SAFETY practice or the elimination of accidents in our coal mines is specifically a problem of management. It cannot be delegated to any governmental agency except that the various coal-producing states do and should have some minimum safety standard laws. However, the legislative method of attempting to control mine accidents is ineffective because of the delay between the necessity and the action. It will always be impossible to keep our various state mining laws up to date; and when the law says you must do a certain thin there is a tendency to do this and no more. CURTAILMENT of oil production in California began in 1922 and 1923 when certain of the major companies completely shut down some pumping properties. Efforts of this kind were generally carried on without coordination by individual companies until 1923. From May to August of 1923, oil production in the Los Angeles Basin was curtailed because of lack of pipe-line outlets. This work was handled by a small committee of executives and engineers of some of the pipeline companies without any established. Method such as obtains at present. Not all of the major companies participated in ibis curtailment and the effort was not well organized. The problem then was principally to move the oil. The crisis passed in September of 1923 from then on the major companies each on it own initiative, shut in additional production. At Domiuguez, in 1921, Shell, Union and Associated agreed to limit drilling to a 100-ft. zone for one Near. In the summer of 1925, operators at Ingde-wood agreed to limit developments to a 1300-ft. zone during the 1925 drilling campaign. In the summer of 1927, the Ventura operators cut back their production one-third and deft it thus for 90 day. Drilling in this field has always been at a slow and conservative rate.

LARGER than continental United States but with only about one third the population, Brazil is a land of enormous potential wealth, waiting to be developed. During a recent visit to that country I saw Brazil at war and learned about some of the recent mineral developments. Many engineers and geologists have been sent to Brazil by various U. S. Government agencies to assist the Brazilian producers and co-operate with the Brazilian Government in producing needed war minerals. The Foreign Economic Administration staff of engineers has been active and through their assistance to the Brazilian producers, steadily increasing quantities of strategic minerals were provided to aid the United Nations' war effort. Mineral wealth has been found in almost every state of Brazil. Many mineral deposits have been discovered during the war period. Examples are: barite near Bahia; the tungsten and molybdenum deposits in Rio Grande do Norte; and corundum, beryl, and tungsten ores in Ceara.

T. E. PURCELL, general chairman . of the local committee, opened the seventh meeting of the Fuels Division A.S.M.E. and the Coal Division A.I.M.E., at the William Penn Hotel, Pittsburgh, Oct. 28-29, by introducing Harry M. Moses, president, H. C. Frick Coke Co., who welcomed the 500 registrants to "our town." Mr. Moses, in his brief talk, declared that in the postwar period each of the new centers must have a reason for existence. Pittsburgh, he said, has no iron ore, or bauxite, and limestone is scattered and not near by; but Pittsburgh does have low-cost fuel within reasonable distance. Its problem is the economical utilization of the low-cost fuels that remain, as the high-quality fuels are gone. Mr. Moses expressed confidence in this group in the solution of the problem and looked forward to what they would do. Harold V. Coes, the first A.S.M.E. president to attend one of these conferences, responded. He thoroughly believed in these joint meetings - in the cross-fertilization of ideas. Each Division learns from the other. Mr. Purcell then turned the meeting over to J. E. Tobey who presided over the coal research session that followed.

ENGINEERING education has been powerfully affected by the impact of war, just how powerfully can be better understood after considering the postwar problems regarding students, staff, and plant. In time of war no one will question the necessity of expediency of military training. With the cessation of hostilities, expediency gives way to the evolutionary process of strengthening engineering education as need is exemplified by experience. During the war, except for the Navy V-12 program, engineering education was at its lowest ebb of the century. Freshman enrollments were largely limited to those graduating from high school at the age of seventeen; and the upperclass, to those disqualified for active service. In most schools the experienced staff was either in service or government and industrial research. Many may never return to their former occupations. ARIAL maps of prospective mineral-bearing territory have become almost indispensable in all the branches of exploration, and have proved particularly useful in the great oil area of the Southwest. About nine years ago aerial photographic mapping in this area was begun. The early product was lacking in scale accuracy and other control features, which limited its effective use. FRANCE will be given a large portion of the Marshall Plan funds for relief, reconstruction, and industrial development in France and in her colonial possessions. At present that country is not in position to export any large tonnages of the mineral products needed in the United States. However, if, through Marshall Plan aid and private capital investment, production of these products can be largely increased, agreement should be made by which the United States is to get a substantial portion of such increased output in part payment for the material and technical aid they receive. France issued a decree, published in the "Official Gazette" on Feb. 3, 1948, which permits conversion into dollars of dividends derived from dollar investment in Government-approved projects and will agree to a scale of capital amortization to be determined in each individual case. DEVELOPMENTS in Iran currently arousing interest in a considerable portion of the world, particularly on the part. of that country's immediate neighbor on the North and in our own country, an inseparably related to and largely dependent upon the government's attempts to strengthen its economy and improve the standard of living of its people. These efforts are encompassed by provisions of the Seven-Year Development Plan recently enacted and not, in the process of implementation. It is a fine example of what one financially sound but extremely backward and poorly equipped country has undertaken to do on its own account and with its own resources. This Seven-Year Plnil was formally authoriztld by an act of the Iranian Parliament in February 1948. Its stated objects are to carry out such plans for the development of the country and its economy as ail1 raise the standard of livinc: and standard of education of the people, and re- duce the cost of living. A seven-yrar program for carrying out the work within the limits of appropriations was assigned under the law. The total amount to be expended during the seven- year period was fixed at the equivalent of $670 millioil at current rates of exchange.

