"A long-term mine production schedule optimization based on stochastic integer programming is presented that manages the risk due to geological variability and uncertainty while jointly considering mine profitability, truck fleet requirements and waste management. The evolution of the pit is controlled so that space within the mined-out pit is continuously provided to allow for tailings and waste rock to be replaced, thus minimizing the project’s environmental footprint. The method is applied at a taconite iron ore deposit and has a project net present value that is 16.9 percent higher than that of a conventional schedule and has a higher chance of meeting production forecasts. The stochastic schedule reduces equipment requirements by delaying waste mining and by mining selectively in order to meet plant ore feed requirements without stockpiling material, resulting in 23.7 and 26.2 percent lower mining capital and operating costs, respectively. IntroductionThe LabMag iron ore deposit is part of the Millennium Iron Range, a 210-km (130-mile) belt of taconite in northern Quebec and Labrador, Canada. LabMag has significant economic potential. It contains more than 3.3 Gt (3.6 billion st) of proven reserves at an average total iron content of 29.8 percent and is very low in impurities. However, on a project basis of 23 Mt/a (25 million stpy) of product, the required capital expenditure is estimated at more than $5 billion (SNC-Lavalin, 2014), which necessitates careful evaluation of all sources of risk. Resource estimation is one of the main sources of risk in a mining project as knowledge of the orebody is primarily based on drilling, which is often sparse because it is expensive. If the expected ore tonnages and qualities are not obtained when mining, the project cash flows are directly affected. The expected quantities and qualities of ore and waste are defined by the mine production schedule, which specifies the sequence of extraction and is dependent on the resource estimation. The goal of mine production scheduling is thus to maximize the expected profit, while also meeting all production targets and constraints, by creating an extraction schedule that is robust in the face of geological risk and has the highest chance possible of actually being realized."

In spite of the importance of the presence of pyrite in the flotation of sulphide ores, not many studies have been made from the electrochemical point of view. It is generally recognized that the oxidation of sulphide minerals is one of the most Important factors among those which affect the floatability of sulphide minerals. The concept that the presence of oxygen is essential to the flotation of sulphide minerals is supported by numerous experimental results (1). The presence of oxygen in sulphide minerals- aqueous solution systems would affect the electrochemical behaviour of sulphide minerals and subsequently lead to more complicated reactions on the surface of sulphides. Actually some of the phenomena observed in sulphide flotation are deemed to be more appropriately explained from the electrochemical point of view. The author and co-workers have studied extensively the electrode reactions of pyrite and its significance in sulphide flotation. The results have been partly published elsewhere (2-7). In this paper, the author discusses the electrochemical nature of pyrite, and the three different phenomena observed in pyrite flotation: (1) Xanthate¬dixanthogen system on pyrite, (2) Flotation of complex sulphide ores containing pyrite and (3) Depressive mechanisms of pyrite with cyanide. The phenomenon which has been known as an iron contamination effect due to steel grinding media on sulphide flotation is also explained from the electrochemical aspect. However, this problem is not directly concerned with pyrite, and it will be discussed elsewhere (8).

Of the halogens, the gold iodide complexes are the most stable in aqueous solutions. A series of experiments were performed to investigate the kinetics and mechanism of the leaching reaction between gold and iodide. Using a rotation disk technique, the effects of rotation speed, iodide and iodine concentration, temperature, pH and in the presence of different electrolytes were measured. Oxygen and hydrogen peroxide were also examined as oxidants in the iodide system. The first order reaction rate was found with respect to 13 and half order reaction rate with respect to 1-. The comparison of gold leaching between iodide and cyanide is also presented, in which a rate constant of about 2.6x10-9 mol/cm2? sec for 10-2 M I- and 5x10-3 M I2 was obtained. This value is close to that -for typical cyanidation. Cyclic voltammetry experiments were also performed to examine the electrochemical nature of the reaction which will be presented in part II of this study.

