Introduction In 1969, the US devalued the dollar. This action, over the ensuing four years, resulted in the deregulation of the price of gold. It also resulted in the rebirth of the US gold mining industry. The extreme inflation of the 1970s led to a dramatic increase in the price of precious metals. Consequently an increased interest in the exploration for and mining of gold has occurred. The enthusiasm began among the few existing producers who had survived on marginal profits during a prolonged period of fixed prices and constantly rising costs. Then came the newcomers. They saw the opportunity to enter an industry that historically had been characterized by small operations with low capital costs. It was not until the late 1970s that large mining companies recognized that investment in gold projects could generate cash flows that previously were associated only with world class deposits. Today, gold mining has tremendous appeal for the entire mining community, despite the dramatic price drop from 1980-81 levels. There are even major firms with no mining experience attempting to gain a foothold. But how easy is it to enter the US gold mining industry? What are the basic factors that influence the economics, and what are they likely to be for the remainder of the decade? How has the industry changed, and what is the composition of the active companies? An examination of the industry will help to answer these questions. US Gold Mining History The current gold rush is actually the fifth in the 208-year history of the US. The first recorded commercial mining of gold occurred in the Southeast in 1799. It produced from small, yet relatively rich placer deposits. The famous California gold rush of 1848 placed the US as a major producer with 62.2 t (2 million oz) of output by 1850. More than 93.3 t (3 million oz) was mined by 1853, equivalent to 63% of world production. But the richest placers were soon depleted. By the end of the Civil War, annual production had declined to well below 62.2 t (2 million oz). The government then relaxed prices and the industry again began to recover. The 1870-80s saw the great mines of the California Mother Lode and Grass Valley brought into production. This was followed by development of Nevada's Comstock, which later became one of the world's largest producers. Discovery of gold at Cripple Creek in 1892, coupled with technological advances in the use of large dredges in the California placers, resulted in significant production increases. And, with the expansion of the Homestake mine at Lead, SD, in 1898, US output again surpassed the 93.3-t (3 million-oz) level. By 1905, produc¬tion climbed to 124.4 t (4 million oz) with the addition of the Alaskan deposits, new output at Goldfields, NV, and the introduction of the cyanidation process. During World War I, the government forced the shutdown of gold mines. By 1920, total production had dropped to little more than 62.2 t (2 million oz). Many mines remained closed until the Great Depression. This, combined with the devaluation of the US dollar in 1934, resulted in a gold price increase to about $1.13/g ($35 per oz). Then began the fourth gold rush. By 1937, output had again surpassed 124.4 t (4 million oz). This was due to an increase in primary production and new byproduct production from base metal operations. Unlike the previous period of growth, however, this period was short-lived. The imposition of Executive Order L-208 in 1942 once again forced the shutdown of most mines. INTRODUCTION A very important factor in froth flotation is the use of surface-active chemicals to form a froth in which minerals or coals are retained, thus allowing for valuable component enrichment. In coal flotation reagents (frothers) specifically designed to provide an efficient froth are employed. It is this group of chemicals that will be the primary emphasis of this paper. Despite the importance of frothers, surprisingly little systematic scientific work has been performed with the goal of quantifying frother mechanisms and the influence of particles on froth stability. Based on direct experimental observations in both batch laboratory and continuous large-scale flotation cells, the use of a frother significantly increases first, the possibility of a particle- bubble contact, and second, the efficiency of sticking after such a contact. Thus, a major role of a frother is to significantly increase the rate of flotation. This rate modification by a surface-active agent occurs through several observable mechanisms including the formation of a froth of relatively consistent character (bubble size and bubble density) under a variety of operational conditions, an increase in the ability to disperse air in the flotation cell, a reduction in the rate of coalescence of individual bubbles in the cell, and a decrease in the rate of bubble rise to the pulp surface. It will not be the intention of this paper to exhaustively list all frother accomplishments related to research, development and use in coal flotation. Rather, the authors will attempt, based on their experience, to present a technology overview of the role of frothers in the chemistry of flotation as successfully practiced at the industrial level. A very useful framework for flotation is the concept suggested by Klimpel (1984, 1984a) of viewing flotation as a system consisting of three major components: chemistry, equipment and operating variables. This is illustrated in Figure 1. A major point of this figure is that flotation is a highly interactive system with many technical and economic combinations of component settings available to operators to achieve a given goal. Sometimes simultaneously changing various component settings will reinforce a particular attribute. Also various component settings can cancel or counteract each other if changes are not chosen wisely. Thus, coal flotation must be viewed by the plant operator as a complex system with the economic/technical optimization of a given flotation process being directly related to the operator's knowledge of how his particular flotation system behaves as a function of the major control variables he has at his disposal. Typical important component settings in coal flotation are collector dosage, frother type and dosage, air flow rate, feed rate, particle size, pulp density, and the surface oxidation conditions of the coal. Because of the above complexities, it is sometimes assumed (especially in laboratory studies) that the choice of frother type and dosage is not as crucial as some of the other factors such as collector type and dosage (e.g., Leja, 1982). Detailed plant level testing of all of the factors of Figure 1 performed in recent years, Klimpel (1980, 1980a, 1982, 1984, 1984a), Hansen (19861, Klimpel, Hansen and Meyer (1982), simply do not support this assumption. The above testing has shown rather clearly that certain frother chemical structures consistently exhibit predictable performance characteristics in both mineral and coal flotation. In addition, significant changes in both rate and recovery can be expected. In the remaining sections of this paper, the following topics will be covered: requirements of chemicals capable of use as frothers, types of chemicals used commercially as frothers, some general performance characteristics of existing commercial frothers, and recent work in developing new frother chemical structures.

At this 5th U.S. Mine Ventilation Symposium I would like to focus your attention on safety and the contribution of the ventilation engineer over the past 50 years. This conference affords us the opportunity to express, to listen, and to learn. As ventilation engineers it is indeed an exciting time--a time that not only stimulates our imagination but also pin points our aims in our quest to obtain zero fatalities by the year 2000, the goal expressed by William J. Tattersall, Assistant Secretary of Labor, Mine Safety and Health Administration. In the past, coal mine ventilation has often been unfortunately synonymous with explosions and resulting fires. Those not familiar with us do not recognize the painful evolution of the coal mining industry and particularly the evolution of mine ventilation. To put my presentation into perspective, I recently reviewed a U.S. Bureau of Mines Bulletin No. 586 - "Historical Summary of Coal-Mine Explosions in the United States 1810 - 1958 prepared by H. B. Humphrey Mining Health and Safety Engineer. This bulletin was published in 1960. Mr. Humphrey stated "In 1946, factors contributing to the explosions occurring from 1941 to 1945 were: (1) The rapid increase in the use of electrical equipment at face regions where gas and dust are most likely to be found; (2) the increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost, which in many mines has resulted in neglect of even rudimentary precautionary measures; (3) multiple-shift operation without provision of time for adequate maintenance of equipment, effective rock dusting, and testing for gas; (4) decrease in supervision owing to demands on supervisors for maximum tonnage and loss of competent supervisors to other employment; (5) lack of effective supervision, owing to numerous new conditions, some of them war-connected; (6) inability to obtain adequate equipment repair and replacement parts; (7) shortage of labor and inadequate training of coal-mine workers; and (8) failure of both miners and mining officials to show regard for safety in changing from hand-loading to mechanized methods". Most of the eight factors listed by Mr. Humphrey continue to affect our work lives as mining engineers. The increased demand for coal with the desire to obtain maximum tonnage per machine at minimum cost has never changed. The local and regionalized coal industry of the 40's is today competing against the world coal market. Our mines work or shut down based on cost. This has always been the case. During the five year time-frame Mr. Humphrey was documenting, 345 miners were killed in major explosions. A major explosion was one in which five or more miners were killed in a single accident. In addition, 105 more miners were killed in minor explosions for a total of 450. What a wanton waste of life. What fears, anxieties, miseries, and sufferings were created by these accidents. However, we must remember and keep in mind that the coal mining company officials, engineers, and foremen, the governmental agencies- federal, state, and local - were using the technical tools and knowledge available to operate the mines as safely as they could. Obviously mine ventilation engineering technology was woefully inadequate.

