INTRODUCTION Mineral commodities are normally separated into three generic classes-metals, nonmetals, and energy minerals including oil and gas as well as the solid fuels. Metals, the focus of this chapter, encompass a large number of different substances. The U.S. Bureau of Mines, for in- stance, has commodity specialists following trends in over 40 metal products of importance to the country's economy and well being. Ranging from aluminum to zirconium, the metals display an incredible degree of diversity. Some such as lead are heavy, others such as magnesium are light. Some such as copper are good conductors of electricity. Others such as silicon are semiconductors. Mercury is found in liquid form, while some metals melt only when heated to extremely high temperatures. Iron and steel, aluminum, and copper are consumed in particularly large tonnages in a multitude of end uses, while many minor metals are needed in only small amounts in a few highly specialized applications. The use of some metals can be traced back into history for millennia, indeed back to the bronze and iron ages, while the commercial consumption of aluminum and other newer metals is less than a hundred years old. Some metals are extracted from large open pits, others are dug out of deep underground mines, and still others are processed from the sea. Mining and processing can be relatively uncomplicated and inexpensive, though in most instances highly sophisticated technology is necessary and the costs are high. Some metals are produced mainly as byproducts of other metals. Some are recovered in large quantities from the scrap of obsolete equipment and demolished buildings. Some are mined in only a few locations and traded worldwide, others are produced in many different countries. Some are sold by numerous firms at fluctuating prices determined on competitive commodity exchanges, others are produced by only a handful of firms and sold at stable producer-prices. This diversity makes the metals interesting, indeed fascinating, to study. Yet, it also poses problems, for each metal in its own way is unique. There is no general model or economic analysis applicable to all metals. Rather each must be considered individually, so that the analysis or model takes explicit account of its particular features. This means that a single chapter cannot begin to cover comprehensively the economics of all metals, and no attempt to do so is made here. Instead, we will concentrate on illustrating the usefulness of relatively simple economic principles, particularly those associated with supply and demand analysis, in understanding the behavior of metal markets. The next section begins by exploring the nature of metal demand. It is followed by an investigation of metal supply- from individual product production, from by- product and coproduct production, and from secondary production. The final section then illustrates the usefulness of the concepts introduced in earlier sections by using them to analyze

Escanaba, Michigan, is located on the South¬ern shore of the Upper Peninsula on a sheltered area of Lake Michigan called Little Bay de Noquet. The Chicago and North Western Transportation Company has operated a rail-to-ship ore transfer facility at this location for well over 100-years. It is the only terminal of its type on Take Michigan and thus can offer a longer navigation season to lower lake markets than other upper lake ports. It all started in 1864 when the Peninsula Railroad of Michigan, now a part of the C&NW, completed a 100 km rail line from Little Bay de Noquet to the Jackson Mines at Negnauee, Michigan. During that first year of operation approximately 31 000t of ore were loaded onto ships at Escanaba from what was then called the Merchants Dock. By 1871 demand had already exceeded capacity and it was necessary to build a larger dock, which in turn was replaced with a still larger pocket dock in 1903. There are no plans or records available to indicate how the ore was handled from rail to ship prior to the construction of the pocket dock.

Surface subsidence monitoring is the most effective means for investigating the nature of, and developing the techniques for predicting, the surface movement and deformation process. However, because of imperfection in survey equipment and field practices, the surface movement data collected from field survey are not error-free. Also due to lack of proper numerical techniques for computing surface deformation from the measured surface movement data, a relatively large portion of the subsidence data collected could not provide more information other than surface movement. In this paper, the sources and magnitude of errors in the measured surface movements and calculated surface deformation are discussed. Techniques for improving the accuracy of the calculated deformation indices (i.e., slope, strain, and curvature) are developed. The proposed techniques include: (1) proper selection of monument spacing for subsidence monitoring; (2) a data smoothing technique for data pre-processing; and (3) a number of numerical methods and/or procedures for calculating surface deformation indices from the measured surface movement data.

