The Bureau of Mines (Bureau) conducted mineral investigations of the Payette Crest-South Fork area in west central Idaho near McCall, Idaho, in 1989. There are no known producing mines or mineral production from the area. Forty-seven samples were taken (stream sediment, rock. and placer); no identified mineral resources were delineated.

The purpose of this study and resulting development of the training program, "Safety--Let's Make It Happen" was to determine the relation of concepts to the development of desired Health and Safety behavior. After extensive pre-contract study, it was hypothesized that improved acceptance and understanding of the Federal Coal Mine Health and Safety Act of 1969 could possibly contribute to the reduction of accidents. Second, in order for an individual to accept and understand the Act, he or she must have a working knowledge of its purposes and application. Third, acceptance and understanding of the Act, necessary to protect the individual from negligence, was imperative. Fourth, an actual operating company could provide the base in which to test these hypotheses in a meaningful manner and develop this type of training program. Six assumptions were agreed upon before embarking on this study and training program development. (1) In the cognitive process, a concept introduction into an individual's personality may result in a behavior quite different than if he or she had been exposed to a different concept.

The Technical Study Panel on the Utilization of Belt Air and the Composition and Fire Retardant Properties of Belt Materials in Underground Coal Mining (hereafter referred to as the Panel or the TSP) was established by Section 11 of the Mine Improvement and New Emergency Response Act of 2006 (MINER Act). The Panel was charged with providing “independent scientific and engineering review and recommendations with respect to the utilization of belt air and the composition and fire retardant properties of belt materials in underground coal mining.” The TSP was impaneled by the Honorable Elaine L. Chao and commenced its work on January 9, 2007. At this first meeting, Mr. Richard E. Stickler, Assistant Secretary of Labor for Mine Safety and Health, asked the Panel to report on many issues including how recent technological advances could be applied to atmospheric monitoring systems, point-type heat sensors, current state of fire-resistant vs. fireproof belt materials, and belt fire suppression systems to improve miner safety. In addition, Mr. Stickler asked the Panel to review belt air velocity limitations. The Panel members attended 12 days of public meetings over a nine-month period. Three of the public meetings were scheduled for the Panel to hear from technical experts and those persons or organizations interested in providing input. The meetings were held in Coraopolis, Pennsylvania with emphasis on belt fires, belt maintenance, belt flammability and toxicity, ventilation, and escape issues; in Salt Lake City with emphasis on ground control and convergence issues; and in Birmingham with emphasis on fire detection, sensors and atmospheric monitoring systems. National Institute for Occupational Safety and Health (NIOSH) researchers, Mine Safety and Health Administration (MSHA) personnel, representatives of the major belt conveyor manufacturers and a representative of the National Mining Association provided discussions at the Coraopolis meeting. In Salt Lake City, Utah, MSHA district managers and ventilation specialists, a member of the Aracoma Mine No. 1 investigation team, a representative of the Bureau of Land Management, and industry and consulting representatives of the Utah Mining Association and the Colorado Mining Association made presentations. In Birmingham, Alabama, atmospheric monitoring system representatives, NIOSH researchers, representatives of coal mining companies, and UMWA workers from two Alabama mining companies made presentations. In addition, a staff member of The Center for Regulatory Effectiveness also presented comments to the Panel. In conjunction with the meetings in Salt Lake City and Birmingham, three-member subcommittees of the Technical Study Panel made field visits to the Skyline Mine, the Aberdeen Mine, and the Jim Walter Resources Mine No. 4. The mine visits were scheduled to see first-hand the mining conditions under which belt air was being utilized as an additional source of intake air for working sections.