The Deister No. 7, "77" and "88" Coal Washing Tables have been used by the coal industry in the cleaning of finer sizes of coal (-1/2") since washing of coals became necessary. This paper will deal with the in-plant use of the CONCENCO "88" Deister Coal Washing Table, along with a brief description of the Deister Refuse Superscalper. Efficient in-plant operation of the Deister Coal Washing Table can be accomplished by the adjustment of six basic variables. These variables are: 1. Headmotion 2. Feed 3. Riffle Pattern 4. Dressing Water 5. End Elevation Adjustment 6. Side Tilt Adjustment VARIABLE NO. 1 HEADMOTION The reciprocating movement of the "88" Table is developed within the headmotion entirely by rotating eccentric weights. Four parallel shafts each carry pairs of eccentric weights (Figure 1-A). The shafts are geared together with gears of 2 to 1 and 1 to 1 ratios, so that the two shafts in vertical alignment which carry the small eccentric weights operate at twice the speed of the other two shafts. The other two shafts are also in vertical alignment with each other and carry large eccentric weights. As power is supplied to one high-speed shaft, once each revolution the forces produced by the large eccentric weights are reinforced and then opposed by the small eccentric weights in a horizontal plane. The direction of movement of the table decks is reversed much more sharply at the forward end than at the backboard end of the stroke, causing material to move toward the refuse end of the table. Because in the vertical plane all centrifugal forces oppose each other and cancel out, there is no vertical movement and virtually no impact to the support steel. The "88" Coal Washing Table is suspended by wire-rope cables from three overhead steel beams, and operates with a perfectly uniform and exact differential motion curve in every stroke (Figure 1-B). The decks, being attached to the headmotion, are reciprocated in a parallel line from the head- motion to the refuse corner at speeds varying from 260-300 strokes per minute. Both length of stroke and speed are set at the factory for the coal characteristic desired and should not be changed. A 3 HP motor is mounted on the top of the headmotion and uses 3 V-belts to transmit driving power to the headmotion. The headmotion must be kept running on a horizontal plane. Punch marks are provided on the side and end of the main frame for use in leveling the motion (Figure 1-C). In leveling the motion, the work must always be done with two cables. To level the long side of the headmotion both front or both rear cables are raised or lowered to bring motion back to level. To level side to side, both right side cables or left side cables are raised or lowered to bring motion back to level VARlABLE NO. 2 FEED When tabling different size coals, each deck of a "88" DIAGONAL-DECK Coal Washing Table will handle feeds as described in figure 2-A.

"Shale gas has become an increasingly important clean energy, which has been explored worldwide in recent decades. Supercritical CO2 acts as fracturing fluid for shale gas production. The safety monitoring is essential to prevent any kinds of leakage from the reservoir as the supercritical CO2 physically stored hundred kilometres underground. Seismic tomography is an imaging technique that uses induced seismic waves to create three dimensional images of the subsurface. It is an effective monitoring method to evaluate the caprock integrity in the carbon dioxide sequestration storage (CCS). In this experimental research, a simulated uniaxial compressive load is applied on a granite sample to analyze the stress redistribution for long-term in-situ caprock integrity during CO2 injection. The induced seismic waves are recorded and seismic events are traced based on the Geiger algorithm. The frequency of seismic events correlates with the caprock failure evolution. The acquired seismic data is divided into four regimes based on the frequency of seismic events and the failure process to examine the failure evolution. Furthermore, the travel time and distance is plotted to analyze the variation of velocity. Finally, the double difference tomography (TomoDD) algorithm using arrival time is adopted to recalculate the locations of seismic events and velocity structure in each regime. The results indicate that the passive seismic system can map the caprock stress distribution and allow for imaging of the caprock integrity. TomoDD exhibits sound improvements to relocate seismic events both in relative and absolute locations as well as to characterize the local velocity structure. The study further reveals that seismic monitoring along with TomoDD could evaluate the caprock failure accurately in the CCS.Introduction To reduce the CO2 concentration in the atmosphere, CO2 capture and sequestration (CCS) has been suggested to as a means of continuing to use fossil fuel resources while offsetting their negative environmental impacts (Eiken et al 2011). A positive CCS project should retain 99% of the injected supercritical CO2 (pressure is greater than 7.38 MPa and temperature is above 31.04? and a density is of about 700 kg/m3) over at least 100 years (Davidson et al 2005). As large quantities of supercritical carbon dioxide are being injected into full scale storage projects, caprock stress is redistributing and the leakage could occur anywhere over a wide storage area (Hou et al 2012). Acoustic waves are emitted from the caprock, as it fractures due to the CO2 injection, which can be detected by passive seismic sensors (Shitashima et al 2013). Tomography techniques are advantageous for imaging the integrity of the caprock in the CCS projects. Velocity tomography uses waves to model entities based on the arrival time of waves (Westman et al 2001, Westman 2004, Luxbacher et al 2008). Seismic tomography is a data inference technique that exploits information contained in seismic records to constrain 2D or 3D models of the Earth's interior. It generally requires the solution of a large inverse problem to obtain a heterogeneous seismic model that is consistent with field observations (Kudryavtsev et al 2012)."

