The Sacramento Regional County Sanitation District (SRCSD) has undertaken an interceptor expansion program to meet future wastewater needs associated with projected growth over the next 20 years. The Lower Northwest Interceptor (LNWI) will include over 17 miles (27 kilometers) of pipeline including 14 miles (23 kilometers) of dual force main ranging in size from 54- to 60-inch (137- to 152-centimeter) diameter and 3 miles (5 kilometers) of 120-inch (305-centimeter) diameter gravity pipeline. The estimated capital cost for the program is $331 million, with approximately $236 million in construction cost (as of November 2002). The project includes 4,700 feet (1,433meters) of tunnel including 2 crossings of the Sacramento River and one crossing of the Barge Canal, and 11 other smaller tunnel crossings beneath various creeks, sloughs, highways, and railroads. Preliminary design of the tunnels for the LNWI are discussed in this paper. The overall purpose of the preliminary design was to sufficiently define the project to allow planning level cost and schedule estimates to be performed. There have been changes to the project during final design including pipe sizes and configurations, tunnel and pipeline lengths and anticipated flows. This paper addresses only the preliminary design of the LNWI tunnels. Final design issues and changes made since completion of preliminary design are not addressed in this paper.

INTRODUCTION The widespread use of desktop computers by an ever increasing number of people, both for personal and for business and government uses, has brought public attention to surprising stories about computer abuse. Before the advent of microcomputers in the information processing environment, hundreds of amazing misdeeds involving large computers had already been reported, most of them perpetrated by highly skilled professionals. The undreamed enlarging of microcomputer potential has steadily posed a major threat to complex mainframe computing systems, as joyful teenagers become familiar with the habit of hacking around someone else's large processing system, by means of makeshift phone communication networks, based on their intended homework for personal computers -- for the sheer fun of it. Now, the never ending capacity and speed improvement of commercially available micros has given rise to a brand new concern for society: the hazards of processing sensitive information in the powerful, but still unsafe microcomputer itself, whether or not linked to other micros or mainframe networks. This paper deals with some aspects of the problems and presents some practical hints as to enhance protection and minimize risks to sensitive and secretive information when processed on microcomputers. The physical considerations of computer security and pertinent safety precautions will not be discussed, because while essentially relevant to information protection, recommendations are well defined by processing resources suppliers and their importance is more widely recognized by users in general. Definitions and Classifications. The following definitions and classifications will be considered in this report: Information Assets: Any knowledge or information processing, storing or conveying device displayed in one's environment. It consists of two main categories: INFORMATION RESOURCES: End user's application data wherever recorded. PROCESSING RESOURCES: EDP skilled user's hardware, software, peripherals, magnetic media, communication devices, auxiliary equipment, supplies and related operational procedures. Information Protection: In a broad sense this is the set of necessary procedures to assure to the legitimate user the effective control of the operation and allow modifications of information assets, so that their physical or cognitive integrity be preserved or any unexpected loss minimized inspite of accidental occurrences or intentional actions. Classification Processes: Commonly two classification processes are used to define key terms in information protection: SENSITIVE CLASSIFICATION: Pre-defined standards for assessing the vulnerability to losses due to lack of proper processing continuity if information is destroyed, disclosed, secluded, or misused. SECRECY CLASSIFICATION: A spectrum of degrees as to the expectancy of holding exclusiveness of unique information whose destruction, disclosure, seclusion or misuse will cause a negative impact on the legitimate holder environment. Sensitive Information: Any knowledge whose destruction. disclosure. seclusion or misuse - - - implies losses to its legitimate holder. A computer program has been developed to simulate evacuation of a mine in various configurations. The simulation input variables include characteristics of the mine, expressed, in the form of a network of passages, properties of hoists and hoisting strategies, initial miner positions, ventilation and compressed air velocities, stench warning system and self rescuer capabilities. The simulation can be carried out for cases in which there is no fire, i. e. , fire drill simulation, or for cases in which there is a fire at any arbitrary location. The fire is assumed to generate gases which impede movement of miners in the gaseous region. However, the thermal effects of the fire are not considered. The simulation output include the evacuation time for each miner, movement of the hoists, propagation of smoke through the mine passages and smoke exposure of the miners. Several illustrative simulations have been carried out to verify validity of the program and to demonstrate its capabilities. The computer program has been able to predict evacuation time, within 5 percent, for an actual fire drill. It is believed that this program can be used to evaluate evacuation performance of a mine, identify problem areas and demonstrate improvements due to the recommended corrective actions.

