In August, 1977 the United States Congress passed Public Law 95-87 which has been commonly referred to as the Surface Mining Control and Reclamation Act (or SMCRA). This title is somewhat misleading in that the act creates as many regulatory requirements for underground coal mines as for surface coal mines. How- ever, this paper will concentrate on the effects of SMCRA on designs and stability for various activities of surface coal mines, specifically those concerning "Disposal of Excess Spoil". In the past, the objective of most laws and regulations applicable to the mining industry has been to achieve goals of safety or environmental concerns for all types of mining. However, SMCRA is unique in that it sought to regulate-all-activities of coal mining from initial data gathering, exploration, mine design and facilities design to reclamation activities and design. More specific to the stability of the activities of surface coal mining, special criteria for design and construction performance standards have been promulgated for the construction and maintenance of roads, dams and embankments, coal processing waste, ex- cess spoil piles, backfilled reclamation and pit slides. The criteria for design for the previously mentioned facilities has been enumerated by regulations and in many ways restrict the use of site specific design parameters. The furnace in which rimming steel is made has an important bearing on the quality of the steel produced. Furnace.—Particularly in the manufacture of low-carbon rimming steels, it is necessary to have an efficient, easily regulated furnace, because of the relatively high finishing temperature requirements. In recent years, the most important development in design of open-hearth furnaces has been the sealing and insulation of the greater part of the furnace to prevent air infiltration and loss of heat. Efficient, straight-line valves insure proper draft. Combustion controls guarantee correct gas-air ratios. Furnaces of all sizes ranging from 20 to 200 tons have been used successfully in the manufacture of rimming steels. Metal bath is varied from 20 to 40 in. in depth without appreciable variation in quality. Charging.—A normal open-hearth charge consists of pig iron (hot or cold), scrap of miscellaneous nature, and slag-making additions, such as limestone and burnt lime. Because of local conditions, some plants find it necessary to discard the use of pig iron and use some carbonaceolis substances with varying percentages of cast iron to replace the pig iron. It is questionable whether such practice will consistently produce the quality of rimming steel required for auto stampings and other severe drawing requirements. Pig Iron.—An open-hearth furnace under proper control should melt 150 tons of low-carbon rimming steel on about 35 to 38 per cent pig-iron charge basis. INTRODUCTION The neutron-garnma log has been used for stratigraphic correlation by the oil industry for a number of years. In the past few years, the quantitative application of the log to provide information with respect to porosity has received considerable attention. The basic concept of quantitative interpretation has been pointed out in the literature.1 It shall be the purpose of this paper to develop by empirical means a method whereby the relationship of porosity to neu. tron-gamma deflection may be predicted for various bore hole diameters. This relationship is applicable to the present commercially available neutron-gamma log run in open hole. Data available at present are insufficient to establish similar correlations for cased holes. Through the development of such a correlation, the importance of the various factors which influence the log become evident. NEUTRON-GAMMA CURVE The logging tool conisists of a source of neutrons and a means of detecting and measuring gamma rays, the detector being shielded from the direct emission from the source. The gamma rays reaching the detector have three sources of origin: (1) the natural gamma radiation emitted by the formations, (211 induced gamma radiation resulting from neutron bombardment. (3) gamma rays emitted by the source and scattered by the formation. It has been found that a neutron derived porosity correlation is best for shale-free formations. Under this condition the natural gamma ray radiation is quite low, and therefore, will be neglected in this work. The induced gamma ray radiation resulting from neutron bombardment is predominantly a function of the hydrogen atom concentration of the substance penetrated. Due to the geometry of the presently used system, the neutron-gamma curve indicates low radioactivity opposite high hydrogen concentration and high radioactivity opposite low hydrogen concentration (Figs. 1 and 2). Having a curve which measures hydrogen atom concentration, it follows that if the matrix of the formation penetrated consists only of atoms other than hydrogen, and if the