A recent study has attempted to identify properties of hard-to-float coal that make them responsive to froth conditioning. Froth conditioning is the process of chemically enhancing the hydrophobic surface character of fine coal particles to improve their recovery by froth flotation. Since its introduction, froth conditioning has enabled recovery of an additional 1.9 Mt (2.1 million st) of coal. This study correlates field results to chemical, physical, and petrographic properties. The most direct correlation relates the coal's oxygen content to its response to froth conditioning. The higher the oxygen content, the greater the benefits of froth conditioning.

In 1981 Ertec Rocky Mountain, Inc. completed a significant development in contemporary planning support; MINEPAK was completed, tested on various properties and offered for license. MINEPAK was one of the first computer systems for ore body analysis and mine planning that - Was designed as an interactive and completely integrated system - Was portable so that it can run on many hardware systems - Was really user friendly - Can run on minicomputers and on some microprocessors - Was built around a data base management system MINEPAK was designed to be a completely general block modeller and it achieved that goal. Since it contained a gridded file type, surfaces could be easily modelled but the system needed extensions to allow layered deposits to be modelled with the same ease as block models. So COALPAK was designed. COALPAK is an extension as well as a modification of MINEPAK. A 'layer' file type was defined and retrofitted into the existing system, new software tools were developed for modelling layered deposits, and tools for strip mining were written.

The greatest difficulty in choosing solutions to environmental problems ill a free market economy (such as ours) stems from two factors: adverse effects of pollution are largely external to the producer, and expenditures made that improve the environment result in benefits that are free to all, These two factors are sufficient to explain why the solution to many environmental problems is to be found in public action. Such action is most likely to be economic- ally efficient if it can be carried out so that industry retains the freedom to make decisions based on the free market. Two examples-a zoned discharge fee and innovation of recycling systems-illustrate the type of changes in the mineral industry that would lead to an improved environment. The first requires that ownership of the relevant public resources be vested in control agencies. The second indicates that profit opportunities existing in solid waste recycling should facilitate innovation. Both concepts can reduce environmental loadings but will require imaginative thought from persons in the mineral industries.

For the first time in its history the Institute will hold a meeting in the State of Arizona. A few years ago Arizona stood third in the copper-producing districts of the United States. Since that time, with the development of porphyry mines, the output has gone up with great rapidity until it not only is the leading district, but its output at the present tune is at the rate of nearly double the Montana output; which now stands second in the list. In connection with this development, most interesting departures have been made in methods of mining, concentration and smelting. Principles of mining and metallurgy of the greatest interest will be covered by papers which will appear in the Bulletin and be presented at Technical Sessions, while ample opportunity 'will ,be- afforded for those who go to the meeting to see all the points of interest to them. In addition, members will be well rewarded by the marvelous natural features to be seen on the trip, including the petrified forests, the cliff dwellings on the Apache Trail and the Grand Canyon of Arizona. Increasingly, exploration geology seems to be growing into a practice overly separated from production geology, yet the eventual purpose of exploration is a producing mine. To help in the search for new deposits, exploration "lessons" will be drawn from the papers given at the Fall AIME Applied Geology Symposium. In addition, examples will be re-emphasized to show how early observation of matters now routine to mine work (for example, hydrology, rock mechanics, oxidation state) can help increase the effectiveness of exploration.

When the subject of plant computers is brought up most people visualize the computer's con- trolling the entire plant with very little operator intervention. Actually, this picture is true today in only a limited number of cases and will certainly not be true in the minerals industries for many years to come. There are several ways in which a plant computer can significantly contribute to improving plant operation and closed loop control is only one of these. First of all, for good plant control, two basic requirements must be met. First, the operator must get good information feedback from the process and then he must know what action to take in response to this information. Control information can be obtained through instruments, laboratory analyses, or through simple visual observation. If it is timely and accurate and the operator knows how to use it, then we have the makings of a good plant control system. The computer can be of help in both these areas by getting good data back to the operator and in helping to develop a good control scheme for the plant.

