This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

The mining industry has always been cost-focussed but in recent times mining companies have moved towards obtaining a competitive advantage through the implementation and sustainability of best practice in the areas of improved safety, operating costs, quality and productivity. This is the concept of Value In Use û that mining companies see value generated all the way to the bottom line through improved change, and those changes become an established mine practice. Many mining companies do not have the resources or the knowledge to sustainably achieve such an outcome. This has led to companies looking to their suppliers to deliver measured value to their business through partnership arrangements. Suppliers have been able to leverage their knowledge of products, product applications and services to offer alternative supply agreements that bring greater returns to their businesses while improving supplier/client relationships. Orica has developed such a partnership with Coal & Allied in the form of a Continuous Improvement Program. Coal & Allied is based in the Hunter Valley region of NSW and is the largest coal producer in that region. Both parties are contractually bound to jointly deliver Value In Use projects to Coal & AlliedÆs Hunter Valley Operations and Bengalla mine sites. It is the request of the Orica and Coal & Allied Steering Committees that this paper does not include the details of actual projects or the costs or key performance indicators associated with the program. This is to maintain the competitive advantage to both Orica and Coal & Allied through the implementation of such a program. It is in the writersÆ opinion that this paper does not lose any significance through this restriction as the most important component of the Continuous Improvement Program is not the projects themselves but the methodology behind them. With this in mind the paper will discuss the development of Value In Use offerings, the key aspects of the Coal & Allied and Orica joint program, what is a Value In Use project, how to measure its value, finally why and even more importantly what makes this program is a success.

In October 2005 Phelps Dodge mining, a US based company, visited several Australian mining companies and mine sites to ascertain the current applications of risk management methods in the organisation. The results of this review, documented by the author, indicated a ælayeredÆ approach from high level site or major hazard analysis through to face level, æstop and lookÆ, methods. The approaches of several companies were summarised in one simple layered model. This model is helpful to other sites and companies to identify potential improvements but also offers an image of best practice that may assist with the governance of OH&S by both company boards and community regulators. The issue is particularly relevant as we discuss national consistency in mining regulation. This paper examines the layered model, the company and site approaches that helped define the model, as well as the suggested implications of the layered model to governance.

The introduction of digital technologies into the underground mining industry, in both coal and hard rock mining, has enabled many high bandwidth applications to be adopted by mines.Digital networks based on 802.11 b/g/n open Wi-Fi standards allow for many applications to be run over a single communication backbone. One important application has been tracking personnel and equipment via RFID tags. This tracking application has in turn formed the basis of a Proximity Detection System (PDS) or Collision Avoidance Systems (CAS). The paper discusses the growth in digital technology as the communication backbone in underground mines which has allowed the ‘convergence of technologies’ that has been occurring in the general business world to be available to underground mine operators. Then the paper will focus on the use of the technology in the increasingly important are of risk control around mobile plant underground. The specific use of digital devices for proximity detection, in both hard rock and coal mines, to provide a system that can deliver an additional level of control to the risks associated with people-vehicle interactions underground is discussed. The initial implementation of PDS in the hard rock mining environment is based on two zones of detection, required for large and relatively high speed vehicles. Information will include:•the principles of the underlying technology,•installation learnings and effectiveness, and•change management methodology and issues.The most recent development to integrate Mine Site Technologies (MST) PDS with Frederick Mining Controls’ HazardAvert® System to extend the overall Proximity System’s functionality in hard rock mines and for use in coal mines is overviewed.

There are a number of major infrastructure tunnelling projects currently underway or proposed in New Zealand, including construction of new road and rail facilities and the refurbishment of existing road tunnels. These new projects have triggered a rethink of traditional practices in underground fire and life safety and local regulation.While there is a current surge in activity, tunnels have been a signifi cant part of New Zealand’s transport infrastructure for over a century. Despite this background, the new projects commonly face challenges that are symptoms of a national regulatory environment that has aspects that are inappropriate for underground environments. There are inconsistencies in local regional regulation and an absence of national guidance and standards relating to tunnel design. Historically, New Zealand has looked across the Tasman for guidance. Although recent overseas tunnel designs present learning opportunities, the adoption of international best practice and standards may not necessarily address local expectations or needs.This paper explores a number of specific matters affecting the design of road and rail tunnels in the New Zealand context, namely; the Building Regulations and associated local consenting processes and parties, and the responsibilities and needs of the New Zealand Fire Service.The discussion highlights the importance of a collaborative approach involving the designer, asset owner, regulators, emergency services, and other parties, and ensuring up-front clarity in design responsibility and ownership of residual risk.

