FMC Corporation has achieved a significant cost reduction through a new proprietary solution mining and processing technology at its Green River, Wyoming Soda Ash Facility. In the first phase, completed in October 1995, trona ore is dissolved, recovered and processed with the new technology, and then fed into an existing refining plant, replacing dry mined and calcined trona ore. The second phase, completed in April 1996, produced a fmal high purity product and increased capacity by 635,000 t/a (700,000 tpy). Both phases were completed under budget and well ahead of schedule.

Previous models describing the aggregation of polymer coated particles fail to take into account the fact that there are a limited number of sites onto which a polymer segment can adsorb, called ?active? sites. Thus, the collision efficiency is a factor not only of the fractional surface coverage, but also of the number of active sites. In this study, a physical model of the flocculation system was devised in which the number of these sites could be varied, in order to study the effect on particle aggregation.

Working with junior mining companies as a valuer, my experience with regulators is that simplicity works and the sales comparison method is the way to go. What I like about Mr. Ellis?s approach (as in his Table 7) is the integration of commodity prices with the timing of acquisitions and the implication of price changes in gold on the adjustment of individual project valuations. However, the sample gold-related appraisals in Ellis?s paper are pre-2008 transactions and readers should be made aware of the current market for such projects. Before moving on, to be noted is that the effective date of the Las Brisas appraisal (Ellis?s sample Appraisal 3) is Feb. 10, 2006; given that the subject value of Transaction 9, Choco 10 in Ellis?s Table 6 was listed as $353 million for a 95% interest in the con-cession, I am uncomfortable accepting that the acquisition was suddenly worth the adjusted value of $1,205 million (as given in Ellis?s Table 7). In some cases, illiquidity discounts can apply, and commodity-wise, in the one-month period between the acquisition in January 2006 and the adjustment to the Las Brisas conditions as of February 10, 2006, the indicated gold price change was only 41 cents/g ($12.60/oz); i.e., from $17.50/g to $17.91/g ($544.40/oz to $557/oz).

Bulk and differential laboratory flotation tests have been carried out using a synthetic mixture of chalcopyrite and molybdenum ore. In addition to boiling and roasting, six different depressants are tested so that the best conditions of separation can be identified. These reagents include sodium cyanide with and without zinc sulfate, potassium ferrocyanide, sodium hydrosulfide, arsenic Noke's reagent, and sodium sulfide. The data indicate that most of these reagents are effective chalcopyrite depressants. However, sodium hydrosul fide can be used preferably if economic, operational, and environmental factors are taken into consideration.

