In 1980, the Bureau of Mines surveyed a group of mine seals in Randolph County, WV, to evaluate their effectiveness for reducing toxic pollutants in mine water discharges. The survey focused on 11 block wet mine seals, but mine seals of several other types were also examined. The seals were installed in 1966 and 1967 in abandoned drift portals by the Federal Water Quality Administration (FWQA), a predecessor of the Environmental Protection Agency (EPA), in cooperation with the Bureau of Mines and other Federal and State agencies, in a project known as Elkins Mine Drainage Pollution Control Demonstration Project. The seals were designed to prevent air from entering the mine portals while allowing mine water to flow out. It was believed that by preventing air from entering inactive or abandoned mines, the formation of toxic pollutants and acid mine drainage (AMD) could be reduced. Evaluation of the seals was based on water flow measurements, water analyses, and visual observations. The Bureau's 1980 data were compared with past data collected by the EPA. Several leaks and failures were observed in the clay seals, as evidenced by apparent blowouts and the absence of vegetation where the mine water surfaced. Analyses of the 1980 data indicated some improvement in the quality of water discharged from many of the wet air seals.

The purpose of this investigation was to develop an alloy of columbium for use at high temperatures and for nuclear applications. The properties of possible alloys were determined, and the more promising ones were selected for further improvement. Criteria for selection were machinability, hardness, workability, tensile strength, and oxidation resistance. Thirteen 100-gram ingots, ranging from 100 percent columbium to 100 percent vanadium, were prepared and subjected to various tests. Also included for comparison were zirconium and the zirconium alloy, zircaloy-2. Test results showed that a columbium alloy, containing 10 atomic percent vanadium merits further development. Besides being workable at room temperature, the columbium-10 atomic percent vanadium alloy has oxidation resistance superior to the other alloys of the series and is also superior to zirconium or zircaloy-2. The latter two materials have comparable neutron-absorption cross sections. The strength and hardness values of the alloys tested were found to increase with increasing vanadium content, reaching a maximum at 50 atomic percent vanadium and decreasing with further increase in vanadium. This behavior is typical of binary alloys wherein each element will retain any proportion of the other in solid solution. INTRODUCTION There is an increasing need for alloys for service at high temperatures. Since current world reserves of columbium metal approximate 1,500,000 tons (1),4 this metal is now readily available. Columbium can ties; be considered a practical base material for high-temperature alloys required in nuclear reactors and in aircraft and space vehicles. General requirements chosen are: (1) Workability, (2) satisfactory mechanical properties at temperatures approaching 1,000° C., and (3) resistance to oxidation at such temperatures.

Optimized Operator Compartment layouts based on previous Bureau of Mines activities in standardization and optimization of controls were designed and installed in three operating vehicles. Two National Mine Service 48A-36 TorKars were modified in production prior to delivery to the Quarto Mining Company. An Elkhorn AR-4 scoop owned by Adanac Coal Company was modified in a local rebuild shop. The modified vehicles were then evaluated underground under normal production conditions for a 60 day period. Vehicle operators and management appear well satisfied with the compartment modifications.

The ultimate object of this investigation is to develop a method for determining the pressure, in situ, on rock mine pillars, arches, and other mire structures. The preliminary investigations of Bureau of Mines engineers, as well as those of other investigators,4/ have shown that the velocity of sound depends on the pressure if it is dependent to such an extent that a measurement of the velocity might be used as a means of determining the pressure, a sonic method of measuring the pressure on rock mine columns is possible. Briefly the method would require, first, laboratory determination of the variation of the velocity of sound with pressure in samples of rocks taken from mine pillars to establish a. velocity-pressure relationship for the type of rock and, next, measurements of the velocity of sound in the mine pillars from which the laboratory samples were taken. The pressure on the pillars could be determined by correlating the velocity in the pillar with the velocity-pressure relationship established in the laboratory. Obviously the success of the method depends on the extent to which the velocity of sound varies with pressure in rock.

