The 86th Annual General Meeting of the South African Institute of Mining and Metallurgy was held in Kelvin House, Johannesburg, on Wednesday, 17th August, 1983. Professor A. N. Brown (President) was in the chair, and declared the meeting open at 16h05. This account of the proceedings includes only those matters that are not reported under the heading `Annual report and accounts' elsewhere in this issue.

The chronology has been well researched, and the book defines al the milestones. It is a pity that there is no map of the early gold finds in South Africa, which would have offered a comparison with those shown of Australia and the USA. Nevertheless, the 'Pre-cyanidation, Cyanidation and Technical Development' eras fall logically into place, and reflect on the advances in social history and civilization, as well as in technology.

A method for the calculation of the economic optimum spacing of raise connections in 'scattered' mining layouts is described. The method of calculation and the results obtained in a case study are presented. An indication of how the overall optimum spacing (which satisfies both economic and geological considerations) can be determined is also given. " The case study demonstrates that, even with the present strike-cleaning systems,significant savings in working costs can result from an increase in the spacing between raise connections. Furthermore, improvement of the present systems would result in a considerable increase in these savings.

This paper describes the design and construction of the first experimental underground rockcutting machine from measurements of cutting forces determined in tests on small rock specimens in the workshop. The deficiencies of this design, revealed by stoping with almost identical rockcutting machines, are described. An account is given of the design and construction of further experimental machines incorporating substantial improvements which made them technically feasible for use in production.

An overview of methods of manufacture is presented, as well as the results of laboratory experiments on the making of stainless clad steels. , It is concluded that stainless clad steel can be made in South Africa with existing rolling equipment, and that good bonding between the two materials depends on clean mating surfaces, proper edge welding, and a minimum reduction of 25 per cent at a rolling temperature of 120O"C. In practice, a minimum reduction of 70 per cent at 1100cC is recommended. : Suggested applications for clad steel include parts and equipment for the chemical, petrochemical, marine engineering, and mining industries, for the building sector, and for household appliances.

The hydraulic transportation of relatively dense slurries for backfill purposes is typically carried through vertical and horizontal pipelines under gravity. Wear in backfill pipelines has become such a major problem that it is now one of the main reasons for the relatively slow build-up of placed backfill in spite of encouraging performance results in the gold-mining industry. This paper describes tests on pipeline wear that were carried out on classified tailings from the backfill plant at Vaal Reefs East. The testwork was carried out under various conditions of slurry relative density, slurry velocity, and pipeline diameter. Empirical relationships are presented for each transportation and pipeline parameter evaluated and, finally, overall relationships between pipeline conditions and transportation parameters are proposed.

The properties of some recently developed solvent-extraction reagents for the separation of cobalt and nickel sulphate solutions are reported. New commercial extractants based on alkyl phosphonic and alkyl phosphinic acids are described. These reagents show much improved selectivity for cobalt compared with established extractants. Some novel extractants developed at Mintek for the selective recovery of nickel in the presence of cobalt are also described. These reagents, which are based on mixtures of carboxylic acids and non-chelating oximes, are of interest in that no commercial nickel-selective reagents are currently available. Graphs showing metal loading and stripping, and pH-functionality, are presented. together with details of the metal separations achieved in batch countercurrent- extraction experiments with the various reagents.

The use of dilute sulphur dioxide (SO2) gas mixtures for the oxidation/precipitation of manganese has been explored widely in recent years. The technical merit of the concept is well proven and implementation of the technology on commercial scale is imminent. This paper reviews the technology of manganese removal by means of dilute SO2 gas mixtures and highlights some of the challenges associated with its implementation on industrial scale. A brief review of the technology is presented; the review considers both the mechanism and chemistry of manganese oxidation/precipitation with dilute SO2 gas mixtures. The impact of variables such as temperature, pH and SO2 concentrations on the manganese removal process is assessed. Challenges associated with implementation of the technology on industrial scale are discussed. Gas dispersion is highlighted as a critical design consideration.

