This report presents a more extensive perspective of the calculated profitability of developing and producing crude oil and associated natural gas by primary methods from selected onshore areas of the United States. Estimates were made for cost of drilling, completing, equipping, and producing oil wells at four depths in seven onshore producing areas. A computer program was developed for calculating the discounted cash flow rate of return for the 64 different models in each area resulting from varying the oil-producing rate and production decline rate. The results of these calculations provide data that vividly illustrate the change in rate of return to changes in well depth, initial producing rate, and production decline rate, as well as to variations in development cost and operating expense. Cost per barrel of oil produced in terms of annual cost and total cost is also discussed. Included in the report are explanations of the method of determining costs and the procedure used for profitability analysis. Summaries of all cost estimates and results of profitability analyses are presented in the appendix in tabular form for each of the seven producing areas.

Samples of coal from six beds in the Roslyn-Cle Elum field of Washington were subjected to float-and-sink tests to determine their amenability to the production of high-ash boiler fuel for on-site power generation. Grindability tests and analyses of ash were made. All of the coals would require some degree of cleaning to insure a product of 25 percent ash. With two of the coals the entire size range would have to be washed. With the other four, it would suffice to clean only the coarse coal and bypass the raw fines.

The U.S. Bureau of Mines (USBM) Information and Analysis Directorate collects worldwide data on virtually every commercially important non fuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The USBM's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the USBM survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

"In this Bureau of Mines report, the Federal income tax treatment of mineral exploration and development expenditures is summarized, and changes in the tax treatment of these expenditures since 1951 are detailed and analyzed. Although no attempt is made to establish causal relationships, major tax changes favorable to exploration and development activities did occur in 1951 and 1966 when the Nation was engaged in military actions and the economy was expanding. More recent changes have been unfavorable to exploration and development and were parts of major tax reform efforts. INTRODUCTIONThis Bureau of Mines report discusses the Federal tax law provisions relating to mineral exploration and development expenditures. These provisions, contained mainly in sections 616 and 617 of the Internal Revenue Code of 1954 (Title 26 of the U.S. Code), apply specifically to minerals (other than oil and gas), and thus are of interest to the Bureau of Mines.Bureau of Mines involvement in this subject stems from the legislative mandate in the 1913 amendments to the Organic Act of 1910 (the Act creating the Bureau) to conduct economic investigations of the mineral industries. Congressional concern with the financial conditions in the economic and mineral industries was expressed more recently in the Mining and Minerals Policy Act of 1970 and in the National Materials and Minerals Policy, Research, and Development Act of 1980. The General Accounting Office recommended in 1976 that the Department of the Interior ""identify and evaluate laws and agency programs that affect maintaining and developing a sound and stable domestic mining and minerals industry"" (17, p. iii). 2Taxes, a source of revenue to governments, are a cost to private firms. Thus, taxes directly affect private sector profits, and unique tax provisions are designed to encourage (or discourage) activities such as agriculture, construction, or mining. Even the international competitiveness of the domestic mineral industries may be affected by taxes because many minerals are traded in world markets."

This report provides background information concerning a mine roof simulator currently being considered by the Bureau of Mines. The simulator is a mechanical device with the ability to simulate the forces and displacements associated with mine roof over an area 20 by 20 feet. The topics covered in the report include a conceptual description of the system, definition of system capabilities, discussion of how such capabilities were decided upon, description of available control modes, and a comparison between the mine roof simulator facility and similar facilities existing elsewhere.

Many of the existing thermodynamic values for the titanium halides are estimates, including all the entropies and high-temperature heat contents of their crystalline and liquid phases. This report contains the results of low-temperature heat capacity measurents (which lead to entropy values at 298.15° K,) and high-temperature heat-content measurements of four halides - trichloride, tribromide, tetrabromide, and tetraiodide. The new data are combined with selected heat-of-formation values at 298.15° K. to obtain improved values of the heats and free energies of formation of these halides at high temperatures, thus supplementing the previous data of Kelley and Mah.5/ ACKNOWLEDGEMENTS This investigation was conducted under a cooperative arrangement between the Federal Bureau of Mines and the Department of the Navy, Office of Naval Research. The work was done by Bureau of Mines personnel using Bureau of Mines calorimetric equipment. The Office-of Naval Research supplied the supporting funds and arranged for procuring the samples of the titanium halides. The samples were prepared and analyzed by the Inorganic Chemistry Section, Division of Chemistry, National Bureau of Standards.