Objective The main purpose of this video is to teach mine rescue personnel certain aspects of rescue work that are not traditionally taught. These include the strain caused by working continually under adverse conditions; the "survivor guilt" that occurs from being spared the fate of one's deceased cohorts; and the posttraumatic stress that may be experienced during the sometimes lengthy task of recovering the victims' bodies. Background On November 20, 1968, an explosion rocked the Farmington No. 9 Mine in northern West Virginia (figure 1). The explosion killed 78 of 99 miners who were working in the mine, including all but one member of the mine's rescue team. Some 30 years after the event, researchers from the NIOSH Pittsburgh Research Laboratory (PRL) conducted a video interview with Danny Kuhn (figure 2), the only Farmington No. 9 mine rescue team member who was not working that day and who did not die in the explosion. According to the Mine Safety and Health Administration (MSHA), there are about 80 underground coal mine rescue teams in the United States, and according to the National Mining Association, there are more than 850 underground coal mines. This represents a significant decrease in both over the past decade. The low number of rescue teams is a concern because serious incidents, though fewer, still happen, and if a disaster occurs, there will be fewer rescue teams to respond. This would result in an increased need to use available human resources very efficiently. Much training to prepare these rescue teams still takes the form of what educators call "teaching to the test." In other words, teams practice in order to win mine rescue contests. This test-oriented approach has traditionally been augmented by interactions with others who have responded to real situations or by participating in actual incidents. Given few incidents and fewer rescue teams from whom to derive enrichment, the preparation of coal mine rescue personnel becomes a problem. Recently, more emphasis has been placed on active learning, such as working out problems in smoke. These sessions more nearly simulate the actual conditions that today's team members might rarely encounter. To properly prepare and retain the current coal mine rescue personnel who are left in the workforce, it is necessary not only to offer such hands-on experience, but also to replace the learning narratives that once were passed from team to team. The present video is intended to contribute in that capacity. Approach NIOSH researchers first learned of Mr. Kuhn in the fall of1998. Mr. Kuhn was contacted and agreed to an interview. An oral history interview was conducted with Mr. Kuhn in early November1998. After reviewing the videotape of the interview, researchers determined the content to be so rich as to warrant a second interview in a more formal setting. The second interview was done in early December 1998. During this interview, Mr. Kuhn spent about 2 hours describing the Farmington disaster, including the workplace climate leading up to the explosion, the events that took place in the 10 days after the explosion, and the nearly 10-year effort to safely and successfully recover most of the victims' bodies. The videotape of the second oral history interview with Danny Kuhn was reviewed and edited by NIOSH researchers for content. Careful attention was used to ensure that valuable information was presented, but within a reasonable timeframe. A detailed map of the Farmington No. 9 Mine was edited into the final video and used to highlight critical features as they were being described by Mr. Kuhn. Results and Accomplishments A 60-minute videotape and instructor's guide for use in safety training or other settings was completed. The target audience consists of all those who work in underground coal mines. This training video will help safety instructors better prepare mine rescue team members for the situations that they will encounter when engaging in extended rescue and recovery work. A new type of personal sampler for quantitative estimation of atmospheric concentrations of contaminant gases was first reported from this laboratory in 1972. The sampler requires no pumps or flow regulators and employs instead the motion of the gas molecules them-selves to furnish the power for sampling. Under this grant, work was completed on development of a kit for the field determination of both NO2 and NO. Detailed instructions for the preparation of the samplers and the use of the kit was supplied to the Technical Project Officer. Attempts were made to adapt the same type of sampler to the measurement of SO2 and CO. Both gas chromatographic and turbidimetric procedures for the final estimation of the S02 proved to be unsatisfactory. For CO no reagent was found which would react sufficiently rapidly with this gas to utilize the essential feature of the diffusion sampler, the maintenance of a diffusion gradient which is at least approximately numerically equal to the ambient concentration. A number of publications on use of the NO2 sampler, both at occupational and community air pollution levels, have resulted from this work.

The results of tests to determine the .regional applicability of four synthetic unit hydrograph models are presented. The SCS curvilinear (Haan), SCS single triangle, Williams and TVA double triangle unit hydrograph models were tested on 271 events from 38 USDA experimental watersheds in 14 physiographic provinces. Though inconclusive due to the limited number of events analyzed, the results indicated a regional tendency for each model, with the SCS curvilinear unit hydrograph method generally performing best overall. It outperformed the SCS single triangle by predicting better shape; they differed less than 2 percent in time of peak and peak rate predictions. The Williams model performed well at Oxford, Mississippi and Coshocton, Ohio, which suggests it may be applicable to surface mined lands within the Northern and Central Appalachian Plateau and Texas coal producing regions. The TVA model is applicable to the Appalachian Plateau, specifically the Cumberland Plateau. A second test using only the SCS curvilinear unit hydrograph on 11 small watersheds and 50 events was conducted to investigate the effect of the excesss rainfall pattern on simulation results. A Green and Ampt infiltration model was coupled with the SCS unit hydrograph model to determine if peak rate and timing errors noted in the regional test could be minimized with an alternate to the SCS curve number model for determining infiltration losses. The results confirm the curve number model is the better approach to determining the excess rainfall pattern for unit hydrograph simulation.