The prospects for near-term growth in coal demand are exceptional: the federal government recently targeted 141 oil- and gas-fired generating units for mandatory conversion to coal; coal-to-synfuel developments are proceeding at a steady clip, with construction of a $1.2 billion gasification plant to begin this year in Beulah, ND; uncertainty over nuclear power and stratospheric oil prices enhance the steam coal market; the export market is ripening; and an influential new political force (the Senate Coal Caucus and Congressional Coal Group) is flexing its muscles on Capitol Hill. But the rosy picture is muddled by signals, often conflicting, sent out by federal agencies. Although EPA can be credited with relaxing its grip on the Clean Air Act, its sulfur dioxide control strategy is still often at odds with the Administration's call for domestic energy (coal) development. B. R. Brown, president of Consolidation Coal Co., sums up the situation: "Every mule is pulling in a different direction." Often in the midst of the fray is the small operator who has been hardest hit by the stagnation of coal markets. Layoffs, shortened work weeks, and mine closures were rampant in the eastern and midwestern coal fields, even among large producers. The longstanding boom in western coal was tempered during 1979 by a noticeable slowdown in announcements of new mine construction. The prognosis: Eastern coal will remain in the doldrums for quite a while to come as it works off some 90 Mt of overcapacity. Midwestern coal will fare no better due to the regulatory-influenced appetite of midwestern utilities for low-sulfur western coal. This displacement should ease, though, as new power plants equipped to burn high-sulfur coal come on line in the years ahead. In the West, the National Coal Association projects production to increase a healthy- 10% this year, although mine-to-market transportation looms as the single largest stumbling block to marketing efforts. Fatalities Up 40% in 1979 The National Coal Association estimated total coal production in 1979 at 671 Mt, an increase of 13% over 1978. Of this total, the East and Mid-west accounted for 476 Mt (71%) and the West produced 195 Mt (29%). With the consistent rise in western production playing against flat outputs in the East and Midwest, underground mining's share of total production continues to slip and is expected to account for only 38-39% in 1980. Incidence of deaths and injuries at US coal mines soared in 1979 over 1978 rates. MSHA figures (still subject to final adjustments) reveal a death rate of 0.07 per 200 000 man-hours, up 40% over 1978's 0.05 figure. MSHA chief Bob Lagather attributed the death incidence to the large number of new coal mines put on line in 1978, which he estimated at between 350 and 400. Nonfatal injuries rose to 8.48 per 200 000 man-hours, up about 15% from a 1978 rate of 7.35. In absolute numbers, MSHA counted 144 fatalities and 18 111 lost-day injuries during the 1979 calendar year. The 144 coal mining deaths in 1979 is the highest number of coal fatalities at US mines since 1975.

