During the last fifteen years there has been a marked change in the demand and supply patterns of coking coal. The world demand, predominantly Japan, has increased from 23 million tonnes of world export/import coal in 1960 to an expected total of at least 100 million tonnes by 1975. In the last ten years Australia has been the main beneficiary in the growth of the export coal trade. This has been brought about by its proximity to Japan and its large econ- omically mineable reserves of coking coal. A feature of the recent coal development in Australia has been the requirement of companies in new areas to provide massive capital for infrastructure costs. The ability of the Australian coal industry to retain a large share of the world export market depends to a large extent on reasonable costs to transport coal from mine to the market place. In some areas of Australia this means that railway lines, loading and unloading facilities, and ports will have to be up-dated at substantial costs. On the long haul to Europe the recent increases in the prices of bunker fuel have made the price of coal less competitive when compared with sources

A large open pit is planned at the site of an existing underground mine. Strategic planning work has been undertaken to investigate the project value associated with an expansion of underground operations in conjunction with the proposed pit. Previous analysis determined that any depletion of the available pit resource that changes the optimum pushback sequence has a significant negative impact on overall project value. Therefore, to investigate the viability of an underground expansion requires a system to identify the stope resource that would add value to a combined operation if mined ahead of the pit. The key solution to this problem was to generate a resource model variable that defines the blocks, which have greater discounted value if mined by stoping rather than by the open pit. A key assumption was that the open pit is the main driver of overall project value. From the identified potential underground resource, series of mineable stope shells were generated at a range of cut-offs. This stope reserve data formed the input to a mixed integer program based software tool that was developed and used to optimise the underground mining plan, at conceptual level, for various project configurations. A dynamic programming tool was then applied to evaluate the optimum value of a combined open pit and underground operation. The overall objective of this project was to determine the strategic plan that yields the optimum value for a combined undergroundûopen pit operation. The results provided a clear focus and direction for more detailed design and planning.

At BHP Billiton Iron Ore operations, run of mine ore from the several Newman Joint Venture (NJV) mines is railed in 12 kt rakes to Port Hedland. Rakes are processed sequentially, with the lump and fines components from each rake sampled after crushing and screening. The grade of ore from the individual mines varies around consistently different means. Although a discrete sample is attributed to each rake, the sample contains some material from the following and/or the preceding rakes due to dilution by ore from the neighbouring rakes during the dumping, screening and crushing processes. Individual rake grades at the port are therefore biased according to the mine sources of adjacently processed rakes. Dilution does not affect the grade of the overall NJV product or the accuracy of port stockpile grades; however, it does limit the ability to use port rake grades to review the quality performance of individual mines and provide meaningful lump-fines algorithms and port to mine biases for individual mines, information that is useful when scheduling ore for mining. A non-linear regression model has been used to estimate the average dilution from the preceding and following rakes. It has been shown that the lump and fines samples for 12 kt rakes are each diluted within the Port process with about 8.3 per cent of the sample coming from the preceding rake and about 3.6 per cent from the following rake. This can bias the reported rake grade by up to one per cent iron. The results of this analysis have been incorporated into the daily grade scheduling system to provide more accurate individual mine grade data and consequently better decision making.

During September 2000, Nabalco management identified the need for a corporate system to deliver its key performance indicators (KPIs). In June 2001, a need was also identified to replace the existing metallurgical accounting system. After a review of the technologies available, the decision was made to develop the systems in-house, in preference to purchasing commercial software packages. This would allow much greater control over the structure, and provide for an iterative, concurrent development process between software and key business developers. This has proven invaluable in the development process. The purpose of the KPI system is to provide a unified reporting tool for all performance indicators. These indicators include production, safety, health and environment, personnel, costs, continuous improvement initiatives and opportunity losses. All of these disparate measurements are brought together into the KPI system and used to determine the performance for each department or area. The general principles of the balanced scorecard business approach (Kaplan and Norton, 1996) are applied to achieve a performance measurement for each area within Nabalco. The new metallurgical accounting system (MA) is a SQLServer database with web page and Excel interfaces. The database is structured around daily inputs of all measurements and calculations. The data is stored and adjustments and reconciliations can be made to this data as required. The focus is on accounting rigour, with all adjustments recorded in the database to allow for full auditing. The structure of the data focuses on the five input/output streams (bauxite in, caustic soda in, fuel oil in, residue out, and alumina out). In-circuit inventory provides a secondary measurement on which to check and calibrate the MA system. The KPI and MA systems were developed using Web technologies and are available to any internet-enabled device with Internet Explorer installed. This removes the need for software rollouts and user training. This will promote the wide use of the systems throughout Nabalco and Alcan.