In spite of potential theoretical and economic advantages of large-diameter ball mills, many manufacturers elect not to build these mills owing to what is perceived as an excessively large design risk. This risk results from the fact that traditional predictions for mill-scale-up to large diameters are not always accurate. It is apparent that alternative methods of analysis and scale-up are required. Recent studies have shown that detailed population balance models which account for important grinding subprocesses, i.e., grinding kinetics, material transport, and classification, are capable of predicting the performance of small- and intermediate diameter mills (up to 4.3 m (14 ft)) from small-scale batch tests. These same models are used in the current study to predict the performance of a "borderline" large ball mill (4.7x5.5 m) at Asarco's Sacaton operation, a ball mill (5.0x5.8 m) at Kennecott's Chino operation, and one of the world's largest ball mills (5.5x6.1 m), at Cities Service Pinto Valley operation. Model parameters required for scale-up have been estimated in a 380-mm diameter batch mill. Predictions are compared with the results of detailed plant sampling in the three plants. For the Sacaton and Chino operations, the error of the predictions was found to be less than 2.5%, while the corresponding error for the Pinto Valley operation was less than 2.7%. It is concluded that proper representation of the major subprocesses of grinding in the model equation is the key to achieving accurate scale-up. Of special importance is the need to account for the size distribution of the grinding media and the influence of the size distribution environment in the mill on grinding kinetics.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. Although there are many geologic situations which might be discussed at a session such as this, as I considered the problem, it became apparent to me that I should discuss a situation which has been of concern to me, and should be of concern to the geologic community. As a result, the questions which I will pose, and the criticisms, have not been arrived at quickly or easily, but have accumulated through time, to the point where I feel discussion is necessary. Very briefly let me say that my criticism of geologic mapping, of conclusions reached, and objectives or lack of such, results from my association with many areas where such studies have been completed, and resultingly my inability to comprehend the system of evidence or logic which supports extensive age-formational designations. The heart of the problem is that many conclusions resulting in geologic designations are based on weak or non-existent evidence, and such should be catagorized as hypotheses. Although the geologic community as a group does not approve or disapprove of such designations, it is evident that many or most of such designations attain a "status", and arc accepted as more or less valid statements. As will be shown, the amount of specific lithologic data provided in some quadrangle mapping projects is exceedingly slim. However, of concern herein is that the type of information presented at any stage is sufficient to warrant conclusions drawn. To see the magnitude of the problem, it is probably necessary to review some basic fundamentals upon which our geologic systems are established. The United States Geological Survey has defined a "formation" as the broad unit of geologic mapping consisting of a large and persistent stratum of one kind of rock. A stochastic discrete fracture network (DFN) model is developed based on mine site core log data to predict the horizontal and vertical permeabilities from the surface to the top of the caved zone at a longwall mining site in southwestern Pennsylvania. One hundred DFN realizations were generated to determine permeabilities for the isolated zone over an abutment pillar after mining the second panel. The results from this study show that the vertical and horizontal permeabilities from the DFN model agree closely with field measurements, which indicates that the resultant permeability obtained from the field measurements is representative of the predicted permeabilities. With this agreement, the aperture data for other zones of the mine could be obtained from the geomechanical model — specifically, for the fractured zone over the gob. Based on the successful validation of this model, this model could be further developed to predict the permeability of the fractured zone over the gob with fracture aperture obtained from the geomechanical analysis. This will complete the fracture characterization of the overburden, which could be used to predict potential shale gas flow to the mine in the event of a breach. This prediction could provide information on the associated risk of a casing breach and determination of methods to proactively prevent such an occurrence.

Since the beginning of operations at the pellet plant at Ponta Ubu ES, Samarco Mineração SA has produced pellets for direct reduction and blast furnace processes. Of the total amount of pellets produced from 1977 through 1993, 55% are used in the blast furnace, about 45 Mt (49.6 million st). The principal components of pellet gangue are calcium oxide, magnesium oxide, silica and alumina. They should be added in adequate quantities to guarantee the mechanical resistance of the fired pellets under blast furnace conditions. Over the years, the pellets produced by Samarco had a silica content between 2.5% and 2.8% and varying binary basicity preferably between 0.8 and 0.85. On the other hand, the increasing amount of industrial waste in siderurgical plants caused by the increase of steel production has caused some countries to put into practice methods to reduce the volume of slag produced in the blast furnace. This paper’s goal is to find an alternative for decreasing the amount of slag produced in the blast furnace. It is possible to decrease pellet gangue by decreasing the silica content to about 2%, leaving the metallurgical properties and quality of pellets unaltered. For this work, Samarco pellets were used with SiO2between 2.5% and 2.8%, pellets with high silica and pellets with SiO2 between 2.0% and 2.3% low silica. Both were partially fluxed by the range of varying basicity CaO/SiO2from 0.8 to 0.95 during production.

This paper explains and discusses a computer program developed to determine the ventilation design parameters for complex auxiliary ventilation systems such as those found in the construction of long excavations with multiple headings. The program is based on the principle of partitioning the system into segments of finite length, and formulating and solving the resulting networks recursively. The application of the program is illustrated by the detailed solution of an auxiliary ventilation system proposed for the Exploratory Studies Facility (ESF) at the Yucca Mountain project, Nevada.

