The first Mine Rescue Performance Evaluation for mine rescue teams was held just prior to the 1992 RMCMI convention meeting schedule on June 27 and 28. Six teams took part in this year's evaluation; Decker Coal, Decker, Montana; BHP Minerals' White Team and BHP Minerals' Purple Team, both of Aztec, New Mexico; Kerr McGee Coal Corporation, Jacob's Ranch Mine, Gillette, Wyoming; The Coteau Properties Company, Freedom Mine, Beulah, North Dakota and The Falkirk Mining Company, Falkirk Mine, Underwood, North Dakota. This was the first mine rescue evaluation program developed to measure a unit's proficiency in their skills rather than emphasis on a ranking order of teams. The objectives for the evaluation were to promote learning and to evaluate the current level of experience of the attending rescue units. The priority goal for this evaluation was to recognize current rescue skills, knowledge and abilities of each team participating. In doing this, each team is provided with individual evaluations and a path for improvement as needed. [ ] Realistic industrial related scenarios, closely simulating the stress of actual rescue incidents, was provided by members of the Hermosa Cliffs Colorado Fire Department under the direction of Dan Noonan, Fire Chief. On Saturday, June 27, five rescue scenarios were presented for each team to complete and on Sunday three of a more difficult nature were encountered by each team. On the final day of the RMCMI convention two of the teams performed rescue demonstra¬tions. Onlookers were afforded the opportunity to view the teams in action as they simulated actual rescue operations. The value and importance of mine rescue teams such as those participating in this year's Rescue Team Performance Evaluation are very evident as in many cases they are the only rescue personnel and medical staff on the work site in case of an emergency. Most of these persons are volunteers who spend many hours studying, practicing and perfecting their expertise in the lifesaving techniques needed in the event of a mine emergency. At the same time, they are very qualified coal miners who perform their respective duties at their mine locations, Their dedication to gaining the most knowledge they can get to handle these life and death situations is evident in their participation in evaluations such as this one. [ ] If a highly educational, informative, sharing of knowledge and expertise, while at the same time providing a very enjoyable experience, deems this evaluation a success ... the Rescue Team Performance Evaluation held during the RMCMI Convention at Tamarron this year was certainly a SUCCESS!! The subject of this paper may seem threadbare to, many of you, but even if I repeat what you already know, just smile to yourself and think how much wiser you are than your neighbor, for it is startling what a number of tipples are erected that violate the elementary fundamentals not only of good design but of practical operation. Possibly a coal screening plant is a simple plant. If so, we treat it like we do a great many other simple things. We treat it entirely too lightly and fail to take into consideration, not only the changes that may occur later, the conditions we may be compelled to meet as competition changes, but even the elementary physical conditions that exist right at the tipple site. If I get too positive over some particular point, don't blame me, but remember some of the heart-breaking experiences we have had correcting these omissions, trying to make a tipple do merely what it was designed to do, when the builder tied everything up in such a constricted space, that no room was left to get the results he must have. Perhaps some of the things will look too expensive. Don't say that you can't afford them. Many of them you can't afford to do without, and when you figure that a tipple is put up for possibly twenty years of operation, you can't afford to omit any reasonable precaution not only in taking care of the present, but in foreseeing the future. We will consider a tripple screening plant, suitable for Western conditions, capable of handling approximately 2,500 tons per eight hours. The largest screen sizes must be loaded into either open cars or box cars, and arrangement provided for screening and loading not less than five sizes of coal: lump, egg, nut, slack, dust, or any reasonable combination of these. As we are considering only the preparation of the coal, we will omit all consideration of the method of haulage, pit cars, methods of dumping, and will take the coal after it is in the dump hopper. The track arrangement will frequently be determined by the ground layout. Our sizes and tonnage can be loaded on three tracks, but four tracks are better. The two outer tracks should be left for loading lump coal, No. 3 track should be left for egg coal, and No. 4 track for loading nut, slack and dust. Where a fifth track can be provided, No. 5 track should be held open only for run-of-mine coal, to act as a storage where emergency coal can, be run, should there be any delay in the screening equipment or in changing cars. Track No. I should be used for loading lump coal into box cars only. Track No. 2 should be used for loading lump coal into open cars only, and may or may not be provided with picking table, loading boom, or both. The thought and practices in the field of accounting in the past two or three years are undergoing far-reaching changes, but more important than this is the changing viewpoint of business managers toward accounting reports and statistics. Accounting is no longer considered a necessary burden of business, for progressive managers and operating officials everywhere look upon it as a service. A service of supplying operating men and executives with information on their affairs which enables closer and more effective supervision, to the end that business may be conducted more satisfactorily and more