"The last edition of Tax Notes expressed concern about two proposed tax changes in Finance Minister Paul Martin's 1995 budget that could have detrimental effects on Canada's mining industry. This month, Tax Notes expands on these concerns. This article is based on a paper that the author presented at ClM '95 in HalifaxIntroductionOn a global basis, there are more investment opportunities in the mining industry today than at any other time in history. Countries in Central and South America, Eastern Europe, the CIS, Central Asia, and Asia are competing aggressively to attract investment to all sectors of their domestic mining industries. Today, the demand for investment dollars exceeds the amount of dollars that are available for investment in mining. It is not surprising, then, that the established mineral producing nations are witnessing a decline in spending on exploration and development on their home turf, and an increase in spending in developing countries. In the context of a developed country such as Canada, there are two manifestations of the problem of declining investment: (I) Foreign investors are allocating more of their capital budgets to new opportunities in developing countries; and (2) Canadian juniors and seniors are spending proportionately more abroad. This shift in global spending patterns is the source of some concern for the future of Canada's mining industry, particularly because it is widely believed that the current rate of discovery of ore reserves in this country is too low to replenish depleting reserves.""Government bashing"" has always been a popular pastime in Canada. Invariably, this pastime has focussed, at !east in part, on taxation. In view of the intense competition that Canada faces on the global mining scene, it is important that the role of taxation in the decision-making process be kept in perspective. BauxsolTM, prepared by treating bauxite refinery residues with Mg2+ and Ca2+, has an excellent ability to remove arsenic from acidic waters. The addition of BauxsolTM to sulphidic waste rock at the Gilt Edge Mine, South Dakota, reduced As concentrations in leachate water from 35 mg/L to < 0.005 mg/L; the concentrations have remained below 0.005 mg/L for the five years since the treatment was initiated. However, ordinary BauxsolTM does not effectively remove As from near-neutral water and it needs to be acid-treated or blended with small amounts of reagents, such as jarosite or ferrous sulphate, to increase the proportion of positively charged binding sites on the particles. The use of a jarosite/BauxsolTM blend can effectively treat ponded water, and As(V) concentrations can easily be reduced from over 1 mg/L to < 0.001 mg/L; As(III) has to be oxidised to As(V) for effective removal. Metal contaminants in the jarosite are trapped by the BauxsolTM and only very small amounts of the As, or other elements bound during treatment, are liberated using a TCLP leaching test. The exhausted treatment reagents meet the criteria for classification as an inert solid and do not need to be disposed of in a secure repository.

"Peñoles is a mining group with integrated operations in the smelting and refining of non-ferrous metals, and is also a chemicals producer. Peñoles is the world’s foremost producer of refined silver, metallic bismuth and sodium sulphate and is the leading Latin American producer of refined gold, lead and zinc. The Met-Mex Peñoles Zinc Plant commenced operations in 1973 with an annual production capacity of 105,000 t/y. Year after year the production has been increased, and at present, the production capacity is 240,000 t/y. In this paper, the leaching process,particularly the operation of the jarosite circuit is reviewed ,specifying process improvements to treat high iron calcines.INTRODUCTIONThe purpose of the leaching process is to recover the metals, mainly zinc,through a series of extraction stages with sulphuric acid solutions, which progressively increase the zinc recovery. After the series of acidification stages,the solution, which is rich in iron, is sent to the jarosite circuit to separate the zinc from the iron (Garcia & Valdez, 1996).The first step of the leaching process is the neutral leach circuit which produces a zinc sulphate solution that is sent to the purification section for the removal of impurities such as cadmium, cobalt and copper, after this solution is sent to the tankhouse to feed the electrolytic cells."

