"On-site research and development as well as in-situ testing are key factors to the successful implementation of new mining equipment and technology. Unfortunately the demands and necessities of research and development often conflict with the reality of mine production in operational mines, especially during early stages of research and development and the initial testing of new equipment. Several experimental mines under university supervision attend to this problem and provide a close-to- reality testing environment for the mining industry and mining equipment manufacturers. This paper gives an overview of the design and organization of such an underground testing area as well as of the wide range of possible operations it can facilitate at the example of the FLB Experimental and Teaching Mine (Forschungs- und Lehrbergwerk) at Technische Universität Bergakademie Freiberg, the central European underground research mine. INTRODUCTION As well as the Mining Engineering education follows the same pattern worldwide, the tasks and duties to be fulfilled by engineers in the productive mines are comparable around the globe. This also holds true for the technologies and equipment needed, both in surface and underground mines. Almost all mining equipment brands are being distributed worldwide. The tasks and challenges of guaranteeing an ever- increasing productivity at the mines, while simultaneously maintaining, respectively improving, safety standards, also in the developing countries and emerging economies, requests a constant development, improvement and adaption both of the engineering education and of R&D in technology and equipment. The increasing safety requirements at the mines, in combination with also increasing safety and liability policies, do often not allow a proper practical education of mining engineering students. At the same time, new technologies and equipment to be deployed / brought to the mines have to be fully functional in a production operation from the very first moment. Time losses like break-down time or even repair and maintenance breaks are often costly and, even when expected up to a certain degree with newly developed machines, have a wider negative impact on the neighboring operations and operations within that mine, thus often being unacceptable within the ongoing production process and extremely costly."

The Arizona Legislature is currently in the process of considering mined land reclamation legislation in the 1994 legislative session. A bipartisan legislative study committee has drafted proposed mined land legislation. The committee has attempted to craft legislation that is appropriate for the unique conditions in Arizona. Existing Arizona and federal laws and regulations extensively regulate the environmental performance of mines in the state to protect public health, safety and the environment. The proposed mined land reclamation legislation does not replace or duplicate these statutory provisions relating to environmental protection. Instead, the purpose of the proposed legislation is to provide for the reclamation of land that is being mined and to fill the gap in existing laws by requiring the reclamation of land that currently is being mined or that has been mined since 1986 to provide for future land use. The legislation would require an operator to submit a reclamation plan describing the exploration operations, mining operations, post-mining land use and the proposed reclamation measures for review by a state agency. Financial assurance also would be required in an amount such that a third party could complete the approved reclamation measures. Arizona's mined land reclamation legislation would recognize Arizona's leading role in hard rock mining and emphasize the mining industry's economic importance to Arizona and the nation. Because mining operations necessarily require disturbing the surface of the earth to extract valuable minerals, reclamation requirements would be adapted to different conditions and would vary depending on site-specific conditions and on the commodity being mined. The current proposal does not identify the state agency that will administer the mined land reclamation program and approve reclamation plans, substantial changes to plans, and transfers of reclamation plans to other operators.

The Bureau of Land Management (BLM) has constructed two biochemical reactor systems (BCRs) to treat mining influenced water from the Forest Queen Mine near Silverton, CO. The bioreactors coupled with a natural wetland provide treatment to the Forest Queen Mine drainage. The central objective of this paper is to review the performance of the bioreactors and wetland treatment system. The bioreactors have been in operation for nine years and along with the natural wetland are still removing a high percentage of the influent metals.

Each mining operation is unique in some aspect ownership; ore body location, size, geometry, grade, mineralogy, hydrology, or geotechnical parameters; or constraints such as environmental regulations. However, all mining operations are alike in one aspect; the prime objective of any mining project is to maximize the return on the investment. This is the golden rule, or in the language of mining, the investor?s law of conservation. A mineral resource, by definition, does not become a minable reserve unless the mineral or minerals can be extracted economically (and legally). The three preceding sections have covered the various types of surface mining options. The choice of the most economic method is dictated primarily by the type of de-posit to be mined, the mining rate, and the physical characteristics of the deposit.