Chemical and mineralogical characterization of Malaysian monazite, a phosphate mineral, bearing rare earth elements separated from the tin tailings originated from Ipoh, Perak, Malaysia, was performed in this paper. The study aims to collect detailed information on the chemical composition, crystal phases, and microstructure of the mineral monazite concentrate that would aid to optimize the subsequent hydrometallurgical processes for high-efficient separation of thorium and other associated rare earth elements. A systematic characterization study of the concentrate was conducted using techniques such as optical microscopy (OM), scanning electron microscopy (SEM) equipped with energy-dispersive X-ray spectroscopy (EDS), and Fourier-transform infrared spectroscopy (FTIR). These techniques analyzed the morphological details on the surface, elemental analysis, and mineral association assessment and identified the surface functionalization groups. The bulk composition and the mineral phases in which the elements are present were studied by wavelength-dispersive X-ray fluorescence (WD-XRF) and X-ray diffraction (XRD) studies respectively. The XRF analysis confirmed the presence of Ce, La, Nd, Pr, and Y (rare earth oxides: REO’s ~ 60 wt.%) while thorium dioxide (ThO2) accounted for 7 wt.% of the total composition. Traces of Ca, K, Al, Fe, Ti, and Mn were also confirmed by SEM elemental mapping. The XRD results confirmed that the concentrate was primarily composed of monazite (Ce, La, Nd, Th (PO4)) along with minor impurity phases of quartz. Automated mineralogical analysis was used as a confirmatory tool to corroborate the preliminary evidences. Based on the particle size distribution analysis supported by SEM, the majority of monazite grains were found to be present in the size range of 170–210 μm. Strong bands of PO4 and SiO4 were observed in the IR spectra corresponding to the phospho-silicate matrix of the REE mineral.

"In recognition of his inspiring dedication to the mining industry through education, research contributions and dissemination of practical knowledge, exceptional leadership and excellence in mining engineering practice and for his lecture, “You can't make a silk purse out of a sow's ear.” Recipient of the 2002 D.C. Jackling Award Introduction It is always difficult to decide on the most appropriate title to give to a paper or talk. It is a particularly difficult decision in the case of the Jackling Lecture, because the title becomes part of the award citation. I hope that the significance of this unusual title will become crystal clear as you read the pages that follow. However, to assist you in this journey, I will provide the following few words of guidance. In making a cake, you need the proper ingredients. If one or more of them are missing, it will not be a cake. In addition, the quality of the cake depends on the quality of the ingredients. In my lecture, the "cake" is the U.S. mining industry of the future. A national perspective President George W. Bush in his State of the Union Address (Bush, 2002) delivered on January 29, 2002, defined three national objectives: •win the war on terrorism, •protect the homeland and •revitalize the economy. Under the heading "revitalize the economy," he indicated the importance of "good jobs" and "energy production" by saying: "Good jobs begin with good schools. Good jobs also depend on reliable and affordable energy. This Congress must act to encourage conservation, promote technology, build infrastructure and it must act to increase energy production at home so America is less dependent on foreign oil." I wish that he would have broadened his focus and stated instead that: "This Congress must act to encourage conservation, promote technology, build infrastructure, and it must act to increase materials production at home so America is less dependent on foreign sources." With regard to jobs, all jobs are not equal. To paraphrase John Reeves of MidContinent Resources (Reeves, 2002): "If our nation is to prosper, we all cannot make a living by doing each other's wash. Some of us, at least, must be actively engaged in the primary production of raw materials from the riches of the earth and other Americans must turn those materials into consumer products." The unfortunate trend in our country has been to neglect the primary production of basic materials, even those coming next in line. We have left those responsibilities to others while we concentrate instead on performing various services, i.e., doing each other's wash and flipping burgers. This cannot continue. It must be remembered, especially by those in leadership positions, that all "jobs" are not created equal. Some jobs are much more essential to the security and wellbeing of our country than others. We must be sure that the important ones are in place. We cannot produce the basic materials that our nation requires without access to those materials. This leads to my Proposition 1: You cannot have a viable mining industry without a clearly enunciated, positive U.S. materials policy. Background regarding U.S. materials policy Resources for freedom. In January 1951, President Truman created the President's Materials Policy Commission, with William S. Paley as chairman. As expressed in the invitation letter from the president to Paley: This commission, within the executive office of the president, is to study the broader and longer-range aspects of the nation's materials problems as distinct from the immediate defense needs. The task of the commission is to make an objective inquiry into all major aspects of the problem of assuring an adequate supply of production materials for our long-range needs and to make recommendations that will assist me in formulating a comprehensive policy on such materials. The commission should study, together with any other aspects deemed by it to be pertinent, such questions relating to production materials as: - the long-range requirements outlook; - the long-range supply outlook; - the prospect and estimated extent of shortages; - the consistency and adequacy of existing government policies, plans and programs; and - the consistency and adequacy of private industry practices.

