The GDR has extensive lignite deposits at its disposal, which formed the basis for the development of an independent energy source after 1945 and which will retain their significance well beyond the year 2000 (see fig. 1). In 1946 lignite output was about 110 x 106 t. In 1985 312x 106 t was produced and in 1988 the planned output will be ca. 315 x 106 t. Thus, the domestic produc- tion of lignite covers ca. 75% of the GDR's primary energy requirements. More than 80% of the electrical energy is gener- ated by the use of lignite and about 12% by nuclear energy. In addition to this, about 18 x 106 t/a mineral oil and about 6 x 109, m3/a natural gas are imported, predominantly from the Soviet Union. The lignite deposits of the GDR are of Tertiary origin and are recovered exclusively by opencast mining. There are two large regions (fig. 2): - in the region east of the river Elbe (Cottbus/Senftenberg- "Niederlausitz") and - in the region west of the river Elbe (Halle/Leip- zig/Magdeburg). These deposits differ in geological age and conditions of depo- sition, consequently there are differences in their chemical and physical composition and, thus, in their uses. The younger Mio- cene coals of the main region in the East of the river Elbe belong to the epirogenetic type and have a low content of ash and sul- phur. Among other things, they are suitable for the production of brown coal high-temperature coke (Lauchhammer and Schwarze Pumpe). The older Oligocene coals of the Halle/Leip- zig region are bitumenous in certain areas. Therefore, they form the basis for production in low-temperature carbonizing and chemical plants. In the Halle-Magdeburg region, where the lig- nite is in contact with the underlying Zechstein subdivision, so- called "salt coals" are found.

The optimisation of capital in the total planning context has broadly two components: ò maximising the efficient utilisation of capital against competing capital demands; and ò maximising the efficiency with which the industry's capital requirements are sourced. This paper focuses on the latter of these two concepts, as I wish to highlight that within the coal industry the inefficient sourcing of capital has resulted in the inefficient utilisation of capital. In discussing the optimisation of capital within the coal industry I would like to outline three fundamental issues which currently impact the industry and its application of capital: Initially, from the perspective of an independent investor, the perceived risk associated with investing in a volatile industry cycle has not permitted appropriate funding structures to be created thus leading to an inefficient utilisation of capital. Secondly, investors seeking out a windfall gain have established a practice of trading in the assets rather than encouraging recapitalisation. And lastly the mismatch of supply and demand leading to the establishment of new projects which include a percentage of offshore investment has fostered an environment of lower returns and subsequently a dilution of capital.

The experiments described in this paper were carried out as a preliminary to a comprehensive study of the factors which affect the behaviour of lead during and subsequent to deformation by rolling and pressing. These observations are therefore to be considered as introductory to a further paper dealing more specifically with the above-mentioned variables.EXPERIMENTALThe rolling was carried out in a small mill with six-inch diameter surface ground rolls, both of which were electrically driven at 15 r.p.m. The average draft per pass approximated 0·03 in. The pressing was performed between platens in the compression unit of a 30-ton Amsler machine. The flat faces used had a ground finish comparable with the surface of the rolls. All hardness measurements were made with a Herbert "dead load" Brinell machine. The following te'sting conditions were maintained: ball diameter-5 mm.; load-10 kgms.; duration of loading-30 seconds; temperature of testing-16 to 18°C. Himalayan ranges on the northern border of India are source of many perennial rivers and suitable sites for large dams have been located therein. However, Himalayas are young mountains and comprise of comparatively weaker rocks having adverse geological features like shear seams, thrust zones, minor and major faults and intense jointing. Tehri dam project under construction, is located in lower Himalayas. It envisages construction of a 260.5 m high earth and rock fill dam and an underground power station of 2000 MW (Eight machines of 250 MW each, four of which will be reversible) installed capacity. This dam will be the highest and the underground complex will be the largest to be constructed in India in the Himalayas. The under- ground complex comprises of 25 km of tunnels varying in diameter from 6 m to 11 m and seven large cavities of various sizes, the biggest being 22 m in width, 194 m in length and 65 m in height. Rock formation in the power house complex belong to phyllites having various joint sets spaced from 0.5 m to 3 m. Due to the poor geological conditions and closely spaced net work of large cavities, the planning, analysis and design of the cavities is a challenging job. Many aspects have to be considered in determining the sizes, locations and orientations of the various cavities taking into account the properties and jointing pattern of rock mass, functional requirements and economics. Correct evaluation of loads and forces is necessary for economical design of supporting system for the various cavities. Rock loads on the roof of cavities and their supporting system will be assessed with the help of the latest methods. The stability of the rock mass around the cavity will be evaluated by elasto- plastic method using finite or boundary element techniques. A scheme of field investigations, laboratory tests and instrumentation for deter- mining rock properties in preconstruction stage and for monitoring behaviour of the underground cavities during and after construction is envisaged.

