Since 1988, there have been 17 documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through ground strata into occupied enclosed spaces as a result of proximate trench blasting or surface mine blasting. These incidents resulted in 39 suspected or medically verified carbon monoxide poisonings and one fatality. To better understand the factors contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out studies in a 12-foot diameter sphere to identify key factors that may enhance the levels of CO associated with the detonation of several commercial trenching explosives. The gaseous detonation products from emulsions, a watergel, and ANFO blasting agents as well as gelatin dynamite, TNT, and Pentolite boosters were measured in an argon atmosphere and compared with those for the same explosives detonated in air. Test variables included explosive formulation, wrapper, aluminum addition, oxygen balance, and density. Major contributing factors to CO production, under these laboratory test conditions, are presented. The main finding is the high CO production associated with the lack of afterburning in an oxygen poor atmosphere. Fumes measurements are compared with the manufacturer’s reported IME fume class and with the Federal Relative Toxicity Standard 30 CFR Part 15 in order to gain an understanding of the relative toxicity of some explosives used in trench blasting.

It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. The autogenous grinding method has been progressively employed in mineral dressing plants during the last 15 years. The term has been used with somewhat different meanings (1), (2), (3). In this paper the author will use it in the most restricted way, for processes where run-of-mine ore (rock) in one step is reduced to a grind product by the action of the ore itself without any other grinding media present. The pebble grinding process where the major part of the ore enters the mill as finely crushed product which is ground further with selected coarse ore pieces acting as grinding media, is not considered autogenous grinding. Processes where a minor amount extraneous media as steel-balls is added to supplement an autogenous mill charge will be called semiautogenous. Other terms need also to be defined. "Mill charge" will be used about the active part of the mill content which performs the grinding, that is the steel balls in ball grinding and the coarse ore pieces in pebble and autogenous grinding. The interstitial nearly finished material is not included in the term "mill charge", and for the wet grinding operations is called the "mill pulp' The term "pebble" will be used for any rounded ore or rock piece in the mill charge whether it is an autogenous or a pebble grinding operation.

Pyrite ore is one of the main raw materials in the production of sulfuric acid. For a long time, the raw material containing the pyrite, which is used to produce sulfuric acid, generally contains S only 32%~45%. A plenty of residue from the sulfuric acid production contains 40%~50% Fe and 1%~2% S. Some of the residue also contains Cu, Pb, Zn and other harmful elements like As, thus it pollutes environment seriously and is solid waste. The research on comprehensive utilization of the residue has been made by many scholars. Through the study, the residue can only be used to pro-duce iron concentrate and the iron oxide red pigment. But because of the complex techniques, the low recovery, the low grade of iron concentrate , high sulfur in iron concentrate, causing second waste residue and the environmental pollution, the residue is mainly used as an accessory material in the production of cement, and is of a low value. Therefore, the iron resource in pyrite has not been used efficiently until now. In the paper, the flotation condition test, the flotation open circuit test and the flotation closed circuit test to produce high-purity pyrite concentrate with the low-grade pyrite ore in oceanic ore deposit have been carried on. Flotation reagent scheme of sulfuric acid used as activator and butyl xanthate as collector is determined. After four times depth cleaning, high-purity pyrite concentrate containing 52.82% S, 44.29% Fe, and only 2.89% impurities has been obtained. The S recovery is 99.13%, and the Fe recovery is 96.00% in the high-purity pyrite concentrate. The oxidizing roasting depth desulfurization experiment of the high-purity pyrite concentrate has been conducted. The results show that the Fe grade in the residue obtained is 68.58%, the content of S is 0.25%, the content of P is 0.0084%, the content of As is 0.0065%. The residue is a kind of high-quality iron-smelting raw material. Based on the above experiments, the industrial experiments on producing high-purity pyrite concentrate with the low-grade pyrite ore, and producing sulfuric acid and iron concentrate with high-purity pyrite concentrate have been done. The results indicate that the high-purity pyrite concentrate with the S grade of 51.24%, the Fe grade of 44.15% has been obtained. The iron concentrate obtained with 65.73% Fe and 0.23% S is a sort of high-quality iron-smelting raw material applied to the production of steel and iron smelting. Through the experimental study, the sulfur and iron resources in the pyrite ore have been recovered and utilized efficiently.

