The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

The latter half of the 20th century has seen the proliferation of a series of codes to address commodity needs which were brought about by rapidly advancing technologies and the globalization of markets and consumerism. This paper addresses the specific needs and the origin of this surge and presents these codes in the context in which they were developed. It also compares the main codes or groups of codes and elaborates upon their strengths and weaknesses. Three main categories of codes are identified, namely codes for reporting to international agencies, codes addressing government needs and, finally, codes for the investors and the stock market. Codes governed by international agencies usually relate to strategic commodities which have highly specialized fields of usage such as nuclear power generation where international cooperationis eventually the only viable approach for both the development of technologies and their applications. Codes for reporting to governments address the necessity of each state to exploit its mineral potential profitably and to secure the preservation of wealth for future generations. Reporting to investors is experiencing a considerable popularity as of late because of globalization in mining and the growing need for outside financing of mining projects, whose capital requirements are getting out of reach for the average mid-cap mining company. All these codes have advantages and shortcomings dictated by the specific circumstances under which they were developed, therefore necessitating the definition and implementation of some kind of international standard whereby investments and the spread of information across political boundaries would be facilitated. Though none of these codes might ever become international in the true sense of the word because of significantly different legislations at national level, a step that would greatly contribute to the cross-border disclosure of information would be the reciprocal recognition of competent persons by the major mining countries, including China and Russia. It is also becoming essential that financial institutions and investors be properly advised on mining projects by reporting reserves and resources in a transparent and responsible way with the relevant public disclosures being compiled by professionals who take full responsibility for their submissions. A large opencast gold mining company in Africa had just completed a feasibility study for an expansion of the operations. A traditional net present value project valuation methodology had been used that showed a very positive net present value (NPV). The project team had conducted a qualitative risk assessment that identified and logged all potential project risks and had subjectively incorporated 'risk' via the discount rate and other assumption contingencies around gold price expectations, operating parameters, etc. Management requested that an independent quantitative risk modelling approach be adopted to obtain a better understanding of the impact of risk on the overall project valuation and confidence level in the final valuation. A detailed project valuation model was configured in the Cyest Carbon Modelling Technology platform, and the stochastic modelling module used to perform the Monte Carlo simulations. Analysis of historical operational performance data relating to actual achievements versus planned and budget determined the historical variability of the underlying parameters as well as variance to budget. This was done at a detailed level for mining rates and costs, processing rate, costs and recovery, and other operational efficiency measures. External market assumptions relating to gold price, exchange rate, and inflation were modelled and the dependency between them modelled using a copula. This case study will demonstrate the approach taken to building and populating the quantitative risk model and the overall results of the Monte Carlo simulation. The final valuation demonstrated that the project had a 44 percent probability of an NPV less than zero i.e. a 44 percent chance of project finance loss.

Laser metal deposition (LMD) is an additive manufacturing technique whereby a stream of metal powder is consolidated by a focused laser beam on the surface of a substrate or engineering component. The interaction zone between the laser beam and powder particles is scanned superficially, generating tracks of deposited material. The tracks are overlapped in a deposition strategy in accordance with slices of a CAD model. Successive layers of material are built up to fabricate a near net shape part. In this work, the technique is used to fabricate metal matrix composites (MMCs) by using an elementally blended feedstock combining metal and ceramic powders in the melt pool, which melt and solidify to create the required morphology. Ti6Al4V + TiC MMCs were produced with 10, 20, and 30 vol.% reinforcing ceramic, and Zr + TiC MMCs were fabricated with 10, 20, and 30 vol.% TiC. The deposited thin walls were analysed using optical microscopy, scanning electron microscopy (SEM) with energy dispersive spectroscopy (EDS), and indentation testing. In both systems, the analysis revealed the presence of partially melted TiC particles embedded in the metal matrix along with fine dendrites of re-solidified ceramic. The dendritic structures in the Ti-based composites were confirmed as TiC, whereas in the Zr-based composite the Zr metal reacts with theTiC to form ZrC, leaving Ti in solid solution. Both the MMCs show an increase in microhardness with increasing ceramic (carbide)content, reaching a peak HV0.1 value of 500 in the Zr- based MMC and HV0.1 of 550 in the Ti based MMC.