APPENDIX C - HOISTING SYSTEMS - AVAILABLE EQUIPMENT C 1 - Introduction A survey has been made of available hoisting equipment which has applications for use in metal and non-metal mine emergency escape hoist systems. The information was gathered from a number of sources, including representatives in the USBM and MESA, mine operators, personal visits and telephone interviews with manufacturers, field visits to inspect equipment, advertisements, catalogues and indices of manufacturers. Wherever possible, technical specifications and prices were checked out with the manufacturer, or supplier. The sections on individual sub-systems and components, such as automatic control systems, winches and controls, are not intended to be all encompassing surveys. Rather a reasonable number of representative units in each category are discussed. The sample is large enough to provide a general picture of the kind of equipment available, including the abilities and limitations and a reasonable price range. The economic value of reducing the evaporation losses of crude oil and of gasoline is so well founded that the petroleum industry is constantly seeking new and improved storage tanks and methods of handling its products to further reduce these losses. A comparison of the methods and apparatus used in handling and storing crude oil and its products today with those in general use 10 years ago would show that an oil tank is no longer simply a container for holding liquid, but is now considered an important piece of equipment which if, subjected to constant inspection and care. In fact, the modern vapor-tight tank often requires as much care as a boiler or pump when one considers Its various component parts such as vapor-tight gage hatches and thief-hole covers, vacuum and pressure relief valves, swing line apparatus, vapor-recovery systems, insulation, cooling devices, and often automatic gaging devices. As an auxiliary to the physical equipment of the tank itself the subject of paints and paint colors is now given considerable attention. In addition to vapor-tight tanks and auxiliary equipment, other types of tanks for reducing, evaporation which are new to the industry have also been developed and placed on the market within the past few years. The development of the floating roof type was an innovation in tank construction, directed toward the reducing of evaporation losses. This type of roof rides on the surface of the oil and thus eliminates all vapor space. It is especially valuable for working tanks.3 A recent development in tank construction is a new type of tank roof known as the diaphragm or "breather roof," Which practically eliminates the movement of air-vapor mixture from a storage tank filled with oil. It is of especial value for use on tanks in which oil is stored over long periods.

According to the Bureau of Mines annual survey, there were 319 petroleum refineries in the United States as of January 1, 1957 capable of processing 9,123,674 [ ]-barrels of crude oil daily. This was the first time in eleven years that the total number of refineries increased. The crude throughput capacity of the refineries increased 491,284 barrels daily (6 percent) above the January 1, 1956 capacity. The East Coast and Texas Gulf Coast refining districts accounted for 60 percent of the additional capacity installed. Three new refineries were put into operation on the East Coast during the year with a total daily crude throughput capacity of 154,434 barrels while the other refineries in the district report a net loss in capacity, installing equipment capable of processing 140,000 barrels, but dismantling equipment with a capacity of 150,100 barrels. In the Texas Gulf Coast district, one new refinery with a daily crude oil capacity of 5,000 barrels was placed in operation in 1956 and 143,700 barrels of crude capacity was added to existing refineries. The capacity of the average refinery to process crude oil increased from 27,145 barrels daily to 28,601 barrels in 1956.

Minerals are a fundamental component of the Nation" material and economic base. Without a continuous supply of minerals to meet growing and changing needs, the basic character of our society would be very different. The importance of minerals to the United States was reemphasized by the Congress in I970 when it enacted the Mining and Minerals Policy Act, which stated that it is the continuing policy of the Federal Government in the national interest to foster and encourage private enterprise in (I) the development of economically sound and stable domestic mining, minerals, metal and mineral reclamation industries, (2) the orderly and economic development of domestic mineral resources, reserves, and reclamation of metals and minerals to help assure satisfaction of industrial, security and environmental needs, (3) mining, mineral, and metallurgical research, including the use and recycling of scrap to promote the wise and efficient use of our natural and reclaimable mineral recources, and (4) the study and development of methods for the disposal, control, and reclamation of mineral waste products, and the reclamation of mined land, so as to lessen any adverse impact of mineral extraction and processing upon the physical environment that may result from mining or mineral activities.,.

In 1990, the Bureau of Mines conducted a mineral resource investigation of the 12.321 acre Black Warrior study area, one of several proposed additions to the Sawtooth Wilderness. No identified mineral resources were delineated. There were 123 lode and placer claims in or adjacent to the study area. There is a known hot spring adjacent to the study area, but presently no geothermal leases are pending. Lode mines in pr adjacent to the Black Warrior study area have produced 4,022 tons of ore from which 1,981 oz of gold and 811 oz of silver were recovered. None of the vines are currently active. During the field study 125 rock samples were taken. Significant gold assays and favorable geologic characteristics at seven properties indicate that gold occurrences and resources with byproduct metals may exist in the study area. Two other sites yielded anomalous gold assays; however, sage favorable geologic characteristics are lacking. Presently, identified gold resources are being delineated by drilling programs in the nearby Atlanta and Rocky Bar mining districts. These districts have geologic characteristics similar to the Black Warrior area. During the field study 22 placer samples were taken. In most places where an anomalous concentration of gold was found, the stream channels are too narrow for operations other than recreational suction dredges. However. One area is estimated to contain over 2 million yd3 of gold-bearing gravels.