Removal of gangue minerals from ilmenite concentrates can beaccomplished by relatively low temperature roasting in controlled gasatmospheres to selectively enhance the magnetic separationcharacteristics of the ilmenite. At roasting temperatures below 800¦C the magnetising reactions are often not consistent with phase equilibria considerations. Metastable phases can nucleate and control the roasting products. In weathered ilmenites the phase assemblages and microstructures in the altered ilmenite grains can influence the roasting reactions. In this paper we give an overview of the phase chemistry of chemically weathered ilmenites and of metastable phases formed by low temperature roasting. We also report the results of roast experiments conducted in a neutral gas atmosphere. Major increases in magnetic properties after short roasting times at low temperatures were obtained for a range of ilmenite concentrates. For example heating a secondary ilmenite concentrate from Western Australia for 15 minutes in nitrogen at 600¦C gave an increase in the three kilogauss magnetic fraction from three to 92 wt per cent. The solid state phase changes accompanying the inert atmosphereroasts were characterised by combining elemental analyses withquantitative phase analyses of the ilmenite concentrates and their roast products. It was found that the phase reaction that is principally responsible for the increase in the magnetic properties of weathered ilmenites involves a transformation of disordered ferrous-containing pseudorutile to an ordered ilmenite-hematite solid solution containing typically ten to 35 mole per cent of the hematite component. Examples are given of the application of the inert atmosphere roast to effect separations of ilmenite from gangue minerals.

The Morobe Goldfield in Papua New Guinea has produced in excess of 120 tonnes of gold from predominantly alluvial sources. Hardrock gold has been mined historically at Wau (23t) and Edie Creek (40 and geological resources have been established at Hidden Valley (780, Kerimenge (360 and Hamata (30t). Numerous prospects have also been identified within the goldfield. Primary gold mineralisation is related to intrusion of dacitic to andesitic Edie Porphyry (2.4 to 3.8 Ma), often with associated diatremes, which have intruded along major regional structures. A full spectrum of deposit styles from proximal (mesothermal) to distal (epithermal) to the porphyry source is recognised. The transition between the proximal and distal styles is recognised both between deposits and within an individual deposit. The deposit styles should be termed porphyry related gold mineralisation rather than given the generic epithermal and mesothermal labels.

The design of most underground mining machines shows little evidence of regard for ergonomic principles and operator comfort. Likewise, efficiency and ease of operation often appear to have been given little consideration in machines where ruggedness and simplicity have tended to dictate the configuration. Improvements in productivity are amongst the benefits to be gained by a different approach to machine design. The paper describes the philosophy and features of a test bed Load-Haul-Dump Vehicle undergoing trials at Mount Isa Mines. This machine is the outcome of a Research and Development Programme conducted by the Department of Mechanical Engineering at the University of Queensland and Mount Isa Mines Limited. The diesel powered test bed features an enclosed, air conditioned cabin, with a suspended operator's control station and electrically operated controls. An electronically controlled hydrostatic transmission incorporating wheel slip control, is another innovation. The performance and operator acceptance of the machine has led to adoption of most of the concepts in a new machine now being put into production.