INTRODUCTION The demand for specialty metals in industrial applications is in it's healthiest state since the late 1970'8, and several specific markets are recording record sales. Such metals as gold, silver, zirconim., titanium, beryllium, gallium, germanium, the platinum group, and the lanthanides accounted for sales in excess of $2 billion in 1985 among the end uses covered in this report. Although specialty metals as a group have suffered the effects of recessionary pressures in the past, these metals have proved more resiliant than such large volume metals as copper and nickel. This is due to the unique physical properties they possess which makes the threat of substitution or replacement through technological development uneconomic. The outlook for these specialty metals is optimistic in electronics, catalysts, ceramics, and alloys, and their specialty status results .in a combined average annual growth in demand of 7% through 1990. WHAT MAKES THESE METALS SPECIAL? Such characteristics as electrical conductivity, corrosion resistance, catalytic activity, thermal stability, and optical properties allow the term specialty to be applied to these metals. More importantly, all of these metals possess more than one of these qualities, as shown in Table 1. [ ] These five major functions are important in the end uses for these metals, although the specific applications vary somewhat. Conductivity in term of low or high electrical resistance is of obvious importance to electronics manufacturers. Producers of circuit boards or semiconductors require such metals as gold, palladium, platinum, and gallium due to their low electrical resistivity. However, these producers also require such metals as beryllium in the oxide form for insulation components because of the compound's low electrical conductivity. Although the lanthanides' conductive characteristics are not particularly attractive in electronics, they are of great importance to alloy manufacturers producing permanent magnets for automotive and computer applications. Corrosion and wear resistant properties are extremely attractive to a number of end-use industries, particularly in view of the estimate by the United States Bureau of Mines that $10 to $50 billion in losses are experienced by U.S. industry due to equipment corrosion and $100 billion due to equipment wear. The strength of high purity titanium and zirconium make these metals the obvious choice for corrosion and wear resistance particularly in the chemical processing industry, where the ability to maintain integrity in corrosive environments is a must. Heat exchangers, nuclear control rods, and a number of parts in jet engines have benefited greatly from the use of these metals. However, such other specialty metals as beryllium, and the lanthanides also improve the wear or corrosion resistance in various products. For example, a beryllium-copper alloy contact maintains it's spring like character, and does not loose this character after repeated use, which could result in the loss of an electrical contact. Lanthanide, in the form of cerium oxide, is commonly employed in alloys used to produce catalytic converter casings for the purpose of reducing damage by corrosive road salt. In some instances, the catalytic activity of several of the specialty metals assists in the economic production of other materials. In order to be able to design an adequate mine ventilation system it is necessary to understand how pollutant masses disperse into turbulent ventilation air streams. The mixing of gases and dusts with ventilating air, and dispersion of these pollutants in mine airways, are important flow or transfer problems. For the solution of such problems, the finite difference technique is often used. In this paper, numerical approximation schemes for the solution of the mass transfer problem have been developed using several explicit finite difference schemes. Results from these schemes have been compared with the analytical solution for spatial and time increments using the concept of Root Mean Square error. The comparison of various schemes reveals that the explicit finite difference schemes analyzed here give more accurate results at lower velocities, though the results are dependent on the spatial and time steps considered. At higher velocities the schemes tends to oscillate about the analytical solution. INTRODUCTION In mining, most of the mine air pollutants, such as respirable dust, methane, blasting fumes and diesel exhaust, are produced at the mine face and in haulageways. Injection of any of these pollutants in the mine ventilating air causes disturbances of the equilibrium state of the pollutant concentration of the ventilating air. The mixing of these gases and dusts with the ventilating air are typical examples of mass transfer processes. Pollutants are diluted by the stream of ventilating air flow along airways and discharged into the outside atmosphere of the mine through a return shaft. The dispersions of these pollutants in mine airways are important flow or transfer problems. Knowledge about pollutant sources, emission and transport of these pollutants are essential for ventilation planning and design to ensure good engineering control over air quality, quantity, and environmental conditions. Modeling of mass transfer phenomena in mine ventilation is largely based on extensive studies of turbulent dispersion in wind tunnels and the lower atmosphere of the earth. The general approach in the formulation of models lies in the recognition that these mass transfer phenomena can be conceptualized as a flow problem that can be solved by the general application of Taylor's theory (1954) of turbulent flow and diffusion with modification appropriate static and dynamic parameters. If the face zone is initially contaminated by a pollutant over a long section (e.g. instantaneous exposure of large gas accumulation, rapid methane release etc.), the process of decontaminating the mine workings can be regarded as displacement and diffusion of the tailing edge of the cloud of contaminates in the form of a semi-infinite gas body, for which a one-dimensional mass transfer equation is represented by: [at + u • ax = Ex ex2 + f (x,t)(1.1)] In Eq. (1.1), the term [~~] is the rate of growth of the concentration in the differential element, while a [(5xx )] is the net gain of material due to convective transfer. The two terms balance the total loss of material due to turbulent dispersion that is represented by [Ex . 21] and f(x,t), the source term for the pollutant in the roadway. Several cases of mass transfer that occur in mining can be identified and modelled using the conservative volume element method. The governing equation, along with the associated boundary and initial conditions, source terms and their solutions are detailed elsewhere (Bandopadhyay and Ramani, 1988, Devala, 1989). Only one mass transfer situation is presented (Figure 1) here for the present analysis. Mixed Evolution of Pollutant (multiple pulses) Typical examples of these situations are emission of pollutants from multiple diesel vehicles in the face area, and gas emission from standing pillars as well as from broken coal seam during coal cutting with a continuous miner. INTRODUCTION Square-set timbering of stopes developed from stull support methods because veins too wide for stulling were being mined. In general, the void caused by the stoping of the ore is filled with a system of interlocking timbers. Timber framework supports the wall rock, the mining operations, and provides access. A timbered stoping method can be used in all widths of veins at any dip. The timbering can be normal and parallel to the planes of the walls or at angles to these planes. Irregularly shaped ore bodies can be worked by timbered methods. Pinching or swelling of the vein will not adversely affect the method. Timbered stoping is especially advanta¬geous where weak ground is encountered in the vein or the wall rock. The ground is unsupported only until timber sets are stood. These stopes can be filled with sand or waste when desirable. The customary method of developing a square-set timbered stope with haulage drifts above and below and timbered raises on each endline is shown in Fig. 1. The drifts are timbered the full stoping length. The raises have two compartments with the manway and timber slide in one compartment and the chute in the other. The drifts and the raises cannot be widely spaced as handling timbers is an important consideration. Stoping can begin immediately above the drift timber and continue in both directions and upward from the raise. Breasting down each blast round for only one timber set laterally is the common practice. The blasted ore falls to a lower floor where it is slushed or trammed to the chute. Drilling can proceed on the upper floor while broken ore is being removed from the stope. As shown in Fig. 2, square-set timbering may be used in cut-and-fill stopes to support the back and walls until fill is added. There are various ways of developing an ore block for timbered stoping. Fig. 3 depicts the situation for the main haulage in the vein with an intermediate drift separated from it by a sill pillar. The ore is slushed into the chute connecting the two drifts. The situation in Fig. 4 is identical to that in Fig. 3 except that no sill pillar is used. In Fig. 5, the haulage drift development is done in the footwall with crosscuts driven to intersect the ore body. The intermediate drift development is above the crosscuts with a minimal sill pillar. The main bottleneck in timbered stoping is in the timbering process. Drilling in the stope is generally held up while timbering is done. Two or three men are re¬quired to do the timbering and an additional one or two men are needed to transport and raise or lower the tim¬ber. Good organization is essential to timbering. Skill must be exercised in standing the timber to support the ground and still maintain good production. INTRODUCTION AND SUMMARY World mineral trade during 1960 to 1984 has shown substantial changes both in value and tonnage. Although fuel commodities dominated total mineral trade during this period, this paper will focus attention primarily on nonfuel minerals. Brazil and Australia, modest producers of iron ore in 1960, have become dominant producers and exporters, together accounting for about half of major iron ore exports in 1984, far surpassing traditional export suppliers such as Sweden. Australia has also become the largest producer and trader of bauxite and alumina, and worldwide alumina trade has increased at the expense of bauxite trade. Similarly, shipments of ferroalloys have increased more than shipments of ores such as those of chromium and manganese. Canada, retaining its first rank in world export of zinc, has become also the leading source of potash and sulfur in world trade, and South Africa has been the dominant factor in chromite, manganese and their respective ferroalloys. Developing countries' share of world copper trade has increased, with Chile maintaining first rank, but developed industrialized countries have continued to dominate production and trade of lead and zinc. Phosphate, sulfur, and potash have been the principal crude nonmetallic minerals traded worldwide. Looking to the near future, dramatic increases in export of iron ore, phosphate, potash and sulfur are not envisaged. Bauxite exports will continue to decline relative to alumina but at a slower rate than in the recent past. Zinc concentrate will continue to be exported but lead will be traded more as metal than as concentrate. For iron and steel, there will be some production shift from traditional producers to certain developing countries and recently industrializing developing countries such as Brazil, India, the Republic of Korea, and Taiwan. In the following sections dealing with specific commodities, it should be understood that information is presented only on the major forms of each commodity that move in trade, and only for a selected group of countries for each commodity or major form of each commodity. Thus, totals shown or mentioned generally represent only the totals of figures presented here and do not include estimates for minor forms of material or for countries that are not listed. However, the data provided is regarded as sufficiently complete to reflect major patterns and trends, and exclusions are there- fore not seen as affecting conclusions that may be drawn from the material provided. FUEL AND NONFUEL TRADE Values of Fuel and Nonfuel Trade The value of world export trade in major mineral commodities (ores, concentrates and scrap, crude minerals, iron and steel, nonferrous metals, nonmetallic minerals and mineral fuels) in 1983, the latest year for which comprehensive data are available, was reported by the United Nations in May 1985 to have totaled over 514 billion current U.S. dollars (Table 1). This was 79% of the historic record high of nearly $649 billion ,current dollars set in 1980, but almost 18 times the current dollar value reported for 1960. [1/] The value of these 1983 exports in constant 1960 dollars was $164 billion (Table 2), only 66% of the record 1980 high of almost $250 billion, and only about 5.7 times the 1960 dollar level.

The iron and steel industry continues to operate at depressed production levels due to the low level of demand for steel and foundry products. Crude steel production in the Western world dropped by 13.7% from 459.3 Gt (506 billion st) in 1981 to 396.4 Gt (437 billion st). The reduction was particularly severe in North America where the industry suffered a loss of 37.3% from 123.6 to 77.5 Gt (136 to 85 billion st). This reduced level of production severely affected iron ore and agglomerates output. Substantial curtailment was made in both sintering and pelletizing plants to meet reduced demand. The pressure on these plant operators shifted from quantity to quality. With energy cost becoming an ever increasing part of production costs, conservation was a major area of emphasis. Iron Making Sinter has continued to be the favored burden for blast furnaces overseas. As hot metal production declined and excess sintering capacity developed, many of the overseas operators that have been using pellets found it advantageous on hot metal production cost to increase the ratio of sinter at the expense of pellets. This was the case despite the depressed price level of pellets in the world market. In North America where pellets have been the predominant burden material-mainly because it is necessary to pelletize the fine grain iron ores available domestically-there was also increased interest in sinter usage. Bethlehem Steel Corporation's 13.6-m (44.5-ft) furnace at Sparrows Point experimented with a burden with more than 70% of sinter during the second half of the year and indicated some favorable results as compared to its previous 50% super flux sinter and 50% acid pellet burden. The blast furnace operators continued to press for improved burden quality. In addition to the emphasis on the importance of burden chemistry and quality, uniformity, much emphasis was placed on improving reducibilitiy and high temperature metallurgical qualities. These burden properties were recognized to hold further promise in reducing fuels rates. Sintering With reduced consumption caused by the cutback in hot metal production, many sinter plants sat idle while others operated at greatly reduced rates. The deemphasis on production in many plants allowed them to experiment with various means to reduce operating costs. The most notable action was the introduction of low cost South American pellet feed fines into the sinter ore mix. These feed fines, which are finer than 150 µm (100 mesh) ore, were previously thought to be too fine for sintering. However, when the full production rate is not required the use of up to 40% in the ore mix was reported to be successful with the aid of burnt lime and adequate premixing and granulation of the sinter mix before sintering. The emphasis on quality and tighter cost control also has resulted in a further breakthrough in sintering technology. It was recognized that good feed preparation-including selection of compatible ores, good blending, good pseudo-particle formation, additive size control increased bed depth, and closed control of the sintering bed heat pattern-could allow the production of high quality sinters with much lower heat input and FeO level. Bed depth of more than 600 mm (23.6 in.) was practiced in a number of operations. Total heat input of better than 1.3 GJ/t (290,300 kcal per st) has been achieved. Kawasaki Steel's Chiba Works has also achieved a 5.3% SiO2 in the sinter with good quality. The low heat input approach allowed production

