"The last edition of Tax Notes expressed concern about two proposed tax changes in Finance Minister Paul Martin's 1995 budget that could have detrimental effects on Canada's mining industry. This month, Tax Notes expands on these concerns. This article is based on a paper that the author presented at ClM '95 in HalifaxIntroductionOn a global basis, there are more investment opportunities in the mining industry today than at any other time in history. Countries in Central and South America, Eastern Europe, the CIS, Central Asia, and Asia are competing aggressively to attract investment to all sectors of their domestic mining industries. Today, the demand for investment dollars exceeds the amount of dollars that are available for investment in mining. It is not surprising, then, that the established mineral producing nations are witnessing a decline in spending on exploration and development on their home turf, and an increase in spending in developing countries. In the context of a developed country such as Canada, there are two manifestations of the problem of declining investment: (I) Foreign investors are allocating more of their capital budgets to new opportunities in developing countries; and (2) Canadian juniors and seniors are spending proportionately more abroad. This shift in global spending patterns is the source of some concern for the future of Canada's mining industry, particularly because it is widely believed that the current rate of discovery of ore reserves in this country is too low to replenish depleting reserves.""Government bashing"" has always been a popular pastime in Canada. Invariably, this pastime has focussed, at !east in part, on taxation. In view of the intense competition that Canada faces on the global mining scene, it is important that the role of taxation in the decision-making process be kept in perspective. Industrial mineral deposits are widespread in Newfoundland and Labrador and a variety of commodities are produced. The province has the only pyrophyllite mine in Canada and also produces asbestos, gypsum, silica, barite, limestone, gemstones, cement and other structural materials. Large reserves of these and other industrial minerals are known and several deposits are likely future producers. Most producers are wellestablished and have large tonnages of ore reserves.

A significant portion of Outotec's business relates to the application of fluidized bed for processing a wide range of industrial materials, including gold ore and gold concentrate. As part of the former Lurgi and Boliden organization, our division constructed the first industrial reactor for roasting sulphur-bearing materials in 1950, based on the principles of fluidized bed technology. This process, when combined with efficient heat recovery and off-gas treatment and its conversion to sulphuric acid, became the standard for processing sulphur-bearing ores. In the last 60 years we have delivered more than 265 plants and developed (in addition to the standard fluidized bed solution) variants of the fluidization technology, such as the circulating fluidized bed and the bubbling fluidized bed. This paper describes the different options of the fluidized bed technology for gold roasting reflecting on main process design criteria.

The Eagle zone is a gold-bearing, sheeted, quartz vein porphyry deposit hosted by the Cretaceous Dublin Gulch biotite granodiorite stock, located in central Yukon, 50 km north of Mayo. The deposit occurs at the western end of the stock and has been drill tested over a 1000 m by 500 m area, to a depth of 150m. Mineralization consists of 1 cm to 2 Cm wide, parallel, grey and white quartz veins with accessory gold, arsenopyrite, pyrite, pyrrhotite, chalcopyrite, native bismuth, bismuthinite, and scheelite. Vein densities range from two to fifteen veins per metre and average approximately five per metre. The majority of the veins have potassic and or phyllic alteration envelopes. Alteration of the granodiorite becomes pervasive as vein densities increase. Mineralization outside of the Eagle zone, but spatially related to the Dublin Gulch stock, includes: (i) scheelite bearing sheeted quartz vein zones within the east-central portion of the stock; (ii) a swarm of gold-bearing quartz-sulphide veins up to a metre wide in a zone along the northern contact of the stock and extending 7 km further west; (iii) the Mar scheelite skarn located on the south side of the stock; and (iv) cassiterite-bearing breccias located 2 km north of the stock. A geological potential resource of 64.5 Mt tonnes at a grade of 1.03 g/t Au has been estimated for the Eagle zone from widely spaced core and reverse circulation drill holes. Mineralization is open at depth, on strike to the west and beneath the hornfels to the north.

