Various methods of monitoring slip movements on bedding planes, as well as examination of rock burst damage in stopes, suggests that rock bursts in the Lucky Friday Mine are closely associated with these movements. Slip displacements along bedding simultaneously reduce the physical dimensions of stopes and increase compressive stress along stope margins. Such changes, in turn, contribute directly to rock bursts and the sudden failure of volumes of rock and cemented sandfill surrounding stopes. The distribution of seismicity and several mining-induced and premining structures resemble those described in South African gold mines. These suggest fundamental similarities in seismic sources and mechanisms of rock burst damage.

Safety training materials appropriate for specific underground noncoal operations in the United States are often outdated or nonexistent. The Spokane Research Laboratory (SRL) of the National Institute for Occupational Safety and H ealth has developed several new training tools, including three videos on common underground activities, software that will allow trainers to create a virtual training mine using their own mine map, and toolbox training materials. SRL is working closely with industry in the development of these tools. Teams of safety professionals are involved in the early stages, and actual mines and miners are involved throughout the production phase. This presentation describes the development process and results of SRL’s safety training projects.

The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form but the same in principle, has been gradually adopted by other departments until at present of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publications listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples represent- ing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. Condition-based maintenance (CBM) of industrial equipment is generally recognized as being the most cost-effective means for improving equipment availability. However, prerequisite to successful implementation of CBM is a reliable detector of failing components. One such detector, termed the effective negative-sequence impedance, had previously been identified as an indicator of induction motor stator winding degradation. However, a limitation of this detector is that it does not change in a predicable manner under certain motor operating conditions. This paper presents an experimental investigation of an improved technique for on-line detection of induction motor stator winding degradation. The paper begins with a brief description of the detectors, followed by a detailed description of the experimental setup, the experiments conducted, and results.

This paper discusses human judgment and decision making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behaviour in underground mine fires. The authors assert that stress is one of the factors that decision makers must contend with in most life-or-death situations. They suggest that a better understanding of individual judgment and decision making activities whilst under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers and policymakers.

"In our laboratory several impactors have been developed in the past which have penetration characteristics that approximate that of the ACGIH or the British MRC respirable curves. In these impactors the large nonrespirable particles are collected on an impaction plate of a multiple round nozzle stage where the nozzles are of different diameters. The principle for designing a respirable cut impactor is quite simple in that the respirable curve is divided into two or more segments and the nozzles are designed with the correct diameters and number of nozzles to have collection characteristics with 50% cutpoints at the center of each segment. The particles not collected on the impaction plates are then collected upon a filter. These particles represent the respirable fraction of the aerosol. Therefore the respirable curve is approximated in a stepwise fashion with the approximation becoming better as the respirable curve is divided up into increasing numbers of segments. It has generally been felt that three segments is satisfactory for most cases.A new version of the respirable impactor has recently been developed in our laboratory. This impactor approximates the ACGIH respirable curve in three steps at a flow rate of 30 liters per minute. However, unlike previous models where all of the particles larger than the three cut points designated by the three steps are collected upon one impaction plate, a separate impaction plate is now used for each of the three cut sizes. To approximate the respirable curve in three steps, the cut sizes must be 2.2, 3.5 and 5.8 microns diameter. Therefore, on each of these stages the particles collected will be the mass of particles that are larger than these three cut sizes. By determining the mass of particles collected on each of these three stages plus that on the after filter using Gravimetric techniques, some information can be obtained on the size distribution of the aerosol being sampled. Furthermore, the impaction plates of the three stages are rotated and the nozzles are placed in such a position such that a uniform deposit is obtained on each of the impaction plates. Therefore, the deposits collected are suitable for X-ray fluorescence analysis or other types of analysis where a uniform deposit is required."

"For lower stages of multinozzle micro-orifice impactors, as many as two thousand nozzles are uniformly arranged within a cluster diameter of 1.06 inches. In the impaction region the mass flowrate of the spent air increases along the radius and reaches a maximum at the periphery. From 1991 through 1995, 44 miners out of a total workforce of less than 2,000 were fatally injured in the stone industry. Of these, 12 occurred at underground mining operations with nine deaths resulting from roof or rib falls. A safer environment can be achieved by evaluating the nature of the hazardous ground and by developing more efficient and effective ground-control strategies Roof and rib conditions were observed and assessed in 33 underground stone mines in Illinois, Indiana, Kentucky, Maryland, Missouri, Pennsylvania and West Virginia (Fig. 1). Hazard assessment indicated that the ground failures that occurred under moderate to substantial overburden. i.e., >30 at (100 ft), were caused by stress concentrations and geologic strictures. Ground failures near the surface are caused by solution (water) processes. Selection of the mining horizon and mine-layout decisions tremendously influence ground stability.

During the mineral survey of the Bob Marshall Wilderness and study areas by the author in 1971, 1973, 1974, and 1976 (Marks, 1978), the area designated Reservoir-North (RARE II No. H1-485) in January, 1979, (U.S. Forest Service, 1979) was examined, along with other lands adjacent to the earlier study areas. However, the 1978 open-file report covered only areas originally designated for study. The present report on Reservoir-North is based on earlier work. No work has been done in the area since 1976. Mineral Appraisal Reservoir-North RARE II area (No. H1-485) is in the Northern Disturbed Belt which has been identified as having high potential for natural gas accumulations and lesser potential for oil accumulations (Mudge, 1978). Oil and gas lease applications in the area, indicate interest by oil companies.

