Quality Assurance has become a buzzword amongst governments and industry. Notwithstanding the world class work done by its committees in developing codes of ethics and of practice in field geological handbooks, mining cost estimation handbooks, and reserve estimation, the AusIMM could better prepare its membership for QA. MICA could provide a simple set of guidelines to enable consultant members to develop their own QA procedures manual conforming to AusIMM Codes and to IS09003, and AS3903.

Modern technology and the need for published results have created the tendency for exploration to concentrate on drilling and assaying rather than building a broader geological understanding. Though grade is vitally important to a resource estimate, density and volume are also very important aspects that require equal consideration. Wet tropical nickel laterites are developed in humid environments over ultramafic bedrock where the nickel and cobalt are enriched to economic levels by weathering, leaching and supergene processes. These laterites often occur over rugged terrain at higher elevations where there is sufficient rain and stability for the long lateritisation process to occur. For nickel laterite profiles, the variable terrain and significant material type changes within the relatively thin profile make density and particularly volume estimation, just as significant as grade in resource estimation and assessment of resource risk. Drilling alone is generally not a cost-effective way to reduce the risk in laterite volume estimation to acceptable levels. Surface geological mapping, high resolution topographic data and other information such as ground penetrating radar (GPR) can be used very effectively to improve volume estimates. These data types are all differently structured, have different data density and quality and may potentially overlap. Integration of these disparate data types provide the most cost-effective approach to modelling wet tropical nickel laterite volumes and minimising risk. Pipe Jacking has been a recognised method of tunnelling in the U.K. since the early 1950's, although I understand that pipes were pushed blind by the soldiers in the first World War from trenches on the Allied side to, or adjacent to, trenches on the German side, thus allowing explosives to be used with a certain element of surprise! 'However, on its more conventional to the U.K. in the 1950's, Pipe Jacking made considerable inroads into the tunnelling market place as an alternative to timber supported headings. This success was, unfortunately, fairly short lived because, owing to its simple method of operation, contractors paid insufficient detail to the engineering (or surveying) aspects and as such the system soon had a bad reputation for unreliability and lack of accuracy. Due to these failings, the market was not exploited and, therefore, there was a lack of investment by contractors, pipe manufacturers and also by any client, or research organisation, which is client associated. The effect of this meant that the system stagnated for a number of years and was used generally only for short crossing work (i.e. railways, canals and motorways), and then only in good homogeneous ground. Albeit, a limited number of full scale sewage disposal contracts were carried out, but with the lack of knowledge and experience of the clients, contractors and suppliers, (particularly the pipe suppliers), no reasonable success, either physical or financial, was achieved on any such contract.

The emerging discipline of ægeometallurgyÆ is not new but is becoming increasingly recognised as a discrete and high-value activity that reflects an ongoing commercial and cultural trend towards more effective mine site integration and optimisation. Geometallurgy involves a quantified and spatially constrained approach to ore characterisation in terms of relationships to critical processing performance. Industry recognition of the need for large-scale, integrated geometallurgical research is currently supporting a major new research initiative. The AMIRA International P843 æGeMIIIÆ project (geometallurgical mapping and mine modelling) is a cross discipline collaboration involving four major Australian research groups; CODES the ARC Centre of Excellence in Ore Deposits at the University of Tasmania, a world leader in economic geology-related research; the Julius Kruttschnitt Mineral Research Centre (JKMRC) at the University of Queensland, a world leader in mining and mineral processing research; the WH Bryan Mining Geology Research Centre (BRC) at the University of Queensland, which aims to be a world leader in mining geostatistics, operations research and optimisation in mine design and planning; and CSIRO Exploration and Mining in the area of automated core logging. The project is currently supported by 19 global mineral companies. The project aims to deliver fundamental knowledge, tools and methods for more effective approaches to geometallurgical definition of mineralogy, element deportment and texture that can be linked to mineral processing performance and efficiency at a range of scales. Outcomes are improved predictive indices of processing performance that can be embedded in resource block models to define processing domains, which can be exploited in mine planning and optimisation. To achieve these aims the project is involved in a range of technology developments that include more automated core logging technologies, new applications of automated microscopy and development of software-based texture analysis and categorisation techniques. Attributes derived from these measurement technologies are used to develop predictive processing models linked to new small-scale physical testing regimes.