"Metallurgical extraction processes often call for the heating of aqueous slurries. Indirect heat exchangers are generally not feasible for service with high yield stress slurries because of low heat transfer rates. It is more appropriate to heat the slurry by direct contact, typically with steam as the heating medium. Although having a long and successful history, direct-contact heat transfer to aqueous slurries has been used without the support of pilot plant research. This paper provides results of the needed research, the work being done at a scale large enough to enable direct scale up to commercial operations. A pilot plant heater was constructed and tested to develop an understanding of the slurry heating process and to ensure that commercial scale heaters were appropriately sized.INTRODUCTIONPressure Leaching OperationsPressure leaching operations are often used to oxidise sulphide gold ores, or for extraction of nickel and cobalt from laterite ores with sulphuric acid. Where there is sufficient sulphur available, the exothermic pressure oxidation reactions can be self sustaining at temperatures as high as 225 ºC, without having to preheat the feed slurry. At lower sulphur levels, slurry preheating is required. This is typically achieved by utilising the flash steam released from the slurry letdown stages and contacting this directly with cold incoming slurry ahead of the autoclave. The vessels where this slurry-steam contact is made are known as heaters or condensers, with the number of pre-heat stages varying, depending on how much heat is evolved in the oxidation reaction (Mason, 1990).In nickel laterite pressure acid leaching processes, which operate between 245 and 270 ºC, the only significant exothermic reactions are those associated with dilution of sulphuric acid in the leach. As a consequence, slurry preheating with flash steam is always used commercially. In practice the number of flash steam preheating stages required varies from 1 to 3, driven by a number of factors, including other uses for flash steam and the upper temperature limit at which preheated slurry can be pumped. A diagram of a typical pressure acid leach train is shown in Figure 1.For pressure acid leaching operations and at low sulphur levels in pressure oxidation, boiler generated direct steam addition to the autoclave is required to sustain the reaction temperature. For this reason it is imperative that the flash steam – slurry heat transfer is efficient and the slurry temperature approaches that of the flash steam closely."

INTRODUCTION IN PREPARING this paper for the District 4 Meeting, three factors had to be considered. First, the paper must fit the time alloted; second, it must give a general picture of the geology for those unfamiliar with the property; and third, it must contain some new material in order to be of interest to local delegates. The most comprehensive extant discussion of the geology of the property of McKenzie Red Lake Gold Mines, Limited, is contained in Horwood&apos;s report on the general Red Lake area ( 1). This report is the &apos;bible&apos; of the area, and a general paper on the geology of this particular mine would almost certainly appear to be a condensation of it. It was thought, therefore, that the most suitable procedure would be to base the general outline on Horwood&apos; s report, to extend that outline where possible from information gained since its publication, and finally to leave dangling for the contemplative geologist some of the ideas and problems which ?are currently under consideration. LOCATION AND HISTORY The property of McKenzie Red Lake Gold Mines, Limited, is in Dome township, in the Red Lake mining division of northwestern Ontario. The mine is on McKenzie Island, about four miles north, by water, of the Hasaga mine and old Howey mine.

It has been within only the last two or three years that enough progress has been made in preferential flotation to warrant metallurgists in recommending the installation of commercial-sized plants for the treatment of copper-zinc-iron ores. Until the new processes had been worked out successfully, the treatment of this type of ore had proved a stumbling block in the path of metallurgical progress. Separation of lead-zinc ore is comparatively simple. A lead-zinc ore low in iron may be separated and concentrated by gravity con-centration, provided it is not necessary to grind too fine. Owing to the specific gravity of chalcopyrite and sphalerite being so nearly the same, however, their separation by gravity concentration is out of the question. Complex lead-zinc-iron ores in which the several minerals are intimately associated, requiring fine grinding to free them, have been successfully treated by flotation for the past fifteen years. Galena is easily floated, and its flotation, unlike that of chal¬copyrite, is not affected by the reagents used to inhibit the flotation of sphalerite and iron sulphides. When an attempt was made to use the methods of lead-zinc se-paration on copper-zinc ores, it was found that the depressant re-agents added to inhibit the flotation of the iron and zinc minerals would, under certain conditions, depress a large part of the copper. It was also recognized that, in the grinding of copper-zinc ore, soluble salts were generated which were detrimental to flotation unless properly controlled. The main part of this paper will be a discussion of solutions in the grinding circuit in relation to the pro¬duction of soluble salts and their effect on flotation.

