Bowie Resources maintains one of the most pro-active ground control programs in the U.S. mining industry today. Its guiding philosophy is that everyone in the organization, from the miners at the face all the way through the top management, are involved in ground control. Some of the unique elements of the Bowie ground control program include: • Roof bolt operators log the stratigraphy of test holes in nearly every cut. These “lith-graphs” are used by section foremen to determine the need for additional roof support, and they are entered into the geologic data base for use in geologic modeling and mapping. • Underground core drilling is conducted to obtain data for CMRR and stability maps. • Weekly “Quality” meetings, involving mine management and technical staff, are held to ensure that ground control information is integrated into production operations. The paper will describe the program in detail, discussing the involvement of roof bolters, section foremen, surveyors, technical staff, and production managers. It will also show how the program has contributed to the mine planning process. Case histories of successful ground control interventions will be discussed.

The Morongo Wilderness Study Area (WSA) is in south central San Bernardino County, California. U.S. Bureau of Mines examined the area during the fall of 1983. No mines, prospects, leases, or mining claims were found in the WSA. There are no known mineral deposits within the study area boundaries. Sand and gravel in the area is suitable for many types of construction uses, but similar and larger deposits outside the WSA are closer to markets. No energy resources have been identified in the WSA.

Native asphalt was produced by four companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by one firm. R. L. White Co., Dabney Quarry, Uvalde County, TX. Gilsonite, a solidified hydrocarbon found only in Utah and Colorado, was mined by three firms: American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California); Ziegler Chemical and Mineral Corp.; and Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation), from properties in Uintah County, UT. Gilsonite is used for a variety of purposes including automobile bodysealer, light-weight aggregate for cement used in oil well drilling, asphaltic building board, protective coverings, anticorrosive paints, and roofing compounds. Gilsonite production in 1985 declined 57% owing primarily to reduced oil well drilling activity. The value per ton was essentially unchanged.

Table 28 and figure 10 show the number of fires and fire injuries for surface sand and gravel mines by state during 1990-2001. Table 28 also shows the injury risk rates, employees' working hours, and lost workdays. At surface sand and gravel mines, a total of 70 fires with 60 injuries occurred in 29 states during 1990-2001. Fifty-nine of the fires caused 60 injuries (none of the fires involved contractors). The yearly average was 5.8 fires and five injuries. The Ewhr value was 741 x 106 hr (Irr = 0.016), and the LWD value was 6,921. California had the most fires (nine fires and five injuries), followed by Michigan (six fires and six injuries) and Pennsylvania (five fires and five injuries). Of these states, Pennsylvania had the highest injury risk rate value (Irr = 0.052). Table 29, partly illustrated in figure 11, shows the number of fires, fire injuries, risk rates, employees' working hours, and lost workdays by time period. The number of fires and fire injuries show an increase during the second period followed by a decrease during the fourth period followed by a small increase during the fifth period and a sharp decrease during the last period. Employees' working hours increased during most of the periods. The Irr values follow patterns similar to those shown by the injury values.

1. COAL PRODUCTION: Under Section 402 of Public Law 95-87 (SMCRA), coal operators are required to pay a fee when coal is sold, used, or transferred. These fees are deposited in the U.S. treasury as the Abandoned Mine Land Fund. Information about the type of coal (bituminous, lignite, or underground) and tonnage are tabulated on Form OSM-1 and submitted with the fee, which is paid quarterly to the Office of Surface Mining. The coal production data presented in this report was compiled from information stored in the Office of Surface Mining Fee Collection System computer data base. Collection of the fee began with the last quarter of 1977; therefore, 1978 data includes the last quarter of 1977 and the first three quarters of 1978. Information for each successive year follows the same tabulation pattern. Surface production includes both bituminous and lignite coal; underground includes tonnage reported as underground mined. In New Mexico and Montana, coal production on Indian land is listed under the Crow, Hopi, and Navajo Tribes. 2. HISTORIC COAL PRODUCTION: Federal Government agencies have published coal production data since 1807, the date of the earliest record. The source of coal production data used to compile this graph was: 1891-1895, U.S. Geological Survey, Division of Mineral Resources; 1896-1977, U.S. Bureau of Mines annual Minerals Yearbook; 1978- 1991, Office of Surface Mining data described in footnote 1 above. 3. NUMBER OF MINES: The number of mines was compiled from Office of Surface Mining Fee Collection System data described in footnote 1 above. Annual totals were calculated by adding together the number of operations with the same Mine Safety and Health Administration numbers reported each quarter and dividing by four to give an annual number in each state. 4. ENFORCEMENT ACTIONS: Enforcement action data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The data presented are all actions taken by both the state regulatory authority and the Office of Surface Mining. Citations issued are the sum of Notice of Violations (NOVs) and Cessation Orders (COs). Because the Hopi and Navajo jurisdictions overlap in Arizona and New Mexico, enforcement actions data for the tribes have been combined in annual reports prepared by the Albuquerque Field Office; therefore, they are combined for this report and listed under Navajo Tribe. 5. ACREAGE PERMITTED: Acreage permitted data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The acreage listed was permitted during the year shown and is not the total acreage under permit during that year. 6. BONDS RELEASED: Acreage of reclamation bonds released was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The sum of final Interim Regulatory Program bonds and Phase 111 (or final release) bonds shows only the land area where reclamation is complete and has been released by the regulatory authority.