INTRODUCTION The utilization of longwall mining technology in the United States has steadily increased since the first longwall plow system was installed in 1952. At the errs of FY 1992, some 76 coal mines were employing longwall mining systems for coal extraction, and approximately 78 shearer and 3 plow faces are operating nationwide at any given time. Although the number of operating longwalls has remained relatively constant over the last five years, longwall production levels have increased significantly during this period. During the same timeframe, the number of continuous miner sections has decreased by 13 pct., from approximately 1438 in FY 1988 to less than 1250 in FY 1992. According to Mine Safety and Health Administration (MSHA) data, the average production of longwall sections increased from approximately 2400 tons per shift (tps) in FY 1988 to more than 3100 tps FY 1992. In fact, the average production has more than tripled since 1978, when it was only 850 tps. Approximately 25 pct. of operating longwalls are capable of producing in excess of 4000 tps. Longwall production currently accounts for nearly 36 percent of U.S. underground coal production, compared to 4 pct. in 1978. These improvements are attributed to improved longwall equipment and increased availability, larger longwall panels and automation. While longwalls are highly productive and offer other advantages, operations employing this method of mining continue to experience dust compliance problems more frequently than other mining system. Although dust levels have remained relatively unchanged over the past five years, averaging 1.6 mg/m3 and 1.9 mg/m3 based on results of operator and inspector sampling, respectively, during FY 1992, approximately 25 pct. of the operating longwalls were in noncompliance during any given bimonthly sampling cycle. Although modest gains in longwall dust control technology have been made, these have been overshadowed by significant increases in production rates. As more coal is mined, more dust is generated (Figure 1). Therefore, the increase in longwall productivity has meant that far more dust is being produced which must be controlled. [ ] In view of the current compliance record, any efforts to further increase longwall output, as has been forecasted, must be accompanied by: (1) the reduction of dust levels at existing operations through the proper installation and maintenance of suitable engineering dust controls; and (2) the advancement of dust control technology for today's and future longwalls that will enable all face personnel o work in an environment that is free of excessive levels of respirable coal mine dust. MSHA'S RESPIRABLE DUST CONTROL PROGRAM Since 1972, federal regulations have required each coal mine operator to continuously maintain the average concentration of respirable dust in the mine atmosphere during each shift in the active workings at or below 2.0 mg/m3 through the application of environmental dust control methods. Evaluation and subsequent development of a quarry in east-central Missouri was based on a general but brief examination of outcrops and core from five (5) test holes. Neither core, outcrops, nor existing quarries in the general area gave any indication of potential major problems. In the third year of operation large areas of collapse rubble, consisting of green shale and large blocks of limestone and sandstone, were encountered. Their size and random distribution resulted in both blasting and quality control problems. By the fourth year of operation, production costs became prohibitive and the site was abandoned. Prior to dismantling the plant a geologic investigation, which included shallow seismic and resistivity surveys, was made of the unmined portion of the lease. The collapse dolines appear to be related to structure and predate development of the modern topography. Surface indications of these features are few. The seismic profiles were especially helpful in plotting their distribution. Geologic relationships and seismic data developed at this site are being related to similar suspect areas in Missouri and have been useful in their evaluation.

A study was conducted to assess the feaeibility of increasing the heap height above one lift at the Alligator Ridge Mine. This study concentrated on the physical aspects of the heap and liner performance. Two principle aspects were addressed during this investigation: (a) the adequacy of heap permeability under present and future loading conditions; and (b) the adequacy of the liner to limit seepage losses. Field and laboratory test a were performed and their details and results are presented. It was concluded that the permeability of the heap would remain adequate for higher heap. The geometry of the heap will be the major constraint. It was also concluded that the liner would perform satisfactorily beneath higher heap.

Phosphate is one of the most important minerals in our world today. It contains the life-giving element of phosphorus, which is essential to the growth of every living cell in plant, animal, and man. This vital mineral is found in twenty-three states of the United States; however, for more than 70 years, Florida has led the nation in phosphate-production and now produces 70% of the requirements of this country. Since the early 1880% when rich phosphate deposits were accidentally discovered in a river-bed in Central Florida, the industry has developed into a multi-million-dollar operation. Phosphate mining began in Florida in 1887 with very crude methods and equipment. The original process was necessarily slow and tedious, resulting in total production of 3000 tons in 1888. Progress was made in improved mining operations, and by 1894. Florida had grabbed the lead as the nation?s largest phosphate-producing area, and is still in the top position.

