Turkey?s EU affairs started in 1963 with the Ankara Treaty. On 31 December 1995 the Customs Union between Turkey and the European Union came into effect. In order to achieve the Copenhagen Criteria?s, Turkey, made laws parallel to the Framework Programs. On 3 October 2005, with the confirmation of ?Membership Framework Document? the negotiation process of Turkey has started. Coal had important role in the industrialization of EU and it is directly related to Energy and Environmental subjects. In this point many restriction became with the some protocols, in last decades. European Union composed Energy and Coal Policy, therefore engaged to reduce the emissions, and made new regulations. This regulations concern Turkey?s energy future, since large; but low quality of lignite reserves of Turkey, it is expected to have some difficulties with Union?s Environmental Legislation during Turkey?s congruity process. With the last natural gas import agreements of Turkey, the production and consumption of coal sunk in last seven years. However, considering environmental sustainability, the role of coal in energy production will rise up in the coming future. In this paper, in terms of Turkey Energy Sector, production and consumption problems of coal discussed and evaluated considering EU?s coal, energy and environmental rudiments.

This study investigates the mode of occurrence of uranium in a copper concentrate from the Prominent Hill mine. Mineralogical and liberation studies of a high grade Cu concentrate (monthly composite) containing uranium (U) were undertaken using QEM-Scan in combination with QXRD and ICP-MS. The study aimed at determining in what form U was recovered, and by which mechanisms. The deportment of U was studied in 3 size fractions; +20µm, -20+8µm and -8µm. QEM-Scan analysis showed that uranium was present as U(Cu)-silicates, U-silicates, UPbOx/FeOx or traces of UThOx and UTiOx, with the U-silicates present across the size fractions. The association of uranium bearing minerals with copper sulphides varied across the size ranges. Interestingly, most of the U (46% by weight) was distributed in the finest fraction (-8µm), in which the deportment of Cu was low (6%). Over 40% of the U mineralisation in the -8µm was liberated. In terms of the floatation response, while recovery of the uranium minerals as a result of their association with copper sulphides (as composite particles) was evident, recovery of UPbOx locked in hydrophilic haematite in the +20µm size fraction suggests, that other mechanisms (e.g. Inadvertent activation by Pb from radioactive U decay) are possible. Furthermore, the high amount of fine liberated U bearing particles in the concentrate points at entrainment as another major mechanism for uranium recovery, and therefore, a target for process optimisation.

"The small recovery of Ag, often in the order of 50%, by traditional flotation and leaching process strategies is closely related to the complicated and heterogeneous nature of Ag-bearing minerals with Ag typically being associated with numerous minerals within any given ore-body. Moreover, grain sizes may be extremely fine with micron-scale common. In order to design cost-effective Ag-bearing mineral flotation and leach recovery strategies it is firstly necessary to characterise the speciation of Ag and its correlation with other elements, e.g., Cu, As and Sb, within the ore matrix and process streams. The traditional QEM-SCAN analytical approach can prove problematic for some mineralogies due to difficulties in recognising degrees of crystallinity, polymorphs, complex solid solution series, high value trace element mineralogy, very fine grained materials; and the requirement for a comprehensive data base. Moreover, there is difficulty ‘seeing’ either surface films or surface contaminants which can both lead to poor flotation performance. There is therefore clearly a need to develop confirmatory and complementary approaches when these uncertainties arise. Synchrotron X-ray microprobe analysis provides a powerful tool for the mineralogical characterisation of finely segregated heterogeneous Ag-containing materials. These measurements enable comprehensive characterisation of the Ag-bearing components using synchrotron microprobe X-ray fluorescence mapping (µ-XFM), X-ray diffraction (µ-XRD) and X-ray absorption spectroscopy (µ-XAS). Further analytical strength is provided by principal component analysis of laboratory ToF-SIMS data which enables the statistical identification of correlated surface species enabling examination of surface chemical characteristics responsible for mis-reporting of Ag containing components within flotation streams. We describe the application of these techniques to a selected Ag-containing feed and tail and demonstrate how these compliment and extend traditional analytical methodologies."