Société le Nickel (SLN) exploits the Dôme lateritic nickel orebody at its Tiébaghi operations in New Caledonia. The site geology has an obvious bearing on recovery and metallurgical performance, and the controls are extremely complex at all scales: lithology, oxidation-reduction conditions, mineralogy, and multivariate geochemistry. In that context, establishing an adapted recoverable resource estimation method that is efficient and transparent proves an interesting challenge. The method must address the key notions of: ? Support effect: the exploration data-set can only warrant the estimation of large panels 20×20×3 m3, which are much larger than the selective mining units (SMUs) of 5×5×3 m3 ? Information effect: the selection at production stage uses estimates based on information much denser than that available for mine planning. The problem is rendered more complex in this type of deposit by the fact that the additive variables used for any estimation process (metal accumulation and ore tonnage) are not the ones used to establish the selection at mining stage (i.e. the nickel grade of SMUs, which is the ratio of accumulation on tonnage). Eventually, the selection criteria involve not only Ni grades but also other constituents such as Al2O3, Fe2O3, MgO, and SiO2. The solution presented in this paper is the construction of a platform of SMU multivariate simulations in the saprolitic horizon, together with efficient post-processing aimed at producing the multivariate recoverable resource estimates. The efficiency constraints imposed by the number of blocks to be simulated (1.5 million) lead to resorting to direct block simulations. The underlying multivariate discrete Gaussian model (DGM), the validity of which is tested beforehand, is put to good use to mimic the selection process at the mining stage, by offering the ability to simulate in each block a composite value located at random within the block. Finally, the paper presents the application of a scenario reduction algorithm to pick a representative subset of a few simulations to help appraise the risk attached to the downstream phases (reserve optimization, mine sequencing) of the project. The implementation presented here is for the first generation of the Scenario Reduction plugin built in Isatis software, where measuring the distance between the initial set of scenarios and the reduced set is based on Ni quantities only. Research is under way to adapt the measure to the true multivariate nature of the problem.

The present study was carried out to investigate the impact of slag refractory lining reactions on the formation of inclusions during ladle treatment of steel. The experiments were conducted on an industrial scale in the ladle at Uddeholm Tooling AB in Hagfors, Sweden. The inclusion chemistry and population during ladle treatment were studied along with the composition of the ladle glaze, taken from the ladle lining. The inclusions in the steel were classified into four groups according to the Swedish standard SS 111116. SEM/EDS analyses were carried out to identify the phases present in both the inclusions and the ladle glaze. The number of inclusions in the steel before deoxidation was found to increase with the ladle age, i.e. the number of times the ladle had been in use. A similar increase was also found after vacuum degassing and before casting. A great portion of inclusions before casting was found to be supplied by ladle glaze. This observation was further confirmed and explained by thermodynamic analysis. The present results show that ladle glaze is a major source of inclusions in the ladle at Uddeholm Tooling. This paper describes how knowledge of the orebody morphology and ore morphology can be used to optimize the planning, mining, and metallurgical output from an open pit copper mining operation, such as to significantly increase the stability of the whole value chain process, and increase the reliability and value of the process outputs. In the case under consideration, the orebody contains both copper and cobalt. This in itself provides a challenge, in that the two metals do not occur in consistent ratios across the orebody as a whole. Furthermore, mineralogical differences within the orebody have a significant impact on plant performance in terms of throughput rates, acid consumption, and recoveries. In order to stabilize and optimize the plant performance, it is necessary to firstly have a complete understanding of the geometallurgical factors that affect performance, and then to have a sound knowledge of how these are distributed within the orebody. These models then inform the mine planning strategy that optimizes cash flow and NPV, and also allow the development of a stockpiling strategy that not only stabilizes the plant, but also allows variations in the plant feed according to ore type and grade in volatile price scenarios. Integral to the realization of these opportunities is the establishment of an appropriate measuring, control, and reconciliation system, customized to the optimization objectives. The paper describes how all of these factors and strategies can be integrated to produce optimal value from the orebody through to final dispatched product. It also shows the significant value that can be released through such an approach.

Xstrata?s Lion Project is underway, with commissioning expected in the third quarter of 2006. The new smelter will utilize Xstrata?s patented Premus process, and the competitiveness of the Premus process is discussed.

"SynopsisThe need to reduce weight while maintaining good mechanical properties in materials used in the automotive industry has over the years seen an increased exploitation of various steels to meet this new demand. In line with this development, the ferritic stainless steel family has seen a wide application in this industry, with the AISI 436 type increasingly being used for automotive trims and mufflers for exhaust systems, as well as a significant part of this steel’s application being for the manufacture of wheel nuts and wheel nut caps in trucks, mainly through the deep drawing process. However, there have been reports of some poor surface roughening of this material during deep drawing, with tearing and/or cracking also reported in some instances. This has been suspected to possibly be associated with some local differences in localized mechanical properties between grains and grain clusters of the rolled and annealed material.In order to investigate the poor surface roughness exhibited by AISI 436 ferritic stainless steel (FSS) during deep-drawing, Lankford values (R-mean and ?r), grain size, and microtextures of various sheet samples from this steel were studied. The chemical composition range for the samples was 0.013–0.017% C, 17–17.4% Cr, 0.9–1% Mo, and 0.4–0.5% Nb. The steels were subjected to various hot and cold rolling processing routes i.e. involving industrial direct rolling (DR) or intermediate annealing rolling (IR), and the drawability and final surface qualities of the steels were compared. It was found that the DR route gave an average R-mean and ?r value of 1.9 and -1.4 respectively, while the IR route yielded an average Rmean and ?r value of 1.6 and 0.52 respectively. The high ?r value for the DR processing route had a substantial adverse effect on the drawability. IR samples exhibited a smoother surface finish on visual inspection, while clear flow lines were visible on the DR samples, despite the fact that DR is the preferred industrial processing route due to the reduced production costs it offers. This observation was also confirmed through SEM examinations. The difference in the surface quality was attributed to microtexture. However, the mechanism responsible for this difference still needs to be identified."