Mr. Chairman, Ladies and Gentlemen, I come to you tonight distinctly as a physicist, not as a geologist or a mining man. My experience in applied geophysics has been short, and I do not doubt that many of you have a much larger acquaintance: with the subject than I have. A little over a year ago, the firm of Alderson, MacKay & Armstrong decided to investigate the possibility of developing a new method of electrical prospecting suitable to our northern Quebec and northern Ontario conditions, and asked me to take up the work. A preliminary survey of existing literature convinced me that the field of induction methods was most promising. I wish to give you some account of the work carried on last summer in the Rouyn district in this connection with the very able assistance of Mr. H. G. I. Watson. Geophysical methods of prospecting can be divided generally into four classes: magnetic, electrical, gravitational, and seismic. Each class depends on the existence of a definite property in which the valuable mineral to be discovered differs materially from the surrounding rocks. In the four classes, the property will be, respectively, magnetic permeability, electrical conductivity, density, and elasticity. By far the largest differences occur in the case of electrical conductivity, where it is not rare to find ratios of the order of several millions, or even billions, between ores, sulphide ores especially, and the surrounding rock. Hence the sensitiveness and delicacy of electrical methods. Of these four classes, only two, the electrical and the magnetic methods, have been put to extensive practical use in the discovery of metallic ores. The other two classes are important mainly in connection with oil detection.

The Autogenous milling of ores holds an increasing attraction as the focus moves towards reducing energy usage, both direct and embodied in grinding media. However, most of the early AG mills were converted to SAG for improved stability and increased throughput. This imposes a huge penalty in steel grinding media consumption. The LKAB iron ore operations in Sweden process highgrade magnetite through fully-autogenous milling lines to a final product P80 of about 45µm. The outcomes of P9O AMIRA research surveys, covering a wide range of mill fillings and throughputs and with different feed blends, are presented. Insights are provided on operational strategies, opportunities, the influence of feed size control and balancing the blend of competent gangue and softer magnetite. Areas of importance in the successful operation and control of energy-efficient autogenous circuits are highlighted.

"New contracts for 65 million long tons of coking coal valued at over $900 million, over the next 15 years, herald the rebirth of Alberta's coal industry. The industry is optimistic that export orders may reach 20 million tons per annum by the mid-1970's. Coal will be extracted from underground and surface mines and it is expected that the total labour force will double from the present 1,200 men within the next two years. Ali the health hazards associated with coal mining are likely to be encountered and it will be incombent on the Provincial Department of Health to specify the standards which relate to health and environment where no such standards have previously existed. This paper examines some of the problems which are being encountered in setting up an environmental health program and reviews the practicability of environmental monitoring methods, with special reference to respirable dust."

The Critical Path Method is the modern scientific answer for solving the planning and scheduling problems inherent in today's complex projects. With this method, nothing is left to chance. Good mechanical strength of green iron ore pellets is required to avoid breakage and excessive deformation during their handling and further processing. However, green balls with good resistance to handling are often too plastic, which impacts the bed permeability in induration furnaces. Measurements of plasticity, bed void fraction and green ball sphericity as well as bed permeability were carried out on various samples of green iron ore pellets having different mechanical strength. Results show that bed void fraction, sphericity and permeability all depend, to some extent, upon green ball mechanical strength (plasticity). Understanding and controlling the mechanical strength of green iron ore pellets would then help to maximize both the productivity of the induration process as well as the quality of fired pellets through a more stable firing process. Results of research work carried out at COREM, with the objective of improving green ball characterization methods, are presented in this paper.

INTRODUCTIONThis chapter comments on some of the more common types of agreements related to property examination and acquisition, other than the farm-in/joint venture agreement or common undertaking, which is dealt with in the next two chapters. Many of the comments made in Part IV of Chapter 4 apply equally to any such agreement. In addition, many of the comments in Chapter 8 and the examples in Volume II are most certainly relevant to many other types of agreement.6.2. RIGHTS OF FIRST REFUSAL1A right of first refusal is a right that obligates an owner to offer his property, or an interest therein, to the holder of the first right if the owner intends to sell or otherwise dispose of it. It may be triggered either by the owner wishing to offer his property for sale or by receipt of a bona fide offer to purchase his interest from an “outside” third party. The mechanics and procedures to implement a first right should be set out clearly in the agreement, and their basics are the same, whether the first right is a stand-alone document or is part of an acquisition agreement.2Rights of first refusal are common in agreements to permit some control over the disposition of an interest and there they can be a valuable provision. However, some explorationists feel that they are also a good stand-alone agreement to have while a property is being evaluated to decide whether or not it is worth optioning. The reasoning is that such an arrangement will tie up the property to allow a quick look and, if the property looks interesting, the balance of the term of the first right will give an ample exclusive period of time to negotiate with the owner and settle an acquisition agreement. In addition, the explorationist is protected by the first right if the owner decides to negotiate a deal with another party."

