Titanium tetrachloride may be reduced to trichloride with hydrogen on a hot tungsten filament and other hot: surfaces. The effect of temperature, time and size of t.he filament on the rate of reaction has been studied. A laboratory unit for preparing a few pounds of trichloride at a time is described. The yield of trichloride is 2·2 - 2·4 gm/sq. cm. of hot surface/hour at 1,000°C. and the energy requirement 3'5-4 kWh/pound of trichloride produced.'INTRODUCTIONThe lower chlorides of titanium (titanium tri- and dichlorides) are amenable to electrolysis, being electrovalent in nature. Furthermore, relative to other oxygen-free titanium salts, they are easy to prepare in a pure state and their use has been investigated to prepare titanium. The purpose of this paper is to outline the basic policy problems for good community relations programmes in the resource extraction industries of Papua New Guinea. The main focus of the paper will be on defining and analysing those problems which lie on the landowner side and which are still not widely understood within the resource extraction industries despite several decades of turbulent experience. Many of the companies operating in the resource extraction industries of mining and petroleum and gas have in recent decades adopted, by choice or necessity, 'good corporate citizen' policies. Some of these companies now pursue ethical business, environmental and community relations policies. Some have adequately funded and well-trained staff in their community relations departments. Although different industry sites scattered over Papua New Guinea show significant differences in their experience of social conflict, I argue here that a good deal of this variation has less to do with the differences between the companies' public relations policies and their effectiveness and more to do with the conflict causing features of indigenous society. Experience suggests that even a company well-equipped with good intentions, good policies and good staff may experience serious difficulties in maintaining good community relations in Papua New Guinea. Many of these difficulties, I argue, can be traced to causes that lie, essentially, within the structure of Papua New Guinean communities and in the customs and social relations of Papua New Guinean peoples. Accordingly the attention of this paper is focussed on the conflict causing aspects of Papua New Guinean society. It is true, to the point of being a cliche, that Papua New Guinean societies are oriented very strongly towards achieving consensus and social harmony. In this regard Papua New Guinean communities differ significantly from, say, Australian communities. My purpose here is not to denigrate this aspect of Papua New Guinean societies but, rather, to point out that the drive for consensus is driven by the desire to avoid its opposite, dissensus. This paper sets out to define the dissensual aspects of Papua New Guinean societies and my special interest is in those conflict producing aspects of Papua New Guinean societies that are most resistant to the mechanisms that are designed to create social harmony. A survey of the recent history of industry and community relations in Papua New Guinea indicates that there are three main factors present on the landowner side which are liable, separately or through their interaction, to cause difficulties. These factors are respectively generational challenge, social boundaries and custom variability and I shall discuss each of these in turn.

Dust emissions by blasting are of concern to both mine operators and surrounding communities. The quantity of dust produced, and the effects of its dispersal depend substantially on geological, blasting and meteorological conditions. This paper provides details of methods used to quantify the amount of dust produced after collecting samples using high volume dust samplers, and the difficulties encountered in satisfactory dust sampling and quantification. Also described are practical dust reduction methods by using water filled ampoules and water filled balls.

An experimental study of the influence of surface active agents on the dewatering of fine coal was undertaken with a view to evaluating the usefulness of such materials in reducing the residual moisture contents of filter cakes. Experimental evidence is presented which suggests that while polymeric fiocculants have a beneficial effect on settling, they can have adverse effects on the filtration of the thickened underflow. Detergent addition, on the other hand, was shown to reduce filter cake moisture, and the magnitude of this effect was determined, in part, by the prevailing electrochemical equilibrium at the solid-solution interface.

In Australia, coal mines have generally not adopted filling to increase mining recovery. The aim of this project, entitled æImproved recovery in highwall mining using backfillÆ, was to examine the feasibility of using fill to improve recovery in highwall mining. Current fill practice was reviewed for metalliferous as well as coal mining, both here in Australia and overseas, for its applicability to highwall mining. Studies were then made at a conceptual level to determine whether fill could be economically used, to determine appropriate sources for fill and to trial key aspects of fill behaviour. A review of filling methods led to conceptual studies being undertaken on seven filling methods and these studies demonstrated that fill could be used to improve recovery. These studies were then further refined. Selected filling materials have been reviewed and laboratory tests have been made on these to assess their suitability.

Peraluminous metamorphic rocks may form from a variety of protoliths by a range of processes. Stratiform bodies of such rocks are relatively common in the Precambrian, but less commonly, also occur in the Phanerozoic. The protoliths of such stratiform bodies may have been regionally deposited chamosite-rich sediments, with varying amounts of clastic component, or may have resulted from the in-situ depositional or diagenetic alteration of volcaniclastic sediments, ranging in composition from rhyolite to basaltic andesite.Stratiform peraluminous metasediments, especially those of low to medium metamorphic grade, and relatively iron rich, may be genetically associated with, or be the host rocks for, a variety of styles of mineralization, especially for the ores of An, Ag, Cu, Zn and Pb.

