The Project Independence Evaluation System (PIES) is a complex evaluation, forecasting, and analysis system which represents the U.S. energy production, conversion, transportation and consumption activities. The system includes various models: An econometrically estimated energy demand model, used to evaluate the final demand functions for energy commodities ; A collection of supply models, used to evaluate the cost curves or supply curves for domestic crude oil, natural gas, coal ; An integrating model used to describe energy conversion and transportation activities and to calculate prices which equate energy supply and demand in each market. PIES has been used to generate conditional forecasts of the 1980, 1985, and 1990 states of the energy system--forecasts conditional upon the world oil prices, the energy policy environment, and other uncertainties. Scenarios have been structured to separately examine conservation initiatives, domestic energy supply enhancements, an extensive electrification strategy, and oil and natural gas well -head price regulation. This paper presents the basic model, discusses its use for examining policy options, and describes several forecast results. The paper draws heavily upon work completed for the 1976 National Energy Outlook, published by the Federal Energy Administration.

Some simple models of solutions are described; these include the regular solution, the subregular solution, and the quasichemical model. The assunzption underlying these models, the physical signzficance thereof, and the experimental manifestations are discussed. Examples are presented from the fields of liquid and solid metallic solutions, liquid slags, mattes, liquid and solid ionic solutions, and mixed carbides to show under what conditions and for which systems these solution models are fair descriptions. The deviations of real solutions from the models are of theoretical interest. Some such deviations, both for dilute and for concentrated solutions, arc pointed out and their Physical sigtzzficance discussed. DURING the past half century there has been a gradual accumulation of thermodynamic data for systems of interest to the metallurgist. There remain many gaps in the data, however, and the metallurgist must often face the problem of estimation of thermodynamic quantities where measured values do not exist. One might hope that the experimental progress would be matched by theoretical advances which would make such estimations possible with a high degree of confidence. However, theoretical progress has been disappointingly slow even for the simplest kinds of solutions, and since the multicomponent systems in which the metallurgist is interested are very complex, one cannot expect theory to be of much help to the metallurgist. In this situation, therefore, it seems worthwhile to examine some simple models of solutions from two points of view: firstly, to see if such crude models represent the thermodynamic facts in as many types of solutions as possible sufficiently well for the needs of the metallurgist, and secondly to see what the deviations from such models show to be important for consideration by theorists. BOND ENERGY MODELS OF SOLUTIONS The simple models that we will examine from these points of view may be termed statistical models, in that they are concerned with the thermodynamic consequences of some simple assumptions about the energy of an assembly of atoms, molecules, or ions, and do not inquire into the physical basis of the interaction. The underlying assumption of these models is that the energy of an assembly of molecules (by which we include also atoms or ions) is given by the sum over all interaction energies of molecules taken two at a time; we will discuss only those models in which the pairwise interactions are restricted to those between nearest neighbors. Thus, in a pure substance of bond energy EAA, the internal energy (with respect to some specific reference state) will be expressed as NAA EAA where NAA is the number of nearest-neighbor pairs. A solution of molecules A and B will be characterized by NAA EAA + NBB EBB + NAB EAB where the Eij represent the bond energies of the nearest-neighbor i-j pairs. If one assumes that the EAA and EBB are the same in the pure components as in the solution, and that the coordination numbers in the two pure substances and in the solution are the same, then the energy of the solution with respect to the pure components (i.e., the energy of solution) is a function of the following linear combination of the bond energies: EAB - 1/2(EAA +EBB) = w. The thermodynamically ideal solution is defined as one in which the activity of each component is equal to the mole fraction of that component at all concentrations and all temperatures. This meeting marks the point at which the long-standing dissatisfaction with the mineral-land laws, the innumerable protests against them, and the many isolated efforts to obtain relief, have developed into a general movement for their revision. That part of the mining industry which is affected by these laws has three general organizations which are able to speak for it: the American Institute of Mining Engineers, the Mining and Metallurgical Society of . America, and the American Mining Congress; all of which are represented in this meeting. In the series of able and thoughtful papers presented here, prominent men have discussed the evils of the present laws and some of the reforms which should be made in them. We all appreciate fully the ultimate value of these studies; but we are also painfully aware of the fact that discussion of this kind has been going on for a quarter of a century without any other effect than a steady increase in the mass of printed records stored on library shelves. In order to get any practical result we Gust induce an indifferent government at Washington to act, and to do this we must unite in pushing some practical plan whereby it may act in a simple and effective way and with the least possible amount of criticism or opposition. The actual question before us is not whether the mining laws are bad; for their evils and absurdities are not only beyond discussion but also beyond the resources of a temperate and dignified vocabulary. It is not what particular changes ought to be made; for it is premature to make . specific recommendations until there is some one to listen to them. Moreover, we all know that there are wisdom and experience enough available, and awaiting that time, for the creation of a code which would be a model to the mining world. The practical question now is, how to obtain the revision; and since the American Mining Congress has of late restricted its attention to this phase of the problem I wish as one of its representatives here to present its views upon the matter.

