THE John Fritz Gold Medal for 1929 was presented to Herbert Hoover at the Executive Mansion on April 25, at a luncheon given by Mr. Hoover to present and past members of the Board of Award, preceding medalists, and presidents and secretaries of the American societies of Civil, Mining and Metallurgical, Mechanical, and Electrical Engineers. The presentation party of forty engineers which gathered at the White House, from all parts of the United States, was made up of past presidents of the four senior national engineering societies that established the John Fritz Medal and included five men who had received the medal in previous years. These former medalists were Edward Dean Adams, J. J. Carty, J. Waldo Smith, Elmer A. Sperry and Ambrose Swasey. This medal is the highest honor bestowed by these four national engineering societies, having a membership of 60,000. It is awarded not oftener than annually for "notable scientific or industrial achievement, without restriction on account of nationality or sex." In accordance with custom, the award to Mr. Hoover was made tentatively and without announcement in October, 1927, and was formally con- firmed and announced one year later.

Petroleum exploration in onshore Gippsland was directed in the 1950s and 1960s towards plays in the basal Latrobe and Strzelecki Groups, but these became forgotten in the 1970s with the Latrobe play discoveries offshore. The principal explorationists of the time were Woodside Oil and Arco Ltd, who then departed the scene after drilling some 18 wells without major success. In the late-1980s successful hydrocarbon finds in equivalent age Otway Group sediments in the Otway Basin were made and in early 1990 Tyers Petroleum began investigations into Strzelecki Group prospects as applied to the onshore Gippsland Basin. Some 18 anticlines have been mapped, based on shallower coal exploration drilling in the Latrobe Group, which from seismic and gravity evidence are believed to unconformably overlie similar anticlinal structures in the underlying Strzelecki Group. Strzelecki targets of interest within drilling depth are the basal Tyers Conglomerate/Rintouls Creek Sandstone Formations which outcrop in the north of the Latrobe Valley and are analogous to the Pretty Hill Sandstone in the Otway Basin. In addition, intra-Strzelecki Group targets similar to Heathfield and Windermere Sandstone Members are also considered to be present. Good source rocks are abundant including coal seams and carbonaceous sediments of Neocomian and Jurassic age, which lie within the oil window. Seal is provided by the overlying Aptian-Albian aged volcanogenic sediments. The Tyers/Rintouls sandstones - a target in the Woodside/Arco wells, with two exceptions, were not reached. Encouraging intra-Strzelecki shows were reported in many of the wells. Basal and intra-Strzelecki porous quartzose sandstones remain one of the few untested plays left in the Gippsland Basin and, in the onshore, merit extra attention as they he within the oil window at economically drillable depths.

This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

This report presents the results of six STATNAMIC loading tests that were carried out on four different pile types at the CALTRANS 280 Test Site (Bridge No. 34-46) in conjunction with the Tension Pile Test Program. The STATNAMIC testing was performed by Berminghammer Corporation at the request of the California Department of Transportation, Office of Geotechnical Engineering. Others performed the static tension (uplift) and compression loading tests which werecarried out on the piles tested using the STATNAMIC method. A summary of the STATNAMIC test results is presented and discussed, and the appropriate results are compared with the static test results

"The Zambian copper mining industry as we know it today had its genesis in the 1920s. Consistent private sector-driven investment in the industry over a period of over 50 years in exploration, mine development and operation, development of minerals processing facilities, building of infrastructure for pyrometallurgical and hydrometallurgical processing, with attendant support facilities, including building of whole new towns, resulted in copper production rising to a peak of 769 000 t in 1969, providingover 62 000 direct jobs. The industry was nationalized in 1973 and remained in government hands for just over 24 years. During this period, the industry experienced a serious decline in production levels, reaching the lowest level in the year 2000 when production was 250 000 t. An average of just under 2000 jobs were lost every year in the 24-year period, reaching just over 22 000 direct jobs in 2000.Following the return of Zambian politics to pluralism and liberalized economic policies, the government decided to privatize the mining industry. The process started in 1996 and by the year 2000 all the mining assets had been privatized. The new investors embarked on serious investment to upgrade the assets and to develop greenfield mining projects. Fourteen years later and after more than US$12 billion investment, production levels increased year-on-year to a peak of 763 000 t in 2013 with direct jobs reaching 90 000.This paper discusses the impact of the mining industry in Zambia on the economy in areas such as employment, support for other industries, direct contribution to the national gross domestic product (GDP), foreign exchange earnings, and social amenities. The paper also focuses on the performance of the mines during these periods vis-à-vis mineral availability, mineral grades and complexity, new technologies, and human capital. This is looked at particularly in the light of current challenges the industry is facing. Suggestions are proposed on how the industry can be nurtured to continue being a major driver for the Zambian economy and a major player in the international copper mining business."