Arizona, in 1966, has continued to be the site of an extensive and intensive search for metallic mineral deposits. Over fifty separate entities--companies and individuals--have been actively engaged in mineral exploration programs, both large and small, in the Basin-and-Range portion of the State. Certainly, copper has been primarily responsible for the major efforts, although associated gold, silver, and molybdenum mineralization also has been important in the economic evaluation of potential copper deposits. It is not difficult to explain why the Basin-Range portion of Arizona is receiving such attention. Part of the story, undoubtedly familiar to most, can be illustrated by reference to three graphical presentations. For example, Figure 1 shows Arizona's annual copper production for the period 1955-1965, inclusive, and it demonstrates that new records of production have been accomplished in each of the past 6 years and in 9 of the last 11 years.

Increasing conveyor capacity and reliability is a common goal for many underground mines. This task is especially challenging when you must work with existing structure, belt, etc. Meeting this challenge, The Pittsburgh & Midway Coal Mining Co. North River Mine switched from constant fill to actively controlled fluid couplings, realizing a capacity increase from 2,100 tons per hour (2,300 stph) to 2,550 tons per hour (2,800 stph), with improved reliability. This paper will present a case study of The Pittsburgh & Midway Coal Mining Co.'s North River Mine underground conveyor haulage system. These conveyors included the main line conveyors as well as a tension controlled tripper booster panel conveyor. Characteristics and performance of the coupling and control system will be illustrated, demonstrating the systems controllability, simplicity, and dependability.

A really extensive acid sulfate-altered and mineralized rock in the southeast Red Mountains area is noted for its association with naturally occurring and mine-related acidic and metal-rich waters. Integrated geologic and aqueous geochemical studies demonstrate that the degree of metal mobilization and acid production in natural waters correlates well with the type of hydrothermally altered rock and structural features in which these water interact. Quartz-sericite-pyrite, quartz-alunite, and argillic alteration assemblages are associated with some of the most naturally acidic, high-metal waters in the study area; calcite-bearing propylitic rocks are related to the most pristine waters and buffer sulfate-rich, acidic waters produced by pyrite oxidation. Trace metals in natural waters are mostly derived from enargite, zinc-rich tetrahedrite and sphalerite. Pyrite oxidation contributes very little with respect to base-metals in these natural waters.

The human requirements have increased rapidly depending on population density and urbanization thus industrialization has grown steadily. As a result of the situation, the greenhouse gas emissions into the atmosphere and the global warming have increased slowly. Today this effect has continued to increase. Therefore, the effects of greenhouse gases in all areas of production must be controlled. The study presents the methods of determination the CO2 emissions (CO2-e) and energy consumption in aggregate production. The aggregate constitute approximately 70% by volume of concrete that has widespread use as construction material in the world. One of the most important elements in today's terms is sustainable use of resources and minimum CO2 emissions (CO2 + CO + NOx + CH4.vb.) at every stage of production of aggregate. Therefore, these elements must be taken into consideration in the aggregate production standards. The choice of production method of aggregate is very important for optimum use of energy and effects of greenhouse gas emissions. So the properties of the aggregate material must be known well to obtain the target. Within the scope of this study, the unit value of CO2-e that release when the production of aggregate in different formations is determined for our country. Thus, the effects of green house gas emission can be evaluated according to the characteristics of material in aggregate production planning. In this study, energies consumed during the production of aggregates at a quarry in Istanbul Cendere region were investigated by taking the different formations encountered at the quarry into consideration. The unit CO2 emission values per ton of produced aggregates were calculated as a result of this investigation. Besides, energy consumption values of previous months at this quarry were taken and the unit CO2 emission values were also calculated.

Determination of fracture toughness using the semi-circular specimen, the chevron edge notch round specimen, the short rod specimen and the cylindrical burst specimen, are critically reviewed. These methods, among all, are the most applicable for fracture toughness determination of rocks. They require minimum machining. Samples are small, and testing procedures are simple. They have a sound analytical basis and allow the fracture toughness to be determined without measurement of fracture length.

The most common method used for cleaning the fine fraction in today's coal preparation plants is froth flotation. Past research and practice has found that froth flotation achieves excellent separation efficiencies for fine coals having only a small fraction of middling particles. However, its efficiency decreases sharply as the concentration of middling particles increases due to the flotation of high-ash particles having a small amount of hydrophobic coal present at the coal surface. Since gravity-based processes are much more efficient at treating middlings, the application of centrifugal washing for fine coal cleaning has been studied with an emphasis on the primary cleaning of fine circuit feed. Results will be shown from a parametric study using a Falcon centrifugal concentrator which reveals that the separation performance is a function of particle size, bowl geometry, feed solids content, and feed rate.