An investigation was undertaken to examine the feasibility of employing low- temperature nonaqueous baths for electrodepositing some of the refractory metals of the ferroalloy group . To date , such metals as tungsten , molybdenum , and vanadium have been produced only by high - temperature processes that are technically difficult and sometimes cumbersome in operation . Deposition studies were performed in a wide variety of organic solvents , including amides , ammonia derivatives , ketones , polyhydroxy alcohols , and ethers . Compounds prepared and used as solutes included the chloride and bromide salts of vanadium , tungsten , and molybdenum . Studies were conducted over a temperature range of 20 ° to 200 ° C under inert atmosphere . Conductivity and current potential data were obtained for all baths that contained reasonable solute concentrations . Qualitative solubility data were obtained for compounds of ferroalloy metals in a variety of solvents . In general , all solutes showed low solubility in ethers and ketones but reasonable solubility ( in excess of 20 grams per liter ) in alcohols , amides , and ammonia derivatives . No successful metallic deposits that would encourage further study were obtained with any of the systems that were examined .

The heats of formation of oxalic acid and sodium, potassium oxalates, and lithium oxalates were related by solution calorimetry to the heat of formation of (COOH)2.2H20, a value believed to be reliable as reported in the literature. The following heats of formation were determined: (COOH)2(a), -198.1±0.1; (COOH)2(ß), -197.8±0.1; UAW,, -328.7±0.4; Na2C204 -316.2±0.1; K2C204, -321.9±0.2; and K2C204-H20, -393.5±0.2 kcal/mole. The heat of the crystalline transformation (COOH)2(a) ? (COOH)2(ß) was determined to be 0.30±0.02 kcal/mole at 298.15° K.

The Boston Consolidated mine is situated in the Bingham mining district, Salt Lake County; Utah (fig. 1). The property has had a noteworthy production of cupriferous, gold-bearing, pyritic ore in addition to lead ore. The Bureau of Mines established a diamond-drilling development project on the property in September 1943 with the primary objective of determining the continuity of a mineralized zone in the Commercial limestone below and to the northeast of the 800-foot level (fig.2). Examination of the geologic feature at the property previous to drilling indicated that the mineralized limestone horizon would continue belay the 800-foot level, but with a flatter dip than disclosed above this level. During the project period, 36 holes totaling 4,001 feet were drilled from underground stations outlining the zone below the 800-foot level (figs. 2 and 3).

"The ""rate-of-preduotion curve"" described in the revised Treasury Manual* was devised by the author in May, 1920, and since that time has been use by the oil and gas valuation section of the Treasury Department in determining the rate of production of wells for purposes of taxation. This curve is most useful for estimating the future production of a well, or group of wells, of known daily settled production, where future-production curves and tables based on yearly production records are available. It also provides a means for determining the past year's production of a well of known daily settled production, or conversely, the estimated production on any day for a well of known yearly production.The rate-of-production curve is auxiliary to the production decline curve and is derived from it in estimating the future production of a tract, a production decline curve formed from the records of the tract itself should be used. If such records are not available, and there is no information which leads to the belief that the average production decline of the wells in this tract differs from the average for the pool or district, an average curve for the pool or district may be used.The accompanying chart illustrates a typical rate-of-production curve, with the yearly production decline curve from which it is derived. The production decline curve shown is for an average well in the Augusta district, Butler County, Kansas, and has been constructed from the tables given on page 128 of the revised Treasury Manual.The ordinate (vertical scale on the chart) of any point on a yearly production decline curve represents the production of the well during the year previous to the date shown by the abscissa (horizontal scale). For example, the chart shows that an average well, which produced 100,000 barrels of oil in 1915. produced 92,000 barrels in the year previous to January 19, 1916, produced 53,300 barrels in the year previous to June 1, 1916; produced 49,000 barrels in the year previous to July 1, 1916, 27,000 barrels in 1916, and 10,000 barrels in 1917."

In 1984, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied the 34,050-acre Cow Creek Wilderness Study Area (WSA) in order to evaluate its mineral resources. The WSA, located about 60 miles southeast of Havre, MT, contains sandstones, shales, clays, and coal of Cretaceous age. The Cretaceous rocks have been intruded by ultramafic diatremes. Quaternary glacial, stream, and landslide deposits overlie the older rocks. Claims are staked at five of seven sites favorable for diamonds within the WSA and at additional sites nearby. Although the ultramafic diatremes within and near the WSA contain minerals that are indicators for diamonds, no positive evidence of diamonds was found during this study. An abandoned coal mine, the Shellenberger, is inside the southwest boundary of the WSA. Possible petroleum and natural gas at depth are currently of interest; land within the WSA is leased or under lease application for oil and gas. The WSA contains subeconomic clays, zeolites, gold, silver, platinum group metals, and coal.