Said Plutarch a long time ago, ?To appreciate a man's work at the full, it is well to know the man himself, his circumstances and the incidents of his career." He might as truly have said "gift" instead of "work." Ambrose Swasey, engineer, collaborater with scientists, promoter of engineering research, patron of Engineering Foundation, advancer of the good of mankind, modest gentleman and generous giver, is, happily, well known to a great many engineers, who will therefore more fully appreciate his recent additional gift, for the use of the Engineering Foundation, which; purpose is "the furtherance of research in science and engineering, and the advancement of the profession of engineering and the good of mankind." But full appreciation of a gift of money necessitates more than acquaintance with -the giver and knowledge of the amount. Its timeliness; its inspiration; the character and continuity of its benefits, all must be comprehended. But whose imagination, though far-visioned as the great telescopes Mr. Swasey has built, can see the limits of benefit of such gifts as he has made to the Engineering Foundation, attracting-as they will-other gifts and evidences of, devotion to a great cause-? Every such gift lays responsibilities upon the recipients. Will American engineers grasp not merely, their pecuniary value but also emulate the spirit of fraternity and desire for harmony which have accompanied them? Shall we not work together and with Ambrose Swasey to advance still further the good of mankind, thus to demonstrate an acceptance of our obligations to humanity which is a counterpart in a democracy of the noblesse oblige of aristocratic tradition?

"The method of conveying ore from the ore-pocket at the shaft collar to the railroad ore bins, whence it is transported to the reduction works, is by cars with electric haulage.The cut shows the car coupled to the electric locomotive at the moment of dumping into the railroad ore bins.The locomotives used are of several makes, usually having two 12 ½ h-p. motors of a rated draw-bar pull of about 1,200 lbs., using 500 volts D. C. Track gauge is 30 inches, and speed is six miles per hour.The car holds two skip loads-10 tons—and has sides opening outwards the full length of the car, for rapid side-dumping. One man operates car and motor, and loads and unloads the car. The trolley pole runs in both directions without reversing.Loading is clone by operating a valve connected to a compressed air lift, which raises and lowers a gate in the ore-pocket chute, the ore running by gravity into the ore car spotted under the gate of the chute. Dogs hold the sides of the car in place at the bottom, the tops of the sides being hinged, and a hand lever releases the dogs, permitting the sides by the pressure of the ore against them to open at the bottom.With little manual effort one man does the work which was formerly done, when hoisting ore with cars and cage, by 10 men under laborious conditions."

Belting worth thousands of dollars can be ruined in a few minutes because of careless maintenance or lack of maintenance. Proper belt conveyor maintenance means having a clean conveyor system at all times. The belt line should be visually inspected during each shift. Equipped with proper maintenance instructions, one belt man can patrol a belt line of 2 to 3 km (1.5 to 2 miles). His duties would be to lubricate drives and idlers (except sealed-for- life type), maintain belt and conveyor frame alignment, detect sticking idlers, and maintain an unobstructed right-of-way.

The 118th, meeting of the Institute, which has been arranged primarily for the benefit of the Institute of Metals Division and of those members who are particularly interested in iron and steel, will be held in the Milwaukee Auditorium, Milwaukee, Wis., on Oct. 8 to 11, 1918. This date has been selected because at that time, and at the same place, the American Foundrymen's Association and the American Malleable Castings Association will hold meetings. A notable exhibit of metallurgical and mechanical processes and products, at which over 165 firms will be represented, has been arranged in Machinery Hall, of the Auditorium Building. Wherever practicable, the machinery will be in operation. The program of the Institute's sessions was published in Bulletin 141. A special announcement of the meeting, together with a program of the sessions of the American Foundrymen's Association, has been mailed to every member who was thought to be directly interested in the meeting. A report of the meeting-and of the discussion of papers will be printed in the December Bulletin.

