Research on improving haulage truck safety, started by the U.S. Bureau of Mines, is being continued by its successors. This two-part article reports the orientation of the renewed research efforts, beginning with an update on accident data analysis, the role of multiple causes in these accidents, and the search for practical methods for addressing the most important causes. Fatal haulage accidents most often involve loss of control or collisions caused by a variety of factors. Lost-time injuries most often involve sprains or strains to the back or multiple body areas, which can often be attributed to rough roads and the shocks of loading and unloading. Part II will describe research to reduce these accidents, including improved warning systems, shock isolation for drivers, encouraging seatbelt usage, and general improvements to system and task design.

In continuation of the study of thermodynamic properties of the common interoxidic compounds of ferroalloy elements, this report gives the results of low-termperature heat-capacity measurements and entropy evaluations of the monotungstates of sodium, magnesium, and calcium. Previous reports4 5/ of this laboratory dealt with low-temperature heat capacities, entropies, and heats of formation of the sodium vanadates. Heat-capacity measurements of the monotungstates of sodium, magnesium, and calcium (Na2W04, MgW04, and CaW04) were conducted throughout the temperature range 51° to 298° K. The entropies at 298° K. were evaluated and then combined with entropy data for the elements and oxides to obtain entropies of formation. This information is an essential part of the data needed for thermodynamic appraisals of chemical reactions of these substances. No similar data for any tungstate are to be found in the literature.

"This paper presents an analysis of fragment size distribution and characteristics of fracture surface in coal cutting using a rotary coal cutting simulator. Coal cutting by a drum type continuous miner was simulated in the laboratory. A series of tests along both the face and butt cleat direction of coal under different operating and in-situ conditions were performed. In each experiment the cut surface was photographed microscopically and the coal cuttings were collected and sized. Data were used to show how and to what extent various parameters effect size distribution of the coal cutting and how this correlates with the characteristics of the fracture surface. This study resulted in establishing a number of distinct correlations between the size distribution and fracture surface. These correlations were primarily based on the degree of interaction between adjacent bits and the amount of bit-coal interaction taking place on the cutting path. Some of the major results of this study are as follows:Zones of bit-coal interactions proved vital toward understanding the effect the conical bit has on the fragmentation process. This in turn led to the identification of areas which are responsible for the production of fines and generation of respirable dust.The various parameters employed in the coal cutting experiments which showed a strong effect on the coal fragment size distribution were: bit type, bit spacing, depth of cut, in-situ stresses, and cleat orientation. Bit angle and cutting head velocity exhibited the least effect and no correlation was established.From this study it is obvious that the key to achieving efficient coal fragmentation is to limit the degree of bit-coal interaction that takes place throughout the bit path while causing maximum interaction between adjacent bits. Accomplishing this not only increases the percentage of large fragments produced but limits the amount of secondary crushing that takes place in the bit path thus resulting in decreasing fines and consequently, the amount of respirable dust generated.Over 2,000 continuous mining machines (introduced in the 1950's) equipped with conical bits or point attach bits account for well over half of the United States' production from underground coal mines. Today, competition in the coal industry has increased, due mainly to coal market conditions and legal restrictions, thus placing an emphasis upon increasing production, efficiency and health/safety of the workers. Mine operators are always interested in finding the most efficient performance of continuous mining machinery to produce the largest amount of size of coal at the lowest cost. An increase of fine material sent to the cleaning plant can seriously overload the plant to the extent that plant efficiencies deteriorate significantly (1). Also, the difficulty and expense of cleaning very small particles often cannot be done economically and thus, thousands of tons of coal are sent to the refuse pile because of costly or ineffective cleaning facilities. It has been said, ""the efficient extraction of coal or rock implies breakage into a size range that contains a minimum quantity of very small sizes"" (2). All known fragmentation theories concur that more fragmentation requires more energy (3). The objective of the present studies was to develop thick adherent and coherent coatings of platinum and palladium on refractory metals and other substrates of industrial and engineering importance. Existing platinum and palladium electrolytes were modified to make them suitable for the electrodeposition of thick deposits. The optimum operating conditions for these electrolytes were established. Pretreatment procedures for columbium, copper, graphite, molybdenum, nickel, stainless steel, tantalum, titanium, tungsten, vanadium, and zirconium substrates were studied. New pretreatment procedures for columbium, molybdenum, stainless steel, tantalum, tungsten, and nickel were developed. The internal stress and hardness of selected electrodeposits were measured. The effects of heat treatment upon the properties of electrodeposits were studied.