Ladies and gentlemen, it is a privilege to be able personally to welcome you to the opening of this Symposium. It is particularly pleasant to be able to extend a warm South African welcome to al our visitors from foreign shores. We trust you will enjoy your stay in our country. It is a singular honour for me to be present here today, and to have been asked to open this international Symposium. MINING IN SOUTH AFRICA Mining is the single most important contributor to this country's foreign-exchange earnings. Minerals and processed mineral products together account for about 70 per cent of South Africa's total foreign exchange earnings. The mining sector employs in excess of 670 000 people, and is one of the largest employers in the country. The construction and development of cities and towns like Johannesburg, Welkom, Orkney, Springs, Benoni, Witbank, and Klerksdorp is a direct result of the contributions of the mining industry to economic activity in these areas, as well as of the multiplier effect of secondary industries.

The Centenary Luncheon for Past Presidents was held on Thursday, 24 March, 1994 at The President's Room at Gold Reef City, Johannesburg at 12:30. Herewith the proceedings that followed. Dr H. Scot-Russell It is with great pleasure that my fellow Office Bearers and I welcome you, our Past Presidents, to this luncheon to mark the centenary of the SAIMM. Today one hundred years ago, a group of professionals met and agreed to draw up the constitution and by-laws of a society later to be called an Institute. The Presidents of the Institute, of course, become its Past Presidents and help to guide its progress. A number of our sister institutes cannot wait for their Past Presidents to move of their councils, and cannot understand how we can give such free reign to ours! We believe it one of our strengths. The successful cooperation between our Past Presidents and ourselves is due to the personalities of these men. They attend meetings not to ensure that the status quo is maintained, but allow the current Office Bearers freedom to lead the Institute as they think fit. But they are always present to give sound advice, a helping hand, and support to the Institute in every way.

A new shaft system was required to replace stope face for the North Section of Harmony Mine and to allow for systematic opening up of the North Eastern Section. Owing to the economic circumstances at the time the project started, it became vital to alter the original planning and to sink the service shaft first. The MATLA coal-sinking headgear, a novel presinking arrangement, allowed sinking to continue to 108 m concurrently with the erection of the permanent sinking headgear and sinking winders. It is estimated that this arrangement resulted in a saving of two months on the overall project.