With the goal of improving the strength characteristics of pneumatically emplaced material used for localized subsidence control, the binding additives fly ash, bentonite, and portland cement were examined for their effect on the support capabilities of coal refuse. It was found that, within certain concentration ranges, all three offered some increase in the ultimate strength of the backfilling mixture. However, portland cement gave the greatest percentage increases. Selection of the appropriate backfilling mixture will allow for the most economical and efficient subsidence control when pneumatic stowing is employed.

JAMES DONALD FORRESTER 32.1-EXAMINATIONS The field examination of a mineral deposit or mining enterprise requires a comprehensive effort to determine all natural and man-made factors bearing upon the problem to be resolved by the investigation. Therefore, the purpose to be served by an examination must be fully understood before the engineer assumes responsibility, and before actual field work starts. A clear understanding facilitates planning the approach to the project for maximum efficiency and thorough acquisition of information. It follows, of course, that the engineer has the necessary knowledge and experience to discharge satisfactorily the professional obligations attending the project. Some studies are in herently more complex than others, and the requirements of the problem are not always the same. Some examinations require the detailed investigation of large operating or nonoperating mines or, possibly, of mining districts; others involve more or less reconnaissance studies; and still others rela¬tively small undeveloped mineral occurrences. Likewise, the primary objective of some analyses may be the evaluation of a mineral deposit or a mining property, whereas in other projects the major objective may be guiding mining or drilling work in the discovery of new or hidden ore bodies and mineral-bearing structures. Thus, the possible range of any given examination may extend in varying degree through one, or more, of the following types of procedures: 32.1.1--GEOGRAPHIC ENVIRONMENT Studies of geographic environment should be made to ascertain the general physical situation in the area under consideration and to identify those correlative factors hearing on the, findings resulting from the field examination. This commonly will include determinations of: A. Location of the field area with respect to the state and county in which it occurs and, if feasible, a record of the township, range and section with reference to the principal meridian, and base line (or lines) that apply. For examinations in foreign countries, or in regions outside the continental United States, it is desirable that the field locality, in each instance, be identified with reference to the boundaries of some form of political entity essentially comparable in character to the divisions used in the United States. B. Distances from existing communities and related service centers, via: 1. Roads, both improved and unimproved. 2. Railroads. 3. Navigable waterways. 4. Airports. C. Topographic relief as it will influence the selection of 1. Pit site or positions of underground mine portals or shaft sites, including dump areas. 2. Mill site, including tailings disposal area.

This paper presents an analysis of the effects of topography on static and dynamic ground movements and severity of damage inflicted on surface structures. A typical site containing varying topographical features (i.e., mountains, hillsides, valleys, and flat bottom land) representing the northern Appalachin region was chosen for the study. Typical subsidence monitoring techniques were employed. Frequent measurements were made as the face advanced.

Ground control analysis and groundwater inflow assessments for underground coal mines require in-depth field investigations including, but not limited to, geological and geotechnical core logging, downhole geophysical logging, laboratory rock strength testing, and packer (Lugeon) testing. Field and laboratory data collection are time consuming and expensive, and an initial understanding of the expected trends among various geotechnical and hydrogeological parameters can assist with the planning and optimization of geotechnical characterization studies and grouting plans. In this study, a comprehensive database is analyzed, comprised of important rock mass characteristics (hydraulic conductivity, rock quality designation (RQD), and lithology) for coal-bearing rocks in the Central Appalachian Basin. Statistical analysis of the data is completed to establish an enhanced understanding of geotechnical and hydrogeological conditions expected to be encountered as underground coal mining passes near and beneath streams and rivers. The results of the study provide valuable reference material for the coal mining industry for completion of shaft installations, mine stream crossings, environmental assessments, and grouting and mine dewatering designs.