BHPBilliton operates the Mt Whaleback Mine located in the semi-arid Pilbara Region of Western Australia. Approximately 200 Mt of net acid generating (NAG) material still remains to be mined. Acid Rock Drainage (ARD) was first identified at the site in 1995 following cyclonic storms. This resulted in the development of strategies that have allowed the mine to successfully manage ARD whilst continuing to operate. BHPBilliton Iron Ore is working toward prevention of ARD in its operations, however, historical practices have left residual areas that must be considered. Three significant sources of ARD have been identified that must be managed: stormwater run-off from exposed pyritic shales in pit surfaces; basal flows beneath overburden storage areas following rainfall events; and contaminated water from pit dewatering. The mine contains all ARD water onsite. This is achieved by: storage of all affected water in the ARD dam; evaporation of affected water from the ARD dam and the adjacent evaporation ponds; pumping from upstream dams to prevent stormwater from being affected; and emergency storage and treatment in-pit as a contingency. The site ARD management strategy is approved by senior management and endorsed by State Government regulatory authorities and relevant external stakeholders. Additional strategies are also under evaluation to effect long-term closure of the operation. Record rainfalls from 1998 - 2001 have tested the capabilities of the ARD strategy and management plan. Learnings from these events, coupled with recommendations from an extensive technical audit in 2000, have been incorporated into the strategy for ARD management. This paper presents the strategy and an overview of the ARD management plan that can be considered and applied by other affected sites in the management of ARD.

A pilot scale experimental investigation of the condensation of zinc vapour from smelter off-gases was performed in conjunction with a mathematical modelling study of the system. The work investigated the feasibility of using the high heat and mass transfer rates associated with a fluidised bed to condense zinc directly from smelter off-gases containing zinc vapour. Of particular interest was whether zinc would revert to zinc oxide during the process of condensation, and whether a zinc fog would form and be carried out of the condenser. A 0.1 m diameter fluidised bed condenser was mounted on the top of a 200 kVA DC electric arc furnace in which mixtures of vapours and gases were generated at 1150 - 1300¦C. The gas/vapour mixtures investigated included Zn/N2, Zn/N2/CO/CO2 and Zn/N2/H2/H2O. Greater than 90 per cent of the zinc was deposited on the zircon sand bed of the condenser, and there was no sign of zinc oxide formation, suggesting that the rate of heat transfer was faster than the reaction rate for zinc oxide formation. There was also no evidence that fog was being formed in the condenser. Using the methods of Kunii and Levenspeil (1991), a mathematical model was developed to predict the behaviour of the fluidised bed condenser. The model enabled the distribution of gas/vapour temperature and bed temperature to be determined as a function of distance from the condenser inlet. Similarly the partial pressure of zinc vapour in the gas mixture, and hence the mass transfer rate of zinc to the particles, was determined. Experimental data allowed validation of the predicted bed and gas/vapour temperatures.

ALTHOUGH discovered as long ago as 1817, by Strohmeyer, the use of cadmium did not become in anyway general for nearly a century. Its properties, although well known, did not recommend it to users of metals generally, and it was, on the whole, regarded more in the light of a nuisance to zinc producers than anything else. Its real value was not appreciated until both the United States of America and Germany, who are entirely dependent on outside sources for their supplies of tin, were faced with the unpleasant fact that their tin stocks were being rapidly depleted, with practically no prospect of having them replenished. This resulted in serious efforts being made in the UnIted States of America to conserve what tin was available, and, as a consequence, several metals were tried in the hope that they would prove satisfactory substitutes for tin. Among these was cadmium, and it was found that cadmium could replace tin in a manner sufficiently satisfactory to permit of its use in many directions where tin had been used before.It is on this ability of cadmium to replace tin that its use became in any way general at first; but since then new avenues of development have been opened up in which its physical and chemical properties are proving their value. It is highly probable that its use will extend very considerably as time goes on. OCCURRENCE OF CADMIUM.There are several cadmium minerals known, but none of them occur in profitable quantities as ores. The cadmium of commerce is derived almost entirely from zinc minerals and ores in which it is almost invariably present in proportions which are usually very small. Cadmium behaves metallurgically almost the same as zinc, and hence constitutes a fraction of 1% of almost all spelter.

The transportable moisture limit of a mineral concentrate (TML) is of great importance in the shipping of that material from Australian ports. Each year Australian mining companies incur substantial costs as a consequence of delaying shipments and/or multi-handling concentrates so as to comply with transportable moisture limits. Despite this there is a general lack of in-depth knowledge concerning factors that influence the parameter. Eight major Australian mining companies supplied sizing, specific gravity and TML data for their concentrates. Zinc, lead, copper and bulk concentrates were represented in their data. Estimated surface areas of the concentrates, as calculated from their normalised sizing data, correlated strongly with the reported transportable moisture limits. This high correlation prevailed in spite of the acknowledged limitations associated with the use of multi-sourced data and the adoption of simplistic approaches in the normalisation of sizing data and the estimation of surface area. Based on the broad range of concentrates studied, concentrate sizing data were concluded to offer potential as an alternative means of reliably estimating transportable moisture limits.