1.1 General The examination and evaluation of a mineral deposit to determine whether or not it can be profitably exploited entails many factors unrelated to the physical nature and intrinsic worth of that deposit. Nevertheless, geology and geologically related factors have great bearing on the economic potential of the deposit. This is only natural because the deposit owes its existence to these factors. This is even more so in underground mines where the whole system is a geologically enclosed one. Geology plays a major role in at least four phases of a mineral venture. Firstly, it acts as an indicator of the existence of parti¬cular minerals. For example, it is inconceivable that a sedimentary coal deposit would exist in a granitic batholith or stock, or that a sandstone would host primary copper or nickel sulphides. Further, the positional relationship of different rock types may be significant in locating deposits such as replacement zinc and copper sulphides in limestones which have been intruded by igneous rocks. Thus, geology is important in the exploration phase of a mineral deposit. Secondly, once potentially valuable minerals have been discovered, knowledge of geology plays a significant role in determining the dis¬tribution, grade and extent of the mineralization. "INTRODUCTION Diesel-powered locomotives designed specifically for underground operation were used in the construction of some of the tunnels that comprise the Delaware Aqueduct in New York State. Before this there had been limited use of Diesel-powered equipment such as trucks, bulldozers, and shovels in tunnel construction in various parts of the country, but this equipment was used without modification for underground use and, in some instances, appar¬ently without due consideration of the hazards that might be created by the introduction of fuel-burning equipment into confined underground spaces.As certain definite advantages were apparent if Diesel haulage could be used in tunnel construction in some sections of the Aqueduct, the contractors who were to construct the tunnels in these sections were desirous of using, this type of haulage equipment if it could be used with safety. This matter was given careful consideration by the various agencies concerned with the establishment of safe practices on the Aqueduct project before tunnel driving was started. Of chief concern were the quantities of toxic or objectionable materials that would be discharged into the tunnel air by the exhaust of the locomotives and the volume of ventilating air that would be required to dilute these exhaust gas products to concentrations permissible in the atmosphere of working places."

This study reviews and discusses the fluorspar industry in the Eastern United States, with emphasis on factors controlling the industry such as production, consumption, uses, and transportation. The greatest potential for increased consumption of fluorspar in the immediate future was found to be in the manufacture of fluorine chemicals and steel. Important factors affecting the future domestic industry include imports and the maintenance of adequate domestic fluorspar reserves. Exploration, commercial deposits, mining and milling, reserves, and new developments in the industry are covered.

Fly ash from four sources and in certain proportions was shown to assist chemical coagulation of turbid water and settling of chemically induced floc. Fly ash reduced the time required to form the first visible floc, promoted more uniform flocs about 2 mm in diameter, and increased the mean settling rate of floc particles. Also, the addition of fly ash produced denser sludges than those obtained with alum alone. Final turbidities were independent of fly ash particle size and carbon content. Optimum proportions of fly ash additive are given.

This report describes the development and operation by the Bureau of Mines of a pilot plant designed for using high-volatile A bituminous coal-in-water suspensions as a source of preheated coal and superheated steam in the pressure gasification of coal with oxygen. Figure 1 on page 2 is a block diagram of the integrated gasification process, in which a total of 70 tons of coal was fed from slurry and gasified. The present work included (1) development of equipment and methods both for mixing pulverized coal and water to produce slurry and for pumping and metering the slurry at gasification pressure; (2) development of equipment for heating the flowing slurry and, because slurry that can be pumped produces more steam than is necessary as a gasification reactant, developing equipment for removing and metering the excess steam; and (3) demonstration of the process under actual gasifier operating conditions, at a coal rate of about 800 pounds per hour and gasification pressures in the range 100 to 300 pounds per square inch gage. By using the forced-convection principle, a flow of slurry made from a caking, high-volatile A bituminous coal can be continuously heated to 600° F. in a coil-type heater. The flow rate and concentration of the slurry and the temperature gradient along the length of the heating coil must be closely controlled. In a radiant-type heater, involuntary reductions in flow rate, even momentary, can lead to coking and plugging of the heater coil.

The Bureau of Mines investigated variations in the activation energy for the carbon monoxide reduction of magnetite and ferrous oxide with respect to the state of aggregation of the oxide material. Reduction phenomena can only be satisfactorily explained by including an adsorption step in the reduction process. Summation of the values of the exothermic heat of chemisorption and the variable apparent activation energy for reduction yields a nearly constant value of about 50 kcal for either ferrous oxide or magnetite regardless of whether they are aggregated in pelletized form or coarsely crystalline particles.