In an effort to lower production costs and improve profitability, mining companies have adopted a variety of management practices emphasizing productivity and cost containment. One set of practices that has been used successfully in the manufacturing and electronics industries is "world-class manufacturing" (WCM). It is applicable to mining as well. World-class manufacturing is based on the twin concepts of "just-in-time" inventory practices and total quality control. A few mining companies have implemented quality control programs that are similar to WCM in some ways and substantially different in others. This article considers the use of WCM in the processing environment, although the techniques are applicable throughout a mining operation. The article is also mindful of the variety of customers to whom mineral products are sold. Industrial minerals producers may sell brand-name products to specific customers with exacting requirements, while metals producers often sell their fungible output on a faceless commodity market. Customer requirements are emphasized in WCM, and so the range of these requirements must be recognized. World-class manufacturing In any milling process, specific goals are set for product and process characteristics - concentrate grades, minimum daily throughput, moisture content, etc. WCM has two overriding objectives: the reduction of deviation from these standards, and the reduction of variability in all aspects of the process and product. By definition, reduction of deviation also includes minimizing plant downtime for repairs or process changes. WCM plants use just-in-time inventory practices and total quality control. WCM plants use these techniques to simultaneously improve productivity and reduce costs.

During the 1970's geostatisticians were often accused of not paying sufficient attention to geologic features in the computerized generation of ore reserves. Unfortunately this charge was all-too-often justified and the results of such studies tended to be oversimplified and failed to reveal the full potential of computerized reserve estimation and geostatistical methods. There were some notable exceptions to this trend. Techniques were described that paid a great deal of respect to the geologic characteristics peculiar to certain deposits (Rendu J-M, 1984; Barnes T. E., 1982). At Gold Fields several techniques have been developed for handling the geologic characteristics of orebodies for reserve estimation purposes. These have developed over time and the evolution of their adoption has been a reflection of our own learning experience from the practical application of computerised reserve estimation on many precious metals deposits.

Water infiltration into subgrade infrastructure can cause major impacts on their performance. In addition to damaging the structure, water intrusion leads to deterioration of installations including electrical and mechanical components and in patron discomfort. To remedy these impacts, leak remediation is often carried out to halt water infiltration. Remediation methods include coatings, drainage, injection/stitch grouting, curtain (backside) grouting, and/or internal umbrella systems. Selection of the rehabilitation method depends on the structure’s use, owners’ priorities, its installations, structural conditions, surrounding ground, and hydrogeologic conditions. Since many factors influence the rehabilitation method chosen, a novel holistic approach is undertaken to understand leakage causes and consequences to develop the most appropriate, efficient, and reliable solution to extend the structure’s life. A reconnaissance phase combines geologic, hydrogeologic, and as-built information with detailed digital scans and visual observations to develop a database of existing conditions. This database, called a tunnelband, is used to develop the rehabilitation solution and made part of the contract documents, allowing for an informed bid by specialty contractors. Tunnelband and the preferred rehabilitation system are portrayed in contract documents, which are procured in various contract types depending on the owner’s preference and project characteristics. The pool of contractors are required to submit their understanding of this holistic approach by developing and supplying the owner with a detailed workplan. The completed rehabilitation is portrayed in detailed as-built drawings which also provide the owner with an operation and maintenance manual outlining for periodic observation of the structure and checking of its performance. Ultimately, this information is implemented into a “BIM Digital Twin” that is used by the operations and maintenance staff for long-term observations. This proposed novel framework for leak rehabilitation is currently being used successfully in a number of projects throughout the United States.