Among such cases are the following: At Benbush, w. Va., a boy or 16 years of age who ba.d just started to work in the mines was trained in first-aid by the crew of Bureau of Mines car 8. The local rr.ine superintendent afterwards reported tba.t a few dS¥s later this boy, Melvin Hollingsworht, found droming in a spring a. baby about three years old who bad wandered away fron.. har.e alone. The boy rescued the baby and perf'oxmed artificial re­suscitation upon it, thu.s saving the child's life. The Schaefer method of resuscitation bad bean ta"Ugbt the boy as a routine art of the regular first-aid course.

The quantitative determination of salt in petroleum ins generally divided into two steps - (1) extraction of salt from the oil and (2) accurate measurement of the extracted salt. This paper presents a method used by the Bureau of Mines for quantitatively extracting the water-soluble chloride salts4/ from petroleum and discusses important details attendant on the success of the method. Among these details are homogeneity in the dispersion of salt crystals, emulsified brine and other impurities in the oil sample, complete solution of the salt, and total extraction and titration of all the aqueous phase. Recently, the chlorides of sodium, calcium, and. magnesium produced with and present in various oils have developed growing problems of salt deposition and corrosion in the petroleum industry. Therefore, a technical study of various emulsions and salts that accompany petroleum is being made by the Bureau of Mines in cooperation with the State of Oklahoma. One report (5)5 reviewing the literature pertinent to the study has been published.

Emerging laser technologies are quickly gaining acceptance in the industrial workplace. Besides the risk of human exposure, one safety concern with the more intense lasers is the potential for ignition of flammable gases, vapors, dusts, fibers, or flyings often found in hazardous (classified) industrial settings. In underground coal mines, lasers are being considered for remote measurement of explosive methane gas. Current federal safety regulations for underground mines contain no specific guidance for evaluating the safety of optoelectronic components such as diode lasers. The National Institute for Occupational Safety and Health is conducting research to help provide a scientific basis for developing appropriate safety guidelines for optical equipment in the presence of flammable methane gas and/or coal dust. One phase of the study is an experimental evaluation of methane-air ignition by laser heated small particles. Minimum observed igniting powers for laser energy delivered by 200-, 400-, and 800-um core diameter fiber optic cables and directed onto selected targets in methane-air atmospheres were 0.6, L l, and 2.2 W, respectively. Comparisons are made with other ignition phenomena, including heated wires.

"Results from research directed at determining the reason(s) for the ""rank factor"" in correlations between coal workers' pneumoconiosis incidence and coal seam of employment are presented. Using compliance dust samples collected from two longwall panels operating in coal seams of widely different rank, respirable particles were identified by mineral species under manual scanning electron microscope (SEM) energy dispersive x-ray (EDX) analysis and then further characterized by their physical diameter, general shape, and periphery angularity. Size fractional, mineralogical variations are presented.Of primary significance, the percentage of mineral particles from the higher rank coal seam that were uncontaminated by non-stoichiometric elements for a specific mineral species was twice that of those in the lower rank seam. The relationship held for each mineral species, including quartz. This fact may form the basis for the ""rank factor"" known to exist as well as provide a reason for the contradictory role of quartz and other minerals in previous CWP studies.An important subsequent research priority is now focusing on determining the percent¬age of all respirable dust particles that are minerals versus single-phase organic or multi-phase organic-inorganic complexes. This effort will be accomplished usingautomated SEM-EDX. The mineral purity factor will be developed further, but additional emphasis will be focused on determining the extent of inorganic inclusions in organic particles."

The Maslach Burnout Inventory (MBI) was administered and scored for 154 Mine Safety and Health Administration (MSHA) employees kom the US Department of Labor. These employees serve as accident investigators for serious accidents and fatalities as part of their job duties. During a workshop on stress designed for them, subjects volunteered anonymous written anecdotes, confirming and illustrating the findings. The subjects represented locations across the USA and all mining commodities: coal, metal, non-metal, stone, and sand and gravel. The Maslach Burnout Inventory assesses three aspects of experienced burnout: emotional exhaustion, depersonalisation, and reduced personal accomplishments. The average results of the scores for each of the three subscales for the study group of MSHA accident investigators fell in the moderate range. These scores show that the subject population was at some risk for emotional exhaustion and depersonalisation, tending toward burnout. The group evidenced a lower sense of personal accomplishment in their jobs, indicating a higher risk for burnout. From this outcome accident investigators may be at moderate (note: this does not mean average) risk for burnout. The authors recommend follow-up with this population - specifically in training to work with grieving families; and greater organisational support for the accident investigators in this area would be appropriate. A thermal oil-recovery experiment was conducted in the Venango First sand, Goodwill Hill oilfield, Warren County, Pa., about 10 miles northeast of Titusville. The Quaker State Oil Refining Corp., Bradford, Pa., performed the experiment with assistance from Sinclair Research, Inc., Tulsa, Okla., and the Federal Bureau of Mines. The Goodwill Hill field was discovered in 1885. Primary-production oper- ations continued until 1930 when an air-gas injection project, which is still in operation, was started. At the location of the combustion experiment, the reservoir is 400 feet deep and 30 feet thick, with wide permeability and porosity variations. The crude oil is typical Pennsylvania Grade paraffin- base oil with a gravity of 43.9° API and a viscosity of 4.55 cp at 60° F. The well pattern for the experiment consisted of 5 producing wells, enclosing an area of 1.28 acres, and a central ignition-injection well. An air-natural gas mixture was ignited in the ignition well on July 29, 1961. Ignition was followed by injection of air and natural gas at various rates. The experiment was suspended January 5, 1962, when it became evident that economic oil production could not be achieved. There was no conclusive evidence that self-sustained combustion was achieved or that combustion increased oil and water production. A slight increase in liquid production was attributed to stripping action caused by the air-injection rates, which were higher than those normally used during air-gas injection.