(communication to the Secretary*):¬Formerly it was the general practice of engineers to designate coal that is free from moisture and ash as " combustible,", not-withstanding that it contains oxygen and nitrogen. The origin of this practice was more particularly due to the requirements in connection with boiler-testing, which demanded a consideration of that portion of the fuel which took part in the combustion-process because results based on a unit of either moist or dry coal were not comparable, since both moisture and ash were recognized as variable quantities. Thus, a pound of " combustible " became a standard of value, and was treated as a constant before employing measurements of heating-power and calculating therefrom the percentage of efficiency. The recognition of this term ." combustible" was an advance to be credited to the engineer .rather than to the chemist, because the latter, not having to do with the interpretation of analysis in practice outside the laboratory, usually saw no reason for reporting results in terms other than those of the moist-coal composition. Some years ago I needed a table of fuel-composition in terms of moist, dry, moisture-free and ash-free coal, and of the combustible components. This table required the use of the word combustible in its proper sense, for the purpose of designating carbon, hydrogen, and sulphur, instead of including these three elements with oxygen and nitrogen, to which aggregate the term combustible was formerly applied. To make such a tabulation involved either the use of the inconvenient and cumbersome term, "ash and moisture-free coal," or of some other representative term, and for this purpose I adopted the expression " pure coal," which is short, simple, convenient, and technically correct. DURING the summer of 1911, I had the opportunity to study in detail the geological conditions of what is known in northern California as " Harrison gulch," in Shasta county. Though the district, as a whole, that is, the western part of Shasta and the eastern part of Trinity county, has contributed during the last 15 years a considerable share of the gold-production credited to Shasta county, very little is known of its geology, perhaps because the country is covered with a dense growth of brush which makes exploration and prospecting extremely difficult. Topographically the district presents a succession of ridges trending approximately N-S.; and alternating with deep narrow canyons. The drainage is partly into . the Sacramento, partly into the Trinity river. Climatic conditions in summer time are almost ideal. It is true, the thermometer may climb to 115°, but the air is dry and the heat is bearable, especially as the nights are always cool. It seldom rains during the summer months, and creeks and springs dry out towards the end of the summer. The winter is severe, lasting from November to April, and usually a thick layer of snow covers the mountains. By reason of the character of its gold-deposits, the region is known to miners as "the pocket country." It contains a series ?of eruptive rocks intruded into slates, cherts, limestones, and conglomerates. Dikes, laccoliths, and batholiths are frequent. In a day's ride it is possible to find all the common igneous rocks from the very acid to the very basic. Serpentines are especially abundant.. The sedimentary rocks are, as rule, broken and shattered as well as folded, and show the effects of intense metamorphism. ? Pocket-hunters " speak of the contact of diabase and slate as the ? pocket-contact." Some rich gold-pockets, however, have also been found in the diabase.

THERE is one problem of the new administration that has received the attention and thought of the organized engineers of America for many years past. This is the problem of the reorganization of the Federal Government. The, inadequacy, the wastefulness, and the inefficiency of our federal organization was evident, enough under pre-war conditions. These inadequacies, these inefficiencies, these wastes were exhibited to the country during the war at the cost of millions. Congress has placed the problem in the hands of a very able Congressional Joint Committee, but if this Joint Committee succeeds in securing the imminently necessary results it will only be by full insistent support to it by public opinion. Many attempts have been made at reorganization before but all, of them have gone to the same crematory-the interminable differences in opinion among the executive and legislative officials over details.