Electrolysis of titanium carbide and a material consisting of titanium, carbon, nitrogen, and oxygen as soluble anodes in Used electrolytes was investigated by the Bureau of Mines for the preparation of crude titanium metal. Tests made in all-chloride electrolytes showed only a low recovery of titanium as well as a substantial volatilization of titanium trichloride (TiC13) when present in the electrolyte. Electrolysis at 750° to 850° C in a mixture containing 85 percent NaC1-15 percent potassium floutitanate (K2TiF6) yielded as high as 91 percent recovery of titanium from titanium carbide and 62 percent recovery of titanium from the titanium-carbon-nitrogen-oxygen material. Problems associated with the preparation of crude metal by fused-salt electrolysis are discussed. The crude metals produced from both anode materials were electrorefined in a sodium chloride-titanium chloride (NaCl-TiC12) electrolyte, and ductile titanium metal was obtained.

Uninterrupted shaft operations are an important economic factor in mine operation, and good shaft support is an important aid in preventing accidents and interruptions. More permanent supports can cut the hazards, costs, and delay incident to replacement of conventional timbers, especially where subject to decay. Installation of prestressed, precast concrete shaft supports in 100 feet of shaft at the Banner mine, Lordsburg, N. Mex., nave a satisfactory permanent installation in a section of shaft that had given trouble with conventional timbering. Use of rock bolts supporting gunited wire netting around the rock walls of the shaft prevented sloughing. No attempt was made in this paper to arrive at comparative costs of installation of various types of support. However, it was indicated that use of a lighter weight aggregate would be desirable in further use if prestressed precast members as placed in the Banner mine.

During the past 5 years the Bureau of Mines has published information circulars dealing with mining methods and costs at 78 ore mines; 7 circulars, each of which is devoted to a discussion of one of the principal mining, methods; and 23 circulars dealing with special phases of mining, such as ventilation, shaft sinking, tunnel driving, the cost of equipping and developing prospects and small mines, underground transportation, diamond drilling, and ground support. These circulars were written by many different authors, and in order that the method of presentation and the basis for compilation of data might be the same in all the papers the Bureau drafted an outline to be followed in their preparation. To clarify the data in these circulars, which are in the libraries of many engineers and mining companies, and the summarized data presented in this paper, that portion of the outline dealing with cost and labor-performance data is reproduced below.

A power supply to operate fluorescent or mercury vapor lamps from 300 volt dc coal mine trolley wires has been developed for the Bureau of Mines. A high frequency regulated inverter unit incorporates ballasts for a mix of lamp loads up to 650 watts. For 600 volt trolley systems an additional power converter unit was developed to step down the dc voltage to 300 volts for the inverter unit. Both units have operated in a working coal mine for over 12 months without need for servicing. The lamp load in these tests included two 100 watt mercury vapor head lamps and six 75 watt fluorescent lamps.

Anthracite barley is considerably cheaper than rice. Its use, therefore, is attractive from a cost standpoint, - but its smaller size (through 3/16 inch over 3/32 inch round-mesh screen) makes it more difficult to use on some equipment when fairly high combustion rates are necessary to carry plant loads. Tests wore made in one plant to determine the performance of rice and various types of barley on a chain-grate stoker in a two-arch refractory furnace. In general, the efficiency and capacity increased with increased fuel size and volatile content. This performance is presented in tabular and curve form, together with a short review of the ignition and burning process on chain-grate stokers and a discussion of the operating procedures and limitations during the tests. In this particular installation, higher combustion rates and efficiencies could have been obtained with barley if the grate links had been designed for more uniform air flow through the grate surface. Careful maintenance and operation are particularly necessary for satisfactory results with barley on equipment not especially designed for its use.