The large iron-ore producers on the Mesabi Range are able to maintain the silica in their shipping products at from 8 to 10 per cent. by mixing ores of various grades, some assaying 4 per cent, silica and some as high as 18 per cent. silica. For each ton of 4 per cent. silica ore mined, a ton of 14 per cent, silica ore can be mined and mixed with it and the average grade maintained at 9 per cent. This mixing operation has made possible the utilization of large quantities of ore too lean to be used alone, and herein lies the advantage of the producers who operate a number of mines at the same time. As the grade of the ore from one of the properties falls off, a little high-grade ore from another property can be mixed with it and the average maintained, while if one property alone were being operated all of the ore below grade would be left behind. This mixing operation, however, can continue only as long as there is high-grade ore available for mixing with the high-silica ores and, while the tonnage of iron ore in the Mesabi Range is still enormous, the tonnage of high-grade ore suitable for mixing with any quantity of low-grade ore is being rapidly depleted. Obviously, if an 18 per cent. silica ore can be reduced by concentration methods to 12 per cent. silica, considerably more of it can be utilized with a given amount of high-grade ore. The operators on the Mesabi Range recognize this situation and are energeticdly endeavoring to reduce the silica in their concentration plants because every unit of silica that can be removed by concentration is a conservation of their high-grade ores. More Elaborate Processes Will Be Needed At the present time there are thirty-seven concentrating plants on the Mesabi Range, and about one-third of the total ore shipped is beneficiated in these plants. In about one-half of these plants no reduction is made in the silica but the moisture or structure of the ore is improved. The washing process is by far the most important method for the removal of silica, and it is interesting to observe that the tonnage of "wash" ore during the past five years has shown practically no increase although the total tonnage of ore shipped has increased. THE unpredictable behavior of ground movement and subsidence has complicated the problems that attend the extraction of large quantities of ore. Special studies, particularly relating to coal mining, have yielded such a voluminous literature and so many involved controversial theories that a partial review would be difficult. Limited space makes any kind of a review impractical. The features to be considered cover only a relatively small part of the broad problems of ground movement and subsidence, but it is believed that this small part is critical. The practical aspects are important, since they bear directly on safety of mine workings, on recovery of ore and on dilution of ore in block caving and related systems for extracting large quantities of rock. The ground movement to be described occurs outside the vertical boundaries of a caved block in the area that is commonly referred to as being in the "zone of draw." "Draw" is a term that originated in the subsidence problems related to coal mining, and it is defined by a line drawn from the margin of the area caved underground to the most distant fracture at surface on the same side of the caved area as shown in Fig. I.1 " A line thus drawn is called the cave line, and its angle with respect to the horizontal is the cave angle or angle of draw. It is understood that the line is taken normal to the limit of mining, and in a vertical plane. The prevailing theories as to draw and angle of draw assume that appreciable movement occurred along the cave line, which has been described as a fracture resulting from the shearing action brought about by the weight of the overlying load. Fig. 2 shows diagrammatically the mechanics of ground movement adjacent to an area of subsidence according to the prevailing theory of draw (A, from Royce2) and, for comparison, ground movement observed in the Climax mine (B). The text in Peele's Handbook2 referring to Fig. 2 does not state the meaning of the "original position of top of workable ore" in the rectangular space above "ore in place," and the arrows are not explained. However, this presentation is most concerned with the zones outside the rectangle. According to the prevailing theory, as shown at the extreme left under A, Fig. 2, the vertical tension cracks at surface change at a shallow depth to shear fractures forming the cave line, and it is assumed that appreciable movement takes place along the cave line toward and into the subsiding caved block. The mechanics of ground movement observed in the Climax mine, as shown under B, Fig. 2, does not accord with the prevailing theory, particularly as regards the cave angle and draw. The vertical