This paper describes an experimental method for the monitoring of diesel-generated exhaust gas pollutants in a dead-ended drift for the purpose of assessing the effect of control approaches. Experiments were conducted to determine the relative merits of these ventilation configurations: no auxiliary ventilation, induction ventilation at the entrance to the drift, and ventilation of the dead-ended drift with positive displacement tubing. The drift used in this experimental work was approximately 105 ft. (32.0 mf long and slightly downsloping, with an average height and width of 8 ft. (2.4 m) and 28 ft. (8.5 m1 , respectively. The data were gathered for assessing these ventilation methods and for gathering data to support a computer model of the dispersion and mixing processes. For this drift, it was found that ventilation with positive displacement tubing provided the best removal of diesel-generated pollutants. Induction ventilation appeared to be the least effective of the three methods examined. A comparison was also made between personal monitoring and area monitoring. Results of this analysis showed that in regions of high concentration gradients, it was not possible to get good agreement between point sampling and personal monitoring. In well-mixed areas, good agreement between the two methods of monitoring was obtained.

"MANGANESE METALMethods of PreparationMethods of preparing the manganese metal that has been used in chemical and metallurgical investigations have passed through a cycle. Most of the investigations made before the turn of the century used Moissan's pyrophoric manganese. 5/ This material was made by electrolysis into a mercury cathode and distillation in vacuo. It was essentially a pure material, and investigations in which it was employed (with proper precautions against oxida¬tion) led to accurate results concerning the intrinsic behavior of metallic manganese.An early investigation of the properties of ""Manganese-by-Mercury"" was made by M. Guntz. 6/ He prepared manganese by electrolysis of a concentrated MnCl2 solution with a mercury cathode. The manganese amalgam was pressed through chamois and distilled in vacuo (2 to 3 cm. of mercury) at 200°0., slowly rising to 250°0. Guntz recognized especially the decreased reactivity of manganese with increased temperature of mercury distillation. The most careful and com¬prehensive study of manganese made by this method is that of Kuh 7/ whose work unfortunately was never published in an accessible journal.Royce and Kahlenberg 8/ studied the electrode potential of manganese made by this method."

Two separate secant pile cofferdams were constructed as part of an extensive rehabilitation and modernization of the New York City Transit's Lexington Avenue/Third Avenue IND Station at 53rd Street in Manhattan. Major high rise structures and outpatient hospital facilities bordered the site. The roadway is an important east-west corridor in mid-Manhattan. In order to perform the construction of new escalator and elevator shafts over 250 linear feet of secant wall was installed to the top of rock or to the existing subway roof. Much of the secant wall was constructed from below a temporary roadway decking system using a low headroom rig. The roadway decking system was supported on shallow spread footings. The secant piles were drilled using crawler mounted hydraulic rotary drill rigs. The secant wall provided a watertight, rigid cofferdam that minimized settlement and other disruptions to existing structures and utilities. During later stages of the project the secant wall also supported the roadway decking system.

Section 15 covers a loose collection of topics that involve water in some way. The chapters in this section include Dredge and Placer Mining (Chapter 15.1), Solution Mining: Surface Techniques (Chapter 15.2), and Solution Mining: In Situ Techniques (Chapter 15.3). The dredge and placer systems involve water in several forms. The segment on hydraulicking or hydrosluicing discusses the use of monitors to direct high-pressure water jets to move material. As such, this represents an alternative to mechanical breakage, loading, and hauling. This chapter also covers placer mining (except dry placering) where the water provides the medium that promotes the separation of minerals based on their density and other settling characteristics. Thus placer mining is generally limited to concentration of gold, tin ore, diamonds, and other heavy minerals that are already liberated and are contained in a less dense matrix. The third topic, straight forward dredging, as in sand and gravel operations, involves water only in an incidental way. Here water simply covers the minerals of interest. Thus the dredging system need only lift a payload from the submerged location to the surface for further processing or handling

