"Although known since 1902, the Capitan iron deposits have not been mined, mainly because of the low grade of the ore. Only a small amount of exploratory work has been done since the discovery. C. H. Johnson, district engineer of the Bureau of Mines in New Mexico in 1942-45, visited the property; as a result, preliminary sampling of the property was done in 1943.3/ Owing to the results of this preliminary work, an extensive development program by wagon drilling was planned and executed early in 1944.4/ Equipment available at that time was limited in the depths that could be reached; and, as geologic studies indicated the possibility that other limestone beds below the surface might have been replaced by iron minerals, a supplementary development program by churn drilling to reach greater depths was prosecuted in late 1947 and early 1948, with the author as project engineer.The following sections note the location and accessibility of the deposits and mention the physical features, climate, labor and living conditions. Property and ownership are outlined, the history and production of the property stated briefly, and the ore deposits are described. The work done by the Bureau of Mines is explained and supported with maps, sections, and assay logs.From March 1, 1944, to June 1, 1944, 179 wagon-drill holes totaling 3,490 feet and 4 test pits totaling 75 feet were completed, and from November 1947 to February 1948 seven churn-drill holes totaling 2,488 feet were drilled and sampled. Metallurgical tests are summarized and referenced.With respect to this report, special acknowledgment is due to J. H. Hedges, chief, Tuscon, Ariz., Branch, Mining Division, and to W. R. Storms, engineer in-charge of the Silver City, N. Mex., field office. Acknowledgment also is due to J. Bruce Clemmer, chief, Tuscon Branch, Metallurgical Division, for analyses done in the last phase of this project, and to Dr. Vincent Kelley of the Federal Geological Survey for his cooperation during this work.The Capitan iron deposits are in secs. 10, 11, 13, 14, and 15, T. 8 S., R. 14 E., central Lincoln County, N. Mex., as shown on figures 1 and 2. The only known large deposit upon which the Bureau did development work lies around the common corner of secs. 10, 11, 14, and 15, as shown in figures 2 and 3, and just southwest of and in the foothills of the Capitan Mountains. This range of mountains trends east and west. The elevation of the highest peak is 10,205 feet.The deposits are reached by traveling on State Highway 48 from Capitan north for 4 miles, to a point just inside the Lincoln National Forest fence and thence due east over a poor dirt road for 1.2 miles. Just over a small wooden bridge, the left-fork is taken, and the poor road is followed to the deposits, a further distance of 1.1 miles (see fig. 1). This road follows the fence to and through the Davis ranch. All the roads from Capitan to the deposits are dirt roads but are impassable only for short periods during and after heavy rain or snow."

In 1969, the number of fatal injuries in the coal mining industry was lower than in any previous year and the number of nonfatal injuries was lower than in any preceding year except 1968. Fatal injuries in 1969 totaled 203 with frequency rates of 0.85 per million man-hours of worktime and 0.36 per million tons of coal These rates were new annual lows. Nonfatal injuries totaled 9,917 with frequency rates of 41.76 per million man-hours and 17.42 per million tons. The severity rate for fatal and nonfatal injuries combined was 7,359 days lost or charged per million man-hours. The average severity was 173 days lost or charged per injury. These statistics represent the injury experience of an average of 133,302 employees per day working an average of 225 days in 5,955 coal mines for a total of 237-5 million man-hours worked and a coal output of 565 2 million tons

How can employees be stopped from engaging in unsafe work practices? It is often easier to prevent employees from performing unsafe acts through manipulations of the work environment than through various training or motivational programs. Therefore, it is important that accident prevention programs seek to identify the reasons for the unsafe behavior and to redesign tasks and the work environment (e.g., tools, equipment, physical surroundings) in order to remove employees from sources of harm and to prevent situations from arising that would prompt them to perform unsafe acts. Unfortunately, in the mining industry the work environment is often innately hazardous, rapidly changing, and difficult to predict, making it very difficult, perhaps impossible, to fully protect the employee by environmental manipulations. Therefore, it is important that effective methods be identified for influencing mine employees to work safely. Various strategies have been used to convince employees to avoid unsafe acts and/or adopt self protective behaviors. The intent of this article is to provide guidance to mine operators concerning the use of four techniques for influencing mine employees to work safely: (1) employee surveys, (2) incentives, (3) fear communications, and (4) disciplinary actions.

