Technical Support, one of several major organizational units in the Mine Safety and Health Administration, provides technical assistance to the mining community in all areas of health and safety. One of its many areas of expertise is noise control. Depending upon the needs of the operator or inspector, the services provided can range from locating major noise sources to actually building noise controls. Over the years a vast amount of knowledge has been obtained as to what will work and what will not. DESIGN GOALS While many noise controls have been developed for mining equipment and operations, the most acceptable (ergo successful) have achieved the following design goals: - a noise level reduction of at least 5 decibels; - minimum interference with production; - inexpensive to install; and - effective in reducing low frequency noise.

With new lightweight designs, spirals have become standard equipment in coal preparation plants worldwide. To their credit, spirals typically show very low coal losses to the refuse stream under most operating conditions. However, spirals do tend to separate at cut points in excess of 1.80 S.G. Attempts to obtain lower cut points have typically resulted in coal losses to middlings. Middlings retreatment with secondary spirals is therefore becoming common place. Other forms of retreatment with water-only cyclones, hydrosizers and recirculation have been attempted with some success. This paper reports on a novel (patent applied for) approach to retreating spiral middlings in a heavymedia cyclone circuit.

INTRODUCTION The U. S. mining industry experienced a severe recession in the early 1980's. This resulted in the realization that the domestic mining industry had to compete on a global basis and only the strong or the low-cost producers would survive. The economic viability of a mining company not only depended on maximizing mineral recovery but also on its ability to do so at minimum cost. Companies had to become more productive not only by cutting costs, but also by developing and/or evaluating new technologies in existing or new plants. Several innovative concepts, including in-pit crushing and conveying, fine crushing, improved classification equipment, flotation, column flotation, pressure filtration, etc., have been developed in recent years. This paper addresses the impact of new flotation concepts and equipment on mill design. MILL DESIGN PHILOSOPHY Modern mill design, especially for large capacity plants, has its foundation in minimizing capital and operating costs. Capital costs can be minimized by minimizing the various components of the capital cost: infrastructure, equipment, instrumentation, structural, initial spare parts costs, etc. All these costs are minimized by simplifying the mill design and/or process flowsheet. The simplified process flowsheet, where applicable, consists of a single stage primary crusher followed by a semiautogeneous - ball mill grinding circuit to produce feed for a flotation circuit. Multiple flotation circuits have been eliminated in most cases. These concepts minimize the cost and encourage the use of large capacity equipment while maintaining optimum metallurgical recovery. The philosophy of mill modernization/modification is generally driven by the desire to increase the mill capacity within the limits of the existing mill building. This need is facilitated by using large size flotation equipment and eliminating multiple parallel flotation circuits in order to minimize capital and operating costs. Conventional flotation machine development has paralleled this mill design philosophy. FLOTATION CELL DESIGN Since froth flotation has been the most widely used separation process for over half a century, one would expect that it would be possible to design and select flotation machines for specific applications based on scientific principles. But this has not been the case. Best judgment, experience and personal prejudice have played a key role in equipment selection. These factors, along with the difficulty of evaluating new concepts in commercial plants, has slowed progress in implementation and commercialization of innovative ideas and/or equipment. Conventional Flotation There have been no major technological advances in conventional flotation cell design in recent years. A recent flotation cell survey indicates that 'larger flotation cells are still the order of the day.”(1) A comprehensive review of design of flotation machines indicate that they have been mechanically redesigned and are generally simpler and easier to maintain and less expensive to manufacture. (2,3) The approximate chronological development of conventional cells from the 25 cubic foot cells to the 3000 cubic foot cells, which were recently installed at the Copperton concentrator of Utah Copper, is given in Table 1. Larger flotation cells are the obvious choice for new plants or plants looking for expansion because of the following reasons: • They have lower capital cost per unit volume • Installation costs are generally lower because fewer units require less space • Maintenance costs are lower because of fewer mechanisms • Power requirements (HP/ton dry feed) are generally lower • with increased flotation cell size as illustrated in Table 2 [Table 1. Energy-producing states see severance taxes as attractive sources of increased revenues for otherwise tight budgets. Consumers in energy-poor states, however, protest that current rates are excessive and have moved to obtain a reduction. The US Supreme Court heard two cases questioning such taxes during its 1981 term, and Congress, in each of its last two sessions, has seriously considered measures placing a ceiling on severance tax rates. Although discussions usually focus on coal severance taxes levied by Montana and Wyoming, ramifications of changes in national policy are much larger, potentially affecting mineral taxes in all states. Severance taxes yield substantial revenues in some states, as illustrated in the accompanying table. In fiscal 1980, Texas collected more than $1.5 billion from such taxes, while Louisiana, Alaska, and Oklahoma collected $525 million, $507 million, and $436 million, respectively. Oil and natural gas production were the major items taxed. While the table shows only the 10 states with the largest severance tax collections, a total of 17 states had severance tax receipts exceeding $10 million in 1980. The enormous increases in severance tax revenue between 1970 and 1980 can be seen from the table by comparing columns A and B. For the 10 states shown, revenues increased from $650 million to $3.8 billion during that period, due to a combination of higher prices, increased production, and new or increased taxes. In most states, increases in prices and production were more evident than higher tax rates. Although the revenue increase is impressive, it understates the extent of changes occurring during the past decade. Since tax collections are shown for fiscal 1980, the full impact of the decontrol of domestic oil prices is not evident. Also, taxes on natural gas reflect controlled prices. When full de-control of natural gas occurs, significantly higher revenues can be expected in gas-producing states, even if tax rates, production, and world prices remain constant. These increases in severance tax revenues, coupled with further increases expected to accompany natural gas decontrol, have produced fears that a substantial transfer of income is taking place from residents of energy-poor states to those living in energy-rich areas. Others worry that increased severance tax revenues will be used to substitute for a substantial portion of state taxes that would have otherwise been collected from firms and individuals. The resulting improvements in tax climate, it is thought, may encourage firms and workers to migrate to energy-producing states. While these issues are often portrayed as pitting energy have-nots against the haves, such is not entirely the case. Much of the original impetus for limits on coal taxes came from Texas residents, the state collecting the most severance tax revenue. One way of gaining perspective on these concerns is by examining severance taxes per capita and as a percent of state tax collections (see columns C and D in the table). When this is done, Alaska, where 1980 taxes on oil and gas production totaled more than $1300 per capita (and 35% of all state tax collections), stands out as a special case. There, the state was able to eliminate some individual taxes, place revenues in a permanent trust fund, and consider offering a rebate of some previous income

