Native asphalt was produced by five companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by White Uvalde Mines and by Azrock Industries Inc., Uvalde County, TX. Gilsonite, a solidified hydrocarbon, found only in Utah and Colorado, was mined by American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California), by Ziegler Chemical and Mineral Corp., and by Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) from properties in Uintah County, UT.

The quantitative determination of salt in petroleum ins generally divided into two steps - (1) extraction of salt from the oil and (2) accurate measurement of the extracted salt. This paper presents a method used by the Bureau of Mines for quantitatively extracting the water-soluble chloride salts4/ from petroleum and discusses important details attendant on the success of the method. Among these details are homogeneity in the dispersion of salt crystals, emulsified brine and other impurities in the oil sample, complete solution of the salt, and total extraction and titration of all the aqueous phase. Recently, the chlorides of sodium, calcium, and. magnesium produced with and present in various oils have developed growing problems of salt deposition and corrosion in the petroleum industry. Therefore, a technical study of various emulsions and salts that accompany petroleum is being made by the Bureau of Mines in cooperation with the State of Oklahoma. One report (5)5 reviewing the literature pertinent to the study has been published.

"Necessary Qualities There mines are located in out of the way places, where timber is scarce and its price high, the problem of protecting it from fire risk is of considerable practical importance. Scarcity of timber for mining purposes is commonly met with in the more arid parts of the country, where, also, mine timbers are most likely to become dry, and inflammable, and where, therefore, the risk from fire is accentuated. Any effective and cheap method of securing adequate protection of such timber at the lowest possible cost is worthy of careful investigation. The use of magnesite cement has been suggested in this connection.The necessary qualities for any substance for the use suggested above may be summarized as follows: It should be resistant to abrasion, and to impact and structural stresses. It should be durable when subjected to the action of the ele¬ments, and stable to any minor derangements of the base on which it is placed. It must be relatively unaffected by changes in temperature, by the action of water, and should adhere to the material on which it is placed, and it should also be free from shrinkage cracks due to setting up the material, Magnesite cement appears to fulfill the various conditions outlined above.The elasticity of such cement is the outstanding quality which makes it desirable for exterior work. It also possesses the ability to adhere to all materials in a marked degree. Its freedom from expansion and contraction after setting is one of the principal reasons for its adhesive quality. It may be applied to old brick or stone walls, even tho they have been repeatedly covered with paint, and the quality of ad-hearing to wood makes it possible to secure a weather-proof protection to the wooden casings and trim of exterior openings. The quality of adhesion and elasticity is easily proved by applying a 1/2"" layer to a 1"" board which has been first covered with metal lath. Such a board, about 8 feet long, may be repeatedly deflected about 3"" in the center without breaking the bond to the board, or causing any cracks to appear in the magnesia cement. The ability to resist fire as well as the possession of insulating qualities are also desirable characteristics of magnesia cement stucco."

Setting is quite slow under such conditions, but the cement ultimately becomes hard. It should always be applied to a dry surface excepting that under certain conditions it is desirable to apply a solution of magnesium chloride before using the stucco."

The new MSHA diesel rules have stone mine operators looking hard at pos¬sible upgrades to their ventilation systems. There are existing methods to reduce diesel engine emissions (MSHA, 2001)(Head, 2001b),but many operators will decide that a ventilation upgrade is necessary is well. NIOSH hay several stone mine ventilation projects underway, but in the meantime a good information resource is the work done by the U.S. Bureau of Mines in the 70's and 80's on ventilation for oil shale mines. The Bureau conducted this research because oil shale mines were projected to be gassy and would, therefore, require a lot of ventilation air. The focus of this oil shale work was on the use of jet tans for lace area ventilation, and on stoppings that would he low Lost and leak-tight. The work also considered changes in mine design to reduce the number and size of stoppings. The findings are still applica¬ble to stone mines.