It is appropriate to discuss diatomite at an AIME meeting in San Francisco. California has led the nation, and the world, in the production of diatomite products for more than 40 years. It appears that our State will maintain this position for a long time to come. Diatomite today ranks high in the list of California mineral commodities, with a total value since 1889 well in excess of $100 million. California's production has more than doubled since 1942. In 1959, the value of diatomite production in California is exceeded only by the following industrial mineral materials-borates, stone, sand and gravel and cement20,28. Also, not unimportant is the production of diatomite in each of our other Pacific Coast States, including Nevada. First, let us define diatomite. It is a sedimentary siliceous rock of organic origin, which consists mainly of the fossilized remains of diatoms. Diatoms are microscopic aquatic plants which have the capacity of precipitating silica bio-chemically so as to form a part of their organized structure. In the economic sense, we are not concerned with the numerous types of sedimentary materials which contain minor amounts of diatom residues, or with impure or highly indurated siliceous materials, which may have been formed from diatomite2. Diatomite (synonyms--diatomaceous earth, kieselgurO is a term generally restricted to material of such qualities as to be suitable for commercial uses. Diatomaceous silica is a designation which is best used to distinguish the basic component of diatomite, that is, the substance of the silica shell itself, and which is the major' constituent of beneficiated diatomite or processed diatomaceous products.

This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cu ft), tons (/T, 2000 lbs) or acres (/A). 1 cu yd = 0.7646 m3 1 cu ft = 0.2832 m3 1st=0.9078t 1 acre = 0.4047 hm or m2 In several cases, the royalty is a percentage of the sales price of the finished product and is levied against either the amount produced or the amount sold. The Pan American Mine, in southeastern Nevada, is about 26 miles west southwest of Pioche, Nevada, and about 266 miles southwest of Salt Lake City, Utah. The mine is located in the Comet Mining District, and since the ore occurrence is generally the same in the Comet and well known adjacent Pioche Mining Districts, the history of the two shall be considered the same. The Pioche District began about 1869 with the production of high grade gold and silver from fissure veins in the Cambrian Prospect Mountain quartzite. Peak production was reached in 1872 and then declined with sporadic production until 1924, when Combined Metals Reduction Co. shipped its first, complex sulphide ores mined from the CM bed at Pioche. Extensive ore bodies in this CM bed attracted interest in the same bed in the Comet District. Small pockets of high grade silver-lead were mined from fissures cutting the CM and other limestone beds above. Exploration in the CM beds at this time proved a large area of mineralization too low grade to be considered ore.

A study was made to determine those petrographic parameters that are correlative with carbonate-aggregate quality as indicated by the Los Angeles abrasion and absorption tests. Samples collected at 28 sites in northern and eastern Indiana were analyzed petrographically, chiefly for void content, grain size, grain-size variation, grain shape, and grain interlock. Most of the sampled sites are in the belt of Silurian rocks of east-central and north- western Indiana. Though a few sites lie outside this belt, most of these have only a thin Devonian section above the Silurian. Three sites are non-Silurian and are included for comparison. Most of the samples studied are from Middle and Upper Silurian units. Both biohermal and nonbiohermal facies are included. The biohermal rocks are typically dense but vugular, finely crystalline granular dolomite. Nonbiohermal facies are porous, medium to coarsely crystalline, granular dolomite with dolomite rhombs The Los Angeles abrasion losses ranged from 20 to 46 per cent, the rocks in the eastern part of the state showing the higher values. Absorption tests indicate the same general quality trend. Comparison of petrographic studies with Los Angeles abrasion- and absorption-test results indicate the following correlations. (1) As per, cent of voids increases, quality decreases. (2) As average grain size increases, quality decreases. (3) Variations from mean grain size appear to have no effect on the quality. (4) As angularity and roughness of the grains increase, quality increases. (5) As grain-to-grain interlock increases, quality increases. Variations in the calcium-magnesium ratio have no apparent effect on aggregate quality, except as they affect the texture.

Iron ore pelletizing using compressive and shear action on wet mixture feed has been studied. The physical properties, namely, moisture content, drop strength, green compressive strength (GCS), dry compressive strength (DCS), porosity, and cold crushing strength (CCS), have been studied. Pelletizing tests were carried out on four different types of ore, namely, hematite ore, magnetite ore, goethite ore, and sinter return fines. The inference of shear forces on silica distribution index in dry pellet has been studied using optical and scanning electron microscopy. Significant improvement in physical strength was observed due to compressive and shear forces on the pellet mixture feed. However, decrease in moisture content and ball porosity has been observed. Silica distribution index improved by 1.72 times for hematite ore, 1.47 times for magnetite ore, and 1.68 times for goethite ore. It has been found that bubble cavity has been reduced which is good indicator in terms of physical properties.

