Contracts are widely used in mining to provide self motivation in an environ-ment of isolated work places. Which incentives to use and how to implement them has long been the subject of numerous discussions. The mines operated by Australian Mining and Smelting at Broken Hill have evolved several guidelines to follow when developing contracts.Identify the main purpose of the work and use this as the basis of measurement for the contract. Therefore stoping achievement would be measured by tonnes extracted, development by metres driven. Paying for other work activities such as standing timber in timber stoping must detract from the percentage of the total contract paid per tonne produced. Concentrating on the main activity and applying the majority of contract pay to that task reinforces at is beneficial to both the miners and the whole operation.

This paper uses the results of research trials by Landcare Research and Forest Research Institute and assessments of reclamation plantings at mines and other drastically disturbed sites to describe methods of enhancing restoration of native forests. The characteristics of mine and forest environments are compared to highlight the difficulties facing restoration and techniques which result in successful restoration are described. Selection of the most appropriate technique is illustrated by describing restoration of lowland beech-podocarp forest at a West Coast coal mine. The key to successful reclamation is to understand the factors controlling and limiting plant establishment and growth, then to design rooting media, surfaces and management regimes to create a favourable environment. This paper concludes with a summary of the planning and technical factors which are critical for successful restoration of native forest.

Underground mines in Australia and worldwide are extending to greater depths. The effect of depth brings a number of challenges to mining engineers including geotechnical, ventilation, haulage and selection of mining method. The main effects of depth from a ventilation perspective are increased heat and humidity leading to reductions in productivity, occupational safety and health issues and the potential for fatalities. Numerous approaches have been undertaken over the years to mitigate against these effects. In this paper a review of various approaches to improving climatic conditions at a number of mine sites worldwide is undertaken. From these case studies it is argued that for mines at depth with the potential for a climate problem perhaps an alternative design philosophy to the established design philosophy should be utilised. In conclusion, the paper proposes some simple rules of thumb for use in mines with climate problems or the potential for climate problems.

Results are presented which demonstrate the feasibility of employing electrolytic membrane technology to process leach liquors derived from alkaline pressure leaching of scheelite concentrates and to recover and recyle sodium carbonate. Thus the problem of disposal of sodium sulphate is avoided. In a further application of the technique sodium tungstate is converted to tungstic acid which can be further processed by three possible routes to crystalline or amorphous tungstic acid or tungsten powder. In each route sodium hydroxide is produced which on carbonation can be recycled as soda ash to the pressure leach stage. Further testwork is required to determine long term operational conditions in the membrane cell and to confirm the effect and deportment of impurities on products. The process has been patented.

The primary objective of designing, constructing, commissioning and operating a technically and economically viable processing plant cannot be achieved without a rigorous scientific understanding of the chemical principles underlying every facet of the total flowsheet, from feed preparation through to a final product. Having developed a thorough understanding of the chemistry involved, the next challenge is to match the innovative advances with the necessary engineering skills. In simple terms, there is little point in proposing a new processing route if it is not possible or practical to design, construct, commission and operate it. Thus to achieve our objective, it is necessary that processing facilities that are both smarter and cheaper be developed. This presentation highlights a number of the more significant research and development activities that are designed to facilitate the conversion of a smart idea into a real process. Following a brief discussion of several examples, the presentation concludes with the observation that a pro-active team approach is almost mandatory in order to achieve an acceptable outcome.

Examination of wastes aimed at evaluation of their usefulness for utilisation needs applying modern chemical testing methods. The XRD-XRF-ICP-GC/MS set of test methods constitutes an integrated testing system enabling ecochemical examination of wastes. As far as the problem of time-consuming operations is concerned, the offered system fits in a market-oriented field of activity of accredited chemical laboratories. Within a reasonable period of time, it allows to obtain information about mineralogical and chemical properties of wastes. It provides full range of information beginning from mineral composition (XRD) through chemical composition including the number of elements and organic compounds (XRF-ICP-GC/MS) up to the contents relating to the amounts of ingredients, both organic and inorganic in the leaching tests (ICP-GC/MS). The XRD-XRF-ICP-GC/MS testing system proves to be of particular importance in obtaining reliable results enabling to perform precise assessment (from ecochemical point of view) of wastes to evaluate their usefulness for utilisation in building materials, in civil engineering and reclamation works.

Mine dewatering has long been a problem with mines and some of the shallowest mines have the biggest problems. Machinery was developed by the ancients for raising water by rope buckets with treadmills or by horse whim. From the 1700's on into the early part of this century, massive cornish pumps or equivalent were the vogue powered by steam. One Australian mine pumping system was claimed to be the largest in the world just after the turn of the century. It was installed at Beaconsfield in Tasmania and the mine, like so many other mines of the period, were beaten by problems and cost associated with mine dewatering. The owners of that mine are looking at the feasibility of dewatering using surface drilled wells. Much simpler and smaller pumps are the order now and it is feasible to use boreholes instead of shafts to contain the pumps or else to use the holes to convey discharge waters to the surface from pumps located in drives or stopes.