This regional report covers the mineral industries of Canada and 40 countries and areas in Latin America and the Caribbean Basin. Also included is a brief description of the mineral potential of Antarctica. The Latin American region encompasses an area twice that of the United States. Latin America and Canada have a rich and diversified endowment of mineral fuels, metals, and industrial minerals. Tables 1 and 2 provide a summary view of Latin America and Canada's output of its major mineral commodities in world mineral supply in 1990 and 1991. Table 3 shows the relative importance of a selected group of minerals produced in Latin America in the world mineral economy.

Preliminary economic mining feasibility studies were conducted by the Bureau of Mines to estimate mining costs in the Juneau gold belt area of the Juneau Mining District, southeastern Alaska. Investigations were conducted on the economics of two mineral deposit types: (1.) Berners Bay vein gold deposits, and (2.) stockwork gold deposits containing gold, silver, and lead. Cost estimates were developed using the Bureau of Mines Cost Estimating System (CES). Discounted cash flow return on investment (DeFROI) was calculated using the Bureau's MINSIM computer program. Underground mining of a Berners Bay vein gold deposit was found to be economic (15 pct DCFROI) at a recoverable metal value of $353.67/mt for a 100 mtpd shrinkage stoping mine with a 10 yr mine life, $324.76/mt for a 20 yr mine life, $138.63/mt for a 500 mtpd longhole stoping mine with a 10 yr mine 1 ffe, and $127.50/mt for a 20 yr mine life. Block caving mining of a large stockwork gold deposit was found to be economic at a recoverable metal value of $15.28/mt for a 18,000 mtpd mine with a 20 yr mine life.

Roof warning signals were studied in 18 mines covering 5 coal seams. The results of this study confirmed that roof talk must be interpreted for each individual mine after all other conditions are present that indicate danger of roof fall. Characteristics of roof talk pulses were studied to ascertain features used in interpretation. Roof talk pulse decay time was found to be typically 0.1 to 0.5 seconds depending on the dimensions of the entires. Time between roof talk pulses was found to correlate inversely with the degree of danger under certain conditions. Roof talk and machinery noise recordings obtained during this study were used for subjective tests of ear protectors in a simulated coal mine noise environment. These tests required a detailed interpretation of roof talk and yielded results with high statistical power. Results of these tests showed that the use of personal ear protectors in high noise levels does not degrade a miner's ability to discriminate speech and roof talk. A training course was developed to encourage coal miners to pro-tect their hearing by proper use of personal hearing protectors.

The Welcome Creek Wilderness has small, dispersed gold placers. Pockets in the 25.5 million yd3 (19.5 million m3) of alluvium along Welcome and Rock Creeks have as much as $5.61 gold/yd3 ($7.34/m3) at $500/troy oz ($16.08/g). All the alluvium averages 20.1 cents gold/yd3 (26.3 cents/m3). Because of the low average gold content large-scale placer mining would not be economically feasible. Small-scale selective pocket mining, however, may be profitable. The alluvium along the streams in the Wilderness has little apparent potential for production of sand, gravel, or stone because alternate sources are closer to markets. The four lode prospects known within the Wilderness appear to have low mineral potential. No oil, gas, uranium, or geothermal energy sources are known to be present.

This report presents the results of a study of the overturning Stability of Front End Loaders and the development of an Obstacle Detector to warn of Obstacles in the blind regions of the vehicle. The contributing factors have been identified, the FEL stability characteristics have been determined and six overturn warning indicators were fabricated and two were field tested in a mine operation over an extended time period. A simplified overturn indicator, based on the principle of sensing wheel load, was designed, constructed and field tested. The principle was demonstrated to be sound, however, the method of sensing wheel load must be revised. An obstacle detector capable of detecting a man sized target at ranges of two feet to one hundred feet was designed. A "Breadboard" device utilizing existing microwave devices was constructed and tested successfully.

The Bureau of Mines has undertaken investigations to examine selected deposits of beryllium throughout the United States. The beryllium deposit about 6 miles southeast of Lone Pine in the Owens Valley region of Inyo County, Calif., was among those selected for study. In 1960, field work was conducted on the Inyo Beryl claim to determine the extent and character of the beryl-bearing deposit. This report describes the work that was done. In the area investigated, the beryl occurs disseminated in granite and limestone and as stringers. Apparently, the stringers are related to nearby pegmatite dikes, inasmuch as some appear to contain fine-Grained pegmatite. Granitic rocks enclose most of the stringers, which occur as fracture fillings, ranging from thin seams to 4 inches in thickness. The stringers are of muscovite, quartz, albite, and beryl. Some also include epidote and fluorite. For the most part, they are widely spaced. Therefore, mining of substantial tonnages averaging better than 0.2 percent beryl does not appear feasible.

