Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.

As a part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report.2/ The inherent suitability of coal for metallurgical use depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, as well as the available reserves, are considered in selecting coals for carbonization tests. Surface subsidence that results from longwall mining can be large magnitude and can affect significant areas. Conventional methods for subsidence monitoring include leveling, global positioning system (GPS), and photogrammetric surveys. Remote sensing techniques, including aerial LiDAR, terrestrial laser scanning, and satellite-based differential interferometric synthetic aperture radar (DInSAR), are also used to measure deformation associated with subsidence. DInSAR data are different than data from conventional subsidence surveys. Images capture data over large areas (hundreds of kilometers), and each pixel (data point) in an image quantifies the average displacement over an area of square meters. DInSAR data can have fairly high time resolution; imaging periods typically range from weeks to months.

Mine fires pose a serious hazard to the health and safety of mine workers. They occur regularly and their effects can be devastating. Objective Provide mine safety personnel, MSHA, and equipment manufacturers with a comprehensive, up-to-date, and well-documented database of metal and nonmetal mine fire incidents in the United States from 1950 to 1984 and perform a statistical analysis of these incidents. The data-base is designed for use by mine engineering and safety personnel to aid in determining especially hazardous practices or conditions.

Four companies mined ball clay in four States during2004. They were H.C. Spinks Clay (owned by Franklin Minerals) Kentucky-Tennessee Clay (owned by Imerys),Old Hickory Clay and Unimin. Production was estimated to be 1.46 Mt (1.61 million st) valued at about $56.9 million, based on a preliminary survey of the ball clay industry. In 2003, production was 1.31 Mt (1.44 million st) valued at $56.2 million. Tennessee was the leading producer state with 61 percent of production. It was followed by Texas, Kentucky and Mississippi.

"INTRODUCTION Wright Engineers Limited is active and has extensive experience in the design of pressure oxidation plants for the treatment of refractory gold ore and concentrate. In addition to the Mercur oxidation facility, similar projects undertaken during the last few years include the 3000 ton per day acid oxidation plant for the Getchell Mine, Nevada, a concentrate treatment autoclave for Asamera in 1984 and a feasibility study of a 50-tons per day autoclave plant for Consolidated Professor's Duport property in Ontario. The Equity Silver antimony and arsenic precipitation autoclaves, and the low pressure autoclaves at Key Lake Uranium in Northern Saskatchewan were also engineered by Wright in recent years.In August 1986, Wright was retained by Barrick Resources (U.S.A.) Inc. to add a 750 tpd pressure oxidation circuit to the existing mill at their Mercur Gold Mine, Utah. This paper describes this facility and outlines the start up in the spring of 1988 and subsequent successful operation. MERCUR OPERATION The Barrick Mercur Gold Mine is located at the south end of the Oquirrh Mountains in Tooele County, Utah. The carbon-in-leach (CIL) process plant camnenced operation in 1983 with a design throughput of 3000 tpd and has since been expanded to handle rrore than 5000 tpd. 'IWo ore types are mined, an oxide ore and a refractory ore, which is by Barrick's definition ""an ore from which less than 60% gold extraction is achieved by a standard CIL amenability test."" Typical of many sulphidic/carbonaceous ores, the refractory gold does not respond well to the cyanidation process. As a result, refractory ore has been stockpiled since the start of mining. As of June 1987, Mercur had about 570,000 tons of refractory ore stockpiled and 5.7 million tons of proven and probable reserves, grading 0.06 oz/t including approximately 3.5 million tons of tailings from the previous operation grading 0.55 oz/t. In 1986, Barrick decided to build a 750 ton per day pressure oxidation plant to process these ores. The process, for which a patent was granted, comprises pressure oxidation of the sulphides in an alkaline environment. It was developed in 1981 but was set aside in preference of a CIL plant treating only oxide ores by the previous owner of the property, Getty Oil. This process is capable of increasing gold recovery from the refractory ore from as low as 35% by conventional CIL processing to more than 85%. In 1986 Wright Engineers was engaged to undertake a feasibility study based on batch testing. This lead to a decision by Barrick Mercur later that year to build the commercial pressure oxidation plant. Wright was awarded the contract for engineering, procurement, construction managernent and commissioning in March 1987. The plant was mechanically complete in January 28, 1988, and was in operation by February 1988."

Values obtained from 28 authors are listed for 87 elements with both experimental and calculated points included; the wavelengths range from 4.01 to 68 A. Representative graphs are presented for six elements (lithium, nitrogen, iron, silver, holmium, and uranium. A 37-item supplementary bibliography is also included.

Tellurium (Te) is one of the least abundant elements in the crust and tends to form minerals associated with copper, lead, zinc and iron sulfide deposits. Today, most tellurium production comes from the anode slimes and other wastes generated in metal refining. Most of the current tellurium produced in the world is used as an alloying agent in iron and steel, as catalysts, and in the chemical industry. However, future demand and production could increase because tellurium is increasingly used in solar panels and some electronic devices. Tellurium minerals are found in Au-Ag districts in New Mexico, but were not considered important exploration targets in the past. In New Mexico, tellurium is found associated with porphyry copper deposits in southwestern New Mexico and with Au-Ag veins in the Eureka, Sylvanite, Organ, Lordsburg, Steeple Rock, Wilcox, Mogollon, Chloride, Cuchillo, Hillsboro, Zuni Mountains, White Oaks, and Nogal-Bonito districts. The only tellurium production from New Mexico has been from the Lone Pine deposit (Wilcox district), where approximately 5 tons of tellurium ore was produced. Gold-tellurides are found with gold, silver, pyrite, and fluorite in fracture-filling veins in rhyolite at Lone Pine, with reported assays as much as 5,000 ppm Te. Other districts in New Mexico have potential for tellurium, but require field evaluation.