fluid filling the pores is either oil or water, the curve should be an indication of porosity (both oil and water have practically the same number of hydrogen atoms per unit volume'). The above criteria for a porosity (Correlation are fulfilled in clean sandztones and limestones in which the pore volume is completely filled with liquids (oil or water), but not in formations containing either free gas or shale or both. Free gas. even under pressure, contains considerably less hydrogen per unit volume than oil and water; therefore, a variation in response on the curve would be expected. Camp- bell and Winter,' indicate that this difference in hydrogen concentration is sufficient to distinguish between sands containing water or oil and those containing dry gas. Shale is a mineral that contains hydrogen in its molecular structure in addition to the hydrogen which is present in the water of hydration. Thus, in formations containing variable amounts of shale, the hydrogen concentration indicated by the curve is not a direct indication of porosity. Bush and Mardock' have indicated that a correction may be made by use of the gamma ray curve to provide a porosity correlation. Since the induced gamma rays are predominaiitly a function of hydrogen concentration, it would be anticipated that the fluid filled bore hole would materially influence the logs. It has been pointed out that the neutron-gamma curve response decreases with increase in hydrogen concentration, therefore, the response due to the induced gamma ray component decreases with increase in fluid filled hore hole diameter. In the mining and handling of sulphide ores, some degree of oxidation takes place on the sulphide surfaces, which are exposed to the atmosphere. It is, moreover, well known that the oxidation compounds formed are a factor when such ores are subsequently treated by flotation. Modern operating technique and reagents are capable of contending with this condition to a major degree, provided that the proportions of the reagents used are varied correctly. This is particularly true at the Tennessee Copper Co., where the ore treated contains pyrrhotite in addition to other sulphides. A number of soluble salts, some of which are unstable, can be formed during the oxidation of the sulphide ores. Those unstable salts, whose oxygen requirements are unsatisfied, are constantly changing to more stable forms because oxygen reacts with them during the crushing, grinding and other operations of ore preparation. We add no chemicals of any kid to the ore pulp in its preparation for flotation feed. Consequently the only compounds that are present in the flotation feed are those produced by the natural oxidation of the ore in the presence of air and water. The Tennessee Copper Co. ore is composed of from 60 to 70 per cent sulphides and from 40 to 30 per cent non-sulphide material. It is not the purpose of this paper to discuss the nature of these various oxygen-sulphur compounds nor their effect on flotation, but to describe a method for correcting the effect. Suffice it to say that we have found that the reducing sulphur and oxygen salts have a depressing action on our bulk flotation process.' From long experience we find that the best means of correcting for this variation in our work is to increase or decrease the quantity of xanthate, the promoting agent, as the quantity of the reducing salts increases or decreases. The secondary dispersion of copper, zinc and fluorine in A horizon soils was examined in Pope and Hardin Counties, IL, by sampling 122 sites along five traverses. Four of the traverses were taken above a deeply buried manto; a fifth intersected a vein complex exposed at the bedrock surface. Plants at each site were examined and analyzed for fluorine and on one traverse for copper and zinc. The A horizon soils were also tested for lead, manganese, barium, nickel and cobalt. The total content of copper, zinc, and other heavy metals in soils was determined by atomic absorption spectrometry (AAS) after acid bomb dissolution. Fluorine in soils was determined by fluoride ion-specific electrode after fusion with NaOH. Several cold- leach methods were also used. The analysis of A horizon soils for copper and zinc by AAS after acid bomb dissolution is a promising geochemical tool in the search for fluorspar. The acid bomb dissolution method is simple and takes little laboratoy time; it Produces a total dissolution of the sample with relatively little loss of the elements, and 20 elements can be analyzed from the same sample. In this study, the highest copper values were 80 times the local background level of 25 ppm and anomalies of this element tended to outline the fluorspar orebody better than either zinc or fluorine. The greatest zinc value was 15 times the local background level of 100 ppm, while the highest fluorine values were approximately four times the local background level of 165ppm.

