The use of computing machines to solve physical problems has made it imperative to represent physical data in a form computing machines can use. Although curve-fitting is an old and well-practiced art, there still seems to be some interest in questions regarding what methods can be used and why. Even though there are many good references on this subject, it may be of some value to discuss a particular method which has been found to be useful, and to make available the associated tables for its use in the hope that there can be saved a few of the tedious hours necessary to reduce many of the suggested methods to practice. Although a very brief discussion of the mathematical background of the tables is included immediately below, those interested only in their use can skip directly to the section on Use of the Tables. Direct Fit of a Set of Points A frequently encountered problem is: Given data which can be represented by a smooth curve +(x), to find an easy-to-evaluate function F(x), with only a few coefficients, which is a good approximation of +(x) on the interval 0 5 x 5 x,,. AS these annual occasions in honor of Henry Marion Howe continue through the years, there is progressively less likelihood that the lecturer will have had personal knowledge of Dr. Howe. The present speaker is one of those who unfortunately had no opportunity to come under the inspiring presence of this great metallurgist. A review of Howe&apos;s work shows it to cover a comprehensive range of interests and to evidence an impressive richness of detail. Not only was Howe at home in the laboratory, but he was familiar with the processes of iron and steel making and had a real understanding of them writings include much that is descriptive of processes with a wealth of material that is becoming of increasing historical value. He recorded his studies of the theoretical aspects of processes and published at least two process classifications, one in 1890 that was lengthy and somewhat theoretical, and a second in 1906 that was more of a practical listing. Wide as Howe&apos;s field of interest was, it is significant of the circumstances of his time that he gave little consideration to raw materials or to their effect on iron and steel making processes. In 1933, Waterhouse, Howe lecturer for that year, presented a descriptive summary of the major steelmaking processes, and in 1946 Joseph discussed the blast furnace process. Otherwise Howe lectures have not dealt with processes as major subjects. In today&apos;s lecture, with no effort to describe the mechanical arrangements of iron and steel making facilities, it is proposed to examine the essential technological elements of the processes, to explore the inter-relation of these elements, and particularly to seek recognition and understanding of those factors which determine why certain processes are or are not used. The discussion of this lecture will deal with the major well-known large tonnage processes, with only such attention to processes of minor tonnage and special character as may be warranted for explanation by contrast. Subject to the errors of generalization and the short- comings of condensation involved in presentation limited to a single hour, it is proposed to examine broadly but intensively those operations which convert raw materials into steel. It is an innovation for a Howe lecturer to discuss the raw materials of the iron and steel industry, but the changing circumstances of passing years intensify the influence of raw materials on processes and require the metallurgist to be alert for the process adjustments that may become advisable or mandatory. For a half century the metallurgical processing of iron and steel has followed a surprisingly straight path, but this does not necessarily mean that there are no curves in the road ahead. The microstructure of three Al-Al2O3 SAP-Type alloys (containing 2.0, 3.0, and 5.7 wt pct alumina, respectively) was studied utilizing transmission electron microscopy. These alloys were fabricated from aluminum powders by powder-metallurgical techniques, cold-rolled into thin strips, and recrys -tallized. Thin foils suitable for an electron-transmission study were then prepared from the strip material by electropolishing. The microstructure of these alloys is shown to consist of small (0.1 mean diameter) plate -shaped alumina particles finely distributed in an aluminum matrix. In the higher-oxide content alloys the platelets are somewhat larger and more irregular in shape. The distribution of oxide particles is not uniform and there is an increasing tendency toward clumping SINCE the discovery by Irmann1 that aluminum alloys produced by compacting, hot pressing, and extruding fine aluminum powders possess remarkable high-temperature mechanical properties, the Al-A12O3 SAP-Type alloys have been utilized extensively as model dispersion-strengthened alloys in both experimental and theoretical invest igations.2-8 The use of the SAP-Type alloys as model dispersion-strengthened alloys implicitly assumes that their microstructure has been completely delineated. This is, however, not the case. with increasing oxide content. In all the alloys studied, the mean center-to-center spacing of particles was quite small (0.2 u) due to the very fine oxide debris present. Selected-area diffraction of the specimen identified the oxide as either y Al2O3 or y&apos; Al2o3. The re crystallized MD-5100 alloy exhibited a mean grain diameter of only 0.7u, while the grain size of the other alloys was several hundred microns. Severe pinning of the grain boundaries by oxide particles was rarely observed, and the grain boundary triple points in the small-grained MD-5100 alloy were often particle -free. Diffraction contrasts visible around the particles are attributed to elastic strain fields set up by differential thermal contraction during cooling from the recrystallization anneal. Early investigation demonstrated that optical metallography did not possess sufficient resolution to observe the microstructure of the SAP-Type alloys.&apos; Later, extensive use was made of replication techniques to study the microstructure by means of electron microscopy.7-9 These studies indicated that the SAP-Type alloys consist of a dispertion of irregular Al2O3 platelets, approximately 150A thick 9 and a micron or so on edge,9 distributed in a matrix of commercial-purity aluminum. These oxide platelets tend to be oriented in the aluminum matrix, with their largest dimension parallel to the extrusion direction. 8,9 A study employing polarized-light techniques1&apos; indicated that the grain size of a series of as-extruded SAP-Type alloys was several microns in diameter, while the grain size after re-crystallization was several millimeters in diameter. Mr. Chairman and Gentlemen: I accepted your Chairman&apos;s invitation to speak to a group of experts in this field with the greatest hesitation, because I know little or nothing about it. Certainly I can make no detailed suggestions, or suggest planning along very definite lines. You cannot do that sort of thing in a vacuum, and as I have suggested, my knowledge of the whole oil problem is next to nothing. It is possible that as a student of our public law, constitutional law particularly, for a number of years, I have acquired a perspective that may enable me to offer, for what they are worth, some general thoughts on these problems. I think that nothing in the whole field of law requires more definitely and clearly the functional approach than does the problem of a sound legal solution of the difficulties of the oil and gas industry. The industry is dealing with substances that are peculiar, and one must know how those substances act and what has been the history of the industry, to undertake to make anything like specific suggestions. I certainly am not qualified.

