Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

The Late Miocene gold-silver bearing epithermal system at Waihi has some close similarities in its paleo-thermal and geochemical structure with modern, volcanic-hosted geothermal systems such as Ohaaki-Broadlands. At Waihi an extensive braided quartz vein system is enveloped by hydrothermally altered andesites with minor tuff breccias and tuffs. A main stage of vein filling consists of multiple phases of chalcedonic quartz and fine to medium grained quartz, which are accompanied by pyrite, sphalerite, galena, chalcopyrite and acanthite below the base of oxidation. Platy calcite is present locally. Fluid inclusion studies indicate that the main stage quartz was deposited at temperatures of 189¦-273¦C from dilute (Tm of -0.1 to -1.0¦C) fluids that were locally boiling. Homogenisation temperature Th versus Tm data points lie within the field enveloped by dilution and boiling/gas loss paths determined for the Ohaaki geothermal field, and indicates that the parent hydrothermal fluid for the Waihi epithermal system had a similar composition to that at Ohaaki, ie 0.2 wt% equiv NaCl and 3.3 wt% equiv CO2. The hydrothermal alteration mineralogy and the isotopic composition of vein calcite indicate that the hydrothermal fluid contained relatively high concentrations of CO2 , as at Ohaaki. Oxygen isotope analyses of main stage quartz range from 6.1 to 11.6 %0 and of vein calcite from 2.29 to 9.4%0. Calculated d18Owater values for the hydrothermal fluid that deposited the main stage quartz range from 2.0 to -5.7%0, with a trend to less negative values with depth. They are similar to those in the deep chloride fluid in active geothermal systems with a substantial fluid throughput. A high fluid throughput at Waihi system is also evident from the extensive high intensity hydrothermal alteration and large volume of quartz deposited in the vein system.

This paper presents a resume of the likely profitable mining areas in New Zealand. It covers the main 'minerals' û gold, coal, oil and gas, ironsands, silica sands, clays, lump silica, perlite, sulphur and limestone. The potential mining projects are depicted on a map of New Zealand together with the associated works involved in hydro-electric and geothermal power development requirement for industries such as aluminium, nickel ferro-silicon or silicon carbide production. The political need for mining development to relieve unemployment and reverse emigration is stressed. A case is made for exploration and development assistance by government in labour re-training, energy supply and transportation, if the tremendous losses through lack of use of human and industrial resources are to be rapidly reduced. These losses are currently estimated at $10 000 000 000 per year. The need for protection of the sanctity of contract and security of tenure of all mining operations is touched on briefly as is the need for a reasonably balanced view on conservation. However, as both of these are more properly covered in papers on the legal and environmental aspects of the mining climate, they are presented here only as they affect the economy of the mining operation. Finally, there is a brief comment on the mining climate in New Zealand relative to Australia and South Pacific mining operations.

In the Mesel sediment-hosted disseminated gold deposit, the spatial distribution of hydrothermal alteration is controlled by steeply dipping faults and shallowly dipping lithologies. Hydrothermal alteration of carbonate rock is characterised by decalcification, dolomitisation and silicification. Intense argillic alteration occurs in a laccolithic andesite intrusion adjacent to decalcified and silicified carbonate units. Sulphide minerals (pyrite, realgar, orpiment, stibnite and cinnabar) accompany hydrothermal alteration and precious metal mineralisation. The trace elements Ag, As, Sb and Hg are zoned spatially throughout the deposit. Mesel contains a mineable gold reserve of 7.8 million tonnes at 7.3 g/t Au. Gold mineralisation is preferentially localised in carbonate rocks adjacent to and beneath the andesite intrusion. The ore body consists of a central, near-vertical, high grade 'feeder' system flanked by tabular, inward dipping, moderate grade 'ouflow' zones. Mineralisation is controlled predominantly by two steeply dipping faults with high grade (=10 g/t) gold zones centred about structural intersections and fault splays. Gold is submicron size and locked in very fine grained (<10 microns), disseminated and fracture-controlled arsenical pyrite. The Mesel deposit developed where high angle faults guided ascending, sulphidising fluids into reactive carbonate stratigraphy adjacent to and beneath the andesite intrusion and during subsequent migration of the auriferous fluids along 'outflow' channels. Early decalcification and dolomitisation enhanced porosity and permeability prior to silicification and sulphidation. Gold deposition occurred late in the genesis of the deposit.

