The Resource Management Act 1991 provides for activities to be classified as permitted, controlled, restricted discretionary, discretionary, non-complying or prohibited in district and regional plans. This paper looks at the use of the prohibited activity status to restrict, in particular, mining. Often the use of prohibited activity status for mining appears to have no basis other than the negative perceptions that the local community and/or the planner drafting the plan has toward mining and quarrying.   The paper will address the current appeal regarding the use of prohibited activity status now before the Court of Appeal, and the history to the litigation. The relevance of the outcome of the appeal to the minerals sector will also be explained.

A new hydrogen production process, named the HyPr-RING, has been proposed. Fundamental concept of the HyPr-RING is integration of water carbon reaction, water-gas shift reaction and CO2 absorbing reaction in a single reactor. Firstly, thermodynamic analysis was done to judge the possibility to realize the process. It was found that high pressure and temperature condition, such as 20 MPa and 1000 K, is required to promote this integrated reaction. Next, experimental verification of the new process was done under the high pressure and temperature reaction conditions. As the results, integration of above three reactions in a single reactor can be done successfully and produced a large amount of hydrogen as estimated by thermodynamic analysis. Experiments showed that organic materials including coal, heavy oil, biomass, plastics can be used in this process. In the gaseous phase, no pollutants such asH2S, SO2, COS are detected so that gas cleanup system is not required for power generation when this process is used. Finally, a process design was made to estimate process efficiency. Theoretically, 1 mole of carbon can generate 2 moles of hydrogen and cold gas efficiency of this process estimated as more than 80 per cent. The extraction and processing of mineral resources may be accompanied by environmental impacts. In spite of technological advancements, the enormous increase in production volumes within the last decades has induced sizeable environmental impacts along the life-cycle of products. Beside environmental impacts, social issues associated with mining need to be considered to ensure the social acceptability of mining activities. The project EO-MINERS aims at deploying Earth Observation (EO) tools to inform best practices in mining and to thus assist the global mineral resources industries in their transition to sustainable development. In order to facilitate the handling of complex sets of information requirements from a wide variety of stakeholders, a set of indicators was developed that will inform the process of EO tool and services development. The project strives to enable stakeholders outside the industry to meaningfully participate in decision-finding processes on mining-related issues by developing and providing EO products and services that fit the information requirements. The project has identified a wide range of such information requirements by stakeholders that could be potentially provided by EO tools. The applicability of the EO tools on the local level is tested on three mining sites.

Coal cleat and faulting influence failure, gas release, and choice of preferred mining directions, locations, and sequences. Unfortunately soil and younger rock cover restrict direct mapping of these structures ahead of mining operations. Aerial photographs of cover contain indirect indications of concealed structures in arrays of linear photostructures. These arrays are commonly too complex for interpretation by simple visual inspection.Analytical techniques applicable to complex arrays are illustrated for a covered part of the Galilee Coal Basin, Queensland. These techniques are: optical determination of sets in arrays of photostructures; correlation of these sets with sub-surface structures; filtering of m-rays for particular sets; detection of anomalies associated with concealed structures in the density distributions of particular sets; fitting filtered arrays to trajectories; correlation of trajectories with the regional directional variations of concealed structures; contouring of ratios of sets to discriminate anomalies associated with concealed fractures and variations in the total and bed thicknesses of cover; kinematic and dynamic inference on the basis of fracture-trace angular and spatial relationships.

This study evaluated spinal loads associated with lifting and hanging heavy mining cable in a variety of postures. This electrical cable can weigh up to 10 kg per metre and is often lifted in restricted spaces in underground coal mines. Seven male subjects performed eight cable lifting and hanging tasks, while trunk kinematic data and trunk muscle electromyograms (EMGs) were obtained. The eight tasks were combinations of four postures (standing, stooping kneeling on one knee, or kneeling on both knees) and two levels of cable load (0 N or 100 N load added to the existing cable weight). An EMG-assisted model was used to calculate forces and moments acting on the lumbar spine. A two-way split-plot ANOVA showed that increased load (p<0.05) and changes in lifting posture (p<0.05) independently affected trunk muscle recruitment and spinal loading. The increase in cable load resulted in higher EMG activity of all trunk muscles and increased axial and lateral bending moments on the spine (p < 0.05). Changes in posture caused more selective adjustments in muscle recruitment and affected the sagittal plane moment (p < 0.05). Despite the more selective nature of trunk EMG changes due to posture, the magnitude of changes in spinal loading was often quite dramatic. However, average compression values exceeded 3400 N for all cable lifting tasks.