The Bureau of Mines conducted laboratory tests to develop a process for recovering a marketable grade of tungsten from the brine of Searles Lake, Calif. The brine contains only 56 parts per million of tungsten (70 ppm WO3). Using ion exchange resins synthesized by Bureau chemists, 98 percent of the tungsten was extracted from the brine and 92 percent of the tungsten vas recovered as a marketable iron-tungsten concentrate containing 44 percent tungsten as tungsten trioxide. Although major technical problems have largely been resolved, research is progressing to escalate testing in a process investigation unit to provide more reliable data for an economic appraisal.

The main aim of this work is to evaluate whole-body vibration (WBV) of dozer operators based on three sitting postures (i.e., with 15° lean forward inclination posture, vertically erect posture with no inclination, and with 15° lean backward inclination posture) in Indian surface coal mines. A seat pad tri-axial accelerometer was used to collect WBV data from six dozer operators for three different sitting postures. Results showed that except for Dozer-1, 2, 4, and 5 operators during lean forward sitting posture and Dozer-4 operator during vertical erected posture, no other dozer operators have exceeded an exposure limit value (ELV) of 1.15 m/s2 in any of the considered sitting postures. Similarly, the vibration dose value (VDV) based on exposure action value (EAV) of 9.1 m/s1.75 has surpassed for all the dozers. But no dozer operator has exceeded an exposure limit value of 21 m/s1.75. The outcome of the study infers that based on “above health guidance caution zone (HGCZ)” for daily vibration exposure, i.e., A(8) measurements, for the operator sitting in lean backward postures the vibration amplification was reduced by 32.89% less compared with lean forward posture and 16.23% less when compared with vertically erected posture. Similarly, based on VDV(8), the exposure to vibration for the lean backward posture was reduced by 33.34% when compared with lean forward posture and 17.11% less when compared with vertically erected posture. Based on the above observation, it is concluded that lean back inclination with a trunk flexion of 15° is a favorable sitting posture, as it exposes the dozer operators to minimum vibration.

The purpose of this study is to investigate the index-mechanical properties of igneous rocks by using the electrical resistivity method. Electrical resistivity, index (P-wave velocity, dry density, and porosity), and uniaxial compressive strength values of 48 different igneous rock samples were measured in the laboratory. Simple regression analysis was performed between index-mechanical properties and electrical resistivity values. Strong exponential and logarithmic correlations were found between electrical resistivity and the index-mechanical properties of the igneous rock samples.

Dust generation and its dispersion in a longwall mine pose significant health and safety issues. The concern is prominent at both the working face, where coal excavation exposes workers to high dust concentrations, and also in the return, where float dust accumulates. To address this issue, researchers at theUniversity of Kentucky designed and fabricated a flooded-bed dust scrubber integrated into a full-scale physical model of a longwall shearer. This mock-up was installed in the longwall test gallery at the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH). A full-factorial experiment was designed to measure the effectiveness of the scrubber on dust capture. Test results indicated dust reduction of up to 57% in the return airways. This paper presents the development of a computational fluid dynamics (CFD) model and its validation by comparing the simulation results against the experimental results. The CFD simulations show good agreement with experimental results with differences between + 6.9 and − 9.7%. The validated CFD model was used further to predict the scrubber performance under additional operating conditions, resulting in a dust reduction of up to 66.5%. With this level of success, the scrubber concept can be a game changer for the mining industry, and it can be utilized to improve health and safety in longwall mines.