INTRODUCTION Uranium production in Saskatchewan commenced in 1953 at the Eldorado Nuclear Mine in the Beaverlodge area of North Saskatchewan, followed over the next few years by nineteen other smaller mining operations. Production rose from 453 600 to 2 721 600 kg per annum by 1958. Over supply and the closure of the U.S. market to Canadian uranium led to an equally rapid decline to an annual production which varied from 453 600 to 907 200 kg during the years 1964 to 1976. As the market strengthened there was a resurgence of the Saskatchewan industry and production from one underground and two open pit mines reached 2 809 000 kg in 1980 for a return of 232 000 000 dollars (Table 1). [ ] Future output will be increased by a potential 4 536 000 kg from the Key Lake mine now under construction and scheduled to commence production in 1983. Three other projects are in an advanced stage of planning and are currently in the regulatory review process. Several other prospects are being evaluated. Figure 1 shows the location of uranium mines in Saskatchewan and table 2 illustrates the present status of uranium mines and deposits in Saskatchewan. At present, 1400 workers are employed directly by the uranium mining industry. Saskatchewan has diverse mining conditions ranging from the underground mine of Eldorado Nuclear Limited 1870 m deep with a low grade ore deposit averaging from 0.17-0.20% with extraction by carbonate leaching through an open pit operated by Gulf Minerals with a moderate depth of 110 m and 0.37-0.5% grade to the shallow open pit of Cluff Mining 30 m deep with a very high average ore grade of 7.0%. Extraction at both open pits utilizes acid leach extraction processes, the latter after gravimetric separation. Key Lake mining has commenced development of the next mine to come into production which will have two open pits to a depth of 80 and 175 m with an average 3% grade to be followed by the deep open pit of Canada Wide Mines Ltd. to a depth of 205 m with average grade of 1.5%. One existing mine will transfer its operation from the present open pit to another of slightly higher average grade. From the Saskatchewan point of view, these different operating conditions present varied problems associated with occupational health and safety and concomitant solutions to reducing worker exposure to radiation. REGULATION OF URANIUM MINES In 1946, the Government of Canada enacted the Atomic Energy Control Act which established the Atomic Energy Control Board (AECB) and vested in that board powers to regulate all aspects of uranium mining. In the early years, the AECB relied heavily on provincial occupational health and safety agencies for the surveillance of uranium mining and milling operations, particularly with regard to "conventional" occupational health and safety, the AECB having at the time no specific regulations covering the mining industry. There has been considerable dialogue between federal and provincial governments since, traditionally, occupational health and safety is a provincial jurisdiction. Saskatchewan is strongly opposed to the intrusion of the federal government into the provincial domain, particularly as there is little justification for a federal presence in occupational health and safety in uranium mining and milling. The province does, however, accept the need for federal involvement in certain aspects of the regulation of nuclear industry, for example, international sales, research and security of reserves for domestic use.

INTRODUCTION The former Shiprock uranium mill site is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the mill site are located on the Navajo Indian Reservation. The millsite was built on a 230 acre tract leased by Kerr-McGee Oil Industries Inc., and was operated from 1954 to 1963. The Vanadium Corporation of America and its successor, the Foote Mineral Company, operated the mill from 1963 to 1968. During its entire operation, 1.5 million tons of uranium ore was milled producing 3711 tons of U308 concentrate. The concentrate was sold to the former U.S. Atomic Energy Commission. During milling, the ore was crushed to less than 35 mesh and acid leached to remove the uranium. The [ ] uranium was removed from the leach solution by solvent extraction and the uranium-barren solution discharged into raffinate ponds for disposal by evaporation and seepage. The spent solids (tailings) were pulped with waste process fluids and water and discharged to form tailings piles. The piles (ponds or dams) were formed with earth starter dikes. The dike walls were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. Since only a small fraction (0.25 percent) of the ore was U308 by weight, most of the ore bulk ended up as wastes. The wastes contain nearly all of the uranium decay chain radionuclides present in the ore except uranium. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and wastes reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a Tribal enterprise. In order to provide skilled personnel to operate earth moving equipment, a heavy equipment operator's training school was also established on the mill site and was administered and operated by NECA. The U.S. Public Health Service (PHS) and the Environmental Protection Agency (EPA) staff conducted radiation surveys at four inactive uranium millsites on the Navajo Reservation in April 1974. During the survey of the Shiprock millsite, it was noted that the training activities were degrading its radiological condition. Both the PHS and EPA staff recommended that the training activities be directed towards the decontamination of the millsite area and interim stabilization of the tailings piles. Preparation for the decontami-nation work commenced in April 1974. In order to facilitate the decontamination activities, the mill site and its contaminated environs were divided into major areas labeled A through F (Figure 2). Areas A, B, and C are defined as "perimeter" areas and contained surface contamination ranging from 5 to 30 cm deep. Area D defined the mill yard and contained contamination ranging from 0.6 to 5.5 m deep. Area E contained several raffinate ponds which were removed to line up the northwest boundary of the tailings pile and to move the contaminants away from the vicinity of the occupied on-site buildings. The contaminants in Area E ranged from 0.05 to 5.5 m in depth. Area F encompassed the ore storage yard. Contaminants in this area ranged from 0.18 to 1.2 m deep. Washes, however, had contamination exceeding 7.6 m deep.