Present capacity for molten iron production at Port Kembla is an average of 13 000 t/day from five blast furnaces. The most recently installed blast furnace, No.5, was commissioned in March 1972 with a design capacity of 4 500 t/day. For the first reline currently scheduled for 1977, plans are being finalized.for significant modifications and uprating of capacity. Achievement of the initial design capacity from No.5 blast furnace on a sustained basis was not realised until the third year of operation. Although the furnace is only 42% larger than No.4 blast furnace on an inner volume basis, the more stringent raw materials, operation and maintenance requirements of the larger furnace and more complex equipment have been found to be much more critical than anticipated in the planning stages. These problems have also been experienced by many other companies who have recently installed large new blast furnaces. Some of the principal problem areas are described together with measures taken to over- come the difficulties. The selection and design of process options to deliver outcomes consistent with sustainable development requires simultaneous consideration of multiple objectives, within a climate of uncertainty û including the environmental and social aspects of technology management in addition to the technical and economic aspects of such. An issue of particular relevance in primary metal production is the deportment of minor and trace components within orebodies, products and wastes and the implications of such deportment for eco-efficiency û in particular, the long-term environmental impact of solid waste management practices. The identification of opportunities to enhance recovery of valuable by-products and simultaneously improve the environmental acceptability of final waste output requires a clear understanding of the distribution of the relevant ore components, which results from the choice of processing route and unit operation efficiency. This is challenging, given that process streams generated during primary metal production are generally poorly characterised and the behaviour and deportment of trace to minor and trace components is not well understood. This paper demonstrates how current data gaps and inconsistencies can be systematically addressed through the meaningful reconciliation of empirical plant data with a fundamental understanding of the mechanisms and parameters influencing element behaviour and deportment during the formation and subsequent beneficiation of mineral ore deposits. On this basis, quantitative distribution data and a comprehensive and comprehensible inventory of unit process inputs and outputs as a function of ore compositions and processing technology options can be generated, which is consistent with early design stage information requirements, both in terms of detail and accuracy, ie is æfirst-orderÆ in nature. This predictive approach to element distribution during primary metal production provides decision-makers with key information in the early design stages of a project (in terms of developing processes within the context of sustainability), whilst simultaneously guiding further data collection and environmental impact prediction studies.

A multi-wire borehole instrumentation system was used to monitor strata movement caused by a retreating longwall face at the Ellalong Colliery, situated in the Lower Hunter Valley in New South Wales, Mechanical anchors were placed at various horizons in the borehole which extended from the surface to the extracted coal seam. The vertical movement of the anchors was monitored during mining. The zone of major disturbance was confined to 13 times the extracted seam thickness above the seam. The average dilation of strata in this zone was 6 per cent. Above the caving zone, the tensile strain was under 2mn/m except at one location, where it was `xmi/m. The subsidence trough under dynamic conditions was flatter than that under stationary conditions. The subsidence also depended upon the extent of strata fragmentation prior to undermining.

Geological modelling is a crucial preparatory stage to most facets of the mine planning of an orebody. The process of modelling involves skilled geological interpretation. Recent innovations in computer software and graphics hardware provide many tools which can be used to dramatically improve on manual methods of interpreting orebody data. Geological interpretation can be carried out quickly to produce accurate block models for many orebody attributes, such as grades, and these models can be easily updated locally as exploration and mine development data become available. The speed of the modelling process coupled with the mass storage capabilities of the computer now allows geologists to optimise the geological model or carry more than one model through to the mine planning phase.