In 2009, the Gold Quarry openpit mine experienced multiple large-scale slope failures of the upper east highwall that reduced gold ore extraction for nearly 18 months. The slope failures occurred within a weak, consolidated sedimentary sequence that exhibits strength characteristics that are transitional between soil and rock. Instability initiated as mining exposed the lower, high plasticity subunits of the Carlin Formation. This deformation created preferential flow paths that allowed ground water from the upper sandy subunits to infiltrate low-permeability, clay-rich subunits, thereby enhancing deformation of the slope toe, which, in turn, destabilized the upper portion of the highwall. The outcome was a 160 m high slope failure that had a lateral run-out of 850 m. The effort to return the pit to ore production required geotechnical and hydrogeological investigations and the preliminary remediation mining activity to be concurrent. This required the development of detailed safety procedures and a requirement to modify the remediation design as new results were obtained. An initial challenge was to mitigate a near vertical, 90 m headscarp with localized, blast-induced slope failures. Back-analyses with numerical modeling software indicated that the failure surface could be shallower, which contradicted the initial failure interpretations. Eventually, drilling results confirmed this alternative failure geometry. The final remediation design incorporated shallower slope geometries and an approximately 3 Mt buttress along the base of the Carlin Formation and bedrock contact to reinforce the subunits with residual strength properties. The results are a stable highwall within the Carlin Formation following nearly 10 years of repeated slope failures, and an example of the necessity to conduct appropriate geotechnical and hydrogeological studies during the early stages of a new layback evaluation or new openpit development.

A variety of dynamic failure cases with regional impact were described at a bump symposium held in 1958. These types of events, while rare, are of particular interest because their ability to impact a large area has disaster potential. These cases can be grouped into two broad classes of events by mechanism. These are (1) a slip along steeply dipping faults and (2) the fracturing of strong strata above or below the coal seam. Both failure modes produce dynamic or “shock” loads on the perimeter (roof, rib and floor) of mine openings. Special consideration should be given to these failure modes in the planning of deep coal mines, since their occurrence is not within the professional experience of many contemporary workers. In addition, their potential is not evaluated by many of the analysis tools commonly used to evaluate hazards in coal mine plans.

Minerals contribute to U.S. gross domestic product (GDP) at several levels ? from mining and processing to the manufacturing of Anished products. In 2009, the estimated real GDP of the United States decreased by 2.4 percent compared with, and the estimated nominal GDP was about $14.2 trillion (Table 1). Trends in various sectors of the domestic economy are often reflected in mineral production and consumption rates. In 2009, the continued decline of the housing market was reflected in reductions in the production and consumption of cement, clays, construction sand and gravel, and crushed stone (those mineral commodities that are used almost exclusively in construction). Production of mineral commodities associated with the manufacture of goods for the housing market, such as ceramic tile, heating and air conditioning equipment, paint, plumbing and sanitaryware, roofing, wiring and wallboard also decreased. Coal-fired power plants in the U. S. produce approximately 20 million metric tons of Hue-gas desulfurization sludge every year. The sludge mainly consists of calcium sulfite and calcium sulfate. This can be converted to synthetic gypsum, which in principle could be a marketable commodity. However, many Hue-gas scrubbers produce sludges that do not meet the quality requirements of the gypsum industry, and so their sludges must be landfilled as a waste. If a suitable method can be developed for removing certain objectionable impurities from the sludge, it will then be possible to market the material instead of landfilling it. A sludge from a natural-oxidation scrubber was characterized, and the main contaminant was found to be calcium carbonate from unreacted limestone. Based on the particle size and the characteristics of the material, froth flotation was considered as a method for purifying the material. Since no flotation studies have ever been carried out to separate calcium carbonate particles from calcium sulfite or calcium sulfate particles, it was first necessary to select a suitable collecting reagent. Based on Zeta-potential studies, the most suitable reagent was found to be an octadecylamine-octadecylguanidine complex. Results are presented for flotation of calcium carbonate from scrubber sludge using this reagent, in a reverse-flotation process. The best results were obtained when the sludge was first pre-cleaned using a water-only cyclone to remove unfloatable coarse limestone, followed by froth flotation to remove fine limestone.
