"Seeing the elephant" was a term often heard from 1849 to 1859, the period of the great California Gold Rush. The phrase was used by those who dreamed of instant wealth that was believed could be found in California's virgin earth and mighty rivers. When news of fabulous gold strikes throughout the Mother Lode reached far away places, thousands of gold seekers left home and family to join in this incredible adventure. The barren, placid state of California soon became one of the most bustling, populous areas in the West. Before the Rush Before 1848, Mexico ruled California. It was then a remote region, isolated from the urbane world of the East by 2900 km (1800 miles) of scorching desert and impassible mountains. By sea, it was 29 000 km (18,000 miles) via Cape Horn. Spaniards and Mexicans settled the coastal lands on tracts donated to them by the Mexican government. The inland area was the domain of Indians and a few settlers who also had been granted estates by the government. Among those settlers was Captain John Sutter. He had been fortunate enough to obtain about 11 leagues of land (spanning 100 km or 60 miles in length) from Governor Alvarado of Mexico. Sutter was somewhat of a visionary and possessed a gifted tongue. He managed to receive most of what he desired with minimal trouble. Enchanted with Sutter's personality, Alvarado promised him Mexican citizenship. Alvarado also commissioned him to become "representative of the government and officer of justice on the Northern frontier." With uncanny foresight, Sutter began building a fortress on his land in the Sacramento Valley. It later became known as Sutter's Fort. It was more than just a fort, however. It also became a stopping place and home for many foreigners and Americans who traveled to California, and it eventually became the mecca for overland pilgrims. Sutter engaged in many projects. These included a cattle ranch, fur trade and trapping, and the construction of an irrigation system. With the influx of immigrants over the years, the community around the fort grew rapidly. Lumber was much in demand and Captain Sutter agreed to supply the necessary capital for a community sawmill. The site chosen was some 72 km (45 miles) northeast of the fort on the south fork of the American River in the town of Coloma. During the course of its construction, Sutter's carpenter, James Marshall, discovered a problem with the tailrace on the mill. First Strike Early in the morning on Jan. 24, 1848, Marshall was checking the tailrace. He noticed an object shining in a foot of water at the bottom of a ditch. He reached down and picked it up. His heart began to thump wildly as he realized he was holding a gold nugget. Sutter planned to keep the find a secret for as long as possible. The Mine Safety and Health Administration (MSHA) promulgated a rule in 2014 that required numerous changes in compliance dust sampling requirements for coal mine operators. Two key parts of this rule were the lowering of the respirable coal mine dust standard from 2.0 mg/m3 to 1.5 mg/m3 and requiring operators of underground coal mines to use a continuous personal dust monitor (CPDM) for compliance sampling. The CPDM currently approved for compliance sampling is equipped with a display that provides miners with in-shift information on their respirable dust exposure. The goal was to provide an indication of a potential overexposure and empower the miner and mine operator to implement changes in controls and/or operating practices to prevent an overexposure from occurring.

Power draw of the mill has been accepted as an indicator of the performance of the mill, yet the problem of predicting power under a given set of mill operating conditions still remains to be solved. In the literature, this problem of predicting power is attributed to a lack of knowledge with regard to the motion of the charge. Here a DEM based model is used to analyze the motion of the charge. The resulting information is used to predict the power draw of the mill. A 16-ft diameter mill is simulated. A factorial design study of the variables-mill speed, lifter configuration and ball size distribution-as independent variables is taken up. The power draw as a response variable is analyzed to establish the best operating condition of the mill.

Video technology coupled with datalogging exposure monitors have been used to evaluate worker exposure to different types of contaminants. However, previous application of this technology used a stationary video camera to record the worker?s activity while the worker wore some type of contaminant monitor. these techniques are not applicable to mobile workers in the mining industry because of their need to move around the operation while performing their duties. the Helmet-Cam is a recently developed exposure assessment tool that integrates a person-wearable video recorder with a datalogging dust monitor. these are worn by the miner in a backpack, safety belt or safety vest to identify areas or job tasks of elevated exposure. After a miner performs his or her job while wearing the unit, the video and dust exposure data filesare downloaded to a computer and then merged together through a NIOSH-developed computer software program called enhanced Video Analysis of Dust exposure (eVADe). by providing synchronized playback of the merged video footage and dust exposure data, the eVADe software allows for the assessment and identificationof key work areas and processes, as well as work tasks that significantlyimpact a worker?s personal respirable dust exposure. the Helmet-Cam technology has been tested at a number of metal/nonmetal mining operations and has proven to be a valuable assessment tool. mining companies wishing to use this technique can purchase a commercially available video camera and an instantaneous dust monitor to obtain the necessary data, and the NIOSH-developed eVADe software will be available for download at no cost on the NIOSH website.