Tiwest employs several methods to assess the quality of heavy mineral concentrates in ore and process samples. Mineralogy is determined using a method called MA98, developed in conjunction with JKMRC over the last three years (Zhang and Whiten, 2001). A range of other techniques are also used to characterise ore, heavy mineral concentrates and mineral products. MA98 is the culmination of efforts since 1989 to determine mineralogy from chemical analysis without recourse to heavy liquid fractionation, which has traditionally been used to discriminate between light-heavy , zircon, rutile and leucoxene. The major advance with MA98 is the use of statistical mass balancing for all chemical species, as opposed to reliance on key chemical species for each mineral. Three magnetic fractions are analysed by X-ray fluorescence spectrometry, with a minerals balance performed for each. Heavy mineral concentrates processed by this method include drill samples, process samples from the wet concentrators and Dry Mill, and mineral products. TBE can be avoided for higher heavy mineral grade samples since quartz is determined from SiO2 balance. In this sense the method is sufficiently universal and robust to cope with a wide range of sample types and compositions. The MA98 algorithm provides abundant information in addition to mineralogy, including TiO2 and Fe2O3 grades of ilmenite and leucoxene, and concentrations of weakly magnetic zircon and kyanite. Information such as this is invaluable in tracking different minerals through the processing plants. Other ore assessment procedures used by Tiwest provide for modelling of orebodies by mineral sizings, Fe in zircon, and FeO and U+Th in ilmenite. Microscopy is used to provide important qualitative information such as grain shape, surface staining and degree of cementing. These quality measurements are included with mineralogy in geological ore models and are available for mine scheduling. In using the above methods to characterise heavy mineral concentrates, Tiwest is better placed to predict and monitor plant performance and product quality from any ore zone.

The implementation of the Mining Further Amendment) Act, 1970, and later the Coal Mining Act, 1973, placed a requirement on the Department of Mines to accept an initiative in relation to coal exploration and coal mine development which does not apply in the case of other minerals. It is necessary to consider the exploration of the total coal resources of the State when considering exploration rather than one individual basin or deposit. If the level of knowledge of the coal resources in these basins is considered in relation to their potential for development it is possible to allocate broad scale priorities to their assessment. Due to the enormity of the task which involves a conservative estimate of in excess of 400 000 m of drilling to reach a broad reconnaissance level of understanding the involvement of industry with the Department in the exploration programme is necessary. Project managers must juggle many aspects to bring their project in on time, on budget, and in accordance with the aims of the project owner. Whether the project is a mining feasibility study, a technology implementation or a construction project, it falls to the project manager and his or her team to deal with risk from two standpoints, which may be at odds with one another. First, a project team must deal with risks to the project itself û that is, risks to on-time, on-spec and on-budget delivery against the value promise made to the customer. Second, there is the management of risks within the subject matter of the project, undertaken on behalf of the customer. The project manager cannot dodge this responsibility; yet there is a tendency (particularly in smaller, in-house studies) to avoid digging too deep, possibly for fear of what may be uncovered! This paper investigates the responsibilities of project teams in regard to risk management and reporting. It examines ownership of project risk; the nature of risk management activities undertaken by the team during the course of a project; and outlines some controls to ensure that the two opposing arms of project risk are reconciled for the benefit of both the project team and the project owner.

IN the ordinary course of treatment of pyritic ores or concentrates, whether for the recovery of copper, tin, gold, or any other contents, the removal of some or all of the sulphur contents is almost invariably the first step. The practice is to roast the ore in a current of air so that the sulphur is oxidized to sulphur dioxide and the metal constituents are changed from sulphides to oxides. If it is feasible to produce sulphuric acid in conjunction with the treatment process, the sulphur can be usefully employed; but if this is not possible, then the sulphur contents not only become a dead loss, but tend to be a nuisance as well in the surrounding neighbourhood.The problem of avoiding this disadvantage and making economic use of the sulphur has had attention from the early days of scientific metallurgy, and in the past few years very special efforts have been made both to drive part of the sulphur as such from pyrites and recover it, and to replace the sulphur in the S02 by carbon, with the production of carbon dioxide and precipitation of the sulphur. So far economic success does not appear to have crowned these efforts. In the case of pyrites, of the two atoms of sulphur which go to make the FeS2, the first is very lightly held. Dissociation is effected by heat alone at a temperature which is given by Peters as 5160 C.Now, sulphur and hydrogen will unite or burn together, with the production of sulphuretted hydrogen. It occurred to the writer that, if hydrogen was passed over pyrites heated to the above temperature, this first atom would be snatched away by the hydrogen, and could possibly be economically recovered.The first step consisted of some simple laboratory experiments. From these it was found that this first atom was readily removed, and that the extraction was practically complete. Further, the reaction took place at a low temperature, a dull red heat being sufficient.