profitably. This service is the real function of accounting in business management. Of the many treatises on accounting published in recent years, the great majority deal with principles and procedures, and were written purely from the accountant's point of view, thus they appeal, and are of interest, chiefly to accountants. Recently, however, the interest displayed by the operating man, be he president, general manager, superintendent, mine foreman or potential mine executive, calls upon the accounting department to serve him in furnishing him with figures showing the financial position and economic progress daily. In order to effectively render this service the necessary co-operation between management, operating and accounting -forces must exist. Satisfactory services may be developed only on a basis of close contact and pulling together between these departments. It is not a one-man job, the responsibilities necessarily rest on all. To explain in detail the manufacture of seamless pipe and tubes is something I venture to say that has never been done to a point entirely satisfactory. The manufacture of seamless tubes dates back to 1885, when Mannesmann Brothers invented the roll-piercing mill. Ten years later R. C. Stiefel invented the disc-piercer, which first came into general use in this country. At the present time the Mannesmann roll and the Stiefel disc-piercers are used, the Mannesmann rolls particularly for the larger size billets. Sizes produced at first were relatively small and the product was cold drawn to provide a smooth surface. The early uses of seamless material were chiefly for mechanical purposes, such as boiler tubes and bicycle tubing, and the latter for some years taking the heaviest tonnage. Improvements in the hot process were gradually made; the early Pilger type rolls were largely superseded by the two-high rolling mill for rolling out the tube after being pierced, the reeling machine for diagonal rolling, the sizing mill for giving exact outside diameter, and finally the sinking mill for reducing larger diameter tubes to smaller diameters.

Unnumbered ages have passed since the time when nature's laboratories were working without the aid of capital or labor unions assisted only by earth's cooling crust and old Sol's rays, to lay the prodigious coal beds of the earth and distil the oils which now furnish the basis for the world's great industries. Strangely enough rays from the same old sun probably somewhat diminished in intensity are still drawing from earth to clouds the water that will run down hill and through man-made devices produce energy to compete with that made with the products created in ages past. So now we find that within the past century vast human industries have grown up around the products of these agencies and here we are today discussing the many problems connected therewith and among the others the subject of this paper, which is essentially the relation of COAL to OIL in industry. The problems involved are those of human relationship and are not fundamentally unsolvable when engineering skill and knowledge is properly applied. The last few years has developed a brand of pessimism that is especially prevalent in the coal industry, at any rate in the west where we come in contact with it. In any general discussion with coal men, a very short time only is required to bring out the feeling or expression that the coal business is on the rocks and the reasons run the gamut of human deviltry. We have heard that in the not far distant past corn was so cheap that the farmers were compelled to burn it and thus deprive the coal mines of their well earned right to sell coal for this purpose. We have heard that the flood of oil is so vast that it was being burned in preference to coal, and to heap insult on injury that the rail- road locomotives were burning oil in order to pull coal away from the mines. We have heard that the union was responsible for all the woes to which the industry is subjected. We have heard that the family tin lizzie is so depleting the family exchequer that coal could not be purchased and if purchased could not be collected for. We have heard that producing mines are so numerous that the profits are a negligible quantity. These are but a few of the reasons assigned for making the coal producers a class of pessimists which is not good for the industry. All these reasons given and all the others must be taken collectively and these are not the cause but the effect of a rapidly changing civilization. An analogy may be found in the experience of many of us in the electric industry a few years ago. You may remember that less than 20 years ago the high efficiency Tungsten electric globe was introduced. It was so much more efficient than the old carbon lamp that only one-third of the current previously required was needed to produce the same illumination. Consternation seized the ranks of electrical men who had little or no vision, for the out- look was that so little current would be sold that everyone would be bankrupt. This limited vision, however, did not prevail, for all engaged in the industry spurred on by necessity, accomplished many of the things that we are now enjoying the fruits of be- cause the electric industry has grown and is growing by leaps and bounds and every highly efficient improvement is greeted with rejoicing. It is well known that when the old type of carbon arc lamp began to be replaced by modern units the manufacturer of carbon rods thought his doom was sealed and yet these same manufacturers have so adjusted them- selves to conditions that the dry battery business of today is of vastly greater volume and profit than was the carbon rod business of the past. MR. TESCHER (Disaster at Dawson) : I move that you appoint a committee of nine members of this Institute to draft a set of resolutions that we can send out to all members of this Institute, to the mine officials