An important part of process control engineering is the implementation of the basic control system design through commissioning to routine operation. This is a period when basic concepts can be reviewed and improvements either implemented or recorded for application in future systems. The experience of commissioning the process control systems in the Homer City coal cleaning plant are described and discussed. The current level of operating control performance in individual sections and the overall system are also reported and discussed.

The market prices received by producers of internationally traded commodity metals have been, and continue to be remarkably volatile and unpredictable compared with most other traded goods and services. This volatility results in an erratic financial performance on the part of producing companies, disruptive and often inflationary cost changes for consumers, unreliable tax revenues and export earnings for host governments and severe social and economic pressures on local, sometimes remote, communities which are dependent on the activity in question. Generally speaking, price volatility appears to be associated with the inability of the metal producing side of the industry to regulate the volume of supply in a manner that is consistent with metal demand, which in turn reflects broad macroeconomic and industrial developments around the world. This statement does not purport to apply to all metals or to all instances of volatility of course. Price movements may occur as a result of pure speculation or even illegal manipulation of the commodity markets. Embargoes, boycotts and other politically induced supply changes may contribute. Threatened or actual strikes also cause artificial swings in sales volumes and prices. How- ever, most of these developments are of a short-term nature. Yet metals price cycles may last for several years, as demonstrated by the extended copper price trough from 1981 to 1986. This paper deals with price volatility which reflects long-term economic cycles and the adaptive processes that exist within the industry in response to such cycles. Special emphasis is placed on the role of forecasts and forecasters in these processes. It should be said at the outset that this reflects the personal experience of one forecaster working in private sector commercial consulting practices that are independent of producers, consumers and host governments. However, the experience does cover the entire period since 1973 and has involved working with a substantial majority of the major companies that supply high volume commodity metals. By way of background it should be stated that the post-1973 world economy has provided a challenging environment for forecasters. One cannot be precise about the forecasting record of either industry insiders or outside consultants, financial analysts and academic forecasters because comprehensive records have not been kept, or if they have the results are too embarrassing to be published. Institutions such as the World Bank have published forecasts of the prices of major commodities on a regular basis and these have, presumably, had some influence on financing decisions in the industry. This record along with our own experience and numerous discussions with metal producers, major consumers and host governments permits certain generalizations to be made. The most important of these is that during the early 1980s. from about 1980 through 1985/6, the forecasters system- atically and substantially over- estimated metal prices. While some fore- casters did correctly anticipate a recession in the early 1980s and some consequential decline in prices, the magnitude and duration of the decline was far greater than anyone foresaw. This systematic forecasting "failure" appears to have occurred independently of the forecasting methodology employed. Moreover, its extent cannot be explained by obvious factors such as incorrect macroeconomic assumptions. Ore at the Magmont Mine in southeast Missouri is extracted by the room and pillar method on two and sometimes three horizons. In 1991, an innovative plan was formulated for recovery of high grade ore in pillars using cable bolts to accommodate spans of more than 27 m (90 ft). A test area was subsequently selected and a recovery plan developed. A cooperative rock mechanics study effort by COMINCO METALS, the U.S. Bureau of Mines and the University of Utah was later established. When initially opened in 1968, the planned production rate was about 1,000,000 tons per year. Due to declining reserves, the production rate was decreased to 630,000 tons per year in November 1992. Pillar recovery now accounts for approximately 40%-50% of the mined tonnage and plays a vital role in allowing Magmont to continue to operate.

Under conditions of high methane content in the seams and the descending of exploitation to greater depths, methane hazard control is becoming more and more difficult. This is due both to the amount of methane released and to the technical possibilities of diluting and capturing it. The removal of excess methane from mine workings only by means of the ventilating current has become a problem. Therefore many countries designate large sums of money for research work in the field of controlling dangerous methane accumulations and for introducing this control into mining practice. In Poland the Central Mining Institute is leading in this field. Its Safety-in-Mines Institute, Barbara Experimental Mine in cooperation with collieries has recently carried out interesting investigations on the distribution of methane concentrations in gobs behind the front of longwalls mined with caving.