An inusual job in controlling a gas well was executed on No. 1 well, Inland Oil and Refining Co., situated on the Alkali Butte structure, Freemont County, Wyoming. The work was done by the company in cooperation with the . S. Bureau of Minos, and resulted in a fuel saving of $5,000 in one season and of a repair job estimated at $15,000, or a total of $21,000. The woll had an open flow of 6,000,000 cubic feet of gas per day with a rock pressure of 560 pounds per square inch. A string of 6-1/4 inch casing with a toothed shoe was set on the cap rock above the gas sand at 2181 feet. Then the well was shut in, the gas worked out around both the 6-1/4 inch and 6-1/4 inch strings, breaking through the ground surface at several points under the derrick. Casing troubles encountered while drilling made it unsafe to attempt Coving the 6-1/4 inch string. Moreover, it was important from the standpoint of good management to make the gas from this well immediately available for fuel in other operations and, in addition, to save the gas from wasting. An ordinary mudding and cementing job would have necessitated sitting down this well for probably two months out of a very short operating season. For these rousons it was determined to mud the well, if possible, between the 6 and 8 inch strings by pumping mud fluid through the connection from the gas clamps. The gas clamps used wore of ordinary construction with a side outlet, making them equivalent to a Braden-hoad. When the mud fluid was pumped through the gas clamp into the space between the two strings, it began to appear inside the 6-1/4 inch string. It apparently entered the well either around the toothed shoe or through a "line sawed" leak in the string and was blown out of the well as fast as it was pumped in. In order to stop the leaks, about a half a gunny sack of finely chopped bull ropa was fed with the mud between the casings as before. The hemp gathered around the valves of the mud pump to some extent, and it also stuck in the casing-head fittings a few times. An obstruction in the casing- head would be removed by permitting the woll to "blow back" for a few seconds, and one in the pump valves, by removing the valves when necessary. In two days' time sufficient hemp and mud had been pumped into these strings to kill external and internal pressure. The wall was shut in and allowed to stand over night. " A second edition of a compilation ( by Drs . Ccuvee and Ritter ) of the mining legislation of Holland , including this act with other legal requirements , was published in 1928 under the title of "De Nederlandsche Mijnwetgeving , " by H. T. Tjeenk Willink & Zoon , Haarlem. In this abstract reference is made to the Act of 1810 , the Royal Decree of September 18, 1818 , the Mining Act of 1903 , and the Act of June 20 , 1924 .

GLOSSARY Acid- and toxic-forming materials. Rock or coal layers containing significant amounts of pyrite or other minerals which, if exposed by coal mining, will cause acid or toxic drainage to occur when acted upon by air and water. Add mine drainage. Any water with a pH less s than 6.0 draining from a coal mine. Water is often orange-colored because of the presence of oxidized iron. Adit. An underground mine entry at sites where coal seams are exposed at ground level. Apple core. A complete hilltop (360°) left exposed by not backfilling the highwall. Approximate original contour. The surface configuration achieved by backfilling and grading the mined area so that be reclaimed land closely resembles the general pre-mining surface configuration and blends into and complements the drainage pattern of the surrounding terrain. Area mining. A surface mining method that is carried on in level to gently rolling topography on relatively large tracts of land. Active area mine pits may be several miles long. Arid and semiarid regions. Lands, generally west t of We 100% meridian, where water use by native vegetation equals or exceeds that supplied by natural precipitation, and rainfall is insufficient to support agriculture. Annual precipitation is normally 20 inches or less. Auger mining. A mining technique often used by surface mine operators when the overburden becomes too for the coal to be mined economically using traditional surface mining methods. Large-diameter (usually 2'-4') horizontal holes are drilled as much as 300 feet into We vertical Me of the coal bed by an auger. Like a bit used for boring holes in wood, coal augers consist of a cutting head with a screw-like extension. As the auger turns, the head breaks up the coal and the screw carries it back into a conveyor that loads it directly into a truck. Backfilling. The operation of refilling an excavation using material removed during the mining process. Bench. The level or flat working area at the base of the highwall that is excavated between the exposed coal seam and the original surface of the ground. Bucket wheel excavator. A continuous-digging machine that uses a rotating vertical wheel with buckets for large-scale stripping and excavating. Cessation Order. Order to cease mining issued to a coal operator by the regulatory authority due to severity of violations, Contemporaneous reclamation. Restoration of mined land that occurs as soon as practical after coal removal. Contour mining. A mining method commonly used in eastern mountainous topography where coal is removed in a narrow strip around the hillside. The extent of the cut into the hillside is determined by the depth of overburden at the highwall compared with the thickness of the coal seam. Daylighting. A term used to describe a surface mining procedure that exposes abandoned underground coal mine workings to enable removal of the remaining coal. Daylighting is followed by land reclamation. Dragline. An excavating machine, usually used in large, flat areas, that drags a bucket (which holds up to 220 cubic yards of material) toward the machine by cables, loads it with spoil, and then hoists it wit a boom up to 350 feet long, allowing the machine to excavate wide benches by depositing the spoil hundreds of feet away from the highwall. Grading. The process of smoothing the disturbed areas of the mine site, after the coal is removed, to closely approximate the pre¬mining terrain. Haul road. Any road constructed, improved, maintained, or used by mine operators and located within the permit area. Head-of-hollow fill. See "valley rill." Highwall. The cliff-like excavated face of exposed overburden and coal in a surface mine. Hydroseeding. Planting of seed mixed in a water medium. Water, mulch, lime, fertilizer, and seed are blended and sprayed onto regarded soil.