During the past 15 years the number of reportable mine fires has declined. A decline in the number of reportable fires is a gross indicator that allows experts to say something about the underground coal industry generally: There has been some improvement in overall mine fire preparedness. However, such an indicator is less reliable as a predictor of readiness at any particular operation. An indication of fire fighting preparedness would have to be assessed from evidence gathered at the mine site. In other words, there are two levels from which to view the problem. On a general level, there has been significant improvement in the industry's fire response capabilities over the past two decades. Specifically, however, little data has been gathered on a site-by-site basis to determine what improvements might be made on a local level. These improvements would move beyond regulatory compliance. It is expected that this manuscript, based on work conducted at an underground coal mine in the western United States, will help to focus attention on some central concerns involving this critical issue.

This publication contains routine analyses and related source data for 419 natural gas samples from 22 States collected during calendar year 1964 as part of a continuous survey of the United States for occurrences of helium in natural gas. This survey has been conducted by the Bureau of Mines since 1917. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863/ and 576.4/ Six previous publications have been made to present the results of 6,293 gas analyses made by the Bureau of Mines, Helium Activity, prior to 1964. Certain types of mobile surface mining equipment are required to be equipped with rollover protective structures (ROPS) capable of protecting the operator in case of a rollover accident. The Bureau of Mines has developed ROPS performance criteria for wheeled front-end loaders. This report reviews the development of rollover test procedures and subsequent testing of ROPS for 52,000-, 286,000-, and 390,000-lb gross vehicle weight (GVW) loaders. The program consisted of both dynamic (roll) and static tests to assist in the development of the ROPS performance criteria. Each test included extensive instrumentation and photographic documentation to fully evaluate the performance of the ROPS. Data summarizing side, longitudinal, and vertical force and deflections are included. The data indicate that for loaders in excess of 240,000 lb, GVW, a side force-to-mass ratio of 1.0 and an energy-to-mass ratio of 6.0 appear to be adequate criteria to protect an operator in the event of a 5400 rollover. For smaller machines, Society of Automotive Engineers (SAE) 11040 performance criteria provide adequate protection. Longitudinal loading, though not ad-dressed in previous ROPS performance criteria, was shown to be a potentially significant factor in ROPS failure. Longitudinal loading and energy criteria equal to 80 pct of side loading criteria are recommended.

This U.S. Bureau of Mines report presents a review and evaluation of existing and new backfilling materials and methods for their applicability to the problem of gate road stress reduction in deep retreat longwall coal mines. Candidate backfill materials include pulverized coal combustion fly ash, flue gas desulfurization, and fluidized bed combustion by-products from coal-fired electric power generation plants. Properties of both backfill and its component materials are presented, with particular emphasis on the unconfined compressive strength and elastic modulus of backfill mixtures. Hydraulic mix designs discussed in this report include high-water content slurry and low-water content paste fills. Three gate road stress-transfer-modification concepts are proposed to reduce abutment stresses in gate road systems. The first concept, packwalling, involves packwall construction behind the headgate shield inby the face and adjacent to the headgate pillars. The second concept, gob-filling, involves infilling a strip of gob inset from and parallel to the headgate using paste injection methods patterned after a technology recently developed in Europe. In the third concept, entry-filling, slurry fill methods are used to fill abandoned gate roads and crosscut entries inby the face.

This is the Seventh of a series of publications that describe methods and practices used in mining bituminous coal mechanically.3/ This report deals with the operation referred to in coal mining as continuous mining, and the interest shown by mining companies in this method is the reason for this study. Only continuous mining as it applies to the room-and-pillar system of mining, or a modification thereon, is discussed in detail in this report. Although not always as continuous as the name implies, it is a system of mining in which a machine is used to cut and load coal in one continuous operation without drilling and blasting the coal. With the mining equipment in most general use today, the usual cycle of operation in mining of coal is: (1) Timber, (2) cut, (3) drill, (4) blast, and (5) load. As the phases of this type cycle cannot be performed simultaneously in the same working place, it is necessary to operate from 3 to 7 working places so that at least 1 place is available for coal loading at all times. Even if the schedule of the phases in a cycle is maintained, coal production ceases during the time required to move the loading equipment from one loading place to the next. In 1920 a continuous-type mining machine4/ was installed in an Illinois coal mine to drive entries. Several other companies used these entry drivers for short periods in the following few years. In 1927 a southern Illinois coal company installed 2 of these machines which, in the next 25 years, were reported to have driven over 200 miles of entries. The machines did not attain widespread usage.

