The City of Honolulu mines sand from nearshore deposits for beach maintenance. The suction dredging operation creates a discharge plume which is carried by currents and other motions until it settles out of the water column. The dispersion of such a plume is influenced by distribution of particle size, as well as site dynamics. Interest in dispersion characteristics stem$ from concern about possible deleterious influences of such a plume on the nearshore environment. The behavior of such plumes has been modeled by Brandsma and Divoky (1976), as well as others. This study is an attempt to calibrate a plume model (modified from Brandsma and Divoky's model by Wang), using concentration, turbidity, and fluid velocity measurements of a small plume taken under field conditions. This calibrated model could then be used to predict dispersion characteristics of a much larger plume. Sand suction-dredged at a depth of 12m with a four-inch pipe and discharged at midwater was used to create a test plume closely simulating the conditions found during regular mining operations. Water samples containing suspended material were taken at varying distances from the discharge, from which concentrations were measured in the lab. Transmitted natural light measurements were used to provide estimates of turbidity. Current velocities were measured using current meters, as well as drogue-following methods. These data were then used to help estimate the vertical diffusion coefficient in the model.

Gas Hydrates (Methane Hydrates) are solid, ice ? like substances composed of water and natural gas. They occur naturally in areas of the world where methane and water can combine at appropriate conditions of temperature and pressure and are found in the ocean bottom sediments and in some permafrost areas. Besides temperature and pressure, factors like bathymetry, sediment thickness, sedimentation rates, and total organic carbon content (TOC) also control gas hydrate formation in the sea. The stability of gas hydrates depends on the critical high pressure ? low temperature combination (0 - 17 bars, 0 - 25°C), which in turn dependent on the mix of gases from which the mineral is formed. As the critical parameters can be altered by deposition, erosion or slumping of sediments, formation or melting of ice cover, rise and fall of sea level and sudden temperature changes induced by tectonic activities, current flows or volcanisms, the gas hydrates tend to be very unstable. The Indian offshore is promising with the occurrence of gas hydrates in a total of about 80,000 km2 area in the bathymetry range of 700 to 3000 m as reported in the earlier surveys. A gas hydrate stability zone thickness map was prepared using bathymetry and sea bottom temperatures along the continental margins of India. This map is expected to provide the depth window while searching for the ?Bottom Simulating Reflectors? (BSR). The study indicates that a minimum water depth of 750 m is required for the formation of gas hydrates, and above which the chances for gas hydrates occurrences appear minimal despite other favourable conditions like presence of sediment rich organic content etc. Single channel seismic analog records (Gupta et al., 1998) suggests that Western Continental Margin of India (WCMI) offers greater promise with to gas hydrate occurrences, particularly with regard to the number of BSRs traced on the analog records as compared to the earlier surveys.

Methane and hydrogen sulfide vent from a cold seep above a shallowly buried methane hydrate in a mud volcano located 24 km offshore of Los Angeles, California in 800 m water. Bivalves, authigenic calcite, and methane hydrate were recovered in a 2.1 m piston core. Aragonite shells of two bivalve species are unusually depleted in 13C (to -19? d13C), the most 13C-depleted shells of marine macrofauna yet discovered. Carbon isotopes for both living and dead specimens indicate that they used in part carbon derived from anaerobically oxidized methane (AOM) to construct their shells. Although the?d13C values are highly variable among specimens, most fall within the range -12 to -19?. This variability may be diagnostic for identifying cold-seep/hydrate systems in the geologic record. Authigenic calcite is abundant in the cores down to about 1.5 m subbottom, the methane hydrate horizon. The calcite is strongly depleted in 13C d13C = -46 to -58?) indicating that AOM was the main carbon source. Three sources of methane are likely: a geologic hydrocarbon reservoir, and biogenic and thermogenic degradation of organic matter in basin sediments. Oxygen isotopes indicate that most calcite formed out of isotopic equilibrium with ambient bottom-water, under the influence of gas hydrate dissociation and strong methane flux. High concentrations of Ag, Hg, Cd, Tl, and other elements in mud volcano sediment reflect leaching of basement rocks by fluids circulating along an underlying fault. Fossil (geologic) methane was likely transported with these fluids.