HIGH strength, high-conductivity copper-base alloys have found considerable use in the resistance welding and electrical industry in the form of castings, forgings, or wrought products. There are a number of parts utilized by these industries which would lend themselves to manufacture by powder metallurgical methods provided the required physical and electrical properties are obtainable with such methods. The present paper describes the results of a study of certain copper-base powder metallurgical products susceptible to precipitation hardening. COPPER POWDERS The general types of commercially available copper powders are flake, spherical and electrolytic. Micrographs of these three types are shown in Figs. I, 2 and 3. The difference in particle shape is pronounced and obvious. The type of powder used is determined, or at least indicated, by the final properties desired in the finished article. The type of powder employed during the present investigation was electrolytic powder shown in Fig. 3, and was chosen because of its particular adaptability to the work described in this paper. The screen and chemical analyses of this powder are shown in Table I. In the preparation of compacts of high electrical conductivity, the purity of the copper powder is of importance in addition to other factors, such as density and the state of internal stresses. These variables were studied briefly by pressing a number of compacts to various pressed densities, sintering them for one hour in hydrogen at 975°C. and repressing. The size of the finished compacts was ¼ by ¾ by 8 in. The time interval from the application to the termination of pressure was approximately 20 sec. Some of the compacts were annealed before testing. The results are listed in Figs. 4 to 8, inclusive. [ ] In Fig. 4 the curves of pressed density vs. compacting pressure, and sintered density versus compacting pressure show the typical direct relationship of pressure and density. Compacting pressures exceeding about 30 tons per sq. in. result frequently in expansion during sintering for the type of powder used. A study has been made of the relationships between grinding selection functions and physical properties of rocks, particularly the failure loads of irregular particles and the compressive and tensile strengths of large regular specimens. The rocks used were limestones of various structures and impurity contents, a carbonatite, and a high-purity crystallized calcite. The selection functions were obtained from carefully performed grinding experiments on selected narrow size ranges in various grinding machines-a laboratory batch ball mill, a Hard grove grindability machine, and a mill of the type suggested by Yang, Mempel, and Fuerstenau. The specific rates of breakage during milling and the failure loads of irregular specimens correlated well for the rocks studied. The testing of irregular particles is suggested as a means of predicting the behavior of commercial mills.

Considerable attention has been directed in recent years to methods of electric prospecting other than the conventional direct-current techniques. It has been extensively recognized that electrical data of a more general nature than that possible by direct-current methods might be useful in geophysical studies. To this end, a number of different types of electric currents have been employed, such as single-frequency alternating currents, square-topped periodic current waves,4 periodic surges of a less specific nature,s and suddenly applied direct current.1,2 Yet, to the author's knowledge, little analysis of these different types of driving currents has been made from the standpoint of network theory to determine just what typc of currents would give the most useful data, and, most important of all, to determine the relation of the data taken by one method to those of another. Without touching on the actual theoretical problem of how currents flow in the earth under specified boundary conditions, some very useful information can be obtained from the study of the fundamental integral equations of electrical networks, throwing light on the problem not ordinarily appreciated by the field worker. Some manipulation of the standard network equations will be made, with the sole purpose in mind of developing expressions leading to practical results. Suppose that four points in the earth have been located and it is wished to obtain the most useful type of electrical data by inserting current into two of them and measuring the potential developed between the other two. The first problem that arises is that of which pair of the four shall be chosen as current grounds. In the direct-current case, where only steady potentials are measured, the selection is of little consequence, but as soon as currents varying with time are used at the current grounds, a new effeet arises. The fact that a varying current is flowing in the current-carrying conductor between the current grounds means that magnetic and electric fields varying with time will be produced