Planning the development of the Quartz Hill molybdenum open pit mine in Southeast Alaska required a number of special considerations. Located in mountainous glaciated terrain, about 3.8 m (150 in.) of annual precipitation (with annual snowfall over 10.2 m (400 :in.) was a primary consideration. Mine planning included muskeg and snow removal, avalanche control, clearing timber, water quality control, dust control, seismicity, mine schedule, work force and reclamation. Quartz Hill is in an environmentally sensitive area which has required extensive environmental baseline data collection, four Environmental Impact statements (EIS) and a large number of permits.

Shortly after World War II, considerable impetus was given to use of truck haulage in open pit mines by the manufacture of large off-highway trucks. Mine management was quick to utilize this more flexible approach to open pit operation and in the ensuing years much time and energy has been spent to improve the basic concept. Dramatic progress has been made in drilling, blasting, loading and hauling with much emphasis placed on equipment improvement. In general, haul roads in open pit mines and quarries have received rather perfunctory treatment in studies of surface mining operations. Their importance to the successful pit operation requires more than a brief sentence saying, "Good haul roads must be maintained." Haulage costs account for approximately one-third of total mining costs including general costs and about 90 percent of the total loading-haulage cycle time is consumed in travel, hence, good haul road planning, construction and maintenance are mandatory for a viable operation.

Spray drying is the principal drying method used in the production of over six million tons annually of beneficiated kaolin in Georgia. Thirty-three dryers in the Georgia Kaolin belt comprise the highest concentration of large tonnage spray dryers in the world. A mineral deposit has been discovered and explored sufficiently to establish the presence of ore in ?commercially marketable quantities," This is the point at which exploration ends and development begins, Of course, when the presence of commercially marketable quantities of ore are thought to be present the deposit had to be evaluated before this decision could be reached. If, on the other hand, it was thought that commercially marketable quantities of ore are not present, either more exploration has to be done or the project must be abandoned. It is this decision with which this paper is concerned, more particularly, the influencing factors behind this decision. The final question to be answered is: what profit can my company reasonably expect to make by developing this property and putting it into production? The answer must be expressed as a figure for final profit per ton, money which can be used to pay dividends or to build up cash reserves. Some acquisition cost has probably been paid and the exploration cost incurred at the time of decision, (abandonment or development). In addition to returning these acquisition and exploration costs, the deposit must pay development, mining, milling, capital expense of new plants and equipment, taxes, and various other related costs.

The Coal Creek Preparation Plant is the coal cleaning facility of Mid-Continent Coal and Coke Company. Located three miles west of Redstone, Colorado, and at an elevation of 8,040 feet the preparation plant cleans coal produced at the company's Dutch Creek Mine and L. S. Wood Mine. (See Fig.1.) Current production is at the rate of 2500 tons per day clean coal. Plant capacity is rated 350 TPH raw coal. Reject rates vary with mining conditions from 8% to 25%. Factors which influenced the design of the coal cleaning facility were the characteristics of the coal, the location in a tourist oriented resort area, and the extreme winters of the area. Lack of areas suitable for settling ponds and the necessity of keeping effluent waters out of the fishing streams dictated a closed circuit plant. Severe winter conditions, which last six to seven months out of the year and temperatures which have dropped to 40° F. below zero on occasions demanded that the plant be totally insulated and enclosed indoors.

"The proposed Minne Lusa Stormwater Conveyance Sewer is part of the Phase 3 Major Combined Sewer Overflow projects to be scheduled as part of the City of Omaha’s Long Term Control Plan (LTCP). The system features a 6,100 foot long, 14-foot inside diameter tunnel to provide for conveyance of separated stormwater from previously completed and future LTCP sewer separation projects to the expanded Storz West and Pershing Detention Basins and subsequently, the Missouri River. The tunnel will operate as a pressurized system and convey flows of up to 2,500 ft3/s resulting from a 10-year, 24 hour storm event. This paper provides a synopsis of the project with a focus on the overall design aspects related to siting the tunnel alignment in an urban environment, the hydraulic analyses performed to choose a pressurized system rather than an open channel system, and expected geologic conditions. Tunnel alignment and profile and geological profile are presented, as well as an overview of the construction related impacts considered during design. PROJECT BACKGROUND The proposed Minne Lusa Stormwater (MLSW) Conveyance System will provide for conveyance of separated stormwater from previously completed, and future, LTCP sewer separation projects to the expanded Storz West and Pershing Detention Basins and subsequently, the Missouri River. The project location is representatively shown on Figure 1; the overall conveyance system is represented in Figure 2. The MLSW Conveyance System consists of three separate construction contracts under Contract Numbers: OPW-52004 – The Storz West Detention Basin to 31st & Paxton Tunnel; OPW-52454 – The Storz West/Pershing Detention Basin Grading and Improvements; and, OPW-52752 – The Pershing Detention Basin to ML Outfall Channel. This paper focuses on the project covered under Contract OPW-52004: design and construction of an approximately 6,110 feet 14-foot inside diameter (ID) tunnel, constructed using a Tunnel Boring Machine (TBM). The tunnel will receive flows from the Paxton Boulevard (PB) and the John Creighton Boulevard (JCB) Stormwater Conveyance Sewers and convey the flows to the Storz West Detention Basin, resulting in CSO volume and flow rate reductions to the Minne Lusa Outfall Channel and the North Interceptor."