Common clay is a natural, fine-grained material composed of hydrous aluminum silicates. Shale is a laminated sedimentary rock that is formed by the consolidation of clay, mud or silt. Production About 160 companies produced common clay and shale in 41 states. In states not reporting production, common clay and shale probably was mined and sold for construction applications by companies not participating in the U.S. Geological Survey’s canvass of producers.

As part of the PHX Sky TrainTM project at Phoenix Sky Harbor International Airport in Phoenix, Arizona, the existing traffic lanes at the 44th Street underpass below the Union Pacific Railroad (UPRR) Bridge will be shifted to accommodate the people mover guideway. The proposed reconfiguration and reconstruction of 44th Street required the utilization of micropiles and permeation grouting to resist the lateral forces induced by cutting into the slope below the existing bridge abutment footing. This paper discusses the evaluation of the existing bridge abutment, including analysis of the original foundation system, and design, installation and testing of a new micropile-supported retaining wall to support the cut slope below the existing bridge abutment foundation. A monitoring program was implemented during construction to evaluate the short- and long-term performance of the bridge abutment. Instrumentation included survey monitoring points, inclinometers, tiltmeters and crack gauges. A micropile load testing program was conducted to verify design assumptions concerning micropile axial and lateral loading. Numerical analyses (using PLAXIS software) were performed to predict the short- and long-term behavior of both the abutment wall and the bridge foundations. Movement data collected from the monitoring program indicate that the wall and bridge foundations are performing satisfactorily and within the general bounds of predicted movements. The results from the numerical modeling using PLAXIS software showed that the proposed solution is deemed adequate to provide the needed global stability with an acceptable factor of safety, along with acceptable deformation.

Rhenium, molybdenum and tungsten are the elements demanded by high-end technologies. These metals are found in process solutions in forms of their oxyanions: ReO4-, MoO42- and WO42-. The later two can exist in forms of iso- and/or heteropolyanions. Basically all three metals demonstrate very similar chemical behavior in aqueous solutions. Unfortunately, in their mineral sources these elements commonly accompany each other, like pairs of rhenium-molybdenum or molybdenum-tungsten. Their economical separation is a challenging task.

"To characterize noise and vibration sources of different types of mining equipment used in underground mining, the authors performed a study in eight Quebec mines on 28 pieces of equipment. This paper presents the procedure followed to select the equipment to be evaluated, and the low-cost acquisition system developed to perform multichannel time-domain data acquisition in harsh environments. It also presents the results obtained for the noise level produced by the equipment and for handarm and whole-body vibration exposures.RÉSUMÉ Dans le but de caractériser les sources de bruits et de vibrations de divers équipements miniers utilisés sous terre, les auteurs ont étudié 28 équipements dans huit mines du Québec. A two-year study focused on current noise exposure levels in the South African mining industry, aimed at helping the Mine Health and Safety Council of South Africa meet its milestones for eliminating noise-induced hearing loss (NIHL). Methods A multi-task methodology was adapted from international baseline studies to determine the exposure to noise in both large-scale and small- to medium-scale mines. Results On average, 66.7 per cent of the employees sampled in year 1 and 78.4 per cent in year 2 were exposed to noise levels of above the 85 dB A legislated occupational exposure level. Conclusions Information obtained through the study could be developed into a national personal noise exposure database, including audiometric results, equipment noise emission levels and initiatives for noise engineering control by mines and equipment manufacturers to facilitate targets of eliminating NIHL. This title introduces the subject I wish to describe to my fellow members, very few of whom, I 'hope, have ever had as much trouble with the smelting of ore containing much zinc, either in the lead blast furnace or the matting furnace, as circumstances have forced upon me: First, for several years in Leadville, Colo., after the sulphide ores containing zinc had been developed with greater depth and were sold to the intereats with which I was connected for smelt-ing in the blast furnace for the recovery of the lead, silver, and gold; then, in New Mexico and Arizona, where the principal source of ore supply for our custom smelter was from miners who sent most of their product in the form of concentrates, which we briquetted and smelted in the blast furnace, producing a matte containing copper, silver, and gold, for which we were paid; together with some zinc and lead, which was penalized if in excess of a maximum base set by the refinery to which we sold our copper matte; last, but not least, my experience in Shasta county, Gal., where for the sake of recovering $13 per ton value in copper, silver, and gold, I have smelted ore containing as high as 40 per cent. zinc (the last 18,951 tons smelted averaged 15 3/10 per cent. zinc) which we not only lost, but which it cost us money to lose. After such an experience, and knowing that, instead of being worth only $13 per ton, such 15 per cent. zinc ore should be worth about $30, including zinc at the present market value, the question of recovering the zinc in a profitable manner from such ore became very interesting to me. A novel instrumentation system has been developed which enables simple, quick, and accurate measurement of vehicular dynamics within low speed ranges. The system, consisting of a microwave transceiver and microprocessor data acquisition and reduction system, measures the deceleration dynamics of low-speed mining and construction equipment. It makes the basic measurement, calculates key parameters such as average deceleration, initial velocity, stopping distance, and brake system delay time, and produces autoscaled graphs of velocity, acceleration, and displacement versus time.