The high thermal-neutron cross section of gadolinium and the good mechanical and corrosion properties of titanium suggest that alloys of these two metals might be useful as control rod material. To aid in establishing the feasibility of this combination, the Federal Bureau of Mines investigated the titanium-gadolinium system. The results indicate that the system is composed of a single eutectic reaction and a peritectoid reaction involving the alpha-beta transformation of titanium. The eutectic isotherm extends from 1 to 99 pct, gadolinium at 1,240° C. The established eutectic composition is about 95 pct, gadolinium. The peritectoid reaction occurs at 885° C. and extends almost over the entire composition range. Hardness increases slightly with additions of gadolinium, and little change is obtained by heat treatment. Alloys containing less than 10 pct. gadolinium are amenable to extensive cold-working, but alloys having higher percentage of gadolinium content are only moderately cold-workable. All alloys can be hot-worked in iron sheathing at 750° C. Observation indicates that all compositions possess good machinability. Corrosion resistance to water at room temperature is apparently poor, especially in the gadolinium-rich alloys. INTRODUCTION A combination of the good mechanical and corrosion properties of titanium and the variety of thermal-neutron cross sections characteristic of the rare-earth metals suggests that alloys of these metals may be used for control rod materials. For this reason the Bureau of Mines proposed a study of the titanium-gadolinium alloy system, and the Atomic Energy Commission sponsored the investigation.

The U.S. Bureau of Mines is conducting research on the oxidation resistance and structural stability of Fe-(0-8)Cr-(0-16)Ni-(0-16)Mn-3.5Si-lAl alloys as potential substitutes for high-Cr stainless steels. Oxidation tests were conducted in air over the temperature range of 6000 to 9000 C for up to 1,000 h. Microstructures were analyzed at room temperature after hot rolling. The oxidation properties and the structural stability were found to be greatly affected by the Cr and Mn levels. Although substitution of Mn for Ni increased the oxidation rate, the Mn helped to stabilize the austenitic microstructure. Decreasing the Cr content or increasing the Mn content produced higher oxidation rates and earlier oxide spalling. In this study, reaction kinetics, oxide morphologies, and microstructure of the alloys were investigated using scanning electron microscopy, energy dispersive X-ray analysis, X-ray diffraction, and electron microprobe analysis.

Australia and the United States both have large, modern underground coal mining industries. Many companies have invested in both countries, and there is growing awareness that technological developments in one country can rapidly affect the other. Yet the ability of technology to pass between the countries depends on comparability of ground conditions. Many Australian observers believe that their ground conditions are significantly poorer than typical U.S. conditions, but some U.S. professionals are not convinced. The author recently visited 10 Australian longwall mines and two room-and-pillar mines. Each mine visit included determination of the Coal Mine Roof Rating, roof support installed, pillar design, and an in-depth discussion of ground control experience. The Australian conditions observed are compared with an extensive data base from U.S. mines. The paper also offers observations on geotechnical data collection, monitoring, and the roles of the mine inspectorate and research community.