In Germany the extraction of lithium and its salts has been handled mainly by units of the two major concerns - Metallgesellschaft A, G. and Deutsche Gold und Silber Scheide Anstalt, both with headquarters in Frankfurt. Zinnwaldite, which belongs to the mica group, is the major source of the lithium-containing raw material in Germany. Lepidolite and amblygonite also are used when available, but they are imported, as there are no major deposits of these two minerals in Germany.

The economy of Belize continued to show a very slight but still positive growth during 1986. The gross domestic product (GDP) was estimated to have been about $164 million,2 almost the same as those of 1984 and 1985. Foreign investors looked favorably on Belize because it had remained isolated from the sometimes turbulent political and social strife elsewhere in Central America. Reportedly, in late 1986, Guatemala had decided not to pursue its claim to Belizean territory and to give full recognition to that country. Discussions were to be held regarding any matters of mutual concern. New investment possibilities were oriented toward agriculture or manufacturing endeavors. Except for some interest in petroleum exploration, the minerals sector remained limited to the quarrying of construction-related materials.

MFIRE is a computer simulation program that performs normal ventilation network planning calculations, and dynamic transient state simulation of ventilation networks under a variety of conditions. The program is useful for the analysis of ventilation networks under thermal and mechanical influence. MFIRE simulates a mine's ventilation system and its response to altered ventilation parameters, external influences such as temperatures, and internal influences such as fires. Extensive output enables detailed quantitative analysis of the effects of the proposed alteration to the ventilation system Network simulation using digital computers has become widespread throughout the mining industry in recent years. However, as the sophistication of the simulator increases (MFIRE, for example), the complexity of input data requirements and interpretations of results requires more skill and knowledge from the users. Perhaps the most difficult part of using MFIRE is to construct the data set describing the mine's physical layout and its ventilation properties. The initial attempts to get the data set running often reveal unknown or ignored aspects of the mine's ventilation.

Recent papers on support of roof and top rock in mines representing present practice in so far as it hits been described by engineers in all of the principal mining countries, cover a relatively aide range of topics. The papers abstracted herein include such subjects as the testing of materials of support, failure and movement of rock above workings, effect of excessive pressures on rock masses, axed the application in mines of timber, metal, concrete, packing, and filling support. It is not within the scope of this paper to present a logical and orderly discussion of the elements of support and their application to conditions influenced by the material worked or the method of mining. Only the essential facts of a paper appear in the abstracts, the idea being to give a fairly clear picture of the behavior of various types of support under brows conditions and to put into concise form important information concerning present practice, modifications of practice, and the trend toward new practice. With such valuable facts from others experience made readily available, it Is hoped that the engineer with particular and often trying problems may obtain suggestions that will be immediately helpful.

Carbonyl sulfide (COS) was decomposed to sulfur and CO in a silent electrical discharge. A threshold of about 4 kv at 60 Hz was required to dissociate the gas in a laboratory ozonizer at 790 torr with electrode gaps between 1 and 5.5 mm. Above the threshold value, the reaction rate increased with increasing voltage with helium or nitrogen diluent. With the latter diluent, higher voltages had to be applied to obtain the same yield in the 4-to 12-kv range. The COS decomposition rate increased with COS concentration, but a saturation value was reached at about 10 pct COS. The reaction rate decreased at low linear gas velocities as obtained at lower gas flows, larger electrode gaps, or larger reactor volumes. Increasing gas temperature also decreased the decomposition rate. The presence of solid adsorbents such as quartz wool, bauxite, or charcoal had no significant effect on the reaction rate. The addition of S02 did not affect the COS decomposition rate, but small amounts of water decreased the reaction rate. Over 50 pct of the COS was decomposed at room temperature and atmospheric pressure in a l7-kv ozonizer using a gas containing 0.9 pct COS in helium flowing at a rate of 0.3 liter/min. The average current was less than 5 ma. This method has possible application in eliminating the toxic air pollutant, COS, which is generated in petroleum refineries and in processes involving reactions between sulfurous and carbonaceous materials. Carbon monoxide that is formed can be further oxidized to CO2 after the collection of elemental sulfur.

The technical literature on the general subject of crushing contains many references to the work of investigators on the laws governing, and the factors entering into, the economical production of fine materials. In fine grinding, whether for the purpose of producing fine material, or for the unlocking of minerals in an ore, close control of the screen sizes of primary-crusher products is of secondary consideration and accordingly has received very little attention. The growth and development of the nonmetallic industries, however, have drawn more attention to primary crushing. Many of these industries are interested in the production of relatively coarse products that meet certain definite size specifications, a condition entirely different from that existing in the field of ore dressing. Under such conditions, a knowledge of the factors governing the selection and operation of primary-crushing equipment is essential to the economical production of a satisfactory material.