A wide variety of process streams are sampled for grade control in the mining industry. However, in many instances the overall precision of the resultant analyses is inadequate for the intended purpose, ie grade control and optimisation of resource utilisation. Consequently, special attention needs to be given to the sampling, sample preparation and analysis procedures in place to ensure that meaningful grade control decisions can be made based on the analyses generated. For example, it is virtually impossible to control a process to within, say, ¦0.2 per cent if the overall precision of the analyses is no better than 0.5 per cent. Hence, precision targets appropriate for the task need to be established and the overall precision achieved in practice monitored and controlled on an ongoing basis.

Exploration requires a lot of skill, technical knowhow, and money; the money is usually less painfully available when provided by a profitable cash flow of an existing organisation that has income against which exploration cost is deductible. Planning the financing for development of a proven resource should begin at the earliest stages even while the mining plan is being formed up. The character of the participants has a bearing on the nature of the financing "package" and the structure that is to be selected for the venture. The security for borrowers in a remote mining resource is no better than the capacity of the participants to bring that resource to profitability in line with the findings of a thorough feasibility study. Taxation considerations related to the structure selected and the timing of the cash flow are of vital importance. Sales contracts have generally been a basic requirement of institutions financing mineral mining projects. Clauses relating to price, price escalation, and currency var- iations, are key factors in those contracts. Initial contracts have generally been required to cover initial overall costs.

In Japan there exists a strong demand for mechanical excavation for tunnelling bacause the blasting method which produces much vibra- tions and noises is restricted in its applica- tion due to the fact that there can be many cases where tunnelling sites are located ad- jacent to residencial areas as a result of Japan's being a thickly inhabited country. Pressing demands for and deep interest in the mechanical excavation method have been shown by the circles concerned with reasons that it produces smooth cutting surface and causes less overcutting of profile as a result of the diffusion of NATM (New Austrian Tunnel- ling Method) in the recent years. This has caused a strong desire of the users to apply the conventional mechanical excavation method that has been used mainly for soft rock cutting also to the field of hard rock cutting. In order to meet such needs of the tunnel- ling industry, further research and development have been continued to have successfully real- ized the Boomtype Tunnelling Machine for Hard Rock.

Coal dust explosions have occurred in coal mines across the world. The Mitsui Miike Coal Mine disaster in 1963 was an example of how this hazard was not managed effectively, resulting in the loss of 458 lives and hundreds of people sustaining permanent brain injury from carbon monoxide poisoning. Management of the risks for this hazard have been well documented and have been implemented in modern coal mines. A recent trend in some mines has seen the abolition of barriers on roadways on the basis that the risks are being managed by the current controls. These controls include stone dust application, trickle dusters, dust analysis and dust removal. The Yabulu refinery of Queensland Nickel Pty Ltd located near Townsville now imports more than three million wet tonnes per year of nickel laterite ore from New Caledonia and Indonesia, making it the largest importer of any commodity in Australia. The project has illustrated that importing untreated bulk ore and re-exporting high value products makes good economic sense for the company and the nation. The economics of this exercise have been considerably enhanced in the past year by changing the project's principal product from nickel oxide sinter to refined high purity nickel metal. It is one of the few operations in the world where nickel ore is transformed to nickel metal at a single site. Several novel technological processes were developed at Yabulu and incorporated into the refinery to allow this product transition to occur. By utilising internally developed technology the new processes were installed at a capital cost of less than $10 million. It is unique for a large nickel producer to completely change the quality of its entire product range many years after the plant was constructed and considerable attention to marketing the new products has been required.

The Hall-Heroult process is likely to be the dominant method of aluminium production for the remainder of the century. The characteristics of the operation of a modern smelter are described and attention drawn to their disabilities which are due chiefly to the small production capacity of individual cells.The principal components of the Hall-Heroult cell- the electrolyte, the anode and the cathodes are discussed in order to identify the problems of scale-up. The factors influencing current efficiency and energy consumption are analysed and lead to the conclusion that the greatest potential for energy saving lies in reducing the anode to cathode distance (ACD).The most promising direction for major change is in the application of a new titanium diboride-carbon composite for coating of the surface of the cathode carbon. It improves the wetting of the carbon by aluminium and should permit the use of sloping cathodes and anodes. The deep metal pad would thereby be eliminated and, in the absence of magnetic perturbations, the ACD could be substantially decreased.