The last decade of national water reform implementation has improved the availability and efficiency of water source allocation in Western Australia. However, it is critical to recognise that the concurrent mining boom witnessed the approach of full water allocation limits, and increasing trends in mineral processing, water infrastructure costs, and wastewater management costs. Water supplies are commonly viewed as absolutely critical to project feasibility in mining, industrial and energy generation projects, even if considered 'non-core business'.   An increasing density of mining projects and industrial estates in Western Australia (WA) creates an opportunity for water infrastructure cost sharing and synergies. The WA government and its agencies have given preliminary consideration to the establishment of independent water utilities in the goldfields (Kalgoorlie), the Pilbara, and Collie regions, and in the Kwinana Industrial Area. The impending Oakajee industrial area and Mid West regional development, and Anketell port in the East Pilbara, could also be considered for common non-municipal water supplies.   The critical issue of apparent commercial risk due to the large scale of water demands and the low customer numbers in the minerals sector relative to other water markets is expected to mandate government partnership in any non-municipal water utility ownership. The commercial feasibility risk is observed as a risk to water supply security for potential mining and industrial customers. Absence of proper water infrastructure planning and governance has the potential to create infrastructure access issues as observed for Pilbara rail developments under the Trade Practices Act 1974.   Other aspects of water cycle management which could be addressed by a non-municipal utility include resumption of mine dewatering water (required changes to WA legislation that are progressing) and consolidated wastewater management for maximising synergy or reuse opportunities and minimising cumulative environmental impacts.   Address of water infrastructure planning for non-municipal water demands must cover commercial and environmental sustainability outcomes to successfully progress minerals sector growth in the State.

Conventional blasthole sampling for grade control has acquired an extremely bad reputation for the last 50 years. The introduction of many sources of bias is a structural reality. Delimitation biases are devastating. Extraction biases are of great concern as well. Weighting biases aggravate an already bad situation. Furthermore, preparation biases are many. Some of these biases are due to the type of drilling machine that is used and are nearly unsolvable. Some of these biases are due to the sampling tools that are used and often unsatisfactory. Attempts to automate blasthole sampling at the drilling site have failed, not because it cannot be done, but mainly because it interferes with drilling productivity. As a result the miner most often rejects the idea after a few weeks of practice. Manual sampling of blasthole piles is a disaster for many reasons; some are related to the methodology, some to the selected sampling protocol, some to the training of operators, some to limited manpower available, and some to limited supervision. Furthermore, with blasthole sampling a time logistic problem is unsolvable as the miner wants the ore grade control geologist to make up his mind within two or three days at most; as a result not enough time is allowed for samplers, preparation facilities, laboratory, and resources department to perform a good job as everyone is working under unreasonable pressure. The economic impact of poor blasthole sampling for grade control has been vastly underestimated by mining companies. The resulting ore grade misclassification is responsible for severe reconciliation problems and massive financial losses every year. This paper suggests areas along this grim scenario where things can be greatly improved; however it is clear that too many problems are unsolvable. An alternative using reverse circulation drilling for grade control is suggested. A thorough analysis of the respective advantages and disadvantages for blasthole and reverse circulation drilling for grade control is presented in this paper.

The Hemersley Ranges are located in the North West Division of Western Australia and extend, approximately, from latitudes 21¦ 30! to 23¦S and longitudes 117¦ to 120¦E. Their mean height above sea level is'. 2,000 feet, and they rise from 600 to 800 feet. above the gen- eral level of the tableland which extends south-east from the coastal town of Roebourne.. Mt. Bruce, the highest peak, is 4,024 feet above sea level. The ranges are intersected by numerous north-flowing streams, dry during the greater part of the year, which have carved deep gorges, and it is in these that the principal deposits of orocidolite outcrop. The presence -of the mineral was first recorded in 1917., but the deposits remained untouched until 1937 when reports of a strong market demand for-croeido lice resulted in considerable prospecting and mining activity, particularly in Yampire, Wittenoom and Daleis Gorges. . It was established also that the blue asbestos belt extended from Willi- Wolli Springs north-west to Millstream Station, i.e.,-over a.:length of 180 miles and a width of 20 to 30 miles. A number of attempts were made to develop aid treat the Yampire and Wittenoom'Gorge deposits from 1938 onwards, but, for a ,variety of reasons, none of these-proved successful. Current production,. is wholly by Australian Blue Asbestos Pty. Limited at Wittenoom Gorge. This company commenced operations at the Wittenoom Mine in 1946, with an output of 601.8 long tons of- fibre,. and later transferred tb the Colonial Mine about one mile to the north-west. Output has been increased steadily to an' average of 12,000 to 14.,000.. long tons; per annum over the past six years. The total Western Australian output to the end of 1962 is reported by the Mines Department as 110,013 long tons valued at úAl2,403,728..

The Australian underground contract mining industry has grown from almost nothing 25 years ago to the point today where half the countryÆs underground mines are using contractors to produce their ore and do their development. This growth was driven by the need to change poor industrial relations and work practices in sectors of the industry, along with the needs of many small gold mine owners to preserve their capital by using contractors to do their mining. The industry is dominated by two major privately owned contractors with a number of other publicly and privately owned contractors making up the balance of the market. This paper discusses the important trends in the contract mining industry and the directions it may take in the next few years.