It is imperative that the hydrogeologic frame- work and the ground water flow systems of a Potential mine area be investigated prior to initiation of mining. Such investigations are necessary so that potential mine water inflow problems can be anticipated and controlled. Obvious difficulties can arise if large inflows of ground water occur in underground workings. Costs of water removal and disposal, if not foreseen and included in economic planning, can severely limit or eliminate profit from a mining operation. Safety problems associated with large inflows are an additional potential problem. The inflow of water into a mine necessarily alters the associated ground water system. The inflow also may impact nearby surface water regimes, depending upon the interaction of the surface water and ground water systems. The inflow of water into a mine inevitably causes a decline in the ground water levels in the vicinity of the mine. This decline may be restricted to a small area or it may extend a considerable distance, depending upon the hydrogeologic properties of the associated hydrostratigraphic units. A decrease in surface flow will result if the area of ground water level decline intersects a stream or spring that is hydraulically connected to the ground water system. Mine inflow problems historically have been evaluated after-the-fact. Premining hydrologic investigations only recently have been initiated. Brown's (1977)* report on anticipated hydrologic impacts of oil shale mining in the Piceance Basin of Colorado is an example of premining hydrologic planning. Observed difficulties inherent in designing a data collection network and then utilizing the data to predict mine inflow have led us to the preparation of this manuscript. This manuscript reflects a two-phase effort. The first phase describes and develops analytical and numerical techniques for mine inflow prediction. Emphasis in this section is placed on the selection and application of data collection techniques and data analysis procedures. The second phase applies the prediction technique(s) developed during phase 1 to two existing mines. The objective of phase 1 efforts is to evaluate the hydrologic variables associated with surface water systems and ground water systems that can affect the inflow of water into an underground mine. Subsequently these variables are incorporated into predictive techniques for estimating underground mine water inflow and its effect on associated ground water and surface water systems. The specific objectives of phases 1 and 2 are to: 1) Determine the hydrologic parameters required for predicting underground mine water in- flow and the potential effects of the inflow on surface and ground water systems. The hydrologic parameters represent both premining and past initiation conditions. 2) Outline methods for obtaining the necessary input data for the predictive techniques in pre- mining and post initiation periods. 3) Present existing numerical techniques for predicting underground mine water inflow including assumptions Ad required input. 4) Evaluate existing numerical techniques previously tabulated based on their applicability to mine water inflow prediction. 5) Attempt to develop analytical techniques for predicting underground mine water inflow. 6) Develop, through modification of existing models, a general mathematical model as a numerical technique for predicting underground mine water inflow and the resultant effects on surface and ground water systems. 7) Apply the predictive techniques to two existing mines selected for this purpose. 8) Compare the predicted inflow rates to measured inflow rates at both mines. 9) Compare predicted impact on district hydrology to observed impacts where possible. 10) Evaluate the predictive technique.

INTRODUCTION In February 1981, the Canadian Institute for Radiation Safety (CAIRS) initiated a routine Personal Alpha Dosimetry service for personnel of the Canadian uranium mining industry. This service is based on the use of the [Personal Alpha Dosimeter] developed by the French Atomic Energy Commission (CEA). The origins of personal alpha dosimetry and its rational are briefly described. Technical and organizational aspects of a routine personal alpha dosimetry service are outlined in this paper. HISTORICAL BACKGROUND International recommendations (1) and Canadian regulations have established Maximum Permissible Exposures (MPE) for each source of radiation exposure. Uranium workers in mines and mills are exposed to external radiation ( [y] rays) and to internal radiations ( [B] and [a] particles) which are delivered to the respiratory track by airborne alpha emitters (Rn and Th daughters and Long Lived Dust). To date, dosimetry for uranium workers has been performed by area monitoring/collective dosimetry. In North America the concentration of radon daughters is routinely measured by grab samples taken at the work place and by on-site gross alpha counting. The concentration of potential alpha energy is then calculated (usually by Kusnetz method) and expressed in Working Levels (WL). The time spent by each worker at a given work place is determined from his time sheets and used to calculate the individual monthly exposures to airborne alpha emitters, which is then expressed in Working Level Months (WLM). The uncertainties attached to such a procedure are obvious even in the case of frequent grab samplings and can be expected to lead to an underestimation of individual doses. Among fifteen possible sources identified in a mine situation, (2) four may stretch the standard deviation of the measurements' distribution, nine may lead to an underestimation and two may lead to either an underestimation or to an overestimation. To improve this situation, in 1971 the Atomic Energy Commission began studying the use of personal alpha dosimeters to determine individual exposures from the airborne alpha emitters encountered in the uranium industry environments. Criteria for a Personal Alpha Dosimeter In order to minimize the difficulties encountered in determining exposures received by uranium workers, the CEA in co-operation with the Atomic Energy Control Board of Canada (AECB), has developed a set of criteria for personal alpha dosimeters. Exposures may be determined easily and accurately using this criteria. Autonomy The dosimeter must operate for at least 10 to 12 hours. Excess time spent in the mine or in the facility may possibly be related to an accidental situation causing unusual levels of radioactivity. Since the dosimeter may be needed in non-underground settings where a cap lamp is not used, full autonomy is desirable. Maintenance, Periodicity of Reading In order to complement other dosimetry systems, the personal alpha dosimeter should be read monthly when the filter should also be changed. Routine air flow checks can be made according to local conditions (e.g. diesel loading). Radioisotopes Identification Since the exposure unit (WLM) is based on the concentration of potential alpha energy in the air, the personal alpha dosimeter should be capable of identifying each short lived alpha emitter included in the calculation of the WI, and WLM. Permanent Exposure Record Three points may be considered here: 1. In many countries, lung cancer in uranium workers is a compensable occupational disease. In some instances, compensation is awarded when it can be proven that the worker has received an exposure above a certain limit. The present uncertainty of the individual exposure makes the compensation procedure difficult. 2. By design, a personal alpha dosimeter must representatively sample all airborne particles, ranging in size from the unattached fraction to the upper limit of respirable aerosols (0.001 to 5 µm). The dosimeter must offer minimal resistance to the penetration of these aerosols. While the mining/ milling environment presents harsh conditions which may accidentally contaminate the dosimeter, it is important to be able to distinguish these cases of contamination and still obtain accurate readings. 3. A dependable dose register is most valuable for further epidimiological studies. The dependability of such a data base increases with the possibility of a second assessment of the dosimeters' reading (filter, film).

he Broken Aro coal mine is located at the Woodbury Wildlife Preserve 11 km (7 miles) west of Coshocton, OH on State Route 541. Underground min¬ing at the 16-hm2 (40-acre) site took place during the 1910s. During the past five years, surface mining has occurred along the western and northern perimeters of the underground region. The Ohio Department of Natural Resources (ODNR), R&F Coal and American Electric Power (AEP) are involved in a project to remine the abandoned underground complex. The program also includes installing a mine seal made of fixated flue gas desulfurization (FGD) material. Previous mining activity in this area has resulted in an acid mine drainage (AMD) problem on portions of the reserve. In particular, a prominent AMD source is present in the Simmons Run drainage. The project goal is to eliminate or reduce the AMD that is discharging into the watershed. It was initially hoped that the Simmons Run drainage area could be economically mined. Accordingly, this area was included in the mine permit. However, experience with other previously mined areas on this reserve showed that the old mine workings were more extensive than originally thought. Old mine workings present several problems. The most significant are reduced coal recovery, poor coal quality and AMD liability. All of these problems increase mining costs. And the more extensive the old workings, the more significant the increase in cost. Based on R&F's experience with old mine workings in this area, it was decided that economic recovery of the Simmons Run drainage reserve was not possible. As a result, R&F excluded the Simmons Run drainage area from its early mine plans. Some time after it was decided not to affect the Simmons Run drainage area, R&F and ODNR's Division of Mining and Reclamation discussed the possibility of removing this area from the permit and attempting to correct the AMD problem as an Abandoned Mine Lands (AML) project. Specifically, the discussion centered around mining through a portion of the old mine workings to expose the mine openings in the highwall. Once exposed, the mine openings would be sealed using FGD material from the nearby Conesville power plant operated by AEP. In addition, there was interest in reclaiming the old tipple and associated gob pile located adjacent to Coshocton County Road 17 on the opposite side of Simmons Run. R&F attempted to eliminate the AMD problem by sealing the mine openings with FGD material. Once the seals were installed, they were covered with overburden. Monitoring wells were installed to determine the effectiveness of the seal and the inundation progress in the old mine workings as well as monitoring the quality of ground water. The project was jointly funded by revenue from the sale of the coal recovered during the project and AML funds. The FGD seal is expected to cause well water levels to increase above preseal elevations. However, the additional head pressure due to increased water depths in the underground mine may cause seepage through the bottom of the mine or out through the perimeter. The in¬creased water depth in the underground mine is expected to cause lower oxygen concentrations in the underground mine water. Since acidity is produced by oxidation of iron pyrites, less oxygen should result in better quality water. Monitoring wells will be installed before seal installation so that pre- and postseal water levels and well water quality can be determined. Surface sampling locations will be identified. These will be monitored before and after seal placement.