Since its creation in 1910, the Department of the Interior's Bureau of Mines has pioneered in the development of mineral technology, through research. From the very beginning, research on mine health and safety has been a dominating concern, and a responsibility that expanded markedly as a result of the Coal Mine Health and Safety Act of 1969. Until the mid-1970's research on fuel technology and coal production also was an important part of the Bureau's work. But in the four years following the 1973 oil crisis, Congress established a reorganized Federal energy research apparatus in which all fossil fuel research-encompassing extraction, use, and conservation-was centralized. Today, the Department of Energy houses Federal research on coal mine production technology, while research on coal and noncoal mine health and safety and environmental technology, and on noncoal mine production technology, remains in the Interior Department as a continuing responsibility of the Bureau of Mines. "INTRODUCTION An important phase of the accident-preventing program of the Bureau Mines is the determination of the explosion hazards of various combustible gases, vapors, and liquids encountered in mining and allied industries and the development of methods of eliminating or mitigating them.Recently, isobutane has become a commercially important raw material in the production of aviation gasoline by the alkylation process. 4/ in which isoparaffins are combined with olefins to give higher molecular weight compounds of branched-chain structure.Because of the anticipated commercial importance of isobutane in industry, it has been deemed necessary to study and determine its general explosion haz¬ards. This report gives its limits of inflammability, minimum ignition temper¬atures, and the amounts of nitrogen and carbon dioxide required to render isobutane-air mixtures noninflammable."

[Sales of explosives - permissible explosives5/ other high explosives, and black blasting powder - in the United States during the calendar year 1937 reached a combined total that slightly exceeded the quantity sold in 1936. A larger output was reported for permissible and other high explosives but a smaller for black powder. Production of the three classes of explosives totaled 404,744,294 pounds, more than 3 percent over 1336. The total quantity produced included 49,579,441 pounds of permissible, 288,924,253 pounds of other high ex- plosives, 36,403,950 pounds of black powder in pellet form, and 23,836,550 pounds of black powder in granular form. Sales of granular black powder declined 26 percent compared with 1936 and of pellet black powder 12 percent; gales of permissible explosives increased nearly 4 percent and of other high explosives 10 percent]

An investigation was undertaken by the Bureau of Mines to determine the relationship between freespace and ignition probability for borehole shots. A series of experiments was concluded which covered six freespace conditions for a pemissible explosive in a 3/4-inch borehole and encompassed some 700 shots. The results were analyzed statistically. From the analysis of variance, it was concluded that the freespace means were different and that this conclusion is not impaired by possible differences in the explosives used. Within the limitation of this experiment, a definite relationship was found between the freespace and the ignition probability. Specifically, the incendivity increases with increased freespace up to a maximum; beyond this maximum there is some indication of decreasing incendivity. Further investigations are in progress to establish whether the effects of freespace on ignition probability reported here are applicable to the large test gallery, INTRODUCTION A borehole loaded with an explosive charge is a common feature of the routine gallery tests for determining the permissibility of coal-mine explosives, of Experimental Coal-Mine shots, and of the small steel cannon shots used in connection with certain research programs on the ignition of firedamp (6, 10).6/ The question of the interrelationship of freespace, weight of charge, and ignition probability of the methane-air atmosphere has been raised

Comprehensive field tests were made by the Federal Bureau of Hines at the Conda open pit mine near Soda Springs, Idaho, to determine whether surface geophysical techniques could be used to detect and delineate faults in phosphate deposits. The tests included seismic refraction, magnetometry, electrical resistivity, and airborne photography. Of the several geophysical techniques tested in the field, horizontal resistivity profiling was the most effective method for diagnosing faults. The method is quick, inexpensive, accurate, and can be easily used by mining company personnel to detect and delineate faults.