Bauxite mining on Cape York Peninsula (CYP) commenced in the early 1960s in the region surrounding the town of Weipa. Rio Tinto Alcan (RTA) operates its bauxite mines on the homelands of 11 Indigenous Traditional Owner groups. The mining activity currently operates under three Aboriginal Agreements including an Indigenous Land Use Agreement – the Western Cape Communities Coexistence Agreement (WCCCA) – which provides RTA with access to the land in return for a range of benefits to the Traditional Owners, including employment, training, royalty payments and future relinquishment of the land (Klimenko and Evans, 2009). Despite reports of some ‘good progress’ in meeting the terms of the WCCCA (Klimenko and Evans, 2009, p 5), many of the region’s Traditional Owners remain dissatisfied. Two years ago I was sitting in a big lecture theatre at the School of Mines in Kalgoorlie at the annual New LeadersÆ Conference listening to a guy tell us all how much he loved his job, travelling the country ælegallyÆ blowing stuff up à and getting paid to do it. I would have paid to see and do the things he spoke of à now IÆm that guy. From finishing a mining engineering degree at the University of Ballarat, through the job hunt, to firing environmental blasts in Tassie and designing and implementing construction blasts in the middle of the Gold Coast. My name is Rohan Stevens and IÆm a blast-o-holic. While the æjob huntÆ we all embark on toward the end of our degrees is a stressful time, itÆs also very exciting in the current climate. There are a number of things I have learnt through both my hunt for the job that best suited me and working for the worldÆs largest explosives manufacturer. The binary indicator coding of assay and lithological data according to a single criterion or multiple criteria is a powerful technique for representing mineralised shapes through the modelling of probabilities. This can be as simple as using a single indicator to model the probability of occurrence of a condition, usually a grade threshold or a lithology, but it can also be used with a number of categories. Case studies are presented to show the power of this approach, where the geological controls on mineralisation or on the distribution of a rocktype or alteration, often coupled with mineralisation, are unclear. The categorical approach is often used as a de facto grade filter in disseminated or stockwork mineralisation. The ultimate expression of the indicator formalism is in multiple indicator kriging (MIK), where a conditional distribution of probabilities is generated for each estimation panel. This has applications in recoverable resource estimation, as the input for continuous or categorical simulation, where the distribution of sample grades is multimodal, or when there are superimposed mineralisation events with different orientations. However, in some cases, MIK is being used as an excuse for ignoring a quality geological interpretation. Examples from the public domain show the abuse of the categorical and MIK approaches to modelling probabilities, together with a plea for greater consideration of the geology.

Rio Tinto Iron Ore (RTIO) manages eleven mines in the Pilbara region, Western Australia. Three of these mines have previously or are currently mining black shale that contains varying amounts of pyrite. Several new deposits currently being evaluated and existing mines that may progress below water table in the future, will also encounter this waste material. The black shale presents not just an acid rock drainage risk but also a spontaneous combustion risk. This paper presents the black shale management strategy and provides an overview of the relevant activities undertaken by RTIO. The strategy can be divided into two components which firstly involve defining the risk and secondly involve managing the risk. The mineral waste management plan is used to identify specific mineral waste hazards by:geochemical characterisation of waste material,undertaking mine site specific risk assessments,characterising the receiving environment,identifying sulfidic boundaries in geological and mining models,quantifying the amount of sulfidic material in medium and long-term mine plans, anddesigning and sequencing black shale waste dumps. Once a mine exposes black shale the Spontaneous Combustion and Acid Rock Drainage management plan is used and the major activities are: regular site meetings with a representative from every group that works with black shale;compliance with safe working procedures for site specific and detailed activities;regular training;the use of specific explosives to prevent premature detonation;ongoing geochemical characterisation;acid water management, monitoring and analysis;regular internal and external auditing of procedures and practices; andclosure planning assessments and preparations (ie cover trials, geochemical void modelling, geochemical waste dump modelling). The success of this holistic strategy is evident by the awareness of personnel within the business, thorough understanding of the geochemistry and by undertaking proactive management of black shale during mining. The strategy and management plans adopted by Rio Tinto Iron Ore have activities that other mine sites with potentially acid forming material may like to consider implementing.

