, cuttings, are to be collected and analysed at the surface for their metal mineral contents. The process also needs to be repeated multiple times at different locations for mapping, without the need to change the tube on the rig due to failure or potential failure. The focus of the new designed coiled tube, for drilling and mineral exploration, is three fold. First is to increase the rate of penetration in drilling by designing a small high speed turbo motor. Second is to determine the controlling parameters of cuttings transport to effectively lift the cuttings to the surface for analysis and third is to minimize the overall weight of the rig for manoeuvring and prolong the life span of the coiled tube string. In this paper, a small downhole turbo motor, 5cm outer diameter, is designed to achieve a rotation speed of up to 10,000 rpm to fit on a small bit, coiled tube drilling assembly. The motor design utilised multiple finite volume and finite element analysis softwares for fluid flow study and fluid structural interaction analysis. The paper is also introducing the concept of a flow slurry loop that is designed to lift the cutting particles to the surface for mineralisation analysis. The controlling parameters of the cuttings transportation are the particle?s physical properties such as size, density, concentration and shape, as well as the rheological properties of the carrying fluid, drilled hole angle, as well as the fluid flow rate and flow dynamics within the annulus gap between the coiled tube and drilled hole. Such parameters are addressed via experimental work as well as numerical analysis. The paper is also presenting the selection and testing procedure of the material type for the coiled tube string. The tube needs to be light in weight for overall rig weight and its transportability. The tube is also required to drill several dozens of investigation holes before failing due to fatigue. A fatigue bending machine is designed to test the endurance limit of candidate materials for coiled tube strings and a performance index methodology is followed for material selection of the optimum material. The coiled tube rig is designed to be light in weight for transportation and relocation. It is also required to speed the drilling operation with the minimum footprint and reclaim the drilled rock particles for mineral composition analysis at the surface.

A large scale blast damage project was carried out over the past two years at INCO Ltd Manitoba Division co-funded by the Canada/Manitoba Mineral Development Agreement. The experiment was conducted at the T-3 Mine in two mining stopes with an experimental drift developed in the hanging-wall for the installation of monitoring instrumentation. The objective was to observe and subsequently to reduce ore dilution by monitoring the performance of blasts, the hanging wall movement, as well as the cavity of the open stopes.