Among the impurities present in phosphate ore, dolomite is the most difficult to remove. This is because dolomite and phosphate have similar chemical compositions and because the dissolved species of dolomite is adsorbed on the surface of the phosphate mineral. A new amphoteric surfactant was found to be a suitable collector for the separation of dolomite and phosphate. Flotation results showed that the new amphoteric collector had a high flotation selectivity for dolomite over a wide pH range. studies on the flotation of francolite and dolomite in each other's supernatant demonstrated that the dissolved ions had little effect on the selectivity of the new collector. It was found, however, that the dissolved ions were detrimental to the flotation separation using sodium oleate as collector. From a mixture offrancolite and dolomite containing 26.2% P2O5, a phosphate concentrate containing 35.2% P205 with a 90% recovery was obtained using 290 g/t of the amphoteric collector. The rejection of MgO was 81.41 %.

A pilot plant was constructed and operated to investigate the column flotation of 20 x 200 mesh North Carolina phosphate ore, using high throughput, high solids operating conditions developed at the NCSU Minerals Research Laboratory. Flotation was performed at 45% solids in a 9.5 cm (3.75 in.) diameter by 2.26 m (7.4 ft.) tall column at throughputs of 19.1 t/hr/m2 (2.0 stph/ft2) and 31.7 t/hr/m2 (3.3 stph/ft2). Recoveries in excess of 98% of the phosphate value were obtained at the lower throughput -- while obtaining concentrate grades containing over 28% P205 (61.2% BPL) at that recovery. Recoveries of about 95% of the phosphate value were obtained at the higher throughput, while making a concentrate averaging 27.6% P205 (60.3% BPL). In addition, a better understanding of the variables governing the column flotation of coarse nonmetallic minerals was gained. Variables examined included superficial air velocity, throughput (superficial feed velocity), frother type, frother dosage, and bias rate.

"The objective of this study was to develop a laboratory-scale method to rank the ignition and fire hazards of commonly used underground mine materials and to eliminate the need for the expensive large-scale tests that are currently being used. A radiant-panel apparatus was used to determine the materials’ relevant thermal characteristics: time to ignition, critical heat flux for ignition, heat of gasification, and mass-loss rate. Three thermal parameters, TRP, TP1 and TP4, were derived from the data, then developed and subsequently used to rank the combined ignition and fire hazards of the combustible materials from low hazard to high hazard. The results compared favorably with the thermal and ignition hazards of similar materials reported in the literature and support this approach as a simpler one for quantifying these combustible hazards. Resumen ¦ El objetivo de este estudio fue el desarrollo de un método a escala de laboratorio con el fin de clasificar los peligros de ignición y fuego de materiales comúnmente usados en minería subterránea y la eliminación las pruebas costosas y a gran escala que se realizan actualmente. Se usó un aparato de panel radiante con el fin de determinar las características térmicas relevantes de los materiales: tiempo de ignición, flujo de calor crítico para ignición, calor de gasificación y tasa de pérdida de masa. Se derivaron tres parámetros térmicos de los datos: TRP, TP1 y TP4, luego fueron desarrollados y subsecuentemente usados para clasificar los peligros combinados de ignición y fuego de materiales combustibles, de bajo riesgo a alto riesgo. Los resultados tuvieron una comparación favorable con los riesgo/peligro térmicos y de ignición de materiales similares reportados en la literatura y apoyan este enfoque como uno más simple para la cuantificación de estos riesgos combustibles"

Respirable (PM-10) crystalline silica is regulated by the State of California as a carcinogen. The risk-management of this material by the State exemplifies the inherent problems in the development of regulations based on current risk-assessment practices. The influence of extremely conservative risk-assessment and risk-management can be expressed in economic impacts including the increased cost of production, reduced competition, increased prices, reduced employment and redistribution of income. This paper attempts to contrast theoretical risk- assessment and risk-management with current application using crystalline silica as an example. Based on health information pertaining to silica, the paper examines federal and State of California regulatory and public policy positions. Using current risk factors and empirical data for the Central Valley of California, the projected incidence of lung cancer in humans is examined. While such an analysis would project an extremely high incidence of lung cancer as well as silicosis, not a single case of either lung impairment has been recorded within the study area or throughout the world in the general population. This suggests that sound guidelines for the analysis of scientific information have given way to the assumption that virtually any information representing a substance as a carcinogen is to be considered valid with little or no qualification.