The Environmental Protection Agency ("EPA") has been attempting to develop a federal regulatory program for mine waste under Subtitle D of the Resource Conservation and Recovery Act since 1986. Recent regulatory and legislative events are now bringing this goal closer to reality. This paper discusses the mining industry's perspective on a number of the issues currently being addressed at EPA's Policy Dialogue Committee and in Congressionally-sponsored negotiating sessions.

Despite its great potential utility, ion exchange has only achieved limited application in hydrometallurgy. To a significant extent this is due to the limitations of conventional ion exchange process design as well as the properties of the ion exchange resins themselves. Over the past decade several new ion exchange resins have been introduced with properties that make them potentially very useful for various hydrometallurgical separations. In addition, a novel ion exchange process called Reciprocating Flow Ion Exchange or Recoflo, which has been employed in the metal finishing industry for the last dozen or so years for chemical recovery and effluent treatment, has been shown to offer a number of unique and significant advantages over conventional I.X. technology.

A computer software package, named CFIRE, for the general ventilation network analysis and fire control, mine fire and/or coal spontaneous combustion, has been developed at Xian Mining Institute in China. It is a multipurpose package with adequate capacities of ventilation map drawing, ventilation network analysis, gob fire simulation, steady state ventilation simulation and transient state ventilation simulation. It was written in a user-friendly style, driven by menus, facilitated by on-screen messages and supported by the allowance of user interferences. CFIRE has used up-to-date research findings focussing on the practical needs of coal mines. This paper discusses briefly also the relevant theoretical principles on which this package has been perceived.

