This report (Safety File Guidance 6.0) is the eighth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations No. 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251, of which this is the fifth. The data are accompanied by maps showing the location of holes drilled and deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in Volume I. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each half township is given with the discussion of that area.

As part of its program to conserve the Nation&apos;s natural resources by developing improved performance materials, the Bureau of Mines, U.S. Department of the Interior, in cooperation with the U.S. Department of Energy, has conducted an investigation of materials of construction able to withstand the high temperature and hostile environments encountered in coal gasification units. Refractory pipe liners are required when extremely hot gases or abrasive solids are transported between processing units in the gasification plants. One promising technique for producing refractory pipe (or refractory pipe liners) is centrifugal casting. For this study, the effect of processing variables such as workability, additives, reinforcement and spinning time, and centrifugal force were evaluated using four commercial refractory concretes. In addition, data on characteristics such as strength, density, abrasion, and spalling resistance of 5-inch-diam refractory pipe were developed. Techniques for forming large-diameter (19-inch) refractory pipe also were evaluated. The test results indicated that all four refractory concretes could be made into strong, homogeneous pipe, but that optimum casting parameters had to be determined for each specific composition. The investigation revealed that the major controlling factor in the production of the centrifugally cast pipe was the workability of the refractory concrete.

Coal mining has been revolutionized by the continuous miner. This machine has replaced, or has combined into 1, 3 former operations: Cutting, blasting, and loading. During the 25-year period before this machine was introduced, advances had been made in transportation, but the actual "coal getting" remained virtually the same. As frequently occurs, the multiple-purpose continuous miner introduced a new hazard--more rapid liberation of methane. The coal output formerly obtained from 10 to 20 working places might now be obtained from 1. It is true that circulation of air was generally increased; but the bulk of this machine virtually precludes continuous flow of air across the face, where gas may accumulate. Apprehension about this possible hazard led the Bureau of Mines to test face atmospheres during operation; and Report of Investigations 5288, Methane Buildup During Cutting and Continuous Mining Operations (published in 1956), presents proof that real danger may be present in many otherwise well ventilated mines.

The Bureau of Mines investigated the Ketchem Dome tin prospect in east-central Alaska to evaluate the tin resource. The studies included field investigations, mineralogical characterization, and concentration of the tin-bearing minerals. The tin mineralization consists of cassiterite (Sn02), which occurs as grains disseminated in a greisen (quartz-mica) matrixo A bulk sample from the largest and best-developed greisen vein exposed at Ketchem Dome contained 0.51 pct Sn. Concentration of the cassiterite by gravity table methods resulted in a product that contained 56 pct of the tin at a grade of 41.4 pct Sn. The mineralization exposed at Ketchem Dome is typical of greisen found in the area and elsewhere in interior Alaska.

The Bureau of Mines has tested a low-thrust water-jet-assisted rotary drill. This work was performed to evaluate the performance of a water-jet-assisted drill operated at thrust levels typical of a handheld manual-thrust operation. Prior work by the Bureau had indicated that using water-jet assist with high-thrust drilling applications would increase drilling rate. Small-diameter holes were drilled in five different types of rock. Thrust and water pressure were varied as the drill rate was monitored. The test results indicate that drilling rates increase with increasing water pressure and thrust. The water jet has more effect on reducing the specific energy when drilling in the harder rocks than in softer rocks. Variation in drill rate for a given rock sample is attributable primarily to the material heterogeneity within the sample. One rock type (Greenwich sandstone) could not be drilled efficiently with the water-jet-assisted drill.

Withdrawing timber in coal mines is done for the purpose of inducing the roof to cave in the mined-out areas and thereby relieve stresses in the immediate roof material over the working places adjacent to the breakline of the roof, thus preventing the crushing of the ends of pillars and adding to the safety of those engaged in pillar extraction. A secondary purpose is the recovery of timber for further use either as prop-, crossbars, lagging, sprags or cap pieces. At some mines timber is withdrawn as a precaution against fire which may he of spontaneous origin, because wood always aids a fire of any origin. With some of the power-driven types of machines now in use a greater proportion of mine timber may be recovered, and in mines where pillars are left too narrow for their removal some of the timber in rooms might be salvaged for further use.