In 1990, the Queensland mining industry had come to the conclusion that new safety and health legislation based on risk identification and control was required if the mining industry was to be effectively and efficiently regulated. In particular stakeholders in the coal mining industry had arrived at this opinion after the industry had suffered a number of major underground explosions over the 14-year period between 1972 and 1986. Also by 1990, a general consensus had emerged across both the coal and metalliferous mining sectors that mining industry was over regulated and, more to the point this over regulation did not encourage industry to identify and address the underlying causes that had led to a cycle of major mining accidents in the state. The prevailing opinion was that the prescriptive legislation left the ownership of risk management with the regulator and not with the mine operator. This paper discusses the background to the development of the Queensland Coal Mining Safety and Health Act 1999 and the Mining and Quarrying Safety and Health Act 1999 and the progress made in improving safety and health since the statutes came into force on the 16 March 2001. The paper discusses the issues that had to be addressed during the development of the legislation including the interaction with other legislation based on based on risk management principles that either overly or interface with the mining legislation. The effect the underground explosion at Moura No 2 in 1994 had on the final content of the new legislation is also considered. Health is often the neglected twin of safety and health legislation and the paper previews the health surveillance system being proposed in Queensland to ensure that health of mine and quarry workers is afforded the same priority as their safety. By increasing the structured management of occupational health problems in our mines there is an opportunity to make significant improvements in mine safety In conclusion the paper reviews the results to date since the introduction of the new mining safety and health legislation in Queensland on the 16 March 2001. Progress has been made and more is yet to be achieved

Launching the Queensland Water Plan 2005 - 2010 in August 2005, Premier Peter Beattie compared the stateÆs water resources with liquid gold. QueenslandÆs peak industry body for the minerals and energy sector, the Queensland Resources Council (QRC), believes the analogy is appropriate. During early development of an industry water strategy, it has become apparent that water is like liquid gold, in that it is revered, hoarded, recycled, priced on purity, a magnet for speculators, both difficult and expensive to transport effectively, heavily regulated and fundamentally linked to issues of security. To date it has generally been economic and relatively straightforward for the resources sector to secure water. Although production has not been compromised, this must not be grounds for complacency as there is every indication that water will continue to become increasingly expensive, more tightly regulated and, relative to a growing demand for a finite water supply, increasingly scarce. During 2006, QRC has developed and is implementing a voluntary industry water strategy to address a range of challenges confronting the resource sectorÆs security of access to water. As a consequence of, at times, protracted community consultations over QueenslandÆs catchment-based water planning processes it has become clear that many community stakeholders have outdated perceptions of the stateÆs resources sector. Once established, QRCÆs water strategy will incorporate a community engagement campaign to present the industryÆs credentials as a leader in water resource management. The development of QRCÆs water strategy, and the challenges the strategy is designed to address, provides insight into the fundamental reforms that are occurring in how water is managed and regulated in Queensland. These reforms have implications for how government policies are designed and administered and also for how industry engages with communities during this transition process.

An uniquely-designed flash furnace for smelting of nickel concentrate and for the recovering of metal values from the slag generated has been in successful use for nearly six years. Within the last eighteen months the ability of the furnace to treat slag arising from converting operations without significant reduction in capacity has also been successfully demonstrated. Previously, converter slag had been treated separately in an electric furnace. The salient features of smelter developments are outlined and slag chemistry is discussed. The low cost method for the introduction of coal to partially replace light fuel oil is reviewed and total energy requirements evaluated.

Nelsen, Porter and Wilson (1996) provided some preliminary concepts for the design of the Melbourne City Link tunnels. At that time, the City Link project was in the early design phase whereas now it is nearing completion. This paper provides details of the actual design adopted for the various sections of the tunnels as well as some commentary on the design process. The tunnels form a critical element of the project and the design of both driven and cut and cover tunnel sections is a significant factor contributing to successful project execution. Geology, hydrogeology, site constraints, traffic management and program were important design inputs. Design for the cut and cover sections in particular varied significantly in response to these differing inputs.

This paper addresses the actions of the Australian mining industry, its regulators and educational providers towards ensuring that a pool of competent mine managers is maintained in Australia and that mine management remains a desirable career path for future mining professionals. The Australian and global mining industries are experiencing an acute skills shortage. Mine managers, traditionally drawn from the ranks of mining engineers, are at the sharp end of this shortage. Exacerbating the shortage is a perception that a professional mine manager is not an attractive career option. This perception is influenced by the following forces which combine to make the role of a modern mine manager very demanding:legislative requirements for owners and managers to ensure (guarantee) the safety and health of employees; an increasing trend towards prosecution over exposure to risks to health and safety a need to be more aware and responsive to community and environment; financial, technical and æpeopleÆ pressures traditionally associated with the job of managing a mine; and mine management roles being filled by younger and less experienced professionals. Universities and other educational providers have the challenge of both ensuring that undergraduates are exposed to these issues during their study and continuing to promote mine management as a desirable career option. Anecdotal and statistical evidence indicates that young graduates are choosing and remaining in technical roles rather than taking on the challenge of mine management. Furthermore, it is suspected that the issues referred to above are contributing to the low retention rate of young professionals at mine sites. The challenges are not insurmountable, however. This paper reviews the initiatives of industry, the regulators and educational institutions in addressing these challenges. It includes a focus on:prosecution policies and their impacts, tertiary education program content and delivery modes, CPD initiatives of the Mine Managers Association of Australia, and alternative pathways for obtaining mine management qualifications.