Comalco Aluminium Limited uses a computer system for cost, supply and maintenance reporting and control at its bauxite mine in Weipa, North Queensland. The system collects data on a daily basis at a high level of detail on both cost and maintenance history. This allows useful reporting to all levels of management from the shop floor to the General Manager. The most successful aspect of the system is that the information is available in all workshops on visual display units. This allows the real spenders of the Company's money, Foremen and Tradesmen, to make well informed decisions. The system has also decreased the time taken to find parts and information which gives the Foremana greater opportunity to do his real job of supervision and quality control.

This paper deals with the evolution of present mechanised declining and orebody development practices at Kambalda, since their inception in 1969. Eight separate decline accesses have been established over the past eighteen years and to date some 175 kilometres of declining and lateral development has been achieved utilizing a wide range of mechanised development and mucking units. Improvements in-the range of equipment available, functionalization of the develop- ment tasks and the resultant changes to piecework contract structuring have all contributed to the improved performances achieved in this concept of mine development. Even though numerous development advance rate records have been established at Kambalda, an ongoing evaluation of changes to both drilling and mucking units is underway to further improve these development performance rates.

Selective leach analytical techniques applied to surface geochemical samples in the search for deeply buried mineral resources gained popularity in the late 1990s. Several commercial assay laboratories introduced their own selective leach methods, adding to the few established commercial methods at that time. Many of these laboratories promoted their methods with orientation data showing favorable responses to both precious and base metal mineralisation, concealed beneath extensive thicknesses of overburden. However, many explorationists remain confused about the utility of these geochemical methods. This confusion is due primarily to the lack of objective orientation surveys over significant mineralisation, comparing all commercially available selective leach methods and to the lack of a creditable theory explaining the formation of these selective leach anomalies. An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. An orientation survey was designed to fill the first void û an objective survey over significant mineralisation. With the help of 17 mining companies and assay laboratories, an orientation survey was conducted over five significant covered gold deposits in Nevada, USA , representing over ten million ounces of gold. Hopefully the results of this survey will help provide fuel for those working on the second void û a theory to adequately explain the formation of these selective leach anomalies.

Someone once said "Leadership is the ability to inflict pain and get away with it." The same can be said about successful management of equipment suppliers. Improved performance will not be achieved without some pain, but it should be evenly spread between both parties. In practically all mining situations there is a great deal of scope for improving performance and reducing maintenance costs on an extremely wide range of plant, but it requires co-operative effort. Most mine maintenance engineers attribute the main problems to the equipment suppliers, unsuitable designs, lack of spares, untrained servicemen, lack of standardisation, poor maintenance manuals, and so on. Conversely the suppliers' engineers are usually convinced that problems with their product are exclusively due to poor maintenance management, after all they never have the same problem elsewhere. Of course both are correct to some degree. My aim in this paper is to explore the opportunities for substituting collaboration for confrontation between the engineers of the mining and supplying companies. I will also propose that contrary to common belief, the mines rather than the suppliers, should be taking the management initiative needed to achieve a closer and more effective relationship, Many would argue that this initiative should remain solely with the supplier; after

Projects to be undertaken in remote locations require special attention with regard to constructability from the very first stages of design. This is to ensure not only that the project is compatible with the environment in which it' is proposed to be built, but that it does not require facilities or special construction equipment and expertise that is not available in the proposed location. This paper draws on experiences gained on projects in Alaska, Northern Canada, South East Asia, outback Australia, and more recently Bougainville, in Papua New Guinea, where over the past 5 years Minenco has undertaken in excess of A$120 million of work on a number of different projects for Bougainville Copper Limited Although many of these projects have been close to large populous cities, which have been served by regular shipping and airline services, the locations have not had the availability of construction facilities which exist in major cities of Australia and thus can only be considered as remote locations by current day standards. In another paper the author described the electrolytic preparation of highly-purified lead. One of the most difficult parts, yet perhaps the most essential part, of that research was to ensure, firstly, that the purification process should be effective; secondly, that it should remain effective; thirdly, that the lead should not be contaminated during the tests that were done on it. All this necessitated periodic analyses of the lead.The purpose of this paper is to describe the work done by the author to check the accuracy of some known rapid methods for the estimation of impurities in highly-purified lead, with the intention of applying them to the control of the electrolytic process above-mentioned.METHODS ALREADY IN USEThe literature sets out accurate methods for the estimation of impurities in lead, but these methods are both lengthy and expensive. For example, the method described by Hemingway is used in the Port Pirie laboratory of the Broken Hill Associated Smelters Pty. Ltd., but it requires a sample as large as 1000 grm., and the time required to analyse a sample extends over days, and is too long to allow of quick control over a running process. This method was used by the Associated Smelters to obtain the analyses quoted in another paper by the author.