Mine tailings represent one of the two largest sources of mine waste from the minerals industries (the other being waste rock). Given the problems of declining ore grades and growing production, tailings generation is increasing exponentially across the global mining industry. Common practice is for mines to build large containment dams to store tailings during operations, which are then rehabilitated following mine closure. At some sites, however, the controversial practices of riverine or marine dumping of tailings is still practiced. As recent tailings dam failures have shown, there are legitimate questions being raised about the long-term viability of leaving tailings above ground due to the risks of collapse and failure. At present, it is rare for mines to emplace tailings back into former mine voids following mine closure, most commonly into a former open pit mine void (although a fraction of the tailings may be used for underground mine backfill, this is minor in scale). The approach of in-pit tailings has numerous advantages, such as inherent physical stability, low to negligible acid and metalliferous drainage (AMD) risks, as well as allowing more productive use of formerly mined land. In tropical areas where surface repositories are prone to leakage with potential for AMD and widespread dispersal of radionuclides (in the case of uranium mining), in-pit management provides particularly strong advantages – thorough hydrogeological studies are required, however, to address residual groundwater contamination risks and to establish sound, long-term environmental monitoring regimes for groundwater quality and subsidence issues. This paper presents a study of in-pit tailings management and compares it with surface repositories established in a tropical climate. The comparisons lead to the conclusion that, at least under tropical conditions, in-pit tailings management should be considered as world’s best practice – especially for radioactive uranium tailings.

There is no single factor that determines the appropriate capacity for a mining project. It is driven by the size of the resource, the capacity of the market, the availability of capital, the availability of power, the availability of water, and a myriad of other considerations. There is also no single solution to the question of how big the project should be. However, to develop a project, the study team needs to select the configuration options that it regards as the best for the project. To be able to make this selection, the study team should consider the range of available options and do so at a level of detail that gives it confidence in the conclusion but does not lead to multiple detailed design exercises. Having considered the range of options, and with a clear definition of the project owner’s objectives and constraints, the work to be carried into feasibility studies can be focused appropriately. This paper discusses the process of completing strategic mine planning to identify project configuration options to assist in the selection of the processing plant throughput rate (Capacity Study) for a large greenfield open pit mine. The processes described in this paper allow for the basis of design to be set for subsequent studies that meets the objectives at a risk profile acceptable to the owner.

"Gas management has always been a major concern for the ventilation officer of any gassy mine. With an increase of mining depth and gas content, there is a great demand for the development of in-seam drilling sites where boreholes can be drilled for the pre-drainage of gas prior to longwall operation. The ventilation and gas management in the drilling site therefore becomes a critical component of mine safety. In this study, advanced computational fluid dynamics technology was adopted to investigate the aerodynamics of gas emitting from the drilling site and boreholes during normal drilling and, in the case of a sudden gas inrush, from the borehole. In addition, the impact of different ventilation controls on gas removal in the drilling site was investigated. Modelling results indicate that gas accumulation zones could be formed if the ventilation system fails to deliver sufficient airflow to the drill site, especially when a sudden gas inrush from a borehole occurs. The configurations of brattice, layout of ventilation tubes and the gas emission rate all have a significant effect on the gas distribution. Due to variations in site-specific conditions, it would be desirable to conduct modelling studies to assess the effects and efficiencies of a ventilation design for the varying environment on-site before carrying out drilling practice. Intensive resource extraction, in the form of multiple mining operations, presents significant assessment and management challenges for resource developers, governments, community and the environment. Cumulative impacts, ie the successive, incremental and combined impacts (both positive and negative) of an activity on society, the economy and the environment, can place significant pressure on social, economic and environmental capital and render conventional mine-by-mine approaches to management ineffective. Cumulative impacts can be what are most important to environments, communities and economies surrounded by multiple mining operations because cumulative impacts are what they experience. There is much to gain from increased consideration of cumulative impacts. Unmitigated impacts have the potential to delay or even prevent expansion of mining in existing and prospective areas. On the other hand proactive management of cumulative impacts can benefit regional environments and communities and contribute to the industryÆs social license to operate. Resources are often not the limiting factor to better cumulative impact management. More effective coordination of existing resources may go a long way toward mitigation and enhancement, and better planning and assessment may help avoid impacts and exploit opportunities for efficiency gains through reduced duplication. In this paper we draw from working examples to present five practical assessment and management strategies applicable to resource companies to enhance positive, and avoid and mitigate negative, cumulative impacts. The strategies are presented based on their capacity for achieving outcomes, ease of implementation and cost effectiveness and are drawn from a multi-year study on the assessment and management of cumulative impacts in the Hunter Valley, New South Wales and a follow-up study to improve cumulative impact assessment and management practice in the Australian coal mining industry, both reported elsewhere.