The President: "It gives me great pleasure to call on Professor Howat to present the paper written jointly with P. R. Jochens and C. W. Wolhuter entitled, 'Utilisation of slags for the manufacture of cement.' After the presentation of the paper the President said: "Thank you, Professor Howat, for so ably introducing the paper prepared by yourself, Dr Jochens and Mr Wolhuter. Once again we are deeply indebted to you for bringing to our attention a new development in the metallurgical field, this time a technique for assessing the suitability of slags for the production of slag cement, and thereby providing a means of turning a waste material into a valuable asset. May we hope that this will lead to an end to unsightly slag dumps and, at the same time, to some conservation of our local limestone resources. Discussion within this Institute on the problems of cement manufacture, has of recent years been all too infrequent, and we thank you for bringing this interesting and important subject again to our notice. We are doubly grateful to you and your co-authors. May I now call on Dr Stutterheim, Deputy Director of the Council for Scientific and Industrial Research, to contribute to your paper, and to tell us something about the Conference on the Chemistry of Cement which he attended in Tokyo towards the end of last year." The expected curtailment of activities within the gold-mining industry by the closure of the more marginal mines, and the shortening of the life of the industry as a whole as a result of rising costs and/or an uncertain gold price, are factors that are bound to harm the South African economy in a number of ways. The industry has no option but to regard the gold price, which is determined on the world market, as a given quantity. The remaining ore reserves al tend to be of a lower grade and/or to be found at greater depth. Therefore tighter control of working costs would seem to be almost the only option open to the industry. Working costs can be divided into two broad categories: costs emanating from the environmental characteristics of the orebody, and costs emanating from the general inflationary environment in which the industry has to purchase its inputs. Working costs stemming from the physical environment also fall into two categories: those relating to the grade of the orebody, and those resulting from working at increasing depth and temperature, together with the need to pump increasing quantities of water. The industry is both capital- and labour-intensive in absolute terms, since it requires large inputs of labour as well as of capital. It is limited in its scope to adjust its production function by becoming more labour- or more capital intensive, and is dependent on a large labour force, which cannot easily be replaced by capital inputs. On the other hand, large amounts of capital are required for investment in shafts, development, machinery, and equipment. Since the early seventies, the working costs of the South African gold-mining industry have increased at an annual rate that was significantly higher than the general rate of inflation. This rapid rise in working costs has caused some mines to find themselves in a difficult profit position. At times, the gold-mining industry has even been compelled to restructure its cost/revenue relationship rather fundamentally by revising the grade of ore worked sharply upwards or downwards, as the case may be. The rise in the gold price since 1972 has made it possible for the industry to introduce significant changes in its Black wage policy. The main aim was to increase the permanency of the Black labour force and to encourage local Black workers to join the industry. At the same time, significant increases were also experienced in the cost of machinery and stores, as well as of capital, mainly as a result of inflation. In the study on which this paper is based, the author attempted to measure the influence of environmental factors on working costs, using the physical consumption of electricity as a criterion for measurement. He found that the usefulness of this criterion in relation to factors such as depth, temperature, and water quantities pumped was invariably more than neutralized by the effects of greater productivity and economies of scale. The effects of these environmental factors on the working costs of the industry could therefore not be determined to any degree of accuracy. It seems that good progress is being made with the development of capital-intensive forms of technology aimed at coping with rapidly rising working costs and other effects of increasing depth. Techniques are also being developed to improve rock-cutting procedures and to eliminate the use of explosives in order to introduce a continuous mining process. On the whole, the gold-mining industry seems to be more sensitive to general inflationary pressures than to the cost effects that are associated with depth, temperature, and water quantities pumped. Greater control is possible over physical environmental factors such as the grade of ore mined, temperature, rate and nature of development of a mine, and adaptation of the daily working cycle to a continuous mining process. Wolfe and others hold the view that the industry will lose control over labour costs as a result of the 'sharp increase in wages and the growth of Black trade unions. However, the use of more capital-intensive technology will allow the industry to reduce its labour force, and a smaller, better-trained, and more permanent labour force will enable the industry to cope with the increasingly difficult physical environment and higher wages.