in all four states, that might go towards preventing these disasters; that we reach all men, all mining men, mine officials of all kinds. I think we have enough brains to carry out a few suggestions of that kind. I think you are fully familiar or know men who are fully qualified to act on this committee. The only qualification that I have is to ask that Mr. Harrington be appointed a member of this committee. PRESIDENT WHITESIDE: You have heard the motion, and I believe it was seconded. Is there any discussion? That is a subject that really needs a great deal of thought. MR. LAMB: Things like that can't be handled in a minute. What Mr. Tescher suggested is all right, but to my mind, going into a great many of these different properties, seeing the conditions, such things hit pretty close to home. I would suggest that you put this off; lay it over until such time as the people who had the disaster have some time to think these things over. It is too soon to offer even a suggestion. Suggestions are all right, but there are no nine living men in the United States who can stand up or sit down and talk it over and give you any reasonable answer, in one hour or six months. First, you would naturally have to go down there and converse with the men who were at the camp at the time. You are all operators; all you operators would -like to talk it over today. You realize that anything that is good for the camp is always acceptable in disasters of this kind. I say, do it gracefully and not by publication. MR. TESCHER: I feel that the men present know these suggestions by heart and they don't have to discuss them. They know them instinctively and they know they will apply to any mine. It must be understood that if these suggestions are not carried out, they ought to be; and there is a motion before the house. PRESIDENT WHITESIDE: Mr. Murphy, you started to rise to your feet a moment ago. Have you anything to say on the subject? MR. MURPHY: I have just returned from a visit to Mr. Brennan. Mr. Brennan and I have worked together for twenty years. The manager of our company asked me to go down there and express his sympathy. Those things come to all men if they live long enough, in the coal business, and he wanted me to express to Mr. Brennan personally his sympathy and deep regret. What I had in mind when I started to rise, was to suggest that the Institute as a whole express its sympathy to Mr. Brennan. I don't think there is a man in Utah, Wyoming, Colorado or New Mexico who has done more in safety' lines than Mr. Brennan, and it just seems bad luck that he had this disaster, and I am in hearty sympathy with the gentleman who spoke about not appointing this committee. I believe a resolution to Mr. Brennan would be very much better. JAMES DALRYMPLE: I am in sympathy with this gentleman here. I think it is going to hurt the feelings of those connected with the mines in which this disaster occurred. If you will give me the privilege for a few minutes, I will gladly express myself and the action that has been taken in the past by this Institute, and my opinion combined with a great many other opinions. And what I am going to say is going to be said by the-well, I am going to say it as I see it. I am going to say it not in an unfriendly spirit, but from a spirit of not undue criticism. I happen to be one of the original members who organized this Institute. I did what I could to obtain memberships. I remember very well when we had our first meeting that we had a very large membership. I think I have a photograph of the members which was taken on the steps of the Capitol building at that time. Our membership at that time was composed largely of underground officials. I mean by "underground" officials, the superintendents to some extent, the mine foremen, their assistants,

PRESIDENT MOSES: I thank you, Mr. Emrick. Mr. Shubart would like to supplement your paper with another article. SECRETARY SHUBART: My paper really should not supplement Mr. Emrick's paper, because I secured some data from him, I knew Mr. Emrick had had a great deal of experience in shearing and I thought he could give you some useful data. (Here Mr. Shubart read the following:) "For the past two years, there has been considerable discussion among coal mining men concerning the advantages of a shearing cut in addition to the undercut, in mine work. We have had a number of requests for information on sheared coal. We were asked questions like these: What percentage increase in lump can be obtained from sheared coal? What has been the experience of mine men who have employed the shearing cut? Is the shearing cut a means of increasing the lump content? If so, is it increased to such an extent as to warrant the installation of shearing machines? Upon investigation it was found that no one could give us any definite information on the subject as no one had weighed separately the grades of coal produced from' the shearing cut. With a view of getting this information first-hand, the Goodman Manufacturing Company built up a shearing machine to be used in experimental work only. The officials of the Troy Coal Company were eager to share in the expense of obtaining this information, so that in May of this year we shipped to their mines our first type 319 shearing machine. The Troy Coal Company operates a mine at Troy, Illinois, in the No. 6 seam and produces about 275 tons daily. The coal seam averages five and one-half feet in thickness. Previous to the arrival of the shearing machine the coal was undercut six feet deep by a' Goodman Shortwall Machine. To break down the coal required two shots in the entries and three in the rooms. The percentage of lump measured over two-inch screens, averaged 58.2 per cent. The conditions of the mine were very favorable for obtaining accurate weights on the amount of lump and slack coal run over the shaker screens. The shearing machine easily cut the entire tonnage of