Australian wheat belt agriculture is causing a decline of its natural resource base. The major problem, salinity, arises from a small reduction in water consumption by agricultural crops compared to what prevailed under the prior native vegetation. This causes groundwater accumulation which, in the low relief landscapes of the wheat belt, is leading to extensive surface saturation in low landscape positions and dramatic, destructive change in the hydrological behaviour and habitat of streams and rivers. The ability of agriculture to invest in salinity control is severely limited by its long-term decline in its terms of trade. Extensive planting of perennial vegetation has the potential to increase water use and arrest the salinisation process. If these perennials were also commercially attractive, the cost of salinity treatment could be minimised. Given the difficult commercial position of food commodities, it is logical to develop ænon-foodÆ perennial crops, in particular woody crops suitable for industrial products. This paper looks at the example of Sweden, where there has been a generation of investment in developing forest harvest residue recovery, and short cycle woody crops for bioenergy, but with only limited success. In contrast, secondary residues (processing wastes) from forestry industry are readily saleable for low value uses like bioenergy. This suggests that the model woody crop must have a higher value fraction to facilitate delivery and commercial use of its lower value fractions. This model is being emulated in the development of native mallee eucalypts as short cycle woody crops in Western Australia. Some $50 million has been expended on mallee development in the past decade and this has culminated in an engineering demonstration of integrated processing. The putative high value products are activated carbon and eucalyptus oil and the residue (plus waste heat) will be converted to electricity. The potential scale on which crops of this type would be required to achieve salinity control means that many more high value and residue products will have to be developed. Metallurgical charcoal appears to be a promising product option.

Drainage aids are designed to assist in filter cake dewatering by reduction of surface tension. By the early 1980's severalspecialist chemical manufacturers had developed drainage aids specific to the alumina industry. Thus, after some initial laboratory work, drainage aid addition to the product hydrate filter cake was first tried at Gove in early 1981. Encouraging results led to further plant trials and a laboratory trial comparing eight different products. Fromthis last trial a product was chosen and a plant trial run in March 1982. The results achieved encouraged a further plant trial to be run during April and May, 1982 and a decision was then made to adopt the full-time use of drainage aid on the plant.Optimisation work with the drum filters and drainage aid continued until late 1983. This work not only led to optimisation of dose rates, concentrations etc., but also to significant improvements in the mode of operation of the product filtration area.

We have had a rewarding partnership with the mining industry to develop and recognise reporting standards which could allow ready comparability and investor understanding of the mining investment vehicle. Our mining market has been successful because of the high standards of professionalism and the intellectual capital that has been built up among the participants û the mining professionals, brokers, analysts, mining investors, professional advisers and the market operator. The balance of knowledge and understanding among these participants combined with the competition for capital, contributes to the standards for our mining market in a way that the market operator simply cannot replicate by market rules alone.

In 1939 Dr Neil George gave us the statement: Safety is a state of mind by which men are constantly made aware of the possibility of injury at all times. Is this statement still relevant? Have we been able to capture the essence of Dr GeorgeÆs statement in our current safety management systems and have we been able to capture the lessons from the past? Drawing upon 25 years of experience in the mining industry we explore what was done in the past, how this related to Dr GeorgeÆs statement and how the industry has progressed to the current safety management systems. We review the safety management system used by Roche Mining and demonstrate how it has improved safety outcomes for Roche. We then look to the future û are there new challenges? Are the current management systems equipped to cater for these new challenges and deliver continued improvement in safety outcomes? There will always be a desire to improve the industryÆs safety outcomes and so how are future generations going to achieve the improvement in safety outcomes?