A group of bisbenzylisoquinoline (BBIQ) alkaloids has been shown to exhibit various degrees of effectiveness in preventing silicainduced fibrosis in animal models (1, 2). The capability of these drugs to interact with phosphatidycholine vesicles and rat alveolar macrophages was studied using fluorometric and equilibrium dialysis methods. The lipid binding affinity of these alkaloids was found to depend upon several structural factors including hydrophobic substitutions, the chiral configurations, and the double oxygen bridge-restricted conformation of the benzylisoquinoline moieties. Tetrandrine, which is highly effective in preventing fibrosis, showed strong binding to both lipid vesicles and alveolar macrophages. In contrast, curine and tubocurine, which have little or no effect on silicosis, exhibited only weak binding to lipid vesicles and almost no binding to cells. The moderate binding affinity of fangchinoline to vesicles and cells corresponded to a moderate effectiveness of the compound as an antifibrogenic agent. Methoxyadiantifoline, an alkaloid of unknown antifibrogenic potential, also exhibited high binding affinities for lipid and cells. In summary, this study indicates that alveolar macrophages exhibit large binding capacities for certain members of the BBIQ alkaloids. A positive correlation was observed between binding affinity to alveolar macrophages and the reported antifibrotic potency of these compounds, suggesting that the ability of these drugs to interact with alveolar macrophages may be a key step in inhibition of the progression of silica-induced pulmonary disease.

This report concerns the successful construction of Contract No. 287 of the Northeast Side Relief Sewer System for the Metropolitan Sewerage District of the County of Milwaukee. The contract involved the construction of approximately 3316 meters (10,880 feet) of tunnel concrete lined to 1.83 meters (72 inch) internal diameter; 30.48 meters (100 feet) of 1.83 meters (72 inch) reinforced concrete pipe jacked-in-place; a river crossing of approximately 107 meters (350 feet); 197 meters (647 feet) of 1.83 meters (72 inch) reinforced concrete pipe in open-cut; several diversion and flow monitoring structures; and miscellaneous manholes and appurtenances. The contract proposal, which was extremely prescriptive, did allow alternative methods of primary support consisting of precast reinforced concrete segments, steel liner plates, steel ribs with wood lagging, and combinations thereof in designated areas. The specifications required the contractor to designate which support scheme it intended to use. The specifications also required compressed air as a means of ground water control for approximately 2316 meters (7600 feet) of tunnel. The alternative selected in the bid proposal was the support method consisting of steel ribs and wood lagging for 2263 meters (7425 feet) of tunnel and steel liner plates for the remaining section. Shaft supports, by specification, were designed to be steel liner plate with steel ribs varying in size from 4.27 meters to 6.10 meters (14 foot O.D. to 20 foot O.D. ).

"The National Institute for Occupational Safety and Health (NIOSH) has recently developed a series of validated models utilizing computational fluid dynamics (CFD) to study the effects of air-blocking shelves on airflows and respirable dust distribution associated with medium-sized surface blasthole drill shrouds as part of a dry dust collector system. Using validated CFD models, three different air-blocking shelves were included in this study: a 15.2-cm (6-in.) wide shelf; a 7.6-cm (3-in.) wide shelf; and a 7.6-cm (3-in.) wide shelf at four different shelf heights. In addition, the dust-collector-to-bailing airflow ratios of 1.75:1, 1.5:1, 1.25:1, and 1:1 were evaluated for the 15.2-cm (6-in.) wide air-blocking shelf. This paper describes the methodology used to develop the CFD models. The effects of air-blocking shelves and dust-collector-to-bailing airflow ratios were identified by the study, and problem regions were revealed under certain conditions. The simulation results could be used for future development of dust control methods, particularly to address respirable silica dust, for a surface mine blasthole drill shroud.INTRODUCTION Surface blasthole drilling can generate considerable amounts of respirable silica dust. These high dust concentrations can be exacerbated by the high silica content as drilling cuts through silica-bearing materials such as sandstone and shale, causing overexposures for miners to respirable silica dust. These overexposures can lead to silicosis, an occupational lung disease that has no cure and is often fatal. A review of the Mine Safety and Health Administration (MSHA) respirable silica dust sample database from 2010 to 2016 for metal/nonmetal mining shows the following overexposure rates for occupations related to blasthole drilling: • 14.1% of rotary air drillers were overexposed to respirable silica dust (22 out of 156 samples) • 5.8% of rotary drillers were overexposed to respirable silica dust (9 out of 155 samples) • 7.3% of drill helpers were overexposed to respirable silica dust (3 out of 41 samples) • 7.5% of blaster/shotfirer were overexposed to respirable silica dust (3 out of 40 samples) Of significant interest is an x-ray surveillance study recently completed under the NIOSH Enhanced Coal Workers’ Health Surveillance Program (ECWHSP). This program offered free chest radiographs to surface coal miners in 16 states. Pneumoconiosis was found among 2.0% of the 2,328 screened miners with at least 1 year of mining tenure. Twelve miners had radiographic changes consistent with progressive massive fibrosis, and 9 of these 12 miners reported no underground mining tenure. All but 1 of the 9 miners worked at occupations that were in the vicinity of blasthole drilling, either as a driller, blaster, or blast crew member [1]."