Conflicts are common in the mining industry. Engineers are accustomed to addressing issues such as land use, air and water pollution, and health and safety. Although conflicts of interest are important in the industry, they do not have the impact on organizational decision making that controversy does. Controversy is a type of conflict, probably the most important type, for effective decision making and competent problem solving. It exists when one person's ideas, information, preference, choices, conclusions, theories, opinions, or perspectives are incompatible with another's and the two seek to reach an agreement (Johnson and Johnson, 1979). Interpersonal and intergroup controversy is prevalent in the day-to-day functioning of organizations. If constructively managed, this type of controversy has important implications for effective decision making and problem solving. Too few organizational members accept controversy, and almost none attempt to stimulate it. This is because too few of them understand controversy well enough to accept and use it effectively. Most organizational personnel lack the interpersonal skills needed to stimulate controversy and manage it effectively. Discussion of conflicting ideas may not be common in problem solving situations due to the fear and anxiety most people feel in conflict situations. Traditionally, organizations suppressed conflict. They believed it was avoidable, caused by management errors. Optimal organizational performance required its removal. Conflict, though, is inevitable. And optimal organizational performance requires a moderate level of conflict. Management should manage the level of conflict and its resolution, for optimal performance. The current view stresses the importance of controversy for learning. Confronting a person with a different point of view stimulates that person to gather more information to elaborate, justify, or provide rationale for their position. Controversy: Process and Outcomes The decision making process begins with participants categorizing and organizing current information and experiences so that a conclusion is derived. When participants present their conclusions to another group and realize their conclusions are being challenged, a state of internal conceptual conflict or uncertainty ensues. This uncertainty motivates the challenged group to actively search for more information, experiences, and a more adequate cognitive perspective and reasoning process to resolve the uncertainty. Participants will adapt their cognitive perspective and reasoning through understanding the perspective and reasoning of others to derive a new or reorganized conclusion. This process may be repeated several times before a decision is reached. The active search for additional information on the alternatives is also promoted, along with greater mastery and retention of information and a more accurate understanding of opposing viewpoints (perspective taking). Of the many positive outcomes of the use of controversy, the effect on higher level cognitive reasoning and processing is especially important in engineering decision making. Research has been done on expert-novice difference in medical diagnoses, physics problem solving, and geological exploration. It shows that preparation for verbal interaction and the actual verbal interaction with peers with differing view-points promotes the development of expertise. Constructive Controversy Conditions Some controversies among decision makers concerning their preferred solutions to a problem can be beneficial. But sometimes they are not. As with all types of conflict, the potential for either constructive or destructive outcomes is present. Whether the consequences are positive or negative depends on the controversy and the way it is managed. The conditions and procedures of controversy management that determine the outcome include: the goal structure within which the controversy occurs; the degree of heterogeneity of decision makers; the amount of relevant information distributed among decision makers; the ability of decision makers to disagree with each other without creating defensiveness; and the perspectivetaking skills of the decision makers. The role of calcareous minerals in that area of the environmental improvement program involving the control or elimination of sulfur oxide emissions is discussed, and a new concept in gas scrubbing, rendering possible the use of calcareous rocks more extensively for this purpose, is presented. Calcareous rocks are defined as the more common limestones, consisting essentially of calcium carbonate and magnesium carbonate. The effect of magnesium carbonate on the reaction rate of limestones and lime toward sulfur oxides in aqueous scrubbing systems is pointed out. The relative economics of lime- stone versus lime as aqueous scrubbing reagents for sulfur dioxide are indicated.

A thermal plasma-assisted laminar flow reactor was used to evaluate the kinetics of converting alumina to sodium aluminate in flight. Free energy minimization calculations were used to determine experimental conditions. The experimental variables included alumina particle size, alumina/sodium nitrate molar ratio, temperature and residence time. A mathematical model for the conversion was developed and validated. Experimental and mathematical results are presented.