"One of the main problems encountered in employing sublevel caving is the inherent high dilution factor. The operating results at Granduc illustrate that this dilution can be closely controlled and satisfactory recoveries achieved, in base metal ores grading less than 2.0% copper equivalent, by using an assay grade control system based on the fundamental draw characteristics. The history of draw control procedures employed since the start of operations provides an effective comparison between this system and one based mainly on tonnage. The transverse and longitudinal sublevel caving mining methods are described and it is shown how improvements in design layout, operating practice and draw control in narrow complex ore zones (12-foot minimum width) have raised the operating performance of the longitudinal system to a satisfactory level."

Golden Star Resources Bogoso operates in Ghana’s Western Region. The gold recovery plant includes; a flotation circuit producing a concentrate for the BIOX® process that oxidizes sulphides before a CIL circuit; and a dedicated CIL circuit. BIOX® uses bacteria, therefore water from the BIOX® and CIL plants remained separated; CN water could not be introduced into the flotation / BIOX® circuit. The operation built a process water inventory with high TDS and installed a process water treatment plant (PWTP). Water was released in compliance the permits but containing some thiocyanate. The PWTP brine was returned to the TSF, further exacerbating the TDS. The operation experienced a drought removing the traditional water sources; the team evaluated the options to maintain production - various water streams were laboratory tested provided options for water use. The paper presents the story (treatment chemistry and process chemistry) of continued operations by treating stored water and PWTP discharge water with peroxide; brine usage within the CIL circuit, which increased gold recovery (laboratory testing) and reduced the TDS. Water flows were further modified to include hydraulic tailings re-mining to a CIL circuits. Details of the recovery, basic chemistry and costs savings are provided.

The surface roughness of unfilled rock discontinuities has a major influence on the deformational and hydraulic behaviour of discontinuous rock masses. Although it is widely recognized that surface roughness is comprised of a large-scale (waviness) and small-scale (unevenness) components, most investigations of surface roughness have been restricted to small fracture surfaces (< 1m2). Hence, the influences of the large-scale components of roughness are often neglected. Furthermore, these investigations typically focus on analyzing roughness in terms of two-dimensional profiles rather than the complete three-dimensional geometry, which can lead to potentially biased estimates of roughness. This contribution demonstrates the use of a new optical digital measurement system, based on the principle of triangulation, to digitize a large-scale natural rock discontinuity surface at both outcrop-scale (~6m x 2m) and lab-scale (~100mm x 100mm). Subsequently, the digitized surfaces are systematically analyzed using the three-dimensional roughness methodology proposed by Grasselli to investigate the dependency of roughness on sample window size and measurement resolution.

The Tribag copper deposit is one of the rare examples of mineralized breccias in the Canadian Shield. The breccia is a pipe-like body, and consists of granitic, diabasic and volcanic fragments embedded in a vuggy, quartz-carbonate matrix. The mineralization is essentially chalcopyrite and pyrite, with minor molybdenite, sphalerite, galena and other sulphides. The main ore zone is saddle-like in shape, and is enveloped in a zone of chloritization, sericitization and clay-mineral alteration. It is suggested that the breccia is of the diatreme type. Introduction T HIS paper is based on eighteen months of field work, including surface and underground geological mapping and core logging, and on the survey of relevant literature. No significant amount of laboratory work has been done as yet. Location and Access The Tribag Batchawana property is located 40 miles north of Sault Ste. Marie, Ontario, about 10 miles east of Lake Superior. A 17-mile, all-weather road connects the property to the Trans-Canada highway to the south, and 4 miles of a 12-mile road remain to be completed to link it to the Algoma Central Railway to the northeast.