An ore zoning technique developed by Climax geologists during the past forty years has been used to contour drill-hole assay values on cross-sections for fourteen porphyry molybdenum deposits in western North America, including the Climax and Henderson orebodies. Detailed geological studies of these large, complex deposits are essential in determining ore controls, which are the factors most critical to the zoning of MoS2 and to conceptualizing geologic models. The technique provides a detailed representation of the size, shape, grade distribution, and geologic continuity of the individual deposits. It demands a disciplined approach and adheres to rigorous rules while maintaining flexibility for adaptation to widely varying geologic conditions. By defining the limits that guide and control manual, computer-assisted conventional, and geostatistical reserve estimates, it exerts a strong geologic influence on the estimation process. A combination of ore zoning and geostatistical analysis of molybdenum deposits produces a significantly more accurate, precise, and defendable geologic reserve estimate than other methods.

THE UNIT process of adsorption involves two steps: 1) Loading of the adsorbent. 2) Recovery of metal values from the adsorbent. Charcoal is the adsorbent commonly used in extractive metallurgy. The discovery of the adsorptive power of charcoal from solutions is generally accredited to Lowitz (1785), who observed that several dissolved organic substances were precipitated on charcoal. Graham was the first to demonstrate that inorganic substances were also adsorbed on charcoal. In 1830, he reported that iodine dissolved in KI solution was adsorbed on charcoal. The introduction of continuous papermaking in the early 1800's was the beginning of the industry as we know it today. Since that time, the majority of the paper produced has employed an acid process. However, in the mid 1960?s, European producers began a transition to an alkaline papermaking process. Early European mill conversions to alkaline papermaking begun in the 601s, accelerated during the 1970's influenced by the dramatically higher cost for OPEC energy as well as the high cost of fiber and imported filler clay.

INTRODUCTION In this section, it is assumed that the reader is an engineer with sufficient training in underground mining work, preferably with budgetary control, to understand the mining methods outlined in other sections of this handbook. The mining-method descriptions are not repeated herein; only sufficient information is provided to enable the reader to comprehend the development of the costs presented. All costs are in 1977 US dollars, except where explicitly stated otherwise. CAPITAL INVESTMENT The capital investment in the underground mining portion of any mining property includes the following: 1) The development of original access involving adits, shafts, declines, etc. It includes the necessary equipment for transporting men, materials, and rock. 2) The purchase of mine equipment including loaders, underground haulage equipment, fans, pumps, electrical distribution, surface facilities associated with the underground mine, etc. 3) Sufficient preproduction mine development to assure steadily increasing production after startup. De- pending upon the mining method used, the preproduction development should provide a supply of three months to one year of ore that is developed and is ready to be stoped. Underground development also includes excavations other than shaft stations, loading pockets, sumps, etc., which usually are associated with the means of access and are excavated by the contractor. These excavations could include a crusher cavern, an ore- storage pocket, and underground workshops that may or may not be included by the shaft-sinking contractor. Portions of these could be delayed until after production begins, but it is preferable to complete them during the development phase, so there is no interference with the production buildup. 4) The staff and labor costs for all phases from inception through final production. 5) The provision of mine-surface equipment and facilities strictly applicable to the underground portion of the operation. The required facilities include a changehouse with a lamp room, a first-aid station, compressors, an electrical substation, workshops, a ware- house, water pipelines to the concentrator, water storage tanks, explosive storage, etc. A concrete-batch plant, a sand-fill plant, and boilers for heating may be required. 6) Other direct and indirect costs. 7) Engineering, design, and procurement costs. 8) Contingency allocations. 9) Contractor's fees, startup costs, and owner's costs. Original Access As part of a study for the US Bureau of Mines, Dravo Corp. conducted an extensive literature research survey covering underground operations in the United States between 1963 and 1973. Table 1 is compiled from the section of that study pertaining to the types of access to underground mines. Table 1 does not include distances attributable to the deepening of existing shafts, nor does it include shafts bored by raise drills or downhole machines that need existing underground workings for the disposal of the cuttings. During the period under review in the report ( 1963 through 1973). concrete-lined circular vertical shafts were the predominant means of providing the first access to a new underground mine; these shafts accounted for 80% of the original access in terms of the number of accesses completed, and 75% in terms of the total verti- cal linear distances. The inside diameters of the conventional circular shafts ranged from 3.7 to 7.0 m (12 to 23 ft). Most (72% ) of these conventional shafts were for production,