IN the past five years, and without much fanfare, Turkey has emerged as a significant figure in the world mining picture. This has been accomplished by a five-year plan now in its last year. A second five-year plan is already under way, ahead of schedule. It will concentrate even more than the first in developing Turkish mines in order to increase present exports of coal, chrome ore, and copper, and to develop new mineral exports as well. To be fully understand the republicic?s mining program should be considered as something more than merely tapping rich resources in the East along the Aegean Sea, in the North among the mountains descending to the Black Sea, and in the West at the foot of the Taurus Mountains. It should also be viewed in the light of a strong nationalist policy with many aspects of state socialism. Turkey declares frankly that all mineral re- sources belong to the nation and all exploitation should be by the state for the twin purpose of modernizing the state and securing foreign exchange for the state by exports. Accordingly, the principal mines are state-operated and a few lesser enterprises, although not state-owned, have at least been put in the hands of Turkish capital.

Survival of the mining industry as a viable economic entity in the United States is being seriously threatened by declining grades of ore reserves, rising operational and capital costs, and increased governmental taxes, restrictions, and subsidizing of third world competition. Discovery of major high-grade deposits is becoming increasingly unlikely. International competitiveness of the U.S. deposits will depend upon 'Yankee Ingenuity, ' innovations in mining methods, metallurgical treatment, and financial arrangements, and a viable national strategy. This will require not only effective management for control of operations, but management that encourages breakthroughs in technology, financing, labor relations, and in public and governmental understanding. The mine geologist and the exploration geologist both have important roles to play in all aspects of this fight for survival of the industry.

WITH imperfect instruments it is impossible to make accurate surveys; the results are inaccurate maps, with their attendant consequences. The design of the writer is to describe an improved form of tripod head, and certain defects in an English transit and a miners' dial, with the method taken to remedy the defects of the transit. When the present transit superseded the surveyor's compass, there was one special objection brought against it, and with some show of reason ; namely, that the tripod of the compass with its ball and socket motion, allowed a quicker levelling-up (and, consequently, more work) than was possible with the transit. To this objection it was replied, that the ball and socket would not allow the instrument to be levelled with the same degree of precision that could be attained with the levelling screws, and that if time was sacrificed greater accuracy was attained. Nevertheless, it is a well-known fact that in this country, and especially in England, the compass or miners' dial holds its ground solely from its rapid adjustment. Ever since the introduction of the transit, efforts have been made to give to this instrument the same facility of levelling possessed by the compass or dial, and the same means have been tried, i. e., a . ball and socket motion, since a modification of this in some form was the only method that would answer. The upper part of a transit is, however, much heavier than the corresponding parts of a compass, and, therefore, requires more binding power, which cannot be ob¬tained with an ordinary ball and socket joint. It has been a study with instrument-makers to combine the facility of these two tripods -the quickness of the ball and socket with the steadiness and accuracy of the screws; but in all attempts in this direction the ball and socket of the compass has been literally followed, the entire stability of the instrument depending upon the friction of the ball in its socket. The purpose of the mill tests reported herein, was to determine the relative power efficiency of fast and slow rod mill speeds on the ores of the Tennessee Copper Co. The tests were carried out at the lsabella Mill of the Tennessee Copper Co. under normal operating conditions. Every effort was made to keep the ore supply and other conditions constant, but it will be noted that some slight variation did occur. The open circuit 6 by 9 rod mill, and ore, used in these tests have been previously described.' Four motor drive pinions were available and the tests were performed in the following manner: each pinion was used to drive the mill for a period of one week. Constant sampling prevailed during the test run, and a composite sample for each speed test was made. Realizing that some slight liner wear took place during the four-week test-run, and that some slight variation of the ore may have taken place, a second and then a third series of four-week test- runs were made with the four different pinions. The screen analysis of each of the thee-week run samples at the various speeds were composited and the results are shown in Table 1. The authors feel that the 12 weeks of operation consumed during these test-runs would represent fairly the effect of each mill speed. The data of line 37 show that within the error of sampling and plant operation, the tons of minus 65-mesh material generated per horsepower hour was the same at all four speeds.

Because of the strict requirements on the quality of limestone that are dictated by the users, the operator was compelled to find new approaches to produce a product of uniform and acceptable quality. The raw material is controlled and monitored every two minutes by a special computer in order to ensure its quality. The required minimum and maximum quality constraint had an adverse effect on performance and consequently cost. In order to improve this performance, a Monte Carlo simulation model was developed and tested for the optimal truck allocation. The input data is based upon the distribution of equipment performances and costs.