A chemical process, based on laboratory investigations, is proposed for the production of high-purity niobium oxide from a pyrochlore-perovsk1te flotation concentrate produced from ore obtained at the Oka, Quebec property of Columbium Mining Products Limited. The method developed included the decomposition and dissolution of the flotation concentrate with hot, concentrated sulphuric acid. The dissolved niobium was purified and concentrated by a solvent extraction step, using methyl isobutyl ketone as the extractant. The niobium was recovered from the extractant with ammonium fluoride solution from which niobium oxide was precipitated with ammonia. Finally, the filtered and washed precipitate was calcined. Ninety-six per cent of the niobium was recovered in a product analysing 99.9 per cent Nzo.. The reagent cost was in the range of $1.00 to $1.25 per pound of niobium recovered. "The 1994 Quebec Budget included a significant overhaul of the mining duties sys-tem in that province: broadening the base and lowering the rate, all in the name of “ensuring the integrity of the taxation system"" and ""enabling the State to collect fair compensation "". The reforms hit hardest on the small, lightly-capitalized producer, by repealing the basic annual exemption, limiting the refund for losses, and significantly reducing the investment and processing allowances. There is some relief provided in the form of faster depreciation rates and a lower nominal tax rate, but the thrust of the overhaul is clear -higher taxes on the mining sector.IntroductionAlthough Quebec&apos;s mining tax regime represents under 10J0 of the province&apos;s revenue base, and was significantly reformed in 1979 and 1985, the May 13, 1994, provincial budget introduced further significant changes to the Mining Duties Act, The hope (on the part of the province) is to reduce the provincial ""subsidy"" for mining by $20 mil· lion per year by 1996."

Successful technology commercialization occurs when a company is focused on creating shareholder value by providing a reliable product at a price point attractive to the market, while at the same time maintaining strict control of its internal cash burn rates. Developing a technology platform and a market platform are equally important in the commercialization of new technologies such as fuel cells. This paper will discuss some of the key barriers that may prevent successful market entry for emerging and disruptive technologies, such as: R&D priorities, supply chain / manufacturing issues, materials, cost reduction strategies, customer needs, developing a market pull strategy, institutional barriers such as existing regulatory/approvals processes and/or current design/purchasing practices, product reliability and resilience, and finding the right path to market. SDTC is an arms length foundation that aims to financially support the successful market entry of emerging and disruptive technologies that can provide significant environmental benefits to Canada. The fuel cell industry, which represents one such technology, is at a critical point in its evolution where market receptivity and the technology platform are converging to potentially create significant customer advantages for fuel cell products being developed today. Since its inception in 2001, SDTC has received over 850 business cases from which it has identified successful strategies to overcome the noted barriers to commercialization. While maintaining commercial confidentiality, the SDTC database will be mined to: Identify specific success stories that have overcome various barriers and discuss their strategy; Identify specific fuel cell related industry experiences that hinder successful market uptake. The general attributes and trends of successful technology developments identified in this paper will hopefully provide guidance to technology developers and prepare them to successfully tackle the next set of hurdles on the path to commercializing their technology, once they have proven their technology works in the laboratory.

Life Cycle Assessment (LCA) is a holistic environmental assessment tool that allows the compilation and evaluation of the inputs, outputs, and potential environmental impacts of a product or service throughout its life cycle, from cradle to grave (i.e., from resource extraction and transformation to final disposal, including production and use stages). The relevance of LCA for the mining industry is twofold. First, the mining industry has a role in providing the LCA community the data that allows subsequent evaluations of the life cycle environmental impacts of primary materials such as metals, as well as the environmental comparison of the downstream products of the mining industry with other competing materials for specific uses. Second, the mining industry can use LCA in order to evaluate the environmental impacts of its activities, identify their environmental hotspots and compare the impacts of available technical options. For example, the environmental impacts of different extractive and processing technology can be compared through the use of LCA. This latter use of LCA by the mining industry is less common. This paper discusses the use of LCA to compare sulphidic tailings management options. The paper also presents some of the LCA research challenges that still have to be addressed to increase the relevance of LCA results for the specific context of mining activities.