"The Old Cline mine, also known as the Old Cruse mine, was first worked for gold in1895. The property was opened by several shafts and trenches; and some stoping has been done, producing several cars of copper-gold ore in the early nineteen hundreds. Chalcopyrite is visible in selected samples; and, with the aid of a mineralite, several samples showing a considerable amount of scheelite were found on the old waste dumps.The mine is in Township 6, Cabarrus County, N. C., 5 miles north of the village of Mount Pleasant, 10 miles northeast of Concord, and about one-half mile south of Watts Crossroads. It is one-fourth mile east of the county road.When examined, the property was owned by H. F. Tompkinson, Concord, N. C., and was leased, with option to buy, by L. Nash. Titles of record were not investigated.As stated above, the Cline mine was first worked in 1895. The property was Purchased in 1902 by J. A. Clark and A. A. Smith of Atlanta, Ga., and worked for gold and copper. No record is available of the quantity of ore removed during these operations.A Bureau of Mines mining engineer3/ examined the mine as, a copper prospect on October 13, 1944.The Cline mine is in an area characterized by flat to rolling topography, dissected by many streams and rivers. It lies in the Piedmont Plateau and Varies in elevation from 700 feet to 800 feet. The surrounding country is partly wooded and partly cleared farm land.A quartz vein occurs in country rock of quartzite and greenstone.4./ The ore occurs in a series of quartz lenses, having a width of 1 to 3 feet and dipping about 750 NE, and striking N. 300 W. All these lenses have fairly sharp boundaries and in some cases are entirely separated from each other, while at other times they are connected by thin stringers of quartz. They can be traced for 1,000 to 1,200 feet by a series of shafts and test pits."

Studies were conducted by the Bureau of Mines to develop a method for fabricating Sm-Co permanent magnets. This method consisted of arc-melting, crushing and grinding the alloy, alining and pressing the powder, and sintering the green compacts. Results indicated that the optimum composition was 36.7±0.3 weight-percent Sm and 63.3±0.3 weight-percent Co. This composition was obtained by blending together Sm2C07 and SmCo5. The maximum values exper¬imentally obtained were MHC = 27.4 kOe, BHc = 7,510 Oe, Br = 7,810 G, and (BH)max = 15.1 MGOe. The optimum sintering temperatures and grinding times for maximum MHc and (BH)max were determined. Lowering the grinding temperature from 0° C to -60° C resulted in a significant increase of magnetic properties.

The Bureau of Mines has begun a study of the copper resources of the Cascade Mountains of Washington. The program includes reconnaissance of mineralized areas and examination and occasionally limited exploration of deposits that are considered characteristic of an area. The Bureau of Mines believes that published information may assist industry in searching for new sources of copper. The Miners Queen is one of a few Cascade Mountain deposits selected for prelim¬inary exploration. The investigation was not planned to delineate the ore body. A diamond-drilling program was carried out at the Miners Queen mine in the summer of 1955. Five diamond-drill holes were completed, totaling 628 feet. Two 35-foot shafts were dewatered, and all accessible underground and surface workings were examined.

Preliminary examination of the Virgin River manganese deposit was made by C. H. Johnson, Bureau of Mines engineer, in March 1941. During, April and May 8 trenches were dug, a 48-foot inclined shaft was sunk, and 719 linear feet of channel samples were cut. McKelvey and Wiese, of the Federal Geological Survey, completed mapping the deposit, including the entire area of overlying formations comprising the point of land between the outcrop and Lake Mead. The geologic maps, maps, and ore estimates resulting from these examinations formed the basis for a preliminary report by C. H. Johnson, who recommended further exploration by diamond drilling.

Modifications of the conventional method of preparing ductile vanadium metal by calcium reduction of V2 05 in a bomb were explored for clues to a more economical procedure . The modifications examined included ( 1 ) omitting the gas purge of the bomb ordinarily used for eliminating atmospheric nitrogen , (2 ) using low- grade vanadium feed materials , ( 3 ) using alternative reductants , such as aluminum , magnesium , and silicon , and reductant mixtures , and ( 4 ) bomb refining of aluminothermic metal produced in open- vessel reductions . The most promising modification appeared to be bomb refining , using calcium to purify vanadium metal -- of low aluminum but high oxygen content-- prepared by open- vessel aluminothermic reduction of vanadium pentoxide .

The surface tension from 240° to 844° C and the density from 236° to 583° C of 99.999 percent purity liquid tin has been measured using the maximum-bubble-pressure method. Results for surface tension (y) show y (dynes/em) = 566.84 -4.76 X 10-2 T (° C) with a standard error of 1.9 dynes/cm. Results for density (p) show p (g/cm3) = 7.16 -6.3 X 10-4 T (° C) with a standard error of 0.012 g/cm3. Comparisons with other data found in the literature are discussed. The experimental results are considered to be as good as any data presently available.

There are several well-recognized procedures for controlling exposure to hazardous atmospheres in industry. They include (a) substitution of less toxic material, (b) enclosure of processes, (c) wet methods, (d) local exhaust, (e) general ventilation, and (f) use of respiratory protective devices. In addition to their employment as a control measure in occupational exposures, respiratory protective devices also are essential in emergencies that may arise from failure or improper use of other control equipment. Respiratory protective devices usually are employed to supplement other methods of control, as temporary expedients, or when other methods are not readily applicable or practicable. It seems reasonable to assume, however, that where respirators are used consideration has been given to the factors involved and that the devices can provide satisfactory protection if used properly. Their use should not be arrived at simply by a process of elimination of other methods that are more difficult to apply.