the mine so that all coal dumped into the railroad cars had been produced from a shearing cut, in addition to an undercut. Accurate records were kept of the railroad weights and front this data the percentages of lump and slack were computed. During the month of June the percentage of lump produced over two-inch shaker screens was 69.9 per cent. This result demonstrated that the introduction of the shearing cut had increased the percentage of lump twenty per cent. The entries were driven ten feet wide and the rooms thirty feet wide The shearing cut was made near the center of the face in all places. A hole was drilled in each rib and the coal shot down with one-half the powder required when the places had been undercut only. The coal was broken down to the back of the cut so that very little pick work was necessary to load it out. The benefits derived from the shearing cut were as follows: 1. Increased percentage of lump, thus increasing the average price of coal per ton. 2. Preservation of a tender top due to the decreased amount of explosive used. 3. Facilitated handling of coal by the miner thus increasing the tonnage per man. 4. Eliminated coal yardage in entries and crosscuts of ten feet or less in width for the reason that the shearing cut provides a loose end from which to shoot the coal. This applies to the union fields only, as the non-union mines do not pay for coal yardage. Based on a price of $2.50 for lump coal and $1.25 for slack coal, the average price per ton was increased

MR. DAVIS: When the Secretary asked me to continue our accident experience in safety work at Dawson to cover the year just closed, I rather felt that he was asking 'a good deal, for we had said about everything that we could last year. I am not going to say very much, but in line with his request I have merely brought the figures up to date. I want to say, to start, that 1934 was, rather disappointing. It was the poorest year since 1930, as you will notice (indicates on diagram). This first column represents the accidents per thousand shifts worked. We cannot assign any real valid reason for the increase. We think we worked just as hard, but we are rather inclined to lay it onto the times; in other words, to lay it to the unrest and the changing conditions that are existent not only in this country but probably all over the world. We had twelve lost time accidents last year. As I explained last year, a lost time accident with us is an accident wherein the injured man is not able to return to his regular work, the next day-the day following the injury. So this represents (indicating) the lost time accidents per thousand shifts worked. We had one fatality in the twelve accidents which is reflected in the severity rates, which are also based upon thousand shifts worked instead of per million hours. The reason we are on the thousand shifts worked is be¬cause the Copper Branches of the Phelps-Dodge Corporation are all kept that way, and we are on the same basis for easy comparison.

MORTENSEN: On behalf of the Rocky Mountain Coal Mining Institute, I take great plea¬sure in saying good morning to you at Vail. With a few clouds in the sky, at least we won't get sunburned. We won't have to worry about our kids in the swimming pool, perhaps. It is delightful for me to have been able to have represented the Rocky Mountain Coal Mining Institute for the year 1982-1983. This has been our 71st year and this is our 79th meeting. In recognizing the attendance here, that dinner we had last night, and some of our entertainment must have gotten to some of us, or it is a little early. But I'm sure as the day goes on, and with the speakers outlined, it will be very beneficial for those who do attend. We do appreciate your attendance. I'd first like to make an introduction of our head table. Doris Finnie, she is our executive secretary. As most of you are aware, Gussie Whiteside retired as secretary. This will be the first time since the Institute started that there has not been a Whiteside present at one of our conventions. I'm sure Gussie would appreciate any calls or letters that any of you would care to make to her. Doris, I might add, has been a great help to me and all of the people who have been working on the program for the Institute this past year. There's been lots of reorganization and we are very pleased with Doris's ability to take hold from Gussie without any waves. Much credit must be given to you Doris for this and we do appreciate the help you have given us and believe me she has kept us out of trouble. Next, we have Art Neill. He is our vice president of the Institute from Montana and he also works with Western Energy Company. We appreciate the help that all of these session leaders and chairmen give to us. We have other names on the head table, but they will fill in as the morning goes on, so we won't bother you with any of those at this time. President Loren V. Linville opened the meeting at 930 a.m. He called on the Auditing Committee to give its report. Bob Wilson, Chairman, read the report and asked that it be approved. A motion was made, seconded and carried. The Resolutions Committee was asked to present its report. Mr. Herman Van Houten submitted the following: (I) RESOLVED, WHEREAS, in the year since the last convention of The Rocky Mountain Coal Mining Institute, the Institute and the Coal Mining Industry have suffered the loss through death of the services of: Thomas L. Gambill William G. Gray W. S. Landers J. O. Lively J. Vaughn Wilcox NOW, THEREFORE, BE IT RE- SOLVED, that there be spread upon the minutes of The Rocky Mountain Coal Mining Institute recognition of the passing of these members, who have so greatly contributed to the advancement of the industry, both nationally and in the Rocky Mountain area, and that a copy of this resolution be sent to the next of kin as evidence of the sincere regard and sympathy of the members of the Institute.