"INTRODUCTION During its wartime program of exploration for minerals essential to the national economy, the Bureau of Mines was instructed to investigate sources of raw materials used in the manufacture of iron and steel. As a part of this investigation, some work was done on the iron deposits on the Neutral and Aztec claims on Buckhorn Mountain Canogan County, Washington, which was designed chiefly to indicate the nature and behavior of the ore deposits below the surface exposures. Diamond drilling was started in June and completed in July 1945. Preliminary laboratory tests on iron, ore from Buckhorn Mountain were completed during the fall and winter of 1945. This report presents the data obtained from the investigation.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. These extracts are sufficient for the purpose of emphasizing the practical difficulties of averaging iron-mining conditions so as to make general vital statistics concerning iron miners useful Tor scientific. purposes. It is self-evident that conclusions based upon iron miners, so called, working largely above ground and employed chiefly in open-cut blasting ~perations or the management of steam shovels, etc., can not be made to apply to miners working continuously underground with an exposure of dust and other conditions quite similar to underground mining methods in the extraction of gold, silver, copper, lead, and other ores. The so-called "milling" process as practiced on the Mesabi Range may here be referred to, the same being explained in the report of the Immigration Commission to consist "in the sinking of a shaft on the edge of the ore body from which a tunnel is run in under the ore and connected with a vertical, funnel-shaped hole from under the surface, through which the ore is 'milled' down into the tramcars placed under the opening under the tunnel. After being loaded at the bottom of the funnelshaped hole, the cars are run out to the bottom 0.£ the shaft. where the ore is dumped into skids or elevators and raised to the ~urface and unloaded into the tipple, where it is loaded into thecal'S ready for shipment." It is properly pointed out that the so-called " milling" process employs some of the features of both the open-pit and underground methods of mining. For these and many other reasons it is self-evident that general statistics concerning iron mining are quite likely to be inconclusive and possibly seriously misleading. Aside from the foregoing the problem is seriously complicated by the extensive employment of foreign labor in the iron-mining ind ustries of the Lake Superior districts and of Negro labor in iron mining in Alabama. Within recent years, according to the report of the Immigration Commission, a considerable displacement has occurred in t~e quality of labor employed in iron mining, the displacement bemg referred to as "progressive," in that one race or group of races has entered the region and taken up the work offered in the lower occupations, the race or races already holdinz such positions having. moved up in the scale of occupation leaving the field to the newcomers. This statement is quite suggestive in that it indicates a comparatively short average trade life or trade exposure, quite at variance with the relatively long average ascer- MINES, QUARRIES, ORE REDUCTION, AND SMELTING. 377 tained for the iron mines of New <Tersey. It is said in the report of the Immigration Commission that- The Scandinavians and the other northern European races have given way to the Finns and Slovenians, and in the open-pit mines the Finns and Slovenians have given way to the south Italian, Montenegrins, Croatins, and other southern European races. In the underground mines the common labor and mining is chiefly done bv Finns and Slovenians because the races from the southern countries can not stand the heavy physical work required in this kind of mining. Here, too, is found the same upward movement, for formerly the English (Cornishmen) and Scandinavians' were in the lower occupations in the underground properties, At present the south Italians, Serbians, Montenegrins, and Croatians are performing the most menial work and are the races who are now at the foot of the scale of occupations. It is a matter of conjecture on the ranges as to who will push these races up or whether they will remain the commou laborers of the region. Inquiry was made into the prevalence of diseases OIl the ranges, but more with reference to outside sanitary conditions than to occupational exposure. The most common diseases on the ranges, however, were ascertained to be pulmonary tuberculosis and typhoid fever, and to a lesser extent smallpox and venereal diseases. With -cgard to pulmonary tuberculosis it is said that the disease is most Eevalent among the Finns and the Swedes, and is chiefly imported, I'here is no reference to a possible connection between disease occur- ~ence and occupational conditions, above or below ground, but there .s no evidence that this aspect of the iron-mining industry was made .he subject of a special investigation.

"Experiments were carried out to determine the long-term effect of instillation of 500 mg of generic bituminous, anthracite, quartz, or titanium dioxide (Ti02) dust on the composition of pulmonary surfactant. Dust was instilled in the caudal lobe of the right lungs of female pigtailed macaque monkeys (Macaca nemestrina). The composition of surfactant isolated from cell-free bronchoalveolar lavage (CF-BAL) samples obtained from right lungs (dust exposed) at various times over the following year was compared with that of surfactant isolated from CF-BAL from left lungs (dust free) . Little change was seen in the amount of surfactant-associated lipid phosphorus as a result of exposure to dust. Exposure to quartz, anthracite, or Ti02 dust induced a significant increase in the total amount of protein in the surfactant-enriched fraction. The relative amount of specific proteins was also altered: surfactant-associated protein A decreased, and the amount of the heavy and light chains of immunoglobulin molecules (identified by NHiterminal amino acid sequence analysis) increased. These changes were visible more than a year after instillation of quartz and at least 3 months after instillation of anthracite dust. Despite variation in the responses of the individual animals, the changes observed might serve as an indicator of the severity of the effect of exposure of the lung to mineral dust and/or to pathogens. IntroductionSurfactant is essential for normal pulmonary function and gas exchange. It functions to reduce surface tension and may help to prevent pulmonary edema [19] and to protect against infection [13]. The importance of surfactant to normal Jung function is illustrated by the fact that neonates lacking appropriate surfactant undergo respiratory distress and do not survive without clinical support."

A study was made by the Bureau of Mines to determine the influence of high energy-rate deformation on the structures and properties of low-carbon steel, stainless steel, titanium, titanium-6 percent aluminum-4 percent vanadium, beryllium, molybdenum, and tungsten. The purpose of this study was to determine relative formability, the effect of energy and temperature on metalworking parameters and resulting structures, and the properties of materials formed by this technique. Forming techniques were limited to upset forging and direct extrusion on pneumatic-mechanical forming machines. Results show that considerable grain refinement can be achieved by careful control of deformation and forming temperature by high energy-rate techniques. Significant improvements in strength were observed as a result of this refined structure. Approximate deformation resistance as a function of temperature was determined for a variety of materials.