The development of the theory of reliability creates more and more possibilities of its application in different domains of technics. The methods evolved to date, both theoretical analysis of the engineering systems and investigations techniques in practice can be put in use a d translated from one science to another one [1,3,7J . It needs to consider the specific of the different sciences. But it is necessary to take account of the specific characteristic of each line of science. The reliability investigations needs, justified in technical and economical viewpoint appear too in mine ventilation technics and systems. The mine ventilation system is a complex of workings and ventilation plants, which serve to supply the networks with a sufficient quantity of fresh air from the atmosphere and then carry off the vitiated air. The condition necessary for a ventilation system to perform definite task is the correctness of all its elements, that is a capability to preserve in a expected range of tolerance, the values of basic parameters. The element of a system which ceases to work correctly is called failed. The basic parameter of all elements of a ventilation system is the characteristic curve, pressure loss - air quantity relation ?p = f(Q) (1) This curve concerning the workings and ventilation stoppings is given by the formula: ?p = R Q2 (2) thus the resistance R (of the workings or stoppings) may be taken as a characteristic parameter. The course of this characteristic f(Q) will be given in a complex form in concern with fans, ejectors, air curtains. The failure of a ventilation plant or working is therefore an event, relying on a change of its characteristic, thus for a definite time the losses of the plant's or working's capability set in for the fulfilment of its function in the ventilation system. The failures are divided in viewpoint of their nature on sudden and progressive. We are in concern with the sudden failures which are characterised by a violent change of the ventilation element parameter for example a fall of roof, or silt up of the working, opening or failure of the ventilation stopping, the stand-off of the fan or ejector etc. We distinguish two kinds of failures on the viewpoint of their action on the air flow: the "opening" failure and "closure" failure. The prevalence of factors, which causes the failures is in connection with the intersection in the mine of roads of haulage, roads of underground transport of materials and lining elements, roads of people motion with airways, as also depends on the rock pressure reaction on the workings lining and plants placed there. Other factors will yet be decisive upon supply decay of fans, ejectors and curtains. The appearance of failure of the ventilation element is therefore of random nature and determines the change of the element, when it is passing from operating state to unoperate. Qualifying the ventilation system element to one of these states is easy, when the characteristic change is clear and occurs suddenly, that was assumed. The investigations conducted by Patrushev and Karnaukh [91 in concern with the ventilation stoppings resistance change in the case of their opening, had shown the possibility of resistance value change in the range of several hundreds higher.

In 1900, placer gold was discovered on the beach of Nome, AK on the southern coastline of Alaska's Seward Peninsula (Garnett, 1991). The site is about 800 km (500 miles) from Anchorage. Nome is connected to Anchorage only by air (daily) and by sea (summer). Total onshore placer gold production from Nome's immediate vicinity was more than 155.5 t (5 million oz). Alaska Gold Co, has continued to produce gold onshore with, until recently, two bucketladder dredges, each of 255-L (9-cu ft) bucket capacity. Small-scale marine dredging for gold has been at- tempted several times this century (Garnett, 1991). Western Gold Exploration and Mining Co. Ltd. Partnership (WestGold) is the only company to have been successful in achieving a significant offshore production. The Nome bucketladder-dredging operation from 1986 to 1990 constituted a unique marine-mining experience in the United States. \Inspiration Gold Inc., WestGold's predecessor, acquired six offshore leases in 1985. The total lease area of 87 km2 (21,551 acres) extended from the coastline to the 4.8-km (3-mile) offshore limit (Fig. 1). Those leases al- ready had been partially explored. Drilling was conducted off the shorefast winter sea ice. Therefore, it was rarely more than 1.6 km (1 mile) from the shore or in water deeper than about 9 m (30 ft). In 1985, estimated reserves comprised of a 5-m (17-ft) vertical thickness of sediments below 6.3 m (20 ft) of water. This meant a mean digging depth below the mean sea level (msl) of 11.3 m (37 ft). It was thought that the offshore Nome deposit possessed a feature that is common with many terrestrial gold placers - the secret of profitable exploitation of the marine deposit lay in maximizing the dredge throughput to minimize the unit costs. The inability of the project to withstand the prohibitively high cost of a new dredge was recognized. So Inspiration Gold purchased a used unit. This was the world's largest ocean- going bucketladder dredge (Fig. 2). Binzn was an 850-L (30 cu ft) bucket capacity dredge that was lying idle in Singapore. Originally constructed in the Jurong shipyard of Singapore in 1979, Bima was designed by Mining and Transport Engineering, a subsidiary of IHC Holland. Billiton Marine used the dredge for tin production at Pulau Tujuh in Indonesia (Dieperink, 1978) before it was laid up in mid-1985. Bima underwent a nine-week refit before departing Singapore on June 4,1986, with 800-t (880-st ) of deck cargo. It was dry-towed for 32 days to Alaska. A slower, less expensive, wet-tow at the authorized 5.5 kmthr (3 knots/hour) would have delayed the dredge's arrival in Alaska untl almost the onset of winter. The 13,000-km (8,100-mile) voyage was made on the deck of Smit Lloyd's "Giant-4" submersible barge towed by its 7.8- MW (10,500-hp) tugboat. The first season's dredging revealed several major shortcomings in Bima. Further repairs and modifications were undertaken at Tacoma, WA. The dredge returned to Nome for the June start of the 1987 summer dredging season. The refitted Bima worked offshore at Nome from 1987 to 1990. It produced 3.67 t (118,078 oz) of gold at an average recovered grade of 824 mg/m3 (0.0204 oz/cu yd). In 1991, the dredge was dismantled and sold.