Semi-industrial test on fine products of Meishan dressing plant was carried out with type RP80/25 high pressure roller mill produced by Homburg Corporation of Germany, and the influences of such factors as energy consumption, water containing, throughput and circulating load on rolling effect were investigated. Closed circuit experiment result showed that Meishan iron ore could be suitable for powder grinding with high pressure roller mill, and energy consumption of the operation was declined by 25%~30%, which was favorable for energy-saving, increasing production efficiency and improving grinding effects. According to above experimental results, this paper put forward the technical proposal of application of high pressure roller mill in Meishan, and pointed out some technical problems which needed to be settled urgently in technology disposal.

Today, arsenic has become a much greater problem than before because of the limitations introduced by WHO and USEPA that are lowered from 0.05 ppm to 0.01 ppm. In the nature Arsenic is mostly found as inorganic compounds in the forms of arsenite (As+3) and arsenate (As+5) in aqueous solutions. Arsenic contamination in ground and surface waters has been encountered in almost every country. This element has a carcinogenic effect and can occur in natural sources and anthropogenic sources such as metal mining, groundwater usage and industrial activities. In this study adsorbing colloid flotation was applied in the presence of aluminum sulfates. In the experiments SDS and K-Oleate were used as collectors while MIBC was the frother employed. The effects of collectors and aluminum/arsenic ratios on the removal of arsenic were examined under various pH values. It was found that arsenic removal enhanced with increasing aluminum concentration. Furthermore, it was observed that pH was a very critical parameter in all experiments. The best results were obtained when initial As: SDS: Al concentrations were 10:40:40 ppm at pH 5.5. At this concentration, the efficiency of arsenic removal found to be 99.9%. "The purpose of the research is intensification of physico-mechanical ore properties determination for ball grinding processes in comminution circuits. The research presents comparative studies aimed at intensification of Bond Ball Mill Work Index (BWi) determination, such as testing technique of Ahmadi and Shahsavari, Berry and Bruse, Gharehgheshlagh, Horst and Bassarear, Kapur, Magdalinovich. The subject of the research is a test procedure of apatite-nepheline, copper-nickel, gold-sulfide and iron ores for the Bond ball mill index. The Bond Ball Mill Work Index for the material firstly was determined by standard Bond test methodology. Two the most promising testing techniques - Ahmadi and Kapur testing techniques - were modified. For the Ahmadi technique it was proposed to pay attention to the circulating load, which should be stabilized on the value of 250% as fast as possible. Two methods were put forward to quicker stabilize the circulating load. For the Kapur technique it was proposed to use empirical coefficients, which is determined especially for the apatite-nepheline, copper-nickel, gold-sulfide and ores. The modified Ahmadi and Kapur techniques require no more than two cycles of ball grinding to determine BWi (while normally 6-8 cycles are required) and less than 5 kg of initial feed. The suggested modified Ahmadi and Kapur techniques allow to intensify the physico-mechanical ore properties determination for ball grinding processes and BWi test costs considerably, which makes them useful for mass sampling and monitoring strength properties of ores entering a concentrating mill. INTRODUCTION When designing concentrating mills, the choice of the technological scheme for ore pretreatment, particularly the type, quantity and size of the main process environment, the determination of optimal grinding conditions and the calculation of equipment load are carried out by preliminary studies of grinding in semi-industrial or laboratory-scale plants. Semi-industrial tests on full-scale plants provide the most reliable information for calculating specific loads for equipment. However, this requires a significant amount of ore samples, a high labor costs and the pilot plants. Thence the most researchers performed grinding tests with small laboratory equipment using small ore samples."