THE task of recovering most of the contents of an oil and gas reservoir economically presents many and varied problems. In order to attempt intelligently a solution to these problems, an understanding of fundamental physical laws is essential. As the pertinent facts needed in applying these laws to recovery problems are not readily obtainable, observation must be made and the data tabulated. Here, good judgment must be exercised, for at best the information is meager. The engineer is well fitted to undertake the task of solving this problem. In my opinion, the decision on the part of some production executives to allow the engineer to cope with the oil recovery situation and other problems, is an outstanding example of improvement in production methods. The executive head must make this decision or the qualified engineer will be working under a severe handicap with the present system of supervising the production of oil and gas. A qualified engineer should have not only the required technical training but also enough field experience to enable him to understand the difficulties encountered in producing oil and gas. Such a man tactfully cooperating with the practical oil man can greatly improve present methods of oil recovery. The realization that nature's forces have not been efficiently controlled in past recovery of petroleum deposits has recently brought distinct improvement in production methods. Papers are to be presented at this meeting discussing in detail improved methods of conserving gas in both flowing and pumping wells, and also methods of lifting oil after Nature's supply of gas has proved inadequate. The application of back pressure to producing oil wells has not, to my knowledge, been extensively applied in Oklahoma or Kansas up to the present time. Most of the flowing wells are allowed to flow through the casing until the rock pressure has been dissipated. However, some flowing wells have been tubed before the well stopped flowing through the casing. Recording pressure-gages can be installed to study well performance.

Selective flocculation studies carried out with iron ore tailings generated at Kudremukh iron ore plant indicate that a concentrate containing 63% iron can be obtained from the tailings containing 34% iron with around 60% recovery. This opens up the possibility of recovering most of the iron lost in the tailings generated at 2 kt/h (2200 stph) while processing 22 Mt (24 million st) ore per year. This would mean that the productivity could increase by around 50%. In these studies, it has been established that caustic degraded tapioca starch is a most effective agent for selective flocculation. While potato starch after caustic degradation can also be used, neither the parent starch nor the amylopectin compound is as effective.

CRACKS which form in lead exposed to fluctuating stress frequently follow a rectangular pattern. It is well known that under ordinary atmospheric conditions these cracks are intercrystalline. On the other hand after fabrication the crystal grains in lead are in general irregular polygons. The observed facts appear to be mutually contradictory. Re-examination of some lead failures has confirmed that the rectangular cracks are intercrystal- line. It follows therefore that under fluctuating stress some of the grains lose their irregular outlines and become approximately regular polygons of cubic type. G. R. Gohn and W. C. Ellis* suggest that this is due to recrystallization during the life of the part, in such a way that the new grain boundaries are aligned at 45 deg to the longitudinal strain prior to the formation of the fatigue crack. This paper deals with the flotation of the mineral fluorite (calcium fluoride) and of two associated gangue minerals, calcite and quartz. The aim of the investigation was to produce "acid-grade" fluorite, which must contain less than one per cent of silica. Several reagents are used successfully in practice for floating fluorite from its ores. Oleic acid is the most widely used collector, usually at temperatures above 60°C, with sodium silicate as a dispersant for quartz and quebracho or tannin to depress calcite. Sulphides (e.g., galena) are often removed first by xanthate flotation. Many investigators23 report results in which more than 80 pct of the fluorite is recovered in a concentrate assaying 96 pct or more of fluorite and less than I pct of silica. This investigation was undertaken with the intention of floating the gangue, which is the minor constituent of the ore, from the fluorite. Hence emphasis was first placed on the cationic compounds that float quartz. No satisfactory separations were obtained in this way, and other reagents were investigated to discover whether these were more effective than oleic acid in floating fluorite from quartz in the usual way. The first part of the paper describes experiments with several long-chain collectors available commercially. Most of this work has been by captive-bubble and cylinder flotation tests, with some batch tests in a flotation machine. The second part describes the use of sodium cetyl sulphate as a collector for fluorite and includes laboratory tests and extension of the work to batch tests in the flotation machine. A method for determining the adsorption of sodium cetyl sulphate on fluorite has been developed and is described. Theory of Collection by Paraffin-chain Salts It may be assumed that these compounds are adsorbed at the mineral surface in one or more of three ways outlined by Kolthoff:12 1. Exchange adsorption between lattice ions in the mineral surface and collector ions in solution. Closely related is adsorption by the collecting mechanism postulated by Taggart,17 in which there is metathesis between the collector and the mineral cation or anion. 