The theory of the present law with reference to lode locations contemplates the existence upon the surface of mineral-bearing veins which have clearly marked boundaries, and which can be so readily traced that a locator may immediately mark the boundaries of his 600 by 1,500 ft. claim in such a way that the vein will 'pass through both of its end-lines. It also supposes that, having discovered such a mineral-bearing vein, the locator will at once post a notice upon such discovery, mark the boundaries of his location in such a manner that they can be readily traced, and from that time forward have absolute title to the ground embraced within such boundaries, as against every person except the United States. For initiating title to placer ground, the law presupposes the discovery of a valuable mineral deposit; but not necessarily in place, as in the case of lode claims; and the location must be made to conform "as nearly as may be" to the legal subdivisions of the United States public land survey. When the placer law was extended to include the acquisition of title to oil lands, no exception was made as to the necessity for the discovery of valuable mineral in advance of location! Practice under the Present Law Nature did not make all veins clearly defined and readily traceable upon the surface; nor did she, in all cases, leave upon the surface which overlies important ore bodies such outcrops as would in them-selyes be considered valuable; and the citizen of the United States has in the past endeavored to steer his course between the mandates of the law and the limitations of nature. Our entry into the World War suddenly brought home to us in a startling way the vital importance of manganese. Since the war, much has been written and said upon the subject of manganese and a great deal of time and money have been spent in attempts to find an adequate substitute for this metal in the manufacture of steel; none has been found. It is true that ways are known by which it is possible to make small amounts of good steel without manganese, but taking into consideration the diminishing quality of iron ores and fuels as well as the increasing exaction of specifications for finished products, it may safely be assumed that, high-grade manganese ore will be more and more a necessity in the production of steel as time goes on. Taking world resources as a whole it may be well to point out that the problem of obtaining needed supplies of manganese from a strictly commercial viewpoint is now less serious than it was before the war. Formerly it was feared that world resources of high-grade manganese ore might be exhausted in a relatively short time, but, largely as a result of the stress laid upon the importance of manganese during the war, the world's available supply of high-grade manganese ore has been greatly augmented by new discoveries and fuller development of previously known deposits. Sources of Production Russia alone, of countries producing the major part of the world's stee1, has within its geographical boundaries sufficient manganese to supply its needs. The domestic production of England is inadequate and English requirements for high-grade manganese are supplied principally from India. France also draws largely upon India, as it depends upon foreign sources of supply except with respect to a small tonnage of silico-manga-nese and silico-spiegel produced in the Hautes-Pyrénées. Germany and the United States likewise depend upon foreign sources of high-grade ore, though each possesses comparatively large reserves of ferruginous manganese ore and manganiferous iron ore. At present the world demand for high-grade manganese ore is met with ease by the production of Russia, India, Gold Coast and Brazil.

At a meeting of the American Society for Testing Materials at Atlantic City, June, 1908, Dr. C. B. Dudley, in his presiden-tial address,' showed the vital necessity of not only making a steel rail as good as in the past, but of making it considerably better in order to meet the present and prospective requiremeuts of railroads. Doctor Dudley requested the co-operation of all who from personal experience could give information that would result in bringing about the production of a steel rail that could be relied upon to meet the present requirements. I have had considerable experience in the practical manufacture of steel of almost every grade, during the past 40 years, and I shall suggest changes that will bring about the results desired. Doctor Dudley has had a long experience as chemical and metallurgical expert for the Pennsylvania railroad, but he frankly admits that up to the present time both he and other metallurgical authorities lack the practical knowledge of steel-making that is necessary to state correctly the reasons for the unreliability of the steel rails now produced. The necessity is self-evident for more positive practical knowledge on the part of these experts of what is possible and what is impossible regarding the practical manufacturing of steel rails from the ingot to the finished product. Chemical knowledge in steel-making is far ill advance of what it was years ago, and might be said to cover every requirement (in that department) for producing reliable steel. Mining practice and underground studies show that, besides mining stresses, lateral tectonic stress also influences roadway stability. Roadways perpendicular to the direction of major lateral stress experience the majority of roof falls, accelerated floor heave, and extrusion of coal ribs into openings. They have the most severe deformations and their maintenance is difficult. Roadways parallel to the major lateral stress exhibit roof sagging and bed separation, moderate though sometimes uneven floor heave, and slabbing of coal ribs into openings. Roadways oblique to lateral stress have, to a certain degree, self-supporting roofs, uniform floor heave, and limited sloughing of coal ribs into openings. The optimal orientation of roadways is, therefore, oblique to the lateral stress direction with fewer crosscuts between them.