With the feature of finely-dissemination particle and complex mineral composition, oolitic hematite is considered to be the ore dressing difficult problem in the world. Series research on refractory oolitic hematite in Zhangjiakou Area are introduced as following: ore properties?technology mineralogy and mineral processing technology. The survey shows: with the fine grinding of the hematite to a fineness of -0.076mm 95%, obtaining iron concentrates grading 62.74% Fe at the recovery of 46.80% by high intensity magnetic separation- reverse flotation flowsheet; under the three stages intensity magnetic separation,four stages grinding and four stages gravity separation, getting the iron concentrates grading 61.09% Fe at the recovery of 45% using high intensity magnetic separation- gravity separation flowsheet; with roasting temperature of 800°C, time for 75~90min and ore-coal ratio of 11, gaining the iron concentrates assaying 62.74% Fe at the recovery of 87% by roasting- magnetic separation flowsheet. At present, this research is still doing for the target of raising the concentration recovery on the base of high grade concentrate. Social issues are increasingly recognized as significant inhibitors to mineral development projects. Increasingly social risk is being recognized as a key factor determining the success of a mineral investment. Groups opposed to a mine for social or political reasons often use environmental impacts, real or perceived, to prevent mine development. These risk factors depend largely on cultural perceptions of mining activities and must be understood as such in order to be appropriately managed. A first step to addressing social issues is inclusive, transparent and meaningful engagement of stakeholders. This process allows stakeholders to understand what the other parties value in order to collectively establish a common currency for development and the creation of mutual value. Expanding the scope of benefits and values a mine can bring is of increasing importance to mining companies who typically consult outside specialists remote from the mine site and late in the development timeline for this purpose. Training technical staff, engineers and geologists, who make initial and ongoing contact with local interests, in a holistic approach to mine development is crucial to successful and economic mineral development projects. Further extending this conversation to the general public, media governments and non-governmental organizations is a necessary step in developing a meaningful discourse on the benefit of mining activities.

In this paper the test results of flotation of the kyanite ore from a Chinese mine are described. The objective of this work is to determine effective recovery process to obtain kyanite concentrate with high quality and high recovery for a new concentrator design. The valuable minerals of the ore are kyanite, garnet and magnetite, contents of them are 14.0%, 5.9% and 1.2%, respectively. The gangue minerals are mainly biotite, feldspar and quartz, contents of them are 33.8%, 17.8% and 25.6%, respectively. The kyanite in the ore contains a little iron. In laboratory flotation tests the factors affecting the flotation such as slime, alkalinity of pulp, and flowsheet configuration are studied. The interference of biotite on kyanite flotation as well as selective flotation of garnet is examined. On the basis of above-mentioned results the flowsheet of ore treatment comprising de-sliming, mica flotation, low intensity magnetic separation of magnetite, high intensity magnetic separation of garnet and coarse biotite as well as flotation of kyanite is pre-sented for comprehensive recovery of kyanite, garnet and magnetite. The kyanite concentrate con-taining more than 59% Al2O3 is obtained with a kyanite recovery of 70.0%. The contents of Fe2O3and biotite in kyanite concentrate decreased from 2.02% and 5% to 1.30% and 1%, respectively. The disadvantage of low kyanite grade in raw ore is compensated by accessory recovery of garnet and magnetite in the ore.

Considering the subtractive trend of the sulfide and high-grade zinc ores in worldwide and also in Iran, Nowadays special attentions have been drawn to the extraction of zinc from its other resources such as low-grade oxide ores and secondary resources. Oxide ore of the eastern part of Mehdi-abad lead and zinc mine is silicate and has an average grade of 7% (with cut off grade of 4%). Main mineral of the Mehdi-abad ore is Hemimorphite and this mineral is associated with Goethite, Hematite, Ferrous Dolomite, and Manganese oxide mineral so that oxides of Iron, manganese and silica include almost 50% of the total ore. In this paper, the results obtained from the leaching kinetic study of the low-grade zinc oxide ore using Sulfuric acid are presented. The effects of particle size, reaction temperature, acid concentration, and solid percent on the dissolution rate have been investigated. The results obtained from the Taghochi approach showed that the zinc recovery is about 78% under the following optimized conditions: particle size: 106µm, leaching time: one hour, temperature: 45°C, acid concentration: 15% and solid percent: 15%. Kinetics study was revealed that zinc minerals leaching controlled by diffusion rate through the product layer during leaching time with the activation energy of 5 KJ/mol and compliance with the 1- (2/3. x) ? Mining of low grade deposits along with the necessity to design and operate flotation plants with high throughput presents unique metallurgical and environmental challenges that need to be addressed to reduce project risks, improve project economics and to sustain the profitability of operations over the life of a mine. Some of the key challenges include poor recovery of valuables and concentrate quality issues due to complex mineralogy, the need to use poor quality water such as brackish or sea water, reduce environmental impact from the process, integrate flotation with hydrometallurgy to maximize precious metals recovery, escalation of capital and operating costs, use of unproven technology and constant use of larger equipment, high ore variability, worldwide constraints on resource availability and an ever increasing need for reliable metallurgical input to financial models to evaluate economic viability of projects. The need to develop effective solutions to these problems in a short time frame is becoming a key to the success of any new project and for sustaining the profitability of a mining operation. An integrated multi-disciplinary approach to problem solving is crucial with the need for a more lateral thinking along with strategic partnerships and collaboration involving the right players. The adsorption and stabilization of mineral dispersed systems by using Pluronic copolymers with different molecular weights and EO content has been studied. The role of sequential adsorption of EO-PO copolymers and cationic surfactant (CTAB) on the carbonate particle properties and in determining the stability of their suspension was studied with particular attention to the conformation of the polymer at the solid-liquid interface. The purpose of this work was to investigate the flocculation phenomena, influence of polymer molecular size on stability of suspensions of magnesite and dolomite and the effect of addition mode of polymer and surfactant. The suspension stability measurements and the determination of sedimentation speed were carried out using an optical analyser (Turbiscan). In most of investigated cases, the biggest floccs and the fastest sedimentation were found for low concentrations of copolymers.