THE purpose of this paper is to discuss the practical aspects of locating gravel deposits and of establishing efficient, portable concrete aggregate beneficiation plants for use on construction projects where limited amounts of high-quality gravel and sand are required. Certain projects are listed, in order to demonstrate the wide variety of problems encountered. Routledge Gravel Contractors Limited, North Vancouver, have supplied concrete aggregate for construction projects in British Colum-bia since 1957. In tl1at year, in sup-plying aggregate for a small project at a site on the northern coast of British Columbia, our quote was as follows: Concrete aggregate to specifications, f.o.b. scow, North Vancouver$ 1.75 per cu. yd. Scowing charges to site. $16.00 per cu. yd. At that time, our company realized that more attractive quotations could be submitted if local gravel was utilized where available. "The discovery of low-grade copper-silver mineralization near the town of Tipperary, Ireland, by Gortdrum Mines Limited was the result of reconnaissance geological and geochemical exploration followed by target delineation from induced polarization surveys.Initially, orientation studies at the Tynagh lead-zinc orebody showed that such deposits could be readily detected in stream sediments and soils using cold extraction analysis for total heavy metals. Numerous areas showing stratigraphical and structural similarities to Tynagh were then selected for reconnaissance geochemical prospecting.The Gortdrum deposit was detectable through the presence of anomalous metal values in stream sediments 3,000 feet downstream; soil sampling indicated an area of 2,000 by 700 feet containing 2 Yz to 20 times background cold-extractable metal values. Induced polarization surveys defined the dimensions and attitude of mineralization.Drilling to date has outlined (under 10 to 20 feet of till) low-grade copper-silver mineralization within Lower Carboniferous limestones and shales which have been faulted against Devonian sandstone. Mineralization ex-tends from surface to depths of 250 to 450 feet and consists of bornite-chalcocite-tetrahedrite and some chalcopy-rite in altered limestones and intrusive dikes.The deposit is geologically analogons to the Tynagh and Silvermines orebodies, but in contrast exhibits a predom-inant structural control. Provisionally, it is postulated that mid-Carboniferous folding and faulting produced the pre-mineralization high porosity via recrystallization, shearing and brecciation. Subsequently, hydrothermal solutions from the west, with a probable eommon origin to the volcanic dikes, were introduced along the fault planes. Although syngenetic causes cannot be exempted, the field relationships favour an epigenetic origin."

"The results of a chemical and mineralogical study of eighteen opaque-oxide occurrences are discussed and the detailed chemical, metallurgical and mining feasibility study of a vanadium-rich magnetite deposit is summarized. A plot of the mol-percentages in the system FeO- Fe2O 3-TiO2 indicates that the deposits fall into two distinct groups: some contain hematite with ilmenite, and some others have magnetite with ilmenite (titaniferous magnetites). The plot also suggests that the two types of deposits were crystallized from liquids of different compositions. Each group has its distinct structural features. Vanadium is present in all of the studied specimens, however concentrations of economic importance have so far been found only in the titaniferous magnetite deposits. The vanadium content of the oxide concentrations of the Dore Lake Complex is the largest among the studied occurrences. Analyses of the concentrates of the drill-core sections show a compositional variation across the orebody; a continuous increase in the tenor of Ti02 and a decrease in the vanadium content upward in the layered sequence is found. Concentration tests on several tons of samples indicate that about 80 per cent of the vanadium is recovered in the magnetite concentrate."

The new 30 MVA slag cleaning furnace at Waterval Smelter, Rustenburg Platinum, South Africa, has been in operation since 10 March 2003. The furnace design and operation face a number of challenges including a wide variety of feed materials and resulting bath conditions. Furnace feed varies in combinations of granulated Waterval Ausmelt Converter Slag (WACS), hot fed Peirce-Smith converter slag, concentrate and reverts. Coke is added as reductant. The resulting slag composition varies considerably and regularly. For the case feeding WACS an almost pure fayalitic slag (60%+ FeO, 30%+ SiO2) with a very low viscosity results. Due to the widely varying slag conditions, including a superheated fayalitic slag with high fluidity, a robust sidewall design is required adjacent to the slag bath. For this reason the furnace sidewall is equipped with Pyromet&apos;s MAXICOOL® high intensity copper cooling system. The design and installation of the copper coolers as well as tap holes are discussed. To cope with the variation in bath conditions and high slag superheat (350°C when tapped at 1650°C), the copper coolers are capable of removing peak sidewall heat fluxes above 500 kW/m2. Feedback is included on the performance of the Pyromet MAXICOO® copper cooling system for the first two years of operation. The paper further includes an overview on the design and performance of the tap holes, furnace shell, furnace roof and copper slag spouts.

If the metals sector is to contribute successfully to sustainable consumption we must adopt principles and practices which address the entire life cycle of the materials we produce. Progress must be founded on a sense of shared responsibility for the resources we utilize and the materials we create - it is this integrated approach which lies at the heart of materials stewardship. Materials stewardship means mining and metals companies producing materials in a responsible manner and then working with others, beyond their site, to ensure that the downstream material flows and applications are managed properly to create maximum societal value. In September 2006 ICMM published &apos;Maximizing Value: Guidance on implementing materials stewardship in the minerals and metals value chain&apos;. This document takes a practical view presenting structured guidance as well as good practice case studies. In the publication, materials stewardship is described in terms of the range of activities that can be undertaken to ensure that all parties work collectively toward the responsible use of metal and mineral resources. This paper introduces the materials stewardship concept as set out in `Maximizing Value&apos; and describes the business case for implementation as well as the ICMM framework for promoting materials stewardship.