"The Atlantis-Il-Deep is a stratified metalliferous deposit located along the median valley of the Red Sea at a water depth of about 2200 m. The metal-bearing mud contains sulphides of zinc, copper and iron with significant amounts of silver, gold and cobalt. A variety of oxide, siliceous and carbonaceous gangue material is also present. Long sediment cores indicate that the thickness of the deposit may reach 25 m, but the average kriged thickness of metal-rich sediments is about 11 m.Mining geostatistics was applied to estimate the Red Sea offshore mineral resources. Experimental semi-variograms were computed along 0 ± 180 degrees and then models were fitted to analyze the mineralization phenomenon. Kriging estimates indicate that 696.330 million t of bulk sediments contain 1.891 million t of zinc, 0.425 million t of copper and 3. 75 thousand t of silver. Gold and cobalt contents were calculated from the analysis of solids in flotation concentrates as 47 t and 5368 t respectively. The significant outcome of implementing geostatistics to the Red Sea brine precipitates is not only for the evaluation of metal resources, but it also provides a useful tool in the optimization of selective dredging of appropriate areas to be mined. IntroductionThe discovery and extensive exploration of hot brines and hydrothermal sediments in the Red Sea median valley revealed the fact that the Atlantis-II-Deep is a potentially exploitable metalliferous mud in the economic sense. Sediments in the mineralized deep are composed mainly of oxides, various types of silicates and sulphides with considerable concentrations of zinc, copper, cadmium, silver and gold. The mineral-rich deposit, located at a mean water depth of about 2000 m, has an average thickness of 11 m, and is covered by a brine layer having a temperature of 60°C."

Good operation of Soderberg electrodes is dependent upon high quality electrode paste coupled with better electrode management procedures. Without having a good electrode operation, it is not possible to obtain the best outcome from the furnace. In other words that is a good way to say how important the proper electrode operation is. Good electrode performance depends on the slipping rate and current levels, which decides the shape of the baking curve at the level of just below the contact clamps. Negative curvature of baking zone in the central part is considered dangerous because shrinkage takes place outwardly creating abnormal stresses in the electrode. Soft breakages occur when the baking zone comes below the clamps and the casing cannot take the current. This paper deals with various factors affecting baking characteristics leading to soft breakages and also presents case studies in a closed 48MVA furnace with smelting for charge chrome. In case studies in a closed furnace, it has happened that the energy for baking at the low current operation before breakage has been lower than the actual slipping has demanded. At low current there should not be problem, but a problem can occur when the current for some period is raised above the current carrying capacity of the casing. So data for electrode operation in actual period was studied and presented in this paper.

The process of pile driving disturbs the soil around the pile. The nature and magnitude of disturbance depends upon 1) the pile size, and 2) the nature of soil. Therefore, the prediction of a single pile behavior based on soil properties of undisturbed soil samples may not match its performance. Under lateral loads, the pile may loose contact with the soil near the ground surface especially in clays. The soil pile interactions are influenced the most by pile behavior in this zone. This situation further affects the tally of prediction and performance. Piles are used in groups. The zones of overlapping stress from one pile to the other both around the pile and below their tip particularly in soft soils, contribute to group effects. Empirical solutions have been developed for prediction of the pile group behavior. The group action is more involved under vibrations. Several cases of single piles and pile groups under static and dynamic loads from published records have been analysed. It has been shown that single pile test is the best source of information on the soil-pile-soil interaction effects.