INTRODUCTION My first major involvement on a rock mine slope stability project was in 1966 after I had become a principal of Golder Brawner & Associates in Vancouver, Canada. I received a request from Kennecott to evaluate two serious rock slope failures adjacent to the concentrator on their British Columbia molybdenum property near Alice Arm, BC, which was under construction. A rock slope up to 200 ft* high had been excavated at a design angle of 700. The inspection indicated that several large blocks of about 1000 cu yd each had failed on steeply inclined joint surfaces. Stability was reduced by extensive seepage caused by heavy rainfall. In addition, considerable overbreak had occurred, indicating excessive blasting had been used to excavate the slope. A program was developed to rock bolt potentially unstable blocks that could slide on dipping discontinuities. Some rock was scaled back to the inclined joints, and drain holes were drilled to reduce water pressures. The project was completed successfully and within reasonable economics. As a result of this success, enquiries were received regarding other mining projects. This indicated the potential demand for rock slope engineering. As a result, I took one month off to meet and discuss rock mechanics and slope stability with various people internationally. These included D. Coates in Canada, E. Hoek in England, K. John and L. Mueller in Germany, M. Rocha in Portugal, and the US Bureau of Mines in Denver, CO. Early misconceptions Based on involvement in projects during the next few years, it was concluded that there were a considerable number of misconceptions that existed among some geologists and mining engineers dealing with surface rock mechanics. Some of these included: • Water is a lubricant. This is incorrect. Water reduces the shear strength along discontinuities due to buoyancy, which reduces frictional strength. It also reduces the cohesion of clayey-type rocks. • The optimum pit slope angle in rock is 45°. The optimum slope angle for safety and economics is variable and is influenced particularly by structural geology, water pressures, mine blasting practices, and the depth and degree of weathering. • The flattest angle for slope stability is dictated by the angle of repose of broken rock, about 370. Where clayey-type rocks or clayey infill in discontinuities exists, failure can occur at much flatter angles, requiring flatter slopes or artificial stabilization. • Uniaxial and triaxial tests provide the necessary shear strength parameters to design rock slopes. Most failures in rock slopes are controlled by directional discontinuities. Therefore, the direct shear test is the correct test to evaluate strength parameters for most problems.

Unsaturated permeability and flow capacity exist where copper mineralization is disseminated in segmented, very-low-permeability ore blocks. The US Bureau of Mines (USBM) investigated this condition for application to in situ, copper-leach mining at the Cyprus Casa Grande mine site. Moisture retention properties are derived and combined with scanning-electron-microprobe data to characterize the host rock's mineralogy, texture, pore size, distribution and permeability. Finite element modeling is used to estimate saturated permeability and the ambient degree of saturation and to gain insight into appropriate in situ leach design. Recommended design modifications for optimized solution distribution and maximum recovery from the Casa Grande ore require: • well pressure injection exceeding 1500 psi and recovery wells operating in a suction mode, or • secondary, permeability enhancement by explosive rubblization. In the former, the lack of conditioning and the use of lesser pressures will result in leach solutions confined to the macrofractures. With the latter requirement, pressures can be reduced to 500 psi, with improved recovery and solutions containment.

It is often stated that innovation is central to the economic survival of mining and mineral processing in the face of global competition, and yet technology is often far from a core strategy in our industry - hence the concerns that are often voiced about the apparent slow rate at which new technology is applied. Much of the discussion stems from a lack of understanding of the role of technology in innovation, and of the role of R&D within the innovation process. To a large extent this has all been said, however, the messages are clear and deserve repetition. This paper expresses the personal views of the authors, based on experience in government-funded (CSIRO and universities) research, and in CRA Ltd, a large mining and mineral processing company. Further than this, it explains how our own development unit within the CRA Group has come to see its key roles as including the transfer of technology, and the training of technologists to move into the operating business units. We conclude that these critical tasks are the keys to creating the environment that will allow us to maximise the contribution of technology.

Several optimization approaches used by the Canadian mining industry were used to investigate surface coal mining operations in Canada. A computer program was applied to optimize truck/shovel systems and for various analyses. The analyses of eight western Canadian coal mines included investigation of fleet imbalance, under- and over trucking, development of the criteria for automated truck control, comparison study of various haulers and loaders, haulage layout, driving conditions, machine performance, servicing and maintenance policies, etc. Each property investigated supplied background information for the study and cooperated in optimization studies. The truck/shovel system optimization study is demonstrated as a test case to outline procedures and step-by-step instruction for similar applications.

A model incorporating rate and residence time to describe the froth flotation process was used to provide data for the evaluation of various kinetic flotation models and to provide scale-up information from laboratory to industrial scale coal froth flotation. Rate constants were determined in laboratory and plant froth flotation tests and the residence time distribution was measured for a bank of four 21 ft 3 (0.6 m3 ) WEMCO cells treating Upper Freeport seam coal and a bank of four 300 ft 3 (8.5 m3 ) cells treating Lower Kittanning seam coal. It was found that a lag time for continuous flotation should be incorporated into scale up models and that a kinetic froth factor ratio of between about 2.0 and 2.8 should also be used to scale up data from laboratory to plant scale.