Outokumpu has 25 years of experience in the SX area. The development of the solvent extraction plants responds to an ever increasing demand for lower operational costs wd for adaptability to process disturbances with minimized risks. In this paper the features of the VSF ("Vertical Smooth Flow") SX technology are described, such as the separated pumping and mixing, the homogenous gentle mixing, the droplet coalescence and the ultra pure settling. A major advantage of the mixing technology is the high stage efficiency of above 99 per cent. The connection between this and some features of the settler front section is clarified. The present design of VSF plants is based on experience of existing operations at, for example, Zaldivar, Radomiro, Morenci, Kokkola and Harjavalta. These production plants cover a unit capacity range of 60 to 3,600 m3/h expressed as a total flow. It is evident that there are no restrictive factors to increase the total flow up to 5,000-6,000 m3/h by introducing the VSF technology. The copper SX technology has a long history reflecting many individual features of the separate copper SX plants. Still it is necessary to verify all actual running parameters by pilot tests taking into account impurities, chemicals used etc. The design of SX plants is not only about the delivery of equipment but also a process concept, and it is best tailor-made and adapted to specific local requirements.

Beside the traditional geomechanical evaluation methods the geotechnical parameters are recognized as important facts of the planning work for multiple seam mining. Standards for applied monitoring and investigation methods for geotechnical determination of drill cores, laboratory rock-tests and observation of roadheadings are the basics for rock mechanics classification and support design. The geomechanical classification is in this context an essential element. The planning procedure, as it is becoming more and more detailed, beginning with the panel layout up to the technical instructions of roadway development and design of roadheading machinery, nowadays uses a lot of geotechnical information that also are expanding to include quantitative determination of more parameters. The current monitoring system includes the description of separation planes using drill cores and roadheading observation as well as laboratory tests of rock-strength and geophysical borehole examinations. This information is analyzed within the geomechanical standard-classification. The re-engineering process of comparison the predicted support success to the actual monitoring results provides the opportunity for continuous optimization of the planning work und support design. This way of empirical analysis is used for basic planning work in Germany for decades. But using the technical standard of information technology and a centralized database now it is possible to reach quick-win effects in implementing research results on the one hand and actual experiences on the other hand.

RECENTLY, it has been demonstrated that a considerable densification and interparticle bonding can be achieved if a pressure is applied to a powder compact while the material of the compact is undergoing either a decomposition reaction' or a polymorphic transformation.' The term "reactive hot pressing" has been coined to identify this process in which a phase change is combined with pressure to achieve interparticle bonding. This process is based on a principle which postulates that there is an enhanced reactivity and mobility of the molecular species at the phase-transformation temperature and this effect is utilized for interparticle bonding in powder compacts. This note summarizes the results obtained in an attempt to utilize this technique to produce ceramic-metal composites. In this case, a decomposition reaction of a compound (which after decomposition yielded an oxide) was used to achieve interparticle bonding in ceramic-metal composites. The reactive hot pressing was carried out in a Phillips induction heating unit, using either a graphite or a high-temperature steel die which functioned as both the susceptor and the hot-pressing component. The die was heated to the desired temperature in a helium atmosphere. All cermets produced by this technique were based on alumina as the ceramic phase. Different metal phases such as iron, copper, and chromium were used to study the effect of varying the metal phase on the properties of the composite. a Mono-hydrate (Boehmite) was mixed with different proportions of metal powders (-325 mesh) in dry condition in a mortar and pestle. No special precautions were taken for proper mixing. The mixtures were then compacted into a cylindrical form having an approximate dimension of 1 cm in diameter and 1 cm in height. Hydrologic assessments of existing and proposed waste rock stockpiles (WRS) are typically required for application of operating and closure permits at mine sites. The results of these assessments can be used to determine the applicability of the state groundwater permit program requirements to the operation and closure of these stockpiles. The objective of this hydrologic assessment was to ascertain whether or not the WRS at the Ajo Mine have a reasonable probability of discharging potential pollutants to the underlying aquifer under the operational mine conditions. The hydrologic assessment was performed based on an evaluation of climatic data, prediction of the net infiltration rate through the WRS and prediction of additional hydrologic factors such as the time required to deplete available moisture storage in WRS. The predicted net infiltration rates ranging from 0.13 inches/year (1.1x10-8 cm/s) to 0.24 inches/year (1.9x10-8 cm/s) are below the threshold value of less than 10-7 cm/s recommended by Hutchison and Ellison (1992) as being characteristic of conditions that produce no or negligible quantities of seepage. In addition, the total time required to deplete available moisture storage within the Ajo Mine WRS and for any potential seepage from the WRS to reach the underlying aquifer is estimated to range from 260 years to 1,950 years. Collectively, the climatological and geotechnical investigations and the hydrologic predictions demonstrate that the WRS at the Ajo Mine hydrologically do not have a reasonable probability of discharging pollutants to the underlying aquifer. As a result of this prediction, the stockpile will not be regulated under the state groundwater permit program and operational and reclamation requirements will be limited to managing surface water runoff.