Dr T. F. Muller (Honorary President): "Mr President, gentlemen. May I congratulate the Institute on its 75th birthday, and your President on his comprehensive review of the Institute's 75 years. It is an interesting commentary on the affairs of the Institute that your President should refer to a speech made by a founder member 25 years ago on the occasion of your 50th Anniversary and then say there is no need to repeat what was given there, but that he would confine his remarks to bringing the Institute's history up to date. To me this suggests a remarkable continuity of thought and ideals-a welcome island of stability in an ever-changing world. One can somehow picture another future President, perhaps one of the younger and tougher members here today, doing the same thing in 25 years when you celebrate your centenary-and again someone doing the same in the year 2094 when your Institute is 200 years old! I hope they will recognise their debt to the early pioneers of the Institute gathered here today. In any event, this review of the fine achievements of the past 75 years is certain of an honoured place in the annals of the society. Here is a record of the onward march of technology in South Africa and a tribute to a long line of mining engineers, of chemists, metallurgists and geologists who made a greater contribution to the well-being and the prosperity of South Africans than South Africans generally are aware. Your Institute started off as a 'gold and cyanide club', peopled largely by chemists and metallurgists who made a signal contribution to the industry from the earliest times. Despite the addition to their ranks of ever-growing numbers of mining engineers, the metallurgist members have continued to make notable contributions. One recalls, for example, the manner in which they rose to the occasion to resolve the problems associated with the establishment of the uranium industry in this country. The creation of a major industry based on the existence of low grade uranium ores in the conglomerate reefs of our low grade goldfields is a classic example of the manner in which a new large industry can be rapidly created through the combined endeavours of all concerned. I noted with pleasure your remark, Mr President, that members of the Institute would like to keep up to date with recent progress in nuclear fuel matters and that members should be given the opportunity to study developments in their journal. I am sure that the National Institute of Metallurgy which conducts fuel research on behalf of the Atomic Energy Board and of the Uranium industry, and NUFCOR, which co-ordinates the uranium research programme, would be glad to co-operate if invited by the Institute to make periodical contributions to its journal. You have referred to the building up of our research organization and its dynamic approach to mining problems. I understand that the expenditure of the mineral industries on research exceeds one-third of the entire research expenditure of the private sector. South Africa is in the forefront of mining development and the focus of world attention is on the achievements of our scientists and mining engineers. We can look forward to continued advances in mining technology based on their vision and expertise. I share your disappointment, Mr President, that the Base Metals Division has ceased to exist; and that there is a resultant dearth of papers offered to the Institute on these important sections of mining and metallurgy. We are seeing some remarkable developments in the mining and beneficiation of base minerals, and it is in this area that I see the greatest potential for future expansion. Contribution to discussion M. J. Martinson (Associate Member)*: Application of the simple selection test mentioned in the penultimate paragraph of the paper (reference to a more detailed description of the test would not have been inappropriate) should assist South African mining engineers to make more efficient and possibly more humane use of available labour. The authors mention that the test 'is in use in the gold mining industry', and it would be interesting to know the extent of this usage in terms either of number of mines or as a percentage of the total number of labourers employed on 'heavy' tasks. The paper would have been of greater interest had the authors attempted to relate their findings to the statistics of labour usage in gold mines, members of the Chamber, and to the 'heavy' tasks in particular. On this the authors confine themselves in their Introduction to the somewhat ambiguous statement that 'A relatively high proportion of the 360,000 Bantu mine labourers are employed underground on manual tasks'. To appreciate the practical significance of the authors' work one needs a detailed breakdown of the underground labour force by occupations, together with estimates of quantities such as: (a) total stope and development tonnages moved manually per shift: by shovelling by shovel/tram by tramming together with distances and any other relevant data; (b) theoretical energy expenditures required to accomplish (a); (c) actual energy expenditures required to a accomplish (a); (d) energy theoretically available to accomplish (a) based on 50 per cent of the total maximum oxygen intakes of the labour force allocated to these tasks. Analyses of this sort on an industry basis might demarcate the more promising areas for detailed investigation. Stress is often laid on the need for increased mechanisation to increase stope productivity, but it may be questioned if enough is known about the characteristics, performance and potential of our underground labour force to warrant blind acceptance of stope mechanization as the industry's panacea. Provided that health and safety are not compromised, the ultimate yardstick for assessing any form of stoping is profitability; obviously the industry must investigate very thoroughly any form of mechanization which might reasonably be expected to increase profitability, but it should also be remembered that a radical overhaul of existing systems-which have after all evolved by trial and error over the past 75