2. Exchange .adsorption between adsorbed gegen ions (p. 67, ref. 19) and collector ions in solution. 3. Adsorption of nonelectrolytes (polar-nonpolar) without displacement of adsorbed ions. With cationic collectors, inorganic cations in the solution (e.g., hydrogen ion) compete with the collector ions and therefore act as depressants, while inorganic anions have the same effect with anionic collectors. THE phenomenon of air-hardening is well known in connection with special steels. It occurs when the rate of decomposition of austenite to marten- site is so retarded that it takes place on free cooling in air rather than on more rapid cooling in a quenching bath. If an air-hardening steel is quenched sufficiently rapidly it will remain in the soft austenitic state, while if it is cooled very slowly it will again become soft owing to growth of the carbide particles. It depends on a critical adjustment of the decomposition velocity and diffusion rate, and such alloys are rather rare, especially in the non-ferrous field. In carrying out some experiments on some copper- rich copper-cobalt alloys, the author found that these possess very marked air-hardening properties. The alloys are covered by a patent issued to M. G. Corson (1,723,022-1919), which states that an alloy containing between 2 and 5 per cent cobalt is hardened by simple quenching from above 850° C.

During September, 1911, the fire area in the Lowell mine continually increased and gases resulting from the fire came through the upcast shaft. These gases contained such a large percentage of sulphur dioxide that the men were unable to go up and down on cages, and, within a comparatively short time, repairs in the shaft mere found to be necessary. Since the fire was in sulphide ores and extended into certain timbered sections, the gases contained varying amounts of SO2, CO2, and perhaps, at times, CO. The temperature in the shaft was generally about 97", and the relative humidity from 97 to 99.5 per cent. The corrosive action of the fumes became apparent when the cables had to be changed more often than usual, the heads of lag screws in the guides of the shaft disappeared, and the cages needed frequent repairs. It also became necessary to repair two compartments of the shaft by putting in 150 ft. of new guides between the 600 and 800 levels and lag screws in nearly all the old guides from the surface to the 800 level. 2. Ordinary Methods of Testing Helmets which were Unsatisfactory. These conditions required all work to be done by men wearing oxygen helmets. The Draeger type was tried, and was used until all repairs were completed. At first the helmets were tested for air circulation and air tightness and the injector mas tested by water gauge according to the methods recommended by the Draeger Oxygen Apparatus Co. Six arrangements, covering these different tests, are illustrated in the catalogue and circulars of the company. After the above tests had been made on the oxygen apparatus, the men still complained about leaky helmets. Small quantities of gas entered the helmets and could not be detected by these methods. The

VArIoUs classes of coals are recognized in this country at the present time. These classes depend largely upon physical characteristics rather than upon chemical composition, and consequently they cannot be accurately defined. The divisions into anthracite, semi-anthracite and semi-bituminons are fairly satisfactory; but the term bituminous embraces so large a variety of coal that it is of little value, and the term lignite is so loosely applied that it has little or no place in a scientific classification.

A COMMERCIAL development requiring a suitable alloy or alloys for sealing into various grades of glass made it desirable to have a more exact knowledge' of the expansion characteristics of the nickel-iron alloys than appeared in the published literature. The expansion of the more common [ ] types of glass under consideration varies from 2.7 to 10.4 X 10-s per degree Centigrade, over the range 20° to 400° C. For reference, the thermal expansion curves of several types of glass used for sealing by the lamp and tube industries are given (Figs. 1 and 2). This paper covers a detailed investigation of the thermal expansion of a series of nickel-iron alloys in which the nickel content varies from 30 to 70 per cent. Particular stress is laid on the alloys that contain between 40 and 55 per cent Ni.