I shall endeavour to make its significance clear during my remarks but, in the hope of minimizing that inevitable exodus which follows a good lunch such as this, I am going to withhold the final key to its meaning until the very last sentence of this talk.Some explanation is due at the beginning, however, so for those of you unfamiliar with Spanish I will explain that casa means house, or home. The casa about which I am going to talk necessitates a wide .and generous interpretation of the word, because I am using it to indicate principally that portion of the North American continent which is the home, in the western hemisphere, of British and American ideals of justice and freedom, the dignity of the individual and his right to exercise private initiative .and engage in private enterprise. In a wider sense, I am including the entire western hemisphere, which may yet stand as the last bulwark of political and industrial democracy.As for the treasures of which I am about to speak, may I remind you that there are no• material treasures but those derived from the earth, and they are derived by one of two processes, -mining and farming. These two fundamental industries are the basis, and the sole material basis, of our welfare, our wealth, our very existence. From farming, whether it be farming of the land. or farming of the sea, we obtain the food to keep us alive, healthy and able to work."

[Polychlorinated biphenyls (PCR's) have been widely utilised as fire-resistant dielectric coolants; in electrical equipment used in mining applicants, including transformers, capacitors, electric motors, and electromagnets. In addition, PCB's have been used in hydraulic fluids and heat-transfer fluids and are present in many oil-filled transformers. The U.S. Environmental Protection Agency (EPA) recently banned the manufacture of PCB's and equipment using PCB's, and imposed strict requirements on the continued use and disposal of existing PCB equipment. This manual discusses the EPA requirements, suggests ways to decrease the risks resulting from continued use of PCR equipment, and surveys the non-PCB equipment that is available as replacements for the PCB electrical equipment presently used in mines.]

"Microwave induced cracks have the potential to enhance metal recovery from coarse sphalerite particles in heap leaching operations by creating new crack surface areas for lixiviant and enhancing value mineral exposure. The mode of fracture and the extent of mineral exposure due to microwave induced cracks have not yet been investigated. The objective of this study was to determine the extent of particle damage and mineral exposure in microwave treated particles. This was done using X-ray computed tomography (XCT) and image analysis techniques. XCT analysis was conducted on small (–5+4.75 mm), medium (–16+9.5 mm), and large (–25+19 mm) sphalerite ore particles before and after microwave treatment (MT). Geometrical properties, such as volume and surface area of each mineral phase in each particle was determined from the XCT reconstructed images using VGStudioMax image analysis software. These geometrical properties were used to calculate the interfacial areas of sulphide mineral grains in microwave treated particles before and after MT. The ratio of specific interfacial area after MT to specific interfacial area before treatment was used as an indicator of the degree of preferential grain boundary fracture. The results showed significant grain boundary fracture after MT at all sizes. For small sized particles, about 31% of the interfacial area was lost compared to 23 and 16% for medium and large particles, respectively. The results also showed an increase in the degree of mineral grain exposure of 28, 26, and 15% for small, medium, and large particles, respectively, after MT. These results provide experimental evidence supporting improved mineral exposure due to MT. INTRODUCTIONFor some years it has been suggested that microwave treatment (MT) of ores might result in preferential grain boundary fracture that would have benefits such as improved grain exposure and particle weakening. (Kingman, 2006). Most of the experimental work investigating the application of microwaves to mineral processing flow sheets has focused on assessing the benefits of applying microwave technology to flow sheets consisting of size reduction and mechanical flotation cells (Kingman et al., 2004). Experimental studies have shown that coarse crushing during tertiary grinding of microwave treated ore resulted in a better liberated coarser flotation feed (Scott, Bradshaw, & Eksteen, 2008). It has been suggested that improved liberation in milled flotation feed, was due to the presence of grain boundary fracture in microwave treated particles. However, this improvement in coarse particle liberation does not necessarily translate to a significant improvement in downstream flotation recovery (Kobusheshe, 2010). This is as a result of the size limit to the flotation of coarse material, due to detachment forces acting on particle-bubble aggregates, which increase as the particle size increases (Jameson, 2012). Current conventional, mechanically agitated flotation cells are not designed to float coarse material (Jameson, 2012). Hence it has been difficult to show the downstream processing benefits of applying microwaves to ores processed by comminution followed by flotation (Kobusheshe, 2010). It is clear from investigations carried out so far that inappropriate downstream exploitation of microwave treated ore would fail to realise a meaningful process benefit (Kobusheshe, 2010; Ali & Bradshaw, 2011)."