The Tolt Pipeline No. 2, West Snoqualmie Valley project, is part of a water supply project linking the Tolt reservoir in East King County to the City of Seattle through a nominal 2.13 m (7-ft) inside diameter conveyance. Receipt of the National, 2002Microtunnel Award provided recognition of the many challenges overcome by this project. Baseline conditions revealed in the Geotechnical Documentation included over-consolidated glacial deposits, landslide and alluvial deposits, artesian water, boulders up to 36-in in diameter, logs, heaving sands, and liquefiable soils beneath the river. Schedule constraints associated with setting the shafts in the floodplain of a salmon bearing river and the fickle performance of the river during those times it was not supposed to flood added to the challenge.

A residential metals abatement program has been underway in Butte for more than 20 years. More than 1,350 yard and attic cleanups were completed by the end of 2018; most triggered by lead. While the focus is on remediation of residential soil and house dust, the program also includes a blood lead monitoring program with identification and abatement of additional sources of exposure for children with elevated blood lead levels (BLLs). As specified in the remediation program, studies are being conducted every 5 years to assess BLL data collected from Butte children. The first two studies have evaluated over 6,000 BLLs from 2003 through 2017 and evaluated trends over this time period, by Butte neighborhood, and as compared to areas outside of Butte. These studies showed that rates of elevated BLLs (i.e., those above 5 µg/dL) in Butte children have declined dramatically since 2002 but have been declining much more slowly since 2011. Improved rates of confirmation testing are needed to verify the rates of elevated BLLs. While the RMAP likely has contributed to these declines in BLLs the magnitude of impact cannot be quantified.

The National Italian Regulation concerning environment protection imposes that industrial areas are provided with systems aimed at preventing the circulation of contaminated groundwater. These systems can be static or dynamic and operate basically by intercepting the contaminated flow. Their effectiveness, realization time and costs depend on the intervention type and on the features of the specific site. The selection of the best solution is complex and the results obtained by this selection may be affected by residual risks related to the uncertainty of the hydrogeological and geotechnical characterization of the site. With regard to the industrial area of Portovesme, located in the south of Sardinia, the paper presents the analysis of alternative interventions aimed at the protection of the groundwater. The attention is focused on the evaluation of their effectiveness, impact on environment and, finally, time and costs of construction.

With the increase of new mine development in the past several years, many coal mines have decided to self- perform the design and construction for their slope development projects. The development process of determining the proper configuration is challenging, and a major economical consideration. Greenbrier Smokeless Minerals engineering staff and consultants, along with DSI/American Commercial, developed a support configuration that was best suited for their slope. The developmental process took into consideration the length of slope, depth of slope at the high-wall transition, economics of a single or multiple entries, waterproofing, stresses on the steel supports and lagging during the backfilling operation. This paper describes the developmental concept of using a single entry, side by side configuration, using steel ?Banjo String? supports with steel plank lagging, to develop a long term permanent installation in a cut and cover application.

This paper covers several points of interest to mine engineers and planners involved in evaluating or conducting geostatistical coal reserve estimates. In particular, the ability to optimize borehole drilling locations and minimize drilling costs is addressed. Also discussed is the concept of confidence intervals for estimated coal characteristics obtained through geostatistical estimates and their importance in decision-making for mine planners. Finally, a discussion is presented on how geostatistics enables identification of invalid data points and actually forces strict attention to data editing and proper geologic interpretation.