The use of soil nailing has grown steadily in the UK over the last 15 years and it has recently become more popular in the Republic of Ireland. This paper presents three soil nailing temporary works case histories where the technique has been used to support steep excavations in difficult ground conditions. It demonstrates the effectiveness of soil nailing when applied in appropriate conditions. Details of design methods and construction techniques are described and those aspects of soil nailing that will benefit from further study and development are identified.

A few progressive mining software companies have recognized the benefit of broadening their capabilities to the sand and gravel (aggregate) industry. The most promising new developments have been designed for use with Surpac Vision, one of the world’s leading geological modeling, mine design, and production management systems. Surpac’s broad user-base, who have always had a propensity for customization, are now focusing on development of solutions in the Tool Command Language (Tcl), an interpreted scripting language. Surpac Software International made changes to TCL to add Surpac specific extensions, thus creating the Surpac Command Language (Scl). The Tcl interpreter, including Scl extensions, is bound into the Vision executable to provide a seamless interface to the data objects used internally by Vision, the GUI, and the 3D rendering system. Custom solutions can be incorporated as Vision extensions, or as stand alone-modules used in correlation with modeling, design, and planning functions.

Gold is extracted by cyanidation of a sulphide-rich concentrate at Macraes mine, and after cyanidation, the concentrate is discharged to tailings impoundments. The concentrate tailings were discharged to a dedicated concentrate impoundment from 1989 to 1993, afterwhich they were blended with the flotation tailings. Since mid-1998, concentrate tailings have been redirected to the dedicated concentrate impoundment. The concentrate tailings contain up to 1 ppm gold, and will be reprocessed in the future. However, it is a regulatory requirement that a contingency plan be in place to rehabilitate the concentrate tailings should the mine operation cease for any reason. Initial predictions suggested that the sulphide-rich tailings would oxidise and acidify, creating a potential long term environmental problem. Investigations of the state of the tailings after 4 years show that these predictions were overly conservative. Only minor oxidation has occurred in the upper 2 metres of the tailings where the pH has locally dropped from 10 (discharge condition) to between 7 and 8. Below 2 metres, the tailings are essentially unchanged from their deposition state. The low rate of change in the tailings is due to their very low permeability which in turn is a consequence of the fine grain size (ca. 15 ¦m). Dewatering is extremely slow, and incursion of oxygenated water is negligible. Calculations suggest that water movement over 30 m will take at least 100 years and possibly 1000 years. The contingency plan is to capitalise on the very low permeability and keep the tailings from drying with a semipermeable cap. A layer of limestone will be added to the top of the tailings, beneath the cap, to enhance alkalinity of any percolating water. If acidification does occur, contrary to expectations, any acid produced will be neutralised by underlying calcite-bearing schist, schist in the concentrate impoundment wall, and the flotation tailings immediately downstream. In addition, dilution by alkaline ground and surface waters would further ameliorate any acidic discharge.

This paper contains an account of some creep tests on electrolytic lead and some of its alloys. The stresses used in determining creep were 500, 350, and 200 lb. per sq.&apos; in. The alloys contained silver, bismuth, tellurium, antimony and zinc respectively. All were castin vacuo, and tested &quot;as rolled.&quot; Tests were done also on electrolytic lead which had been cast in air.The electrolytic lead contained 0.0005% total impurities.The preparation and vacuum casting of this lead have been described in a previous paper in this series. The preparation of the alloys, and the air casting of the electrolytic lead, are described in the next section.EXPERIMENTAL PROCEDURE.Every effort was made to keep the vacuum-cast specimens from contact with the atmosphere throughout their history.The ingots were stored eIther in a vacuum desiccator or immersed in heavy oil. The creep specimens were coated with vaseline except during rolling, etching and photography, which involved exposure to the atmosphere for about 45 minutes all told.It is not claimed that vaseline is a perfect shield against the intrusion of atmospheric gases. Possibly during the months that some tests were in progress the gases diffused through the vaseline and gained a limited access to the lead.Nevertheless, the use of vaseline gave protection that brought the tests nearer the ideal at which the author aimed, *Research Fellow, Dept. of Metallurgy, University of Melbourne.