Trailing-cable splices are evaluated for moisture exclusion abilities after repeated travel over shuttle-car sheave wheels. Tests are conducted on cables with jackets made of neoprene, cholrosulphonated polyethylene (CSPE), and nitrile butadiene-polyvinyl chloride (NBR-PVC) to 50° C. The results show that some splice kits are effective as received, others are improved with minor but significant changes, and still others must be redesigned to be effective in underground applications. Laboratory results are compared with actual underground splice results. Recommendations for cable preparation prior to splicing are presented.

Researchers from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health installed 39instrumented, fully grouted bolts at six test sites in a trona mine retreat panel to study mine roof stability for the improvement of workplace safety. Variables at each test site included bolt spacing, bolt length, roof span, and location in the panel layout. At most test sites, two rows of instrumented bolts were installed, one in or near the intersection created during development and the other in or near the intersection created during second-pass mining. The most significant factor affecting bolt load was roof span. The highest loads were on the bolts installed in the intersections of the 6-m-wide entry. Mining-induced stress resulting from panel layout was the next most significant factor affecting bolt loading. Minor variations in bolt loading could be attributed to changes in bolt spacing and bolt length. Gas pressure release in the immediate roof contributed to some bolts showing compressional loading during gas bleed-off.

Cost Data Library The data retained in the Cost Data Library is of a semi¬permanent nature in that it is held in storage for immediate use with the program although its contents may require periodic evaluation to maintain it in a current status. The library is composed of six arrays containing both technical and cost data. The following description of the library input system provides the information necessary to maintain an active storage file. Array POWERA: FORMAT (8F10.0) - contains the step groupings of the power rate schedule for power cost computations. Four input data cards are required to fill this storage area. Increase the recycling of critical and strategic materials by simplifying the indentification and segregation of scrap. Background Because the United States is dl-most totally dependent on imports of such critical metals as chromium, cobalt and nickel, Bureau of Mines research has been directed towards conserving these metals by increasing the recycling of the complex scrap materials that contain them. Experienced scrap sorters, using the traditional techniques of object recognition, spark tests, chemical spot tests, color, apparent density, and magnetic properties, can adequately sort a wide variety of alloy groups. However, the complex nature of new materials entering the scrap market has made sorting both more difficult and more important. Some new alloys contain so many components that separation by discrete alloys becomes a prerequisite for effective recycling. The Bureau has completed Investigations on two methods for rapidly sorting complex scrap mixtures. One method uses a combination of two low-cost instruments. The other uses a single sorting instrument. Both approaches are reported.

Oil-yield data are presented for core samples from Colorado Corehole No.1, drilled by the Bureau of Mines and the Atomic Energy Commission in a previously untested oil-shale area near the northern edge of Colorado's Piceance Creek Basin. Continuous oil shale 2068 feet thick, averaging 18.41 gallons of oil per ton of shale and representing 1.8 billion barrels of oil per square mile, occurs at the core site.

This digest of Brazilian mining law is based upon Decree 4265 of January 15 , 1921 , and its regulation , Decree 15,211 of December 28 , 1921. Unless otherwise stated , the references are to the latter exclusively , since it includes practically everything contained in the law itself . It should be borne in mind that these regulations do not necessarily apply to mines other than those on private and national land . Each State of the Union is free , in respect to State land , to regulate or interpret the national mining law , which is very general in its terms , as it sees fit . Whether such local regulations are anywhere in force with respect to the law of 1921 the bureau has not been informed . Article 64 of the Constitution indicates that only such portions of territory as are required for the defense of the frontiers , for fortifications , military constructions , and federal railways belong to the Union . Lessees of such lands , unless in debt to the Treasury , have preferential prospecting rights for one year ( art . 28 ) . This carries with it the right to work any mines discovered (Law , art . 12 ) .

This chapter includes tables for 1979 that were not available in time for publication in the 1978-79 Minerals Yearbook, but it does not include corresponding tables for 1980. The value of raw nonfuel mineral output in 1980 was estimated at $24.8 billion, 8.5% above the 1979 value. Of the 21 metal commodities produced, quantitative output increased for 11 and decreased for 10. The values for 10 metals were up, 10 were down, and 1 was unchanged. Among the 47 non-metallic commodities produced, 14 showed quantitative increases, 32 declined, and 1 was unchanged. In terms of value, 32 nonmetallics increased, and 15 declined.