Despite the importance of froth flotation to the mineral industries as a means of separating various minerals, the commercial flotation reagents used have varied little in the last twenty years. Numerous articles and books are available describing existing flotation chemistry and its application, e.g., Fuerstenau (1962), Fuerstenau (1976), Aplan (1980), Somasundaran (1980), King (1982), Leja (1982), Ackerman, et. al. (1984), Crozier (1984), Hansen and Klimpel (1985). There are many reasons for this lack of significant new reagent development including the general utility and relative cheapness of collectors, such as xanthates, and frothers, such as methyl isobutyl carbinol and the glycol ethers. Another important reason is the inherent complexity of the flotation process itself coupled with highly variable and difficult to standardize feed materials which make reliable reagent comparisons difficult and seriously limit the use of theoretically based studies to "predict" new or optimal reagents. In addition, the higher cost of "specialty flotation reagents demands that their performance attributes be significantly greater than existing general all- purpose commercial reagents – something often difficult to prove in practice. Faced with this situation, a detailed applications research pro- gram [Klimpel (1980 ab, 1982, 1984 ab), Klimpel, et. al. (1982)] was organized from 1979-1985 on mineral flotation with the following goals: 1) the development of appropriate batch laboratory flotation testing techniques sensitive enough and statistically reliable enough to identify small differences in performance between different flotation tests (i.e., between various reagents, even those with relatively minor chemical structural changes); 2) the identification of mathematical models with appropriate numbers and types of parameters that have maximum statistical power to statistically distinguish between various time-recovery profiles; 3) the generation of laboratory and corresponding plant scale data in sufficient quantity and consistency so that the highly interactive nature of the "flotation system9' of chemistry/ equipment/operating conditions could be quantified; and 4) the invention and development of really new and unique reagents for giving improved flotation performance. INTRODUCTION Coal is a solid, combustible mineral substance resulting from the degradation and alteration of vegetable matter largely in the absence of air. In this natural process of coalification, some non-combustible mineral matter is always associated with the combustible material. Coal preparation or cleaning is the process of removing this inert mineral matter from the coal. Preparation is highly successful in removing the large fragments of inert material, but is not very effective in removing the fine inorganic mineral matter intimately associated with the coal. Of the 600 million tons of coal produced in the United States every year, approximately one-half is produced by coal cleaning methods (1). The bulk of this tonnage is cleaned by coarse or intermediate gravity preparation methods (5 inches to 28 mesh, Tyler). Fine cleaning, say, -28 mesh, is done by shaking tables, washing cyclones, and flotation, or, until recently, the fines were either incorporated into the clean coal or simply discarded--not infrequently, the latter. In 1972, only 13 million tons of raw coal were cleaned by flotation in the United States, and from this 8.4 million tons of clean coal were produced (1). The percentage of clean coal produced by flotation in Europe (England, West Germany, Poland, U.S.S.R., etc.) is substantially higher. However, coal flotation has grown rapidly in the United States from only a few plants in 1950 to 31 in 1960 (2) and 66 in 1970 (1). Virtually all new preparation plants incorporate flotation into their basic flowsheet. "In 2018, the total estimated value of nonfuel mineral production in the United States increased by 3 percent from 2017 to $82.2 billion. The estimated value of metals produced domestically decreased by 4 percent, and the estimated value of indusrial minerals produced domestically increased by 7 percent (Table 1).Some idle U.S. metal mines and processing facilities restarted in 2018, including two primary aluminum smelters in Indiana and Missouri, a rare-earths mine in California and a zinc mine in New York. In contrast, four iron ore mines in Minnesota and a pelletizing plant in Indiana were shut down. Increased oil and natural gas drilling activity in 2018 led to increased production of some industrial mineral commodities that are used for oil and gas drilling, including barite and industrial sand and gravel. Production of industrial minerals primarily used in infrastructure and residential construction — including, cement, construction sand and gravel, crushed stone and gypsum — increased in 2018. Overall, mining activity trended upward for the second consecutive year because of increases in oil and gas extraction and industrial mineral mining (Table 2).Mineral industry performanceDiscussion of mine production is commonly segmented according to the type of materials produced within the broad categories of metals and industrial minerals (also known as nonmetallic minerals). Industrial minerals can be further subdivided as natural aggregates and other industrial minerals. Metals tend to have higher unit values but very low production quantities compared with those of industrial minerals, such as crushed stone or construction sand and gravel, which have higher production quantities but are lower-valued materials. Therefore, for discussion and analysis of the performance of the nonfuel minerals industry, the value of production is used rather than the tonnage produced. Tonnages of natural aggregates are orders of magnitude larger than those for most other mineral commodities, thus making direct comparisons based on weight meaningless (Fig. 1)."