Surface processing vessels for deep-sea nodule mining operations will produce dewatering plumes that will be released at some depth into the ocean water column. We are studying all aspects of this part of the nodule mining process. First, we have developed analytical and numerical models to determine the effects of highly non-uniform, realistic stratifications on forced, compressible plumes with finite initial size. The classical plume model is developed to take into account the effects of compressibility and thermal conduction through the dewatering pipe. Our results show how small-scale features of a realistic stratification can have a large effect on a plume, and provide a basis for determining at what depth dewatering plumes can be released. These results form the basis for our PLUMEX field experiments, in which we will study the dynamics of dewatering plumes over the course of one week of field tests from the vessel R/V Sally Ride. The field experiments will use a Remotely Operated Vehicle (ROV) and a Phased-Array Doppler Sonar (PADS) system to study the characteristics of the dewatering plumes. The subsequent transport of the material in the dewatering plume will be monitored via shipboard surveys and, potentially, Autonomous Underwater Vehicle (AUV) operations, and these studies will be integrated with near real-time, data assimilating numerical model predictions. The ultimate goal of this project is to develop a field validated, recommend strategy for the release and monitoring of dewatering plumes, to help inform the development of ISA regulations and the planning of industrial operations.

Several polymetallic sulfide deposits (copper, zinc, f lead, silver, f gold) presently exposed at the surface of the ocean floor are of sufficient size and apparent grade that they will someday be seriously considered as mineable resources. Responsible ocean mining may have some real environmental advantages over land mining, although they both share the same downstream problems caused by smelting and refining. The area of disturbance for an ocean mine would be much less than for an equivalent sized deposit on land around which considerable rock has to be excavated in order to get at the ore. Acid mine drainage, a very serious problem in land ming, would not be a concern in the alkaline and oxygen deficient environment of the deep ocean. There would undoubtedly be loss of habitat for some marine organisms but this could be minimized by mining deposits that are no longer hydrothermally active and therefore support little life. The risk of severe corrosion and thermal damage to the mining equipment at hydrothermally active sites would probably preclude their recovery in any event. The scientific community and environmental advocates should take advantage of the long lead time before ocean mining commences to insure that the environmental mistakes of the past, as encountered in some land mining, are not repeated. In order to fully understand and thereby mitigate the consequences of recovering seafloor sulfides, test mining of a small deposit using the German-designed high capacity television grab, preceded and followed by detailed observations of the mining site from a submersible, is proposed.

With New Zealand?s ratification of the United Nations Convention on the Law of the Sea in 1996, the government of the day increased work on developing an oceans strategy to help create a governance framework for the country?s extensive existing and potential maritime territories. This project took a new direction in 2001 with the establishment of an ad hoc committee of 6 Ministers, and their appointment of a Ministerial Advisory Committee (on which the senior author served) to consult with the public, identify widely held values and inform the development of a Vision for subsequent policy development. The current second stage of the policy development process involves a working group of officials from the relevant agencies completing a stock-take of existing laws and regulations to identify overlaps and gaps that should be addressed in the third and final stage. The public consultation process revealed, as might be expected, a wide range of perspectives but a solid consensus in favour of a coherent, and balanced, framework to enable the realization of economic benefits of ocean development so long as appropriate environmental standards (broadly expressed in terms of sustainability) are not compromised.

Canada has a long history of marine-related industry and onshore mining. Even so, commercial interest in marine mining, excluding seawater mineral extraction and offshore extensions of hardrock deposits such as iron and coal, has been sporadic; despite the fact that shelf mineral deposits supply a significant proportion of the national market requirements for many countries. Several factors have accounted for this including: a relative abundance of onland mineral desposits; the fact that onland deposits can be mined using conventional technology; and, a general lack of knowledge and public awareness as to Canadian offshore non-fuel mineral resource potential. In the mid-1970s the Department of Energy, Mines & Resources formed the Departmental Coordinating Committee on Ocean Mining. The Committee addressed the question of shelf non-fuel mineral resource potential and concluded that, while several reports had raised the possibilty of this alternative source, there had not been a systematic evaluation of the resource base. This led to the formation of a Shelf Working Group, whose task it was to outline and implement a departmental program to advance our knowledge of shelf resource potential. In early 1990s, the Korean government has launched a deep-sea research program to secure the stable long-term supply of strategic metallic minerals including Cr, Cu and Ni. Through the pioneering surveys, Korea registered 150,000 km2 of Mn-nodule field in the Clarion-Clipperton area, the NE equatorial Pacific to the international sea-bed authority (ISA) in 1994. Following the ISA exploration code, the final exclusive exploration area of 75,000 Km2 was assigned in 2002, based on results of eight-year researches of chemicophysical properties of nodules, bottom profiles and sediment properties. Since that time, environmental studies, mining technical developments including robot miner and lifting system and establishment of smelting systems were accompanied with the detailed geophysical studies to decipher the priori mining area until 2009. Major points of the recent Korea Mn-nodule program are deployed on a commercial scale until 2015. In order to meet the goals, detailed 25,000 scaled mining maps in the priori area will be prepared, which can provide operation roots of the miner. In addition, an environmental-friendly mining strategy will be pursued based on the environmental impact test and environmental monitoring.