The rare earth elements (REEs) are a group of 17 chemical (metallic) elements which appear in the periodic table. The group consists of 15 lanthanide elements along with yttrium and scandium (Table 1). They share many similar properties, which is why they occur together in geological deposits. Although commonly referred to as rare, they are really quite common; the reason they are perceived as rare is because it is not common to find them in commercially viable concentrations. These metals are critical to advanced technology, ranging from smart phones to global positions system (GPS) receivers, medical devices and jet engines. They are critical in green, high-tech and defense industries (Fig.1 and 2). Although there have been increasing efforts to find alternative supplies, these efforts have been complicated by the pollution that rare earth mining and processing creates. To extract rare earths minerals from mined ore is a complicated and costly process. The ore is first mined through normal mining process, the bastnaesite, which generally contains a number of minerals of little value, is first removed through a floatation process. The bastnaesite containing the REEs is further separated into their respective pure forms in a separation plant using acid and various solvent extraction separation steps. Each element has its own unique extraction steps and chemical processes. At times, these elements, in the form of oxides, will require reprocessing to achieve ideal purity. The last steps would be to further process into metals first, then alloys for various applications. The entire process takes approximately 10 days. The mining and processing of REEs, if not carefully controlled, can create environmental hazards. This is one of the reasons the Mountain Pass Mine in California was closed down in the 1980s.