Introduction Gold exploration in the Dominican Republic has not received much publicity. The fact is, however, that a continuous program has been underway for some time. For the past two years, the Restauracion area of the western Dominican Republic, near the Haitian border, has been the scene of mineral exploration by the Dominican Department of Mines geologists, and later by geologists of Rosario Dominicana. The latter is a state-owned gold mining company and operator of the Pueblo Viejo open-pit gold mine. The exploration is for mineral deposits with the goal of finding another Pueblo Viejo-type deposit. Geology Exploration is being carried out in the western central Cordillera, the backbone of the Island of Hispaniola. Geology consists of quartz veins and veinlets and ramifying stringers carrying pyrite, barite, minor amounts of copper, and significant amounts of gold in places. They are associated with regional faulting in a complex of Cretaceous beds of andesites, dacites, argillites, siltstones, and shales. They are intruded by tonalites, diorites, and gabbros. Lesser amounts of zinc-lead mineralization occur in some locations. The showings appear as disseminations along the faults. To date, the work has been mostly geologic mapping - 1 to 50,000 with details on a scale of 1 to 20,000 and 1 to 10,000-stream and soil lithogeochemistry, and geophysics. Trenching and sampling were used to follow possible vein extensions. Particular emphasis has been placed on the Los Candelones district that was taken over by Rosario Dominicana. Here is where drilling has been initiated in the past months. The first hole drilled showed assays of 21 g/t (0.6 oz per st). The second hole intersected an interesting oxidized zone that reminded observers of the original Pueblo Viejo oxidized zone. A third drill hole went deeper than 75 m (246 ft), the depth to which the first two holes had been scheduled. An assay of 50 g/t (1.46 oz per st) was cut during drilling. The United States is the world's most productive nation and its citizens enjoy one of the highest material standards of living of any people in the world. Materials and energy are the lifeblood of any industrialized economy. Annually the United States uses over 4 billion tons of mineral materials and fuels, or 40,000 pounds per person as detailed in Figure 1. Domestic processed materials of mineral origin and energy are valued at more than $150 billion annually, and they are derived largely from domestic sources, supplemented by imports, as detailed in Figure 2. In recent years the superior productivity of the United States has also enabled it to give food and manufactured articles to many other less fortunate nations and peoples of the earth. What then is our concern with materials at this time? Seeing the burgeoning increases in our mineral demand: from 2 billion tons in 1950, to over 4 billion tons today, and projected to 11 billion tons by 2000 - we are getting questions concerning our ability to continue to increase production sufficiently for the future.

It seems appropriate here to open with a quotation from the great pre-Confucian philosopher Lao-tze: "The softest thing in the world dashes against and overcomes the hardest. There is nothing in the world softer or weaker than water, and yet for attacking things that are firm and strong there is nothing that can take precedence of it." I am happy to report that our system of mining has worked out, with minor modifications, as well or better than was predicted. This, in a period of rising labor and material costs, has been most gratifying. Gilsonite is a solid hydrocarbon which occurs in vertical fissures cutting the sandstone and shale beds of the Uintah formation in south¬eastern Utah. It is found in other parts of the world under similar occurrence but nowhere else is it now being mined commercially. The Gilsonite veins on entering the shale members of the Green¬river formation break into small veinlets separated by shale, These veinlets are not now economical to mine.

To successfully bid a tunneling contract by machine, a contractor must have a reliable estimate of expected penetration rates and cutter costs. Preferably, these predictions should be independent of those supplied by machine and cutter manufacturers. Therefore, a series of rock index tests have been developed and incorporated in routine Rock Mechanics testing for the purpose of predicting rock boreability. Index properties were evaluated empirically by using rock samples and pertinent construction records from recently machined tunnels. Samples were taken from the completed tunnel walls, tested parallel to machine penetration, and results were compared to localized rates of penetration. Indices are based on two measures of rebound hardness and two measures of abrasive properties. The Shore (C-2 type) Scleroscope and Schmidt (L-type) Hammer were utilized to measure rebound hardness and a Taber Abraser was modified to measure rock abrasiveness and abradeability. Results indicate that rock hardness index properties investigated in this study can be used successfully to predict TBM penetration rates.