"INTRODUCTION The United States production of tin has always been negligible, and domestic requirements have been met almost entirely by imports. The advent of war in Europe in 1939 brought a threat to our foreign source of supply, and steps were taken by Congress to forestall shortages of tin and other metals. By authority of the Strategic Minerals Act, passed by Congress in 1939, the Bureau of Mines and Geological Survey conducted investigations of domestic tin deposits.An examination of Alaska deposits was undertaken in 1940 and 1941 by J. B. Mertie, Jr., and Robert R. Coats of the Geological Survey.H. B. Heide conducted a preliminary examination of lode and placer-tin deposits at Cape Mountain in 1942, which was followed in 1943 and 1944 by a program of exploration by churn drilling in the placer area and trenching and sampling the lode deposits.Placer tin, found at the head of Goodwin Gulch, Cape Creek, First Chance Creek, and Boulder Creek, indicates that the mineral was derived from the vicinity of lode cassiterite occurrences on Cape Mountain. Placer tin led to the discovery of at least one, cassiterite vein by the Geological Survey and the Bureau of Mines."

The Explosives Division of the United States Bureau of Mines makes certain laboratory and field investigations that deal with explosions, explosives, ignition, and combustion, together with many related problems, such as the cause and prevention of fires, and certain fundamental scientific questions bearing upon the determination of the chemical and physical mechanisms underlying some of the important phenomena encountered. Its work on explosives has been particularly directed toward determination of the chemical and physical characteristics of explosives designed for use in coal mines and in a more limited way to those used in metal mines, tunnels, quarries, and other engineering operations. "INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36.4/ Further reports were issued describing motor gasolines sold during the succeeding sum¬mers and winters to and including the summer of 1941.4/ No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed.!The present report presents analytical data for 4,544 samples, represent¬ing the products of 124 companies. The samples represented in this report were obtained during December 19146, January and February 19-(. As in previous surveys, the companies covered Ly the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The number of samples, items, and brands comprising each group is as follows: Regular-price, 2,368 samples, 319 items, and 113 brands; premium-price, 2,172 samples, 289 items, and 106 brands; third-grade, 4 samples, 4 items, and 4 brands. Analyses of light oils produced from the fluidized carbonization of coal at 485°, 550°, 600°, and 660° C are presented. Tar vapors from 485 C fluidized carbonization were thermally treated at 600°, 700°, and .800° C, and the analyses of light oils produced by this treatment are also presented. Procedures were developed for analysis of coal carbonization light oil by gas chromatography to permit a more definitive analysis than can be obtained by the conventional distillation procedure. An increase in low-boiling olefins, benzene, and toluene, a decrease in low-boiling paraffins, and little change in the remainder of the aromatics was observed with increased temperature of carbonization.

"INTRODUCTION With the advent of war in 1941, military operations in Alaska were enlarged on such a scale that the demand for coal in the Territory more than doubled. Coal was needed urgently for heating forts and other military establishments, for use on large construction projects, and for handling the greatly increased volume of traffic on the Alaska Railroad. -The additional tonnage required, estimated at perhaps 250,000 tons per year, probably could have been supplied by the United States, but shipping space between Pacific Coast ports and Alaska was already overburdened with military supplies and construction materials. Moreover, although of only secondary importance in wartime, the cost of coal shipped into the Territory is reported to have been as high as $40 per ton. The alternative to importing coal was, of course, to increase the Production of the Alaska mines.Production of coal in Alaska reached, 350,000 tons in 1944, or more than double the prewar' output. The responsibility for increasing coal production was assumed largely by the Army, A Coal Commission attached to the Alaska Department arranged financial assistance for some mining operations, aided the operators in producing equipment for mechanization, and provided most of the labor necessary to operate the mines. The Bureau of Mines contributed to the program in several ways. First, exploration by the Bureau in the Moose Creek district revealed a substantial tonnage of coal of better grade than any currently mined in the Territory, 4/ and drilling in the Broad Pass district, where a mine to supply coal for the army had been started, revealed that the reserves were far less than had been supposed; this operation was abandoned. Second, coal-preparation practices were studied, and recommendations for improvements made, at two of the operating mines at which the quality of the coal makes preparation a factor of vital importance. Some of the information obtained in these studies forms the basis for the present report."