INTRODUCTION The placement of concrete by means of pumping is one of the fastest growing practices in the construction industry and is widely used in mining applications. In¬troduced in the United States in 1933, this method has been adapted to many aspects of the industry, especially where space for equipment is either limited or inaccessi¬ble. Concrete pumping offers many advantages over other methods of placement. Using pumping equipment, the concrete mixture can be transported in a single operation from a central mixing site to numerous forms in many remote locations, eliminating the need for rehandling the mixture and reducing the labor costs to a minimum. Pressurized pumping provides an extra mix¬ing and blending step, resulting in concrete of improved uniformity and greater density. In turn, this produces high compressive strength and increased durability. Various placement defects can be reduced or pre¬vented by pumping. The steady and even flow of the concrete minimizes the form distortion and delays caused by vibration problems that are common to fast dumping of the concrete mixes. Segregation, planes of weakness, bleeding, and surface faults are diminished considerably. Perhaps the greatest advantages of concrete pump¬ing are the distances and volumes that can be handled. Depending upon the equipment used, pumping rates of from 8 to 115 m'j/h (10 to 150 cu yd per hr) can be achieved, with a horizontal range of up to 460 m (1500 ft) and a vertical range of up to 140 m (450 ft). Theoretically, almost any concrete mixture could be pumped. However, consistency is an important consid¬eration for efficient operation. Mixes that are too wet, too dry, too hard, or poorly graded can cause difficulties that increase the costs. Similarly, mixes containing aggregate material that is over the maximum size or that is porous and highly absorptive can also result in diffi¬culties and increased costs. For the best efficiency, the mix formulation must have a well-graded sand and aggregate combination, with enough fines to provide flowability. If additional water is required for pumping, additional cement must be used to meet the design criteria of the structure. Each pump manufacturer can provide recommended mix formulations for the specific equipment furnished. Since the 1950s, many improvements have been made in pumping technology. Originally, only rigid steel pipe of 168 to 245 mm (6.625 to 9.625 in.) diam was used; today, both rigid steel pipe and flexible conduit are available in diameters of from 76 to 203 mm (3.0 to 8.0 in.). Improved pumps have been developed, and the introduction of power-coordinated booms has in¬creased the versatility of concrete pumping. The older and more conventional placement methods can no longer compete with the flexibility, efficiency, and econ¬omy of the pumping method, and continued research and development can only improve the system and expand its use throughout the mining industry. PUMPING EQUIPMENT The three major types of concrete pumping units currently available are the piston pumps, the pneumatic pumps, and the squeeze-type pumps. Table I provides a comparison of capacities, horizontal ranges, and vertical ranges for pumps of all three types. Recent fatal injuries occurring during pillar retreat coal mining call for better identification of the hazards and recognition of risks. Ground control hazards associated with room-and-pillar retreat mining tend to intensify with depth, requiring extra precautions in the form of additional controls. In many locations these activities are further complicated by local complexities often associated with unique or novel circumstances, such as over-mining or under-mining. One technique recently studied by NIOSH, Major Hazard Risk Assessment (MHRA), may help mine operators to mitigate the risks associated with pillar recovery operations. The approach was trialed at two underground coal mines in southern West Virginia that are currently practicing pillar recovery. The first step in the MHRA process involved reviewing the segments or parts of the pillar extraction mining system and identifying associated hazards and threats to the operation. Some of the high risk hazards at these two sites included: ? Rock fall during pillar extraction covers equipment and injury occurs during recovery operations, ? Rock fall above the roof bolt horizon, potentially injuring ? workers and/or requiring recovery action, ? Rib fall under deep cover, potentially injuring workers, and; ? Strata instabilities associated with subsidence of the interburden due to simultaneously mining two seams in close vertical proximity to one another. The mines? risk assessment teams then considered each threat individually in order to systematically identify potential unwanted events. The top unwanted events were examined individually using structured risk analysis tools. The output from the process includes a list of priority existing controls for monitoring and auditing, and a second list of potential new controls. These controls consisted of: Examples of best practices, ? Enhanced communication, ? Implementing standard operating procedures (SOP), ? Protocols for emergency response actions, ? Effective layouts, ? Efficient monitoring, and; ? Successful audits. This paper documents the process as it unfolded at the two mines, and analyzes the strengths and weaknesses of the MHRA technique as it applies to pillar recovery operations. This work was part of a larger NIOSH research project. NIOSH was responsible for: 1) facilitating the risk assessment process known as Major Hazard Risk Assessment (MHRA), 2) documenting the risk assessment process, and 3) providing mine management with a written draft summary of the risk assessment process. The results of the risk assessment represent the thoughts and opinions of the individual risk assessment teams and should in no way be construed as an endorsement of the risk assessment output by NIOSH or the University of Pittsburgh.

On March 20, 2014, the ?Roundtable Discussion on Innovations in Heap Leaching and Mine Waste Management? was hosted by Knight Piésold and Co. at the Red Lion Hotel in Elko, NV. This topic is timely, and formed something of a lead into the inaugural ?Workshop on Innovations in Waste Rock, Tails and Heap Leach Management.? That workshop, which grew from the 2013 Elko Roundtable, was held on the University of Nevada, Reno (UNR) campus on May 19, 2014. The workshop was hosted by UNR and the University of British Columbia. Knight Piésold?s local representatives, Bryan Ulrich and Logan Jensen, were joined by Tom Kerr, president of Knight Piésold?s, U.S. practice; Rick Frechette, senior vice president, environmental services and Jeff Coffin, geotechnical engineer, from the Denver, CO office for the roundtable event. The event played host to about two dozen attendees from several western states.

Unlike most ore minerals, the raw materials for lightweight-aggregate, such as clays and shales are abundant everywhere. In view of this ample choice, what are the reasons for many plant failures attributed to the raw material? How can we arrive at a proper choice of the raw material, the proper processing method for the chosen material, predict its behaviour in a plant and the properties of the final product? Determine the uniformity of the raw material and possible harmful impurities? One basic choice is sintered versus kiln-fired aggregate. It will be based on market preferences and availability of the raw material. Almost in every case a good raw material for one process is poison for the other.

In this paper the main subsidence- ground-structure interactions and an overview of the response of surface structures to subsidence ground movements are presented. The purpose of the paper is to augment our understanding for more effective application of available data as well as to highlight the essential site conditions in building response. The data presented general1 y applies to houses to structures up to 2-3 stories high and no more than several hundred feet in length. Superstructures of these buildings are supported by exterior (wood-frame or masonry) bearing walls with the interior floor loads carried by essentially one row of interior columns. This paper is not directed towards the response of tall buildings, steel-framed structures, or building types commonly associated with schools, churches, libraries, etc.

