The Thirty-sixth, Regular Meeting of the Rocky Mountain Coal Mining Institute was called to order at the Shirley-Savoy Hotel, Denver, Colorado, Thursday, June 23, 1938, at 11:15 o'clock a.m., by Thomas Allen, Vice-President for Colorado, who announced that owing to the serious illness of Fritz Nyman's father, Mr. Nyman would be unable to attend the convention. Vice-President Allen welcomed the convention as a representative of Governor Ammons. Owing to the overlapping of a previous engagement, Mayor Benjamin F. Stapleton regretfully arrived too late to welcome the gathering in behalf of the City of Denver. Vice-President Allen selected Mr. F. W. Whiteside to preside at the morning session. On motion made, seconded and carried, the reading of the minutes of the Thirty-fifth Regular Meeting was dispensed with, inasmuch as they are printed in the proceedings. Chairman Whiteside suggested that the appointment of the personnel for the Committee on Resolutions, Nominating, Membership and Auditing be deferred until later in the meeting, and on motion made by Mr. Oliver, duly seconded and carried, this suggestion was adopted.

Gentlemen : It is a pleasure to come to Glen- wood Springs to participate in this meeting of the Rocky Mountain Coal Mining Institute an organization created to handle chiefly the economic questions dealing with the coal industry of the Rocky Mountain District. I am not unmindful of the many and varied problems confronting the mining industry of this country which is so general at the present time throughout the United States. By reason of the difficulties experienced in marketing the product of your mines, there is all the more reason for greater economy and efficiency in production. No industry can be efficiently operated without giving due consideration to the safety of the employees. Safety and efficiency are inseparable for the success of any industrial enterprise. While the Bituminous coal companies of the United States are doing splendid work in the promotion of safety, yet our fatality rate is exceedingly higher compared with that of foreign countries, and with greater cooperative organized effort on the part of mine owners, mine officials, mine workers, and state and federal governmental agencies having jurisdiction, much more substantial progress can be made in the future and a greater economic saving .to the industry effected, not taking into consideration the greatest and most important phase of safety, which is the conservation of life and health of all those who are engaged in the occupation of mining. You are concerned with freight rates, marketing of coal and similar operating problems. The Sixty-First Regular Meeting of the Rocky Mountain Coal Mining Institute convening at the Stanley Hotel in Estes Park, Colorado, was declared in session at 10:00 a.m. by Past President Claude P. Heiner, President, Minerals Development Corporation, Salt Lake City, Utah. Claude introduced Oren F. Bridwell, Secretary, Northern Colorado Coals, Inc., Denver, Colorado. His introduction of President Bridwell follows: Ladies and gentlemen, it is my privilege and pleasure to open this session of the Sixty-first Regular Meeting of the Rocky Mountain Coal Mining Institute. My particular assignment is to introduce to you (those of you at least who do not know him) our Acting President, who for now we will call "Brid."

CHAIRMAN LITTLEJOHN: Some of the members will want to question Mr. Farnham on some of the things he has brought tip, so we will throw the meeting open for discussion. I am quite sure Mr. Farnham will be willing and glad to answer any questions that may be put to him. MR. HOLMAN: I would like to ask Mr. Farnham a question in regard to the Duckbill: How wide a face will it operate without moving the bill? MR. FARNHAM: The Duckbill is a device that was developed in the Union Pacific Mine at Rock Springs, within the last few months, and it is shaped something like, a dustpan, with discharge throat in the rear. They made one seven feet wide and found it was too wide, and the one they are using now is between three and four feet in width. The front section of the conveyor, which attaches to the duckbill, meshes into it to form a sliding section, and the front end of the Duckbill is pushed by the upper segments. I saw one used in a room twenty-four feet wide, and they drew it back after they cleaned out one room and pushed it forward again. MR. HOLMAN: You have no arrangement other than ratchet work? MR. FARNHAM: The ratchet is for forward working and back; the sections are made 12 or 13 feet long, and the stroke of the conveyor automatically works the ratchet; they can ratchet it back; it is a hand device. MR. HOLMAN: They just swing the end of the conveyor across the face to pick up the loose coal? MR. FARNHAM: Yes; they are also planning to use it endwise along the panel face, that and the room work both are quite new in their application, and I do not think the Union Pacific is giving out any results as yet, because the system has not been in use long. MR. HOLMAN: We are planning on putting one in very shortly. MR. HALL: I understand they can swing it over 30 degrees one way or the other, and it goes the same way easily because of the continual jar of the back and forward motion on a 60-degree swing. SECRETARY SHUBART: Take on a comparatively long conveyor, you can get quite a sweep, a large part of the circle. The Duckbill could command quite a large range. For a 12-foot entry, take a four-foot wide advance through the middle of the shot coal, with a 12-foot advance, ratchet back, swing the Duckbill to the rib and repeat; but I do not think they could get as much as 60 degree. on the end of the Duckbill without curving further back. The conveyor is light and not normally set on any permanent foundation. I saw one of Mr. McCarty's first machines, a rather rudimentary one, clean tip a 12-trot entry, 21 tons of coal, in 16 minutes, three men at the face and one at the loading end. MR. FARNHAM: The average time to clean the entries is about an hour-to clean up good-it wouldn't take but a short time; that is why they get this record of several cuts a shift. CHAIRMAN LITTLEJOHN: Are there any other questions you would like to ask Mr. Farnham? MR. HOLMAN: We were discussing this entry driving in regard to the entry loader; an entry loader in advance work, just what you have to do to place the jackbars with the sheave-blocks? Do you dig along the ribs after the coal is shot or do you have any other scheme that could be worked out to a good advantage? MR. FARNHAM: This record is a report I have just received from our Chicago office, without the full details, which I have written for. I am sorry I cannot give you the details. This was an Indiana or Pennsylvania mine, near Pocahontas, not the one where they had an accident. I assume they set the jacks ahead and swung and dumped the coal partly out with a scoop and partly by hand, but the application for that for entry driving is entirely new. The reports stated that they anticipated using that as a standard method of entry driving in the future. I will be glad to see that you get a copy of it when I get the report completed. MR. MONAY: Mr. Shubart, did you say they loaded 12 tons in 16 minutes? SECRETARY SHUBART: Twenty-one tons. MR. MONAY: How long did it take to change the machinery out of there