Economic gold mineralisation was discovered at Round Hill by Homestake NZ Limited in 1984 and was subsequently put into production by Macraes Mining Company Limited (MMCL) in 1990. The total mineral resource in 1990 was estimated at 41.4 Mt @ 1.42 glt at a 0.7g/t cut off, for 1.8 Moz of gold. Since project start up the mill has been upgraded twice to increase throughput and reached its current capacity of 3.2 Mtpa. At 31 December 1996, a total of 16.2 Mt of ore at average grade of 1.73 g/t has been excavated, yielding 655,000 oz of gold. MMCL began exploration along the Hyde Macraes Shear Zone in 1994. Since 1994, exploration has been successful with the discovery of over 3.5 Moz of gold. The resource now stands at 110 Mt @ 1.46 g/t gold for 5.1 Moz. This success has led to a planned expansion of the processing capacity to 9 Mtpa with the building of a new 6 Mtpa processing plant.

Eyewash safety showers located in remote hot environments may be unsafe to use due to excess water temperature and high risk levels of water borne bacteria such as Legionella. Australian Standard AS 4775 specifies that dispensed water shall be bacteria free and have a maximum temperature of 37.8°C. Legionnaires disease is contracted when water aerosols containing Legionella bacteria are inhaled.Laboratory tests show 30 to 70 times more aerosols are generated by showers operating at 38°C than with showers operating at 25°C. Furthermore, excess temperature in flushing water can cause burn injuries leading to hospitalisation, skin grafts and/or permanent scarring. Excess temperature also increases the rate of reaction to corrosive substances, opens pores in the skin to allow greater dermal penetration and can cause dizziness and fainting by dilating blood vessels and reducing blood pressure.CITATION:Challenor, H A, 2017. THIS tunnel, which is an adit 7000 ft. long, was undertaken by the Mount Lyell Mining and Railway Company Limited to connect its treatment works with the North Lyell mine at depth, with a view to effecting economies in transport and drainage. The work was carried out at high pressure throughout from both ends, and although the ground in the mine end was intensely hard, good progress was made, and driving was completed in less than fifteen months.The Mount Lyell mining field is situated in the west of Tasmania, about 20 miles inland, the only means of access being the Mount Lyell Mining and Railway Company's 3 ft. 6 in. gauge railway which connects with the Government railway system of the State at Strahan, on Macquarie Harbour. The region is mountainous, and presents many difficulties to the road and railway engineer. The West Coast range running north and south in a succession of bold prominences, which rise up to 4000 ft. above sea-level, forms the backbone of the district, and on its foothills the Mount Lyell mines are situated. In different parts of the world the term epithermal is commonly used for a variety of deposit styles. Using the redox state of the ore-forming fluid (inferred from mineralogy and alteration), the metal assemblage of deposits, and other characteristics, at least five different styles of epithermal deposit can be distinguished. Most of these different deposit styles appear to be related to magmatic fluids, with differences resulting from different compositions of source magmas. The most common style of epithermal deposit (low-sulfidation gold-silver deposits associated with calc-alkaline volcanic rocks) remains the most difficult to explain; the metals in these deposits may be derived by basement leaching without magmatic input, or they may come from magmatic volatiles, with contaminated I-type or S-type magmas as the most likely source.

The uptake of nickel into the lattice of pyrrhotite, Fe1 _1J S was studied experimentally in the temperature range 200°C to 760°C. Nickel from both aqueous solutions and salt melts diffuses rapidly into the sulphidelattice with an accompanying release of iron into the solution or melt. The rate of uptake of nickel and its diffusion into the sulphide lattice were followed by optical microscopy and by analysis with an electron probe microanalyser. Some geological consequences of this phenomenon affecting the distribution of nickel in rocks associated with nickel-iron sulphide ores are discussed.