The research project reported on represents the first comprehensive attempt to measure the vibration levels of a variety of tools and equipment in the South African mining industry to determine the effect thereof on the health of workers and operators. Although human vibration has been studied extensively internationally only one reference pertaining to the South African mining industry could be found. From studies conducted in Canada and elsewhere it was evident that rock drills do have potentially hazardous levels of vibration. The scope of the research included measurements on a broad spectrum of tools, machines and vehicles used in the South African mining industry. Both hand-arm vibration, where the majority of the vibration enter the body through the hands, and whole body vibration, where the whole body is exposed to vibration through contact by the buttocks or feet, were investigated and measured. More than 700 sets of vibration data measured on 70 machines at 15 mines and workshops were obtained. Data were obtained for at least 24 different types of equipment and machines that were previously judged to have medium to high levels of vibration. All measurements were conducted in accordance with the international standards: ISO 5349, on hand-arm vibration, and ISO 2631-1, for whole body vibration. The equipment with the highest vibration levels in the hand-arm category was: rock drills, both pneumatic and hydraulic; pavement breakers and jackhammers; hand-held compactors; pneumatic wrenches and electrical hammer drills. Of these the rock drills had weighted vibration levels in excess of 20 m/s2. As far as whole body vibration was concerned the highest values were measured on earth-moving equipment. The major conclusion from this study is that the measured vibration levels are sufficiently high to create an enhanced level of risk of vibration-induced disorders in a significant proportion of the operators of hand-held equipment. The most notable examples are hand-held rock drills, pavement breakers, jackhammers and certain selected workshop tools. The results of the study indicate that a comprehensive epidemiological study should be undertaken on present and past workers to determine the prevalence of vibration-induced disorders.

"Recent innovations in metal smelting technology utilize continuous oxygen-enriched smelting and converting processes which are capable of producing off-gases containing up to 60% SO2 or more. Other SO2 recovery processes, involving solvent absorption and steam or vacuum regeneration, can produce off-gases with SO2 concentrations nearing 100%.Processing of these high-concentration SO2 off-gases in conventional sulfuric acid plants can cause excessively high catalyst bed temperatures and poor SO2 conversion. In order to avoid these problems, a conventional acid plant design must dilute these high SO2 process gasses with dilution air in order to provide the required oxygen to effectively convert the SO2 and provide a heat sink (via the inert N2) such that the exothermic reaction, SO2 + ½ O2 ???SO3, does not exceed the temperature limit of the catalyst or the converter vessel.MECS, Inc. (MECS) has proven that a high SO2 feed gas design can be a viable option which can increase energy recovery, reduce energy consumption and potentially reduce capital costs."

For short tunnels, a reinforced cast-in-place lining is not economical and shotcreteis a logical substitution. In the past, reinforced shotcrete linings have been constructed with lattice girders and welded wire fabric. For the Russia Wharf Tunnel in Boston, MA, the Contractor, with the help of the Dr. G. Sauer Corporation offered the MBTA a VECP to substitute the reinforced cast-in-place concrete lining with a steel fiber reinforced shotcrete lining. The challenge was to adequately model the ductility of the steel fiber reinforced shotcrete and to test the shotcrete prior to and during construction to assure quality control. To our knowledge, this type of numerical simulation has not been used on any other tunnels in the US.

A procedure was developed for recovering metal values from copper-smelter fume. The fume is first leached to neutrality with dilute sulphuric acid to obtain a solution of zinc sulphate containing a low level of impurities. The tailings from this leach are treated with hydrochloric acid in two stages, in which tin and zinc are quantitatively leached and recovered as a tin concentrate and a zinc sulphatelzinc chloride solution.About 80 per cent of the lead sulphate is converted into lead chloride, which can be recovered as a pure product.Data on the effect of temperature, acid concentration, aeration, and solid/liquid ratios on the hydrochloric acid leach are presented, and the fate of the most important metals during the recovery process is described. Alternative treatments of the tailings from the neutral sulphuric acid leach were briefly investigated.

The results of a program to demonstrate the technical feasibility of hydraulic borehole coal mining are presented in this report. The hydraulic borehole method of coal mining involves inserting a hydraulic mining device into a borehole that has been drilled from the surface into the underground coal bed. The borehole mining device issues a jet of water under high pressure, which breaks the coal. These pieces of coal, along with the water, form a slurry, which flows to the base of the borehole where it is pumped to the -surface. Phase I of the program encompassed the design, fabrication and factory-testing of a hydraulic borehole mining device. The program was successfully completed with the field tests being conducted at the Wilkeson-Carbonado Coal Field near Wilkeson, Washington. The technical feasibility of hydraulic borehole coal mining was demonstrated by mining 32 tons of coal at a depth of about 75 ft over a period of 4 hours.

Automatic control of drum head continuous mining machines was investigated as a means of reducing respirable dust generated and operator variabitity. Literature survey, manufacturer interviews and mine visits were the major information sources. Technically feasible automation concepts were Identified to control sump and shear rates, cutter head elevation limits and sumping distance. These are the elements of a programmed cutting cycle which maintains peak penetrating force on the cutter, to maximize depth of cut and therefore reduce dust generation. Based on the industry surveys, successful underground hardware demonstrations must be completed in order to stimulate the market demand for these advanced control features.