The Norwegian EEZ contains large areas of interest for SMS exploration along the Mid- Atlantic Ridge, from Jan Mayen to Svalbard. At the same time Norwegian companies engaged in oil and gas activities are in the forefront of subsea development. This makes Norway ideally positioned to take a leading role within marine minerals research and commercialization. In the recent minerals strategy from the Norwegian Government marine minerals was pointed out as one of the strategic areas for the future. The Norwegian University of Science and Technology has established a research program in cooperation with Norwegian industry partners to determine the commercial potential of marine minerals in Norwegian EEZ. This presentation will give an overview of the status of marine minerals research and potential in Norway.

A unique concept for a self-cleaning filter system has been designed and constructed which utilizes acoustic energy, coupled hydraulically with a subject liquid media, and a fine mesh screen to perform the following: 1. separation of solid suspended particles from a host liquid through the breakdown of surface tension; 2. enhanced filtration of liquid fraction from the solids fraction to specified limits, retaining a specified size range of solids, and; 3. continuous cleaning of screen, preventing screen blinding and promoting a continuous filtration process. The concept is the product of a cooperative program between the Marine Minerals Technology Center, Continental Shelf Division, and the Moscow State Mining University. The physical principals involved in the separation, filtration, and screen cleaning processes primarily relate to the characteristics and properties of the applied acoustic energy and the influence of this energy on the solids/liquid mixture. The acoustic energy introduced to, and acting on and throughout, the whole volume of the solids/liquid mixture, within the vessel body at any given time induces hydraulic pressure waves, which may be further described in simplest form as positive and negative semiperiods (which may or may not be equal in amplitude or period) of the basic wave forms. The processes involved may be considered in two phases. The first phase relates to the process of separation in which the acoustically induced force of acceleration manifests as vibro-agitation (thresh- old of cavitation) and possibly cavitation is the primary factor in the breakdown of surface tension between the solid particles and suspending liquid; i.e. water. In the case of compressible organic solids, the separation of liquid by squeezing may also be a factor.

Recent advances in coring technology and in the development of shipboard and/or in situ geochemical geochemical analysis systems have greatly improved our ability to collect and analyze exploration samples, particularly for marine placer exploration programs. The potential benefit of these improvements cannot be fully realized, however, until we also develop more efficient methods of data reduction and interpretation. Specifically, there is a need to provide prospectors with rapid and useful interpretations of the raw geochemical data so that they can exploit promising results and otherwise optimize the exploration program while the exploration vessel is still at sea. The goal of this project has been to identify and/or develop computer software which is capable of making the necessary data reduction calculations and which can be run on conventional desk-top computers. All work on this project has been supported through a research grant from MMTC-CSD to The University of Michigan. The first stage of this effort involved an evaluation of commercially available (i.e., "off the shelf") software to determine its suitability for use in marine placer exploration applications. Various commercial software packages, each purportedly capable of making different types of statistical and/or mathematical calculations, were tested by evaluating their performance in handling geochemical data sets representative of actual marine placer locations. These data sets include the positions and results of chemical analyses of suites of sediment samples collected from areas of known or suspected marine placers along the Bering Sea coast of Alaska. "Lifting riser in deep-seabed mining (DSM) is exposed to acute and chronic stresses of materials, whose yield will result in the most critical loss of total mining system. For freehanging riser (FHR), the axial vibration and local bending of riser may produce acute stresses, in the meanwhile, vortex-induced vibration (VIV) in relative current, friction and collisions of solid particles with inner-wall, and material corrosion in seawater are representative causes of chronic stresses. The chronical stresses bring about fatigue failure or abrupt failure by material loss. Hydraulic lifting is effective and promising for transportation of minerals, however, ecofriendly treatment of operating seawater is an unease hurdle to come over. Sizing of riser section confronts multi-directional problems, i.e. safety of slurry transportation (flow assurance), material safety of riser (wall thickness), seawater treatment on board, etc.A free-standing riser (FSR) might exclude a part of design problems of free-hanging riser and give a way to sustainable mining. FSR stands vertically by means of sub-buoyancy part(s). The top of FSR emerges above sea surface and is connected with mining platform through jumper line (supported by external yoke). Total amount of sub-buoyancy and location(s) have to be carefully determined in viewpoints of dynamics of FSI (fluidstructure interaction) in waves and currents. The concept of FSR gives more freedom for design of multi-functional riser system in view of sustainability of DSM. In DSM, sustainability concept may be focused on eco-friendly treatment of seawater and sediment, and safety of total mining system. For feasibility of FSR, however, installation, maintenance and repair need to be investigated thoroughly in collaboration with industry experts"

