There exist several legislative provisions in N.S.W. which work together to control surface subsidence due to extraction of coal by underground methods. The important ones are the Coal Mining Act, Coal Mines Regulation Act, Mine Subsidence Compensation Act and Dams Safety Act. In addition, there are guidelines laid down by the Chief Inspector of Coal Mines for mining under and in the vicinity of tidal waters and the ocean. There are also conditions of coal mining leases and conditions of approvals given to undertake various methods of mining which stipulate further controls. The legislative provisions and relative controls are designed to minimise surface damage, ensure safety , of major public utilities, control- surface land use and compensate damage caused by subsidence as a result of coal mining operations. They aim at balanced and responsible development of our valuable coal resources consistent with adequate safeguards to surface improvements and natural features. The paper discusses in detail these legislative provisions and the mechanics of their operation with a view to emphasising the fact that underground coal mining operations are undertaken responsibly and in a planned and rational manner for the overall benefit of the community. Further, the paper aims to demonstrate the need for legislative measures and conditioning of mining operations to keep abreast of developments in the knowledge and skills of mining and subsidence engineers and continuing improvements in mining technologies. Likewise there is a need on the part of engineers and those associated with introduction of new technologies to appreciate the requirements and existence of legislative and other measures having a direct or indirect association with surface subsidence as a result of coal mining operation.

A new rapid spectroscopic core and chip logging and imaging system developed by CSIRO was evaluated by PIRSA and GA on a wide variety of mineralised properties in South Australia, including the Emmie Bluff, iron oxide copper-gold-style prospect on the Stuart Shelf. During a three-month campaign in South Australia in 2003 the system logged over 50 000 metres of core from the State Core Library, company prospects and mines. The new system uses automated core tray handling, continuous visible and infrared spectroscopy, and digital imaging, to characterise and identify dominant mineral species on core, chips and pulps, at spatial resolutions of ~1 cm (spectral data) and ~0.1 mm (image data). The system can log up to 1000 m of core per day and several thousand metres of drill chips. Mineralogy is pre-interpreted using specialised identification software trained on a selected suite of minerals showing characteristic absorption features within the measured spectral range. On core from the Emmie Bluff iron oxide copper-gold prospect, 470 km NW of Adelaide and 80 km SSE of the Olympic Dam Cu-U-Au deposit, the spectral mapping system was able to characterise a number of alteration zones enveloping the sub-economic Cu-Au mineralisation. These consist of distal white mica phases showing decreasing Al content towards mineralisation, a zone of increased iron oxide content in the hangingwall to mineralisation, and a zone proximal and coincident to Cu-Au mineralisation that is enriched in chlorite with variable Mg/Fe chemistry. Additionally the results show background spectral characteristics that mimic the magnetite distribution.

The design of the reinforcement systems required to stabilise mine roadways has developed through the application of field measurement techniques. These techniques have allowed the level of security of a given opening to be determined from an assessment of the loading within the reinforcement, the extent of roof deformation and experience. The design systems developed are now used extensively in a wide variety of geological environment. Recent interpretative techniques have been developed to improve the level of confidence when designing roadway reinforcement. The techniques are particularly applicable for roadways subject to either weak materials or extreme stress levels. A second area of application is where roadway advance rates and hence the timing of reinforcement placement are critical. The newly developed techniques include both analytical and computational models. The validated computational techniques allow a more rational approach to investigation of the effect of varying reinforcement type, timing of placement and density on the level of stability achieved.

In early-1989, subsidence due to voids at the top of previously filled stopes and stopes awaiting filling,began to threaten the 15 level fill conveyor horizon. This together with the need to maintain production targets meant that a method was required to significantly increase fill placement.Alternative methods of placing dry fill underground were investigated. One option was to drill 200 mm boreholes from surface directly into stopes 600 - 800 metres underground. A drilling program was successfully undertaken, and resulted in the placement of more than 800 000 tonnes of dry aggregate fill via four boreholes.This paper details the drilling program undertaken and discusses the difficulties encountered, the fill placement system and the project costs.