"Detailed characterization and improved recovery of a micro-fine, low-grade refractory gold ore from a beneficiation plant in Yunnan Province, China, was investigated. Different analytical techniques, such as videlicet size analysis, scanning electron microscopy, and mineral analysis by a Mineral Liberation Analyser, were used for mineralogical characterization of the ore. This paper describes an experimental study on the effect of the grinding fineness and the use of various flotation reagent regimes involving collectors, depressors, and activators on the flotation behaviour of micro-fine auriferous pyrite. Two-stage flotation resulted in high gold grade (32.71 g/t) and gold recovery (80.02%) of the bulk gold concentrate. This process opens the possibilities of maximizing Au recoveries in a micro-fine low-grade refractory gold ore where low recoveries are common.INTRODUCTIONWith the rapid development of the gold industry, refractory gold ores are becoming increasingly important resources for gold production (O’Connor & Dunne, 1994; Agorhom, Skinner, & Zanin, 2012). Among these refractory gold ores, sulfur and micro-grained native gold ores represent a significant challenge, since they are not amenable to gold recovery by direct cyanidation. The gold contained in this type of ore is very finely disseminated and encapsulated in sulfides, which makes it inaccessible to the cyanide solution during direct cyanidation (Bulatovic, 1997; Allan & Woodcock, 2001). Autoclave pressure oxidation (AC POX) of the sulfide ore and subsequent cyanidation is a common technology used to recover the gold in such types of ore. Flotation is often used as a pre-treatment method to refractory gold ore (Monte Lins, & Oliveira, 1997).As the gold-carrier minerals are usually finely disseminated (sometimes under 10 µm) and intimately associated with gangue minerals, a fine grind is necessary to get a high degree of liberation. At the same time, the fine grind usually causes the production of significant quantities of slimes, which comprise easy-to-float gangue minerals such as mica, dolomite, and calcite. These mineral phases are naturally hydrophobic and float readily, competing with the value minerals in the froth phase and resulting in lower concentrate grades."

The Outotec nickel matte chloride leaching process is especially suitable for small capacity standalone nickel refineries. The matte is leached with hydrochloric acid and oxygen in multiple steps in atmospheric OKTOP® reactors. Oxygen feed prevents reductive conditions and hydrogen formation in the leaching process. A sufficiently high acid concentration keeps the iron dissolved in the solution. The iron is removed after leaching by precipitation and the pregnant leach solution continues to metals recovery. The metals recovery from the chloride solution is done by solvent extractions, where ammonia is used for pH control. Copper and nickel are stripped from the organic phases into sulphate solutions. Metals can be recovered from the purified solution by conventional electrowinning. Other alternatives are precipitation or hydrogen reduction processes. The ammonium chloride in the solvent extraction raffinate is regenerated into ammonia. The calcium chloride solution from ammonia regeneration is routed to acid regeneration where sulphuric acid is added and ultra-pure gypsum is precipitated. Prior to November 1975 there were several failures of front -wheel spindles on large haulage truck s in B.C., attributed to fatigue cracks. Since that time, a non-destructive test program has succeeded in detecting the cracks before catastrophic failure, However, the author regards the failures as just one example of a. general unreliability in large high-strength steel castings and urges the industry to look to forgings for sensitive components of heavy equipment.