The Steeple Rock district in New Mexico is a major epithermal gold-silver district that exhibits district zoning. Five types of ore deposits occur within the district: •base-metal veins (with gold and silver) form the center of the district and occur along the Carlisle fault, •gold-silver veins along northwest-trending faults and outward from the base-metal veins, •copper-silver veins along the margins of the district, •fluorite veins along the margins of the district, and •manganese veins along the margins of the district. Areas of older acid-sulfate alteration occur throughout the district and also exhibit the following zoning: massive silica/chert zone (inner), silicified zone and clay zone (outer). This alteration overlies regional alkali-chloride (propylitic to argillic to sericitic) alteration. Synthesis of available data suggests the acid-sulfate alteration is related to a shallow, but older, epithermal hot-springs system. Subsequently, younger epithermal veins formed along faults.

The Outokumpu Skim-Air Flash Flotation machine was developed to separate valuable mineral from gangue as early as practical by floating it with specially designed flotation equipment installed in the grinding circuit. Machines already in service have shown the ability to produce final grade concentrate with an increase in overall recovery and flotation rate while decreasing filter cake moisture and reducing fluctuating feed grades to conventional flotation circuits. The first US production test was carried out in a southwestern copper concentrator with successful results. This report describes the results of the test along with an explanation of the process and the benefits obtainable.

INTRODUCTION For the past 25 years, tunnel support requirements have frequently been determined, at least in North American practice, by classifying the rock according to the system proposed by Terzaghi (1), using one or more of the 8 Rock Conditions which he defined, the rock load then being selected within the range given for each Condition. However, there is a lack of published data comparing Terzaghi loads with actual measured rock loads, and it would appear that the degree of conservatism, or otherwise, of the Terzaghi approach is very often unknown. Excavation of 4 large diameter tunnels at the Tarbela Dam Project in Pakistan afforded an opportunity to compare Terzaghi and measured loads, through instrumentation of the steel ribs installed for temporary support, and by classification of the geology exposed during the tunnelling operations. In addition, the deformation of the rock surrounding the tunnels was monitored during excavation by means of borehole extensometers installed prior to the start of tunnelling. This paper describes the tunnel instrumentation and the results obtained therefrom, and relates these results to the Terzaghi load coefficients. Differential reduction and expansion or shrinkage of hematite under the influence of intimately associated foreign oxides may be a source of stress formation and sinter degradation during blast furnace reduction. To study specific effects, synthetically prepared hematite powder evenly doped with 1 % by weight of several elements present as oxides, was pressed into tablets and sintered at high temperature prior to reduction. Continuous theimogravimetric and dilatometric analyses were performed on the sintered tablets as these were being subjected to reduction under simulated blast furnace time/temperature/gas composition conditions up to 1183 K. These findings were coupled with observations on the microstructure of tablets removed from various stages of the reduction process. The results indicate that the degree of expansion or shrinkage of hematite during reduction is highly dependent upon impurities associated with the original material; marked differences in reduction rate and microstructure were observed as well. An important finding is that the influence of a particular additive can also strongly vary from one reduction stage to the next. The reduction behavior appears to be affected by the physical and chemical nature of the associations formed by the added elements.

Froth flotation is a process commonly employed for the selective separation of phosphate from unwanted mineral. Column flotation has become widely accepted in the mineral processing industry, including phosphate industries, due to its ability to improve selectivity, lower operating cost, lower capital cost, and superior control. In this work, a hybrid model is developed that combines a physicochemical model with artificial neural networks. The physicochemical model is based on axial dispersion with first order collection rates. A new approach, in which both frankolite (the desired mineral containing phosphate) and gangue (undesired product) are modeled, enables prediction of grade of the recovered product. Thus, two basic parameters are required in this model: flotation rate constants for frankolite and gangue. Artificial neural networks are used to predict flotation rate constants. The model also takes into account the particle size distribution and predicts grade and recovery for each particle size range. The model then combines grade and recovery for each particle size range to determine the overall grade and recovery of the column. The model is validated against laboratory column data.