My forebears migrated to South Australia in the 1830s, 1840s and 1850s. All of them were literate but, because they moved about South Australia looking for work, family papers have become scat- tered and I am left with a few fragments. Some years ago I was intrigued to find among my fath- er's books a frontispiece in an old Anglican Book of Lessons. As can be seen Joseph, a mining smith, was also a Freemason. Thus my interest was aroused. I know some- thing of modern day mining communities in South Australia and wondered what they were like 100 or more years ago.

Within the Mt Whaleback open cut mine the integrity of the final pit wall is achieved through careful rock slope design, use of rock reinforecement technology where marginal stability exists and use of controlled blasting techniques and excavation practices. By reducing the effective density of ANFO explosive within blastholes to around 0.2 glcm', and developing standard blast pattern designs for various rock types, blast damage to pit walls has been minimised. Accurate geological prediction is necessary for optimum blast design. Controlled blasting is undertaken where blasting occurs within 90 m of the designed final batter crest and hole by hole assessment of final limit blast patterns is undertaken before pattern charging. Shovels and trucks remove the bulk of blasted and dozed rock material, but due to the mine's variable pit wall slope configuration, bulldozer excavation of some critical design batters has been successfully Implemented.

In recent years there have been a number of excellent towns built for mining communities in remote parts of Australia. Planning has been thorough, and very large capital expenditures have been made by companies to provide high standards of accommodation, services and amenities. But so often the phrase 'company town' comes to be applied, expressing the frustrations of the residents, working for a single employer who dominates their lives, and of the company, which would prefer not to have to build and operate a town. The much-vaunted early success of some iron ore, bauxite and coal projects has led to a belief that the success of all mining projects is assured. Those holding this belief ignore the vagaries of mineral deposits and of markets, and the need to amortise large high-risk capital expenditures, much of which is spent on social and industrial infrastruc- ture. An automated method, which is believed to be the fastest in the world and which can be used by mineralogically-untrained technical assistants, has been developed for the rapid location of native gold particles and other gold minerals down to 1 pm in size in ores, concentrates, and tailings using a scanning electron microscope. Searching of a 25 mm diameter polished block in 1 pm steps usually requires 3-4 h. Examples of the location of native gold and gold tellurides in drill core sections, in crushed ore samples and gravity and flotation concentrates, and in various metallurgical test products are given. The results have application in ore exploration, in guiding metallurgical test programmes, and in assessing metallurgical per- formance in testwork and in operating plants.

The treatment plant of the Gold Mines of Kalgoorlie Ltd. is situated on the Oroya South Lease, on the Eastern edge of the Kalgoorlie Golden Mile.It was designed and erected by Messrs. Alex. Stewart and Company, in consultation with Mr. Harry Hey, and was completed in November, 1937.Its original capacity was 9,000 tons of all-sulphide ore per calendar month, l?ut the plant was extended in October, 1939, to treat 13,000 to 14,000 tons per month of mixed sulphide and oxidised ore.Recovery of the gold is accomplished by cyanide treatment, followed by flotation of the cyanided residue, roasting and cyanidation of flotation concentrate and precipitation of the gold from the cyanide solutions. In the cyanide section, the crushed ore is finely ground in cyanide ,solution and the pulp is agitated to dissolve further gold. It is then thickened and filtered. In the flotation section, this filter residue is conditioned with S02 gas and a pyrite-gold concentrate recovered by flotation.This concentrate is roasted and then cyanided.KALGOORLIE ORE DEPOSIT.The Kalgoorlie ore deposit occurs within a wide area of Pre-Cambrian rocks, ,and consists essentially of two series of basic igneous rocks known as the older greenstone series (calc schist) and the younger greenstone series (quartzdolerite- greenstone) . The current study integrates hydrogeochemical and stable isotope results to investigate the sources and evolution of acid mine drainage at the historic Mount Morgan gold mine in Queensland, including the controlling factors and mechanisms of sulfate formation. The open pit and seepage sumps contain acid-sulfate waters and show elevated Al, Cu, Fe, Mn, Pb and Zn values. Samples collected from the Dee River bordering the mine site are less acidic, with lower concentrations of dissolved metals that gradually attenuate downstream from the mine. Concentrated acid mine waters has lead to formation of efflorescences consisting mainly of hydrous Fe-sulfates. The results of the ongoing isotope analyses on water samples show distinctive grouping of the data. The range of the sulfur isotope values for dissolved sulfate in samples from the open pit and sumps (d34S = 2.1 to 3.0 per mil) are similar to those of sulfides in the Main Pipe mineralisation (d34S = - 0.2 to 2.8 per mil). The lack of fractionation between sulfides and sulfate indicates that intermediate oxidation states of sulfur are not significant and makes this technique a useful tracer to identify the sources of sulfate. The Dee River samples, on the other hand, have heavier sulfur isotopes (d34S = 2.8 to 5.0 per mil). These samples may contain dissolved sulfate from æinternal sourcesÆ in the river basin, show local bacterial reduction or indicate a simple mixing trend. Further isotope analyses including oxygen isotopes of dissolved sulfates will enhance the interpretations.