Sustainability is becoming increasingly important in the mining and mineral processing industries and must incorporate the associated waste products. Acid mine drainage (AMD) is one such by-product and is one of the most serious environmental problems facing the minerals industry today. The oxidation of sulphidic mine wastes often continues for a substantial period of time after mine closure, resulting in difficult and costly remediation and rehabilitation works. Mining companies are often reluctant to spend increasing amounts of money on waste treatment when the mine life is limited or even finished. Hence a simple, low maintenance and low-cost method of treating AMD is required. Whilst this paper does not address the issue of AMD, it does propose methods for removal of individual species from AMD with potential benefits, including raising AMD pH. A novel concept of using biosolids as a biological adsorbent, or æbiosorbentÆ, of metals from AMD is being investigated at a laboratory/pilot scale level. Biosolids are a by-product resulting from the biological treatment of wastewater, and have been previously shown to adsorb metals from aqueous solutions. This could lead to an environmentally sustainable or ægreenÆ method for treating both AMD discharges and disposing/reusing the biosolids. The result of a laboratory-scale study of the biosorption of Zn(II) is presented in this paper. Physical parameters including reaction kinetics, mixing speed and solution pH were investigated. Solution pH also rose an average of 2 pH units over the 24 hour equilibrium time û a valuable side effect when treating acid mine drainage. The outcome of the study highlights the usefulness of biosolids as a biosorbent for the removal/recovery of metal ions from acid mine drainage. A simple, low-cost treatment technology requiring low maintenance would be beneficial to the mining industry to address some issues relating to AMD and would help integrate environmental and economic considerations into sustainable environmental management.

The most recent development in gold processing is the increasing use of heap leaching for the extraction of gold from low grade ore, and old tailings dumps. The reason for this trend is mainly to do with economics. The advantage of heap leaching is the considerable saving in both capital and operating costs. However, not all ores are amenable to heap leaching. It is only applicable to well oxidized ores that have suitable permeability char- acteristics, and the gold recovery is poorer than by conventional process. In this study, an attempt has ben made to ascertain the heap leaching characteristics of Western Australian gold ores on the bench scale using multiple, appropriately sized leach columns. The influence of particle size, flow rate, column depth and leaching time on the rate of gold extraction was determined. The percolation rate of cyanide leaching solution was deter- mined with and without gypsum additions. Efforts were also made to minimise particle segregation, fines migration and solution channelling during leaching, so as to improve solution percolation, gold extraction rate and recovery.

Difficult ground conditions in the area planned for placement of vent rises to the surface at the Porgera Goldmine led engineers directing the project to chose blind shaft boring methods of shaft construction from the available alternatives. Zeni Drilling Pty Ltd was first contracted in 1988 to install a group of three closely-spaced, steel lined shafts. The success of these led to an order for a fourth hole in the same group followed by two more, less than a kilometre. away, under a separate contract in 1992. All of the shafts were completed on.schedule to within one day. The only significant difficulty arose during commencement of the last shaft when the strata collapsed trapping the drilling tools and jeopardising the stability of the surface collar pad. The situation was corrected by innovative lining techniques and the project went on to finish on schedule. This paper discusses the application of various technologies associated with the project including aspects of geotechnical input, drilling fluid chemistry, mining engineering and logistics.

The PT Kaltim Prima Coal (KPC) operation is a large scale coalmine operating on the east coast of Kalimantan (Borneo), Indonesia. Originally developed under a coal contract of work (CCOW) with the Indonesian Government, new legislation has led to uncertainty as to the actual life of the mine, the size of the operating lease or mining area, the rehabilitation compliance requirements and other areas of concern. The actual life-of-mine (LOM) plan is therefore in a constant state of flux and must be updated and modified with every new piece of information.Under the CCOW system, the mine life ran from the first year of production (1992) for 30 years (2021), with the potential to extend for a further two ten-year periods. KPC has always intended to run until at least 2041. Under the new legislation, the potential term of the CCOW (to be replaced by a mining license) is open to interpretation, resulting in KPC having to prepare plans allowing for a LOM that may end in 2021, 2031, 2041 or a range of other possible periods of time.Uncertainty about legislation (and hence the mine life) possible production rates and available work areas; variable coal prices and costs; varying management contexts; the substantial reserves available; difficulty sourcing dump space; potential rehabilitation costs and the dependence of a community of over 100 000 people on a single operation sees the LOM and mine closure teams preparing dynamic yet thoroughly robust plans that are updated on multiple occasions per year.This paper will describe the procedure followed by KPC and the potentially show stopping issues that must be dealt with.CITATION:Bennett, S M and Manege, I, ?2014. It is with great pleasure that I accepted the invitation to make a closing address to this Congress particularly as it is here in Brisbane. The main duty of the International Mine Ventilation Congress Committee and in particular the chairman is to ensure that these conferences are held every four to five years in suitable locations. My main role over the last four years has been to promote holding this Congress in Australia and it was a great relief when the Queensland team and the Australasian Institute of Mining and Metallurgy accepted the challenge in November 1986.