Vegetation on mine wastes was an important topic at the International Symposium on Ecology and Revegetation of Drastically Disturbed Areas held at Pennsylvania State University August 3-16, 1969. This article summarizes the Symposium papers that dealt with the nutritional and physical aspects of plant establishment on mine wastes. Surface Coal Mining Spoils Germany-In toxic spoil banks created by open-cast coal mining, the material was extremely acid and low in nutrients. It sometimes contained toxic quantities of minor elements and also had a water repellency that resulted in little leaching and high erosion. However, applications of calcareous and hygroscopic ash, fertilization and deep mixing (60 cm) have promoted growth on hundreds of acres. Knobe, N., Rhine Inst. Air Pol., Essen.

This meeting marks the point at which the long-standing dissatisfaction with the mineral-land laves, the innumerable protests against them, and the many isolated efforts to obtain relief, have developed into a general movement for the: revision. That part of the mining industry which is affected by these laws has three general organizations to speak for it: the American Institute of Mining Engineers, Mining and Metallurgical Society of America, and the American "A Mining Congress: all of which are represented in this meeting. In the series of able and thoughtful presented here, prominent men have discussed the evils of the present laws aid some of the reforms which should be made in them. We all appreciate fully the ultimate value of these studies; but we are also painfully aware of the fact that discussion of this kind has been going on for a quarter of a century without any other effect than a steady increase in the mass of printed records stored on library shelves. In order to get any practical result we must induce an indifferent government at Washington to act, and to do this we must unite in pushing some practical plan whereby it may act in a simple and effective way and with the least possible amount of criticism or opposition. The actual question before us is not whether the mining laws are bad; for their evils and absurdities are not only beyond discussion but also beyond the resources of a temperate and dignified vocabulary. It is not what particular changes ought to be made; for it is premature to make specific recommendations until there is some one to listen to them. Moreover, we all know that there are wisdom and experience enough available, and awaiting that time, for the creation of a code which would be a model to the mining world. The practical question now is, how to obtain the revision; and since the American Mining Congress has of late restricted its attention to this phase of the problem I wish as one of its representatives here to present its views upon the matter.

For many years large mining companies were able to finance nearly all of their capital requirements from internally generated funds. However, during the last decade, funds needed for capital expenditures, dividends, and scheduled debt retirement have grown faster than cash flow. As a result the minerals industry has had to rely increasingly on other sources of funds. Getting the capital for new mining projects is a challenge, particularly for smaller companies. New methods of financing and new variations to old methods have been developed and more are needed. Commercial banks are short-term lenders. By policy their loans are limited to low risk loans-those made solely on the borrower's general credit, and secured loans where cash flow is sufficient to provide repayment within a comparatively short term. To maintain liquidity, banks prefer to make loans of less than seven years' term. If a longer loan is needed an insurance company or pension trust may take the long-term part.

Dr. James Douglas, who is memorialized on another page of this Bulletin, who held a place in the affections and regard of Institute members second to that of no other living roan, left in his will the sum of $100,000 for the maintenance of the Library of the American Institute of Mining Engineers. This is in addition to the $100,000 which Dr. Douglas gave during his lifetime. We believe that it is Dr. Douglas' wish that the library, the great means by which the benefits of Institute membership may be extended to those distant from headquarters, should be maintained by the Institute at the highest possible level of efficiency and serviceability.