"Ten years ago," said a mining industry personnel manager, "we used to wine and dine new mining engineering graduates. Now I can pick and choose among men with 10 years of experience." Comments like that are common throughout the industry today. During the 1970s, the US and Canada did indeed suffer from a severe shortage of mining engineers, especially experienced ones. Moreover, it seemed likely this North American shortage would worsen. Increased production of minerals and coal was pushing demand for mining engineers upwards, and there appeared to be substantial new employment prospects for them in the nascent synfuels industry. The oil majors entering the mining industry were pushing for an increased professionalization of mining management, heralding a trend towards higher intensity in the use of mining engineers. In response to the shortage, mining schools expanded their programs dramatically. By 1982, American schools were churning out more than 600 new mining engineers per year, compared to barely 200 in 1970 (Table 1). The timing of the explosion in the number of mining engineers could not have been worse. The downturn in the economy and the resulting slump in the mining industry coincided almost exactly with peak output of mining engineers. The market for mining engineers shifted from shortage to surplus with startling rapidity. The new crop of engineers, no longer courted by the mining companies, struggled to find any mining jobs. At the same time, experienced mining engineers found themselves thrown into the job market, some for the first time in decades. The current oversupply of mining engineers is assumed to be a temporary phenomenon. As the economy recovers, the demand for mining engineers is expected to pick up at least enough to absorb today's surplus. Not so, according to a recent study by Fenvessy and Schwab, a general management consulting and executive recruiting firm. In 1979, Fenvessy and Schwab was commissioned by a group of major mining companies to conduct a worldwide study of supply and demand for mining engineers to the year 2000*. The study began at the height of the North American shortage. One major objective of the study was "to identify means by which business and educational institutions may cope with and alleviate a future shortage of mining engineering talent." The findings, however, ran directly counter to expectations. The current oversupply will not disappear with economic recovery, the study concluded. In fact, the US and Canada are facing a massive oversupply that will probably last until the end of the century, unless enrollments in schools are reduced. Study Method Fenvessy and Schwab's conclusions are based on supply and demand models for mining engineers that it developed in the course of the study. Specifically, predictions for the supply of mining engineers are based on a survey of the 54 mining schools that account for about 90% of the world's annual output of mining engineering graduates. This survey asked for data on historical and projected number of graduates, obstacles to further expansion, changing trends in the use of mining engineers, and graduate career patterns. Fenvessy and Schwab developed three mining engineering supply scenarios from the survey data. The high case, considered unlikely for most of the industrialized world, is based on a continuation of the 1970's soaring growth rates. The middle case was established from the mining schools' own estimates of future growth in the number of graduating mining engineers. Finally, a "low growth" case for the US and Canada assumed that the number of graduating engineers will remain at current levels. The valuable Maximum Utilization Factor (MUF) concept has been extended to other rotating excavators beyond Stripping Shovels and Draglines. In this concept the boom reach and bucket capacity are multiplied to get an MUF, then normalized by dividing by the equipment weight. Statistical analyses were applied to the remaining shovels (hydraulic and cable), draglines, and backhoes. Positive correlations were found. Stripping Shovels and Draglines were also re-examined. The results provide an estimate of equipment diggability and encourages versatility by the interchange of the boom and the bucket. The concept further clarifies the existing equipment classification by delineating General Excavating, Loading, and Stripping kinds. The results also forecast trends, and noted innovative advances and possible retrogression. Extension to other boom excavators, such as front-end loaders, is recommended. The MUF concept provides one of the few indices of gross external characteristics available to the engineer-user of equipment.

As the Powder River Basin coal industry has grown, many changes have occurred in the coal market, the economy and the Basin's methods of dealing with competition in the coal mining business. This article notes the mines that have changed to draglines as the major overburden-stripping tool. The Powder River Basin is defined as those mines within a 97 km (60 mile) radius of Gillette, WY. Mines to the north and south of this area - Decker, Spring Creek, Glenrock - have used draglines more extensively. The reasons for the conversions to draglines at each mine, and the specific timing of these changes, were different. However, the driving factor was economics. As coal production increases, strip ratios increase and coal sales prices decrease, mines must find ways to deal with rising costs and falling revenues. The primary method used has been conversion of overburden stripping to dragline operations. Stripping ratio equals the bank cubic yards of overburden removed for every ton of coal mined.