"Geo-sensing is the ability to routinely measure or infer rock properties at a range of scales using non-destructive scanning devices. These devices can provide information and data flows to support integrated decision making across the minerals value chain. Geo-sensing has been used for many years in minerals exploration using technologies such as satellite imaging and airborne geophysics but to date the use of sensing technologies in between the mine and mill has been very limited. The aim of this research is to develop new mineral sensing technologies that can enable grade engineered ore streams through the rejection of low value gangue or deleterious elements either in the pit or during transfer to the mill. This paper focusses on the research and development being carried out by the Cooperative Research Centre for Optimising Resource Extraction (CRC ORE) and its associated members on new sensing technologies. At the start of their development these technologies were classified on the Technology Readiness Level scale at 3 (TRL3), equivalent to a proof of concept. Laboratory testing and design is aimed at progressing these sensing technologies to TRL5 which is ready for testing at an end users site. New data obtained during the laboratory testing and design phases are presented in the paper demonstrating performance specifications such as detection limits and measurement speed which can be used to infer the pod size of gangue that can be rejected at scale. Grade Engineering® and coarse gangue rejection are considered as key drivers for the mining industry to address the higher mining, processing and environmental costs associated with ore bodies with declining grades. This is an industry wide problem and the development of mineral sensors is seen as key enabling technologies for Grade Engineering® and coarse gangue rejection. The technologies presented in this paper enhance value through early decision making of ore quality and improve the overall resource value case through improved grade and throughput engineering."

Eudialyte is one of perspective resources of zirconium and other rare earth elements (REEs). Large reserves of eudialyte concentrated in the Murmansk region of the Russian Federation. Usually, technologies of REE treatment include the decomposition of eudialyte concentrate in different acidic, extraction and utilization of all components. The main problems in the leaching of eudialyte include are: the formation of an unfiltered silicon-containing gel; low recovery of REE; difficulty extraction of metals from the productive solution; high aggressiveness of the reagents. One of the promising trends of intensification of the processing of hard-to-degrease rare metal raw materials is the use of energy methods for affecting mineral suspensions. These methods make it possible to increase the efficiency of break up fine-dispersed mineral complexes and extracting micro- and nanoparticles of a valuable component in subsequent deep processing. The purpose of this work is to investigate the effect of energy impacts on the nitric acid leaching of eudialyte concentrate. Experimental studies were carried out in a developed laboratory facility that makes it possible to evaluate the effect of electrochemical, ultrasonic and combined effects on the leaching of zirconium and REE from eudialyte concentrate. The studies carried out on the samples of eudialyte concentrate with the size class of -0.315 + 0.063 mm showed that the use of electrochemical and acoustic effects increases the extraction of ZrO2 in the production solution in 1.6 - 2.5 times, REE in 1.3 - 2.2 times, respectively. An analysis of the microstructure and phase composition of the surface of the eudialyte concentrate showed that the intensification of the leaching process is due to surface cleaning from the silicon-containing gel, as well as the opening of capillary channels and microcracks, which accelerates mass-transfer processes. The results obtained open wide opportunities for creation of modern and effective technology of processing of eudialyte concentrate, producing high-quality zirconium products and REE.