The Elliot Lake Centre was established in 1965 as an independent Centre for Continuing Education offering a variety of adult education services. In 1976 all retraining and community college type activities were transferred to the Sault College of Applied Arts and Technology which had opened a branch campus in Elliot Lake. Upon the completion of this transfer, the Elliot Lake Centre was then contracted in 1977 by the Canada Centre for Mineral and Energy Technology to study the feasibility of establishing a research and information institute dealing with various health and safety concerns of the uranium worker. By late 1980, a federal charter was granted for the establishment of the Canadian Institute for Radiation Safety, made possible through the cooperative efforts of the Governments of Canada and Ontario, the Ontario uranium mining and refining companies, and the Elliot Lake Centre. On 1 April 1981 the Institute officially began operations. PROGRAM DEVELOPMENT AND COORDINATION In May 1978 the Elliot Lake Centre initiated a voluntary sputum cytology program for uranium workers. This program was financed by the Ontario uranium mining companies: Agnew Lake Mines Limited near Sudbury; Madawaska Mines Limited in Bancroft, and Denison Mines Limited and Rio Algom Limited in Elliot Lake. In 1981 additional funding was granted by Eldorado Nuclear Limited for a small group of employees at the company's uranium refinery in Port Hope, Ontario. Initially in 1978, program participants were accepted according to length of employment, radiation exposure levels (calculated in working level months) and/or smoking history. These restrictions were abolished within a few months and all uranium workers were encouraged to participate. From 1978 to 1979 the sputum cytology program was medically directed by personnel from the Montreal Cancer Institute. Until 1979 all data maintenance for the program was performed manually, however the effort required to sustain the system increased significantly as the number of participants grew. In September 1979 the Division of Thoracic Surgery at the Toronto General Hospital, under the direction of Dr. F.G. Pearson, submitted a proposal to the Elliot Lake Centre to develop a data processing system to help coordinate the surveillance program. In October 1979, Dr. Pearson became the new Project Director. Director of the Cytology Program is Dr. D.W. Thompson of the University of Toronto who is responsible for all cytologic analyses. Developmental work to establish the new surveillance system was initiated in January 1980 and became fully operational at the beginning of March 1981. The following sections describe the Elliot Lake operations of the sputum cytology program now conducted by the Canadian Institute for Radiation Safety. PROGRAM PARTICIPATION As of 1 September 1981 the sputum cytology program has 518 participants enrolled. Eligibility is restricted only to a willingness to participate and the ability of an individual to produce adequate sputum samples. Each participant registers for the program at the Institute and is given personal instruction on methods of sputum collection. The majority of the participants in this program are employed by the uranium mining industry; some work for firms which are contracted by the larger companies. Many participants are either retired from the work force or receive disability pensions or workmen's compensation benefits. Other participants have been employed in the uranium mining industry and have since gone on to other employment; some work for various federal and provincial governmental agencies concerned with the mining industry. Some participants are referred to the program by their family physicians because of smoking histories and/or various respiratory conditions. A small number of these individuals have never been involved in the mining industry at all. A chart describing program participation by employment is found in Appendix 1. PROGRAM REGISTRATION In the Elliot Lake area, persons interested in registering in the program are required to go directly to the Sputum Cytology office located at the Canadian Institute for Radiation Safety. Each individual is interviewed personally by the Program Officer. For the employees of Agnew Lake Mines, Madawaska Mines and the Port Hope refinery of Eldorado Nuclear Limited, registration is possible during the Program Officer's semi-annual on-sitevisits. Participants are assigned, in chronological order, "program numbers" for easier identification. File labels are color-coded according to place of residence or, in some instances, place of employment. Each file is stamped with the date each sample bottle is distributed. A file contains: all original test results, a completed registration

INTRODUCTION The Chimney Creek Gold Mine (Gold Fields Operating Co. - Chimney Creek) is located 47 miles northeast of Winnemucca, Nevada, at the northern end of the Osgood Mountains. The operation is a wholly owned subsidiary of Gold Fields Mining Corporation, the North American branch of Consolidated Gold Fields PLC, London, England. The plant started up in November, 1987, less than three years after discovery of the orebody and three months ahead of schedule. Ore is mined in an open pit and is processed by combined dump leaching and milling techniques for gold and silver recovery. The mine is set to produce approximately 150.000 ounces of gold and 50,000 ounces of silver per year over a 12 year life at current reserve estimations. The mine was designed and constructed at a cost of $79.3 million with engineering and construction services provided by Davy McKee Corporation, San Ramon, California. Key Gold Fields operating staff were involved in the design of the facility from the start of the project: The Mine Manager, Plant Superintendent, Plant General Foreman, Maintenance General Foreman and Chief Metallurgist were all involved full time on the project within 5 months of the first ore discovery. Emphasis was directed at optimizing operating efficiency and in particular minimizing labor costs in the plant. It was recognized that a high level of instrumentation and control would be required to achieve this. The risk associated with the instrumentation and control systems implemented was to be minimized by using equipment and systems that had been proven in industry while utilizing the most cost effective, state-of-the-art technology available. The reliability of the overall control system was considered to be critical in view of the cost of downtime associated with the gold extraction plant. BRIEF PROCESS DESCRIPTION The dump leaching process treats approximately 1.2 million tons per year of low grade ore at an average grade of 0.035 oz/ton. Run of mine material is dumped on a lined leach pad and weak cyanide solution is applied by drip irrigation. Pregnant solution run off is pumped to carbon columns in the milling plant for gold recovery and the barren solution returned to the dump leach circuit. Average gold recovery is 60%. This process has little instrumentation and control associated with it. The milling operation treats 700,000 tons annually of higher grade ore (0.200 oz/ton initially, dropping to an average of 0.135 oz/ton after first two years). Recovery is directly related to head grade (fixed tail assay effect) and currently averages 96%. A single pass through a jaw crusher reduces run of mine ore to minus 12 inches. The ore is stockpiled and reclaimed by loader for grinding in a two-stage milling circuit consisting of a SAG mill and ball mill, the latter in closed circuit with hydrocyclones. Cyanide and lime are added into the SAG mill to start dissolution of gold as early as possible in the circuit. The ground product leaves the milling circuit at approximately 78% minus 200 mesh and is fed to an unique "double thickener" leaching-recovery circuit. This circuit has been discussed in detail in a paper by J. G. Mansanti et a1 (1). Two thickeners are arranged in counter- current configuration with three leach tanks. Overflow solution from the first thickener is treated by carbon-in-columns (CIC) for gold recovery with 85% of the soluble gold recovered onto this carbon. Underflow slurry from this thickener is pumped to the leach tanks, with a total retention time of 12 hours, and then gravitates to the No. 2 thickener. Overflow solution from the second thickener is used as a wash in the first thickener. Underflow slurry from the second thickener is treated in a carbon-in- pulp (CIP) scavenging circuit to recover the remaining 15% dissolved gold. Gold-loaded carbon from both the dump leach and milling circuits is stripped in batches using the Zadra hot caustic- cyanide elution process. Gold (and silver) is recovered from the hot strip solution by precipitation with zinc dust and the product recovered on Funda pressure filters. The precipitate is retorted to remove any mercury and then smelted into buttons. The buttons (approximately 80% gold, 15% silver) are shipped to an independent refiner in Salt Lake City, Utah, for further treatment.