The occurrences of polymetallic minerals within the Exclusive Economic Zones (EEZs) of many Pacific Island Countries (PICs) have been confirmed through marine scientific researches and seabed minerals exploration in the last forty years, and are increasingly being recognized by nations as a future potential source of revenue and economic development. For many of the smaller PICs, this may represent the only exploitable natural resource sector apart from fish. SOPAC (then under the CCOP/SOPAC) was actively involved with deep sea mineral exploration in many countries in the South Pacific between the 1970s and early 1980s that led to the discovery of a number of seabed mineral occurrences within the EEZs of these countries. In collaboration with SOPAC, a number of multinational consortia and national agencies were involved in this early stage of seabed mineral prospecting in the region. This was followed by a twenty-year (1985-2005) marine mineral prospecting in the Pacific through the collaborative effort of the Government of Japan and SOPAC as well as the Ridge 2000 program. Other mineral prospecting and marine scientific research initiatives have been conducted in recent years and the most notable one is the Nautilus Minerals advanced exploration in the Manus Basin in PNG. Based on the results of previous exploration, a number of countries in the region with moderate to high deep sea mineral resources potential are identified. Seafloor Massive Sulphide deposits have been confirmed in PNG, Tonga and Fiji while the Cook Islands and Kiribati have high manganese nodule resources potential in addition to significant occurrences of Cobalt-rich Crust within the EEZs of the Marshall Islands and the Federated States of Micronesia. Despite the recent surge in deep sea minerals interest and activity around the Pacific, specific policy, legislation and regulations necessary for the governance of deep sea mineral resources are lacking. Also lacking is the specific technical and human resources capacity essential to ensure that PICs are able to effectively manage these seabed resources. Consequently, SOPAC under the EU funded Deep-Sea Minerals (DSM) Project will work with Pacific ACP States to develop a regional regulatory framework from which they can develop their national frameworks for the sustainable management of their marine mineral resources. The work is of critical importance if PICs are to have effective environmental, fiscal and social management instruments in place for the exploration and exploitation of deep sea minerals that could support economic growth within the region as a whole.

A C-CORE study on behalf of the government of Newfoundland identified the inner continental shelf off northeast Newfoundland as having a relatively higher potential for hosting placer gold than other parts of the inner shelf. Under the auspices of the Canada-Newfoundland Cooperation Agreement on Mineral Development, the Geological Survey of Canada conducted a three-year project to map the distribution of surficial sediments and the abundance of placer minerals (particularly gold) from White Bay to Cape Freels. Much of the study area is a fjord coast, with steep rocky slopes and scattered gravel beaches. The extreme east, from Hamilton Sound to Cape Freels, has a wide, shallow inner shelf, sandy beaches, and extensive coastal dunes. Relative sea level was high in the late glacial period. It has fallen continuously in the west, but in the east it dropped to -19 m, before rising to within several metres of the present level by 3 ka. In terms of surficial sediments and processes, five zones are identified: (1) Deep offshore deep basins that contain thick postglacial mud overlying glacialmarine gravelly sandy mud. This zone is below a depth of 370 m in White Bay, 300 m in the Notre Dame Basin. 2) Basin transition zone in which the sea bed has been eroded by currents, so that glacialmarine sediments are exposed in places. Winnowing has formed an uppermost layer of muddy gravel. There is a slight potential for enhanced levels of fine particulate gold, but the gold would not be exploitable. (3) Iceberg impacted zone Above 200 m the keels of icebergs impact the sea bed, causing furrowing and pitting. Furrows predominate in deeper areas, and pits are concentrated at the inner boundary of this zone. Iceberg turbates have developed in shallow waters (60-100 m). Combined with winnowing, iceberg turbation could enhance the potential for concentration of fine particulate gold, but not into economic quantities. 4) Wave dominated zone Above approximately 60 m the sea-bed sediments are highly mobile due to waves, currents, and iceberg impact. The recent discoveries of hydrothermal activity in the ocean off New Zealand have created interest in the business community in the commercial possibilities of mining associated marine polymetallic sulfides. This interest is more so, as this hydrothermal activity is in much shallower depths, between 120 ? 1800 meters, than the typical 2400m in other parts of the oceans. Mining for other ocean deposits around NZ, such as phosphate nodules and off-shore deposits from gold bearing river beds is also attracting interest. The question is: - how can these deposits be mined without spending the enormous sums of money required for specialized mining technology? There are no dedicated off- the-shelf systems designed exclusively for underwater mining. Such systems require expensive development and manufacturing processes and then, are most probably designed for only one specific purpose. The costs involved place such equipment beyond the means of smaller entrepreneurial groups and only the big companies have the resources required. However, large companies are normally reluctant to take the risk of investing large sums of money into deep ocean projects. Australia and New Zealand, until recent times, have been somewhat isolated from European and North American technical resources - especially in the field of underwater technology. Over the past century such isolation has often led to solving problems with what has become locally known as ? ?the number 8 gauge wire method?. This approach to problem solving entails using whatever is available to get the job done and keep costs down. In the old days with NZ technology being mainly based around farming, a piece of No. 8 gauge fencing wire, although not designed for the purpose, was often used to fix various problems ? hence the term.