THE morphology and mechanism of the proeutectoid a and the eutectoid reactions have been recently investigated in some detail in an iodide-base Ti—7.22 pct Cr alloy.' These studies have now been extended to an iodide-base Ti—10.8 pct Cr alloy in order to evaluate the effects of composition on the proeutectoid and eutectoid transformations in titanium-chromium alloys. The State of Ohio is among the pioneers in the production of oil and gas. Numerous anticlinals, such as the Macksburg, Cow Run and Newport, have been thoroughly developed, and the pools found in connection with them are quite in accord with the structural theory. Numerous oil and gas pools found in the Berea sand, however, demand a different explanation. The study of these pools belongs to the sub-surface geologist, as it is possible to understand the factors controlling "off-structure" accumulations only after a careful study of well records. By carefully analyzing the various conditions over a large territory, it is possible to understand the otherwise meaningless mass of data that one may have at hand, and put it into tangible shape, from which various conclusions may be drawn. The territory here discussed includes Belmont, Guernsey, Muskingum, Noble, Monroe, Morgan, Washington, Athens and Meigs counties, containing the majority of the prolific oil and gas pools of the Carboniferous system in southeastern Ohio. The general dip of the strata is to the southeast, the entire territory lying on the northwestern flank of the Appalachian geosyncline. The best known oil- and gas-producing horizon in the territory is the Berea sand, which lies near the lower part of the Mississippian, with the Sun-burry shales (the coffee-shales of the driller) above, and the Bedford shales below it. The Bedford is underlain by the thick Ohio shales. The Ohio and Bedford contact is considered to be the dividing line between the Carboniferous and Devonian systems. The Berea is one of the most persistent of recognizable oil and gas horizons; its outcrop has always been found in its expected place, and it has always been penetrated whenever the drill went deep enough. It is not expected, however, even of the most uniform formations, that no lithological variations should occur, and the Berea is no exception. Nevertheless, there appears to be a certain regularity in its variation, the main features of which directly affect the accumulation of petroleum.

INTRODUCTION The phenomenon of heat-weakening of rock with 10.6 micron radiation from a continuous-wave C02 gas laser has been investigated in detail at the Massachusetts Institute of Technology for over 5 years. The programs at MIT have explored the basic nature of the heat-weakening phenomena and rock fracture caused by heating (e.g., Refs. 1 and 2), and have resulted in quantitative estimates of the relationship between the amount and parer level of heating and the resulting decrease in the modulus of rupture of a rock beam in a three-point bend test (Ref. 3). Results of the tests reported in Ref. 3 indicate a greater than 90% reduction in the modulus of rupture for granite beams heat-weakened by a laser. These results prompted the U. S. Department of Transportation to seek an assessment of the expected feasibility of employing the heat- weakening concept in a full-scale tunnel boring operation. Present- day continuous rock-tunneling machines have demonstrated tunneling time and cost savings over drill-and-blast methods, when used in rock types that are easily broken by the cutters. EARLY in the development of every oil field, the operators of relatively large tracts of land must decide upon a spacing plan for the wells to be drilled upon their respective tracts. Usually it is desirable to have a system of regular spacing laid out over the entire tract, making such adjustments as may be necessary near land boundaries. Unless the dip of the producing formation is very steep, the equilateral triangular arrangement is the one most generally preferred, for the very good reason that it gives the maximum amount of drainage area for the wells up to the limit at which mutual drainage interference begins. Assuming that the equilateral triangular pattern is to be used, there still remains to he decided the matter of distance between wells. Many variable factors enter into the problem of proper spacing, some of which are physical and some economic. It is not the purpose of this paper to discuss these factors, as that has been done in several comprehensive articles during the past few years. In the end the decision must be based upon an estimate of the relative importance of various factors which apply to the field in question and to economic conditions in the oil industry at the time the development is getting under way. Even if the best possible spacing distance should be chosen when the problem arises, changing economic conditions and variation in physical conditions in different parts of the field may cause the original choice to become more or less unsatisfactory. Obviously, it is advantageous, once a spacing plan has been adopted, to avoid alteration of it as the field becomes better known or as conditions in the industry change, and yet be able to vary somewhat, the acreage per well in extending the area of development. Or, it may be desired to provide for an ultimate spacing considerably closer than conditions seem to warrant early in the development of the field. With these contingencies in mind, it is of interest to examine the possibilities which the equilateral triangular system affords.