Summary In response to a growing intolerance towards ground vibrations and noise as environmental pollutants the engineer must consider the effects of his operations as they are likely to be judged subjectively by the public at large. Much work has been done on the study of vibration damage to structures, but the damage criteria normally applied do not take into account any resonance effects, nor do they embody any subjective criterion. Mu1tiple criterion techniques of subjective appraisal have proven to be of value .in the assessment of environmental comfort in relation to ventilation, air conditioning, and lighting. One such scale, the Reiher-Meister Scale, has also been applied to ground vibrations and noise, and an attempt has been made to correlate this scale with objective criteria, using the parameters of frequency and displacement. This paper quotes examples and compares ground vibrations resulting from blasting, the operation of, vibrating and impact-hamner pi1e drivers, forge hammers, and railway and road traffic. The Reiher- Meister Scale was applied to a subjective-objective correlation in relation to vibrations from railway traffic and gave results which did not conflict with experience.

LIQUIDUS temperatures of molten alloys were measured in an oscillating-cup viscosimeter by observing the abrupt increase in the alloy viscosity when the apparatus was cooled below the alloy liquidus temperature. The liquidus transformation can be an elusive thermal effect in an alloy system where a small amount of material is involved in a low-enthalpy liquidus reaction, or where other unfavorable physical conditions interfere. Using the viscosity technique, liquidus temperatures were measured in binary alloys of plutonium with cerium, gallium, and iron, as well as ternary Pu-Ce-Co alloys. The previously described oscillating-cup viscosimeter1 is a torsion pendulum consisting of a right circular, cylindrical tantalum cup fitted to a rigid shaft which, in turn, is suspended by a torsion fiber in a highvacuum system. When the torsion pendulum is placed in oscillation the viscosity of the liquid contained in the cup is a function of both the decay of the oscillation caused by the viscous drag of the liquid contained in the sealed tantalum cup, and the period of the oscillation. The period is measured by a photo-electrically operated timer to the nearest thousandth of a second. Prior to each measurement, the apparatus is held at temperature between 5 and 18 hr to assure thermal equilibrium throughout the 8 to 10-cc alloy sample. When the cup, filled with a liquid metal, is oscillating. only a very thin outer layer of the fluid is in motion. This moving annulus represents the liquid's contribution to the moment of inertia of the torsion pendulum. When the viscosity increases, more liquid is placed in motion, and the slight increase in the moment of inertia causes a corresponding increase in the period of oscillation.

Under the Communist regime marked industrial progress has been achieved on the China mainland. Within a decade, the country has been transformed from an economy primarily agricultural to one bristling with industrial possibilities. The industrial capacity of Communist China is beginning to approach that of Japan and will probably surpass it by 1962, the last year of the Second Five-Year Plan. The slogan already is Beat the United Kingdom by 1972, a goal which most observers feel will be achieved ahead of schedule. During the early years of the industrialization program in Communist China, emphasis has been placed on basic goods; hence additional time will be needed to make large quantities of the more complicated products. However, regardless of the current stage of industrial development, it is apparent that the necessary forward momentum has been created. The many capital construction projects being brought into production and the additional projects being initiated confirm this observation. The accuracy of Communist China's industrial statistics can be questioned, but their order of magnitude is clear. To properly evaluate the industrial capability of the country, differentiation must be made between the absolute quantities that reflect overall strength and the per capita quantities that reflect living standards. While Communist China is well on the road to becoming a world power, its living standards will remain below European levels for many years to come.