Discussion: L. T. Campbell Pitt: When Mr Garrett and I discussed the design and construction of plugs and bulk head doors to resist great water pressures in mines about ten years ago, we visualized an emeregeny when there would be no time for site preparation. We could not however, anticipate a problem of such magnitude and urgency as the one described in the paper under discussion. The paper very clearly describes the flooding and the measures taken to save the mine. The complete flooding would have been a national disaster. The account of the combat between man and water reads like the account of a military operation. It was an endeavour which achieved success because there was a master plan, tenacity and, in fact, heroism. The paper is of necessity a long one. In my contribution I will mention some historical facts and factors that I believe have relevance to the flooding and the saving of the mine. It is of great satisfaction to me to have been one of the two initiators of a new approach to underground plug design and construction. The investigation was taken over by a Chamber of Mines Committee which combined our early work with further research and the resulting data had a significant bearing on the West Drie emergency plug designs. The final plug length was correctly based on the requirements to obviate leakage. A plug to have structural strength only would have been very much shorter but so ineffective as to have become a waste of labour, material, and in consequence, wasted the limited time available to prevent flooding of the whole mine. The figure of 75 lb per sq in. sheer stress provided a very ample margin, in my opinion, but under the very difficult site conditions and the limitations of plug material suitable for the very unusual construction, justified such a figure. There must have been considerable temptation to reduce the safety margin due to the urgency to complete and commission the plugs, but it is much to the credit of the directors of this operation that nothing less than a safe design was permitted. In about 1945 Blyvooruitzicht Gold Mining Company, which was then mining in to the West Driefontein area to assist in early development, decided to protect themselves from a possible inrush of water from the latter mine. A bulk head door was accordingly designed and installed on 2 level between 1945 and 1948 at 4,218 ft below surface. Since West Driefontein paid for it, Gold Fields consulting mechanical engineers collaborated with their colleagues of Rand Mines who completed their design after a few modifications were agreed. This door was never used to prevent an inrush into Blyvooruitzicht but the exercise was very useful to Gold Fields when the high pressure doors initially installed on 10 and 12 levels between Nos. 2 and 3 shafts to enable isolation of one section of the mine from another were designed. At that time the capacity of West Driefontein to cope with an inrush of water was comparatively small because the storage in stoped areas and the installed pump capacity were much less than in later years. These doors together with others of the same design were later moved to the lower levels served by sub vertical shafts. In addition, doors to prevent flood water entering the pump chambers on 18 level were installed at each end of that level, and designed for a head of 360 feet so that water would have to reach 16 level before the pumps were flooded. All these doors were called upon to hold water and it is reported that only a small plug in one of the doors and a 4 in. dia flanged pipe joint failed. The lesson is that in these cases the smallest details warrant as much attention as the major ones. That these were the only equipment failures when so much depended on equipment, is very much to the credit of design engineers, both of the Gold Fields head office and companies who supplied both mechanical and electrical equipment. Until I had read the paper I wondered why the policy of isolation by bulk head doors was not continued as the development moved eastward towards the Bank Compartment and particularly when it pierced the Bank dyke. The reasons have been given in the paper. It was unreasonable to expect provisions to be made to counter the remote contingency that the large installed pumping capacity and mine capacity to store water would be exceeded during a peak inrush. When pumps were being considered for West Driefontein, it was decided that the Gold Fields standard underground main pumps at that time of 1 million gallons per 24 hours would be too small. Three alternatives were considered. 1. Very large units that would require underground sub assembly and dismantling of both pump and motor. 2. The largest pump and motor that could be conveyed as a complete pump or motor from surface to the pump chamber. 3. Pumps of higher speed to reduce dimensions and weight. It was decided to adopt alternate 2 because of avoidance of transporting pumps in parts and assembling underground. Alternative 3 was not favoured because high speeds would have introduced problems of more exact rotor balancing. I believe the decision was correct and in the crisis enabled comparative easy transport of pumps and motors to surface for overhaul and, if required, transfer to other pump stations. The standard pump thus became a 10 stage 1,500 rpm pump with a capacity of approximately 2 million gallons per 24 hours against a static head that varied

The general standard of engineering in South Africa will, it is believed, reach new heights after the establishment of the S.A. Council for Professional Engineers (SACPE) in February, 1969. The Council is being created to establish standards for professional engineers in this country and ensure that the quality of engineering is maintained at a high level. In terms of the Act of Parliament under which the new Council will operate, all consulting engineers will have to be registered if they wish to remain in private practice. While engineers who are not in private practice cannot be compelled to register, it will be in their interests to do so, according to a statement issued by Mr M. R. Gericke, chairman of a Shadow Council which is at present preparing for registration and drafting the requirements for registration. Registration is seen as an important move towards maintaining the quality of engineering in South Africa. Engineers will be encouraged to strive for professional status by gaining the necessary qualifications and the varied range of experience required by the Council before registration. All work done by registered professional engineers will have to conform to certain minimum standards. A spokesman for the Council has urged all engineers to ensure that they apply for registration when the Act comes into force in February. The Council is also anxious to gain the co-operation of employers in ensuring that the holders of professional engineering posts will be registered. Full information regarding registration will be sent to engineers throughout South Africa early this year, and announcements will appear in the press.