To those who have been engaged in the construction of mining and metallurgical plants during the war and post-war periods, it is quite unnecessary to point out the large increases and violent fluctuations in prices of basic commodities and the steady and persistent rise in labour costs. It may, however, be of interest to present these facts in graphic form, and survey the relative heights of the various maxima and the lead and lag of individual waves. Since Descartes demonstrated for us moderns the analogy between geometric form and algebraic statements, the two-dimensional graph has found widespread application. Mathematicians have developed for our information, if not for our confusion, the triangular diagram and the solid three-dimensional figures, which have proved so useful, at least in the hands of the metallurgists at Port Pirie. The model (Plate 1.) which is exhibited here does not pretend however, to indicate the connection between any three inter-related variables, and it is not proposed to burden members with any abstruse mathematical expression for the irregular surface of the blocks. While time is an ordinate common to all sections of the model, each illustrates separately the variation in cost of some particular quantity between the years 1914 and 1922. It is an easy matter to record such individual variations, but it would be an impossible task to state any equation describing accurately the dependence ot the prices, say, of hardwood or of galvanized iron upon that of labour at any particular point of time. The cost of living curve, which has attained such prominence, if not notoriety, in the last few years, is the result of an attempt to show the mass-effect of the components. It is the difficulty found in "assigning the correct weight to the separate items which makes the aggregate curve somewhat misleading at times.Turning to the model, it will be noticed that each section consists of half a dozen pegs.. The first in each row,that coloured red, represents the cost of some particular quantity, such as bricks, timber or coal, at Broken Hill in 1914. The mining industry was one of the first to be directly regulated by legislation in the 19th century when British public opinion was mobilised by reformers seeking social change. In the next wave of mining safety legislation, account was taken of technological advances in the industry, but again, the amendments were in large measure driven by public expectations following a series of disastrous mining accidents with great loss of life. The result was the prescriptive and detailed type of regulation that has, to a great extent, remained with and become a way of life in the mining industry of today. In 1970, the then British Government appointed Lord Robens, a former Chairman of the National Coal Board, to head a Committee of Inquiry to consider the arrangements then in place for preserving the safety and health of people at work and to consider and make recommendations on the need for change in the legislation governing such matters. The result was the 1972 report Safety and Health at Work which, in turn, resulted in the Health and Safety at Work etc Act 1974 (UK). This Act, which embodied the now familiar concepts of consultation with the workforce on matters relating to health and safety and the statutory application of the previously existing Common Law concept of the duty of care, became the model for much occupational health and safety legislation in many places around the world, including the various States of Australia. As a result of the `Robens style' of legislation, the regulators of the mining industry have had the opportunity to become less prescriptive and to introduce an `enabling' style in their statutes. This has not always been welcomed by the industry which has, to some extent, missed the comfort of knowing exactly what is required of it in order to ensure compliance with the legislation while appreciating the `self-regulatory' opportunities that the new style of regulation offered.

Estimation of operating costs in the nickel production industry requires a detailed analysis of material flows from mine to smelter to refinery. Despite the small number of nickel producers compared to other base metals, the existence of two very different ore types (sulphide and laterite) and a wide variety of mining and processing technologies make the identification of these flows of critical importance if an accurate global picture is to be obtained. Smelting and refining processes in nickel metallurgy have evolved with a high degree of adaptation to specific operating conditions in different locations. Overall costs are calculated by combining individual cost elements for each unit in production chains from mine to saleable metal product. The average cost of western world primary nickel production in 1995 was US$2.07/lb ($4560/tonne). Average operating costs remained virtually unchanged in the three years to 1995 after an 8.5 per cent fall in 1993, but a 3.9 per cent increase to $2.15/lb is expected for 1996. A major factor in this rise results from the lower prices of copper and cobalt this year, reducing the by-product credits available to major producers.

The Imperial Smelting Furnace (ISF) was developed in Britain during the 1950's as a process which could produce zinc from a blast furnace. Since then it has evolved into an efficient means of producing zinc and lead from lower grade raw materials, both of primary and secondary origin. These changes have been in response to the need to improve the cost competitive position of the ISF in a climate of decreasing metal prices. The improvements at the Cockle Creek smelter of Sulphide Corporation Pty Limited have resulted from work undertaken in four main areas: 1. Changes in plant design and operating practice to give more stable furnace operation. 2. Improvements to the quality of sinter being charged to the furnace. 3. Improved monitoring of process variables and the formulation of control strategies based on the improved data. 4. Increased understanding of the processes occuring within the furnace shaft to allow predictive modelling to be undertaken. Work in these areas is still progressing but the work to date has resulted in a significant improvement in the production rate and efficiency of operation.