An elongate belt containing granodiorite stocks with associated stockwork molybdenum mineralisation in west Nelson is correlated with the I-type Separation Point Suite of mid Cretaceous age. Trace element characteristics of the 'Mo-granites', and the Separation Point Batholith strongly suggest a primitive, subcrustal origin for these granitoids, by partial melting of oceanic basaltic crust or upper mantle material in a subduction zone. They were emplaced in the upper crust without undergoing significant differentiation or contamination by sialic crust. Molybdenum, which is at levels of approximately 5 ppm in unaltered granite, is not significantly reduced in altered (but unmineralised) granite. This suggests the metallisation has a magmatic, subcrustal source and is not derived by hydrothermal leaching of upper crustal rocks or the granitic host rocks. Geochemistry of the 'Mo-granite' belt, in particular low K2O, calc-alkali to calcic Peacock Index, high Sr and TiO2, and low Rb, Nb and F, suggest classification as calcic granitoids similar to those which host porphyry copper deposits, indicating grades of mineralisation are likely to be low.

Spectrum Resources commenced operations as a public listed mining company in August, 1983, with a variety of precious metal projects in New Zealand. At that time the outlook for most mineral commodities, with the notable exception of precious metals, was decidedly gloomy. Metal prices were depressed and demand forecasts were universally gloomy. Against this background the company reviewed the non-traditional metals sector to try and identify a 'new' metal with an above average demand growth and market value. Lithium, a commodity with exciting new applications in storage batteries and alloys, met both criteria. Annual world consumption of lithium is around 7000 tonnes; current prices are around $NZ40/lb for lithium metal and demand growth is projected at five to seven per cent per annum. Geothermal fluids at Wairakei and elsewhere contain anomalous amounts of lithium and in May, 1984, the Chemistry Division of DSIR was commissioned to carry out a literature survey on the possible recovery of lithium and other minerals from geothermal waters. The survey results were encouraging and the company subsequently negotiated exclusive access rights, for research purposes, to geothermal discharge fluids from the Wairakei and Kawerau geothermal fluids. Most of the subsequent investigations reported here were carried out by Chemistry Division, DSIR, under contract to the company with some assistance from the Industrial Processing Division, DSIR.

A water/air model was developed to simulate the refining of molten aluminium by the sparging of gas through an impeller. The optimal gas dispersion depends upon selecting the correct gas rate for a given impeller rotational velocity to prevent flooding or channelling. Correlations illustrating this flooding behaviour exist for standard impellers within standard tank geometries. However the validity of these correlations has not been substantiated for gas dispersion in high temperature molten metals with non-standard tank and impeller dimensions. Metal refining is most efficient when fine bubbles are generated and uniformly distributed within the treatment tank. The application of some measuring technique able to detect this distribution within a non transparent operating treatment tank would be invaluable, enabling the optimisation of gas flow and impeller speed.   A technique has been developed to measure the pressure fluctuation levels at specific points in the water model. Comparison of these pressure fluctuation data with photographic evidence obtained in the water model suggests that the flow regime in the metal treatment unit may be determined using this technique.

Willyamite from the type locality, Consols mine, Broken Hill, N.S.W., has been re-examined, and found to consist of zones with widely different Co:Ni ratios. The name willyamite is redefined to include the portion of the (Co, Ni)SbS series with cobalt in excess of nickel. Willyamite is pseudo-cubic, with the three axes equal to within 0·001 A.

The metallogenic map of New Zealand shows the distribution of metallic mineral deposits, according to type and size, in relation to their geological setting. The major purpose of the map and accompanying 200-page monograph is to summarise the distribution, modes of occurrence and origins of the metallic mineral deposits of New Zealand. The map demonstrates the prospectivity of New Zealand for metallic minerals, particularly gold, silver, iron, and titanium. Information on each deposit is summarised in index tables based on major geotectonic units or deposit/commodity type. The mineral deposits are arranged and discussed in relation to tectonostratigraphic and tectonomagmatic units or terranes, under broad geotectonic divisions of the Paleozoic to Mesozoic Western Province, the late Paleozoic to Mesozoic Eastern Province, the mid Cretaceous to early Tertiary rifting phase, and the late Cenozoic Kaikoura Orogen. Regions or areas of marked concentration of mineralisation are recognised as metallogenic subprovinces or districts, namely: eastern Northland (Hg), the Hauraki Goldfield (epithermal Au-Ag-Pb-Zn-Cu), the west coast of the North Island (shoreline placer Fe), east Nelson (podiform Cr), west Nelson (porphyry Mo), the West Coast of the South Island (shoreline placer Ti), west Nelson-Westland (placer Au), Reefton (mesothermal Au-quartz veins), and Otago (placer Au and mesothermal Au-W quartz veins).