In recent years, computational fluid dynamic (CFD) modelling of mechanically stirred flotation cells has been used to study the complexity of the flow within the cells. In CFD modelling, the flotation cell is discretised into individual finite volumes where local values of flow properties are calculated. The flotation effect is studied as three subprocesses including collision, attachment and detachment. In the present work, these subprocesses are modelled in a laboratory flotation cell. The flotation kinetics involving a population balance for particles in a semi-batch process has been developed. From turbulent collision models, the local rates of bubble-particle encounters have been estimated from the local turbulent velocities. The probabilities of collision, adhesion and stabilisation have been calculated at each location in the flotation cell. The net rate of attachment, after accounting for detachments, has been used in the kinetic model involving transient CFD simulations with removal of bubble-particle aggregates to the froth layer. Comparison of the predicted fraction of particles remaining in the cell and the fraction of free particles to the total number of particles remaining in the cell indicates that the particle recovery rate to the pulp-froth interface is much slower than the net attachment rates. For the case studied, the results indicate that the bubbles are loaded with particles quite quickly, and that the bubble surface area flux is the limiting factor in the recovery rate at the froth interface. This explains why the relationship between flotation rate and bubble surface area flux is generally used as a criterion for designing flotation cells. The predicted flotation rate constants also indicate that fine and large particles do not float as well as intermediate sized particles of 120 - 240 ¦m range. This is consistent with the flotation recovery generally observed in flotation practice. The magnitude of the flotation rate constants obtained by CFD modelling indicates that transport rates of the bubble-particle aggregates to the froth layer contribute quite significantly to the overall flotation rate and this is likely to be the case especially in plant-scale equipment.

The mineraliza- tion is related to carbonate-rich epigenetic solutions which moved along major structural features closely associated with the intru sive diapir.

The high-shear colloidal mixer is generally recognised as the most efficient method of mixing cement based grouts. Only recently however has this technology been applied to the production of cemented rockfill (CRF) for use in underground mines in North America. Traditionally, paddle type mixers have been used to produce the cement based slurries required for the preparation of CRF. While considerable success has been achieved with these mixers, tremendous advantages are attained with the colloidal mixer. The combined effect of the highly efficient mixing action and the ability to mix low water/solids ratios, allows for reductions in the cement content for a given strength requirement. Cement can also be replaced by cheaper fillers such as flyash, resulting in further cost savings. Although large-scale dedicated CRF hatching plants are typical, there is a growing need for mobile plants capable of operating anywhere underground. The compact size and rapid hatching speed of high-shear colloidal mixers has allowed them to be incorporated into skid mounted systems capable of producing and discharging cement based slurries onto rockfill aggregate for the production of CRF. In many cases run-of-mine development waste can be used as CRF aggregate with these slurry plants thereby reducing the cost of waste rock removal. These relatively low cost portable plants have now allowed several mines to economically rccmer isolated pillars and realise positive returns on their investment.