The notion of wayfinding, as conceptualized by planners, geographers, and psychologists, denotes the ability of an individual to move from one point to another through physical space. In order to achieve this movement, a person relies on a cognitive map of spatial representations [Passini 1984]. Which features of this cognitive mapping will be stressed depend, in part, on the researcher's perspective. A planner, for instance, would tend to emphasize the effect of physical structures on mobility. A psychologist, on the other hand, might focus on individual differences in how human minds encompass and represent physical space [Evans et al. 1984]. There is yet another dimension to wayfinding that needs consideration, and it rests upon the idea that reality, as experienced by human beings, is mediated: "[People] have preselected and preinterpreted this world by a series of commonsense constructs ... which help them find their bearings in their natural and socio-cultural environment and to come to terms with it" [Schutz 1967]. These "common sense constructs" are arrived at socially and constitute the agreed-upon schemas that guide people's everyday activities. According to this principle, cognition is governed by some nonlogical factors that reflect not only individual procedures but collective ones as well. These group strategies, which are shaped by shared rules and values, influence "the information gathered, the ways it is processed, the inferences that are drawn, the options that are being considered, and those that are finally chosen" [Etzioni 1992]. From this perspective, cognitive maps, rather than being individual-centered templates of environmental images [Rovine and Weisman 1989] or representations of spatial relationships [Evans 1980], are partially group-centered schematic processes. As such, they are subject to reinterpretation, revision, and outside intervention [Kaplan and Kaplan 1982]. As intermediaries between the environment and behavior, cognitive maps serve as bases for decision-making. Traditionally, it has been assumed that good maps facilitate correct decisions, which in turn leads to optimal performance during wayfinding [Hunt 1984]. Given the argument that there is a social (non¬cognitive) facet to cognitive mapping, however, this image of a cognitive map as some sort of static reference construct that motivates individual action is too narrow and mechanistic. If cognition involves less a knowledge of the environ¬ment than it does the process of "giving it meaning through imposing an order on it" [Rapoport 1976], then wayfinding behavior is not j ust a function of setting and individual differences, but is also a function of one's "normative-affective" structure [Etzioni 1992]. Rapoport [1976] used such an assumption as the base for a set of hypotheses about the connection between "external demands" and "organismic factors." Recent employment figures (taken from the Mine Safety and Health Administration's database) indicate that the number of independent contractor' employees working in the coal mining industry has doubled over the past ten years. As their numbers increase, they become a more visible segment of the industry. [ ] Increased exposure to mining hazards has also brought an increase in the number of fatalities involving independent contractor workers. One gauge that is traditionally used to evaluate the overall safety of an entity is the "number of fatalities." Over the five-year period from 1985-89, 27 independent contractor employees were fatally injured while working on coal mine property. This number increased to 45 fatalities during the subsequent five-year period from 1990-94. Nearly half of these fatalities (47%) were due to accidents involving powered haulage (See Table); 13% were electrical accidents; and 9% were machinery accidents. Combined, these three accident classifications accounted for 69% of all coal nine independent contractor fatalities. Information taken from fatality data is an important piece of the safety puzzle; however, other variables need to he examined in order to better define contributing factors associated with accidents. More specifically, information on trends in fatal and nonfatal accident and injury data is necessary before deciding what approach should be used to improve safety. In order to implement appropriate safety strategies, it is important for safety practitioners to examine all available lost time accident and injury information. The following coal industry data sites specific and present trends of independent contractor employees working in underground locations at coal mines, surface areas of underground coal mines, surface coal mines, and preparation plants. The data compares employment and accidents for time periods at the beginning and the end of a ten-year span from 1985 to 1994. Because the number of incidents involving independent contractors in certain accident categories during any one year may be small, three-year totals are used; the first three years (1985-87) of the ten-year period are compared with the last three years (1992-94). This paper is an overview of and introduction to the subject of dust explosions. The purpose is to provide information on the explosibility and ignitability properties of dust clouds that can be used to improve safety in industries that generate, process, use, or transport combustible dusts. The requirements for a dust explosion are: a combustible dust, dispersed in air, a concentration above the flammable limit, the presence of a sufficiently energetic ignition source, and some confinement. An explosion of a fuel in air involves the rapid oxidation of combustible material, leading to a rapid increase in temperature and pressure. The violence of an explosion is related to the rate of energy release due to chemical reactions relative to the degree of confinement and heat losses. The combustion properties of a dust depend on its chemical and physical characteristics, especially its particle size distribution. In this paper, the explosion characteristics of combustible dusts will be compared and contrasted with those of flammable gases using methane as an example. These characteristics include minimum explosible concentration, maximum explosion pressure, maximum rate of pressure rise, limiting oxygen concentration, ignition temperature, and amount of inert dust necessary to prevent flame propagation. The parameters considered include the effects of dust volatility, dust particle size, turbulence, initial pressure, initial temperature, and oxygen concentration. Both carbonaceous and metal dusts will be used as examples. The goal of this research is to better understand the fundamental aspects of dust explosions.