This paper presents an algorithm for optimizing the scheduling of trackless equipment in underground mines. With the shortest working interval and maximum productivity as goals, a genetic algorithm (GA) is used to solve the problem, and obtain the optimal working sequence with the most suitable equipment configuration possible. The input for the proposed method is the number of units and capacity of trackless equipment, the production process, ore amount in stopes, and the distance between stopes. The algorithmis verified using four setups of 5 stopes with 5 cycles, 5 stopes with 15 cycles, 10 stopes with 10 cycles, and 10 stopes with 30 cycles. The solution time of the algorithmis no more than 20 min, which is acceptable for practical applications. The results show that the setup of 10 stopes with 30 cycles is closer to the actual production of the mines, and the optimization model can effectively improve the operation efficiency. In this scenario, the robustness of the optimization is tested by simulating equipment failure events. Under the condition of 8% failure rate, the operation time is extended over 3.21–14.56% than expected, which represents strong robustness. The algorithm can quickly provide a feasible and effective solution for the production scheduling decision of trackless equipment in underground mines.

Perhaps no other mineral commodities in this volume have as many uses as limestone and dolomite. These carbonate rocks are the basic building blocks of the construction industry, the material from which aggregate, cement, lime, and building stone are made. Carbonate rocks, and their derived products, are used as aggregates, fluxes, glass raw material, refractories, fillers, reactive agents in sulfur-oxide removal, abrasives, soil conditioners, ingredients in a host of chemical processes, and much more. Although the use of limestone and dolomite goes back before recorded history, new uses and products are continually being found. Carbonate rocks form about 15% of the earth's sedimentary crust and are widely available for exploitation. Found extensively on all continents, they are quarried and mined from formations that range in age from Precambrian to Holocene. Reserves of carbonate rock are large and will last indefinitely, although high-purity deposits may be absent or have limited availability in certain areas. Limestone and dolomite are so useful and so abundant that in 1989 about 798 Mt were produced in the United States. In fact, about 75% of all stone quarried or mined in the United States was carbonate rock. Sand and gravel was the only mineral commodity produced in greater quantity. In this chapter we have sought to provide the general reader an overview of carbonate rocks, their composition, distribution, production, and uses. The literature on the limestone and dolomite resources of the United States and Canada is so vast and diverse that one can easily become mired in print. We tried to list those references that are easily accessible and that provide the economic geologist with a starting point for more intensive study. The table listing selected references on limestone and dolomite resources in Canada and the United States reflects our attempt to be selective rather than exhaustive and to direct the reader to the best sources of detailed information.

The City of Akron will construct the Northside Interceptor Tunnel (NSIT) project to control and reduce combined sewer overflows. One component of the project a large diameter tunnel diversion / flow control structure that will facilitate tunnel storage, divert dry weather flow to the treatment plant, and divert large wet weather events that are greater than the tunnel capacity to the Cuyahoga River. The structure is designed to pass up to 1.2 billion gallons per day of flow and includes floatables screening. This paper will discuss project background, factors that influenced shaft location, and options evaluated to manage the large design flows.

A coupled finite element geomechanical- hydrology code is currently under development for application to the problem of predicting groundwater disturbances associated with mine subsidence. The structural-fluid coupling is addressed by calculating the subsided mine geometry, with emphasis placed on determining the strata disturbance and locating damaged regions, for input into a hydrology code, which determines localized volume flow rates and aquifer fluctuations. Benefits from coupling will be best realized when field measurements, an additional aspect of the study concurrent with analytical investigations, indicating the relationship between increasing rock strain and increasing permeability are incorporated into hydraulic material descriptions. Hydrologic and struc- tural calculations are presented to demonstrate computational capabilities applicable to mine subsidence