The zinc leach residues are introduced into waelz kiln to fume volatile metals and before the end of 1967, the waelz-fume containing zinc, lead, cadmium and indium was directly recycled back to the leaching process for the production of electrolytic slab zinc. However, since 1968, we have been recovering with success those valuable metals contained in the fume separately instead of direct leaching. According to the improved process, the waelz-fume, after being mixed with chloridizing agents, is fed into the rotary kiln to be roasted, wherein most of lead and cadmium content is collected as fume and most of zinc remains in the calcine. Zinc calcine thus obtained, containing 70 to 75 per cent zinc and, less than 1.0 per cent lead is sent to zinc plant for further recovery and the fume containing 40 to 50 per cent lead and 3 to 6 per cent cadmium is further processed to recover lead, cadmium and indium. The advantage of this process can be secured to the utmost when it is combined with the following subsequent treatments. (a) Blast furnace smelting of non-magnetic waelz slag to recover copper, silver and gold as matte. (b) Gallium recovering process from magnetic waelz slag. (c) Soda process of lead bearing cake produced after removing cadmium and indium from the said fume. Thus the extractions of zinc, lead and cadmium from leach residues account for 87 per cent, 72 per cent and 85 per cent respectively.

(written discussion?).-An employment department operated only with the object of relieving the foremen from hiring and for the purpose of centralizing record keeping is not likely to be entirely successful, and is doing but a small part of the good that practice has shown is possible; although it was .probably a desire to save time and to conduct the business more conveniently that led many mining companies to centralize their employment department. The ultimate object, however, is the reduction of labor turnover, by obtaining men better qualified to fill the positions to which they are assigned, by following up their work and providing for transfer to other departments or for promotion, if advisable, by reducing the number of quits for inconsequential reasons, and by supervising such laying-off as is necessary in such a way that the permanent force is not upset. It provides a stability &apos;of employment, free from favoritism and paternalism, probably the best form of employment insurance that we can have. The value of the employment department is in direct proportion to the breadth of its supervisor, his ability to estimate and place men, his sympathy in dealing with their petty troubles, and his analysis of quits and the reasons therefor. There is probably no better index of the soundness of the industrial relationship between the employee and the employer than the reasons why men quit; an intelligent, unbiased analysis of these reasons tells where corrective measures are necessary. In nine cases out of ten the reasons are small grievances, easily corrected, and are things usually overlooked by mine officials.