SUMMARY Tyres account for 25-30% of the operating costs of large capacity haul units as used in open-cut mines. Tyre operating costs can be substanti- ally reduced and often contained in real terms by applying knowledge that is now available. This paper describes certain specific advances in tyre management, namely batching, bias adjustment, cumulative plotting and the so-called "pressure-temperature" system of tyre pressure control, originated on the Mt. Newman Mining Company's Newman minesite, and discusses the contribution that each has made to improving tyre management and reducing costs. INTRODUCTION Tyres are a significant cost in mining. Techniques for the optimisation of open pit design and development are now accepted as standard practice in the mining industry. These techniques are used to analyse the impacts on project profitability of factors such as product price, slope design criteria and equipment selection. A fundamental assumption used in this type of analysis is that dump and stockpile designs and sequencing are predetermined. The cost of haulage for a typical truck shovel mining operation is in the range of 25 - 50 per cent of mine operating costs. Substantial cost savings can be achieved by optimisation of dump design and location of associated road and ramp systems.Factors which affect both the operation and total cost of dumping include; Ramp gradients and location, road design, dump placement and shape, dumping height, slope design (interim and final), slope stability, environmental requirements and equipment selection. This paper discusses these factors and their effects on the total mining operation and project value. Reference is made to case studies in which some of these factors have had a significant impact.

Coal mining safety and health legislation is more than typical of safety legislation which has been born of adversity. Indeed, in the main it has been the child of disaster. Requirements which now appear obvious were indeed only occasioned by either social injustice or more commonly by great disasters. Even then changes were often made only after months or years of deliberation by committees. Early mining legislation in New South Wales benefited from the experience in Great Britain. The pioneers of our industry were miners from there and brought with them the basic British legislation, so we started with knowledge gained the hard way. A review of accidents statistics provides a measure of the effectiveness of mine safety legislation, but unfortunately rules cannot control human nature. Miners, managers and inspectors must work as a team to make mines safe and new legislation in New South Wales is planned to this end.

The first stage in the refining of lead blast furnace bullion is the removal of copper and this is normally done as a batch process in open kettles,A number of attempts have been made in the past to establish fontinuous processes operating in reverberatory type furnaces, but the growth of accretions in the furnace has always presented a serious problem.This has been overcome in the plant of the Broken Hill Associated Smelters Pty Ltd at Port Pirie by the construction of a reverberatory furnace and ancillary cooling system of novel design.Although a number of mechanical and metallurgical problems still remain to be solved, it is claimed that a workable continuous copper drossing process has been established.

Many epithermal gold-silver deposits areknown to occur in the Neogene-Quaternary volcanic complex of the central Andean region of southern Peru, northern Chile, western Bolivia, and north-western Argentina, an area of about 300,000 km2 where these volcanic rocks constitute the dominant cover. Some of the gold-silver deposits were mined during Spanish colonial times, as early as the 16th century,- whereas others were not discovered until the 19th and 20th centuries. The extraordinary gold-silver potential of this young volcanic complex, however, was not recognized until the 1970's when the phenomenal increase in gold and silver prices stimulated new exploration. New discoveries were made, chiefly in southern Peru and northern Chile, of high-grade ores in old mining districts and large low-grade ore bodies, both in old districts and in new areas having no history of mining activity. Many additional gold and silver deposits remain to be discovered within and beneath the young volcanic complex of this region.

A practical approach has been developed for the design of both grates and pulp lifters. It is based on: an appreciation of the process interaction between grates and pulp lifters, an interpretation of mill charge structure as it relates to discharge through grates, and an analysis of pulp and solids flow in pulp lifter channels. This approach can be used to improve the overall discharge effectiveness of AG and SAG mills.

Multiple regression analysis applied to ventilation records of stopes on the Witwatersrand showed that it was possible to estimate the temperature increase per 100 ft for a new stope with a standard deviation of 0' 5°F. The analysis also threw light on the relative effect on this estimate of five different factors.Application of the analysis of variance technique to a factorialexperiment on the production of dust during rock drilling showed that the effects of air and water pressure were quite small but also showed that the between-machine variation was unexpectedly large.Analysis of variance also proved a valuable means for assessing the bias and random error variation of aneroid barometers used in pressure surveys.INTRODUCTIONThree examples are discussed to illustrate the use of the techniques of "analysis of variance" and "multiple regression" in research on the ventilation of gold mines. Although the techniques are basically similar their application to each example has a slightly different emphasis and the examples were chosen for this reason. The variation ofemphasis is as follows.1. Temperature increases in stapes. This work was undertaken as a preliminary to possible extensive controlled experimentation (Lambrechts, 1959). Data collected in routine work by the mine ventilation personnel were used for analysis and no specific experiments were carried out. The main object was to see whether such data could provide any strong pointers to factors which might be worthy ofmore careful study and to factors which could initially be ignored. Of course, there was hope that the study might provide an empirical formula for rough forecasts.