Metallurgical balances are fundamental to the successful design and operation of concentration and dewatering circuits. With computerized balance techniques gaining prominence in recent years, it is essential that engineers understand the basic principles that underlie the new methods, as well as the various applications for design of new plants and analysis of existing operations. This chapter discusses two important types of metallurgical balance: (1) steady-state design (2) operating data adjustment Application of computerized steady- state design balancing is demonstrated through the example of a typical copper concentrator flowsheet. Operating data adjustment to achieve a consistent balance is demonstrated for a typical concentrator operation.

Meldon Quarry is a seemingly rare occurrence of acid rock drainage (ARD) in a quarrying operation.4 With surface waters discharging to a tributary of a salmon-bearing river, it is subject to stringent discharge conditions. The quarry predates effective environmental management, and preventative, control and treatment measures were not implemented until relatively recently. However, retrospectively implementing standard preventative approaches at the site is costly, technically difficult and of uncertain benefit. This paper overviews the recent site history and introduces data from a demonstration by KEECO (UK) Limited of its Silica Micro Encapsulation (SME) water treatment technology.

INTRODUCTION The Bureau of Mines (The Bureau) remote sensing researchers at the Denver (CO) Research Center, have been investigating computerized methods to detect and map surface linear features called "lineaments" for ground hazard assessment in mines. Many of these lineaments at the test mine site were found to correlate to subsurface geologic discontinuities such as faults, fractures, and joints that intersect coal seams at depth. These features adverse1 y affect the roof and rib integrity in underground mines, thus contributing to rock failures that may result in injuries to mine workers and loss of production. Advance knowledge of the existence of such hazardous geologic features can aid in mine planning and development. Lineaments may be observed in a variety of images of the earth's surface. Linear features that can be observed using Landsat mu1ti spectral scanner data (MSS) images range from regional (greater than 3 miles in length) to an intermediate length of from 1 to 3 miles. These images are recorded in discrete radiation bands in the green, red, and near-infrared portions of the el ectromaynetic spectrum. These data are acquired from the EROS Data Center of the U.S Geological Survey, Sioux Falls, SD, in digital format on magnetic tapes that are suitable for processing on certain minicomputers. Shorter lineaments length (less than 1 mile) can be observed in high- to low-a1titude aerial photography, radar, and infrared images with image scale ratios of 1:1,000,000 or less. These linear features can correlate to smaller dimensioned faults, and to fracture and joint sets at the local geologic scale. Other informational sources can help substantiate 1ineament analyses, such as well logs, mine naps, topographic data, and geophysical data acquired over the study site. The mine environment is dynamic and operating conditions change continually and are difficult to predict. New equipment, variable geological conditions, modified layouts, and different equipment operators make monitoring and control system difficult to apply without continual software maintenance. The paper reports on algorithms that were developed, encoded with Knowledge Craft Tools, and tested on underground coal mine data to adapt to the dynamic environment. The system receives data from sensors in near real time and then identifies patterns in the data. Using a set of mode features the data is automatically checked to determine the present operating mode. When the operating mode changes from the previous shifts, the system automatically learns the new mode characteristics and uses that mode context for further data analysis. The concepts presented in this paper are applicable to a wide variety of mining scenarios, not just underground coal mining.

A plane strain two-dimensional finite element model employing the method of negative reaction loading has been used to model roof collapse and subsidence resulting from the underground gasification of coal in regions of soft overburden such as that found in Texas. The model included dry zones of rock around the cavity. Roof collapse was included by considering the final state of stress in the elements and removing those that had undergone tensile failure. The two-dimensional plane strain model was extended to include thermal loading and thermal softening of the roof rock. Roof collapse initiation and growth of the cavity were modelled by examining the portion of the rock immediately above the cavity under thermal and hydrostatic load. The model was extended to include linear creep using the method of incremental strains. The overburden was modelled as a generalized Kelvin material.

Geochemical returns from commercial analytical laboratories are often delayed because of postal and other bulk distribution inefficiencies. Consequently, minerals exploration programs are handicapped due to insufficient time for treatment, analysis, and diagnosis of the data. The minerals industry lacks a system for rapid transmission of geochemical data which allows immediate entry into statistical and plotting routines. Over the past three years, Houston International Minerals Corporation (HIMCO) has developed a computer-based system to receive, treat, and distribute geochemical data. In the past two years, Bondar-Clegg (Denver) and Chemex (Vancouver) have developed systems to transmit' data directly to HIMCO via the world-wide Boeing Computer Services (BCS) network. The main benefits to HIMCO have been ten less days for reporting turnaround, ten less days for keypunching, less data handling, accuracy. The benefits to the laboratories have been improved in-house data management, reporting, and HIMCO's increased geochemical activity.