Managing sediment plumes under multiple jurisdictions Management of activities in the New Zealand EEZ can be characterized as a distributed basis of decision-making with each independent and separate decision-maker focused on specific elements of a proposal (environmental, work place safety, wildlife management, fisheries, navigation, oil spill). The New Zealand EEZ Act 2012 was intended as gap-filling legislation to address the lack of an environmental assessment lens for permissions to undertake certain activities in the New Zealand EEZ. These activities relate mostly to marine scientific research, dumping and discharges, oil and gas exploration and development, and seabed mining. The regulatory decision-maker for most EEZ Act marine consents is the New Zealand EPA. Since 2013 when this gap-filling legislation took effect, the EPA and its decision- making committees have processed three seabed mining applications. Two consents were refused, one consent was granted in 2017. A common feature of all consents has been the assessment and consideration of the scale, significance and effects of sediment plumes arising from the activity. One consent is for irons and mining in about 40m of water where the plumes reach the nearby coastal waters and shoreline, the second consent is far offshore but plumes extend far beyond the mining area (850 km2) in to rare coral habitats and in to a significant offshore fishery. A significant consideration for decision-makers is how the assessment and management of plumes under the EEZ Act interact with, and potentially overlap, management of such plumes under other legislation (Resource Management Act, Marine Mammals Protection Act, and Wildlife Act). This is in a statutory context where the EEZ Act requires explicit consideration of the nature and effect of other marine management regimes over the matter under consideration.

A shipboard research system capable of operating in waters of up to 2,000 meters has been designed and implemented by the Hawai'i Undersea Research Laboratory (HURL) of the University of Hawai'i. It uses a remotely-operated ocean bottom survey camera system, an ROV, the Pisces V submersible, and a submersible emergency recovery system, all aboard the 222- foot R/V Ka'imikai-o-Kanaloa. All systems are operated from the stern of Ka'imikai with a mounted Caley telearm and articulated A-frame system. The system was designed for multipurpose use of the ship for launch and recovery of the Pisces V submersible on a lift recovery line (with or without diver assistance), or night-time operations with an electro-optical cable using either the HURL ocean floor sidescan or photo and video system operated at 10 meters above the ocean floor. The 1.14-inch diameter cable is also used to operate an ROV system. The garage/ROV system can also act as a submersible rescue system with a submersible lift capability. The ship is equipped with a SeaBeam and shallow penetration sediment profiling systems. This integrated system approach to deep ocean floor research will make it possible for HURL to carry out research pro- grams on seamount ocean resources and ocean chemistry and climate in Hawai'i and the equatorial Pacific.

This paper provides certain Southeastern coal-burning utilities with an economic strategy for complying with the sulfur dioxide emission standards set firth by the Clean Air Act Amendments of 1990. The strategy takes advantage of the occurrence of vast quantities of manganese nodules on the Blake Plateau offshore Georgia and the Carolinas, a commodity which as been proven to be a highly effective dry sorbent of sulfur dioxide. Using existing technology, manganese nodules could be mined and transported via barge directly to power plant sites, where they would be used as filter material for cleaning sulfur dioxide from the effluents of coal-fired power plants. Completely sulfated filter material could be treated for the extraction of by-product metals such as cobalt, copper, nickel, and manganese. The strategy may well be enhanced by the occurrence of ore grade phosphate rock in the same area of the Blake Plateau. This phosphate rock could be simultaneously mined to effect a reduction in production costs if it is found to be suitable for use as either a direct application fertilizer or as an acidulated superphosphate fertilizer. The manganese nodule-based strategy offers a retrofitting solution for existing power plants that would minimize the capital costs for compliance with the Clean Air Act Amendments and has the added advantage of providing a number of other metal or fertilizer by-products.