Rock mechanics measurements indicate that the present two-bed mine design used at the Big Island trona mine, Green River, Wyo., results in stable workings. Vertical pressure changes in the lower panel pillars and horizontal pressure changes in the lower bed roof and floor indicated negligible upper bed mining influence. Pillar stresses stabilized soon after upper bed mining was completed. Strata movements in the pillar ribs, roof, and floor were also negligible and stabilized soon after completion of upper bed mining. Using tributary area theory, the confined core approach, and studies of model trona pillars it is shown that increased extraction ratio is possible. A program of gradually increased extraction ratio accompanied by simple measurements should result in a mine design that includes both higher recovery and long-term stability.

This is the final report on Project CR-102 under the auspices of the Department of Environmental Resources, Commonwealth of Pennsylvania .1 The project was activated on January 5, 1970, with financial support from Bituminous Coal Research, Inc., the Pennsylvania Coal Research Board, and the Water Quality Office of the Environmental Protection Agency (WQO-EPA)2 through Grant 14010 EST to the Commonwealth of Pennsylvania Work on the project was conducted according to the procedures outlined in BCR Research Program Proposal RPP-164R, dated April 24, 1969, and a subsequent Revulsion of Scope, dated February 25, 1970. This report covers the entire project period from January 5, 1970, through March 25, 1971.

General injury experience in the mineral fuel industries was less favorable in 1965. Of the major industry groups, the coal mining and the coke industries had higher injury-frequency and severity rates than in 1964. The oil and gas industries had an increased Tate of occurrence of injuries although the severity rate improved. However, in the relatively small peat and native asphalt industries, the injury experience was more favorable than in 1964. Overall operating activity for the mineral fuel industries, as measured by the average number of men working daily and the total worktime, was higher than in 1964. Moderate declines in employment and worktime in the coal and peat industries were more than offset by gain in the other groups. In addition to the industry classifications included in this chapter, similar injury, employment, and worktime data on the metal, nonmetal, stone and aggregate industries are presented in volume I. Corresponding data for broad classifications of mineral industry groups arc given by States in volume III of the Minerals Yearbook.

The Long Swamp RARE II area contains no prospects, claims, or mines. It has a low potential for ore deposits. There are no geothermal, oil, or gas leases in the area. APPRAISAL There are no mining districts in the study area. The nearest is Chewack Mining District, which is 6 mi (9.6 km) north of the area. This district had numerous claims located for tungsten; the principal tungsten ore mineral was wolframite. Wolframite was found here in 1898 by surveyors of the International Boundary Commission. The area was staked in 1908 and developed during 1915 and 1916. Only in 1936 was ore shipped; the 30 ton (27.2 t) shipment proved to be unprofitable for the claimants (Culver, 1945, p. 41).

Problem: It is estimated that 5 to 10 arc flash explosions occur in electric equipment every day in the United States. In the mining industry the largest single injury category of electrical injuries are caused by non-contact electrical arcs. Method: This investigation progressed in two phases: (a) 836 Mine Safety and Health Administration (MSHA) reports of electric arcing incidents that occurred over a period of 11 years were reviewed, and (b) personal interviews were conducted with 32 individuals. A theoretical Safe Job Performance Model guided the study. Results: Behavioral dimensions were identified and included the effect of worker experience, judgment and decision-making ability, behavioral and organizational controls, and safety culture. Summary: The National Institute for Occupational Safety and Health (NIOSH) conducted an investigation of behavioral components associated with arc flash incidents and developed recommendations for interventions based on findings. Impact on Industry: This study fills a vacuum in electrical training with a focus on the organizational and behavioral aspects of arc flash incidents. There search is cross-cutting in its scope, in that the results apply not only to mining and construction, but many other industries employing electricians. Although the majority of mine electrical injuries are the results of burns from electrical arcs, few miners are aware that such a hazard exists. A safety training program, which includes a video and an instructor's discussion guide, was developed for electricians based on this study's findings. “Arc Flash Awareness” was released in 2007 (DHHS NIOSH PublicationNo.2007-116D) and is available through1-800 CDC-INFO. The Gates of the Mountains Wilderness study area is underlain by intrusive and sedimentary rocks, mainly limestone. No limestone has been produced from the study area; suitable material is more readily available elsewhere. Small amounts of gold, sapphires, and corundum were produced from a placer deposit along the banks of the Missouri River. The remaining gravel contains low mineral values. Other alluvial deposits along the Missouri River and Beaver Creek contain no identified economic resources other than sand and gravel. Some deposits could provide suitable construction material for local use.