"The complexity of the flotation process has made the identification of an appropriate model structure, for use in the prediction of flotation circuit performance, far from obvious. Work performed under the auspices of the AMIRA P9 flotation program has indicated that the metallurgical performance achieved from a flotation cell arises from the interaction of two essentially independent property classes, namely the cell operating conditions and the properties of the cell feed stream. These observations have led to the development of a model structure that associates a constant set of flotation parameters to the streams of the circuit, which are transformed into a flotation response depending on the operating conditions within the flotation cell.A variety of alternative model structures exist within the literature which do not make this distinction between cell and stream flotation properties, and many of these models are in widespread use for flotation optimisation and design studies, both in industry and academia.In this paper, data collected from an industrial flotation circuit is used to derive the parameters associated with two different types of flotation models. Simulations performed using these models demonstrate the need to differentiate between cell and feed properties. A model that does not differentiate between these two properties fails to successfully predict the metallurgical performance of a flotation circuit after a disturbance."

Pyrite is present as a gangue mineral in most of complex sulphide ores and most of time it is removed as a tailing. However, beneficiation of pyrite from tailings could be important because of its economical value and for the environmental concern. This paper presents a research for the enrichment of pyrite from copper plant tailings, Siirt-Madenköy/Turkey, by flotation. Siirt-Madenköy copper mine is operated by Park Electric Production Mining and Industry since 2005. In order to obtain the pyrite from Siirt-Madenköy copper plant tailings, laboratory test work has to be done to determine the type of reagents, the flowsheet, and the size of plant. The objective of the company is to develop a pyrite flotation circuit for concentration of pyrite from tailing dam to obtain 500.000 tons/year pyrite concentrate. There are about 3 million tons tailings that containing pyrite in the tailings dam. Experiments were carried out with three different types of tailings from the plant and the pyrite concentrate with 46% Fe and 90% recovery has been obtained. Therefore, this study shows that high grade pyrite with high recovery can be recovered from the tailings.

The main chemical constituents of waste cooking oil are higher fatty acid glycerides, which can be used to produce anionic fatty acids for most non-sulfide flotation. However, using the mixed fatty acids (MFA) produced by waste cooking oil as collectors directly, the flotation effect is usually not satisfactory, especially at lower temperature or room temperature. There are very rare systematic studies about the reason for poor flotation performance of waste cooking oil. This study aims to investigate the flotation and adsorption characteristic of different types of fatty acids in waste cooking oil to find out what kind of fatty acids results in the poor flotation performance. This will provide technical supports and theoretical guidance for the waste cooking oil application in the field of mineral processing. In this study, MFA were produced from the waste cooking oil, and then separated into saturated fatty acids (SFA) as well as unsaturated fatty acids (UFA), which possessing different flotation properties. The properties of the MFA, SFA and UFA were analyzed by iodine value, melting point measurement, Fourier transform infrared (FT-IR) spectroscopy and quartz micro-flotation tests. The results showed that UFA was composed of fatty acids containing group—(CH=CH—CH2)n—, having an iodine value of up to 162.90, a melting point as low as -17.3 ? and stronger low-temperature floatability. In contrast, the SFA was made up with saturated fatty acids and a few oleic acids, with an iodine value of 48.97 and a melting point of 38.8 ?. SFA had shown poor collectability and required a flotation temperature higher than 35 ?. The results of zeta potential measurements, solution chemistry calculation and FT-IR spectra revealed that both UFA and SFA can be adsorbed on the quartz surface activated by CaCl2 via the chemical and hydrogen bonding. The reason MFA having a poor flotation performance is the SFA has an extremely high melting point which affecting the dissolution of the dispersion.