The usual run time errors occur when illegal mathematical operations are attempted by MFIRE For exam¬ple, if the user enters a negative value for the input variable HEAT to model a heat sink or cooling station, a run tame error will occur because an exponential function is employed to better model the changing temperature dis¬tribution in the airways. DATA FILE ERRORS Two types of data file errors can occur. 1 An error may occur because the input data file itself is invalid This may be caused by: The data file cannot be found due to incorrect spelling, drive, or path specification Check the spelling and path at the prompt for location of the data file. The data file contains non-ASCII symbols Check op¬eration of the text processor to insure that only ASCII characters are produced Delete all non-ASCII and/or all out of place characters. 2 Data are accepted by the program, but are incorrect for the data types or ranges or the combination causes a data inconsistency This may be due to. An invalid character is located where a numerical value is required The input data value is outside the reasonable range The input data is insufficient to build the model for simulation. The input data exceeds the capacity of the program. PROGRAM ERROR DETECTION When the program is running, tracing messages are given on the screen indicating the group and lines of data that have been read and the section of the program that is executing Program termination indicates that problems are caused by the subsequent (not read) data file section. For each detected error, descriptive message starting with * ERROR * is issued and the program terminates. When a possibly wrong value and/or its calculated intermediate result is detected, a descriptive message starting with * WARNING * is issued and the program continues. If a modification of input value or calculated intermediate result is automatically made by the program, descrip¬tive message starting with * ATTENTION * is issued and the program continues. LOCATING ERRORS If a message indicates that the error condition occurred due to the data input file, locate and correct the data item. If no error message is issued, but the simulation results are not as expected, carefully check the list of input data shown in the output file WARNING messages and ATTENTION messages may reveal an error in the input data even though the program continues to operate Insure that the default values or modifications adopted by the program run are acceptable. Anomalistic data, though not incorrect or impossible, may lead to an unusual simulation For example, making a fan unusually powerful may prevent a normal strength fire from affecting the airflow distribution in the system Much care must be employed before considering an ex¬treme case. If a message indicates that the accuracy criterion in the temperature section of the program was not satisfied, a table detailing the current parameters of airways which have large fluctuation in the average air temperature from iteration to iteration is produced If the pattern of the parameters is clearly cyclical, while the variation of natural ventilation pressure is stable or cyclical from iteration to iteration, then, most likely there is no single equilibrium stage for the event If the variation of natural ventilation pressure decreases steadily though slowly, increasing the value of data item variables MADJ or ITN (on control line number 1) may allow convergence.