The stabilities of finely divided mineral suspensions were determined as functions of pH and concentrations of polyethylene oxide, sodium ligninsulfonate, sodium dodecybulfate, and sodium oleate. In addition, the electrokinetic potentials of the minerals were determined under identical pH and additive concentration conditions. Flocculation or dispersion of the suspensions is discussed in terms of both the amount and manner of adsorption at the appropriate solid-liquid interface as it is influenced by additive concentration and pH.

The paragraphs quoted, regarding Mr. Hoover&apos;s appointment as chairman of the newly organized food board of the United States, are taken from the editorial page, of the New York Times for April 13: ?The country is fortunate in commanding the services of Herbert C. Hoover as Chairman of the newly established Food Board. This is n, problem of first importance. Few realize the extent to which American food stuffs will enter into the decision of the war, and it is doubtful if it has occurred to many minds as yet that we shall have to deny ourselves what we have regarded as necessaries in order to keep our European allies supplied. " Mr. Hoover is one of the leading mining engineers of the country. At the outbreak of the war he put his private affairs aside to become the head of the American Commission for Relief in Belgium. He has had an experience that perhaps no other man has ever had, covering the raising of money and the purchase and distribution of supplies on a large scale; He has been brought into close relations with the neutrals and the belligerents on both sides. By them all he is recognized is one of the best executives brought to the fore by the mar. Mr. Hoover is in a position now to place abilities and experience at the service of his country. He will come back with comparative data that will enable him to measure resources and deficiencies accurately. This appointment gives renewed assurance of our Government&apos;s grasp of the problems of war and its resolve to apply, business principles to their solution."

Iwo major studies of the Fe-Cr-C system are available in the literature. The earlier one of Kinzel and crafts&apos; forms the basis for the data most commonly quoted in works of reference (e.g., Metnls HandDook) though the later work of Bungardt el a1.&apos; is more extensive and amenable to analysis in terms of isothermal sections and so forth. However it is evident from examination of either of these studies that the delination of phase boundaries on the basis of the data obtained can only be very approximate. Indeed in several instances the data are so inconclusive that this delineation is a matter of opinion. This note is to report an analysis of experimentally determined carbon activity data in this system, which, originally intended as a means of checking the self-consistency of the data for a number of alloys, enables some conclusions to be drawn concerning the 10503C isothermal section of the iron-rich corner of the system as deducible from the data of Bungardt

THESE notes are based on the megascopic study of a suite of 2,400 specimens of minerals and ores from the Butte mines, combined with field observations at intervals over a period of several years. The estimate of average vein composition is based on field acquaintance with the veins. It is probably correct in its broader proportions, and should be of use for comparison. MCMORRIS III INTRODUCTION In the early days of coarse-coal treatment by the dense-medium process in Europe, loess was one of the materials used for medium solids. Newly developed cyclones were used to reclaim and thicken the loess suspension. On occasion, when the cyclone thickener at the Maurits mine in the Nether- lands plugged, the overflow was found to be filled with clean coal free of impurity. From this observation stemmed the concept of the cyclone as a cleaning device. Development took place during World War I1 in the lab- oratory of the Dutch State Mines under the direction of M. G. Driessen. A 15 tph (13.6 mt) pilot plant was in operation in the laboratory by 1945, when, in September, Driessen made the first public disclosure of the process in a paper presented to the Institute of fie1 in London. There were present eleven Directors, the Institute&apos;s Legal Counsel, the Secretary, the Assistant Secretary, and twenty-three guests. The Report of the Committee on Nominations (listed elsewhere) was presented and ordered to take the statutory course. The appointment of a Committee on Mine Taxation was approved. An Advertising Manager was appointed. E. G. Spilsbury and A. S. Dwight were appointed as representatives of this Institute on the Franco-American Engineering Committee. The Transactions were presented to the University of Louvain, and the monthly Bulletin to the French Technical Index. Permission was given to publish in full the argument of William H. Shockley on simplified spelling. A committee was appointed to have charge of the publication of the Raymond Memorial Volume. There were elected 70 members, 15 associates, and 1 junior associate. Three members were reinstated and the resignations of two were ac-cepted. The clues of 10 members who had been in active service with the allied armies were remitted. An extension of time for the payment of dues was granted to the 11 members.