"l. IntroductionA reliable sampling system is the basis for an on-stream analyzer. This was realized in Outokumpu company when the development work of the Courier 300 On-Stream X-ray analysis system was started. Because Outokumpu Oy is a mining and mineral processing company, its engineers have been able to thoroughly test sampler prototypes in actual operating situations. The sampler development has been going for several years in close co-operation between company's concentrators, the Institute of Physics and the Instrument Division of Outokumpu Oy. The most active part of the work was done between 1969- 1972. Besides the reliable operation of a sampler special attention was paid to the representatively of the samples taken by the samplers. 2. The Courier 300 Sampling SystemThe sampling system comprises up to fourteen sampling circuits in one Courier analysis system. Each circuit consists of the following components:1. Primary sampler 2. Secondary sampler 3. Cleaner screen 4. Feeding tank5. Sample cell6. Timer-controlled sampler7. Pumps, sumps and pipesSecondary samplers, cleaner screen and feeding tanks are included in the secondary sct1npling system. The sample cells are located in the spectrometer cabinet of the analyzer."

Suggestions have been made at various times that there may be a recurrence of lodes similar to those at Kalgoorlie in the country to the south of the Golden Mile, but, so far as is known, there has been no geological evidence to support these suggestions apart from the possible extension of the younger quartz-dolerite greenstone in this direction.Geological mapping carried out by the writer in the Coolgardie district in 1946, provided some additional geological evidence to support this claim, and the ideas then held have since been expanded and are now considered to be sufficiently advanced to present them as concrete suggestions. As will be seen from the following pages, the critical area for lode prospecting is Hannan&apos;s Lake, where the basement rocks may include younger quartz dolerite greenstone, which, although perhaps distributed over a smaller area than at Kalgoorlie, could, on structural grounds, have a similar fracture system and similar ore deposition.There is little need to stress the importance discoveries in this area would have in prolonging the life of the field, and stimulating the post-war gold mining revival.Previous Work: Only the publications having a direct bearing on the preparation of this paper are given in the list of selected references, but the writer is very conscious of the fact that much other geological work has been carried out in the Kalgoorlie district since its discovery, by the W.A. Department of Mines, by mining companies, and others, all of which has contributed to the present knowledge of the field, and acknowledgment of the value of this work is given herewith. In presenting the suggestions in this paper a broad structural control of ore deposition is assumed, but this has already been established in other parts of the goldfields of Western Australia, including adjacent areas. In the early nineteen thirties, the Western Mining Corporation commenced work on the basis that there was a close relationship between geological structure and auriferous ore deposition, and a similar approach was first made by the Geological Survey of Western Australia in the South Yilgarn in 1935. These ideas were further developed during later surveys, particularly in the North Yilgarn and the Mount Margaret Goldfield.During the Coolgardie Survey in 1946, broad structural mapping was done in greater detail than before, and the structural ideas were implemented and further developed, leading to some success.Other work to which particular acknowledgment is given is that of Stiltwell, Gustafson and Miller, Forman, Prider and Finucane, at Kalgoorlie, and that of Honman in the Kalgoorlie-Coolgardie district, references to which are given at the end of this paper.Valuable constructive criticism of this paper has been given by Professor E. de C. The Goldex Mine is an underground gold mine using a unique mining method where a single very large stope is being created. In order to maintain stability of the walls and roof of the stope which is 450m, 250m high and up to 120m thick, ore is left in the stope as long as possible and acts as backfill would do. At many occasions during the mining sequence, the walls will be exposed on height ranging from 30 meters up to 250 meters. A monitoring system comprising in-stope laser surveys, a seismic system and an array of extensometers and sloughmeters all remotely connected to surface is used to observe the shape and evolution of the stope. This paper will focus on the results obtained following some of the large blasts and on the long term monitoring of the stope.

The United States Bureau of Mines frequently receives requests for information regarding the details of its organization and the nature of its activities. In response to such an inquiry a series of articles outlining the work of the bureau as a whole and of its different divisions was prepared and published in the United States Daily, Washington, D. C., during November, 1929. These articles are reprinted here in the hone that they may assist in giving the public a more complete understanding of the aims and purposes of the bureau and the methods by which it is laboring for the attainment of safer conditions and more efficient methods in American mineral industries. An index of these articles, with the dates of &apos;their publication in the United States Daily, is given below.