The Synthetic Rutile (SR) plant operations, North Capel, produce electrostatic precipitator (ESP) fume and kiln scrubber residue. Typically ESP contains about 18 per cent Ti, 13 per cent Fe, 0.5 per cent Mn, eight per cent Si, six per cent Al, 16 per cent C, 0.9 per cent Zn, 0.6 per cent Pb, 300 ppm As, 300 ppm Cr and 5 ppm Cd. These wastes are held in a storage dam together with neutralised acid effluent (AE) liquor. A project was initiated to treat the fume and produce a benign residue that could be delivered to landfill, reducing dam space storage. Plant AE, containing free acid (9 - 14 g/L), Fe (6 - 7 g/L) and Mn (1 g/L), was used to leach ESP. The degree of extraction achieved for various elements include about 20 per cent Zn, almost 50 per cent As, five per cent Al, 0.4 per cent Pb and 15 per cent Cd. Extraction was most effective at pH The residue from AE leaching still contained Pb. TCLP tests of the leach residue produced Pb extraction significantly higher than the 0.1 ppm stipulated by Class 2 landfill guidelines. Other elements (eg As, Cd, Cr) successfully met the limits. Further leaching of the residue with EDTA extracted up to 65 per cent of Pb content. TCLP tests on treated residue showed Pb leaching potential of Lead was removed from the leach circuit as the sulphate by acidification of EDTA leach liquor, allowing EDTA to be recycled. The study showed that one waste stream can be used to treat another and help reduce plant waste.

This study uses the Q Method to examine how those living in former metal mining landscapes value this heritage and their preferences for the long-term management of mine waste. Such sites are often perceived as derelict or degraded, and of very little value. It is therefore assumed that their reuse, for example for development or recovery of metals, is likely to be beneficial. There are around 5,000 former metal mines in England and Wales, many of which are protected for their ecological, geological or cultural value. The Q Method is particularly suitable for issues where there is no consensus of opinion. We asked 38 residents of six mining areas in England and Wales to ‘sort’ a series of statements based on their resonance with the resident’s perspective; this is the Q sort. The statements covered a range of opinions of the mining legacy, its value and options for its management with a particular focus on the potential for metal recovery from the wastes. Analysis of the Q sorts revealed five perspectives on the mining heritage. All placed a high value on the cultural and ecological value of this heritage, however, they differed in their priorities for long-term management. For example, emphasis was placed on either nature conservation, cultural heritage, water quality or the opportunity for job creation through reworking the mines. Cutting across these themes there were also differing perspectives on the role of experts and local people in shaping the future management of the wastes. This research suggests that the views of local people are nuanced; they value their mining heritage but opinion is split on the most effective way to manage these sites especially where there is an impact on water quality.CITATION:Sinnett, D E and Sardo, A M, 2018. In surface mining operations, the ease with which a muckpile may be dug is a dominant factor in mining efficiency. Within broad limits, this is largely dependent on muckpile shape and looseness within a muckpile. Moreover, prediction of grade boundary movement and subsequent dilu- tion is of interest to most open cut mines. Such a predictive tool would enable blast design changes to be made to reduce mixing of certain grade regions. At the very least, a good knowledge of post-blast region bound- aries can reduce layout of the grade boundaries and decrease grade dis- crepancies between pit and plant. The model presented in this paper is able to consider various options for a production blast and predict consequent muckpile shapes and grade boundary movements in a three dimensional manner. The overburden geometry, hole patterns, hole inclination and charge distribution are all explicit model inputs. The model divides the rock mass into blocks and calculates a velocity for each block. Three controlling parameters are used in the model, which are related to the explosive energy per unit length of blast hole, energy attenuation of the rock mass and inter-row delay, respectively. The output of the model is a 3 dimensional muckpile shape (contour or any cross section) and a contour map of grade distribution within the muckpile. The model parameters are site specific, since their values depend on the rock condition and explosive-rock interaction which varies from site to site. In order to "tune" the model to a particular site, parameter values must be found which reproduce an observed muckpile profile shape from a given blast design. This calibration of the model requires at least one surveyed muckpile profile shape from a production blast. The model parameters which best reproduce that shape are found by a pattern search technique, and may then be used to predict the effect of changes in blast design on muckpile profile shape and grade boundary movement.