This paper describes measurements of current and voltage done on submerged arc furnaces. The aim is to focus on and attempt to separate from one another the electric arc current and the current bypassing the arc through the charge. Toward this goal two measurement campaigns on AC-arcs burning on coke beds are ac-counted for. The first was done on a 150 kVA pilot furnace at SINTEF in Trondheim Norway, and the second one was done on a 48 MVA industrial furnace run by Icelandic Alloys in Iceland. The measurements were compared to simulations employing an advanced MFD arc model. The main results are that a coke bed does not necessarily behave as a linear conductor. However the warmer chemically transformed part of an operating Si-metal or FeSi furnace probably exhibits linear behaviour and passes a considerable fraction of the phase current, perhaps on some operating conditions, as much as 50%.

The Orange-Vaal River system is known to be the primary secondary source for alluvial diamond deposits in the northern Cape and along the west coast of Namaqualand. The higher order sources for diamonds contained within this system are still not defined entirely to satisfaction, but certainly include kimberlite pipes exposed in the catchment regions of these rivers. The focus of alluvial diamond mining along the Orange-Vaal system recently changed from the traditional areas in the upper catchment regions?the Barkly West, Christiana, Bloemhof, Wolmaranstad, Schweizer-Reineke region, and the lower regions near the mouth of the Orange River at Baken, Alexander Bay and Oranjemund, to the area between Douglas and Prieska?the so-called mid-Orange region (Figure 1).

Iron ore pellets are a preferred feedstock for ironmaking. One method used for pelletizing is the grate-kiln process, first established in 1960.During the past decade, the establishment of new grate-kiln plants has increased rapidly, especially in China, and new constructors of pellet plants have started to operate in the market. It is well known that the grate-kiln method yields a superior and more consistent pellet quality compared with the straight-grate process. However, certain issues exist with the grate-kiln plant, which are discussed here, together with proposed practical solutions.

Electric furnaces used for smelting and those used for scrap melting exhibit different performance profiles in terms of electrical characteristics. However, the underlying principles are the same for either case. The rationalization of these variables is a major concern for furnace operators and designers. This paper presents the results of a two year study of high speed real time data from a number of electric furnaces around the world, covering a very wide range of design philosophy and product manufacture, to provide a better mathematical insight into rationalizing the furnace operation.

Labour protection, that is prevention of occupational disease and reduction in the frequency of accident, has always been a matter of major concern of mining industry. Management and the government should promote and maintain high safety standards through some measures to reduce accident frequency and occupational disease. This can be achieved by using the science and technology for improving the working conditions, educating workers and managers about accidents and prevention techniques. The detailed analysis of an accident requires knowledge of many factors such as location, time, type, cost of accident, victim, nature of the injury, personal and environmental factors etc. that can be obtained from the standard coded accident report form. There is a need to prepare safety data in a common format to produce a common safety reporting system and ‘Occupational Health and Safety Management Tool’ is being designed to manage this by using database and Internet technology. Precautions should be taken according to results from database queries by providing comprehensive and accurate national data. To have an accident is unfortunate, however, to have an accident and learn nothing from it is unforgivable. Abstract The design of deep excavation pits in rock mass is dependent as well on the mechanical properties of the rock mass as for example the orientation and the type of discontinuities like bedding planes, joints and fissures, the length of the discontinuities (persistence), the grade of weathering, the strength of rock mass, and the shear strength in the discontinuities, etc., and also on the respective boundary conditions specific for the project, and here especially the geometrical boundary conditions. The basic mutual influences and interactions between these boundary conditions are explained and exemplary presented at an excavation pit with a depth of 18,5 m, situated at a slope with a surface near groundwater table. Résumé La planification des excavations profondes dépend aussi bien de la qualité mécanique du roc, par exemple la location de la texture de la surface de moindre résistance, le degré de rupture, le degré de décomposition, la dureté du roc et la résistance limitée au cisaillement de la texture de la surface de moindre résistance que des conditions limitées spécifiques pour le projet, ici en particulier des conditions limitées géométriques. Les influences et interactions essentielles et mutuelles entre les conditions limitées isolées seront expliquées et présentées à l’aide d’une excavation 18,5 m de profondeur, située sur une pente où le niveau des eaux souterraines est près de la surface. Kurzfassung Die Planung tiefer Baugruben im Fels hängt sowohl von den mechanischen Eigenschaften des Fels wie z.B. der räumlichen Lage des Trennflächengefüges, dem Durchtrennungsgrad, dem Verwitterungsgrad, der Gesteinsfestigkeit sowie der Scherfestigkeit des Trennflächengefüges als auch von den projektspezifischen Randbedingungen hier insbesondere von den geometrischen Randbedingungen ab. Die wesentlichen gegenseitigen Einflüsse und Interaktionen zwischen den einzelnen Randbedingungen werden aufgezeigt und an einer 18,5 m tiefen Baugrube in Hanglage mit oberflächennahem Grundwasser vorgestellt.