Coal-mine haulage ranks second as a cause of coal-mine fatalities, and the prevention of such accidents will materially improve progress in safety in the coal-mining industry. Beginning March 1950, Federal coal-mine inspectors were made responsible for completely investigating all fatal accidents in and around coal mines. During these 10 months, Federal coal-mine inspectors investigated 447 fatal accidents. This is a study of 121 of the fatal haulage accidents investigated, which constituted 27 percent of fatalities from all causes. Haulage employees represent only 12 to 15 percent of mine personnel, but, on the basis of accident frequency, their work is the most hazardous in coal mines. Fatal haulage accidents occurred in 53 bituminous coal-producing counties representing 14 States and Alaska. The physical conditions represent a cross section of' producing coal beds. Mining and transportation methods vary, from those of small hand-loading mines to those of modern mechanized mines.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. To effectively measure and analyze energy,2 it is necessary to prepare balances that reflect both production and consumption, and the various forms energy resources take at different stages of utilization. Before energy can be measured it must also be put into a common unit. In this study the common unit us d is the British Thermal Unit (Btu). The ideal point to survey energy is at the stage of final ultimate use, representing the useful work derived from the interaction of energy inputs and the prime mover. Unfortunately this concept of efficient or useful work from energy output cannot readily be measured in the aggregate. With the present available official data, energy measurement can be carried to the point of calculation of net inputs of energy3 into the economy at various stages of utilization. However, preparation of energy balances, on a net basis is hampered by the fact that this can only be done for years when the censuses of Mineral Industries and Manufactures are taken, usually at 5-year intervals.

A modified percolation - rate test is proposed for use in determining flow rates through hydraulic backfill ; in contrast to the conventional test , a percolation- rate versus void - ratio relationship is established . requirements and a detailed test procedure are described . Equipment Results of a conventional test are compared with those of the proposed modified test . The proposed modified test method yields more accurate , realistic , and usable percolation- rate ( permeability ) data . The significance of obtaining accurate percolation rates for use in analyzing waterflow through hydraulic backfill is discussed .

The, large volumes of low A. P. I. gravity oil that will remain in many shallow fields of California when such oils no longer can be recovered profitably by pumping are important potential sources of oil when ways and means are found to remove them from the reservoir sands. Estimated ultimate oil recoveries in many of the "low-gravity fields" of the San Joaquin Valley in California indicate that less than 25 percent (on the average) of the original oil will be recovered. These oils have viscosities of 1,000 or more centipoises at reservoir temperatures and, because of their high viscosity and low intensity of the reservoir pressure, the quantities that will be retained in the sands ultimately are so large and their recovery is such a challenge to petroleum engineers that the Bureau of Mines has made the study of their possible recovery one of its major projects. The fact that a slight increase of temperature materially reduces the viscosity of low A. P. I. gravity oils has &apos;prompted the use of various means for increasing the temperature of the oil in the reservoir sands and hence the rate of flow and Completeness of recovery of the oil. Hot oil, hot water, heated air, and natural gas, steam, super-heated steam, and the products of combustion have been circulated in wells to raise the temperature of the oil it the sands; electric heaters have been installed in wells, and butane and air have been intermittently exploded and the flames propagated through the tubing to the "pay" zones. None of the methods, however, have been entirely satisfactory for the recovery of large quantities of oil.

The U.S. Bureau of Mines evaluated the performance of a catalyzed diesel particulate filter (CDPF) and a CDPF combined with a diesel oxidation catalyst (DOC) at two metal mines. This report describes the results from the two field evaluations. The CDPF-DOC was installed on a load-haul-dump (LHD) powered by a 175-kW, prechambered, turbocharged engine. This system reduced diesel particulate matter (DPM) concentrations by 71±28 pet, as determined by size-selective sampling with gravimetric analysis, and by 71±29 pet, as determined by respirable combustible dust (RCD) analysis at the vehicle operator&apos;s location. The CDPF was installed on a diesel-hydraulic, roof-bolting jumbo, powered by a 172-kW engine. The CDPF reduced DPM concentrations by 72±21 pet, as determined by size-selective sampling with gravimetric analysis, and by 62±25 pet, as determined by RCD analysis at the vehicle operator&apos;s location. Underground evaluation was more difficult because of frequent movement by the roof-bolting jumbo, variation in daily workload, tremendous fluctuation in ventilation airflow rates, and use of a high sulfur diesel fuel, which promotes the formation of sulfate particles, decreases filtration efficiency, and hastens the deterioration of the catalyst.

Literature was searched and cases of alleged water well damage were investigated. Occurrence of ground water in Appalachia is primarily in low yield, fractured, water table aquifers. Four test sites were chosen based on geographic and geologic diversity. Test wells were drilled at each site and base line data on water quality, static water level, and drawdown characteristics were obtained before surface mining commenced. Blast induced ground vibrations were measured at the surface by the wells at levels up to 5.44 inches per second maximum resultant particle velocity. Measurements made at the bottom wells indicated that vibrations were considerably attenuated at depths of 140 to 160 feet. No direct evidence of change in water quality or well performance was produced by blast vibrations, but removal of downslope support by excavation does cause lateral stress relief which permits the water-bearing fractures to become more open. This additional storage capacity causes the static water level to drop and for well-bore permeability to improve. Static water level recovers if sufficient recharge is available and well performance is improved.