"Monitoring of all the waste streams from Falconbridge's Sudbury Operations to determine whether they meet the required standards, has been performed for many years. By 1969, however, the number of samples being collected had become so large that a complete revision of the existing systemwas necessary. Sites previously designated by name only, were numbered, clearly marked on the ground and on maps which were circulated to all concerned. The types of pollutants analyzed were determined and specified for each sampling location and a chemical analysis report form was designed. The sampling schedule has been computerized to produce a periodic listing of the samples to be taken and the analyses required.An area map showing sampling sites, chemical analysis report form, spill report and a computer print-out example are shown and explained.EVOLUTION OF FALCONBRIDGE'S WASTEWATER. MANAGMENT SYSTEMFalconbridge Nickel Mines employs some 4500 people, operates nine mines, four mills and a smelter in the Sudbury basin. The operations are geographically fragmented into four widely separated locations, the Falconbridge operations east of Sudbury and the Onaping operations in Levack Township being the two largest of the four. The Lockerby area located to the west and the Lindsley Mine just north of Sudbury are now under development. The magnitude, the diversity and nature of the operations are such that constant vigilance is needed to prevent inadvertent damage to the environment. The purpose of this paper is to describe the information system used to monitor and control waste-water disposal on Falconbridge's properties to help ensure the maintenance of effluent standards satisfactory to the Ontario Water Resources Commission (OWRC) and to the Ontario Department of Health."

"IntroductionThe introduction to this section on gravity concentration indicated the wide range of equipment types that exist for the concentration of minerals, in what is the broadest size range of any concentration process.The equipment described in this chapter includes jigs, tables and sHme plant equipment. In contrast to the equipment described in the two succeeding chapters, this range of equipment, in nearly every instance, superimposes a mechanical movement on the fluid motion to effect separation of the valuable mineral from the waste mineral. The motion may be vertical Gigs), reversing (tables), or rotary (slime plants): however, in common they ""dilate"" the bed of particles to allow preferential settlement of the heavier particles.Description of Process UnitsJiggingJigging is the sorting of different minerals by stratification, based on the movement of a bed of particles relative to a fluid in a vertical plane.The basic construction of a jig is shown in Figure 1. Essentially it consists of an open tank filled with a fluid, normally water, with a horizontal jig screen at the top and with a spigot in the ""hutch"", or bottom compartment, for removal of heavies. The jig beri consists of a layer of coarse heavy particles (ragging) on the jig screen. This ragging is of a specific gravity between that of the minerals it is intended to separate.In operation the bed is made fluid by a pulsating current of fluid to provide stratification. On the upward or pulsion stroke the bed of ragging and slurry is normally Hfted as a mass, then as velocity of the upcurrent decreases it dilates, loosening the whole mass. On the downward or suction stroke it closes slowly again. The ideal is to control this dilation of the bed of material so that the heavier and smaller particles penetrate the interstices of the bed, while the larger heavies fall under a condition akin to ""hindered"" settling."

The metalliferous deposits of British Columbia are largely confined to that portion of the Cordilleran province lying west of the Rocky Mountain trench. Massive sulphides in the coastal area carry important copper •values together with lead and zinc and are composed mainly of pyrite which replaces schists or shear zones. The massive sulphide ore of the interior, on the other hand, contains lead and zinc with little copper. Pyrrhotite rather than pyrite is... the dominant metallic and deposition took place through selective replacement of sedimentary beds.

Abstract-The mechanism by which stratiform ore deposits of PGE (platinum-group elements) are laid down in ultramafic igneous complexes is not completely clear. Early studies by the author and coworkers on numerical analyses of the convective cooling of low-Rayleigh-number magma chambers examined the effect of suspended crystal load on fluid density, and raised the possibility that the growth of the suspended crystal load during cooling could split a magma chamber into several convecting layers. The lower layers would have a higher content of refractory phases than the upper layers, which would consist of more evolved melt. This paper considers numerical modelling, as well as theoretical and experimental work in other fields dealing with suspended loads in fluids. The calculations, which are based on the physics of convecting magmas, yield quantitative relationships consistent with the observation that economically interesting stratiform PGE deposits are restricted to large magma bodies, and also yield estimation of the depth in a magma chamber at which certain grades of mineralization may occur.