A modified coal flotation characterization procedure, referred to as the Advanced Flotation Washability (AFW) technique, has been developed which, compared to traditional procedures, provides a more accurate prediction of the optimum separation performance achievable by a froth flotation process. The AFW procedure uses a vertically-baffled flotation column which provides enhanced selectivity among particles of varying degrees of hydrophobicity due to a plug-flow environment and an improved carrying-capacity environment. In fact, the separation performance of the traditional procedures was enhanced by increasing the possibility of operating under improved selectivity conditions. The separation performance provided by the AFW procedure was superior to that obtained from multiple cleaning stages using commercially-available flotation columns under both kinetic and carrying-capacity limiting conditions.

A number of interesting and. important phenomena were revealed during a study of the response of beryl to sulfonate flotation (1). Perhaps the most important observation is the effect of various cations on flotation response. Experiments showed that in the vicinity of pH = 3. 0, about three ppm Fe.+++ increased recovery of leached beryl from about 60 to 100 per cent, whereas about four ppm Ca++ reduced the recovery from 60 to 2 per cent. With the exception of ferric iron, all of the other cations investigated reduced flotation recoveries drastically at this pH. As postulated in the paper "Sulfonate Flotation of Beryl", (1) even with low concentrations of polyvalent cations and sulfonate (on the order of one ppm), cation¬ sulfonates are precipitated immediately in solution. That is, blueish-white clouds .were noted to form after given additions of salts to. known solutions of sulfonate. Furthermore, it was also shown that one-hundred-fold more ferric iron than necessary to form the precipitated cloud had to be added to effect complete flotation. In other words, some form of solid ferric sulfonate was found to function as the collector in these systems. The form of the compound was suggested to be Fe (RSC3)2OH and that bonding to the surface occurs through the hydrogen of the hydroxyl. As the form of this compound was shown to be dependent on the extent of hydrolysis of ferric iron, it is to be expected that ferric iron will be unique in some pH region. Further, if the presence of hydroxyl in the neutral precipitated compound is of primary importance, then other cations should function similarly but at different values of pH, since they will hydrolyze at different concentrations of hydroxyl ion. To determine whether the premise of hydrolysis is correct, the study was extended to quartz systems lit the presence of various cations at various values of pH.

Removal of S02 from smelter gases is being investigated, using an innovative technique that results in the almost simultaneous recovery and production of elemental sulfur. S02 is removed from the gas stream by scrubbing with suitable aqueous salt solutions or high-boiling organic fluids. The S02-laden liquor is then reacted with H2S Crystalline, high-purity sulfur is instantly precipitated and, after filtration, the regenerated liquor is recycled. The H2S required for the process is produced by reacting a portion of the recovered sulfur with hydrogen or with methane and steam. The chemistry and results of preliminary laboratory research are discussed.

Pendley is president and chief legal officer of the Mountain States Legal Foundation, a public service, non-profit law association that takes on property rights cases for people who cannot afford representation. The Jiboia heavy mineral sands deposit is a new discovery associated with the São Francisco River delta on the northern coast of Sergipe state. The identified resources are part of the much larger mineralized trend. Mineralization is hosted in paleodunes deposited on Holocene marine terraces (Fig. 1). The dunes are up to 30 m above sea level, and mineralization occur from 6 m above sea level upward. The main ore minerals constitute pseudorutile, ilmenite, zircon, rutile and monazite. This work presents a thorough characterization of the mineralogy and granulometric distribution of the Jiboia orebody.