Industrial flotation plant design is a complex process involving many aspects, one of which is the use of pilot-scale plants to test industrial plant flow sheets. Once test work on a pilot-scale has been performed, scale-up of these results to the full-scale plant must be performed. This paper describes scale-up test work performed on the Floatability Characterisation Test Rig (FCTR). The FCTR is a self-contained, highly instrumented mobile pilot plant designed to determine flotation model parameters and to develop and validate flotation plant modelling, scale-up and simulation methodologies.

The Lower Palaeozoic Woolomin Association is composed of chert and jasper (often radiolarian), siliceous argillite, the mafic volcanics with associated hyaloclastites, and occasional greywacke and limestone lenses. Several "Cyprus-type", conformable pyritic copper (+/- zinc and cobalt} sulphide lenses are spatially related to individual mafic volcanic units and manganiferous chert and/or jasper. The Association has been interpreted to represent an oceanic crustal remnant generated either in an island arc environment (Herbert, 1981) or at a divergent plate boundary (Scheibner and Glen, 1972; Leitch, 1974a, 1975) later to be obducted, or tectonically emplaced, into continental crust; the adjacent Peel Fault was considered to be the palaeo-obduction zone (Scheibner and Glen, 1972) and the associated alpine-type mafic/ultramafic complex, an ophiolite (Crook and Felton,1975).

Although a formal EES was not prepared for the WIM project due it winding down, CRA Ltd has been through the EES and planning scheme amendment process for its demonstration plant. Community consultation was involved with all aspects of this process. The paper outlines the WIM EES consultation program and provides lessons for future community consultation for major projects in regional locations with significant potential to alter the environment.

Improving the performance and reducing the costs associated with export logistics chains is critical to the competitiveness of export coal mines. The fundamental practices associated with the use of export logistics chains made up of mine, trucking, rail and port operations are being challenged by the advent of third party operators on rail systems and the use of the Internet.Whilst individual mines can improve their processes to drive down their mining costs, they face major challenges in their endeavour to improve the performance of export logistics chains and reduce the significant logistics costs of moving coal from the mine to export ships, via the shared infrastructure of rail systems and ports. There is an increasing realisation that global competition is not only between mines but between coal export regions that are defined by their rail system and ports infrastructure.

From a detailed combustion testing program and earlier experience with Leigh Creek coal, the Electricity Trust of South Australia (ETSA) gained a wide insight into the use of low rank coal fired boiler plant. This work is fundamental for the selection of boiler design parameters and other details which in turn determine the correct coal deposit selection for future power station development. In addition it gives boiler designers a good indication of the measures required to give reliable plant operation. Extrapolation from experience with existing plant, the designers main source of information, was not considered appropriate because of the lack of experience with similar coals. Brown coal beneficiation is also being assessed by ETSA in an attempt to improve the coal quality by the pretreatment of the raw coal prior to combustion in future coal.fired boilers. ETSA is also involved in the development of circulating fluid bed and gasification processes to determine whether these alternative processes are a more viable method of utilising the South Australian coals than pulverised fuel firing.

Underground coal gasification (UCG) is a promising process for obtai- ning energy from coal, which is either unmineable with current mining techno- logy or uneconomic to recover, using conventional methods, in the present energy market situation. There are several coal fields, which could become new coal reserves, if the UCG process were successfully applied. In the 1960's Japanese researchers made a number of basic studies and field tests into UCG, although not all of them produced favourable results. This paper reviews Japanese research on UCG. This includs basic studies into coal gasification using a small, tube reactor fed by air and oxygen, and also large scale model stu- dies(reactor size of 8.Om x 2.4m x 1.5 m). Field test results from Akabira colliery in Hokkaido and a feasibility study of power generation using UCG from a coal field in Hokkaido are also Presented.