MR. MARGOLF: Thank you very, very much Harris. There's sure a lot there to think about in terms, of our image, particularly. I think we should keep' in mind what Harris said about our history not being monolithic. Therefore our image can only be that, which is reflecting the weakest link in our industry and I think that's a burden on all of us. Perhaps to do some policing amongst ourselves to try to improve whatever might be our weakest link and thereby elevate our entire industry. Our third speaker this afternoon is another good friend of mine of long standing and I am very pleased to be able to introduce to the Rocky Mountain Coal Mining Institute Bob Golten. Bob is a graduate of the University of Michigan with a degree in Economics and Harvard Law School. His professional experience encompasses private practice in Chicago where he was born and in the federal government as a public defender in Washington, D.C. and in the Department of Justice as a tax , attorney. Some of us have come to know Bob more in his present role as the senior counsel for the I National Wildlife Federation. He's also Adjoint Professor of Law and Director of the National Wildlife Federation Resource Clinic, University of Colorado. Boulder campus. In addition, Bob has served with the Rocky Mountain Center on Environment as one of its directors for a number of years. He's very active in a number of areas that are not only civic but he does reflect what I would present by way of introduction as a perspective

Due to the scarcity of miners, and the necessity of decreasing the cost of mining, the Phelps-Dodge Corporation, Stag Canon Branch, at Dawson, [ ] New Mexico, decided to try, by various methods of mining, to increase the tonnage of coal mined per man, per day. The fifth Annual RMCMI Mine Rescue Evaluation was held June 29 through July 2 in conjunction with the 92nd RMCMI Convention. Eight teams from four states participated. They were: BHP La Plata Mine NM Capt. Jonathon Sorrell BHP Navajo Mine NM Capt. Ron Miller BHP San Juan Mine NM Capt. Albert Nelson Bridger Coal Company WY Capt. Ted Laughlin Coteau Properties Co ND Capt. Terry Davis Kerr-McGee Coal Corp WY Capt. Elvin Stanton Sabine Mining Company TX Capt. Spencer Thompson Solvay Minerals WY Capt. Ray Blaisdell Activities started with a Rope Rescue class taught by John Peleaux, from Innovative Access, at 1:00 p.m. on Saturday. The Mine Rescue Reception, Team Meeting, and Equipment Inspection was held Saturday evening. All participants received a T-shirt and cap. The Mine Rescue Evaluation started Sunday morning and ran until it was rained out around 3:00 p.m. There was a team swap meet Sunday evening at which teams bought extra caps and shirts. They also traded with other teams. [ ] The Evaluation resumed Monday morning and ran until mid-afternoon. The Evaluation was made up of seven stations. There were six scenarios and a written test. Teams were also challenged by a 14-foot confidence course wall to get their team over. The teams were evaluated by: Jack Knight Champion International, Pensacola, FL Becki Pickert Colorado Northwestern Community College, Craig, CO John Peleaux Innovative Access, Evergreen, CO Lynn Busskohl Kerr-McGee Coal Corp., Gillette, WY Lenny Altenburg Kerr-McGee Coal Corp., Gillette, WY Elvin Stanton Kerr-McGee Coal Corp., Gillette, WY Clarence Baker Kerr-McGee Coal Corp., Gillette, WY The victims for the scenarios were from the Kerr-McGee Mine Rescue-Team. They were: Dana Cooper, Doland Zink, Suzanne Ott, Mike Szuma, and Craig Moore. Also helping as a victim was Candy Cobb from Casper, WY. [ ] The program concluded Tuesday morning with the Awards Breakfast. A medical kit, donated by Strategic Supply, was given to the Solvay Minerals Team for the fastest time over the confidence wall. Engraved stone awards were given to the teams indicating the rating they achieved. Four teams received Level Ill (The highest rating) and three received Level II. The Kerr-McGee team also received an award for helping put on the evaluation. Additional stones were presented to Jack Knight, John Peleaux, Becki Pickert, and RMCMI President. Marcie Greenberg. The current plans for the 1997 Mine Rescue program are that Jim Andrews with Colowyo Coal will assume the chairmanship. Goals for next year are to increase funding and participation by establishing sub-committees or task groups. With the chair located in Colorado, coordination of the evaluation should be easier. Comments from all the teams were positive and they intend to return next year at Steamboat Springs. [ ]