This iron ore mine site, located in the Pilbara region of Western Australia, commenced operations in 1998, with ore derived by mining of open-cut pits in Channel Iron Deposits (CIDs). A portion of the ore extracted at the mine is processed at wet processing plants that produce both ore saleable product and waste fines (i.e. tailings) slurry. The waste fines produced at the wet plants are presently stored within Waste Fines Cells (WFCs).Waste fines cells A (WFCA) and B (WFCB) are located within an Autonomous Haul System (AHS) area and consist of embankments that span the width of the pit in east-west alignments. Technical studies and design analyses were carried out to support embankment raises and ongoing development of the WFCs. During operation and development of the WFCs, a multitude of simultaneous activities took place to the immediate north and south of WFCA respectively. These activities included the construction of the embankment raises using the AHS fleet, mining of the CID to not only mine the ore but to also create future deposition space for WFCB, blasting next to the WFC embankments as part of the mining activities, seepage collection and dewatering of the pit in the vicinity of the WFC.This paper discusses the material characteristics, design approach, construction staging and equipment requirements, blasting near embankments, water management, facility consequence category and closure concept.CITATION:Boshoff, J J, 2018. Mining is a fundamental activity on which modern society and the world's economy are entirely dependent. Mining investors, large and small, invest on an international scale, frequently being active in several countries.   Prior to committing investment to new countries, the prudent investor will consider the risk involved by analysing a number of physical, financial, administrative and political parameters that impact on the potential financial returns it is seeking. This paper considers these risk factors in relationship to New Zealand and six competitor countries. The conclusion is that for reasons largely within the control of our politicians, New Zealand is a high risk country for mining investors.

"Work in CSIRO with several Australian ores has shown that?by heating a high-phosphorus goethitic iron ore and then leaching with caustic or acid, the phosphorus levels in the ore can be lowered to a commercially acceptable value of around 0.08 weight per cent phosphorus (P). With increasing heating temperatures up to 1300¦C, the extent of phosphorus removal increased. This is considered to be associated with mineralogical changes in the iron oxide phases in the ore during the heating.Little phosphorus was removed from four high-phosphorus goethitic iron ores containing 0.12 - 0.16 weight per cent P in leaches with boiling water. However, leaches with sulfuric acid removed ten to 20 weight per cent of the phosphorus and leaching with sodium hydroxide removed even more phosphorus to produce leach products containing between 0.08 and 0.12 weight per cent P from three of the ores.After heating at 300¦C, leaches at a low pulp density of 0.5 weight per cent solids with 1 - 5 M NaOH and 0.1 - 1 M H2SO4 gave leach products with 0.06 - 0.09 weight per cent P. The lixiviant concentration required and extent of phosphorus removal depended on the ore. At a higher pulp density of 25 weight per cent solids, leach residues with between 0.07 - 0.14 weight per cent P were obtained.More phosphorus was removed from ores heated at 900¦C. Leaches at both the low and high pulp densities, with 1 - 5 M NaOH and 0.1 - 1 M H2SO4, gave leach products with 0.05 - 0.09 weight per cent P. However, the lowest phosphorus levels were obtained after heating the ores at 1200 or 1300¦C and leaching with 1 M NaOH or 0.1 M H2SO4. Leach residues with 0.02 - 0.06 weight per cent P were obtained, even from leaches at the higher pulp density of 25 weight per cent solids. Leaching tests on heated samples under heap leaching conditions at ambient temperatures have shown that phosphorus levels can be reduced to similar levels to that achieved in an agitation leach within ten days.CITATION:Fisher-White, M J, Lovel, R R, Sparrow, G J and Washington, B M, 2013.