Tube bundle gas monitoring systems have been used in the mining industry for over 50 years. The initial design was based on four individual gas analysers along with a series of solenoid valves, gas sample conditioning and flow control mechanisms to ensure the correct gas flow stream volume to the analyser. Simtars staff have identified flow control issues when providing operational support to coalmines on numerous occasions. The accuracy of the oxygen analysis is dependent on control of the gas flow to the analyser. Oxygen is one of the parameters used in calculating Graham’s ratio which is used for the detection of spontaneous combustion activity in coalmines. This paper will provide data which identifies the flow control issues by comparing mine site records for the two surface sample lines in the analyser room and the gas cage. Mine sites will be deidentified within the paper. The paper will discuss some of the changes that have been made in modern tube bundle systems and compare the change to the initial design specification developed by the UK National Coal Board, investigate possible operational impacts and provide a technical fix to solve the current flow issues being experienced at some mines.

The Clem Jones Tunnel (formally known as the North-South Bypass Tunnel), a A$2.88 billion road tunnel project in Brisbane, Queensland, was successfully completed almost seven months ahead of schedule. The project included two parallel 4.7 km long road tunnels, 740 m of intermediate roadway access ramps and two auxiliary ventilation tunnels. The tunnels incorporate intelligent tunnel systems, best practice fire and life safety standards and typical civil tunnel elements.Over the duration of the project the Parsons Brinckerhoff (PB) and AECOM (formally Maunsell) design joint venture (MPB) were Lead Designers to the Leighton Contractors and Baulderstone Bilfinger Berger Joint Venture (LBBJV). Construction of the toll road commenced in September 2006 and was completed in March 2010, with the tunnel opening then. Contributing to the success of this project was the continued support the lead designers gave throughout the construction period.This paper will focus on some of the structural elements that contributed to the success of the project – in particular the cable tunnel structure, a small precast, culvert shaped element under the pavement of the mainline tunnel, and the fit-out of the Gibbon Street shaft which were designed to be constructed in a combination of precast and in situ concrete.The cable tunnel was incorporated early in the design phase and runs the length of much of the tunnel. This paper will outline the challenges faced by the designers with implementing this system which provided significant construction advantages, among which were being able to install a separate ventilation duct during construction and to start fitting out the mechanical and electrical conduits and drainage system while tunnelling was still underway.The Gibbon Street shaft had a length and width of 20 m by 40 m and an overall depth of 38 m. A 20 m high structure of precast and in situ concrete was constructed in the base to accommodate mechanical and electrical equipment and provide a take-off access for the southern ventilation tunnel. The construction purpose for this structure was to provide a junction between the tunnel boring machine (TBM) and the roadheader-style tunnels, a staging platform for commencing the roadheader tunnelling, and a platform where the TBMs could be dismantled and removed.The design was assessed and reviewed many times throughout the construction process to address the needs of each of these stages. Innovative use of precast concrete was used to minimise construction time.Additionally, the designers provided support to the construction team from the time of design completion through to the tunnel opening. This meant that the changes to the design and adjustment of construction loadings could also be assessed. The fi nal outcome resulted in an efficient construction sequence and a project that has provided an excellent outcome for the client, stakeholders and community.

A description is given of a detailed examination of a coal bore core and of attempts to predict properties of equivalent "as-mined" coal using the bore core data so obtained. The accuracy of the prediction was measured by testing independently a large sample of coal which was produced under near mining conditions from a site adjacent to the bore core. Very encouraging results were obtained particularly in the prediction of size and ash distributions and washability characteristics of run-of-mine Coal.