Human habitation of the Pacific Rim began when mankind began migrations out of its place of origin in the Rift Valley of Central Africa c. 4million years ago. This migration was erratic and largely controlled by advances and retreat of the various Ice Ages which, while limiting advances in areas of intense cold, at the same time aided migration thro-ugh the creation of land bridges as ocean levels declined during periods of glacial advance (Fig.l).Mankind began its trek to the Pacific from Africa across India then north into southern China and south into Indonesia (Fig.2). In part, these migrations stimulated early technological develop-ments to fulfill needs and adapt to environmental conditions; thus, these nomads developed stone and bone tools, animal skin clothing and the use of caves and other simple shelters. The earliest evid-ence of mankind's use of fire can be found at Zhou-koudaian near Beijing, c.400,000 BP.From China, the completion of the Pacific Rim's population can be attributed to the last Ice Age that dropped the ocean level by more than 300 feet and created land bridges about 40,000 BP allowing migration across the Bering Strait into Alaska and to Australia from Indonesia. The American migration reached Mexico about 30,000 BP, and by 6000 BP the occupancy of the Pacific Rim was complete when the first human settlers reached the southern tip of Chile.

The Palaeozoic succession of Victoria contains one of the world's major gold provinces with a total production of 2500 tonnes of gold. Larger deposits, including Bendigo (over 800 tonnes Au), are related to Ordovician slates and greywackes, but a wide range of metamorphosed sedimentary and igneous rock types are host to significant gold deposits. Most, if not all, deposits demonstrate structural control, although the controlling structural features are variable between deposits: a majority of deposits comprise quartz veins. It is suggested here that a major factor in making Victoria such a gold-rich province might be a particularly high geothermal gradient in central Victoria during the Tabberabberan orogeny (360-380 my). This generated auriferous metamorphic fluids from underlying successions (?Cambrian) which migrated upwards along active structural pathways. One cause of gold deposition appears to have been fluid reduction by carbon, but other methods are suspected. This model is considerably simpler than the plethora of syngenetic, granite magmatic and lamprophyre-related models that have been proposed recently, but is in basic agreement with Cox et al. (1983). Exploration models for similar gold deposits both within Victoria and elsewhere should take account of the negligible evidence for a major syngenetic contribution to Victorian gold production, and the lack of any clear genetic relationship to particular igneous rock types. A real opportunity exists for new deposit types not identified by the early prospectors.

AND INTRODUCTION The Lochiel coal deposit, a large Tertiary soft brown coal deposit in the mid north of South Australia, is currently being investigated by the Electricity Trust of South Australia (ETSA) as a potential source of fuel for a base load power station. Feasibility studies indicated that the proposed dragline method of overburden removal was viable but economically sensitive to both highwail and dump batter angles. The unusual properties of the unconsolidated overburden sediments and the groundwater regime posed a number of intimately related hydrogeological and geotechnical questions which were addressed before and during the excavation of a trial pit. All strata at Lochiel are of soil strength, and artesian aquifers occur above and below the coal. From the initial evaluation of the deposit a number of hydrogeological questions were defined. These related to the rate at which the pore pressure in the silts is reduced by dewatering, the extent of the reduction in pore pressure due to prestripping, and the feasibility of dewatering and depressurising carbonaceous silty sand sequences. The site of the trial pit was selected to answer these and other questions from the basis of a detailed geological, hydrogeological and geotechnical understanding. The trial pit dewatering system simulated a full scale mine dewatering system and included ten pumped wells, twenty drainage wells, and nearly 400 monitoring instruments. It operated from September 1986 to June 1987. The excavation was carried out between February and May 1987.

This paper examines the properties of Australian indigenous crude oil and the changes to Australian refinery process- ing required after the Gippsland crude finds in the late '60s. In addition the paper details the dif- ferent crudes available to Australian ref ineries and the relative product yields in relation to Australian crudes. Market demand for petroleum products both now and in the future is then related to the products yields. The paper also examines the impact of the OPEC induced crude price spiral and the subsequent changes in refinery engineering, current and projected market demands, and energy conservation measures both inside and outside the industry.

A problem with secondary breaking at one of the mines of Pasminco Mining led to a study of new rock breaking technologies. Many of the techniques being developed had emerged from the thrust in the USA for continuous drill=break excavation. Such approaches to rock breaking highlighted the applicability of what would normally be classified as tunnelling techniques, to the secondary breaking sector - and possibly the reverse. As a direct result of the investigations for suitable technologies, Pasminco Mining supported the development of two improved rock breaking methods specifically targeting secondary breaking, one of which could be applied to continuous excavation.