Coal mine bursts have represented a major hazard for U.S. mining operations for more than 90 years. During this time, many prevention controls have been developed and tested. This paper reviews 11 prevention control techniques. Although coal mine bursts are not common events in most underground coal mines, their occurrence almost always requires a change in mining practice. Over the many years of dealing with these hazards, specialized requirements for layouts and novel extraction sequences have been developed on a site specific basis. The keys to mitigating risks are to properly assess the coal burst hazards and to possess the knowledge and skills to prevent or remediate their occurrence.

Mobile equipment in oil sand mining operations experience more maintenance problems than similar equipment in other surface mines, due to soft underfoot conditions. Oil sand properties are known to vary with temperature, bitumen content and previous loading cycles. One of the challenges is the widely variable underfoot pressure which supports shovels and trucks. In the case of a heavy hauler driving on in-pit roads, each tire is supported by a different ground stiffness resulting in an apparent uneven surface. Driving over uneven ground causes twist in the truck frame, which is transmitted to the dump body. Through a finite element analysis of a haul truck dump body, it was shown that slight frame twists produce localized stresses in the intersections of the floor stiffeners. These stresses are at times greater than those resulting from the maximum ore weight and are primarily responsible for cracking in these intersections. Syncrude maintains high quality haul roads, which are constructed of gravel, and makes every effort to keep the shovel pit roads as smooth as possible. This problem cannot be avoided through operational practices only and must also be accounted for in the design of haul truck bodies.

The project consisted of filling an abandoned underground limestone mine to facilitate construction of a new entrance ramp to I-470 in Lee?s Summit, Missouri. Due to collapse of mined areas near the project site, design included determination of the limits of remediation for the project and minimum construction requirements for mine infilling. The Judy Company, contractor selected for the mine infilling, experimented in the laboratory with several grout mixes to determine the appropriate mix for the project. Infilling was accomplished from the ground surface, and camera observation was used to monitor the barrier wall construction and infilling process. It was discovered that some of the mapped rooms were larger and some were smaller than indicated on the construction plan.

The project investigated regional impacts of mining on the ground water system of the Powder River Basin by: 1) establishment of a regional ground water monitoring network, and 2)development of , set of digital computer models to simulate ground water flow and quality, ground water contributions to surface water flow and quality (i.e., baseflow), and watershed run-off and recharge. Over 100 wells were monitored for physical and chemical parameters. Data were used as input to the model; and for the development of a comprehensive data base. The basin was modeled on a regional and subregional scale using a finite -difference model employing an alternating difference technique. Two water-shed models were evaluated for their ability to provide runoff and recharge inputs to the basic ground water model. Application of the regional and subregional models using conservative mining scenarios showed that drawdowns may extend west from the mines as far as ten miles but that impacts would be insignificant on a regional scale. The watershed model could be effectively applied to small watersheds only.

"Under certain conditions of moisture and oxygen, sulphides can spontaneously heat, a phenomenon known as self-heating. In this paper, we test a hypothesis that galvanic interaction between some sulphides can promote self-heating. Galvanic interaction is controlled by restpotential difference between minerals and their surface area of contact (particle size). In order to decrease rest-potential, four sulphides were tested: pyrite, chalcopyrite, sphalerite and galena. Two series of samples consisting of mixtures of two sulphides, each representing a mass fraction of 50 %, were run in standard self-heating tests. The first series comprised five mixtures, two with low rest-potential difference (pyrite-chalcopyrite and chalcopyrite-sphalerite) and three with high rest-potential difference (pyrite-galena, chalcopyrite-galena and pyrite-sphalerite). The second series was performed on a pyrite-sphalerite mixture at four particle sizes (80 % passing 850 µm, 300 µm, 75 µm and 38 µm). The first series showed that the individual sulphides and the mixtures of low rest-potential difference did not self-heat but the mixtures of high rest-potential difference did self-heat. The second series showed that self-heating increased inversely with particle size (increased specific surface area) and revealed that it was the fineness of the pyrite (high rest-potential sulphide) that governed the self-heating effect, indicating the rate-limiting step is the reduction reaction on pyrite (cathodic mineral). The increase in self-heating with high rest-potential difference and increasing particle fineness supports the hypothesis that galvanic interaction contributes to sulphide self-heating. A possible mechanism based on the hydrogen sulphide hypothesis is proposed where the reduction reaction at the cathodic mineral surface is ferric to ferrous. The understanding gained will be of interest to those involved in storage, shipping and disposal of sulphide minerals.INTRODUCTIONSulphide mineral ores are the major source of most base metals such as copper, zinc, nickel and lead. Once the ore is extracted, the sulphide minerals are liberated by size reduction (crushing and grinding), concentrated by flotation, and the concentrates sent for further processing to extract the metal (smelting and refining). At the various stages from mining to concentrate shipment and tailings storage, the sulphides are exposed to a variety of environments, which under certain conditions of air (oxygen), humidity and temperature can cause them to heat. Since no external heat source is involved, this pyrophoric process is known as spontaneous heating or, more commonly, self-heating. The self-heating of sulphides is associated with oxidation reactions under moist conditions. If the heat generated is greater than the heat dissipated, the sulphides will self-heat and the material temperature will rise. This can make working conditions potentially dangerous as oxygen is consumed from the surrounding air and significant quantities of sulphur dioxide (SO2) can be released (Ninteman, 1978)."