The control of spontaneous combustion in spoil piles is an area of concern for a number of open cut coal mines. Spontaneous combustion in spoil may occur when carbonaceous waste materials are exposed to air. In large piles, the relatively high voidage within the pile may allow sufficient movement of air through the pile to sustain oxidation and heat generation. Over the past decade, ACARP and CSIRO have funded a number of projects aimed at providing a better understanding of the causes of spontaneous combustion in spoil piles and the development of control strategies. Work has focused on prevention measures but has also considered measures available to deal with well-developed fires. Field, laboratory and numerical modelling methods have been brought to bear on the issues. Individual projects have addressed: causes of spontaneous combustion including the relative reactivities of mine waste materials; the use of cover layers to prevent spontaneous combustion; the use of flyash grout to control an active fire; the emissions of air pollutants; and the emission of greenhouse gases. This paper provides a description of the work carried out to date with an emphasis on the major findings of the research and its application to open cut mines.

The Curragh mine has complex operating conditions. The mine operates in four seams to produce two coal qualities and is divided into five pits which have different qualities and coal preparation characteristics. The combination of all of the necessary controls to achieve maximum resource utilisation has necessitated the development of suitable software to assist the quality control engineering function. The required software had to be able to plan the optimum yield of coking coal whilst achieving the quality parameters for the coking coal and co-produced steam coal. The program has been designed to evaluate all of the mine faces available for coking coal production. The optimisation of coking coal production is planned and co-produced middlings steam coal determined. The optimum steam coal product is determined using the middlings in combination with bypass production.The computer software to carry out these functions has been designed by using an exploration data base as the raw data source. The program accesses this data and uses a coal preparation prediction program to determine the yield vs. ash relationship for each coal face. A linear program selects the optimum -combination based upon equal incremental ash values. The final output lists feed tonnages, coal preparation conditions, product tonnages and full coal quality data.

The replacement of diphenylguanidine (DPG) for separating INCO Bessemer matte with a water soluble collector requires a frother since most collectors do not have frothing properties. The objective of this study was to identify a non persistent frother which produced a deep froth and collapsed rapidly, while maintaining acceptable metallurgical separation. Incremental rougher flotation tests failed to differentiate any metallurgical benefit through the use of a specific frother, so other tests were employed to identify the candidate frother. The equilibrium froth height and rate of froth collapse (froth stability) of several commercial frothers were evaluated as a function of frother concentration using a 'frothmeter' apparatus. Frothers evaluated were methyl isobutyl carbinol (MIBC), Pine Oil, triethoxy butane, Dowfroth SA1263, Dowfroth 250C, Dowfroth 200 and Allied Colloids CRNI-1002. Dowfroth SA1263 produced the largest froth height, and TEB had the greatest rate of froth collapse. Frothers with properties similar to Dowfroth SA1263 and Dowfroth 250 were rejected due to their persistent froths. TEB was rejected because it has a low flash point and Pine Oil could be a nuisance to add to a flotation column. Therefore, the preferred frothers were declared to be Dowfroth 200 or Allied Colloids CRNl-1002.

Existing production facilities are constantly looking at ways to increase capacity. Many recent solutions have focused on the implementation of capital and infrastructure projects. It is accepted that capital expansions are frequently necessary for production gains; however, in many cases existing assets have the potential to deliver substantially better throughput than they are currently achieving. By focusing on automation of production control systems, production reporting and business processes substantial gains can be achieved utilising existing assets. This potential can be realised quickly and has been proven across several sites and industries. In the Pilbara region of Western Australia throughput gains of between two per cent and 25 per cent (translating to millions of tonnes per annum) have been achieved from existing assets using the methodologies discussed. The improvement process involves evaluating the entire production chain from the time the ore arrives at the plant to the time it is dispatched. A technical evaluation of the performance of the control system and plant automation interfaces to upstream and downstream processes is conducted. The relationship of these processes to the business systems and the human interface to the systems is reviewed to ensure a complete picture of the system is understood. Technical evaluation targets include: individual equipment operation, the engineering level of control systems, feed controls, etc; managing recirculating loads, surge capacities, dynamic inventories as well as management of in-feed systems and integration into yard and out-feed systems; and communication flow between control and other systems, data alignment between rail and shipping schedules, yard systems, sales systems and maintenance systems including such fundamentals as truck dispatch links to plant control. In parallel with the technical evaluation, business system evaluation takes place, including analysis of the operational systems, methods and personnel.