Nearly eighteen months ago Newmont Waihi Operations joined with the local district council and members of the Waihi community in the initiation and running of a community liaison forum.   This forum û the Waihi Community Consultative Committee (WCCC) û was set up with the objective of improving communication, providing a forum for discussion and ultimately working through a range of issues relating to the future of the town and district after the projected closure of Martha Mine in late-2006.   After 18 months of meetings where all represented groups have presented their views, the challenge now is to work together to investigate likely options, seek sources of funding, produce business proposals and plan for the future of Waihi in what we call the Golden Legacy Project.   This paper backgrounds the companyÆs experiences to date, the issues the group has addressed and its proposals for the future. Methods employed to set up an effective community liaison forum are considered, drawing on specific examples from the WCCC. The actions and structures required to ensure effective and ongoing community æbuy inÆ at all levels are also discussed.   This paper develops themes addressed in Taking it to the Streets presented in 2003.

A 'research model' can be used to investigate cause and effect relations and generally improve the understanding of extractive metallurgical processes. As such, it is a useful research technique which complements the traditional methods of laboratory and plant measurement. The procedure of model development is iterative and involves observation of the process, hypothesis of phenomena, prediction using mathematical descriptions of the phenomena and comparison of predictions with real-world measurements. Lack of agreement of predictions with real-world measurements usually indicates an inadequacy in the hypotheses and necessitates revision. Experimentation has an integral role in the process of model development but its emphasis is different from that when experimentation alone is used to study processes. Since a process as a whole is investigated by using a model, experimentation is restricted to the study of specific phenomena to aid the description of these in the model, to the characterisation of the raw materials (for initial values of the model parameters) and to the measurement of physical and chemical constants required in the model equations. Similarly, plant measurements are made for the purpose of comparison with the model predictions not to establish cause and effect relations. This makes plant experimentation much simpler and cheaper'since most measurements-can be taken during normal operation.

It's my privilege to welcome you here this afternoon on behalf of the Sydney Branch of the Australasian Institute of Mining and Metallurgy. This is a most important gathering. You, the delegates, represent what is probably the most influential cross-section of the mining investment community and the oil and gas investment community to meet as a group during the last decade. We are meeting today and tomorrow to review two related issues that will have far reaching implications for the effective use of capital by the natural resources sector in the 1990's. The views which will emerge over the two days will almost certainly 'influence the availability of new capital to the companies in the natural resources sector for the decade ahead. The two principal themes of Minval '89 are, first, the valuation of mining and oil and gas assets and securities, and second, disclosure and reporting requirements in the capital markets which relate specifically to natural resources companies. This conference is taking place at a time when further consolidation and rationalisation appears likely within the mining industry. Although the base metals and other sectors of the industry are enjoying profitability not seen since the early 1980's there is caution about committing to new capacity which could bring about a return to the low prices and excess supply which prevailed during much of the last ten years. These conditions have led to increased takeover activity within the mining industry overseas, and similar trends are as evident here in Australia as they are elsewhere. Recognition of value is therefore likely to become more important than ever before in preserving shareholder wealth, for creating new wealth and for preserving the financial health of the resources industry in the future. Valuation therefore is the first theme of the conference.

Continuous Improvement The Council of the AusIMM should expedite the introduction of a continuous professional education policy along the lines of that to be proposed to you by David Pollard today. The Education and Accreditation Committee must continually review the training needs of the next generations of mining industry professionals. It should continue to demand and encourage the creation of the schools for the training of such people. The AusIMM could even put greater onus upon university researchers to accredit university post graduate degrees.

Thiess Dampier Mitsui's Moura-Mine is located in the south-eastern corner of Queensland's Bowen Basin, some 180 kms west of Gladstone. Current requirements of the open cut operation are to drill and blast 25 million cubic metres of overburden per year, consuming some 12,000 tonnes of explosive in order to meet the requirements of the mine's four operating draglines and one overburden shovel. By early 1985 it had become obvious that the existing drill and blast equipment and technology could not cope with the long-term needs of the open cut mining operation. Three 61R drills were in need of rebuilding or replacement. Bulk ANFO trucks working two shifts per day were unable to match the requirements of the four draglines dne to long travel distances, slow discharge rates and their inability to load water-resistant products into the increasing number of wet holes. This paper outlines the significant steps taken to introduce new equipment and technology and the resulting improvements in the mine's productivity and economics.