In addition to marketing nonmetallic minerals produced by other companies, McCabe Minerals owns and operates three plants that produce headlap-roofing granules, with 25 employees and annual sales approaching $6 million. During its 22 years of operation, the company has developed many different markets, and a list of factors that is used in making our marketing and feasibility studies. "INTRODUCTION Cyanide heap leaching of gold ores in areas with extremely low winter temperatures requires special considerations to prevent freezing of the leach solution. Factors that impact the solution temperature include ore temperature at the time of stacking and during operation, burial of drip irrigation lines, use of geomembrane covers, and heating of the leach solution. Thermodynamic modeling was performed to simulate expected ore and solution temperatures under different operating strategies for Kaminak Gold’s Coffee Gold project in the Yukon Territory. Mean monthly temperatures at the site ranged from a low of -22.5oC to a high of 13.6oC, while in situ ore temperatures ranged from -0.5 to about -1.5oC. The modeling results were used to optimize the operational parameters and indicated that a combination of drip line burial and heating of the leach solution during the winter months was required to maintain solution temperatures above freezing during the initial years of stacking, although as the size of the heap increased, heating was no longer necessary. MODELING OBJECTIVES The successful operation of a cyanide heap leach under extremely cold winter temperatures requires the implementation of operational strategies to prevent freezing of the leach solution and the ore within the heap. Thermodynamic modeling of the heap provides the means to quantify the effectiveness of these different operational parameters on maintaining the required operating temperatures to avoid freezing within the heap. The operational parameters that were evaluated with the model included: • Burial depth of irrigation lines to prevent freezing during the winter months; • Variation in the temperature of the applied leach solution (to simulate heating of recirculated solution); • Variation in the rate of irrigation including seasonal variations between winter and summer months; • Seasonal versus year-round stacking of ore (to simulate the impact of the initial temperature of each ore layer as it is stacked); • Seasonal versus year-round crushing and stockpiling of ore, including the option to stockpile ore on the leach pad in the winter (i.e. stack but not leach fresh ore in winter); • Start date for seasonal stacking; • Variation of the heap geometry over time (both vertical and lateral expansion) and the associated heat storage within the heap; • Use of thermal covers (gravel or geomembrane) over the ore during the winter months; and • Effect of crush size on heat loss during crushing, stockpiling and stacking."

I would like to start this paper by looking back about twenty years to see where we have been in the mining industry. We will also look forward a bit and talk about what lies ahead. Here is what has happened to the world economy since the 1970s. Economic growth was strong in the early 70s, but slipped into a recession in the middle of the decade. Then, after a fairly decent recovery recession struck again in the early 80s and since then growth has been rather sporadic. All in all, it has been a real roller coaster ride. There will continue to be plenty of ups and downs in the world economy in the future.

Heightened environmental consciousness has resulted in the development of various international accords dealing with natural resource management. This international awareness is now being translated into regional and local initiatives that proactively implement collaborative environmental management programs. One such program was recently initiated in northern Chile in recognition of the interconnection of Andean salars. Cooperative efforts between industry, governmental agencies and academic professionals have resulted in the implementation of simultaneous environmental monitoring of flora and fauna in the salars of northern Chile. This coordinated effort is leading to an improved understanding of the migratory patterns of South American fauna, as well as improved access to an expanded database for the multiple user groups associated with the Andean salars. The El Abra Mine is actively participating in these coordinated monitoring efforts.