In the last 20 years, In Line Inspection (ILI) using intelligent pigs has become the principal tool used by pipeline operators to assess the condition of their pipelines. New pipelines are normally designed to take intelligent pigs, but many older pipelines require some modifications and special procedures for their inspection. This paper is aimed at practicing engineers and managers of pipelines, or people aspiring to those positions. The paper describes the benefits of ILI and some of the practical issues regarding pipeline preparation and cleaning, choice of inspection tool, running pigs in pipelines, and what to do with the data collected. What are the responsibilities of the Pipeline Engineer ? ? Maintain reliable and acceptable performance of the pipeline in terms of safety and product delivery at economical cost. ? Provide a defined margin of safety for operating the pipeline at its designated pressure. ? Provide timely information on all pipeline defects such that repairs can be carried out according to a managed schedule. What Defects does the Pipeline Operator have to cope with ? A useful record of actual incidents seen in pipelines can be obtained from the web site of the US Office of Pipeline Safety (OPS) - http://ops.dot.gov/stats/stats.htm. US pipeline Operators are obliged by Law to report all pipeline incidents exceeding certain threshold criteria (e.g loss of life, escape of product, cost of incident etc). These OPS statistics show that corrosion and third party damage have remained consistently the prime causes of reportable incidents in the US, with similar experience elsewhere. ORDINARILY age-hardening is thought of as being associated with a limited solubility of one metal in another. Much less has been written about the type of age-hardening that attends the formation of superstructures. Solid solutions generally have a disordered or random arrangement of atoms; that is to say, in a unit cell, such as that of the face-centered cubic lattice, there is no distinction between atomic sites. Atoms of a given metal may occupy cube corners or face centers. Under certain conditions, however, some alloys develop what is known as an ordered structure. In this case, cube corners would be occupied by only one type of atom and face centers by another type, Associated with this ordering process are many interesting changes in physical and electrical properties. Moreover, in many instances the alloys become susceptible to age-hardening. From the evidence now to be described, it appears that age-hardening in 14-carat gold alloys is due to the formation of both a super-structure and a precipitate. Alloys of the metals gold, silver and copper were known in antiquity. The available knowledge regarding their constitution has been ably summarized and extended by Sterner-Rainer,1 Janecke,2 Carter,3 Wise,4 and Coleman.5 Despite the long familiarity with these alloys and the numerous investigations of their properties that have been made, there is still much that remains unexplained. It has been known for a long time that the hardness of these alloys is closely related to the rate of cooling, Similar changes have been observed in the binary gold-copper system,6 one alloy of which corresponding to the formula Cu3Au, has been the subject of a careful and competent report by the English investigators, Sykes and Evans.7 They have established the fact that the shift of atoms from the ordered to the disordered condition takes place in some critical temperature range. At temperatures above the critical range the structure is random, and at temperatures below it the structure is ordered. No difference between these two structures is revealed by the microscope. Both have a face-centered cubic lattice and complete solubility, so that there is no evidence to suggest that the changes in properties are associated with a phase change, The more slowly the alloy is cooled, the higher is the degree to which the ordering process proceeds and the more marked is the increase in hardness. As experimental data were accumulated on 14-carat gold alloys, several contradictions arose. Certain observations tended to confirm the existence of a superstructure, while other observations seemed to be inconsistent with such a transformation. Since 1988, there have been thirteen documented incidents in the United States and Canada in which carbon monoxide (CO) is suspected to have migrated through near surface strata into structures or other enclosed spaces as a result of nearby trench blasting or surface mine blasting. From these incidents, there are thirty suspected or medically verified CO poisonings and one fatality associated with these incidents. To better understand the variables contributing to this hazard, the National Institute for Occupational Safety and Health (NIOSH) carried out a small- scale field study to identify key factors that may contribute to the migration of CO through the ground. NIOSH conducted single- hole heavily confined experimental test shots to measure the radial pressure pulse as it propagated through surrounding monitoring holes to determine if a relationship existed between the pressure pulse and resulting CO measurements afterwards. NIOSH also monitored blasts at an airport construction site. Following the detonations, the concentrations of CO, nitric oxide (NO), and nitrogen dioxide (NO2) were monitored for several days in the surrounding satellite holes. The peak CO measurements relative to distances from the shots were compared. Pressure histories and peak particle velocities (PPV) were measured at monitoring boreholes. It was found that the differential pressures recorded within the boreholes give some indication as to the likelihood of CO appearing, whereas the PPV measurements do not seem to be as good an indicator for potential CO migration. In this limited study, changes in barometric pressure had very little influence on removing the trapped detonation products, whereas applying a vacuum to the monitoring holes was effective in reducing the entrapped CO concentration.