The USBM (U.S. Bureau of Mines) studied mines, prospects, and mineralized sites in the Roberts WSA (Wilderness Study Area) in 1984. The 15,090-acre WSA, located 35 miles northwest of Eureka, NV, is underlain by alluvial deposits of Quaternary age, extrusive and intrusive volcanic rocks of Oligocene through Miocene age, and metasedimentary rocks of Cambrian through Permian age. The Roberts Mountain Thrust fault cuts through the WSA, dividing the metasedimentary rocks into upper and lower plate rock units. One mine, the Kelley, which produced 397 tons of lead-zinc ore prior to 1940, and two prospects are within the WSA; no resources were identified. Exploration for precious metal deposits is presently being conducted in and adjacent to the WSA on large claim blocks. The study area contains six sites in and near these claim blocks that have anomalous gold and silver. Detailed exploration is needed to delineate resources. High purity silica rocks are present in the WSA. Barite, phosphate, oil shale, and vanadium occurrences just outside the WSA may extend into it, but no such occurrences were observed during the USBM study.

This report describes a method developed by the Bureau of Mines for sealing horizontal degasification holes so that they do not create a gas explosion hazard when intercepted by mining. A cement slurry is pumped into the hole through an injection pipe that extends to the back of the hole. Pumping continues until the slurry returns through the annulus to the hole collar. The hole is then shut in and the grout allowed to harden. Application of the procedure to six horizontal degasification holes at Eastern Associated Coal Corp.'s Honey Run shaft is discussed.

Numerous alternative processes have been proposed as being potentially more economical or less polluting than the traditional smelting of copper sulfide concentrates. One such process as recently developed in the laboratory by the Bureau of Mines is composed of a two-stage fluid-bed, oxidation-reduction roasting followed by ammoniacal leaching, solvent extraction, and electrowinning. A copper-leaching recovery of 97.4 percent was obtained, and electrolysis of the acid strip solution deposited metal assaying 99.99 percent copper. The roaster gases contain over 95 percent of the sulfur at a concentration of 12 percent which is better suited for acid making or elemental sulfur production than conventional smelter gas. When considering byproduct recovery, a preliminary estimate indicates copper production costs are com-parable to the conventional smelters.

Methods of distilling topped crude oils and distillates under vacuum, accompanied by good fractionation, have taken a place of major importance in the refining industry. In the refining of petroleum products it is generally desirable to produce a distillate of good quality, and this objective is attained by fractionation of a high degree. The laboratory and commercial practice have proved that by varying the amount of fractionation the quality of the distillate can be changed, and refiners are cognizant of the advantages of good fractionation. Distillation under high vacuum, however, is a relatively new practice in petroleum refining, and only during the last few years has there been an indication that this method may become a general practice in the industry. Vacuum distillation offers many advantages over older methods of distilling petroleum products. Vacuum combined with steam distillation, for example, is replacing straight-steam distillation because the quality of the products of vacuum and steam distillation surpasses that of those produced by straight-steam distillation. Although the injection of varying amounts of steam in a vacuum unit is common practice, the amount of steam used is becoming loss as the vacuum within the unit is increased. This report describes the construction of a visible-action laboratory batch still and fractionating column and gives certain data pertaining to the operation of the apparatus under vacuum for the production of lubricating distillates. The apparatus was designed and built to produce lubricating distillates under as nearly ideal conditions as possible, in order that a subsequent study of the characteristics of the distillates could be made. For example, a study could be made of the distillates obtained up to the point of cracking of the charge if a topped crude were charged to the still; if the still was used as a rerun unit for lubricating distillates a study of nearly the entire charge could be made. Only topped crude has been charged to the still so far, and therefore this paper is limited to the results obtained from the distillation of such a charge. The results so far obtained indicate that such an apparatus is valuable in a study of different crude petroleums as sources of lubricating distillates.

The domestic mining industry gained more strength in 1988 as the healthy comeback that became evident in 1987 continued and grew for many commodities. The increasing and more stable commodity prices, still predominantly in the metals sector, reinforced both the new ways of conducting business and the use of technological advancements in successfully lowering operating costs during the last 4 to 6 years. Some commodities and companies still struggled to survive, but increases in productivity and profits were becoming more common.

This paper, which describes the mining methods and practices at the Jarbidge mines of the Elkoro Mines Co., is one of a series of papers being issued by the United States Bureau of Mines on mining methods and costs in various districts throughout the United States. LOCATION AND HISTORY The Elkoro Mines Co.'s property is located at Jarbidge in the northeast corner of the State of Nevada (fig. 1). The camp is 9 miles south of the Idaho line; the nearest railroad point is 70 miles to the northeast at Rogerson, Idaho. A road leading to the south and connecting with Deeth, Nev., is passable during the summer months; the heavy snowfall which generally takes place early in the winter usually closes the road until the first of July.