In today?s high tech world, systems are getting bigger, faster, better. To remain at the leading edge, in any business, depends on accurate but flexible design thereby allowing operational managers to provide alternatives to improve their operations. The ultimate goal is to deliver to plan, with optimum economics. Mining is no different, with falling prices and escalating costs, improved margins become the focal objective. There are many ways to achieve this, ranging from operational efficiency improvements through production scenarios to planning initiatives. Of all, planning usually receives the least attention, yet it is the area of most influence on the NPV of the reserve. With computer technology, numerous concepts and iterations are possible thereby closing the gap between optimal and actual design. This paper discusses the application of the split shell design at the De Beers Venetia open pit in South Africa.

This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

This paper presents a unique method of monitoring the effectiveness of the planning process as well as the execution of mine plans. The method primarily determines the degree of deviation from the original mine plans by comparing actual mined areas to initially planned mining areas. The performance of mining operations is also measured by comparing actual and planned tonnages for a particular period. Once the degree of deviation from mine plans has been established the cause/s of the deviation can be determined through a simple fault tree analysis. Accurate identification of the reasons of deviation can aid the mine in selecting possible methods to correct the deviation. It is, however, beyond the scope of this paper to discuss the methods employed in correcting such deviations, as each mining operation will have unique causes of plan deviation and methods of remedying them. Deviations from the plan greatly affect the yields obtainable, which in turn affects the life of mine, thus having negative economic and financial implications. Accordingly, this paper presents a project management method which aims to reduce risk by improving planning systems to ensure optimum overall extraction of coal reserves.

"As demand for copper and precious metals continues to grow, the need to develop new supplies increases. In the imminent future, the new large global ore bodies are more complex, with enargite, tennantite and tetrahedrite as the abundant contained mineralogy. These resources also contain considerable gold and silver. As such, direct treatment by conventional smelting is prohibitive due to the potential environmental impacts and copper quality issues. This paper outlines the effective application and associated economics of industrially proven Alkaline Sulfide Leaching (ASL) hydrometallurgical technology to an enargite concentrate for selective removal and recovery of arsenic, antimony, gold and silver, leaving a clean high-grade copper concentrate. The fundamentals behind the technology are described, along with those of hydrometallurgical arsenic fixation and stabilization. Flowsheets and unit operations are elucidated, along with an in-depth economic analysis. INTRODUCTION Hydrometallurgical methods can be employed for treatment of gold-, arsenic-, antimony-, tin- and mercury-containing materials, concentrates and ores, as well as complex ones containing any number of metals (Conner & Anderson, 2013). The alkaline sulfide leaching (ASL) system is one of these. It is essentially a mixture of sodium sulfide and sodium hydroxide with other meta-stable alkaline species as required. This is a unique hydrometallurgical system beause it is a very selective lixiviant for the distinct leaching of tin, gold, antimony, arsenic, tellurium, silver and mercury (Anderson, 2000, 2001a, 2001b, 2002, 2003, 2012, 2014; Anderson & Twidwell, 2008a, 2008b, 2010; Anderson et al., 2004, 2005; Glazkov & Tseft, 1961; Gnatyshenko & Polyvyanni, 1961; Nadkarni et al., 1975; Nadkarni & Kusik, 1988; Polyvyanni, 1963). Worldwide, ASL technology has been employed industrially in the former CIS, China and the United States for the production of antimony (Anderson et al., 1992, 1994; Anderson & Krys, 1993; Holmes, 1944; Kaloc, 1967; Nordwick & Anderson, 1993; van Stein, 1971)."