Over 400,000 tonnes of kaolin, sillimanite, mica, kyanite, feldspar and rutile have been mined from the unique Williamstown orebodies since their discovery in the early 1900's. Numerous companies; both large and small were associated with the early development of these deposits but since the formation of Australian Industrial Minerals in 1947, this company has been the only significant producer. A combination of mining and management problems almost forced closure of the mine in the late 1970's but this was averted by a changed attitude towards mine planning. Mine development is now based on detailed geological and technical investigations, exploration for additional ore reserves is being conducted and laboratory and pilot scale studies are being undertaken to utilise both low grade ores and waste materials. The professional approach to mine and market development will ensure that Williamstown mineral products will continue to be available for many years.

"This article explains the ways in which investment on mining infrastructure is a geopolitical issue. It discusses the effect of installing sufficient infra structure to get the product to the world market, and argues that there is a risk involved in depending on traditional suppliers who wish to invest in the infrastructure. It explains how to make a distinction between dedicated purpose infrastructure and general use infrastructure by examining the positions of the main actors in mining projects. It argues that these positions can not be understood as analogous to projects in developed countries. To conclude, infrastructure is a crucial link in the supply chain to market but the relative size of such projects in relation to the economy means that investors decisions in developing countries have quite different implications from those in developed countries."

AN EDITORIAL on the Strike Situation in the Coal mining industry in the New York Evening Post of Nov. 4, 1919, gave what purported to be statistics of the Department of Labor, for a period of two weeks, which showed an average for the year, based on these two weeks, of 32% hours per week. This mode of arriving at the number of hours per week, while not accurate, is not so far off from the facts as to call for any special comment. The report of the U. S. Geological Survey, Department of Coal Statistics, give so the number of days worked in 1917 as 243; reducing the same to hours per week, assuming 8 hours per day, shows a weekly operation of mines at an average of 36J4 hours. But this assumption is not exactly correct, for the reason that it is not very often that the miners work the full 8 hours per day. There are many explanations for this, but it is not pertinent to this statement to discuss them now, as the important thing to consider is whether a 30-hour week would be for the best interest of not only the men themselves, but the public or country in general.

When one looks back and does assessments of what has been the key ingredient in achieving success in our safety efforts, there are many issues that spring to mind and cover a wide array of elements. One does not know which has the ultimate maximum effect. In his presentation yesterday, Alan Peers, our SHEQ leader, covered a lot of detail with the way we are managing safety at Modikwa. I have attempted to identify some of the key essentials in making the mine safe. Passion Safety is addressed with a passion that is unbelievable at times. When I get phoned because an incident has occurred and in reporting the incident, there are already action plans being put in place to prevent re-occurrences, you understand the commitment to put employees? safety first. You hear the disappointment in your subordinates? voices when they have to share the fact that an incident or accident has occurred.

Mining operations were in progress at the Shawangunk mine near Summitville, Sullivan County, N. Y. as early as 1843 and again as late as 1918. Difficulty in effecting mechanical separation of sphalerite and galena was the primary reason for abandonment by various operators. The Bureau of Mines investigated this mine by diamond drilling, sampling, and performing beneficiation tests. The investigation included the construction of 1.25 miles of access road and the completion of 6,526 feet of core drilling in 24 holes. In addition, 151 samples were taken in the mine. The investigation proved an extension of ore contiguous to the old mine workings and resulted in the discovery of another ore shoot at depth. The ore occurs as fissure filling in a fault zone and contains concentrations of zinc and lead sulfides with minor dissemination of chalcopyrite in a quartz gangue. Metallurgical tests indicate that the ore can be concentrated by selective flotation.