With a demand for increasing energy efficiency and a need for improving bitumen recovery, a highly integrated solution for sustainable lease development of Aurora North of Syncrude has been proposed and implementation plans are underway. Flocculation and thickening technology as an important component of the integrated solution provides Syncrude an opportunity of rapid heat recovery from tailings and more flexible tailings closure and reclamation options. Flocculation of fine-particle suspensions by polymers is a non-equilibrium process whose performance is strongly influenced by physical and chemical variables. While polymeric flocculants are frequently used to establish the chemical conditions favorable for flocculation, the actual performance of a flocculation process generally depends more on the physical variables, such as the hydrodynamic conditions in mixing the flocculants and slurry. In order to study the effect of hydrodynamic conditions on flocculation of Syncrude fine tailings, a standardized laboratory test procedure called power flocculation has been developed in comparison with the conventional manual mixing methods. It is shown that the agitation speed and time in conditioning the flocculant solution and the slurry have a profound effect on the flocculation performances measured by initial settling rates, supernatant clarity and sediment density. It was found that the optimum bench test conditions for power flocculation of Aurora fine tailings with a sand-to-fine ratio (SFR) of about 1:1 are conditioning of the flocculant solution and the tailings slurry at 250 rev/min to 300 rev/min in 20 s to 40 s. The test results are inter-preted with a flocculant adsorption/redistribution kinetic model that helps understanding of the effect of hydrodynamic conditions on flocculant adsorption, floc formation and floc growth.

Oxidised lead-bearing ores of one of the deposits of Russian Federation represent complex raw materials. Its main components are lead (3.2%~4.7%), silver (100~300 g/t) and zinc (0.7%~0.8%). The sample is characterized as oxidized ore. Silicium (37.4%) and iron (33.2%) are its main com-ponents and present in oxide form. Lead presents as cerussite, anglesite and plumbojarosite have a subject role. Zinc occurs as smithsonite. Certain part of zinc is associated with manganese minerals (psylomelane-pyrolusite). Close association of valuables with manganese-iron mineralization is ob-served. Silver is present in native finely dispersed form. Three options of flowsheets have been developed to recover valuables from the ore. 1. Hydrometallurgical flowsheet of lead and silver recovery on the basis of chloride leaching. 2. Flotation. 3. Flotation -flotation tailings cyanidation. Hydrometallurgical flowsheet of ore processing on the basis of chloride leaching (option I) al-lows to achieve recovery into saleable products of 68.8% Pb and 70.2% Ag. High quality lead concentrate with 71.7% lead and 700 g/t silver was obtained during flotation (option 2). Flotation tailings cyanidation (option 3) provides 24% silver additional recovery (from the ore). Technical and economical evaluation demonstrated that ore flotation (option 2) and flotation with subsequent flotation tailings cyanidation (option 3) are the most cost-efficient. Option II is the most cost-efficient variant of 1 tonne of ore processing (9.05 US dollars).

"Mining operations are often located in remote arid environments with limited access to fresh water. Shortage of fresh water in such cases makes it necessary to use seawater in mineral processing plants. Such plants treating Cu- Mo sulfide ores in seawater have been fully operational in Chile (e.g. Las Luces, Centinela). In many cases process waters used in commercial flotation plants (e.g. Mt Keith in Western Australia) are even more concentrated electrolyte solutions than seawater. This paper is an attempt at classification of the flotation operations carried out in process waters that are concentrated electrolyte solutions.INTRODUCTIONAccording to Gleick (1966), of the total Earth’ water resources 97.5% is in the oceans and ice caps, and thus only about 2.5% is fresh water. Shortage of fresh water in many parts of the world makes it necessary to use seawater in mineral processing operations. The existing commercial operations using seawater as well as recent research projects that deal not only with sulfide ores but also with apatite ores provide a lot of information that can now be generalized. The progress that has been made in this area is reviewed and based on this information an attempt is being made at classifying the flotation operations carried out in highly concentrated electrolyte process waters.SALT FLOTATIONFlotation in highly concentrated electrolyte solutions was studied by Klassen (Klassen, 1963). He reported that hydrophobic, bituminous coals, could float in salt solutions without addition of any other flotation agents. The process is referred to as salt flotation. Other inherently hyhrophobic minerals (e.g. talc, graphite, sulfur, etc.) were shown to behave similarly (Klassen and Mokrousov, 1963)As Figure 1 shows, some coals float quite well in solutions of Na2SO4, NaCl and NaNO3 (Klassen, 1963). While there are differences between the tested salts (explained by different foamabilities of these solutions) all the tests indicate that only bituminous coals float well in concentrated electrolyte solutions. 0.3 M solutions are quite sufficient to initiate a good and very fast flotation. If wettability of various coals is compared it becomes obvious that these well floating coals are very hydrophobic bituminous coals (Figure 2)."