The new underground facilities for the LINAC Coherent Light Source project at the Stanford Linear Accelerator Center in Menlo Park, CA, are constructed in very weak sedimentary rock interspersed with uncemented zones. In addition to several 21-footwide (excavated) tunnels, the NATM excavations include a large, 49-foot wide (excavated) cavern, an unprecedented size in this geology. The critical design issues include characterization of the weak rock, some shallow rock cover areas, and very stringent criteria for final invert slab movements within the tunnel. The design also incorporated severe seismic criteria, since the site is in close proximity to the San Andreas Fault.

Estimation of the axial side shear resistance of drilled shaft rock sockets is directly related to the unconfined compressive strength of the bedrock. Commonly, the mean unconfined compressive strength value is calculated from a range of laboratory test results and is used to estimate the side shear of the bedrock. This paper presents the results from a full scale axial load test performed on an 8.5-feet-diameter drilled shaft rock socket, and compares measured side shear values to estimated values for two different rock strata. Measured side shear values correlated well with the design value calculated for the "strong" rock stratum, but did not correlate well with the design value calculated for the "weak" rock stratum. The mean unconfined compressive strength was used to calculate the side shear in both strata, but review of the laboratory data indicates that this value may not have been appropriate for the weak stratum due to a large variation in the laboratory test results. Also included in this paper is a discussion of the subsurface conditions, the laboratory test results, and the methodology used to design the drilled shaft rock sockets for axial and lateral resistance.

The Cortez gold mine is located in Lander County, NR, about 130 km (80 miles) southwest of Elko. Cortez Gold Mines (CGM) is a joint venture between Placer Dome US Inc. (60% operator) and Kennecott Corp. (40%). The claims that supply oxide and refractory ore feed to the Cortez milling facility are located in both Lander and Eureka counties. These include the Cortez and Horse Canyon deposits, all operated by the joint venture. Other deposits outside the CGM claim area include Fire Creek, Buckhorn, Gold Bar and Tonkin Springs. These deposits all occur along the Battle Mountain-Eureka Trend. History Mining in the Cortez district began in 1862 with the discovery of high-grade silver ores. Grades in the hundreds of ounces per ton occurred in an area 7 km (4.5 miles) southeast of the current CGM mill site. Underground mining through the Garrison and Arctic tunnels provided the bulk of the ore production between 1864 and 1895. To a lesser extent, the Mill Canyon area also supplied ore until 1930.