Contractors that perform specific types of work are required to report the number of employees who perform work at coal mines and at noncoal mines.

Since the introduction of electricity into the mines of the United States , the hazards incident to the industry have increased materially in both coal and metal mines . For economic reasons the tendency at present , particularly in coal mining , is decidedly toward the adoption of electrical mine machinery , including alternating current machinery , on a more extensive scale than ever before . Obviously, the growing use of such equipment will result in an ever -increasing number of underground transformer stations . The principal electrical hazards in mines are threefold ; fire , explosion, and contact . Of these , fire is the greatest hazard involved in the use of electricity underground , and several fires have originated in underground transformer and motor generator set stations . The fire hazard due to improperly installed and poorly maintained underground transformer stations is an ever-present one , and failure to take the necessariman remedial action is likely to result , sooner or later, in the destruction of life and property . Upon suggesting the necessary corrective measures with respect to such installations , one is often confronted with the statement to the effect that even though this particular hazard has existed over a period of years , there have been no unfavorable results therefrom thus far . Frequently , the desirability for action is not apparent to the mine management until it is too late . Because a mine has a record free from fires , explosions , etc. , over a number of years of operation during which these hazards existed , such good fortune should not be taken as a guarantee that this or any other mine is immune from these common dangers . When the elements of an existing hazard are properly balanced or in the right proportion, the unfortunate combination must of necessity culminate in misfortune of one kind or another. The fire hazard due to underground transformer installations can be very definitely minimized by proper installation and maintenance . In coal mines the transformer banks , connected to 2,300 and occasionally to 4,400 volt circuits , are often found located in open- ended crosscuts , mounted on concrete or timber foundations , and in nonfireproof surroundings .

This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine. This paper discusses the fact that US coal mining organisations are losing the knowledge they need in order to be able to respond to emergencies. The authors note that knowledge management provides a useful perspective from which to view the problem, but that the debate about what constitutes knowledge should be broadened to include a debate about what constitutes management. It is argued here that knowledge is actually shared knowing distributed across group members; that such knowledge can be managed by cultivating it; and that narrative is the medium through which this may be done. The paper then examines NIOSH research that has attempted to use such an alternative knowledge management approach to help potential mine emergency responders better deal with the predicaments they are likely to encounter on-site.

To provide a simple means for rapidly checking methane concentrations at working faces in coal mines while remaining under permanently supported roof. The Approach: A light telescopic probe, through which a gas sample can be pumped Into a methanometer, has been developed. See Figure 1 [ ] How It Works: The telescopic probe consists of sections of small stainless steel tubing encased in sections of lightweight fiberglass tubing. When fully extended the probe is almost 19 ft. long; fully closed it is approximately 5-1/2 feet long. It can be used In either of these positions as well as at intermediate extensions. An approved methanometer is clamped to the probe by a support bracket.

This paper discusses the fact that US coal mining organisations are losing the knowledge they need in order to be able to respond to emergencies. The authors note that knowledge management provides a useful perspective from which to view the problem, but that the debate about what constitutes knowledge should be broadened to include a debate about what constitutes management. It is argued here that knowledge is actually shared knowing distributed across group members; that such knowledge can be managed by cultivating it; and that narrative is the medium through which this may be done. The paper then examines NIOSH research that has attempted to use such an alternative knowledge management approach to help potential mine emergency responders better deal with the predicaments they are likely to encounter on-site.