Effective recycling or disposal of flue dusts is a continuing problem for copper, brass, and bronze smelters. Over 300,000 short tons (st) of dust is generated annually by U.S. secondary copper, brass, and bronze smelters. The Bureau of Mines has developed an alkaline leach method for recovering metal values from copper converter flue dust containing zinc, tin, lead, and copper. The dust was leached with a hot solution of ammonium chloride and ammonium hydroxide to solubilize ZnO. All of the tin (as Sn02) and the metallic copper, lead, and zinc, as well as possible insoluble compounds of each, report to the residue. Dissolved copper and lead salts are removed from the leachate by cementation with granular zinc. Zinc oxide is precipitated by diluting the leachate with water. The tin-rich (9.8 pct) residue has a ready market. The cement product is recyclable to the smelting operation. The ZnO is at least 97 pct pure and has potential marketability.

"The Avon mica district of Latah County, Idaho, is situated on a heavily forested spur of the Thatuna Range at an average altitude of 4,000 feet. The nearest rail connection is at Avon, a small farming settlement 7 miles to the south. The main supply point is Moscow, Idaho, which is 35 miles by graveled and graded county roads from Avon.Discovery of mica-bearing pegmatites in 1885 was followed in 1888 by exploitation of several outcrop deposits. Although factual data are unavailable, past production appears to have been well in excess of $100,000. Recent production (September 191 to April 1945) amounted to 65,824.78 pounds of trimmed sheet mica and 33,294.17 pounds of punch mica having a total gross value of $434,298.The several properties of the district are variously owned by estates, individuals, and the State. When active, all wore under lease or sublease to individual operators.The deposits are in an area of pre-Cambrian schists adjacent to a small granitic outlier of the Idaho batholith. The pegmatites are nearly concordant in dip and strike to the foliation of the enclosing schists. The more persistent bodies are usually tabular, lenticular, or pegmatite. Individual dikes range in length from 10 feet or less to 300 feet.The recoverable crude mica content of the pegmatites ranges downward from a maximum of 115 pounds per ton of pegmatite mined. Material discarded in rifting and trimming operations further reduces recovery to a maximum of 5 pounds per ton -of pegmatite mined. The average recoverable sheet content of the 'recently operated .deposit is estimated at 2 pounds per ton of pegmatite -mined. Available data indicate that about 21 percent of the district's recent production of trimmed sheet mica has been ""Group A"" material suitable for exacting condenser requirements. A few of the dikes contain local concentrations of beryl.Reserves of the three known major deposits of the district are estimated at about 600 to 1,000 tons of combined ""indicated"" and ""inferred"" crude block mica. One of these deposits is inferred to contain between 150 and 450 tons of beryl.It is believed that those mica reserves are minable only under a cost-market price ratio similar to that established during 1943 and 1944. A small part of the reserves can be ""high-graded"" under the present price structure. Profitable recovery of the beryl would require a market price four to five times that paid in 1944.Preliminary examination of the Avon mica district was made by the Bureau of Mines in the summer and fall of 1942. A study of the Muscovite mine and a brief reconnaissance of the surrounding district led the Bureau to recommend that the district be explored by angle-dozer trenching."

This report describes a rapid, reliable, and relatively simple method developed by the Bureau of Mines Pyrometallurgy Laboratory at Bruceton, Pa., for determining lime (calcium oxide) and magnesia (magnesium oxide) in various materials containing these constituents in greater than trace amounts. Optionally, titania (titanium dioxide) may be determined for the same sample. The accuracy of the method, suitable for most purposes, is shown by comparing the Bureau results with those obtained by accepted procedures. The method has been applied satisfactorily to the routine analysis of blast-furnace slags, for which purpose it was primarily developed, and to other calcareous compositions. In the Pyrometallurgy Laboratory it has replaced the standard methods previously used to determine lime and magnesia, and has been in general use by that laboratory for the past several years. The analysis time, generally under 3 hours, is considerably less than required by standard methods.

In connection with experimental work by the Bureau of Mines to determine effects of back pressure . on oil wells * , data were compiled on the engineering conditions in the oil field selected , in order to afford a more complete understanding of the wells tested , and to illustrate the extent to which underground conditions should be studied when making oil -field experiments of this nature . This report , containing the data mentioned, may be of interest to the oil industry , as it describes briefly the methods of operation employed in developing and exploiting shallow well territory .

Recent dry-top electric smelting tests at the Northwest Electrodevelopment Experiment Station, Albany, Oreg., indicate that a high-titanium slag and a good grade of pig iron can be produced from alluvial Idaho ilmenite. A total of 120 tons of concentrates were smelted during this investigation, to yield an average of 0.5 ton of slag and 0.3 ton of pig iron per ton of ilmenite. Power consumption averaged 1,400 kv.-hr. per ton of ilmenite, at a feed rate of 400 to 500 pounds per hour, when operating at an electrical energy input of 290 to 370 kilowatts. The optimum operating voltage appeared to be 110 volts, phase-to-phase. Graphite electrode consumption averaged 15.6 pounds per ton of ilmenite smelted. Magnesite furnace refractory withstood the corrosive action of the hot metal and slag better than carbon refractory.