In underground operations the evaluation of blasting fume dilution times and the application of recirculation techniques require accurate determination of the concentration of toxic fumes produced by the explosive used. This paper describes a methodology for obtaining concentrations of detonation products from commercial explosives tested under typical rock confinement and looks into the development of techniques for reducing toxic gases produced by explosives. This paper also analyses the application of techniques for the removal of toxic gas which would enable reduced re-entry times, a reduction in the quantity of fresh air and the use of air recirculation techniques, thereby providing substantial economic benefits to the industry. INTRODUCTION Toxic fumes from blasting operations are among the most common and serious hazards encountered underground. The implication of high concentrations of toxic gases emitted from blasting on the mine ventilation system are very significant and, in many cases, catastrophic results have occurred. Because blasting is a routine practice underground, the mining engineer is always confronted with the problem of controlling the fumes within acceptable levels. Typical control procedures employed underground include preventing or reducing the amount of fumes liberated from blasting through the proper selection of explosives and proper blasting techniques; removing the fumes through local exhaust systems or auxiliary ventilation (dilution ventilation); blasting off-shift, or at restricted times; localizing or isolating the effects of blasting where workings are isolated or sectionalized in the ventilation system; and absorbing some of the components of the fumes using air-water sprays. Dilution is one of the most effective control measures against blasting fumes and is universally applied. However, for precise determination of the dilution times for the fumes to reach safe concentrations, accurate determination of the concentration of toxic fumes produced by the explosives used is required. Research work has been carried out in determining the types and volumes of gases produced from blasting. In the case of ideal detonations, the nature and quantity of the fumes produced can be predicted by thermo-hydrodynamic calculations. However, commercial explosives exhibit non-ideal behaviour which is enhanced by the relatively small diameters of application in underground mines. The confinement offered by the surrounding rock further complicates the situation. It is well recognized that confinement affects performance and consequently fume generation. A detailed data base of fumes generated by commercial explosives at various conditions is introduced and the effect of blasting parameters such as, confinement, shock desensitization and incomplete detonations on toxic fume production is described for a variety of commercial explosives in use today. Thermodynamic predictions on fume production by the explosive compositions tested are also presented and compared with experimental results and their significance in assessing the quantity of fumes produced is discussed. A mathematical model capable of determining dilution ventilation requirements and dilution times to reduce the fume concentrations in the blasting zone to acceptable levels has been developed and it is being incorporated into a network system so that the effects of blasting can be simulated in typical mine ventilation systems. Solutions to the problem of controlling blast fumes within acceptable levels are described. These solutions include the use of control procedures which prevent and reduce the amount of fumes liberated from blasting. The use of low fume explosives, proper blasting techniques, dilution ventilation and filtration can be combined to effectively control fume production and save on costs. The application of these techniques to enable recirculation of underground air with reduced quantities of fresh air requirements is evaluated in a case study.

Conventional clean coal technologies which consist of coarse coal cleaning by gravity methods and treatment of natural fines by flotation can only remove a portion of the pyritic sulfur and ash in the coal. Higher (+90%) pyritic sulfur rejection is attainable when coals are ground to ultrafine sizes to enhance liberation of the mineral matter and then cleaned. However, cleaning of coal at very fine sizes poses a number of unsolved problems, the chief one being the loss of cleaning efficiency. This, of course, means that liberation of pyrites does not always equal its rejection. In addition, the dewatering of fine- cleaned coal, and its handling, transportation, and acceptability to the utility industry a1 so pose considerable technical and economic problems, especially when compared to the FGD alternative. The issues involved in mine closure are usually complex, and the risks are significant. Although environmental risks are paramount, other issues such as safety, community, legal, fiscal and technical factors need to he taken into account. This paper describes a simple empirical model based on the concept of the closure risk factor, which will enable decision-makers to analyze the mine closure risks at any site, regardless of the complexity of the issues and the scale, scope and location of the operation. The model enables all the issues to be captured and their individual and collective risk quantified. A number of case studies in Australia and the Pacific that illustrate the usefillness of the model are presented.

The mineral resource potential of the Los Bronces deposit was successfully evaluated by an intense, coordinated field program over a 37-month period (April 1978 - May 1981). This project was part of a much larger study to determine the economic feasibility of expanding the open-pit, mine-mill operation 10-fold to 80 kt/d (88,000 stpd). The resource project included more than 120 km (74 miles) of core drilling and 64 km (40 miles) of drill rig access way construction under adverse topographic and climatic conditions, detailed geological mapping, and other related activities. The Los Bronces deposit is composed of an earlier mineralized porphyry-type body intruded in part by a large complex of mineralized hydrothermal breccia pipes. The mineralization is hosted by intrusive and extrusive igneous rocks. Various stages of erosion, oxidation, leaching, and supergene enrichment of copper are present. Drill hole indicated geologic reserves are estimated at 1.3 Gt (1.4 billion st), averaging 0.81% copper and 0.016% molybdenum at a cutoff grade of 0.6% copper equivalence decreasing to 0.25% over the life of the mine. Trace amounts of silver are also present.

The problem of testing different production strategies has been studied in relation to reserves selection and a computer programme for ore production management has been developed. The case study presented concerns an underground rock salt mine in Sicily with different product lines and variable ore characteristics. A geostatistical block model of the deposit was constructed on the basis of the physical and chemical parameters that ultimately determine the type of end-product in operations according to different selection strategies were simulated using the model and taking account of both technical and 'commercial constraints. The structure of an ore production management programme running on a PC to select both the mining unit and the end-use of the ore is described.