The objective of this paper is to review advances in the art of borehole (slurry) mining made by the Bureau of Mines. The introduction gives historical and general background information on borehole mining. The borehole mining concept is defined and justified in terms of economics, health and safety, the environment, and resource conservation. This is followed by a description of the design of a prototype borehole mining tool (BMT) developed by the Bureau of Mines. Included are design drawings and performance specifications. The next section describes the application of the BMT in the extraction of metallurgical coal from steeply pitching seams near Wilkeson, Wash., during 1975-76. The field test showed that the BMT produced coal at the rate of 8 tons per hour (tph) (7,272 kg/hr) from a depth of 88 feet (26.8 m) and was effective in producing coal as far as 15 feet (4.6 m) from the center of the borehole. The data are used as a basis for an economic analysis of borehole coal mining and for the suggestions for the design of a second-generation borehole coal mining tool. The following section describes Bureau efforts in applying borehole mining to the extraction of uraniferous sandstone at Rocky Mountain Energy Corp.'s Nine-Mile Lake site, Natrona County, Wyo. BMT design changes appropriate to uranium mining are described along with production, reliability, and reclamation data taken during 1977-73. The field test revealed that the BMT produced 900 tons (81.8x105 g) of uraniferous sand at an average race of 8 tph (7,272 kg/hr) from a depth of 75 (22.8 m) to 90 (27.4 m) feet and created a cavity 25 feet (7.6 m) in radius. These data are used as the basis for an economic analysis of borehole mining of shallow uraniferous sandstones. Reclamation data included will be the results of backfilling experiments conducted at Nine-Mile Lake during 1978. The most significant of these data were that backfill was emplaced at the rate of 16 tph (14.5x103 kg/hr) and that 90 percent of the material extracted from a cavity can be backfilled.

INTRODUCTION Hydraulic fracturing was applied in horizontal drill- holes in the Salado salt formation near Carlsbad, New Mexico. Tests were performed approximately 650 m be- low surface to validate the design of a Waste Isolation Pilot Plant (WIPP) for the disposal of radioactive waste from defense activities of the United States. Hydraulic fracturing was performed primarily to determine whether the virgin in situ stress state at the WIPP site is isotropic and whether the magnitude of the virgin in situ stresses corresponds to the weight of the overburden. Beyond these limited objectives, however, measurements are now being reviewed to evaluate the usefulness of hydraulic fracturing in salt formations in general. Such measurements are desirable to determine stresses induced by mining and to monitor time-dependent stress changes around underground excavations in salt masses. Hydraulic fracturing was chosen because it is the only technique that can be readily applied in virgin ground far from existing mine openings. The method also appeared to yield directly the magnitude of the least compressive principal stress, regardless of the mechanical properties of the rock mass. A knowledge of the least principal compression was deemed sufficient to establish the isotropic character of the virgin in situ stress field under two conditions: (1) the Salado formation was mechanically isotropic, i.e., the fracture toughness did not vary normal and parallel to bedding so as to permit preferred fracture paths, and (2) pressure measurements were combined with determinations of the orientations of hydraulic fractures and, more generally, with observations of the characteristic hydraulic fracture patterns. The latter was possible by locating the drillholes for hydraulic fracturing along the axes of drifts that were mined several months later. The success of general stress measurements by hy- draulic fracturing of salt subjected to anisotropic stress conditions was and remains less certain. While the smallest in situ compressive stresses should still be equal to instantaneous shut-in pressures, there may not exist any unique relationships between the greatest and intermediate in situ principal stresses on one hand and the primary breakdown and fracture reopening pressures on the other. This problem would be a consequence of stress relaxation due to salt creep around any drillhole in which hydraulic fracturing tests are conducted. Moreover, lab- oratory measurements suggest that creep and stress relaxation could be so rapid that it might not be possible to interpret the measurements for anisotropic stress conditions even if hydraulic fracturing were performed as soon after drilling as possible. The primary objectives of the stress measurements in the WIPP were met by combining hydraulic fracturing tests with finite element analyses of the effects of salt creep, observations of hydraulically induced fracture pat- terns, and laboratory hydraulic fracturing tests on oriented core. In situ hydraulic fracturing tests in long drillholes were preceded by several trial tests to establish the best test methods and to demonstrate that salt could be fractured. The resolution of anisotropic stresses and special problems, e.g., in the identification of instantaneous shut-in pressures, are currently being addressed in hydraulic fracturing tests in a mine pillar, in tests following different delays between drilling and fracturing, and in tests with different frac fluids. This paper will review the main results of the analyses above and of one group of hydraulic fracturing tests at different distances from existing excavations. The paper will conclude with a brief description of the geometry of the hydraulically induced fracture patterns. Because of space limitations, it will be assumed that the reader is familiar with hydraulic fracturing or will first consult other sources (e.g., Cleary, 1980; Gronseth and Detournay, 1979; Zoback and Haimson, 1983; Nemat-Nasser et al., 1983; Kim et al., 1984)