The first national survey covering sales of fuel oil by States and principal uses was made in 1926 by E. B. Swanson of the Bureau of Mines (then under the U. S. Department of Commerce) under a cooperative agreement with the American Petroleum Institute. This annual study, covering the market for fuel oil, was made through 1930 with the financial help of the institute bat has since been continued by the Bureau up to the present time. The scope and coverage of the survey have gradually changed over the years as new uses for fuel oil have been found and new products have come into importance resulting in market expansion. Range oil (No. 1 fuel oil or kerosine) came into use for cooking and space-heating daring the depression era in New England, and it was first reported as a total in the 1931 survey. In 1934 the sales were compiled on a State basis. State totals for distillate fuel oil, Diesel fuel, and residual fuel-oil sales were first shown for 1934 and by principal uses and States in 1937. Kerosine deliveries by States and main uses were also released for the first time in 1937.

The explosives used in coal mines not only occasion accidents such as occur in the use of explosives elsewhere, but they frequently cause widespread disasters by igniting explosive mixtures of mine gas and air and of coal dust and air, or both. In addition, the firing of ex- plosives so shakes the walls and roofs of the mines as to cause falls, with their attendant casualities. Considering the large number of explosives and their wide range in composition and properties, it is obvious that certain of them should prove more suitable for use in coal mines than others. The problem is to determine which explosives are the most suitable for this purpose and the precise conditions under which they may be used with the greatest safety. Of course this problem could be worked out in actual mining, but experimental investigations when accompanying commercial opera- tions are hazardous and slow. To obtain the information sought, in the speediest and most economical manner, laboratory methods must be resorted to. The adoption of such methods began about 30 years ago with experiments in an iron gallery mounted on wheels, at Zwickau, Germany. This laboratory method of attacking the prob- lem has so commended itself that it has not only been repeated else- where in Germany but has at intervals been officially adopted, with many modifications and additions, by the Governments of Belgium, Austria, France, and Great Britain. Such was the status of coal-mine investigations in Europe when in 1904, an organization in the Geological Survey, which in 1907 be- came the technologic branch, was created to investigate the mineral- fuel resources of this country. At that time no division of the Na- tional Government had official cognizance of conditions existing in our mines, but through its system of collecting fuels for tests the technologic branch was forced to recognize that coal-mine accidents are a factor that must be reckoned with in determining the extent and availability of our mineral-fuel resources. This became so apparent, and it was so obviously a function of this branch to make a systematic research as to the cause and prevention of such acci- dents, that in July, 1907, experts were appointed especially to deal with this problem. As a result, not only was Bulletin 333, on Coal- Mine Accidents: Their Causes and Prevention, prepared and pub- lished, but through personal inspection of foreign testing stations, and a study of their reports and the critiques of their methods and operations, definite plans for the establishment of such a testing station in this country were formulated. In the latter part of 1907, four grave disasters occurred in close succession consequent on explosions in the Monongah mines in West Virginia, where 368 men were killed, the Darr mine in Pennsyl- vania, where 160 were killed, the Naomi mine in Pennsylvania, where 34 were killed, and the Yolande mine in Alabama, where 61 were killed. These frightful disasters so quickened the public con- science, and so plainly demonstrated that both humanitarian and economic needs demanded that steps be taken to prevent the re- currence of such accidents, that in 1908 Congress made a special appropriation for an investigation as to the "causes of mine ex- plosions." A similar appropriation was made in the following year. By act of May 16, 1910, the Bureau of Mines was created "to make diligent investigation of the methods of mining, especially in relation to the safety of miners, the use of explosives, the prevention of accidents," and other matters relating to mining. Therefore, these investigations are at present conducted in obedience to an organic act instead of being dependent solely upon special appropriations. The first appropriation became available July 1, 1908. Through the courtesy of the War Department a portion of the grounds and buildings of the arsenal at Pittsburgh was granted for the use of the technologic branch of the United States Geological Survey. Work was immediately begun in procuring and erecting the necessary instru- ments and appliances for carrying out the desired tests and inves- tigations and in adapting the existing buildings or in erecting new structures to contain the apparatus. The Pittsburgh testing station was officially opened and regular work was commenced on December 3, 1908, the apparatus and appliances having been tested, the force drilled in their use, and the equipment and methods inspected and passed upon by foreign experts.