PROFESSOR CECIL H. DESCH of Sheffield Univer-sity is to give the sixth annual Institute of Metals lecture in connection with the A. I. M. E. meeting in February. Professor Desch is well known to metallur-gists in this country not only from his books on metal-lography, intermetallic compounds, the physicist in metallurgy, and the chemistry and testing of cement, but also by his many published papers in the technical journals. ALTHOUGH cresylic acids have been standard frothers in flotation for many years, there has been little discussion of their nature in the metallurgical literature. Aside from references in the patent literature, the paper by Landolt, Hill, and Lowy1 in 1930, which presented a study of the frothing and collecting properties of some of the constituents of crude cresylic acids, represents the only contribution of this type. The close froth control required in the delicate selective separations of present-day flotation operations have required the flotation metallurgist to choose his frothers with care, and have caused him to require of the manufacturer a closely controlled, uniform product. A background of knowledge of the chemical composition and physical and chemical properties of the frothers, by which their action may be correlated, should aid in selecting frothers for particular flotation requirements. Further, the recent almost complete replacement in flotation of coal-tar cresylic acids by those derived from petroleum makes it especially desirable to review the flotation behavior of the acids from the old and the new sources. In view of these facts the Milling Methods Committee of the A.I.M.E. suggested to the Oronite Chemical Co. of San Francisco the preparation of a paper on the subject, and this paper has accordingly been prepared as a contribution by the California Research Corporation, the research affiliate of the Oronite Chemical Co. The discussion is from the following aspects: (I) constitution and properties; (2) sources; (3) comparison of coal-tar and petroleum cresylic acids ; (4) characteristics as frothers, with particular reference to the effect of the substitution of petroleum acids for coal-tar acids. CONSTITUTION AND PROPERTIES Cresylic acids are commonly regarded as mixtures of orthocresol, metacresol and paracresol. This was, indeed, the former meaning of the term, but in recent years it has been loosely applied to any mixture of alkyl phenols boiling above 190°C.; that is, excluding only phenol itself. This means that cresylic acids, as they are known today, may consist of mixtures, not only of the three isomeric cresols, but of six xylenols and of a variety of higher boiling homologues. Generically the constituents of cresylic acids are alkyl phenols, and they are often so designated in the literature to avoid the more indefinite term, "cresylic acids." They form an homologous series starting with phenol, which has the familiar benzene ring, with an hydroxyl group in place of one of the hydrogen atoms. Considerable discussion took place at the June 18th Board of Directors Meeting concerning ways the Petroleum Branch office in Dallas could better serve its members and the essentially Petroleum Local Sections, namely the Delta, East Texas, Gulf Coast, Kansas, Mid-Continent, North Texas, Oklahoma City, Permian Basin, and Southwest Texas. The question of whether decentralization strengthens or weakens the Institute was debated, particularly as to what services could be advantageously decentralized and how both offices could keep informed on their mutual problems. Among other things, it was decided that an Auxiliary Admissions Committee could screen applications from Petroleum members before final action by the National Admissions Committee in New York. Finally it was voted, "That all administrative matters that can be properly delegated to a Branch organization may be so delegated". Final details were approved at the July 16th meeting of the Executive and Finance Committees.

This paper reports the results of the use of salt in some research work carried on during the past 3 years at the Salt Lake City Station of the Bureau of Mines, which is quartered in the University of Utah, whose Metallurgical Research Department cooperates with the Bureau. Only the work involving the use of salt is described. The authors wish equal credit given to J. F. Cullen, C. L. Larson, C. Y. Pfoutz, C. E. Sims, H. C. Neeld, R. W. Johnson, F. G. Moses, N. C. Christensen, and G. H. Wigton, who have all in some way contributed toward the success of this work, while connected with the station in one way or another. Lead Metallurgy Popularly Supposed to be Without Problems In lead metallurgy it is difficult at first to find metallurgical problems, as the prevailing conception has been that lead is so easily concentrated in its various ores and so easily reduced to its metallic form that the only progress possible is that involved in cheapening methods of mining and of reduction. Most of the problems usually considered are of minor nature and do not involve radical metallurgical changes. During the three years of work of the Salt Lake Station, the following classification of problems in the metallurgy of lead has been made: Oxidized Ores. 1. Ores containing only lead. 2. Ores containing lead and silver or gold. 3. Ores containing lead and zinc, with or without silver. Sulphide Ores. 1. Ores of pyrite carrying some lead. 2. Ores of complex zinc-lead-iron sulphides. 3. Complex sulphides containing precious metals.