The views expressed in the paper are those of the authors alone and not the Australian Government or Dames & Moore. INTRODUCTION Uranium has been mined in Australia since 1954. A number of small scale mining and milling operations were active in the Northern Territory, in South Australia and in Queensland in the late fifties and early sixties. However, in the late sixties there was an increase in exploration activities in the expectation of an upsurge in world demand for uranium Substantial new resources were delineated in the Northern Territory, Queensland, South Australia and Western Australia. The most significant deposits were located in the Northern Territory, in what is called the Alligator Rivers Region located approximately 200 km east of Darwin. The Region is in the latitude of 13° South and thus lies within the Australian tropics (Figure 1). It consists of approximately 2.3 million hectares of natural wilderness containing much spectacular and attractive scenery. The area is noted for its abundant wildlife, particularly the waterbirds that gather on the flood-plains. Much of the vegetation is diverse and interesting. The Aboriginal population still maintains elements of the traditional way of life, and the spectacular Arnhem Land escarpment contains many of the best surviving examples of Aboriginal rock art. Numerous rich archaeological sites provide evidence of continuous human habitation for tens of thousands of years. Climatically, the Region is of the tropical monsoon type with a dry season from may to September and a "wet" from November to March. High intensity short period rainfall is characteristic, and the average annual precipitation is in the order of 1 350 mm. The monthly mean temperature ranges from 25° to 30°C throughout the year. The development of regulatory controls on uranium mining in the Alligator Rivers Region has been affected by the political status of the Northern Territory. While Australia is a federation, established as an independent self-governing country in 1901, it was not until 1978 that the Northern Territory became to any real extent self-governing. Prior to 1978, the Territory was administered through a special department of the Commonwealth (ie. the Federal Government). Under the Northern Territory (Self Government) Act 1978, administrative powers similar to those possessed by the Governments of the six founding Australian states were provided to the Territory Government. However, the Commonwealth government did not transfer to the Territory all such powers and functions, and in particular there has been, since 1978, a dual role for the Commonwealth and Territory Governments in the regulation of uranium development. Details of this role are provided later in this paper. RANGER URANIUM INQUIRY By 1973, major deposits had been discovered in the Alligator Rivers Region at Nabarlek, Ranger, Koongarra and Jabiluka. The estimated reserves and mine life expectancy of these deposits are given in Table I. Other radioactive anomalies have also been identified in the area but, as yet, they have not been delineated or evaluated. [ ] In 1974, an agreement was signed between the Commonwealth Government and Peko Mines Limited and the Electrolytic Zinc Company of Australia Limited for the joint development of the Ranger deposit. In July 1975, the Government announced a Commission of Inquiry under the provisions of the Commonwealth Environment Protection (Impact of Proposals) Act 1974, into the proposed Ranger development. The inquiry was known as the Ranger Uranium Environmental Inquiry or more commonly, the Fox Inquiry after the presiding Commissioner, Mr Justice Fox.

Current competitive demands on the process industries stimulate the need for improved operating efficiencies and compliance to stricter governmental regulations. Emerging information technologies allow narrowing the gap between management business objectives and the process control level. Benefits come from enhanced energy management, operating costs reduction, enhanced scheduling of activities, reduced quality giveaway, enhanced market driven production and enhanced decision making. Plant management systems integrate economic performance monitoring by controlling the business rather than just throughput and product quality. Sound business based decisions about how to operate the plant can be achieved by adequate dynamic performance monitoring at the plant level and the enforcement of the desired targets at the process control level. This paper describes some of the key requirements to implement a process management system to meet stricter process performance standards. Extensions are made to facilitate conforming with regulations established by various governmental and industry monitoring agencies.