BEFORE discussing the relation between air pre-heaters and waste-heat boilers in conjunction with the open-hearth furnace, it is necessary to have a clear idea about what a preheater can accomplish and what effect it has on the open-hearth furnace, especially from a thermal point of view. It is generally recognized now that the heating of the combustion air in the checker chambers of the open-hearth furnaces is not as efficient as it is-desirable to make it. It is also generally recognized that heating of the air in checker chambers of ordinary construction has its limitations. These limitations are mostly the .space occupied and the cost that would be involved if checker chambers were made larger than according to present practice. There are, however, other. reasons why checker chambers cannot give the highest possible air temperatures. Checker chambers are capable of heating air to very 'high temperatures by using waste gases of extremely high temperatures and, in fact, higher temperatures can be reached with checker chambers than with any other means available. The temperature to which we can heat, air, however, is limited very materially by -the temperature at which the air enters the checkers, be-cause of the fact that checker chambers, as at present constructed, are not efficient in heating air through a wide range of temperatures. In other words, if air in-stead of entering the checker chambers at atmospheric temperatures could enter at about 1000 to 1200 deg. F., the resultant air temperature at the top of the checker chambers would be materially increased. There are now on the market metallic air preheaters which are ex-tremely efficient for preheating air to about 1200 deg. F. Such heaters occupy very little space and can usually be installed at a relatively low cost.

THOSE interested in the early developments and experiments, both in the United States and abroad, that led to modern rock dusting, will find an excellent summary in a paper by George S. Rice,13 published in 1914. The period from 1914 to 1924 was one of intensive experiment on coal-dust explosions in the United States; abroad, war activities and rehabilitation stopped this work over a large part of that decade. Amer-ican findings were published by the Bureau of Mines, particularly in Bulletins 167 and 268. It is convenient to consider that in the United States rock dusting to prevent coal-dust explosions in mines was initiated in 1924 with the publication of tentative specifications.17 This was followed in 1925 by an investigation of methods and costs12 and approval by the American Engineering Standards Committee of a Recommended American Prac-tice.18 Approximately 13 years have elapsed since this approval, and inasmuch as changes in rock-dusting practice in the United States have been evolutionary, it is necessary to consider this entire period as "recent" in some phases of the work. There have been no official changes in the Recommended American Practice since its approval. This paper reviews as briefly as possible knowledge acquired since the issue of the earlier papers mentioned, through experience in mines and experiments conducted by different organizations engaged in the pro-motion of mine safety.

IN recent years, the importance of slag control in basic open-hearth operations has been universally recognized. To effect such control during the working period of the heat, methods have been developed to measure or estimate slag oxidation and slag basicity. While satisfactory rapid chemical methods have been developed to determine slag oxidation, no completely adequate method of evaluating basicity has yet been provided. The most generally accepted control methods of measuring slag basicity are based on visual estimates. While considerable benefit may be derived from such estimates, the need for some measurable indication of slag basicity has become increasingly apparent. In a recent paper, Philbrook and Jolly[$] suggested a promising technique for making the basicity determination. Their method consists of measuring the pH of a mixture of powdered open-hearth slag and distilled water. It was found that a relation could be established between the slag basicity and the alkalinity of the water mixture as measured by the hydrogen-ion concentration. The general procedure followed in making the measurements and the considerations involved in constructing the original curves are given in the paper of Philbrook and jolly and need not be repeated. It is the purpose of this paper to discuss some of the factors considered in applying the pH measurements to actual slag control and to present some of the results of its application. FACTORS INVOLVED IN MEASURING pH OF WATER-SLAG MIXTURES To facilitate the application of the pH control system, it was desirable that no alteration be made in the routine methods of sampling and crushing the furnace slag. Some of the factors considered before establishing a curve to relate slag basicity with the pH reading are reviewed individually in the following paragraphs. EFFECT OF COOLING RATE Under actual operating conditions there can be considerable variation in the tem¬perature of the piece of slag crushed for the pH determination. To determine whether variations in crushing temperature or in cooling rate would affect the pH reading, a series of four samples was prepared from each of two separate slags. These samples represented conditions far more extreme than would actually be encountered. To obtain these samples, a thick pancake of slag was poured. One piece of this pancake was crushed immediately after it had solidified. Another piece was water-quenched and then crushed.
